Credit: UNRWA</p></font></p><p>By Joyce Chimbi<br />NAIROBI, Nov 20 2023 (IPS) </p><p>As the global community marks World Children&#8217;s Day, every child should be guaranteed their rights, including those in the Gaza Strip, where heavy bombardment and military operations by Israel have killed more than 11,000 people, 40 percent of them children.<span id="more-183059"></span></p>
<p>&#8220;Under international humanitarian laws and the Safe Schools Declaration, civilians—in particular children, schools, and school personnel—must be protected. What we are seeing in this conflict are bombs pounding the most densely populated area on earth, schools and other civilian infrastructures being attacked, and an entire population being trapped in the most dire conditions, with no safe place to flee to. Surviving children are maimed, orphaned, or have lost close and extended family. Horrors of unimaginable proportion are unfolding before our eyes,&#8221; Yasmine Sherif, Executive Director of Education Cannot Wait, the UN global fund for education in emergencies and protracted crises, tells IPS.</p>
<p>&#8220;No child can or should have to be prepared for what is happening in Gaza. Children and adolescents are hurting and traumatized. According to UNRWA, initial assessments in October showed that at least 91 percent of children are demonstrating signs of acute stress and trauma and are in need of Mental Health and Psychosocial Support (MHPSS).&#8221;</p>
<p>According to the UN, children account for nearly half of the population in Gaza. More than 625,000 students and 22,564 teachers have been affected as attacks continue. At least 86 percent of school buildings are either being used as shelters for the displaced population, catering for up to four times their capacity, or have been destroyed.</p>
<p>Camilla Lodi, Norwegian Refugee Council&#8217;s (NRC) Global Psychosocial Support Head of the Better Learning Programme, told IPS the impact of war on children was devastating.</p>
<p>&#8220;When children experience conflict, war, and displacement, they go through personal, ongoing life threats—constantly witnessing violence and its effects. Prolonged exposure to such traumatic events increases the risk of complications in processing trauma. When the fighting stops, the journey to recovery starts for children and adults who have gone through high levels of stress and trauma. Mental Health and Psychosocial Support (MHPSS) is not a luxury but a necessity. It helps regain a sense of normalcy,&#8221; she said.</p>
<p>&#8220;NRC works specifically on a psychosocial support program within broader education in emergency interventions. Simply, children cannot learn unless they feel well and safe. MHPSS is an essential, necessary, and mandatory intervention that should be embedded in every education in emergency programs. The Better Learning Programme (BLP) is NRC&#8217;s signature non-specialized classroom-based psychosocial support intervention that helps restore learning capacities for children that have gone through trauma and high levels of stress.&#8221;</p>
<p>The program has been at the forefront of providing immediate and long-term critical care and psychosocial support for more than a decade, investing in children&#8217;s futures in 33 countries, such as Ukraine, Sudan, and Palestine. Lodi stresses that MHPSS is critical in crises and emergencies.</p>
<p>Sherif stresses that as homes and schools lie in ruin in this high-level stress cycle, surviving children are at risk of severe lifelong mental health problems. A life of debilitating chronic anxiety, depression, and various degrees of trauma now beckons for more than <a href="https://www.educationcannotwait.org/resource-library/crisis-affected-children-and-adolescents-in-need-education-support-new-global">224 million</a> children and adolescents in conflict and crises globally. She adds that Education Cannot Wait, which supports education programs for children in over 40 countries affected by emergencies and protracted crises, has included MHPSS as a core component of all its country-level investments since 2020. This includes support for the NRC&#8217;s Better Learning Programme.</p>
<p>&#8220;ECW has prioritized MHPSS to protect and promote students&#8217; and teachers&#8217; well-being, as mental health is the foundation of learning. We have a target to invest at least 10 percent of our resources for mental health and psychosocial support services,&#8221; says Sherif.</p>
<p>ECW recently announced a $10 million 12-month grant in support of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and UNICEF to provide children in Gaza with life-saving mental health and psychosocial support.</p>
<p>&#8220;For Gaza specifically, it is a humanitarian catastrophe defined by a relentless cycle of violence. Past research within the Better Learning Programme found that 1093 students (6–17 years of age) who sought help for nightmares and sleep disturbances reported recurrent traumatic nightmares on average 4.57 nights per week, with an average duration of 2.82 years,&#8221; Lodi says.</p>
