Climate Change conference later this year in Paris fast approaching, Zimbabwe&#8217;s climate change commitments face the slow progress on an issue that continues to stalk other developing countries – climate finance.<span id="more-141841"></span></p>
<p>As it prepares for the U.N. Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP21), Zimbabwe – like many others in the global South – is grappling with radical climate shifts that have seen devastating exchanges of floods and droughts every year, and still awaits green bailout funds from developed nations, with officials here telling IPS, &#8220;this support should come in the forms of technology.&#8221;</p>
<p>The country’s halting progress on the climate front is being blamed by local climate researchers on the country&#8217;s failure to invest in state-of-the-art climate monitoring technology. More still needs to be done as the country heads to Paris, says Sherpard Zvigadza, Programmes Manager, Climate Change and Energy, for the Harare-based ZERO Regional Environment Organisation (ZERO)."The country [Zimbabwe] needs to partner with those in the private sector who are making an effort to develop projects or reduce their footprint, and implement a reward-based strategy so that both individuals and corporates are encouraged to support the government’s policies" – Steve Wentzel, director of Carbon Green Africa<br /><font size="1"></font></p>
<p>&#8220;Zimbabwe should strengthen systematic observation, ensuring improved real-time observations and availability of meteorological data for research,&#8221; Zvigadza told IPS.</p>
<p>These concerns arise from what is seen here as repeated failure by the poorly-funded Meteorological Services Department to adequately monitor climate patterns and put in place effective early warning systems for disaster preparedness.</p>
<p>However, these constraints have not stopped Zimbabwe, which for the past two decades has seen a wilting of international financial support for crafting ambitious climate change interventions.</p>
<p>Recurrent climate-induced disasters have shown that this not the time to treat anything as &#8220;business as usual&#8221;, says Elisha Moyo, principal climate change researcher in the Climate Change Management Department of the Ministry of Environment, Water and Climate.</p>
<p>And these efforts have brought together civic society organisations (CSOs), farmers and ordinary Zimbabweans in what is expected to shape the country&#8217;s negotiations in Paris.</p>
<p>CSOs point to the fact that Zimbabwe has been identified by <a href="http://globelegislators.org/about-globe">GLOBE International</a>, which brings together legislators from all over the world, as having on the most comprehensive environmental laws in southern Africa, and say that this should be a stimulus for helping the country make greater strides in climate governance.</p>
<p>According to a climate ministry brief issued last month, Zimbabwe’s climate policy seeks, among others, weather and climate modelling, vulnerability and adaptation assessments, mitigation and low carbon development.</p>
<p>However, as tall as these ambitions sound, the climate ministry has acknowledged that in the absence of adequate financing the country could still be far from meeting its United Nations Framework Convention on Climate Change (UNFCC) commitments.</p>
<p>&#8220;There is a need to expand current projects as well as develop new projects throughout the country for the country to position itself to be able to raise funding for these developments,&#8221; said Steve Wentzel, director of Carbon Green Africa, a Zimbabwe-based company established to facilitate the generation of carbon credits through validating Reducing Emissions from Deforestation and Forest Degradation (REDD) projects.</p>
<p>&#8220;The country needs to partner with those in the private sector who are making an effort to develop projects or reduce their footprint, and implement a reward-based strategy so that both individuals and corporates are encouraged to support the government’s policies,&#8221; Wentzel told IPS.</p>
<p>&#8220;If the country is serious about moving away from business as usual, awareness raising is key for all stakeholders, including the general population as well as industry,” Zvigadza told IPS. “A vigorous campaign is needed across the country. More importantly, Zimbabwe&#8217;s national climate change response strategy has to be operationalised so that the challenges are addressed according to different local circumstances.&#8221;</p>
<p>Yet, by the climate ministry&#8217;s own admission, progress has remained slow due to the continuing problem of lack of funds, which Moyo believes should be tapped from the richer nations.</p>
<p>&#8220;As Africa, and supported by other developing countries from other regions, we believe the rich countries have not yet shouldered a fair share of the burden and should lead by example, in terms of cutting emissions and also providing financial support to poorer nations as stated in the Climate Change Convention,&#8221; Moyo told IPS.</p>
<p>And Zimbabwe certainly does need the money. The climate ministry is already wallowing in reduced state funding after the Finance Ministry slashed its national budget from 93 million dollars in 2014 to 52 million this year.</p>
<p>Meanwhile, domestic economic considerations are one of the obstacles to implementation of the country’s troubled climate change policy. Despite seeking to promote clean energy, power generation is still largely fossil fuel-based, where instead of cutting emissions, relatively cheaper coal feeds power generation.</p>
<p>The climate ministry policy brief says the country needs to &#8220;reduce greenhouse gas emissions from energy production transmission and use&#8221;, but economic hardships have made this a tall order where millions also rely on highly-polluting firewood for fuel.</p>
<p>&#8220;We are compiling the “intended nationally determined contributions (INDCs) and have been conducting consultations and data collection around the country especially with reference to the energy sector, which has a high potential of emission reductions through adoption of<br />
renewable energy wherever possible,&#8221; Moyo told IPS.</p>
