			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">Andreas Sieber, who has worked for several NGOs and the Saxon State Chancellery in Germany, is part of the #Climatetracker project.</p></font></p><p>By Andreas Sieber<br />STRASBOURG, Sep 10 2015 (IPS) </p><p>Climate change has been held responsible many of the social and economic woes affecting mainly the poorest in the global South and now many are seeing it as one of the root causes of refugee crises.</p>
<p><span id="more-142342"></span>In his State of the Union speech here Sep. 9 to the European Parliament, even European Commission President Jean Claude Juncker said that an “ambitious, robust and binding“ climate treaty is needed to prevent another refugee crisis.Climate change has been held responsible many of the social and economic woes affecting mainly the poorest in the global South and now many are seeing it as one of the root causes of refugee crises<br /><font size="1"></font></p>
<p>Climate change is one the root causes of a new migration phenomenon,” said Juncker. “Climate refugees will become a new challenge – if we do not act swiftly.”</p>
<p>Calling on the European Union and its international partners to be more ambitious about climate protection, Juncker warned that “the EU will not sign just any deal” at the United Nations climate change conference (COP21), scheduled to be held in Paris in December.</p>
<p>The COP21 meeting is expected to come up with a climate treaty with the aim of keeping global warming below 2°C.</p>
<p>Climate change marked by longer-lasting droughts, more violent storms and rising sea levels is worsening the living conditions of hundreds of millions. Particularly in the poorest countries, climate change has the effect of forcing people who are unable to adapt to leave their homes.</p>
<p>In the Sahelian countries, Bangladesh and in the South Pacific people have already had to flee because of climate impacts.</p>
<p>According to Jan Kowalzig from Oxfam, “climate change is already causing a lot of damage in the global South. It could ruin all progress which has been made in the fight against global poverty over the last decades.”</p>
<p>However, it is the relationship between climate change and the refugee phenomenon that is attracting the attention of many experts.</p>
<p>Earlier this year, a <a href="http://www.pnas.org/content/112/11/3241.abstract">study</a> by a research team from Columbia University and the University of California, Los Angeles (UCLA) held global warming partly responsible for the civil war in Syria.</p>
<p>The study noted that between 2006 and 2010, Syria faced the “worst drought in the instrumental record”, leading to crop failures and mass migration within the country. According to climate models, this drought would have been highly improbable without climate change.</p>
<p>“For Syria, a country marked by poor governance and unsustainable agricultural and environmental policies, the drought had a catalytic effect, contributing to political unrest,” the study concluded.</p>
<p>The number of refugees entering Europe this year is the highest on record and Syrians are by far the largest group – an estimated nine million Syrians have left their homes so far.</p>
<p>Besides the Syrian crisis, the United Nations warns that, worldwide, climate change could increase the number of refugees dramatically.</p>
<p>Srgjan Kerim, president of the United Nations General Assembly, has estimated that global warming could cause up to 200 million refugees until 2050. “Tomorrow we will have climate refugees and we have to know that,” Juncker told the European Parliament.</p>
<p>Oxfam’s Kowalzig explains what needs to be included in a climate treaty to mitigate a potential refugee crisis: “Climate change expels people from their homes and this is where a potential climate treaty in Paris comes in: first, we need to cut emissions and keep global warming below two degrees; secondly, people in poor countries need support to adapt to climate change; and thirdly, a climate treaty in Paris has to lay down rules for damages and losses caused by global warming where adaption is not possible.”</p>
<p>In his speech in Strasbourg, Juncker also admitted that the European Union “is probably not doing enough” to tackle climate change. The EU has announced greenhouse gas emission cuts of 40 percent by 2030 as part of its ‘Intended Nationally Determined Contribution’ (INDC).</p>
<p>INDCs are the commitments every country is supposed to announce before the climate conference in Paris.</p>
