 "The vast majority of governments want a strong agreement, yet a handful of bad actors were allowed to use process to drive such ambition into the ground," said one environmentalist.</p></font></p><p>By Jake Johnson<br />NEW YORK, Aug 18 2025 (IPS) </p><p>Negotiators in Geneva adjourned what was expected to be the final round of plastics treaty negotiations on Friday without reaching an agreement, a failure that environmentalists blamed on the Trump-led United States, <a href="https://www.commondreams.org/tag/saudi-arabia" target="_blank">Saudi Arabia</a>, and other powerful nations that opposed any effort to curb plastic production—the <a href="https://www.commondreams.org/news/plastic-pollution-crisis" target="_blank">primary driver</a> of a worsening global pollution crisis.<br />
<span id="more-191886"></span></p>
<p>The Intergovernmental Negotiating Committee (INC) on Plastic Pollution <a href="https://www.unep.org/news-and-stories/press-release/talks-global-plastic-pollution-treaty-adjourn-without-consensus" target="_blank">agreed</a> after 10 days of talks to resume negotiations at a yet-to-be-announced future date. Lobbyists from the fossil fuel industry <a href="https://www.ciel.org/news/inc-5-2-lobbyist-analysis/" target="_blank">swarmed the negotiations</a>, working successfully to prevent a binding deal to slash plastic production. More than 99% of plastics are made from fossil fuel chemicals.</p>
<p>&#8220;The inability to reach an agreement in Geneva must be a wake-up call for the world: ending plastic pollution means confronting fossil fuel interests head-on,&#8221; said Graham Forbes, <a href="https://www.commondreams.org/tag/greenpeace" target="_blank">Greenpeace</a>  USA&#8217;s Global Plastics Campaign lead.</p>
<p> &#8220;The vast majority of governments want a strong agreement, yet a handful of bad actors were allowed to use process to drive such ambition into the ground. We cannot continue to do the same thing and expect a different result. The time for hesitation is over.&#8221;</p>
<p>The high-stakes talks marked the sixth time international negotiators have convened in an effort to craft a plastics treaty as production continues to grow and toxic pollution damages oceans, waterways, and communities across the globe. Talks in December <a href="https://www.commondreams.org/news/major-plastic-polluters-win-as-un-treaty-talks-conclude-without-agreement" target="_blank">similarly concluded without a deal</a>.</p>
<p>The latest round of negotiations faltered after nations refused to rally around a pair of draft treaty documents—but for different reasons.</p>
<p>Supporters of a strong agreement—including Fiji, France, and Panama—objected to the exclusion of any binding plastic production cuts in the drafts, while the US, Saudi Arabia, the United Arab Emirates, and others balked at the scope of the proposals and argued any treaty should focus primarily on waste management.</p>
<p>The <a href="https://resolutions.unep.org/incres/uploads/chairs_revised_draft_text_proposal_-_15.08.25_at_00.482.pdf" target="_blank">proposal</a> unveiled Friday in a last-ditch attempt to reach consensus acknowledged that &#8220;current levels of production and consumption of plastics are unsustainable&#8221; but did not include any binding limits.</p>
<p>Under the current process, <a href="https://www.pbs.org/newshour/world/groups-seek-to-influence-plastic-pollution-treaty-talks-at-the-un-as-negotiations-wind-down" target="_blank">every nation must agree</a> on a proposal&#8217;s inclusion in treaty text.</p>
<p><em>Countries that want a treaty must now leave this process and form a treaty of the willing. And that process must include options for voting that deny the tyranny of consensus we have watched play out here.</em></p>
<p>Agnès Pannier-Runacher, France&#8217;s minister of ecological transition, didn&#8217;t attempt to hide her fury at the outcome of the latest round of talks, calling out the &#8220;handful of countries&#8221; that &#8220;blocked the adoption of an ambitious treaty against plastic pollution&#8221; because they were &#8220;guided by short-term financial interests rather than the health of their populations and the sustainability of their economies.&#8221;</p>
