Mexico’s state-owned oil company Pemex is not meeting its obligation to produce clean fuels, a fact which has serious health, environmental, economic and commercial consequences, says a study conducted by three non-governmental organizations. "The lack of distribution of ultra low sulfur diesel prevents the entry of more efficient, less-polluting vehicles and technology, which could increase competition in Mexico," the director of climate change and air quality at the Sustainable Transportation Center (CTS), Hilda Martínez, told Tierramérica.

With the support of the CTS, the Mexican Environmental Law Center and Fundar Center for Analysis and Research released a report this month which concludes that between 2006 and 2011, Pemex failed to spend around 75 billion dollars needed for the production of clean fuels.

Pemex has an obligation to produce these fuels under Mexican regulations passed in 2009.