<p>However, because a treaty in Paris based on the INDCs will not be enough to keep global warming below 2<sup>o</sup>C, many organisations and countries from the global South are demanding a five-yearly “review and improve” process to make climate commitments more ambitious over time.</p>
<p>Any agreement reached in Paris should at least offer a perspective for effective climate protection and this depends heavily on the process of creating a regular built-in review that would enable countries to improve that agreement.</p>
<p>Last week, formal negotiations ahead of COP21 in Paris were held, but while there was support for long-term goals, short-term commitments seemed to be far less popular.</p>
<p>An agreement in Paris with short-term commitments and five-year cycles without a concrete long-term goal might not be perfect. It would lack a perspective beyond 2030, but it would enhance climate protection and greenhouse gas reduction in the next 15 years.</p>
<p>On the other hand, an agreement with an ambitious long-term goal but no effective short-term measures would allow countries to fall far behind with their greenhouse gas reductions and many would just not be able to catch up after 2030.</p>

Conference on Disarmament Issues has ended here – one day ahead of the International Day Against Nuclear Tests – stressing the need for ushering in a world free of nuclear weapons, but without a consensus on how to move towards that goal.<span id="more-142177"></span></p>
<p>The Aug. 26-28 <a href="http://unrcpd.org/event/25th-un-conference-on-disarmament-issues-in-hiroshima/">conference</a>, organised by the Bangkok-based United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD) in cooperation with the Ministry of Foreign Affairs (MOFA) of Japan and the city and Prefecture of Hiroshima, was attended by more than 80 government officials and experts, also from beyond the region.</p>
<p>It was the twenty-fifth annual meeting of its kind held in Japan, which acquired a particular importance against the backdrop of the 70th anniversary of the atomic bombings of Hiroshima and Nagasaki, and the founding of the United Nations.“In order to achieve a world free of nuclear weapons, it is extremely important for political leaders, young people and others worldwide to visit Hiroshima and Nagasaki and see for themselves the reality of atomic bombings. Through this, I am convinced that we will be able to share our aspirations for a world free of nuclear weapons” – Fumio Kishida, Japanese Foreign Minister <br /><font size="1"></font></p>
<p>Summing up the deliberations, UNRCPD Director Yuriy Kryvonos said the discussions on “the opportunities and challenges in nuclear disarmament and non-proliferation” had been “candid and dynamic”.</p>
<p>The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) Review Conference from Apr. 27 to May 22 at the U.N. headquarters drew the focus in presentations and panel discussions.</p>
<p>Ambassador Taous Feroukhi of Algeria, who presided over the NPT Review Conference, explained at length why the gathering had failed to agree on a universally acceptable draft final text, despite a far-reaching consensus on a wide range of crucial issues: refusal of the United States, Britain and Canada to accept the proposal for convening a conference by Mar. 1, 2016, for a Middle East Zone Free of Weapons of Mass Destruction (WMDs).</p>
<p>Addressing the issue, Japan’s Foreign Minister Fumio Kishida joined several government officials and experts in expressing his regrets that the draft final document was not adopted due to the issue of WMDs.</p>
<p>Kishida noted that the failure to establish a new Action Plan at the Review Conference had led to a debate over the viability of the NPT. “However,” he added, “I would like to make one thing crystal clear. The NPT regime has played an extremely important role for peace and stability in the international community; a role that remains unchanged even today.”</p>
<p>The Hiroshima conference not only discussed divergent views on measures to preserve the effective implementation of the NPT, but also the role of the yet-to-be finalised Comprehensive Test Ban Treaty (CTBT) in achieving the goal of elimination of nuclear weapons, humanitarian consequences of the use of atomic weapons, and the significance of nuclear weapon free zones (NWFZs) for strengthening the non-proliferation regime and nuclear disarmament.</p>
<p>Speakers attached particular attention to the increasing role of local municipalities, civil society and nuclear disarmament education, including testimonies from ‘hibakusha’ (survivors of atomic bombings mostly in their 80s and above) in consolidating common understanding of the threat posed by nuclear weapons for people from all countries around the world regardless whether or not their governments possess nuclear weapons.</p>