<p>&#8220;The scientific and medical evidence is overwhelming: plastic kills. It poisons our oceans, our soils, and ultimately, it contaminates our bodies,&#8221; said Pannier-Runacher. &#8220;I am angry because France, together with the European Union and a coalition of more than 100 countries from every continent—developed and developing, determined and ambitious—did everything possible to obtain an agreement that meets the urgency of the moment: to reduce plastic production, ban the most dangerous products, and finally protect the health of our populations.&#8221;</p>
<p>David Azoulay, who led the delegation for the Center for International Environmental Law in Geneva, called the talks &#8220;an abject failure&#8221; and warned that any future negotiations will end similarly &#8220;if the process does not change.&#8221;</p>
<p>&#8220;We need a restart, not a repeat performance,&#8221; said Azoulay. &#8220;Countries that want a treaty must now leave this process and form a treaty of the willing. And that process must include options for voting that deny the tyranny of consensus we have watched play out here.&#8221;</p>

"Apartheid Israel is targeting Gaza and the West Bank simultaneously, as part of an overall process of elimination, replacement, and territorial expansion," said United Nations special rapporteur Francesca Albanese.</p></font></p><p>By Jake Johnson<br />NEW YORK, Sep 4 2024 (IPS) </p><p>An independent United Nations expert has warned  that &#8220;Israel&#8217;s genocidal violence risks leaking out of <a href="https://www.commondreams.org/tag/gaza" rel="noopener" target="_blank">Gaza</a> and into the occupied Palestinian territory as a whole&#8221; as Western governments, <a href="https://www.commondreams.org/newswire/new-research-updates-on-companies-and-countries-supplying-oil-fueling-palestinian-genocide-amid-icj-rulings" rel="noopener" target="_blank">corporations</a>, and other institutions keep up their support for the Israeli military, which stands accused of grave war crimes in the Gaza Strip and West Bank.<br />
<span id="more-186710"></span></p>
<p><a href="https://www.commondreams.org/tag/francesca-albanese" rel="noopener" target="_blank">Francesca Albanese</a>, the U.N. special rapporteur on the human rights situation in the <a href="https://www.commondreams.org/news/international-court-of-justice-israel-occupation" rel="noopener" target="_blank">illegally occupied</a> Palestinian territories, said in a statement September 2 that &#8220;there is mounting evidence that no Palestinian is safe under Israel&#8217;s unfettered control.&#8221;</p>
<p>&#8220;The writing is on the wall, and we cannot continue to ignore it,&#8221; said Albanese, who released a detailed <a href="https://www.ohchr.org/sites/default/files/documents/hrbodies/hrcouncil/sessions-regular/session55/advance-versions/a-hrc-55-73-auv.pdf" rel="noopener" target="_blank">report</a> in May concluding that there are &#8220;reasonable grounds to believe&#8221; <a href="https://www.commondreams.org/tag/israel" rel="noopener" target="_blank">Israel</a> is guilty of genocide in Gaza.</p>
<p>Albanese&#8217;s new statement came as the Israeli military&#8217;s <a href="https://www.commondreams.org/news/west-bank-offensive" rel="noopener" target="_blank">largest assault on the West Bank in decades</a> continued into its second week. At least 29 Palestinians have been killed during the series of military raids, <a href="https://www.aljazeera.com/news/2024/9/2/palestinian-dies-an-hour-after-israel-arrested-him-from-occupied-west-bank" rel="noopener" target="_blank">according to</a> Al Jazeera, including <a href="https://www.dci-palestine.org/israeli_forces_kill_three_palestinian_boys_in_jenin_september_2" rel="noopener" target="_blank">at least five children</a>.</p>
<p>&#8220;Apartheid Israel is targeting Gaza and the West Bank simultaneously, as part of an overall process of elimination, replacement, and territorial expansion,&#8221; Albanese said. </p>
