Juba\/Salzburg. Laut Prognose des Internationalen W\u00e4hrungsfonds (IWF) wird das Bruttoinlandsprodukt des S\u00fcdsudan dieses Jahr um 7,8 Prozent schrumpfen. Die Hauptschuld an der \u00f6konomischen Misere tragen der blutige B\u00fcrgerkrieg und die hohe Abh\u00e4ngigkeit von Erd\u00f6l. Die Regierung hat nun die zw\u00f6lf Millionen Einwohner aufgerufen, verst\u00e4rkt Landwirtschaft zu betreiben.<\/p>\n

Anfang des Jahres ist der Preis von einem Barrel Roh\u00f6l auf unter 30 US-Dollar gefallen. Und auch wenn sich in der Zwischenzeit der \u00d6lpreis wieder etwas erholt hat, sind die erd\u00f6lf\u00f6rdernden Volkswirtschaften in Afrika stark unter Druck geraten. Besonders drastisch ist die Situation im S\u00fcdsudan: Das Land verzeichnet laut dem L\u00e4nder-Informations-Portal der GIZ<\/a> weltweit die h\u00f6chste Abh\u00e4ngigkeit von Erd\u00f6l.<\/p>\n

In den ersten beiden Jahren nach der Unabh\u00e4ngigkeit 2011 hat das Land fast 245.000 Barrel Roh\u00f6l pro Tag produziert. Das Ergebnis waren Einnahmen in Milliarden-H\u00f6he: Die Erl\u00f6se haben bis zu 98% des Staatshaushalts bestritten. Die politische Elite sah in den Rekordjahren keinen Grund, in die arbeitsintensive Landwirtschaft zu investieren. Die Versorgung mit Ararprodukten aus eigenem Anbau wurde vernachl\u00e4ssigt, stattdessen wurden die ben\u00f6tigen Nahrungsmitteln einfach importiert.<\/p>\n

Enorme Ausgaben f\u00fcr Lebensmittel-Importe<\/strong><\/p>\n

Und so kommen heute die H\u00fchner aus Brasilien. Bohnen, Tomaten, Zwiebeln, Maismehl, Speise\u00f6l und Milchprodukte stammen zumeist aus den benachbarten L\u00e4ndern wie Kenia, Uganda oder dem Sudan. Allein an Nahrungsmittelimporten gibt der S\u00fcdsudan laut Sch\u00e4tzungen der Afrikanischen Entwicklungsbank<\/a> (AfDB) zwischen 200 und 300 Millionen US-Dollar pro Jahr aus. Der Importanteil bei Lebensmitteln betr\u00e4gt rund 50 Prozent.<\/p>\n

Versch\u00e4rft wurde die Situation durch den verheerenden B\u00fcrgerkrieg, der im Dezember 2013 ausbrach. Von dem blutigen Konflikt wurden auch auf die \u00d6l-produzierenden Bundesstaaten Jonglei, Unity und Upper Nile erfasst. Die K\u00e4mpfe f\u00fchrten dazu, dass Hunderttausende Menschen auf humanit\u00e4re Hilfe angewiesen waren. Nach dem Friedensabkommen vom August 2015 wurde der Rebellenf\u00fchrer Riek Machar am 26. April 2016 als Vizepr\u00e4sident angelobt. Laut UN-Angaben hat der B\u00fcrgerkrieg bislang 50.000 Menschen das Leben gekostet, \u00fcber zwei Millionen wurden vertrieben.<\/p>\n

Der B\u00fcrgerkrieg und der Verfall der Erd\u00f6lpreise haben schonungslos die Schwachstellen des wirtschaftlichen Systems offenbart. In der Regierung setzte ein Umdenkprozess ein, die F\u00f6rderung der Landwirtschaft hat hohe Priorit\u00e4t erhalten. Im Rahmen einer \u00f6ffentlichkeitswirksamen Aktion verschenkte Pr\u00e4sident Salva Kiir im letzten Jahr 1.000 Traktoren an Bauern im ganzen Land. Au\u00dferdem installierte Kiir einen Rat f\u00fcr Ern\u00e4hrungssicherheit, dem er selbst vorsitzt. “Ich bin fest entschlossen, den Hunger und die Unterern\u00e4hrung in der Republik S\u00fcdsudan zu beenden”, erkl\u00e4rte Kiir anl\u00e4sslich der feierlichen \u00dcbergabe der Traktoren.<\/p>\n

Lockruf f\u00fcr Bauern aus den Nachbarstaaten<\/strong><\/p>\n

Die Voraussetzungen f\u00fcr eine erfolgreiche Agrarwirtschaft im S\u00fcdsudan scheinen jedenfalls gegeben. 75 Prozent der Fl\u00e4chen kommen f\u00fcr die landwirtschaftliche Nutzung in Frage. Au\u00dferdem gibt am Wei\u00dfen Nil mit seinen S\u00fcmpfen und Nebenfl\u00fcssen ausreichend Fisch. Auf 300.000 Tonnen Fisch j\u00e4hrlich sch\u00e4tzen Experten das Potential.<\/p>\n

Durch den am 2. M\u00e4rz 2016 erfolgten Beitritt des S\u00fcdsudan zur Ostafrikanischen Gemeinschaft (EAC) erhofft sich Juba weitere Impulse f\u00fcr die Landwirtschaft. Die EAC umfasst neben dem S\u00fcdsudan die Staaten Kenia, Uganda, Tansania, Burundi und Ruanda. Die Gesamteinwohnerzahl der Wirtschaftsgemeinschaft betr\u00e4gt mehr als 157 Millionen Menschen.<\/p>\n

Die Regierung m\u00f6chte nun auch Bauern aus der EAC-Region dazu gewinnen, Felder im S\u00fcdsudan zu bestellen. “Dies w\u00fcrde sowohl Transportkosten senken und damit Lebensmittel billiger machen”, meint der Zweite Vizepr\u00e4sident des Landes, James Wani Igga.<\/p>\n

Tats\u00e4chlich sind die hohen Lebensmittelpreise ein Hauptproblem f\u00fcr die gro\u00dfteils armen Menschen. Die Weltbank<\/a> sch\u00e4tzt, dass im S\u00fcdsudan fast 60 Prozent der Bev\u00f6lkerung unter der internationalen Armutsgrenze von aktuell 1,90 US-Dollar pro Tag leben.