<p>UNRCPD Director Kryvonos said the Hiroshima conference had given “a good start for searching new fresh ideas on how we should move towards our goal – protecting our planet from a risk of using nuclear weapons.”</p>
<p>Hiroshima Prefecture Governor Hidehiko Yuzaki, the city’s Mayor Karzumi Matsui – son of a ‘hibakusha’ father and president of the Mayors for Peace organisation comprising 6,779 cities in 161 countries and regions – as well as his counterpart from Nagasaki, Tomihisa Taue, pleaded for strengthening a concerted campaign for a nuclear free world. Taue is also the president of the National Council of Japan’s Nuclear-Free Local Authorities.</p>
<p>Hiroshima and Nagasaki city leaders welcomed suggestions for a nuclear disarmament summit next year in Hiroshima, which they said would lend added thrust to awareness raising for a world free of nuclear weapons.</p>
<p>Though foreign ministry officials refused to identify themselves publicly with the proposal, Japan’s Foreign Minister Fumio Kishida, who hails from Hiroshima, emphasised the need for nuclear-weapon and non-nuclear weapon states to “work together in steadily advancing practical and concrete measures in order to make real progress in nuclear disarmament.”</p>
<p>Kishida said that Japan will submit a “new draft resolution on the total elimination of nuclear weapons” to the forthcoming meeting of the U.N. General Assembly. Such a resolution, he said, was “appropriate to the 70th year since the atomic bombings and could serve as guidelines for the international community for the next five years, on the basis of the Review Conference”.</p>
<p>The next NPT Review Conference is expected to be held in 2020.</p>
<p>Mayors for Peace has launched a <a href="https://en.wikipedia.org/wiki/2020_Vision_Campaign">2020 Vision Campaign</a> as the main vehicle for advancing their agenda – a nuclear-weapon-free world by the year 2020.</p>
<p>The campaign was initiated on a provisional basis by the Executive Cities of Mayors for Peace at their meeting in Manchester, Britain, in October 2003. It was launched under the name &#8216;Emergency Campaign to Ban Nuclear Weapons&#8217; in November of that year at the 2nd Citizens Assembly for the Elimination of Nuclear Weapons held in Nagasaki, Japan.</p>
<p>In August 2005, the World Conference endorsed continuation of the campaign under the title of the &#8216;2020 Vision Campaign&#8217;.</p>
<p>Foreign Minister Kishida expressed the views of the inhabitants of the cities of Hiroshima and Nagasaki when he pointed out in a message to the UNRCPD conference: “… the reality of atomic bombings is far from being sufficiently understood worldwide.”</p>
<p>He added: “In order to achieve a world free of nuclear weapons, it is extremely important for political leaders, young people and others worldwide to visit Hiroshima and Nagasaki and see for themselves the reality of atomic bombings. Through this, I am convinced that we will be able to share our aspirations for a world free of nuclear weapons.”</p>

Credit: YouTube</p></font></p><p>By Ramesh Jaura<br />BERLIN/TOKYO, Aug 10 2015 (IPS) </p><p>Seventy years after the brutal and militarily unwarranted atomic bombings of the Japanese cities of Hiroshima and Nagasaki on Aug. 6 and 9, a nuclear weapons free world is far from within reach.<span id="more-141930"></span></p>
<p>Commemorating the two events, the mayors of Hiroshima and Nagasaki made impassioned pleas for heeding the experiences of the survivors of the atomic bombings and the growing worldwide awareness of the compelling need for complete abolition of such weapons.</p>
<p>The atomic bombings in 1945 destroyed the two cities, and more than 200,000 people died of nuclear radiation, shockwaves from the blasts and thermal radiation. Over 400,000 have died since the end of the war, from the after-effects of the bombs.</p>
<p>As of Mar. 31, 2015, the Japanese government had recognised 183,519 as ‘hibakusha’ (explosion-affected people), most of them living in Japan. Japan’s Atomic Bomb Survivors Relief Law defines hibakusha as people who were: within a few kilometres of the hypocentres of the bombs; within 2 km of the hypocentres within two weeks of the bombings; exposed to radiation from fallout; or not yet born but carried by pregnant women in any of these categories.“Our world still bristles with more than 15,000 nuclear weapons, and policy-makers in the nuclear-armed states remain trapped in provincial thinking, repeating by word and deed their nuclear intimidation” – Kazumi Matsui, mayor of Hiroshima<br /><font size="1"></font></p>