<p>&#8220;The longstanding impunity granted to Israel is enabling the de-Palestinization of the occupied territory, leaving Palestinians at the mercy of the forces pursuing their elimination as a national group.&#8221;</p>
<p>&#8220;The international community, made of both states and non-state actors, including companies and financial institutions, must do everything it can to immediately end the risk of genocide against the Palestinian people under Israel&#8217;s occupation, ensure accountability, and ultimately end Israel&#8217;s colonization of Palestinian territory,&#8221; Albanese added.</p>
<p>Defense for Children International–Palestine <a href="https://www.dci-palestine.org/israeli_forces_kill_three_palestinian_boys_in_jenin_september_2" rel="noopener" target="_blank">noted</a> that &#8220;dozens of Israeli military vehicles&#8221; have &#8220;stormed&#8221; the West Bank city of Jenin over the past week as &#8220;Israeli forces deployed across the targeted refugee camps, seizing Palestinian homes to use as military bases and stationing snipers on the roofs of buildings, subjecting their residents to field investigations.&#8221;</p>
<p>&#8220;The military bulldozers began destroying the civil infrastructure in Jenin city and camp, which led to the destruction of the main water networks and power outage in several neighborhoods in Jenin and surrounding villages,&#8221; the group said. &#8220;Israeli forces besieged several hospitals in Jenin and impeded the movement of ambulances and paramedics.&#8221;</p>
<p>Israeli soldiers and settlers have killed <a href="https://www.ochaopt.org/content/humanitarian-situation-update-210-west-bank" rel="noopener" target="_blank">more than 620 people</a> in the occupied West Bank since October 7, on top of the roughly 40,800 killed by the Israeli military in Gaza.</p>
<p>Unlawful Israeli land seizures <a href="https://www.commondreams.org/news/west-bank-land-seizure" rel="noopener" target="_blank">have also surged</a> in the West Bank as settlers and soldiers <a href="https://www.commondreams.org/news/west-bank-communities-israeli-settlers" rel="noopener" target="_blank">wipe out entire Palestinian communities</a>. The <em>BBC</em> <a href="https://www.bbc.com/news/articles/c207j6wy332o" rel="noopener" target="_blank">reported</a> that, according to its own analysis, there are &#8220;currently at least 196 across the West Bank, and 29 were set up last year—more than in any previous year.&#8221;</p>
<p>Israel&#8217;s multi-day attack on the West Bank that began last week has intensified fears that unless there&#8217;s a <a href="https://www.commondreams.org/news/netanyahu-cease-fire" rel="noopener" target="_blank">permanent cease-fire</a>, the assault on Gaza could expand to the rest of the occupied Palestinian territories and throughout the Middle East.</p>
<p>David Hearst, co-founder and editor-in-chief of <em>Middle East Eye</em>, <a href="https://www.middleeasteye.net/opinion/west-israel-netanyahu-should-stand-why" rel="noopener" target="_blank">wrote</a> that &#8220;even with the obvious reluctance of Hezbollah and Iran to get involved, all the ingredients are there for. a much larger conflagration.&#8221;</p>
<p>&#8220;An Israel in the grip of an ultra-nationalist, religious, settler insurgency; a U.S. president who allows his signature policy to be flouted by his chief ally, even at the risk of losing a crucial election; resistance that will not surrender; Palestinians in Gaza who will not flee; Palestinians in the West Bank who are now stepping up to the front line; Jordan, the second country to recognize Israel, feeling under existential threat,&#8221; Hearst wrote on September 2</p>
<p>For U.S. President Joe Biden or Democratic nominee <a href="https://www.commondreams.org/tag/kamala-harris" rel="noopener" target="_blank">Kamala Harris</a>, he added, &#8220;the message is so clear, it is flashing in neon lights: The regional costs of not standing up to Netanyahu could rapidly outweigh the domestic benefits of being dragged along by him.&#8221;</p>
