Credit: Edgardo Ayala / IPS</p></font></p><p>By Edgardo Ayala<br />SAN LUIS JILOTEPEQUE, Guatemala, Oct 30 2025 (IPS) </p><p>Water scarcity that relentlessly hits the rural communities in eastern Guatemala, located in the so-called Central American Dry Corridor, is a constant threat due to the challenges in producing food, year after year. But it is also an incentive to strive to overcome adversities.<span id="more-192805"></span></p>
<p>The peasant families living in this region struggle to counter hopelessness and, with the help of international cooperation, manage to confront water scarcity. With great effort, they produce food, aware of the importance of caring for and protecting the area&#8217;s micro-watersheds."Unfortunately, last year the rainy season also ended in September and we harvested almost nothing, there was no rainy season, there was no water. So it's difficult for us here, that's why they call it the Dry Corridor, because we don't have water" –Ricardo Ramirez.<br /><font size="1"></font></p>
<p>&#8220;We are in the Dry Corridor, and it&#8217;s hard to produce the plants here, even if you&#8217;ve tried to produce them, because due to the lack of water (the fruits) don&#8217;t reach their proper weight,&#8221; Merlyn Sandoval, head of one of the families benefiting from a project that seeks to provide the necessary tools and knowledge for people to overcome water insecurity and produce their own food, told IPS.</p>
<p>Sandoval is a native of the village of San Jose Las Pilas, in the municipality of San Luis Jilotepeque, in the department of Jalapa, in eastern Guatemala. Her community has been included in the program, funded by Sweden and implemented by several organizations, such as the <a href="https://www.fao.org/home/en">United Nations Food and Agriculture Organization</a> (FAO), together with the Guatemalan government.</p>
<p>The initiative, which began in 2022 and ends this December, reaches 7,000 families living around the micro-watersheds of seven municipalities in the departments of Chiquimula and Jalapa, in eastern Guatemala. These towns are Jocotan, Camotan, Olopa, San Juan Ermita, Chiquimula, San Luis Jilotepeque, and San Pedro Pinula.</p>
<p>The <a href="https://www.undp.org/es/guatemala/proyectos/fortalecimiento-de-la-resiliencia-de-los-hogares-en-el-corredor-seco-de-guatemala-para-vivir-mejor">project focuses</a> on creating the conditions to promote food and nutritional security and the resilience of the population, prioritizing water security that allows for food production.</p>
<p>&#8220;The strength of the (project&#8217;s) goals lies in the training and the action of the micro-watershed concept&#8230; people were trained depending on whether they were upstream, downstream, or in the middle of the watershed,&#8221; Rafael Zavala, FAO representative in Guatemala, told IPS.</p>
<p>He added: &#8220;The area is highly expulsive of labor due to migration, and this causes women to be the heads of households.&#8221;</p>

<p><strong>Drought and poverty</strong></p>
<p>A report from the United Nations Development Programme (UNDP) indicates that the area included in the program shows a significant deterioration of livelihoods and a scarcity of economic opportunities.</p>
<p>It adds that in the department of Chiquimula, 70.6% of the population lives in poverty, while in Jalapa, the figure reaches 67.2%.</p>
<p>The Central American Dry Corridor, which is 1,600 kilometers long, covers 35% of Central America and is home to more than 10.5 million people.</p>
<p>In this belt, over 73% of the rural population lives in poverty and 7.1 million people suffer from severe food insecurity, according to FAO data.</p>
<p>Central America is a region of seven nations, with 50 million inhabitants, of which 18.5 million live in Guatemala, the most populous country, with high inequality and where a large part of poor families are indigenous.</p>

<p><strong>Learning to Harvest Rainwater</strong></p>
<p>As part of the project, the young Sandoval has learned the key points about micro-watershed management and has developed actions to harvest rainwater on her plot, in the backyard of her house. There, she has set up a circular tank, whose base is lined with an impermeable polyethylene geo-membrane, with a capacity of 16 cubic meters.</p>
<p>When it rains, water runs down from the roof and, through a PVC pipe, reaches the tank they call a &#8220;harvester,&#8221; which collects the resource to water the small garden and the fruit trees, and to provide water during the dry season, from November to May.</p>
<p>In the garden, Sandoval and her family of 10, harvest celery, cucumber, cilantro, chives, tomatoes, and green chili. In fruits, they harvest bananas, mangoes, and jocotes, among others.</p>
<p>Next to the rainwater harvester is the fish pond where 500 tilapia fingerlings are growing. The structure, also with a polyethylene geo-membrane at its base, is eight meters long, six meters wide, and one meter deep.</p>
<p>When the fish reach a weight of half a kilo, they can be sold in the community.</p>
<p>&#8220;The harvesters fill up with what is collected from the rains, and that helps to give a water change for the tilapia and also to give water to the fruit trees,&#8221; said Sandoval, 27.</p>
