The United Nations will be commemorating World Press Freedom Day on May 3 reminding governments of their duty to respect and uphold the right to freedom of expression enshrined under Article 19 of the 1948 Universal Declaration of Human Rights, and marking the anniversary of the Windhoek Declaration, a statement of free press principles put together by African newspaper journalists in Windhoek in 1991.

By Committee to Protect Journalists
NEW YORK, May 1 2025 (IPS)

Press freedom is no longer a given in the United States 100 days into President Donald Trump’s second term as journalists and newsrooms face mounting pressures that threaten their ability to report freely and the public’s right to know.

A new report released April 30 by the Committee to Protect Journalists (CPJ)– “Alarm bells: Trump’s first 100 days ramp up fear for the press, democracy,” noted that the administration has scaled up its rhetorical attacks and launched a startling number of actions using regulatory bodies and powerful allies that, taken together, may cause irreparable harm to press freedom in the U.S. and will likely take decades to repair.

The level of trepidation among U.S. journalists is such that CPJ has provided more security training since the November election than at any other period.

“This is a definitive moment for U.S. media and the public’s right to be informed. CPJ is providing journalists with resources at record rates so they can report safely and without fear or favor, but we need everyone to understand that protecting the First Amendment is not a choice, it’s a necessity. All our freedoms depend on it,” said CPJ CEO Jodie Ginsberg.

Emerging challenges to a free press in the United States fall under three main categories:
1) The restriction of access for some news organizations; 2) The increasing use of government and regulatory bodies against news organizations; and 3) Targeted attacks against journalists and newsrooms.

While The Associated Press (AP), a global newswire agency serving thousands of newsrooms in the U.S. and across the world, has faced retaliation for not adhering to state-mandated language, the Federal Communications Commission is mounting investigations against three major broadcasters – CBS, ABC, and NBC – along with the country’s two public broadcasters – NPR and PBS – in moves widely viewed as politically motivated.

“The rising tide of threats facing U.S. journalists and newsrooms are a direct threat to the American public,” said Ginsberg. “Whether at the federal or state level, the investigations, hearings, and verbal attacks amount to an environment where the media’s ability to bear witness to government action is already curtailed.”

Journalists who reached out to CPJ in recent months are worried about online harassment and digital and physical safety. Newsrooms have also shared with us worries about the possibility of punitive regulatory actions.

Since the presidential election last November until March 7 of this year, CPJ has provided safety consultations to more than 530 journalists working in the country. This figure was only 20 in all of 2022, marking an exponential increase in the need for safety information.

Globally, the gutting of the U.S. Agency for Global Media resulted in the effective termination of thousands of journalist positions, and the elimination of USAID independent media support impoverished the news landscape in many regions across the globe where the news ecosystem is underdeveloped or information is severely restricted.

As the executive branch of the U.S. government is taking unprecedented steps to permanently undermine press freedom, CPJ is calling on the public, news organizations, civil society, and all branches, levels, and institutions of government – from municipalities to the U.S. Supreme Court – to safeguard press freedom to help secure the future of American democracy.

In particular, Congress must prioritize passage of the PRESS Act and The Free Speech Protection Act, both bipartisan bills that can strengthen and protect press freedom throughout the United States.

The Committee to Protect Journalists is an independent, nonprofit, and nonpartisan organization that promotes press freedom worldwide. We defend the right of journalists to report the news safely and without fear of reprisal.

When he was detained on July 29, the Dar es Salaam police chief said at a press conference that police were investigating Kabendera’s citizenship status.

“It seems that for the past week, authorities have been searching for a way to justify their detention of this critical freelance journalist. First, they claimed Erick Kabendera’s citizenship was in question, today they have levelled drastically different charges, which call into question their motive for holding him,” said CPJ Sub-Saharan Africa Representative Muthoki Mumo. “Prosecutors should immediately drop the charges against Kabendera and Tanzania should end its practice of retaliating against critical voices.”