<p>James Zogby, president of the Arab American Institute, similarly <a href="https://www.aaiusa.org/library/a-way-forward-out-of-the-mess-were-in" rel="noopener" target="_blank">argued</a> that &#8220;the U.S. must reverse course—and do so dramatically.&#8221;</p>
<p>&#8220;A long-overdue cut-off of U.S. arms to Israel and recognition of the Palestinian right to self-determination would provide exactly the shock to the system that is needed,&#8221; Zogby wrote. &#8220;It would force an internal debate in Israel, empowering those who want peace. It might also serve to send a message to the Palestinian people that their plight and rights are understood.&#8221;</p>
<p>These actions, especially if followed up with determination and concrete steps, won&#8217;t end the conflict tomorrow,&#8221; Zogby continued, &#8220;but they would surely put the region on a more productive path towards peace than the one it is on now.&#8221;</p>

Credit: UNRWA</p></font></p><p>By Jake Johnson<br />NEW YORK, Jun 13 2024 (IPS) </p><p>A United Nations commission tasked with conducting an in-depth investigation of Israeli military actions in the occupied Palestinian territories has  <a href="https://www.ohchr.org/en/press-releases/2024/06/israeli-authorities-palestinian-armed-groups-are-responsible-war-crimes" rel="noopener" target="_blank">concluded</a> that Israel&#8217;s government is responsible for multiple war crimes and crimes against humanity in the <a href="https://www.commondreams.org/tag/gaza" rel="noopener" target="_blank">Gaza</a> Strip, including &#8220;extermination,&#8221; torture, forcible transfer, and the use of starvation as a weapon of warfare.<br />
<span id="more-185683"></span></p>
<p>The U.N. inquiry began on October 7, the day of a deadly Hamas-led attack on southern <a href="https://www.commondreams.org/tag/israel" rel="noopener" target="_blank">Israel</a>. The U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory found that Palestinian armed groups committed war crimes during their attack on Israel, including the deliberate killing and torture of civilians.</p>
<p>Israel&#8217;s massive military response—launched hours after the Hamas-led attack—has caused &#8220;immense numbers of civilian casualties in Gaza and widespread destruction of civilian objects and infrastructure,&#8221; outcomes that &#8220;were the inevitable result of a strategy undertaken with intent to cause maximum damage, disregarding the principles of distinction, proportionality and adequate,&#8221; the U.N. commission said Wednesday.</p>
<p>&#8220;The intentional use of heavy weapons with large destructive capacity in densely populated areas constitutes an intentional and direct attack on the civilian population,&#8221; the commission added. Many of the weapons Israel has used in Gaza were <a href="https://www.commondreams.org/news/israel-us-munitions" rel="noopener" target="_blank">supplied by the United States</a>.</p>
<p>The new report also points to public statements by top Israeli officials as evidence that Israel&#8217;s goal in Gaza was to inflict &#8220;widespread destruction&#8221; and kill a &#8220;large number of civilians.&#8221; The U.N. panel specifically cited Israeli Defense Minister Yoav Gallant&#8217;s October <a href="https://www.commondreams.org/news/israel-blockade-gaza" rel="noopener" target="_blank">announcement</a> of a &#8220;total siege&#8221; on the Gaza Strip that would prevent the entry of water, fuel, food, and other necessities.</p>
<p>The International Criminal Court&#8217;s top prosecutor has <a href="https://www.commondreams.org/news/icc-arrest-warrants-israel-hamas" rel="noopener" target="_blank">applied for arrest warrants</a> for Gallant and Israeli Prime Minister Benjamin Netanyahu over war crimes committed in Gaza.</p>
<p>Navi Pillay, the chair of the U.N. commission, said in a statement Wednesday that &#8220;Israel must immediately stop its military operations and attacks in Gaza, including the assault on Rafah, which has cost the lives of hundreds of civilians and again displaced hundreds of thousands of people to unsafe locations without basic services and humanitarian assistance.</p>