<p>The young woman also produces corn and beans, on another nearby plot, of approximately half a hectare. These plantings, more extensive than the garden and fruit trees in the backyard, cannot be covered by irrigation from the tank.</p>

<p>As a result, these crops, in this region of the Dry Corridor, are always vulnerable to climatic fluctuations: they can be ruined both by lack of rain and by excess rain during the same rainy season, from May to November.</p>
<p>Sandoval has already lost 50% of her harvest due to excess rain, she stated, with a hint of sadness.</p>
<p>This has also happened to Ricardo Ramirez, another resident of San Jose Las Pilas, who has experienced these fluctuations of lack and excess of water in his crop of corn and beans, staples in the Central American diet.</p>
<p>&#8220;Unfortunately, last year the rainy season also ended in September and we harvested almost nothing, there was no rainy season, there was no water. So it&#8217;s difficult for us here, that&#8217;s why they call it the Dry Corridor, because we don&#8217;t have water,&#8221; said Ramirez, 59, referring to his bean crop, planted on two plots totaling half a hectare, of which he has lost roughly half.</p>

<p><strong>Green Hope</strong></p>
<p>However, the support from the program driven with Swedish cooperation funds has been vital for Ramirez, not only to stay afloat economically as a farmer, but also to bet, with hope and enthusiasm, on the land where he was born.</p>
<p>Through this international initiative, Ramirez was also able to set up a rainwater collection tank with a capacity of 16 cubic meters, as well as an agricultural macro-tunnel: a kind of small greenhouse, with a modular structure covered by a mesh that protects the crops from pests and other bugs.</p>
<p>Inside the macro-tunnel, he planted cucumbers, tomatoes, and green chili, among others, and watered them by drip irrigation through a hose that carried water from the tank, just three meters away.</p>
<p>&#8220;From one row I got 950 cucumbers, and 450 pounds (204 kilos) of tomatoes, and the chili, it just keeps producing. But it was because there was water in the harvester and I just opened the little valve, gave it just half an hour, by drip, and the soil got wet,&#8221; Ramirez told IPS, while checking a bunch of bananas or <em>guineos</em>, as they are known in Central America.</p>
<p>All of that generated sufficient income for him to save 2,000 quetzales (about 160 dollars), with which he was able to install electricity on his plot and also buy an electric generator to pump water from a spring within the property, for when the collection tank runs out in about two months.</p>
<p>In this way, Ramirez will be able to maintain irrigation and production.</p>
<p>San José Las Pilas has a community water system, supplied by a spring located nearby. The tank is installed in the high area of the village so that water flows down by gravity, but the resource is rationed to just a few hours a day, given the scarcity.</p>

<p><strong>Long Walks to Obtain Water</strong></p>
<p>However, not everyone is as lucky as Ramirez, to have a water spring on their property and to irrigate gardens when the collection tank runs out.</p>
<p>When that happens, Nicolas Gomez has to walk almost two hours to reach the San Jose River, the closest one, and carry water from there, loading it on his shoulder in containers, to meet basic hygiene and cooking needs.</p>
<p>&#8220;So now, in the rainy season, we have water stored in this tank. But for the dry season we have nothing, we go to the river to fetch water, to a spring that is quite far, about a two-hour walk, that&#8217;s how hard it is for us to obtain it,&#8221; said Gomez, a 66-year-old farmer who has also suffered the climate onslaughts of drought and excess water on his corn crops.</p>
<p>Gomez lives in Los Magueyes, a rural settlement, also within San Luis Jilotepeque. Poverty here is more acute and visible than in San Jose Las Pilas. There is no community water system or electricity, and families have to light themselves with candles at night.</p>
<p>&#8220;Life here is hard,&#8221; stated Gomez, amidst the smoke produced by the wood-fired stove he was using to cook a meal when IPS visited on October 21.</p>

<p>The Northern Mozambique Channel (NMC) is a stretch of water and a rich biological hotspot. Stretching along the coasts of Mozambique, Comoros, Tanzania, Madagascar, and the Seychelles, the channel holds 35 percent of the Indian Ocean’s coral reefs, tracts of mangroves, seagrass meadows, and deep-sea habitats. It is home to over 10 million coastal people whose livelihoods rely on the ecosystems.</p>
<p>Yet, this marvel is under siege. Climate change, land-based runoff, overfishing, coastal development, offshore drilling, and shipping traffic have degraded its vital systems. In response, the UN designated 2021–2030 as the Decade on Ecosystem Restoration, launching the World Restoration Flagships—large-scale restoration efforts that follow a shared global framework. In early June 2025, the NMC joined two other sites as a flagship region in this global initiative—a recognition of the deep, sustained conservation effort led by WWF, UNEP, FAO, governments, and local communities.</p>