The charge sheet, viewed by CPJ, alleged that Kabendera committed the offences between January 2015 and July 2019. Under Tanzania’s Criminal Procedure Act, people accused of money laundering do not qualify for bail. Kabendera could remain in detention for the duration of his trial, Jones Sendodo, one of the lawyers representing the journalist, told CPJ. If convicted of assisting a criminal racket, Kabendera could be jailed for up to15 years.

Since his arrest, authorities have searched the journalist’s home at least twice, confiscated his passport and other documents, and questioned his mother, according to media reports. In addition to being interrogated about his citizenship, Kabendera was also questioned on allegations of sedition and cybercrime offences, according to the BBC and other reports.

In a statement last week, the Tanzania Human Rights Defenders Coalition said that Kabendera’s rights to due process had been violated, as police moved him from station to station after arrest, denying him access to legal representation and his family. In a video posted to Twitter today, Jebra Kambole, who is also representing Kabendera, said the journalist has not yet been questioned for the crimes on the charge sheet, adding, “It is journalism work that has brought Erick here.”

Kabendera will be detained at Segerea prison in Dar es Salaam until August 19, when the next hearing in his case is scheduled, his lawyer, Sendodo, said.

Dar es Salaam police chief Lazaro Mambosasa said at a press conference today that Kabendera was in custody and that police arrested him after the journalist failed to obey a summons. Mambosasa said that Kabendera was being questioned about his citizenship and that police were working with immigration officials. Police yesterday denied knowledge of Kabendera’s case after the journalist was taken from his home by a group of men who refused to identify themselves, according to reports and CPJ research.

One of the journalist’s relatives, who spoke with CPJ on condition of anonymity because of safety concerns, said that the citizenship investigation was surprising because authorities had investigated his status before and “cleared him.” In 2013 authorities terminated a similar investigation into the journalist and his parents, calling it “ill-advised” and stating that the family’s citizenship was not questionable, according to a report by the privately-owned publication, The Citizen. In a blog post, Kabendera linked the 2013 investigation to attempts to muzzle him. The Citizen reported last year on several cases of authorities investigating the citizenship of government critics.

The relative said that no summons was issued and told CPJ they believe the arrest is in retaliation for Kabendera’s journalism, which has been unflinching in its assessment of President John Magufuli’s government.

“This rehashing of discredited claims about Erick Kabendera’s citizenship appear to be nothing more than a ploy by the Tanzanian authorities to justify their actions after public outcry over the manner in which the journalist was detained,” said CPJ Sub-Saharan Africa Representative Muthoki Mumo. “Kabendera should be released immediately and this sham of an investigation terminated. Tanzanian authorities must stop harassing their critics.”

At the press conference this afternoon, Mambosasa said that Kabendera was being held at Central police station in Dar es Salaam. When family, colleagues, and lawyers tried to visit the journalist this evening, they were told he was not at the station and that they could not see him until tomorrow, Jones Sendodo, a lawyer affiliated with the Tanzania Human Rights Defenders Coalition and who went to the station, told CPJ. The coalition today filed a bail application that will be heard on August 1, according to Watetezi TV, which is associated with the coalition.

Tanzanian Inspector General of Police Simon Sirro and Mambosasa were unreachable on their phones today. CPJ’s messages asking for comment, sent this evening, went unanswered.

Kabendera has reported for several regional and international publications, including the British newspaper The Guardian and the website African Arguments. His most recent reporting in the regional weekly The East African covered alleged divisions in Tanzania’s ruling party, Chama Cha Mapinduzi, amid alleged plots within the party to block Magufuli from running for a second term.

Press freedom has drastically deteriorated in Magufuli’s Tanzania. CPJ has documented the use of suspensions, restrictive legislation, and intimidation to muzzle journalists. The freelance journalist Azory Gwanda went missing in 2017 and the government has yet to provide a credible accounting of his whereabouts. When asked about Gwanda today, Mambosasa told journalists that he could not provide details because it was necessary to keep investigations “secret” to protect evidence before it was brought to a court.