<p>&#8220;Hamas and Palestinian armed groups must immediately cease rocket attacks and release all hostages,&#8221; Pillay added. &#8220;The taking of hostages constitutes a war crime.&#8221;</p>
<p>The commission&#8217;s findings come less than a week after U.N. Secretary-General António Guterres <a href="https://www.commondreams.org/news/israel-killing-children-2668478068" rel="noopener" target="_blank">informed</a> the Israeli government that it was added to an annual &#8220;list of shame&#8221; that condemns nations for killing and wounding children in wars.</p>
<p>Children have suffered horrific physical and psychological impacts from Israel&#8217;s eight-month assault on Gaza, which has killed around 15,000 children. Earlier this year, the U.N. Children&#8217;s Fund <a href="https://www.cnn.com/2024/01/08/middleeast/gaza-children-losing-legs-disease-intl-hnk/index.html" rel="noopener" target="_blank">estimated</a> that around 1,000 kids in Gaza had lost one or both of their legs as a result of Israeli attacks.</p>
<p>Dozens of children were among the more than 270 Palestinians killed by Israeli forces over the weekend during a raid on Gaza&#8217;s Nuseirat refugee camp. The military operation resulted in the freeing of four Israeli hostages, but the U.N. Human Rights Office said Tuesday that &#8220;the manner in which the raid was conducted in such a densely populated area seriously calls into question whether the principles of distinction, proportionality, and precaution—as set out under the laws of war—were respected by the Israeli forces.&#8221;</p>
<p>Doctors Without Borders, known internationally as Médecins Sans Frontières (MSF) <a href="https://www.msf.org/latest-massacres-gaza-illustrate-complete-dehumanisation-palestinians" rel="noopener" target="_blank">said</a> Tuesday that Israeli forces have killed more than 800 people in Gaza and wounded more than 2,400 since the beginning of June.</p>
<p>&#8220;How can the killing of more than 800 people in a single week, including small children, plus the maiming of hundreds more, be considered a military operation adhering to international humanitarian law?&#8221; asked Brice de le Vingne, the head of MSF&#8217;s emergency unit. &#8220;We can no longer accept the statement that Israel is taking &#8216;all precautions&#8217;—this is just propaganda.&#8221;</p>
<p>“Since October (and certainly before), the dehumanization of Palestinians has been a hallmark of this war,&#8221; de le Vingne added. &#8220;Catch-all phrases like &#8216;war is ugly&#8217; act as blinders to the fact that children too young to walk are being dismembered, eviscerated, and killed.&#8221;</p>

Credit: UNRWA</p></font></p><p>By Jake Johnson<br />WASHINGTON DC, Mar 13 2024 (IPS) </p><p>A group of senators said Tuesday that under U.S. law, the Biden administratio must cut off American military assistance to Israel unless the Netanyahu government immediately stops impeding aid deliveries to the <a href="https://www.commondreams.org/tag/gaza" rel="noopener" target="_blank">Gaza</a> Strip, where children are dying of starvation after months of incessant Israeli bombing and attacks on humanitarian convoys.<br />
<span id="more-184616"></span></p>
<p>&#8220;The severe humanitarian catastrophe unfolding in Gaza is nearly unprecedented in modern history,&#8221; the eight senators—led by Sens. <a href="https://www.commondreams.org/tag/bernie-sanders" rel="noopener" target="_blank">Bernie Sanders</a> (I-Vt.), Chris Van Hollen (D-Md.), and Jeff Merkley (D-Ore.)—wrote in a <a href="https://www.sanders.senate.gov/wp-content/uploads/Letter-to-President-Biden-on-enforcement-of-Section-620I-of-the-Foreign-Assistance-Act3.pdf" rel="noopener" target="_blank">letter</a> to U.S. President Joe Biden.</p>
<p>&#8220;Your administration has repeatedly stated, and the United Nations and numerous aid organizations have confirmed, that Israel&#8217;s restrictions on humanitarian access, both at the border and within Gaza, are one of the primary causes of this humanitarian catastrophe.&#8221;</p>