<p>During the commemorative events in Hiroshima and Nagasaki, reports in several newspapers confirmed that those bombings were militarily unwarranted.</p>
<p>Gar Alperovitz, formerly Lionel R. Bauman Professor of Political Economy at the University of Maryland, <a href="http://www.thenation.com/article/why-the-us-really-bombed-hiroshima/">wrote</a> in The Nation that that “the war was won before Hiroshima – and the generals who dropped the bomb knew it.”</p>
<p>He quoted Adm. William Leahy, President Harry S. Truman’s Chief of Staff, who wrote in his 1950 memoir ‘I Was There&#8217; [that] “the use of this barbarous weapon at Hiroshima and Nagasaki was of no material assistance in our war against Japan. The Japanese were already defeated and ready to surrender …”</p>
<p>Gen. Dwight Eisenhower, the U.S. president from 1953 until 1961, shared this view. He was a five-star general in the United States Army during World War II and served as Supreme Commander of the Allied Forces in Europe.</p>
<p>Eisenhower stated in his memoirs that when notified by Secretary of War Henry Stimson of the decision to use atomic weapons, he “voiced to him my grave misgivings, first on the basis of my belief that Japan was already defeated and that dropping the bomb was completely unnecessary.”</p>
<p>Even the famous “hawk” Maj. Gen. Curtis LeMay, head of the Twenty-First Bomber Command, went public the month after the bombing, telling the press that “the atomic bomb had nothing to do with the end of the war at all,” wrote Alperovitz.</p>
<p>“The peoples of this world must unite or they will perish,” warned Robert Oppenheimer, widely considered the father of the bomb, as he called on politicians to place the terrifying power of the atom under strict international control.</p>
<p>Oppenheimer’s call has yet to be followed.</p>
<p>In his fervent address on Aug. 6, Kazumi Matsui, mayor of the City of Hiroshima, said: “Our world still bristles with more than 15,000 nuclear weapons, and policy-makers in the nuclear-armed states remain trapped in provincial thinking, repeating by word and deed their nuclear intimidation.”</p>
<p>He added: “We now know about the many incidents and accidents that have taken us to the brink of nuclear war or nuclear explosions. Today, we worry as well about nuclear terrorism.”</p>
<p>As long as nuclear weapons exist, he warned, anyone could become a hibakusha at any time. If that happens, the damage would reach indiscriminately beyond national borders. “People of the world, please listen carefully to the words of the hibakusha and, profoundly accepting the spirit of Hiroshima, contemplate the nuclear problem as your own,” he exhorted.</p>
<p>As president of Mayors for Peace, comprising mayors from more than 6,700 member cities, Kazumi Matsui vowed: “Hiroshima will act with determination, doing everything in our power to accelerate the international trend toward negotiations for a nuclear weapons convention and abolition of nuclear weapons by 2020.”</p>
<p>This, he said, was the first step toward nuclear weapons abolition. The next step would be to create, through the trust thus won, broadly versatile security systems that do not depend on military might.</p>
<p>“Working with patience and perseverance to achieve those systems will be vital, and will require that we promote throughout the world the path to true peace revealed by the pacifism of the Japanese Constitution,” he added.</p>
<p>“We call on the Japanese government, in its role as bridge between the nuclear- and non-nuclear-weapon states, to guide all states toward these discussions, and we offer Hiroshima as the venue for dialogue and outreach,” the mayor of Hiroshima said.</p>
<p>In the Nagasaki Peace Declaration issued on Aug. 9, Nagasaki mayor Tomihisa Taue asked the Japanese government and Parliament to “fix your sights on the future, and please consider a conversion from a ‘nuclear umbrella’ to a ‘non-nuclear umbrella’.&#8221;</p>
<p>Japan does not possess any atomic weapons and is protected, like South Korea and Germany, as well as most of the NATO member states, by the U.S. nuclear umbrella.</p>
<p>He appealed to the Japanese government to explore national security measures, which do not rely on nuclear deterrence. “The establishment of a ‘Northeast Asia Nuclear-Weapon-Free Zone (NEA-NWFZ),’ as advocated by researchers in America, Japan, Korea, China, and many other countries, would make this possible,” he said.</p>