<p>INDCS are the post-2020 climate actions that countries say they will take under a new international agreement to be reached at COP21 in Paris, and to be submitted to the United Nations by September.</p>
<p>For its climate change ambitions to succeed, Zimbabwe must go back to the grassroots, says Wentzel, but unfortunately “there is a lack of knowledge of climate changes issues,&#8221; he told IPS.</p>
<p>As Washington Zhakata, Zimbabwe&#8217;s lead climate change negotiator put it: &#8220;The road to the Paris summit remains unclear with many stumbling blocks on the road.&#8221;</p>

Photo credit: UNFPA Sudan</p></font></p><p>By Ramesh Jaura<br />BRUSSELS, May 5 2015 (IPS) </p><p>In the run-up to the international Conference on Financing for Development from Jul. 13 to 16 in Addis Ababa, Ethiopia, the European Union has called for a “true paradigm shift” in global development cooperation.<span id="more-140455"></span></p>
<p>The Addis Ababa conference will be followed by the U.N. post-2015 Summit in New York and the Climate Change conference in Paris in December. “These meetings will define our future and will set the level of ambition of the international community for the years and decades to come,” according to European Union Commissioner for International Cooperation and Development Neven Mimica.</p>
<p>The Addis Ababa conference on development financing in July and the Paris climate conference in December offer a “once in a lifetime” opportunity “to end poverty, achieve shared prosperity, transform economies, protect the environment, promote peace and ensure the respect of human rights” – Neven Mimica, European Union Commissioner for International Cooperation and Development <br /><font size="1"></font>This, Mimica believes, offers a “once in a lifetime” opportunity “to end poverty, achieve shared prosperity, transform economies, protect the environment, promote peace and ensure the respect of human rights.”</p>
<p>The European Commission, which represents the interests of the 28-nation European Union, believes that the sustainable development goals (SDGs) to be agreed in New York in September should not only cover “traditional” development challenges such as poverty, health and education, but go much further and address poverty eradication and sustainable development together in three dimensions – economic, social and environmental.</p>
<p>The Commission is pleading for “moving towards a universal agenda”. This means that the goals and targets to be agreed in New York will apply to all countries, challenging them to achieve progress domestically, while contributing to the global effort. “Such a far-reaching agenda can only be delivered through a true global partnership,” said Mimica.</p>
<p>The E.U. Development Commissioner is backed by an eminent group of experts from Finland. France, Germany and Luxembourg, who have authored the <a href="http://www.alphagalileo.org/AssetViewer.aspx?AssetId=97345&amp;CultureCode=en">fifth edition</a> of the European Report on Development (ERD), which focuses on &#8216;Combining Finance and Policies to Implement a Transformative post-2015 Development Agenda&#8217;<strong>.</strong></p>
<p>Mimica wants the agenda to serve to mobilise action by all countries and stakeholders at all levels: governments, private sector and civil society, all of which would need to play their part.</p>
<p>The key message of the ERD report, launched on May 4, is that policy and finance go together and that they are both crucial to implement a transformative post-2015 development agenda.</p>
<p>Based on existing evidence and specific country experiences, the report shows that finance alone is not enough – it seldom reaches the intended objectives, unless it is accompanied by complementary policies, the right combination of financing and enabling policies, says the report.</p>
<p>According to Mimica, “the findings and analysis contained in the report provide a most valuable research-based contribution to the debate, particularly in view of the Addis Conference on Financing for Development – but also beyond”.</p>
<p>“In this crucial year for international development cooperation, the 2015 European Report on Development can serve as a key point of reference, not just for the European Union, but for the international community at large,” Mimica said at the launching of the report.</p>
<p>The findings of the report are in line with three major guidelines which would drive the E.U. Commission’s action to implement the new development agenda:</p>
<ul>
<li>if it is not sustainable, it is not development</li>
<li>if it is not resilient, it is not development</li>
<li>if it is without women, it is not development</li>
</ul>
<p>In many ways, the report complements and supports the work of the Commission in advocating a comprehensive approach to the means of implementation for the post-2015 development agenda. At the same time, it challenges the Commission to keep pushing our thinking forward, said Mimica.</p>
<p>The significance of the report is underlined by the fact that the European Union as a whole has consistently remained the biggest global aid donor, even in times of significant budgetary constraints.</p>
<p>According to latest figures, the European Union’s collective official development assistance (ODA) (by E.U. institutions and member states) has increased to Euro 58.2 billion (up by 2.4 percent from 2013) – growing for the second year in a row, and reaching its highest nominal level to date. Collective European Union ODA represented 0.42 percent of E.U. gross national income (GNI) in 2014.</p>
<p>A 0.7 percent ODA/GNI target was formally recognised in October 1970  when the U.N. General  Assembly adopted a resolution including the goal that “each economically advanced country will progressively increase its official  development  assistance  to  the  developing  countries  and  will  exert  its  best  efforts  to  reach  a minimum net amount of 0.7 percent of its gross national product at market prices by the middle of the decade.”</p>
<p>To date, the target has not been achieved but it has been repeatedly re-endorsed at the highest level at international aid and development conferences.</p>
<p>“We are committed to playing our full part in all aspects of the post-2015 agenda, including means of implementation,” Mimica stressed.</p>