<p>&#8220;We always talk about the cost of inaction. Neglecting MHPSS can result in five significant risks, notably the perpetuation of cycles of violence and trauma. As a conflict concludes, the suffering and psychological impact on children commence and, if left unaddressed, can endure throughout their lives. This neglect also results in the loss of educational and developmental milestones, increasing susceptibility to mental health disorders. Additionally, the diminishing sense of community connectedness, a stabilizer for peace, is compromised. There is also an economic fallout, as increased healthcare costs and long-term productivity losses contribute to a substantial financial and economic impact.&#8221;</p>
<p>Lodi stresses that no child should pay the price of adults&#8217; conflict and that a ceasefire is urgent to help re-establish a sense of safety and predictability and for children to resume recreational play and education activities in a safe environment, which will allow a safe break for their body in &#8220;emergency, flight mode.&#8221;</p>
<p>&#8220;The catastrophic humanitarian situation in Gaza cannot continue. All parties must respect the UN Charter, international humanitarian law, and universal human rights. I join my colleagues in the United Nations&#8217; call for an immediate humanitarian ceasefire now,&#8221; says Sherif.</p>
<p>If soul-shattering human suffering is not halted and safety restored, Sherif says our moral standing as an international community will be questioned by the young generation today and for generations to come. How can we make promises to children in crisis during this World Children&#8217;s Day, whose theme is For Every Child, Every Right? Children everywhere in the world, including more than 224 million crisis-affected children, deserve every right and promise delivered despite, and especially because, of their hardships.</p>

While a peace agreement was reached in 2018, sporadic intercommunal violence and climate-induced disasters continue to spur displacement. More than 2.2 million people are internally displaced. Another 2.3 million have fled to neighboring countries as refugees.<span id="more-181065"></span></p>
<p>&#8220;South Sudan ranks the lowest on the human development index. It is the poorest country in the world and will need to catch up across all sustainable development goals and especially in areas such as eliminating extreme poverty, improving the education system, and gender equality. Yet, before COVID-19, 2.8 million children, and adolescents, or 70 percent of school-aged children, were not attending school. The number is now closer to 3 million,&#8221; ECW&#8217;s Executive Director Yasmine Sherif told IPS.</p>
<p>Sherif was on a field mission to South Sudan, where she met the President of South Sudan, Salva Kiir Mayardit, and Awut Deng Acuil, South Sudan&#8217;s Minister of General Education and Instruction, to assist immediate solutions to the education crisis in a country where only 13 percent of children transition to secondary school. For them, education and conflict are two sides of the same coin. Their joint mission is to ensure no child is left behind, especially in hard-to-reach areas such as Pibor and Abyei.</p>
<p>&#8220;Years of conflict and forced displacement, compounded by climate-induced disasters, have taken a heavy toll on South Sudan&#8217;s next generation. Now is the time to turn the tide and provide the most vulnerable girls and boys with the protection and hope that only a quality education offers. By working together with the Government, donors, civil society, and across the United Nations, this is the single best investment we can make for the future of this young country and the entire region,&#8221; said Sherif when she met with Ministry officials in Lakes State.</p>

<p>ECW is the United Nations global fund for education in emergencies and protracted crises and has supported South Sudan with multi-year investment since 2020. To address these interconnected crises through the transformative power of education, President Kiir and Sherif announced USD 40 million in catalytic grant funding in a function attended by key stakeholders, including the governor of Lakes State, education officials, parents, and children.</p>
<p>From the Lakes State, the fund has launched its second and the largest ever multi-year investment amounting to USD 75 million and has secured two-thirds of that amount, which is USD 50 million. Of this, ECW contributed USD 40 million. The Global Partnership for Education provided another USD 10 million for Education. In addition to the new multi-year investment, ECW also announced a half-a-million dollar First Emergency Response grant to support the immediate education response to the arrivals of refugees and returnees fleeing Sudan.</p>
<p>&#8220;We appeal to government donors and the private sector to close the remaining gap of one-third, equivalent to USD 25 million, to fully fund a multi-year investment education program. We say five for five to fully fund the multi-year investment. If five strategic donor partners and private sector (partners) offered five million dollars each, we would have a fully funded multi-year resilience program in the education sector,&#8221; she says.</p>
<p>ECW funding in South Sudan now tops USD 72 million, up from the fund&#8217;s USD 32 million invested to date – reaching close to 140,000 children, built or rehabilitated over 160 classrooms and temporary learning spaces, and provided learning materials to 50,000 children thus far.</p>
