The fiesta, patriotic fervour,  quiet but eloquent sobbing ,depth of speaker line-up and story-telling  presentations fleshed out with  anecdotes were the mirror -image  of American electoral democracy in action.<br />

Photo: Orchard</p></div>Beneath the dazzling tapestry, however, likability and trust issues dog the steps of Donald Trump and Hillary Clinton even as they have secured nomination for the US presidential election in November. An intensely polarizing campaign now sees a new twist, some say an escalation, to the email scandal centred around the use of a personal server by the former secretary of state. One would have thought we had seen the back of it after the FBI investigations. The probe while alluding to a serious lapse of responsibility had ruled out prosecution against her .The Democrat camp has lately accused Trump of inciting Russian &#8216;espionage&#8217;, a suggestion Moscow had earlier vigorously denied. Republicans are out to whip up a national security concern apparently in desperation over the steadying ship of Democrat candidacy.</p>
<p>Women of the Movement for Care representing the victims of gun shots were present at the penultimate phase of the Democratic convention extending their support to Hillary. Her gun control policy found a resonance with them. Simultaneously, the results of Millennial Youth Research were revealed from the podium highlighting the vulnerabilities of Black youths vis-à-vis their White counterparts.  </p>
<p>Both the presidential tickets look considerably revamped by the choice of governor Pence and senator Tim Paine &#8216; as vice president running mates of Trump and  Hillary respectively. Tim in  particular, sounds competent to  be officiating the president &#8216;on a short notice.&#8217;   </p>
<p>Remember, the primaries were hard – fought, precisely , on two levels: First, between the principal candidates ;and secondly  the challengers within the parties battling  it out to basically  to fathom their chances .Chiefly motivated to resist a frontrunner; this in part may have also  been actuated by a desire to create a vote bank by way of influence-peddling.</p>
<p>Some of the contestations in the primaries were taken to the national conventions. Ted Cruz who refused to endorse Trump in the convention had to be  booed  out by “Trump” ,Trump” yells . By comparison , the  intensity of passion and level of sophistication exuded by Bernie Sanders in his adversarial posture towards Hillary Clinton were way above the crudity and humiliation traded between Trump camp and Ted Cruz.</p>
<p>It is a huge add-on to the electoral culture that Bernie with his Left predilections and for all his support base among young men and women by virtue of his commitment to social and economic justice and equal opportunities has proved a statesman of no small measure. Although he let his differences with Clinton go down to the wires, he pulled back in time to retain his clout to negotiate a deal with her on projects close to his heart  as well as  extend  the much-needed support to her at the nick of time.</p>
<p>The stakes are high in a Democratic win and so Sanders gave a resounding endorsement for it: “Based on her ideas and her leadership—Hillary Clinton must become the next president of the United States. I am proud to stand with her…” </p>
<p>Powerful endorsement speeches intelligently crafted to cut corners were delivered by party big wigs , former high public office holders, iconic figures ,vice presidential nominees ,let alone spouses , sons and daughters of the candidates .</p>
<p>It is a participatory inner party democracy opening out to a broad spectrum representative system, largely backed by money and served by merit that projects the strength of the US as we know it.</p>
<p>It took 134 years since the American independence for women to be voters; nearly a century is passing us by from that watershed moment with a historic responsibility devolving on the US electorate to have their first woman president. After breaking the jinx of a non-white president, it is turn for a woman incumbent in the White House.<br />

Since we have been visited by a series of &#8216;firsts&#8217; in so-called jihadi manifestations, perhaps a review is in order.<br />