<p>He added: “In our February <a href="https://ec.europa.eu/europeaid/sites/devco/files/com-2015-44-final-5-2-2015_en.pdf">Communication</a> [on a Global Partnership for Poverty Eradication and Sustainable Development after 2015], the Commission was very clear. We proposed to the Member States a collective E.U. re-commitment to the 0.7 ODA/GNI target – and we hope indeed that there will be agreement amongst Member States on this ahead of Addis.”</p>
<p>Official development assistance will certainly remain important in a post-2015 context – in particular for the least developed countries (LDCs), according to Mimica.</p>
<p>“At the same time, we expect other partners – including other developed economies and emerging actors – to also contribute their fair share. The efforts of the European Union alone will not be enough.”</p>
<p>Aware that this is a rather controversial issue, he added: “To be able to speak of an ambitious outcome in Addis and New York, we will all need to raise our level of ambition. The EU is ready to engage with all partners to achieve this. We have been active and constructive in the negotiations so far, and we will continue to do so, taking a responsible, bridge-building approach.”</p>

<p>However, the rural areas that support an agriculture-based livelihood system for the majority of the nearly 270 million people living in the region are typically fragile and there is wide variability in the development challenges facing the countries of the region.</p>
<p>The agricultural sector is dominated by crop production, although the share of livestock production and other agriculture practices have been increasing.Chronic and acute food insecurity remain major risks and Southern Africa still faces enormous challenges in trying to transform and commercialise its largely small holder-based agricultural systems through accelerated integration into competitive markets in a rapidly globalising world<br /><font size="1"></font></p>
<p>Chronic and acute food insecurity remain major risks and Southern Africa still faces enormous challenges in trying to transform and commercialise its largely smallholder-based agricultural systems through accelerated integration into competitive markets in a rapidly globalising world.</p>
<p>These and other challenges facing the sector were the focus of a three-day meeting (Mar. 10-12) in Durban of management and experts from the Food and Agriculture Organization (FAO), which ended with a call to prioritise broad-based partnerships and build synergies to provide countries with effective and efficient support in the agriculture sector.</p>
<p>In an annual event designed to provide a platform for discussion and exchange of information on best practices and the general performance of FAO programmes in the region, David Phiri, FAO Sub-Regional Coordinator for Southern Africa, reiterated the importance of different sectors working together.</p>
<p>“Achieving food and nutrition security in Southern Africa is a challenge far too great for any government or FAO to overcome alone,” he said. “As well as the governments of developing and developed countries, the civil society, private sector and international development agencies must be involved. Above all, the people themselves need to be empowered to manage their own development.”</p>
<p><strong>Building on what works</strong></p>
<p>As one example of the best practices under the scrutiny of the meeting, participants took part in a field visit to the <a href="http://agrizone.dubetradeport.co.za/Pages/Home">Dube AgriZone</a> facility – a high-tech agricultural development initiative pioneered by the KwaZulu-Natal Provincial Government.</p>
<p>The facility aims to stimulate the growth of KwaZulu-Natal&#8217;s perishables sector and aims to achieve improved agricultural yields, consistent quality, year-round production and improved management of disease and pests.</p>
<p>The facility – strategically located 30 km north of the important coastal city of Durban – currently incorporates 16 hectares of greenhouses, making it the largest climate-controlled growing area under glass in Africa.</p>
<p>Its primary focus is on the production of short shelf-life vegetables and cut flowers which require immediate post-harvest airlifting and supply to both domestic and export markets.</p>
<p>In addition to its greenhouses, the facility offers dedicated post-harvest packing houses, a central packing and distribution centre, a nursery and the Dube AgriLab, a sophisticated plant tissue culture laboratory.</p>
<p>Dube AgriZone is an eco-friendly facility, adopting a range of &#8216;green&#8217; initiatives to offset its environmental impact, including rainwater harvesting, use of solar energy, on-site waste management, and the growth of indigenous plants for rehabilitation efforts.</p>
<p>Dube AgriZone provides growers with the potential to achieve improved agricultural yields, consistency of produce quality, close management of disease and pest infestation and year-round crop production with a view to improved sustainability and enhanced agricultural competitiveness.</p>
<p>“I could never have been able put up such a facility and produce at the current scale were it not for this innovative AgriZone,” said Derrick Baird, owner of Qutom Farms, which currently produces 150,000 cucumbers in the glass greenhouse leased from Dube AgriZone.</p>
<p>“This high-tech facility with all the necessary facilities – including transportation and freight – has allowed us to concentrate on producing cucumbers at much lower costs than in other locations where we had previously tried.”</p>
<p>The partnership between the provincial government and the private sector behind the facility was hailed as an example of a success story that could offer valuable lessons to others across Southern Africa.</p>
<p>“There is plenty we can learn from this facility and perhaps one of the more important ones is on forming partnerships and alliances,” said Tobias Takavarasha, FAO Representative in South Africa.</p>
<p>“We need to build on what is working by adopting and adapting technologies to the local situation, and then scaling them upwards and outwards to achieve even better results,” he added.</p>