<p>With the extended response multi-year response, children will continue to enjoy a quality, safe, inclusive education. Sherif says there is a special focus on children with disability, especially those with cognitive disabilities, an invisible problem that often goes unrecognized among children in developing countries.</p>
<p>Further stressing that the President and education ministries are fully committed to bringing girls back to school through progressive messaging to the community, policy, and law. The push to keep girls in school and out of reach of child marriages and early child pregnancies is unrelenting.</p>
<p>&#8220;The Government of South Sudan is fully committed to ensuring that all children are able to obtain a quality education. Education Cannot Wait&#8217;s top-up investment will provide life-saving educational opportunities for tens of thousands of crisis-affected girls and boys across the country,&#8221; said President Salva Kiir Mayardit.</p>
<p>&#8220;To advance this work, we are calling on world leaders to step up funding for ECW and its in-country partners. This is a critical investment in sustainable development, peace, and prosperity for the people of South Sudan and crisis-impacted children worldwide.&#8221;</p>
<p>Closer home, the current conflict in Sudan is fuelling additional needs in South Sudan. More than 100,000 people have crossed the border in recent weeks. Cornered by unrelenting multiple challenges, options for a better future shrink with every new challenge. Unmitigated, an entire generation of children could miss out on lifelong learning and earning opportunities.</p>
<p>&#8220;In light of the unfolding Sudan crisis, we will allocate and make an announcement of half a million dollars to support the Government of South Sudan to provide education to arrivals and returnees fleeing the Sudan conflict. Children and adolescents who were already going to school will continue to do so uninterrupted, have school meals, and psychosocial and mental health support,&#8221; Sherif said.</p>
<p>The new funding will extend ECW&#8217;s Multi-Year Resilience Programme in South Sudan for another three years. The three-year programme will be delivered by <a href="https://www.savethechildren.org/us/where-we-work/sudan?cid=Paid_Search:Google_Paid:LP_WhereWeWork:NonBrand:032918&amp;s_kwcid=AL!9048!3!656576240764!b!!g!!organizations%20helping%20south%20sudan&amp;gclid=CjwKCAjwpayjBhAnEiwA-7enayMTQjx7N5cJDJXKH-YCCVlyPa3lcdhArlGyqfMDnLV9eD1msE18HxoC3x4QAvD_BwE&amp;gclsrc=aw.ds">Save the Children</a>, the <a href="https://www.nrc.no/countries/africa/south-sudan/">Norwegian Refugee Council,</a> and <a href="https://www.kirkonulkomaanapu.fi/en/toimintamaa/south-sudan/">Finn Church Aid</a>, in conjunction with the Ministry of General Education and Instruction and other partners.</p>
<p>It will reach at least 135,000 crisis-affected children and youth – including refugees, returnees, and host-community children – with holistic education supports that improve access to school, ensure quality learning, enhance inclusivity for girls and children with disabilities, and build resilience to future shocks.</p>
<p>Importantly, the new multi-year programme will improve responsiveness and resilience through improved evidence-based decision-making, strengthen coordination and meaningful engagement with local actors, and scale-up resource mobilization.</p>
<p>As the United Nations global fund for education in emergencies and protracted crises, ECW collaborates closely with governments, public and private donors, UN agencies, civil society organizations, and other humanitarian and development aid actors to increase efficiencies and end siloed responses.</p>
<p>ECW and its strategic partners are assessing the impacts of the civil war in Sudan on neighboring countries, including the <a href="https://www.educationcannotwait.org/our-investments/where-we-work/central-african-republic">Central African Republic</a>, <a href="https://www.educationcannotwait.org/our-investments/where-we-work/chad">Chad</a>, <a href="https://www.educationcannotwait.org/our-investments/where-we-work/ethiopia">Ethiopia,</a> and <a href="https://www.educationcannotwait.org/our-investments/where-we-work/south-sudan">South Sudan,</a> to provide agile and responsive investments that return crisis-impacted girls and boys to the safety and protection of quality learning environments. The fund urgently appeals to public and private sector donors for expanded support to reach more vulnerable children and youth.</p>

Wars, protracted conflict, extreme climate changes, hunger, COVID-19, and economic uncertainties are pushing children out of the education system.<span id="more-179373"></span></p>
<p>In 2016, an estimated 75 million children in crisis needed educational support. Today, the number has tripled to 222 million. From Afghanistan, Moldova, Colombia, Libya, Iraq, Somalia, and South Sudan, as life as they knew it crumbles around them, education is their last hope.</p>
<p>“The dreams of 222 million girls and boys are being crushed by conflicts, displacement, and climate chaos. Nobody knows this better than Education Cannot Wait — an education lifeline for children across 40 countries in crisis,” said UN Secretary-General António Guterres.</p>

<p>“At February’s financing conference, I urge leaders to commit to investing in education systems that can support those being left behind. Let’s keep dreams alive. Let’s keep hope alive. Let’s keep pushing for the brighter future every child deserves.”</p>