<p><strong>&#8216;Such a Special Place&#8217;</strong></p>
<p>On a recent call, Dr. Samantha Petersen, WWF’s leader for the Southwest Indian Ocean regional program, said, “It’s really such a special place. Highly, highly, highly connected… incredible biodiversity hotspot, with massive… human dependency from the coastal communities.”</p>
<p>Petersen said any restoration plan “needs to be balanced in an integrated way to deliver outcomes for people, nature, and climate.” In practice, that means blending scientific rigor with traditional knowledge—a partnership where nurseries, seedling cultivation, and local stewardship are as essential as policy frameworks and funding streams.</p>
<p><strong>Mangroves at the Core</strong></p>
<p>Among the most urgent work is bringing back the mangroves. These coastal forests are nursery grounds for fish that small-scale fishers depend on.</p>
<p>Petersen explained, “By restoring and securing those nursery grounds… we are securing food security… and livelihoods of small-scale fishers in the region.”</p>
<p>WWF is partnering with community organizations to actively restore approximately 15,000 hectares of mangroves, about 25–30 percent of the restorable area in the NMC—primarily through coastal community-led initiatives. Another 180,000 hectares fall under community-based stewardship, a proof of scale and ambition.</p>
<p>Communities dig planting holes, tend seedlings in nurseries, and monitor growth. WWF provides support: site selection guidance, technical training, materials, and help tracking success over long periods. With coherent management and investment, the project aims to restore 4.85 million hectares of paired land and seascapes by 2030 across participating nations, bringing environmental and social returns in equal measure.</p>
<p><strong>Impressive Story</strong></p>
<p>In ankle-deep water, where the Indian Ocean laps gently at the crumbling edge of Mozambique’s northern coast, 38-year-old Amina Langa bends low in the warm, silty water, pressing red mangrove saplings into the earth like offerings, her hands caked in mud, her expression calm but focused. The tide was creeping in, but she barely noticed. The sun was already sharp, casting long shadows on the salt-bleached sand, yet she moved with the quiet persistence of someone who has learned to listen to the rhythms of the sea.</p>
<p>Langa’s memories are vivid. She speaks of a childhood where the ocean sparkled with promise.</p>
<p>“Back then,” she says, “the nets came back heavy every time.” Her eyes drift out toward the horizon. “The water was alive.”</p>
<p>But that was before the years of cut mangroves, the rise of commercial shrimp farms, the oil stains, and the plastic waste that drifted in with the waves. The forest that once anchored this coastline had thinned to almost nothing, and with it, the fish.</p>
<p>She looked down at the rows of saplings poking from the tidal muck. “These,” she said, her voice soft but certain, “these are hope.” Last year, her nursery nursed 10,000 mangrove seedlings to life. This year, she’s on pace for triple that. What began as one woman’s stubborn vision has now spread—30 fishers from neighboring villages have joined her, their own hands learning the rituals of restoration. In just six months, they built four community nurseries that now supply reforestation efforts up and down the coast.</p>
<p>There’s pride in her every word, but no boast. “I tell them,” she said, “just sit by the water tomorrow morning. Watch. It’s already changing.” She describes schools of tiny fish flickering through the roots, crabs clicking back into burrows, and the way the mud, once dry and cracked, now rests beneath a canopy of green. “I am part of the change,” she says, almost to herself, like a quiet promise whispered to the sea.</p>
<p><strong>A Regional Movement</strong></p>
<p>Langa’s story is repeated across the NMC. In Comoros and Madagascar, similar efforts are under way. In Tanzania, coastal stewardship committees manage restoration areas. In the Seychelles, nurseries trained in grafting speculative coral strains grow fragile fragments for reef rehabilitation.</p>
<p>This  community‑led network stems from regional cooperation. Over two years, WWF and the Nairobi Convention helped frame a roadmap for the region: marine spatial planning, integrated ocean management, poverty alleviation, and capacity building for community entrepreneurs.</p>
<p>A recent Natural Capital Assessment estimated that the region’s natural assets—goods and services from fisheries, tourism, shoreline protection, and carbon sequestration—are valued at USD 160 billion, generating USD 5.5 billion annually, nearly half of GDP. A staggering figure: the informal sector—unmonitored coastal fisheries, wood collection—contributes around USD 5 billion uncounted in national accounts.</p>
<p><strong>World Restoration Flagship Honour</strong></p>
<p>On the announcement, delegates from five nations gathered online. The NMC’s inclusion as a World Restoration Flagship was proof that community-led initiatives can scale to regional impact. It locks in transparency through monitoring, aligns the region with global standards, and increases its appeal to investors.</p>