<p>Referring to the Japanese Parliament “currently deliberating a bill, which will determine how our country guarantees its security”, he said: “There is widespread unease and concern that the oath which was engraved onto our hearts 70 years ago and the peaceful ideology of the Constitution of Japan are now wavering. I urge the Government and the Diet to listen to these voices of unease and concern, concentrate their wisdom, and conduct careful and sincere deliberations.”</p>
<p>The Nagasaki Peace Declaration noted that the peaceful ideology of the Constitution of Japan was born from painful and harsh experiences, and from reflection on the war. “Since the war, our country has walked the path of a peaceful nation. For the sake of Nagasaki, and for the sake of all of Japan, we must never change the peaceful principle that we renounce war,” the declaration said.</p>
<p>The Nagasaki mayor regretted that the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) held at the United Nations earlier this year had struggled with reaching agreement on a Final Document.</p>
<p>However, said Taue, the efforts of those countries which were attempting to ban nuclear weapons had made possible a draft Final Document “which incorporated steps towards nuclear disarmament.”</p>
<p>He urged the heads of NPT member states not to allow the NPT Review Conference “to have been a waste”. Instead, they should continue their efforts to debate a legal framework, such as a ‘Nuclear Weapons Convention (NWC),’ at every opportunity, including at the General Assembly of the United Nations.</p>
<p>Many countries at the Review Conference were in agreement that it was important to visit the atomic-bombed cities of Nagasaki and Hiroshima.</p>
<p>Against this backdrop, the Nagasaki mayor appealed to “President [Barack] Obama, heads of state, including the heads of the nuclear weapon states, and all the people of the world … (to) please come to Nagasaki and Hiroshima, and see for yourself exactly what happened under those mushroom clouds 70 years ago.”</p>
<p>No U.S. president has ever attended the any event to commemorate the atomic bombing of Hiroshima. Undersecretary of State for Arms Control and International Security Rose Gottemoeller was the highest-ranking U.S. official at the Aug. 6 ceremony. She was reported as saying that nuclear weapons should never be used again.</p>

Credit: Courtesy of UNODC </p></font></p><p>By Yury Fedotov<br />VIENNA, May 27 2015 (IPS) </p><p>With terrorism, migrant smuggling and trafficking in cultural property some of the world&#8217;s most daunting challenges, &#8220;the magnitude of the problems we face is such that it is sometimes hard to imagine how any effort can be enough to confront them. But to quote Nelson Mandela, &#8216;It always seems impossible until it is done&#8217;. We must keep working together, until it is done.&#8221;<span id="more-140824"></span></p>
<p>The words are those of U.N. Office on Drugs and Crime (UNODC) Executive Director Yury Fedotov, who was speaking at the closing of the 24th Session of the Commission on Crime Prevention and Criminal Justice (Crime Commission) held in the Austrian capital from May 18-22.</p>
<p>Earlier this month, IPS Editor-in-Chief Ramesh Jaura interviewed Fedotov on how the challenges facing the United Nations’ drugs and crime agency translate into challenges on the sustainable development front.“The share of citizens experiencing bribery at least once in a year is over 50 percent in some low-income countries. Many detected human trafficking movements are directed from poor areas to more affluent ones. <p><strong style="line-height: 1.5;">Q. The United Nations Office on Drugs and Crime (UNODC), established in 1997, understands itself as “a global leader in the fight against illicit drugs and international crime”. At the same time, you have taken up the cudgels on behalf of sustainable development. What role does the UNODC envisage for itself in achieving sustainable development goals to be agreed at the U.N. summit </strong><strong style="line-height: 1.5;">to adopt the post-2015 development agenda</strong><strong style="line-height: 1.5;"> in September?</strong></p>
<p>A. Crime steals from countries, families and communities and hampers development while exacerbating inequality and violence, especially in vulnerable countries. Trafficking in diamonds and precious metals, for instance, diverts resources from countries that desperately need the income.</p>
<p>The share of citizens experiencing bribery at least once in a year is over 50 percent in some low-income countries. Many detected human trafficking movements are directed from poor areas to more affluent ones. Research also suggests that weak rule of law is connected to lower levels of economic development. These are just some of the many challenges that the international community faces around the world that are related to crime.</p>