<p>The senators argued that the Israeli government&#8217;s <a href="https://www.refugeesinternational.org/reports-briefs/siege-and-starvation-how-israel-obstructs-aid-to-gaza/" rel="noopener" target="_blank">systematic obstruction</a> of aid deliveries violates U.S. law, pointing specifically to Section 620I of the Foreign Assistance Act of 1961. The law states that &#8220;no assistance shall be furnished&#8230; to any country when it is made known to the president that the government of such country prohibits or otherwise restricts, directly or indirectly, the transport or delivery of United States humanitarian assistance.&#8221;</p>
<p>Biden administration officials have <a href="https://twitter.com/halalflow/status/1765093487123575117" rel="noopener" target="_blank">admitted</a> that Israel is impeding aid deliveries to desperate Gazans. But when asked last week whether Israel&#8217;s actions amount to a &#8220;breach&#8221; of the Foreign Assistance Act, U.S. State Department spokesman Matthew Miller <a href="https://www.state.gov/briefings/department-press-briefing-march-5-2024/" rel="noopener" target="_blank">said</a> he would &#8220;have to go back and look at the language of that text.&#8221;</p>
<p>&#8220;It&#8217;s not something that I&#8217;ve spent a lot of time looking at,&#8221; he added.</p>
<p>The senators wrote to Biden on Tuesday that &#8220;according to public reporting and your own statements, the Netanyahu government is in violation of this law.&#8221;</p>
<p>&#8220;Given this reality, we urge you to make it clear to the Netanyahu government that failure to immediately and dramatically expand humanitarian access and facilitate safe aid deliveries throughout Gaza will lead to serious consequences, as specified under existing U.S. law,&#8221; the letter reads. &#8220;The United States should not provide military assistance to any country that interferes with U.S. humanitarian assistance.&#8221;</p>
<p>&#8220;Federal law is clear,&#8221; the senators added, &#8220;and, given the urgency of the crisis in Gaza, and the repeated refusal of Prime Minister Netanyahu to address U.S. concerns on this issue, immediate action is necessary to secure a change in policy by his government.&#8221;</p>
<p>The senators&#8217; letter was made public hours after the head of the United Nations Relief and Works Agency for <a href="https://www.commondreams.org/tag/palestine" rel="noopener" target="_blank">Palestine</a> Refugees in the Near East (UNRWA) <a href="https://www.commondreams.org/news/israel-gaza-aid-scissors" rel="noopener" target="_blank">said</a> Israel turned away a truck &#8220;loaded&#8221; with humanitarian aid because there were scissors in children&#8217;s medical aid kits—just <a href="https://www.refugeesinternational.org/reports-briefs/siege-and-starvation-how-israel-obstructs-aid-to-gaza/" rel="noopener" target="_blank">one of many examples</a> of Israel blocking the delivery of badly needed assistance.</p>
<p>Israel has limited the flow of aid to Gaza for years, but its siege has become much more restrictive since October 7, when Israel began its latest assault on the Palestinian territory following a deadly Hamas-led attack.</p>
<p>The U.S., by far Israel&#8217;s biggest arms supplier, has yet to impose any substantive consequences on the Netanyahu government for its mass killing of civilians or obstruction of humanitarian aid. The Biden administration has <a href="https://www.commondreams.org/news/biden-weapons-sales-israel" rel="noopener" target="_blank">quietly approved</a> more than 100 separate weapons sales to Israel since October.</p>
<p>Instead of <a href="https://www.washingtonpost.com/world/2024/03/12/israel-united-states-military-aid-leverage/" rel="noopener" target="_blank">using its leverage</a> to force Israel&#8217;s hand, the administration has resorted to <a href="https://www.commondreams.org/news/us-gaza-airdrops" rel="noopener" target="_blank">airdropping aid</a> into Gaza and planning the construction of a <a href="https://www.commondreams.org/news/state-of-the-union-gaza-port" rel="noopener" target="_blank">temporary port</a> off the enclave&#8217;s coast—steps that aid groups say <a href="https://www.commondreams.org/news/starving-children-us-port" rel="noopener" target="_blank">won&#8217;t be anywhere near enough to avert famine</a>.</p>