They formed a &#8216;suicide squad&#8217;, so far unheard-of in Bangladesh, to carry out their killing mission. A global contagion effect is taking hold.</p>
<p>Bangladesh, however, is not a lone figure on the supply side. A story from Kerala has it that men and women mostly from affluent and highly educated families confided in their friends about an intent to abandon their wealth and go somewhere to lead “a true Islamic way of life”. </p>
<p>“Of the 21 missing youths from Kerala, with at least some suspected to have left in a bid to join Islamic State, The Indian Express spoke to the families of 10 from the Padanna and Trikkaripur region  to piece together a story of rapid radicalisation and a common thread — most were followers of the ultra-conservative Salafi movement.” </p>
<p> Sometime ago, even Muslim youths in England including teenage girls left their families travelling to Turkey on way to Iraq and some ISIS strongholds in Syria. The British authorities obviously cried foul but with a major difference that they would approach the returnees from such misadventure debriefing and engaging them in de-radicalisation programmes.</p>
<p>Latest reports suggest that the viscera samples of the five deceased participants in the Gulshan killing spree is being preserved. This is for testing whether they had used Captagon, a terrorist drug, before the act. For five young men to have executed 20 individuals in such a brutal fashion has raised a suspicion about the influence of some kind of drug before carrying out the operation Reportedly, FBI and an organisation in Gujarat have asked for visceral samples to carry out forensic test along that line. </p>
<p>Captagon is an &#8216;ideal&#8217; drug to facilitate inhuman acts. “During the Paris attacks on November 13, those who managed to flee the scene have since provided descriptions of the terrorists that could point to the use of Captagon: with empty stares, pallid, expressionless faces, the attackers are said to have looked like the &#8216;walking dead&#8217;.”</p>
<p>A huge gap in the mechanical surveillance structure has come to light. A Prothom Alo report titled &#8216;Police in the dark about planners&#8217; reveals a deficiency in the CCTV camera coverage. They have closed circuit camera footage along Road # 79 showing the militants entering the Holey Artisan Bakery Restaurant, but they have little by way of the route taken to enter Gulshan or if any vehicle was used by them. So, the police don&#8217;t have a clear picture of their movement leading up to their barging into the restaurant. </p>
<p> Also importantly, the police and Rab have detected a serious precautionary flaw at the Holey Artisan Bakery itself. It is found that the restaurant&#8217;s CCTV cameras did not contain any recording device – they only showed the arrival and departure of customers. Without any sequential footage, investigators say that they are left to depend entirely on versions by 13 rescued persons including eyewitness accounts of Artisan employees.</p>
<p>All this is an eye opener to an imperative necessity for getting the basics right. The slack in the maintenance of CCTV cameras with many routinely going out of order and the inability to analyse the fragmentary images when the chips are down are patently unacceptable. Properly trained personnel should be put in charge and held accountable for each of the CCTV camera installations. It is common knowledge that many private business houses, commercial centres, real estate apartments, transport terminals, banks, hotels have CCTV cameras but a new level of coverage and  operational efficiency is called for should the lurking terror threats be staved off.</p>
<p>When terror strikes, the priorities are clear cut: Thoroughly professional investigation into how it happened including relaying orders, training, arming, target fixing and colluding arrangements, if any, behind the act. The rest about financing, mentoring, networking is a grey area not privy to foot soldiers or even the sleeping cells of terrorist organisations. There, credible and focused intelligence exchanges are vital between countries having a common stake.  </p>
<p>The overarching concern at this point is to prevent recurrence of a terror attack of the Holey Artisan Bakery type or the attempted one like in Sholakia.  A fallout is seen through the postponement of some international conferences and events as hints of change of travel plans by buyers and tourists and a short-term fall in investment appear in the horizon.</p>
<p>We have been through rough patches before which proved transient as we would bounce back every time. This too will be a passing phase in ensuring which we must play our own part.</p>
<p>At any rate, we should view it as a new challenge that we share with the rest of the world requiring a new response to be had.   </p>
<p>It is true that many a terrorist attack may have been prevented due to good police and Rab work. What is equally true is an ample room for improvement in their intelligence gathering, collation and analytical activities. Multiplicity of intelligence agencies could      hinder coordination between them, even make them work at cross-purposes. The right balance will have to be struck in accordance with best practice methods. </p>

But there was so much more to it with the infant actually shouting: &#8216;Don&#8217;t touch my grandma, go away&#8217;, to the appreciating, if somewhat amused, glance of onlookers.<br />