<p>Petersen reflected afterwards, “This honor can largely be accredited to the extraordinary collaborative work done… to safeguard marine biodiversity and support coastal communities.”</p>
<p><strong>An Unexpected Return</strong></p>
<p>Standing again among the mangroves, Langa watched the early morning mist lift. Fish darted in the submerged root zone. A small boat, headed out to the reef, cut through calm water. The mangroves absorbed the wake and stirred the sediment but firmed the mud, holding it in place.</p>
<p>A tiny crab, bright blue, scuttled across a root. It stopped. Then, like an outtake from a nature film, a juvenile fish fled into the maze of roots. Life was returning—subtle, tenacious, and profound.</p>
<p><strong>Scaling Green Finance</strong></p>
<p>The NMC roadmap estimates a need for USD 18 million per year to implement restoration and institutional strengthening—USD 5 million for in-country governance and USD 13 million to fund a Blue Economy Technical &amp; Investment Hub for the region. The call goes out for public and private investors.</p>
<p>Already, several domestic banks and philanthropic funds are evaluating climate-smart financing. Impact investors are drawn by the anticipated 30 percent rise in household incomes, 2,000 new jobs, and 12 community-based enterprises forecasted by 2030. Carbon finance is another frontier—Madagascar’s mangroves already sequester more than 300 million tons of CO₂ equivalent, comparable to U.S. household electricity.</p>
<p>Under the UN Decade on Ecosystem Restoration, led by UNEP and FAO, countries worldwide aim to restore over a billion hectares, aligning with the commitments of the Paris Agreement, Bonn Challenge, and Kunming-Montreal framework.</p>
<p>The World Restoration Flagships are a cornerstone: scaled, monitored, integrated efforts that follow ten restoration principles—community inclusion, equity, sustainability, evidence, resilience, biodiversity, and more.</p>
<p>In the villages lining the Channel, the visible signs of this transformation—seedlings sprouting, fisheries rebounding—are met with pride. But as Petersen stresses, “The work in this region is only just beginning.” Over the next five years, the challenge will be to keep the momentum flowing, secure consistent funding, and build regional coordination so the restored mangroves don’t merely survive but thrive.</p>
<p><strong>Why This Matters</strong></p>
<p>The NMC story speaks directly to that mission: vibrant, coastal communities working in tandem with nature to heal the world. It embodies a simple but profound truth: restoration is not only about trees, fish, or reefs—it’s about people, too.</p>
<p>Several days later, Langa joined the community for a morning ritual on the beach: a small blessing ceremony for the restored trees. She stood barefoot, clutching a bundle of saplings. Villagers circled. A fisherman recited a soulful song; others placed handfuls of sand at the roots.</p>
<p>As the sun peeked over the horizon, a breeze carried the scent of salt and new life. Langa looked down at the young mangroves and whispered, “For my daughter—and for this Channel—we’re bringing back what we lost.”</p>

Credit: FAO</p></font></p><p>By Farhana Haque Rahman  and Sania Farooqui<br />Rome, Mar 21 2022 (IPS) </p><p>In an exclusive interview with IPS, Ambassador Cindy Hensley McCain, Permanent Representative of the US Mission to the food and agriculture organizations of the United Nations in Rome, Italy, shares her thoughts on food security, sustainable food systems, the impact of climate change on food production, conflicts and the ongoing crisis in Ukraine, and her plans while working with the Food Agricultural Organization of the United Nations (FAO), International Fund for Agricultural Development (IFAD) and World Food Programme (WFP) with Farhana Haque Rahman and Sania Farooqui.<span id="more-175329"></span></p>
<p>The Biden Administration swore in Ambassador Cindy Hensley McCain to serve as Permanent Representative of the US Mission to the UN Agencies in Rome on November 5, 2021.  She has dedicated her life to improving the lives of those less fortunate both in the United States and worldwide. She is the former Chair of the Board of Trustees of the McCain Institute for International Leadership at Arizona State University, where she oversaw the organization’s focus on advancing character-driven global leadership based on security, economic opportunity, freedom, and human dignity, as well as chairing the Institute’s Human Trafficking Advisory Council.</p>
<p>In addition to her work at the McCain Institute, she served on the Board of Directors of Project CURE, CARE, Operation Smile, HaloTrust, and the Advisory Boards of Too Small To Fail and Warriors and Quiet Waters. She was the chairperson of her family’s business, Hensley Beverage Company, one of the largest Anheuser-Busch distributors in the US.  McCain is the wife of the late US Senator John McCain.  Together, they have four children.</p>
<p><strong>IPS:</strong> There has been a dramatic worsening of world hunger since 2020. While the pandemic’s impact is yet to be fully mapped, according to WHO, more than 2.3 billion people (or 30 percent of the global population) have lacked year-round access to adequate food, and malnutrition continues to persist in all its forms, with children paying a high price. What are your concerns on this crisis, and what can be done to achieve food security and improve nutrition within reach of all those impacted?</p>

