			<content:encoded><![CDATA[<p>By IPS Correspondents  and - -<br />MEXICO CITY, Aug 22 2011 (IPS) </p><p>The Mexican Environmental Law Center (CEMDA) and Los Cabos Coastkeeper have called on the Ministry of the Environment and Natural Resources to hold a public consultation on the construction of a tourism complex in the northwestern state of Baja California Sur. <span id="more-124596"></span> &quot;Public participation in environmental management, and especially in the case of a project like this, is a right guaranteed by the Constitution and international agreements. We hope that that the public will be allowed to participate,&quot; Agust&iacute;n Bravo, the CEMDA regional coordinator for northwestern Mexico, told Tierram&eacute;rica.</p>
<p>The project will consume huge amounts of water and electricity and generate waste in a fragile natural area, say the environmental organizations pushing for the consultation. </p>
<p>Backed by two Spanish consortiums, the Grand Coral Los Cabos hotel complex project involves the construction of 36,596 rooms, golf courses and urban infrastructure in the municipality of Los Cabos, 30 kilometers from the Cabo Pulmo Marine Reserve.</p>