<p>UNODC’s broad mandate includes stopping human traffickers and migrant smugglers, as well as tackling illicit drugs. It encompasses promoting health and alternative livelihoods and involves battling corruption, illicit financial flows, money laundering and terrorist financing. Our work confronts emerging and re-emerging crimes, including wildlife and forest crime, and cybercrime, among others, all of which hinder sustainable development.</p>
<p>Currently the United Nations is making the transition from the Millennium Development Goals (MDGs) to the Sustainable Development Goals (SDGs). In Goal 16, the Open Working Group, responsible for identifying the development goals stressed the need to promote peaceful and inclusive societies for sustainable development, and to provide access to justice for all, as well as building effective, accountable and inclusive institutions. Justice is also one of the six essential elements identified by the Secretary-General in his own Synthesis Report on this subject.</p>
<p>Goal 3, which focuses on “ensuring healthy lives”, underlines the importance of strengthening prevention and treatment of substance abuse. These goals – justice and health – go to the very heart of UNODC’s mission. I am hopeful that when the U.N. Heads of State Summit on Sustainable Development in September 2015 takes place these goals will remain.</p>
<p><strong><span style="line-height: 1.5;">Q. </span></strong><strong style="line-height: 1.5;">UNODC organised its Thirteenth Congress on Crime Prevention and Criminal Justice from Apr. 12 to 19 in Doha, Qatar. The 13-page Doha Declaration contains recommendations on how the rule of law can protect and promote sustainable development. Is that the reason that you described Doha as a “point of departure”?</strong></p>
<p>A. The Doha Declaration was passed by acclamation at the 13th Congress on Crime Prevention and Criminal Justice, and contains crucial recommendations on how the rule of law can protect and promote sustainable development. The declaration is driven by the principle that these issues are mutually reinforcing and that crime prevention and criminal justice should be integrated into the wider U.N. system.</p>
<p>At the 24th Session of the Commission on Crime Prevention and Criminal Justice (May 18-22), there were nine resolutions before the Commission and they pave the way for the Doha Declaration to go before the U.N. General Assembly and ECOSOC for approval. The other resolutions, for instance on cultural property and standard rules on the treatment of prisoners, seek to implement the principles of the Doha Declaration.</p>
<p>It is for this reason that I described the 13th Crime Congress in Doha as a significant “point of departure”. Doha is the first, but not the last step in the process of implementing the Declaration and ensuring that we turn fine words into spirited and dedicated action in the areas of crime prevention and criminal justice – action that can benefit the millions of victims of crime, illicit drugs, corruption and terrorism.</p>
<p>If we do this, we have an opportunity to energise the 60-year legacy of Crime Congresses and give it the power to shape how we tackle crime and promote development for many years to come. Indeed, I see a strong, visible thread between the recent Crime Congress, September’s UN Summit on Sustainable Development and the 14<sup>th</sup> Crime Congress in Japan in five years’ time.</p>
<p><strong style="line-height: 1.5;">Q. The Doha Declaration also pleads for integrating crime prevention and criminal justice into the wider United Nations agenda. This suggestion comes at a point in time when the United Nations is turning 70. Are there some issues which the United Nations has ignored until now or is there a range of issues that have emerged over previous decades?</strong></p>
<p>A. Member States are increasingly affected by organised crime, corruption, violence and terrorism. These challenges undercut good governance and the rule of law, threatening security, development and people&#8217;s lives.</p>
<p>Sustainable development can be safeguarded through fair, human and effective crime prevention and criminal justice systems as a central component of the rule of law. As stated by U.N. Secretary-General Ban Ki-moon: &#8220;There is no peace without development; there is no development without peace; and there is no lasting peace and sustainable development without respect for human rights.&#8221;  We need to break down the walls between these activities and integrate the various approaches.</p>