<p><strong>Cindy McCain:</strong> In my new role as US Ambassador to the UN Agencies in Rome, my top priority is to bring high-level attention to the urgent food security crisis that you mention, one that is being felt particularly in places like Afghanistan, Yemen, the Horn of Africa, the Sahel, and now Ukraine. I also want to raise the alarm about the broader, far-reaching threats to our global food systems—and to work together with other members of the United Nations to build resilient, sustainable food systems for everyone.</p>
<p><strong>IPS:</strong> The <a href="https://www.fao.org/home/en">FAO </a>has said that the land and water resources farmers rely on are stressed to a ‘breaking point’, and there will be two billion more mouths to feed by 2050. What are your thoughts on this, and what can be done to find sustainable solutions and adapt to these changing climate challenges?</p>
<p><strong>McCain:</strong> To meet these challenges, we need to dramatically ramp up innovation and cooperation to both mitigate and adapt to climate change, particularly in agriculture.  Our food systems are vulnerable, and the sector must urgently adapt.</p>
<p>Agriculture must also be part of the solution to climate change.  Food production and food systems, in general, are responsible for a quarter to a third of greenhouse gas emissions. We need new technologies, products, and approaches to food production, consumption, and food loss and waste.</p>
<p>At COP26, the UAE and the United States announced the creation of the Agriculture Innovation Mission for Climate, or AIM4C, with the goal of accelerating the search for breakthrough solutions in the agricultural sector.  AIM4C is promoting significantly increased investment in support of climate-smart agriculture and food system innovation.</p>
<p>Already, more than 40 countries and over a hundred partners – including Lightworks at Arizona State University – my home state, and the FAO – have joined forces under AIM4C.</p>
<p>Additionally, President Biden launched the Global Methane Pledge at COP26 with the goal of reducing global methane emissions at least by 30% by 2030, the minimum required to keep 1.5C within reach. The Pledge now has over 110 country participants, including six of the top eight emitters of agricultural methane.</p>
<p>We can cut agricultural emissions through measures that also enhance agricultural productivity in developing countries—which has the added benefit of reducing global pressure to convert rainforests to farms. For example, typical US and EU dairy operations produce milk with 1/8th the emissions of typical Indian and African operations.  Increasing productivity in developing countries benefits farmers while tackling climate change by cutting methane emissions and deforestation – it’s a win-win.</p>
<p><strong>IPS:</strong> Climate change is threatening food production, which means there is a need for more investments, including creating new jobs to adapt to climate change to help small-scale farmers currently producing food for 2 billion people – or global stability is at risk. What is your view about <a href="https://www.ifad.org/en/">IFAD</a>’s new investment programme to boost private funding of rural businesses and small-scale farmers?</p>

<p><strong>McCain:</strong> Truly sustainable food systems must be economically, socially, and environmentally sustainable.  IFAD is right to consider the private sector an indispensable partner in improving smallholder farmers’ access to markets, capital, technology, and innovation – the same tools producers in developed countries rely on.  These partnerships bolster rural resilience in the face of increased conflict, COVID-19, climate change, and other acute and systematic threats. The United States is proud to be IFAD’s largest current and historical donor.  We appreciate IFAD’s focus on the livelihoods of rural, smallholder farmers in the world’s least developed countries, who account for the majority of the world’s poor.</p>
<p><strong>IPS:</strong> More than 800 million people across the globe go to bed hungry every night, most of them smallholder farmers who depend on agriculture to make a living and feed their families, many of whom are also women. What can be done to close the present global gender gap in agriculture and build sustainable futures for women farmers?</p>
<p><strong>McCain:</strong> Women play a critical and potentially transformative role in agriculture, especially in developing countries where they make up over 48 percent of the rural agricultural workforce. They also make a crucial contribution to nutrition and food security by feeding their families and contributing to their communities.</p>
<p>Nonetheless, women continue to face persistent obstacles and economic constraints.  The FAO notes that, given the same tools as men, women could increase yields on their farms by 20–30 percent. This could raise total agricultural output in developing countries up to 4 percent, and production gains of this magnitude could reduce the number of hungry people in the world by 12–17 percent. That’s huge. We need to provide rural women and girls with greater access to the assets, resources, services, and opportunities that are available to men – especially land. Women still account for less than 15 percent of agricultural landholders in the world.</p>