Industrial Development Organisation to promote industrial development for poverty reduction, inclusive globalisation and environmental sustainability is gaining momentum in the countries of the African, Caribbean and Pacific (ACP) group. <span id="more-138303"></span></p>
<p>A concrete sign of this trend came on the occasion of last week’s ACP Council of Ministers meeting in the Belgian capital where UNIDO Director-General Li Yong met with ACP representatives to explore how to further promote inclusive and sustainable industrialisation in their countries and possible ways of scaling up investment in developing countries.</p>

<p>During the opening session of the ministers’ meeting, outgoing ACP Secretary-General Alhaji Muhammad Mumuni had already highlighted the key role of the ISID programme in promoting investment and stimulating competitive industries in African, Caribbean and Pacific countries.</p>
<p>In December last year in Lima, Peru, the 172 countries belonging to UNIDO – including ACP countries – unanimously approved the <a href="http://www.unido.org/fileadmin/Lima_Declaration.pdf">Lima Declaration</a> calling for “inclusive and sustainable industrial development”.</p>
<p>The Lima Declaration clearly acknowledged that industrialisation is an important landmark on the global agenda and, for the first time, the spectacular industrial successes of several countries in the last 40 years, particularly in Asia, was globally recognised.</p>
<p>According to UNIDO statistics, industrialised countries add 70% of value to their products and recent research by the organisation shows how industrial development is intrinsically correlated with improvements in sectors such as poverty reduction, health, education and food security.“We need to move away from traditional models of industrialisation, which have had serious effects on the environment and the health of people” – UNIDO Director-General Li Yong<br /><font size="1"></font></p>
<p>One major issue that the concept of ISID addresses is the environmental sustainability of industrial development. “We need to move away from traditional models of industrialisation, which have had serious effects on the environment and the health of people,” said Li.</p>
<p>Economic growth objectives should be pursued while protecting the environment and health, and by making business more environmentally sustainable, they become more profitable and societies more resilient.</p>
<p><strong>ISID in the Post-2015 Agenda</strong></p>
<p>“For ISID to be achieved,” said Li, “appropriate policies are essential as well as partnerships among all stakeholders involved.” This highlights the importance of including ISID in major development frameworks, particularly in the post-2015 development agenda that will guide international development in the coming decades.</p>
<p>With strong and solid support from the ACP countries, ISID has already been recognised as one of the 17 Sustainable Development Goals (SDGs) proposed by the U.N. Open Working Group on SDGs – to take the place of the Millennium Development Goals (MDGs) whose deadline is December 2015 – and confirmed last week by U.N. Secretary-General Ban Ki-moon in ‘The Road to Dignity By 2030’, his <a href="http://www.un.org/apps/news/story.asp?NewsID=49509#.VJDDQCvF-So">synthesis report</a> on the post-2015 agenda.</p>
<p>In fact, goal 9 is specifically devoted to “building resilient infrastructure, promoting inclusive and sustainable industrialisation and fostering innovation.”</p>
<p>In this context, Mumuni told the Brussels meeting of ACP ministers that “in building the competitiveness of our industries and facilitating the access of ACP brands to regional and international markets, UNIDO is regarded by ACP Secretariat as a strategic ally.”</p>
<p><strong>ACP-UNIDO – A Strategic Partnership</strong></p>
<p>A Memorandum of Understanding approved in March 2011 and a Relationship Agreement signed in November 2011 represent the solid strategic framework underlying the strategic partnership between ACP and UNIDO, and highlight how the two partners can work together to support the implementation of ISID in ACP countries.</p>
<p>Key is the establishment and reinforcement of the capacity of the public and private sectors in ACP countries and regions for the development of inclusive, competitive, transparent and environmentally-friendly industries in line with national and regional development strategies.</p>
<p>On the basis of these agreements, ACP and UNIDO have intensified their policy dialogue and concrete cooperation. One example reported during the ministers’ meeting was the development of a pilot programme entitled “Investment Monitoring Platform” (IMP), funded under the intra-ACP envelope of the 9th European Development Fund (EDF) with the support of other donors.</p>
<p>This programme is aimed at managing the impact of foreign direct investments (FDI) on development, combining investment promotion with private sector development, designing and reforming policies that attract quality investment, and enhancing coordination between the public and private sector, among others.</p>
<p>This programme has already reinforced the capacity of investment promotion agencies and statistical offices in more than 20 African countries, which have been trained on methodologies to assess the private sector at country level.</p>
<p><strong>Implementing ISID in ACP Countries</strong></p>
<p>In Africa, the strategy for the Accelerated Industrial Development of Africa (AIDA) prepared with UNIDO expertise, is a key priority of <a href="http://agenda2063.au.int/">Agenda 2063</a>  – a “global strategy to optimise use of Africa’s resources for the benefit of all Africans” – and of the Joint Africa-European Union Strategy.</p>
<p>In the Caribbean, high priority is being given to private sector development, climate change, renewable energy and energy efficiency, and value addition in agri-business value chains, trade and tourism.</p>
<p>The CARIFORUM-EU Business Forum in London in 2013 clearly articulated the need for more innovation, reliable markets and private sector information, access to markets through quality and the improvement of agro-processing and creative industries.</p>
<p>In the Pacific, the 2nd Pacific-EU Business Forum held in Vanuatu in June this year called for stronger engagement in supporting the private sector and ensuring that innovation would produce tangible socio-economic benefits.</p>