<p>Not only are affected children furthest left behind the education system missing out on lifelong learning and earning opportunities, but they are also the most vulnerable to sexual and economic exploitation, human trafficking, and recruitment into militia groups.</p>
<p>Yet funding is insufficient to push back against multiple challenges so that children can access a safe, inclusive, quality education. For this reason, leaders across the globe will come together at the <a href="https://www.ecwhlfc2023.org/event/35c4adbe-09b8-4482-9bf3-009acd6f17f8/regPage:9fa68a35-67c3-4d4e-bd8d-e57c0e631fa1">Education Cannot Wait High-Level Financing Conference</a> on February 16-17, 2023, in Geneva, Switzerland, to make good on commitments to ensure every child, everywhere, is offered quality education.</p>
<p>Yasmine Sherif, the Director of Education Cannot Wait, explains that the ECW High-Level Financing Conference is a “crucial opportunity to turn commitments from the Transforming Education Summit (TES) into action. By providing substantive funding contributions to ECW, strategic donor partners can ensure quality education for girls and boys in the toughest crisis contexts around the globe.”</p>
<p>She further stressed that “now is the time to redouble our collective efforts if we want to achieve the Sustainable Development Goals (SDGs) by 2030. Education – SDG4 – must be at the center of these efforts, as it is the foundation for all other goals to be achieved.”</p>

<p>Co-hosted by ECW and Switzerland and co-convened by the Governments of Colombia, Germany, Niger, Norway, and South Sudan, the Geneva event will be open to the public as a <a href="https://www.ecwhlfc2023.org/event/35c4adbe-09b8-4482-9bf3-009acd6f17f8/summary">live-streamed virtual event</a>.</p>
<p>The heart of the conference agenda is a concerted global push to mobilize much-needed resources from donors, foundations, and high-net-worth individuals to deliver on ECW’s <a href="https://www.educationcannotwait.org/about-us/our-strategy">four-year strategic plan</a>, which will mobilize US$1.5 billion in additional resources to reach 20 million children and adolescents caught in some of the world’s worst humanitarian crises.</p>
<p>Keynote speakers include the UN Special Envoy for Global Education and Chair of ECW’s High-Level Steering Group, Gordon Brown; Federal Councillor of the Swiss Confederation, Ignazio Cassis; Federal Minister for Economic Cooperation and Development, Germany, Svenja Schulze; Minister of Education, Niger, Ibrahim Natatou; Minister of International Development, Norway, Anne Beathe Tvinnereim; Minister of General Education and Instruction, South Sudan, Awut Deng Acuil; and Minister of Education, Colombia, Alejandro Gaviria.</p>
<p>Top-level representatives from UN agencies, civil society, governments, and global youth representatives will also participate in the two-day event, which expects over 400 delegates in-person and many more joining online globally.</p>
<p>The significance of this conference cannot be over-emphasized, for 78 million out of an estimated 222 million children and adolescents impacted by conflict, and other emergencies are out of school altogether.</p>

<p>“At this pace of progress,” the Nobel Peace Prize Laureate Malala Yousafzai cautions, “Girls in crisis-affected countries may not be able to complete their education until 2063. Young people in countries affected by crises will have to wait for generations to have their right to education.</p>
<p>“I urge leaders to ensure a safer and fairer future to all children by fully funding Education Cannot Wait. Please make sure that 222 million children are not left behind. Please ensure that all children can access safe, quality, and free education.”</p>
<p>To accelerate progress, the event will kick off with a high-level segment on February 16, 2023, inviting global leaders to position the education needs of crisis-impacted children at the top of the international agenda.</p>
<p>On the first day of the conference, leaders will announce substantial new financial support to Education Cannot Wait to deliver on the Fund’s goal to reach <a href="https://www.educationcannotwait.org/about-us/our-strategy">20 million</a> girls and boys over the next four years.</p>
<p>A notable spotlight on Afghanistan – headlined by “I Am Malala” co-author Christina Lamb and Somaya Faruqi, captain of the Afghan Girl’s Robotic Team – will provide a key advocacy moment on the first day of the conference, along with important sessions on A New Way of Working, Delivering with Humanitarian Speed and Development Depth, and Leaving No One Behind in Forced Displacement Situations.</p>
<p>On the second day, February 17, 2023, a series of roundtable discussions to share ideas, experiences, and stories to transform education delivery in emergencies worldwide will be featured.</p>
<p>Founded in 2016, Education Cannot Wait has already reached close to 7 million children and adolescents with holistic education support, including upgrading learning spaces and ensuring children have quality learning materials, training and financially supporting teachers, and providing mental health services, school feeding, and other whole-of-child solutions. The Fund has already raised over US$1.1 billion from donors, the private sector, and philanthropic foundations.</p>