<p>We know the promise women hold in agriculture, and we are acting on it.  Empowerment of women is a strong focus of Feed the Future, the US food security initiative with programs <a href="http://feedthefuture.gov/approach/Gender--Integration#focus-areas">equipping women</a> with the right tools, training, and technology to increase their production, improve their storage, and give them access to markets.</p>
<p>In the same way, all FAO, IFAD, and <a href="https://www.wfp.org/">WFP</a> programs have a strong focus on women.  Gender is an essential component of their work, providing extension services, technical and financial training, helping them to become successful producers, marketers, and entrepreneurs.  If we want to improve our food systems to be more productive and sustainable, we must invest in women farmers.</p>
<p><strong>IPS:</strong> According to the World Bank, between 88 and 115 million people are being pushed into poverty due to the COVID-19 pandemic crisis. In 2021, this number was expected to have risen to between 143 and 163 million. Millions of people worldwide have been suffering from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. What could be done to build resilience to such shocks?</p>
<p><strong>McCain</strong>: To achieve lasting food security for everyone, even the world’s most vulnerable people, we must strengthen and safeguard the entire food system – the land, the local economies, the supply chain, the farmers, and the communities that all depend on one another to thrive.  And we must reach for all the tools in the toolbox to build resilience and give people a chance to not just survive the emergencies but also grow and thrive in their wake.</p>
<p>That includes investing in cutting-edge technology, promoting climate-smart and water-efficient agricultural solutions, capitalizing on private-sector resources, expertise, and partnership, and improving access to financing, training, and markets. Building resilience, making our food systems more sustainable, doing more with less: this is the challenge before us, and it demands a united, global effort.</p>
<p><strong>IPS:</strong> Conflict drives hunger. According to WFP data, there are almost 283 million people marching towards starvation, with 45 million knocking on famine’s door. Why do we urgently need humanitarian action towards the ongoing conflicts around the world?</p>
<p><strong>McCain:</strong> We must continue to provide urgent humanitarian action to save lives wherever they are at risk.  As you noted, conflict is the biggest driver of hunger around the world today.  Sixty percent of the world’s hungry live in conflict areas. The food security situation is particularly dire in Yemen and South Sudan and in the northern areas of Ethiopia and Niger, where people are facing starvation.  And now we have a rapidly unfolding crisis in Ukraine, to which USAID and the UN agencies are all responding with emergency assistance.</p>
<p>The Ukraine crisis also risks exacerbating hunger in other regions of the world as wheat supplies from one of the planet’s major breadbaskets are disrupted.  That means markets must adjust, driving up the cost of wheat and other staples, which will affect relief operations in other parts of the world where people are desperately in need of food assistance. We must do our best to address and help resolve these conflicts by joining forces with other countries and the UN to push for diplomatic solutions.</p>
<p><strong>IPS:</strong> The ongoing crisis in Ukraine is worsening every day, which could push thousands into a state of poverty and hunger. What are your thoughts on this?</p>
<p><strong>McCain:</strong> Russia’s unprovoked and unjustified attack on Ukraine was a flagrant violation of the sovereignty and territorial integrity of Ukraine.  It has unleashed a humanitarian crisis in the heart of Europe, with over 2.5 million refugees so far and probably many more to come. We have a longstanding partnership with the people of Ukraine and are very focused on the urgent humanitarian needs there.</p>
<p>The US Agency for International Development (USAID) has deployed a Disaster Assistance Response Team – our nation’s finest international emergency responders &#8211; to the region to support the Ukrainian people as they bear the brunt of Russian aggression.</p>
<p>On March 10, 2022, US Vice President Kamala Harris announced nearly $53 million in new humanitarian assistance from the United States government, through the USAID, to support innocent civilians affected by Russia’s unjustified invasion of Ukraine. This additional assistance includes support to the WFP to provide lifesaving emergency food assistance to meet the immediate needs of hundreds of thousands affected by the invasion, including people displaced from their homes and who are crossing the border out of Ukraine. In addition, it will support WFP’s logistics operations to move assistance into Ukraine, including to people in Kyiv.</p>