<p>Finally, in all three ACP regions, interventions related to quality and value chain development are being backed in view of supporting the private sector and commodity strategies.</p>

<p><a href="http://www.who.int/nutrition/topics/WHO_FAO_announce_ICN2/en/index1.html">According to</a> the Food and Agriculture Organisation (FAO) and the World Health Organization (WHO), the <a href="http://www.un.org/apps/news/story.asp?NewsID=42304#.VHTE2vldWSo">launch</a> of the “Zero Hunger Challenge” by U.N. Secretary-General Ban Ki-moon in June 2012 opened the way for new stakeholders to work together in tackling malnutrition.</p>
<p>These new stakeholders include civil society organisations and their presence was felt at the Second International Conference on Nutrition (ICN2) held from Nov. 19 to 21 in Rome."Malnutrition can only be addressed “in the context of vibrant and flourishing local food systems that are deeply ecologically rooted, environmentally sound and culturally and socially appropriate … food sovereignty is a fundamental precondition to ensure food security and guarantee the human right to adequate food and nutrition” – Declaration of the Civil Society Organisations’ Forum to ICN2 <br /><font size="1"></font></p>
<p>More than half of the world’s population is adversely affected by malnutrition <a href="http://www.fao.org/about/meetings/icn2/background/en/">according to</a> FAO. Worldwide, 200 million children suffer from under-nutrition while two billion women and children suffer from anaemia and other types of nutrition deficiencies.</p>
<p>Addressing ICN2, FAO Director-General José Graziano da Silva said that “the time is now for bold action to shoulder the challenge of Zero Hunger and ensure adequate nutrition for all.” More than 20 years after the first Conference on Nutrition (ICN), held in 1992, ICN2 marked “the beginning of our renewed effort,” he added.</p>
<p>But the difference this time was that the private sector and civil society organisations were included in ICN2 and the process leading to it, from web consultations and pre-conference events to roundtables, plenary and side events.</p>
<p>“This civil society meeting is historical,” said Flavio Valente, Secretary-General of <a href="http://www.fian.org/">FIAN International</a>, an organisation advocating for the right to adequate food. “It is the first time that civil society constituencies have worked with FAO, WHO and the Committee on World Food Security (CFS) to discuss nutrition.”</p>
<p>This gave the opportunity to social movements, “including a vast array of stakeholders such as peasants, fisherfolk, indigenous peoples, women, pastoralists, landless people and urban poor to have their voices heard and be able to discuss with NGOs, academics and nutritionists,” Valente explained.</p>
<p>According to a <a href="http://www.fao.org/3/a-i3994e.pdf">Concept Note</a> on the participation of non-State actors in ICN2, evidence shows that encouraging participants enables greater transparency, inclusion and plurality in policy discussion, which leads to a greater sense of ownership and consensus.</p>
<p>As such, “the preparation for the ICN2 was a first step in building alliances between civil society organisations (CSOs)  and social movements involved in working with food, nutrition, health and agriculture,” Valente told IPS.</p>
<p>This means that “governments have already started to listen to our joint demands and proposals, in particular those related to the governance of food and nutrition,” he explained.</p>
<p>A powerful <a href="http://www.fian.org/fileadmin/media/publications/CSO_Forum_Declaration_-FINAL_20141121_e.pdf">Declaration</a> submitted by the CSO Forum on the final day of ICN2 called for a commitment to “developing a coherent, accountable and participatory governance mechanism, safeguarded against undue corporate influence … based on principles of human rights, social justice, transparency and democracy, and directly engaging civil society, in particular the populations and communities which are most affected by different forms of malnutrition.”</p>
<p>According to Valente, malnutrition is the result of political decisions and public policies that do not guarantee the human right to adequate food and nutrition.</p>
<p>In this context, the CSOs stated that “food is the expression of values, cultures, social relations and people’s self-determination, and … the act of feeding oneself and others embodies our sovereignty, ownership and empowerment.”</p>
<p>Malnutrition, they said, can only be addressed “in the context of vibrant and flourishing local food systems that are deeply ecologically rooted, environmentally sound and culturally and socially appropriate. We are convinced that food sovereignty is a fundamental precondition to ensure food security and guarantee the human right to adequate food and nutrition.”</p>
<p>At a high-level meeting in April last year on the United Nations&#8217; vision for a post-2015 strategy against world hunger, the FAO Director-General said that since the world produces enough food to feed everyone, emphasis needs to be placed on access to food and to adequate nutrition at the local level. &#8220;We need food systems to be more efficient and equitable,&#8221; he said.</p>
<p>However, Valente told IPS that CSOs believe that one of the main obstacles to making progress in terms of addressing nutrition-related problems “has been the refusal of States to recognise several of the root causes of malnutrition in all its forms.”</p>
<p>“This makes it very difficult to elaborate global and national public policies that effectively tackle the structural issues and therefore could be able to not only treat but also prevent new cases of malnutrition.”</p>
<p>What needs to be addressed, he said, are not only the “symptoms of malnutrition”, but also resource grabbing, the unsustainable dominant food system, the agro-industrial model and bilateral and multilateral trade agreements that significantly limit the policy space of national governments on food and nutrition-related issues.</p>