<p>Citing four unnamed U.S. officials, <em>Politico</em> <a href="https://www.politico.com/news/2024/03/11/biden-may-condition-aid-for-israel-after-a-rafah-invasion-00146340" rel="noopener" target="_blank">reported</a> Monday that Biden &#8220;will consider conditioning military aid to Israel&#8221; if it launches a ground invasion of Rafah, a small city near the Egyptian border where more than half of Gaza&#8217;s population is sheltering.</p>
<p>Brian Finucane, senior adviser for the U.S. program at the International Crisis Group, <a href="https://twitter.com/BCFinucane/status/1767296760299331743" rel="noopener" target="_blank">wrote</a> in response to <em>Politico</em>&#8216;s reporting that &#8220;U.S. law and policy already impose conditions on military aid to Israel as well as every other country.&#8221;</p>
<p>&#8220;The Biden admin has just refused to enforce those conditions so far,&#8221; he added.</p>

Credit: UNRWA/Ashraf Amra</p></font></p><p>By Jake Johnson<br />NEW YORK, Jan 25 2024 (IPS) </p><p>A coalition of 16 leading human rights organizations issued a <a href="https://docs.google.com/document/d/18g1vJ3uYu9TD28VXYtiAVbTVfsTXD80uv_C-GZSgmuE/edit" rel="noopener" target="_blank">joint statement</a> Wednesday calling on all nations to immediately stop sending weapons to both Israel and and Palestinian militants, warning that continued arms transfers risk exacerbating what&#8217;s already <a href="https://www.nrc.no/news/2024/january/100-days-of-hell-in-gaza/" rel="noopener" target="_blank">one of the worst</a> humanitarian crises in modern history.<br />

<p>The groups—including Save the Children International, Doctors of the World, Oxfam International, and Amnesty International—said arms transfers must stop as long as it&#8217;s possible they will be &#8220;used to commit or facilitate serious violations of international humanitarian or human rights law.&#8221;</p>
<p>&#8220;Israel&#8217;s bombardment and siege are depriving the civilian population of the basics to survive and rendering Gaza uninhabitable,&#8221; reads the groups&#8217; statement. &#8220;Today, the civilian population in Gaza faces a humanitarian crisis of unprecedented severity and scale.&#8221;</p>
<p>&#8220;Furthermore, Palestinian armed group-led attacks killed around 1,200 people and took hundreds of Israeli and foreign hostages, including children, and continue to hold more than 130 hostages captive inside Gaza,&#8221; the statement continues. </p>
<p>&#8220;Armed groups in Gaza have continued to indiscriminately fire rockets toward population centers in Israel, disrupting school for children, displacing and threatening the lives and well-being of civilians. Hostage-taking and indiscriminate attacks are violations of international humanitarian law and must end immediately.&#8221;</p>
<p>Individual groups such as <a href="https://www.hrw.org/news/2023/11/06/suspend-arms-israel-palestinian-armed-groups" rel="noopener" target="_blank">Human Rights Watch</a> have previously called for an arms embargo on Israel and Palestinian militants, but Wednesday&#8217;s call represents the first coordinated appeal from top humanitarian groups for an immediate end to weapons transfers since Israel began its latest assault on Gaza in October.</p>
<p>The groups urged the United Nations Security Council—which has been <a href="https://www.commondreams.org/news/united-nation-resolution-gaza" rel="noopener" target="_blank">stifled</a> by the U.S., Israel&#8217;s top arms supplier—to adopt a resolution imposing a weapons embargo on the Israeli government and armed Palestinian groups in Gaza, where most of the population is displaced and at risk of starvation after three and a half months of incessant Israeli bombing.</p>