<p>The United States is the largest provider of humanitarian assistance to Ukraine and has provided $159 million in overall humanitarian assistance to Ukraine since October 2020, including nearly $107 million in the past two weeks in response to Russia’s invasion of Ukraine. This includes food, safe drinking water, shelter, emergency health care, and winterization services to communities affected by ongoing fighting.</p>
<p><strong>IPS:</strong> Lastly, what is your take (personal thoughts) on your appointment by the Biden administration? Do you plan to visit some countries where the FAO, IFAD, and WFP are currently working? What are your thoughts on the current crisis in food and hunger, and what do you see happening by the end of your term? Are you optimistic?</p>
<p><strong>McCain:</strong> I am honored President Biden appointed me to this role and very proud to be serving my country in my capacity as Ambassador to the UN Agencies in Rome. The work we do on food security here in Rome is crucial, and we need food security to be in the spotlight because, the fact is, everything else depends on it. I will be doing my best to bring the necessary attention to the challenges we are facing.   It is time for food security to take center stage in global security discussions everywhere.</p>
<p>I do indeed plan to do many visits to the field to see FAO, IFAD, and WFP at work.  In fact, I just returned from Madagascar, where a sustained drought is severely affecting the population in the south of the country, and to Kenya to see the work of our UN partners there.</p>
<p>Am I optimistic?  Actually, I am. The momentum around food security right now gives me great hope. At the Munich Security Conference this year, food security was finally recognized as a crucial part of global security. I participated in a food security town hall – a first and definitely not the last – at the conference. The UN Food Systems Summit last fall was an important recognition that food security is a systemic issue, that we all must work together to ensure we have sustainable and equitable food systems. At that summit, the United States committed 10 billion US dollars towards food security efforts at home and abroad, 5 billion US dollars of which we’re investing through Feed the Future, America’s initiative to end hunger and malnutrition.</p>
<p>With the newly released Global Food Security Strategy to guide the United States’ efforts, we’re increasing investments in partnerships and innovation to catalyze inclusive agriculture-led growth, eradicate malnutrition, and help people adapt to the perils of climate change.  There is a renewed focus on the need to address food insecurity, and we are putting tools in place to do just that.</p>

</p></font></p><p>By Mario Lubetkin<br />ROME, Oct 21 2020 (IPS) </p><p><span style="font-weight: 400;">The month of October 2020 will be recalled as one of the most important moments in raising awareness about world food security, whether in the global debate or in the search for possible concrete solutions.</span><span id="more-168921"></span></p>
<p><span style="font-weight: 400;">On October 9, the 2020 Nobel Peace Prize was awarded to the World Food Programme (WFP), and a few days later, on 16 October, during FAO&#8217;s World Food Day, prominent world personalities and leaders, including Pope Francis, called for effective and sustainable solutions to hunger problems.</span></p>

<br /><font size="1"></font>Meanwhile, in parallel, leading experts released a series of studies that indicate ways to move towards the resolution of this fundamental issue for the future of humanity.</span></p>
<p><span style="font-weight: 400;">The Director-General of the Food and Agriculture Organization of the United Nations (FAO), QU Dongyu, acknowledged that these declarations make “the eye of the international community turn to millions of people who suffer from food insecurity or who are at risk of suffering from it.”</span></p>
<p><span style="font-weight: 400;">According to QU, what is needed now is &#8220;intelligent and systematic action&#8221; that provides &#8220;food to those who need it and improves what they already have”, taking measures to &#8220;prevent crops from rotting in the fields due to lack of efficient supplies&#8221;, promoting the use &#8220;of digital tools and artificial intelligence in order to predict dangers to production, automatically activate harvest insurance and reduce climate risk.&#8221; </span></p>
<p><span style="font-weight: 400;">In addition, we should act to “save biodiversity from continuous erosion”, turn “cities into the farms of tomorrow” and governments should implement policies to make healthy diets more accessible.</span></p>
<p><span style="font-weight: 400;">David Beasley, WFP Executive Director, reflected on the 2020 Nobel Peace Prize that was awarded to the Organization and stressed that it “has focused global attention on the hungry and the consequences of conflict.”</span></p>
<p><span style="font-weight: 400;">Meanwhile, he added, “the climate shock and economic pressures have further aggravated the situation”, and currently &#8220;the global pandemic and its impact on economies and communities is pushing millions of people to the brink of starvation.&#8221;</span></p>