<p>UNODC is well placed to assist. We work closely with regional entities, partner countries, multilateral and bilateral bodies, civil society, academia and the private sector to support the work on development. We can also offer our support at the global, regional, and local levels, through our headquarters and network of field offices.</p>
<p><strong style="line-height: 1.5;">Q. Do you find willingness on the part of all countries around the world to agree on national, regional and international legal instruments, to combat all forms of crime, and their willingness to pull on the same string when it comes to implementation?</strong></p>
<p>A. Our work is founded on the U.N. Convention against Transnational Organised Crime and its three protocols, the Convention against Corruption, international drug control conventions, universal legal instruments against terrorism and U.N. standards and norms on crime prevention and criminal justice.</p>
<p>Almost all of these international instruments have been universally ratified by the international community. Why? Because countries recognise that crime today is too big, too powerful, too profitable for any one country to handle alone. Countries recognise that, today, crime not only crosses country borders, but regional borders. It is a global problem that warrants comprehensive, integrated global solutions. </p>
<p>The UNODC approach to this unique challenge is threefold. First, we are building political commitment among Member States. Second, we deliver our activities through our integrated regional programmes across the world. Third, we are working with partners, both within and outside the United Nations, to ensure that our delivery is strongly connected to other activities at the field level.</p>
<p>In support of this action, and to give just one example, UNODC is networking the networks. Today’s criminals have widespread networks and vast resources; if we are to successfully confront them, we need to ensure greater cross-border cooperation, information sharing and tracking of criminal proceeds.  The initiative is part of an interregional drug control approach developed by UNODC to stem illicit drug trafficking from Afghanistan and focuses on promoting closer cooperation between existing law enforcement coordination centres and platforms.</p>
<p><strong style="line-height: 1.5;">Q. UNODC has assigned itself a wide range of tasks. Which are your priorities in the biennium ending this year, during which you have 760.1 million dollars at your disposal?</strong></p>
<p>A. I would mention two matters that are of international importance. First, smuggling of migrants not just in the Mediterranean or the Andaman seas, but also elsewhere. We are witnessing unprecedented movements of people across the globe, the largest since the Second World War. People are leaving because of conflict, insecurity and the desire for a better life. They are falling into the arms of unscrupulous smugglers and many of them are dying, while trying to make the dangerous journey across deserts and seas.</p>
<p>Second, the nexus of transnational organised crime and terrorism is a major threat to global peace and security, and has been recognised as such in recent Security Council resolutions. Every extremist and terrorist group requires sustainable funding. The most reliable, and sometimes the only, means of achieving this is through illicit funds gained from transnational organised crime, including cybercrime, drug trafficking, people smuggling and many other crimes.</p>
<p>Information on the magnitude and exact nature of such relationships remains incomplete, and more research is needed. Based on data and analysis, however, for some regions, we can follow the funding in support of violent extremism and terrorism. In Afghanistan, for example, the Taliban could be receiving as much as 200 million dollars annually as a tax on the drug lords.</p>

Millennium Development Goal (MDG) of halving the proportion of people without sustainable access to safe drinking water, rights activists say that African countries which have taken to installing prepaid water meters have rendered a blow to many poor people, making it hard for them to access water.<span id="more-140502"></span></p>
<p>“The goal to ensure that everyone has access to clean water here in Africa faces a drawback as a number of African countries have resorted to using prepaid water meters, which certainly bar the poor from accessing the precious liquid,” Claris Madhuku, director of the Platform for Youth Development, a Zimbabwean democracy lobby group, told IPS.</p>