<p>&#8220;American taxpayers should not be subsidizing war crimes,&#8221; Martin Butcher, policy adviser on arms and conflict at Oxfam International, said during a press call on Wednesday, stressing that most of Israel&#8217;s arms come from just a handful of powerful nations—the U.S., <a href="https://www.reuters.com/world/europe/german-military-exports-israel-up-nearly-10-fold-berlin-fast-tracks-permits-2023-11-08/" rel="noopener" target="_blank">Germany</a>, and the <a href="https://www.hrw.org/news/2023/12/12/letter-uk-government-calling-immediate-halt-uk-arms-transfers-government-israel" rel="noopener" target="_blank">United Kingdom</a>.</p>
<p>The U.S. alone has provided Israel with more than 10,000 tons of weaponry since October 7, including <a href="https://www.wsj.com/world/middle-east/u-s-sends-israel-2-000-pound-bunker-buster-bombs-for-gaza-war-82898638" rel="noopener" target="_blank">2,000-pound bombs</a>, tank ammunition, and drones. Hamas, meanwhile, &#8220;fights with a patchwork of weapons built by Iran, China, Russia, and North Korea,&#8221; <em>The Associated Press</em> <a href="https://apnews.com/article/israel-hamas-war-guns-weapons-missiles-smuggling-adae9dae4c48059d2a3c8e5d565daa30" rel="noopener" target="_blank">reported</a> last week.</p>
<p>The humanitarian coalition noted in its statement that Israel has used its vast military arsenal to destroy a large portion of &#8220;Gaza&#8217;s homes, schools, hospitals, water infrastructure, shelters, and refugee camps.&#8221;</p>
<p>&#8220;The indiscriminate nature of these bombings and, a pattern of apparently disproportionate civilian harm they routinely cause, is unacceptable,&#8221; the groups said.</p>

<p>The global appeal for an arms embargo comes as conditions on the ground in Gaza are deteriorating by the hour as Israeli forces assail the enclave, imperiling its remaining hospitals and adding to the <a href="https://english.elpais.com/international/2024-01-22/25000-deaths-in-gaza-why-the-destruction-of-this-war-exceeds-that-of-other-major-conflicts.html" rel="noopener" target="_blank">grisly death toll</a>.</p>
<p>Israel, which is facing a <a href="https://www.commondreams.org/news/south-africa-icj" rel="noopener" target="_blank">genocide case</a> at the International Court of Justice, claims it is targeting Hamas militants—but in reality no one has been safe from its wide-ranging attack on the territory. A <a href="https://apnews.com/article/women-children-gaza-war-victims-un-inequality-f0f89a724543b99c2c22439e7af09405" rel="noopener" target="_blank">majority</a> of those killed by Israeli forces in Gaza since October have been women and children, and an <a href="https://www.commondreams.org/news/gaza-civilians-killed" rel="noopener" target="_blank">estimated 90%</a> have been civilians.</p>
<p>As the humanitarian coalition said in its statement, &#8220;Gaza today is the most dangerous place to be a child, a journalist, and an aid worker.&#8221;</p>
<p>Alexandra Saieh, head of humanitarian policy and advocacy at Save the Children, said during Wednesday&#8217;s press call that arms transfers to Israel are &#8220;directly fueling the death and destruction in Gaza.&#8221;</p>
<p>Israel&#8217;s relentless bombing and siege, Saieh added, are &#8220;choking the humanitarian response as levels of starvation and children are forced to have limbs amputated without anesthetics.&#8221;</p>
<p>The only way to stop the bloodshed and allow aid to reach desperate Gazans, the humanitarian groups argued, is an immediate arms embargo and a lasting cease-fire—proposals that the U.S. has actively opposed. </p>
<p>Twice since October 7, the U.S. State Department has <a href="https://www.commondreams.org/news/u-s-aid-to-israel-2666833315" rel="noopener" target="_blank">bypassed Congress</a> to expedite arms sales to the Israeli government, which has <a href="https://www.commondreams.org/news/amnesty-us-munitions-gaza" rel="noopener" target="_blank">used American-made weaponry</a> to massacre civilians in the Gaza Strip.</p>
<p>&#8220;All states have the obligation to prevent atrocity crimes and promote adherence to norms that protect civilians,&#8221; the groups said. &#8220;The international community is long overdue to live up to these commitments.&#8221;</p>