<p><span style="font-weight: 400;">According to a recent FAO report, 690 million people (about 8.9 percent of the world&#8217;s population) suffer from hunger and the effects of COVID-19 may increase this figure by 130 million people before the end of 2020.</span></p>
<p><span style="font-weight: 400;">Pope Francis recalled that “it is not enough to produce food, but it is also important to ensure that food systems are sustainable and provide healthy and affordable diets for all”, seeking “innovative solutions that can transform the way we produce food for the well-being of our communities and our planet, strengthening recovery capacity and long-term sustainability.”</span></p>
<p><span style="font-weight: 400;">The Catholic pontiff described hunger “not only as a tragedy but a shame,” calling for concrete policies and actions.</span></p>
<p><span style="font-weight: 400;">He suggested that “a brave decision would be to establish, with the money used for arms and other military expenses, a world fund to be able to definitively defeat hunger and help the development of the poorest countries” and, in this way, avoid “many wars and the emigration of so many of our brothers and their families who are forced to abandon their homes and countries in search of a more dignified life.”</span></p>
<p><span style="font-weight: 400;">In October, a group of renowned international organizations and think tanks, including FAO, called on donor countries to double investments to eradicate hunger by 2030. In 2015, the international community at the United Nations headquarters in New York set 2030 as the year in which to reach the global goal of eliminating hunger and poverty, as well as to achieve other major Sustainable Development Goals (SDGs). </span></p>
<p><span style="font-weight: 400;">According to the study, donors must spend an additional $ 14 billion on average a year by 2030, which is equivalent to doubling current spending for food security and nutrition.</span></p>
<p><span style="font-weight: 400;">According to FAO’s Chief Economist, Maximo Torero, “the world produces enough food for everyone, so it is unacceptable that 690 million people are undernourished, 2000 million do not have regular access to sufficient amounts of safe and nutritious food, and 3000 million cannot afford a healthy diet.”</span></p>
<p><span style="font-weight: 400;">If the contributions of the richest countries are doubled as requested, &#8220;with technology, innovation, education, social protection and trade facilitation&#8221; hunger can be overcome within the deadlines set by the international community, said the expert.</span></p>
<p><span style="font-weight: 400;">David Laborde, a scholar at the International Food Policy Research Institute (IFPRI), argued that in addition to the contribution of donor countries, the poorest countries must increase spending from their own budgets to achieve the SDGs “and double the income of 545 million of small-scale farmers and limit agricultural emissions in accordance with the Paris Climate Agreement.”</span></p>
<p><span style="font-weight: 400;">In order to advance on these reflections that allow more concrete solutions, the Secretary-General of the United Nations, António Guterres, proposed the holding of a Summit on food systems, whose preparatory meeting will be held in Rome before the boreal summer of 2021, and the final meeting of Heads of State and Government or their high representatives will take place in September of next year in New York.</span></p>
<p><span style="font-weight: 400;">According to Queen Letizia of Spain, it is necessary to reconsider &#8220;current food production models from the perspective of social, economic and environmental sustainability.&#8221; In her opinion, it is also a “public health priority linked to the degradation of the environment in its broadest sense, to the loss of agro-biological diversity, to food waste and to the duty to ensure decent livelihoods for the workers in the food system,” recalling the growth trends of malnutrition, micronutrient deficiencies, overweight and obesity.</span></p>
<p><span style="font-weight: 400;">In the search for ways to build synergies between countries, in order to face the effects of COVID-19 on food security and its possible future solutions, the President of Italy, Sergio Mattarella, recalled the initiative that his country presented to the FAO.</span></p>
<p><span style="font-weight: 400;">It is a proposal aimed at creating a coalition of nations on food, which has already been welcomed by about 40 countries from all regions, to exchange experiences of what is happening, identify where the areas of greatest risk are, explore the best ways to face these effects and prepare for the post-COVID-19 phase in this sector.</span></p>
<p><span style="font-weight: 400;">&#8220;An adequate and balanced diet must be within the reach of everyone, together with the old connection with culture, tradition and land,&#8221; fighting &#8220;the hateful action of food waste&#8221;, calling on the international community to assume protection&#8221; of the precious goods that Earth offers us” to safeguard it “for future generations.”</span></p>