<p>Prepaid water meters work in such a way that if a person cannot pay in advance, he or she will be unable to access water.Despite U.N. recognition that water is a human right, international financial institutions such as the World Bank argue that water should be allocated through market mechanisms to allow for full cost recovery from users<br /><font size="1"></font></p>
<p>As a result, African rights activists like award-winning Terry Mutsvanga from Zimbabwe and other civil society organisations are against the idea of prepaid water meters.</p>
<p>“If one has to pay upfront before accessing water, then it would mean those in most need would be denied access,” Mutsvanga told IPS, adding that water is a global human right.</p>
<p>Mutsvanga was echoing the United Nations General Assembly which, in July 2010, emerged with a binding resolution on the human right to water and sanitation – but for Africa, the human right to water may be far from reality.</p>
<p>Laden with a population of approximately 1.1 billion, Africa’s 300 million people have no access to safe drinking water, according to the U.N. Environment Programme (UNEP).</p>
<p>Many rights activists on the continent attribute Africa’s mounting water challenges partly to the advent of prepaid water meters.</p>
<p>“We already have hundreds of millions of people without access to clean water, and imagine the severity of the water challenge if water prepaid meters would reach everyone on the continent,” Mutsvanga said.</p>
<p>Over the years, prepaid water meters have been widely used in African countries like Namibia, Nigeria, Swaziland and Tanzania, as well as South Africa, where the meters which were rolled out in 1999 are currently in low-income areas.</p>
<p>Zimbabwe is currently conducting a pilot project aimed at installing the prepaid water meters, in towns and cities to begin with. And the country’s impoverished urban dwellers like 51-year old Tinago Chikasha are in panic mode, fearing the worst may be coming their way.</p>
<p>“Local authorities are pressing ahead with the idea of prepaid water meters, but jobless people like me have no money to make prepayments for water while we already have unpaid water bills running into thousands of dollars, which local authorities say they will deduct through all future water prepayments, meaning we run into the danger of having dry water taps for as long as we owe local authorities,” Chikasha told IPS.</p>
<p>In non-African countries like the United Kingdom, prepaid water meters are no longer being used after they were declared illegal in 1998 for public health reasons.</p>
<p>They were also abandoned in South Africa at one stage following a massive cholera outbreak, but were reintroduced and have replaced previously free communal standpipes in rural townships.</p>
<p>Despite U.N. recognition that water is a human right, international financial institutions such as the World Bank argue that water should be allocated through market mechanisms to allow for full cost recovery from users, and civil society activists like Melusi Khumalo in South Africa blame capitalist tendencies for necessitating the advent of prepaid water meters.</p>
<p>“Prepaid water meters are a result of such negative policies by institutions like the World Bank and they [prepaid water meters] deny water access to those in most need,” Khumalo, who is affiliated to Parktown North Residents&#8217; Association in Johannesburg, told IPS.</p>
<p>In Zimbabwe, Mfundo Mlilo, chief executive officer of Combined Harare Residents’ Association (CHRA), told IPS: “We are vehemently against the prepaid meter project because it will not solve the problems of water delivery, and these prepaid water meters will not lead to residents receiving adequate safe and clean water, while the same prepaid water meters will also not lead to increase in revenue flows as the City [of Harare] claims.”</p>
<p>Last month, Harare’s Town Clerk Tendai Mahachi was reported by Zimbabwe’s Weekend Post as saying: “With these meters we expect roughly to save about 20-30 percent of the current costs we are incurring.”</p>
<p>According to Mahachi, at least 300 000 households in the Zimbabwean capital are scheduled to have prepaid water meters installed, while all new housing projects will be obliged to install meters.</p>
<p>Meanwhile, with prepaid water meters set to rake in big money for some of Africa’s local authorities, there are those like Nathan Jamela, an urban dweller in Bulawayo, Zimbabwe’s second largest city, who fear the health consequences.</p>
<p>“We experienced the worst cholera outbreak in 2008, and we fear that if prepaid water meters are installed in every household here we will slide back to the crisis, with many people unable to afford to pay for water,” Jamela told IPS.</p>