<p>But, <a href="http://www.fian.org/fileadmin/media/publications/ICN_2_cso_Forum_Openiing_remarksfinal.pdf">according to</a> Valente, “things are changing” – civil society organisations have organised around food and nutrition issues, the food sovereignty movement has grown in resistance since the 1980s and societies are now demanding action from their governments in an organised way.</p>

Credit: UN Photo/Albert González Farran</p></font></p><p>By Gloria Schiavi<br />ROME, Nov 23 2014 (IPS) </p><p>Not only do 805 million people go to bed hungry every day, with one-third of global food production (1.3 billion tons each year) being wasted, there is another scenario that reflects the nutrition paradox even more starkly: two billion people are affected by micronutrients deficiencies while 500 million individuals suffer from obesity.<span id="more-137900"></span></p>
<p>The first-ever <a href="http://global%20nutrition%20report/">Global Nutrition Report</a>, a peer-reviewed publication released this month, and figures from the Rome-based U.N. Food and Agriculture Organisation (FAO) highlight a multifaceted and complex phenomenon behind malnutrition.</p>
<p>&#8220;The double burden of malnutrition [is] a situation where overweight and obesity exist side by side with under-nutrition in the same country&#8221;, according to Anna Lartey, FAO’s Nutrition Director. &#8220;And we are seeing it in lots of the countries that are developing economically. <p>Beside hunger then, governments and development organisations have also been forced to start tackling over-nutrition.</p>
<p>&#8220;While under-nutrition still kills almost 1.5 million women and children every year, growing rates of overweight and obesity worldwide are driving rising diseases like cancer, heart disease, stroke and diabetes&#8221;, Francesco Branca, Director of Nutrition for Health and Development at the World Health Organisation (WHO), explained in a statement.</p>
<p>The solution does not lie in the realm of science, health or agriculture alone. It requires a cross sectorial and multi dimensional approach that includes education, women’s empowerment, market regulation, technological research and, above all, political commitment.</p>
<p>For this reason, representatives of governments, multilateral institutions, civil society and the private sector met in Rome for the Second International Conference on Nutrition (ICN2) that took place at FAO headquarters on Nov. 19-21. Jointly organised by FAO and WHO, the conference came 22 years after its first edition and, unfortunately, addressed the same unsolved problem.</p>
<p>Malnutrition, in all its forms, has repercussions on the capability of people to live a full life, work, care for their children, be productive, generate a positive cycle and improve their living conditions. Figures from the Global Nutrition Report estimate that the cost of malnutrition is around four to five percent of national GDP, suggesting that prevention would be more cost-effective.</p>
<p>With the goal of improving nutrition through the implementation of evidence-based policies and effective international cooperation, ICN2 produced two documents to help governments and stakeholders head in the right direction: the <a href="http://www.fao.org/3/a-ml542e.pdf">Rome Declaration on Nutrition</a> and a <a href="http://www.fao.org/3/a-mm215e.pdf">Framework for Action</a>.</p>
<p>The conference also heard a strong call for accountability and for the strengthening of nutrition in the post-2015 development agenda.</p>
<p>Flavio Valente, who represented civil society organisations at ICN2, remarked that &#8220;the current hegemonic food system and agro-industrial production model are not only unable to respond to the existing malnutrition problems but have contributed to the creation of different forms of malnutrition and the decrease of the diversity and quality of our diets.&#8221;</p>
<p>This position was shared by many speakers, who stressed the negative impact that advertising of unhealthy food has, mainly on children.</p>
<p>According to a participant from Chile, calling obesity a non-communicable disease is misleading, because it spreads through the media system very effectively. He added that Chile currently risks being brought before the World Trade Organisation (WTO) by multinational food companies for its commitment to protect public health by regulating the advertising of certain food.</p>
<p>This happens in a country where 60 percent of people suffer from over-nutrition and one obese person dies every hour, according to the permanent representative of Chile at FAO, Luis Fernando Ayala Gonzalez.</p>
<p>In an address to the conference, Queen Letizia of Spain also acknowledged the responsibility of the private sector: &#8220;It is necessary to help the economic interests converging towards public health. It is worth remembering that no country in the world has been able to reverse the epidemic of obesity in all age groups. None.&#8221;</p>
<p>The outcome of ICN2 brought consensus around a plan of action and some key targets.</p>
<p>Educating children about healthy habits and women who are in charge of feeding the family was recognised as crucial, as was breastfeeding, which should be encouraged (through paid maternity leave and breastfeeding facilities in the workplace), and the need to empower women working in agriculture.</p>
<p>Supporting small and family farming would also give people better opportunities to eat local, fresh and seasonal produce as well as fruit and vegetables, reducing the consumption of packaged, processed food that is often low in nutrients, vitamins and fibres and high in calories, sugar, salt and fats.</p>
<p>However, teaching people how to eat is not enough, if they cannot easily access quality food – hence the need for relevant policies targeting the food chain and distribution.</p>
<p>Initiatives like the <a href="http://www.health.govt.nz/system/files/documents/publications/fruit-in-schools-how-to-guide-may06.pdf">Fruit in Schools</a> programme proposed by New Zealand go in the right direction, especially when implemented within a coordinated policy that promotes physical activity and a healthy lifestyle that fights consumption of alcohol and tobacco.</p>

<p>At that time, it was threatened with the withdrawal of Canada, the United States – its largest donor – as well as Australia on the grounds that the private sector was better suited to foster industrial development than an inter-governmental organisation.</p>