<p><a href="https://www.ipsnews.net/Library/2016/04/toddler_.jpg"><img decoding="async" src="https://www.ipsnews.net/Library/2016/04/toddler_-300x158.jpg" alt="toddler_" width="300" height="158" class="alignright size-medium wp-image-144813" /></a>It highlighted a child&#8217;s courage, his concern and love for a near and dear one standing up to a goliath-like adversary to defend his grandmother&#8217;s dignity against a perceived use of force. </p>
<p>Where a toddler could bravely resist what in his eyes looked like an imposition on his grandmother, you have a mob of grownups at Hatia in Noakhali and Sonagazi in Feni as silent, abetting bystanders to the reported stripping of two women of their clothes in broad daylight and being tortured mercilessly. </p>
<p>The victims are Shahana, 32, of Hatia and Wahida Khatun, 68, of Sonagazi in Feni a beneficiary of Adarshagram Ashrayan project at Chardarbesh union. The first woman failing to pay &#8216;subscription&#8217; (toll) to Hatia pourashava was disrobed in public and beaten black and blue, allegedly by local thana dalal (collaborator) and Jubo League cadre Shahjahan. Her husband too, was detained briefly, for not complying with their extortionist demands. At one stage, when Shahana was carrying three and a half lakh taka out of sale proceeds from a plot of land, her purse and necklace would be snatched away.</p>
<p>When the video was put online it went viral and the police registered the case four days after the incident. And they said Shahjahan was not a thana dalal and that the police was getting a move on to arrest him.</p>
<p>The second victim Wahida Khatun&#8217;s fault, was to cultivate some vegetables in front of her room allotted under a shelter project. She was stripped, tied with her clothes to a tree by a goon named Sabuj, 38, in broad daylight.</p>
<p>Let&#8217;s pinpoint the core issues of such rabid-dog-like behaviour assaulting the dignity of women. Far from being macho, it represents the worst abomination of a woman&#8217;s person. And, are they not our mothers, sisters and daughters? This has happened in the rural outback where the reach of the law&#8217;s long arm stops short or is laid back or compromised by patently unequal power relations in the countryside. Why would that be so when the urban-rural line is fast disappearing through women&#8217;s empowerment in the garment sector, their local government representation and the women workers overseas sending in money to their relatives at home? </p>
<p>Here is an issue with trafficking behind which is a push factor of young women&#8217;s sense of insecurity in the country making them look for jobs abroad. And they sometimes land from the frying pan to the fire. Also, they become vulnerable to illegal trafficking such as the recovery of 250 women from the India-Bangladesh border has recently pointed to. </p>
<p>Hated as the women&#8217;s tormentors are the onlookers of atrocious scenes are equally to blame. The community did not raise a single finger or voice of protest, little realising that a single grunt of protest could have broken into a crescendo of resistance against the rowdies, freezing them on their tracks. Instead, they were watching as though a circus, leery-eyed at the baring of the women&#8217;s body. Rampant exposure to pornography and the culture of video-recording induced incidents for blackmailing are having all sorts of unsavoury consequences. This is why even governments in the liberal West are working to find remedies to a breakdown of old world family and social values. </p>
<p>Why must a majority be so afraid of a tiny minority of the wickedest? To explain this in terms of the thugs living off scare-mongering, notorious credentials, impunities from offences committed earlier on as though they are beyond and above law, is being pedestrian. For it amounts to abdication of the government&#8217;s responsibility and authority on the one hand and that of the community at large on the other. </p>
<p>In one of the human chains seeking justice to Tonu after a full month of simulated mystery surrounding her case, a placard read jarringly but insightfully “When alive we are a &#8216;commodity&#8217; and when raped and murdered we become sisters”. </p>
<p>This sarcastic line is a razor-sharp pointer to a societal hypocrisy. We are casual with the living, dropping all our guards but chest-beating in delirium about the brutal end of a woman. To compound the burden of our unfinished agenda, a new brutality keeps kicking up the previous one into the long grass. </p>
<p>Let it not be lost on us that the sensitisation campaigns are mistimed in the aftermath, rather in the prelude to a pernicious occurrence when we would be in with a chance of preempting it. An infinitely less costly option that. In spite of the vociferous aftermath do we see any remission in the phallic fever? </p>
<p>There are two ways to be ahead of the problems: One, we have special units or task forces comprising law enforcers particularly women police, teachers, religious leaders, politicians, local body and NGO representatives to attend to the brewing and emerging issues of women&#8217;s or any vulnerable groups&#8217; safety and security. The second option that could be a silver bullet is setting up communication help lines to hear out problems and arranging timely law enforcement intervention. The community policing by young Turks, with a small retainer allowance, could do the rest of the magic.<br />