<p>Nearly one-and-a-half year after UNIDO’s 53-member Industrial Development Board appointed LI Jong – who had served as China’s Vice-Minister of Finance since 2003 &#8211; as Director General, the organisation is set to respond to post-2015 global development priorities by treading the path to <em>inclusive and sustainable industrial development</em> (ISID).</p>
<p>“We have a vision of a just world where resources are optimised for the good of people. Inclusive and sustainable industrial development can drive success" – U.N. Secretary-General Ban Ki-moon<br /><font size="1"></font>It was not surprising therefore that some 450 participants from 92 countries, including Heads of State and government, ministers, representatives of bilateral and multilateral development partners, agencies of the United Nations system, the private sector, non-governmental organisations and academia, joined hands to interact at UNIDO’s Second ISID Forum on Nov. 4 and 5 at the United Nations headquarters in Vienna.</p>
<p>The first Forum was convened in June 2014, at which government officials and key policy-makers exchanged views on policies and ISID instruments and examined what had worked in one country and could inspire another.</p>
<p>“The promotion of inclusive and sustainable industrial development is a very clear mandate given by our Member States at the General Conference of UNIDO in Lima, Peru, last December,” LI told the Forum on Nov, 4.</p>
<p>“Since then, we have been implementing the new mandate in various ways … Today we send a strong statement: technical assistance cannot remain isolated from the main forces that shape the course of progress in your countries. We have to combine our efforts to enhance the developmental impact of our endeavours. Together we will grow; the partnership will make us stronger.”</p>
<p>The rationale behind the UNIDO Director General’s thinking is obvious. Strategic partnerships are the best response to increasingly complex development challenges because there is no single development strategy and no single actor that can address all the social, environmental and economic challenges the world faces today.</p>
<p>“Integrated and multi-actor responses are required to tackle problems like climate change, economic recovery, rising youth unemployment, conflict, and emerging problems such as global health pandemics,” argues Ll.</p>

Secretary-General Ban Ki-moon also believes that &#8220;the overarching imperative for our planet’s future is sustainable development.” In opening remarks to the Second Forum, Ban said:  “We have a vision of a just world where resources are optimised for the good of people. Inclusive and sustainable industrial development can drive success.&#8221;</p>
<p>Amid applause, Ban added that among the main area of action – climate change – presents an opening for inclusive and sustainable industrial development.</p>
<p>&#8220;Smart governments and investors are exploring innovative green technologies that can protect the environment and achieve economic growth. For industrial development to be sustainable it must abandon old models that pollute. Instead, we need sustainable approaches that help communities preserve their resources,&#8221; he said.</p>
<p>The UNIDO forum closely examined and endorsed new pilot programmes for country partnerships to promote inclusive and sustainable industrial development in Ethiopia and Senegal.</p>
<p>The programmes are based on close analysis and insights gained by UNIDO experts during visits to the two countries in the course of the previous months. They have identified a number of strong partners, both local and international, and accordingly designed the two partnership programmes.</p>

<p>UNIDO’s work in the field of inclusive and sustainable industrialisation in Africa was lauded by Ethiopian Prime Minister Hailemariam Desalegn and Senegalese Prime Minister Mahammed Dionne.</p>
<p>Commending the creation of the new partnership approach, Prime Minister Desalegn said that inclusive and sustainable industrialisation would help his country develop. He said Ethiopia was looking forward to enhancing its economic transformation and that such a partnership model will help implement this vision.</p>
<p>Prime Minister Dionne said economic growth must lead to the eradication of poverty and address the problem of unemployment, adding that inclusive and sustainable industrialisation would help implement Senegal’s development plan by providing the collective action needed to make it happen.</p>
<p>Director General Ll assured the two prime ministers that “UNIDO is fully committed to supporting the governments of Ethiopia and Senegal in implementing the two programmes.”</p>
<p>“These pilot programmes,” he said, “mark the beginning of a larger, more comprehensive and ambitious approach to how UNIDO undertakes technical cooperation with and for Member States to support their industrialisation agenda.”</p>
<p>“If we want to achieve the scale of development needed, we have to explore the full potential of inclusive and sustainable industrial development,” Ll added.</p>
<p>“We have to strengthen productive capacities. We must build enterprises. We must reach out to farmers and entrepreneurs, and promote economic diversification and structural transformation based on adding value to the natural resources of these countries.”</p>
<p>The need for moving away from activities that are low value-added and low-productivity to activities that add more value and boost productivity was explained by the U.N. Secretary-General at the high-level thematic roundtable of the United Nations Conference on Landlocked Developing Countries (LLDCs) on Nov. 3 in Vienna.</p>
<p>There, Ban said: “Think of a coffee bean, just a simple coffee bean. All LLDCs can sell just a coffee bean as it is. But more developed creative countries … grind this coffee bean and sell as a manufactured product at a much higher price.</p>
<p>“The same with unprocessed minerals. Lots of developing countries … sell minerals just as they are. Many foreign companies come and bring all these minerals, and then they sell back with processed manufactures, [at a] much higher [price]. Then with their own mineral resources they have to buy, they have to pay a lot of money.”</p>
<p>ISID takes into account factors such as the structural and knowhow bottlenecks faced by developing countries by “the mobilisation of partners and their resources to synergise with UNIDO’s technical cooperation”, LI told the ISID Forum.</p>
<p>Commenting on the agreed cooperation with Ethiopia and Senegal, he said: “I would say that these two pilot programmes for country partnership mark the beginning of a larger, more comprehensive and more ambitious approach of how UNIDO undertakes technical cooperation with and for Member States to support their industrialisation agendas.”</p>
<p>“Together with our partners, we will finalise the planning of the partnership country programmes, based on the inputs we receive in this Forum.”</p>
<p>Those inputs included recognition that the concerns and development objectives of countries seeking international support must be taken into account and that there is no alternative to public-private partnerships.</p>
<p>These partnerships, participants agreed, must aim at eradication of poverty and not maximisation of the profits of the private corporations involved in such partnerships.</p>

			<content:encoded><![CDATA[<p>By Ida Karlsson<br />BRUSSELS, Sep 4 2014 (IPS) </p><p>With the United Nations’ post-2015 development agenda currently under discussion, civil society actors in Europe are calling for a firmer stance on human rights and gender equality, including control of assets by women.<span id="more-136501"></span></p>
<p>&#8220;The SDGs are a unique opportunity for us. The eradication of extreme poverty is within our grasp. But we still face very major challenges. Business as usual is not an option,&#8221; Seamus Jeffreson, Director of <a href="http://www.concordeurope.org/">Concord</a>, the European platform for non-governmental development organisations, told at a meeting in Brussels with the European Parliament Committee on Development on September 3.</p>
<p>An <a href="http://sustainabledevelopment.un.org/owg.html">Open Working Group</a> has been set up by the United Nations to come up with a set of new Sustainable Development Goals (SDGs) to replace the eight Millennium Development Goals (MDGs), which range from halving extreme poverty to halting the spread of HIV/AIDS and providing universal primary education by the target date of 2015.“We need to address women's control over assets. <p>Development organisations in Europe say a rights-based approach need to be strengthened in the proposed new SDGs or there is a risk these could be traded off in negotiations with major powers that are less committed to human rights.</p>
<p>&#8220;We do not see the spirit of a human rights-based approach infusing the other goals. It should underpin the SDGs. The connection is not made that people have rights to resources. We cannot have a development agenda without people&#8217;s rights being respected,&#8221; Jeffreson said.</p>
<p>Jeffreson’s complaint was echoed by Thomas Mayr-Harting, European Union Ambassador to the United Nations. &#8220;From our point of view, a rights-based approach and governance and rule of law need to be better represented in the SDGs.&#8221;</p>
<p>While Concord welcomes a specific goal on gender equality within the SDGs, &#8220;more details are needed for this to be a goal and not just a slogan,” Jeffreson told IPS. “We need to address women&#8217;s control over assets. The majority of farmers in the world are women but they do not own the land. There is legislation that prevents women from inheriting property.&#8221;</p>
<p>The European Union will produce a common position before inter-governmental negotiations start. Further input will come from a <a href="http://www.post2015hlp.org/about/">High-level Panel</a> set up in July 2012 by UN Secretary-General Ban Ki-moon to advise on the global development framework beyond 2015.</p>
<p>&#8220;We now look to Ban Ki-moon to play a core role in bringing this process together,&#8221; said Mayr-Harting, adding that Sam Kutesa, Ugandan foreign minister, who will chair the UN General Assembly from mid-September, will play also an important role.</p>
<p>Ajay Kumar Bramdeo, ambassador of the African Union to the European Union, who also attended the meeting in Brussels, said that more than 90 percent of the priorities in the common African position have been included in the proposed new set of development goals, including its position on climate change.</p>
<p>&#8220;The negative impact of climate change is already being felt in countries in Africa. The European Union has been an important historical, political, economic and social partner for Africa and would also feel the impact of climate change on Africa,&#8221; he added.</p>
<p>Kumar Bramdeo emphasised the need to mobilise financing from the developed countries through the <a href="http://unfccc.int/cooperation_and_support/financial_mechanism/green_climate_fund/items/5869.php">Green Climate Fund</a> of the UN Framework Convention on Climate Change (UNFCC), transfer new clean technologies, and enhance disaster risk management and climate adaptation initiatives.</p>
<p>Ole Lund Hansen, representing the <a href="https://www.unglobalcompact.org/">UN Global Compact</a> at the meeting, stressed that the SDGs would not be achieved without the active participation of the world&#8217;s business sector. &#8220;Some figures say we need 2.5 billion dollars per year in additional investments to achieve the SDGs. We clearly need to tap into the vast resources of the private sector.&#8221;</p>
<p>The proposed new SDGs, which will make amends for the shortcomings of the MDGs, will be an integral part of the United Nations’ post-2015 development agenda which, among others, seeks to eradicate extreme poverty and hunger from the face of the earth by 2030.</p>
<p>There are currently 17 new goals on the drafting board, including proposals to end poverty, eliminate hunger, attain healthy lives, provide quality education, attain gender equality and reduce inequalities.</p>
<p>The list also includes the sustainable use of water and sanitation, energy for all, productive employment, industrialisation, protection of terrestrial ecosystems and strengthening the global partnership for sustainable development.</p>
<p>The final set of goals is to be approved by world leaders in September 2015.</p>
