Credit: FIAN International</p></font></p><p>By Geneviève Lavoie-Mathieu<br />ROME, Nov 27 2014 (IPS) </p><p>There is a new dimension to the issue of malnutrition – governments, civil society and the private sector have started to come together around a common nutrition agenda.<span id="more-137956"></span></p>
<p><a href="http://www.who.int/nutrition/topics/WHO_FAO_announce_ICN2/en/index1.html">According to</a> the Food and Agriculture Organisation (FAO) and the World Health Organization (WHO), the <a href="http://www.un.org/apps/news/story.asp?NewsID=42304#.VHTE2vldWSo">launch</a> of the “Zero Hunger Challenge” by U.N. Secretary-General Ban Ki-moon in June 2012 opened the way for new stakeholders to work together in tackling malnutrition.</p>
<p>These new stakeholders include civil society organisations and their presence was felt at the Second International Conference on Nutrition (ICN2) held from Nov. 19 to 21 in Rome."Malnutrition can only be addressed “in the context of vibrant and flourishing local food systems that are deeply ecologically rooted, environmentally sound and culturally and socially appropriate … food sovereignty is a fundamental precondition to ensure food security and guarantee the human right to adequate food and nutrition” – Declaration of the Civil Society Organisations’ Forum to ICN2 <br /><font size="1"></font></p>
<p>More than half of the world’s population is adversely affected by malnutrition <a href="http://www.fao.org/about/meetings/icn2/background/en/">according to</a> FAO. Worldwide, 200 million children suffer from under-nutrition while two billion women and children suffer from anaemia and other types of nutrition deficiencies.</p>
<p>Addressing ICN2, FAO Director-General José Graziano da Silva said that “the time is now for bold action to shoulder the challenge of Zero Hunger and ensure adequate nutrition for all.” More than 20 years after the first Conference on Nutrition (ICN), held in 1992, ICN2 marked “the beginning of our renewed effort,” he added.</p>
<p>But the difference this time was that the private sector and civil society organisations were included in ICN2 and the process leading to it, from web consultations and pre-conference events to roundtables, plenary and side events.</p>
<p>“This civil society meeting is historical,” said Flavio Valente, Secretary-General of <a href="http://www.fian.org/">FIAN International</a>, an organisation advocating for the right to adequate food. “It is the first time that civil society constituencies have worked with FAO, WHO and the Committee on World Food Security (CFS) to discuss nutrition.”</p>
<p>This gave the opportunity to social movements, “including a vast array of stakeholders such as peasants, fisherfolk, indigenous peoples, women, pastoralists, landless people and urban poor to have their voices heard and be able to discuss with NGOs, academics and nutritionists,” Valente explained.</p>
<p>According to a <a href="http://www.fao.org/3/a-i3994e.pdf">Concept Note</a> on the participation of non-State actors in ICN2, evidence shows that encouraging participants enables greater transparency, inclusion and plurality in policy discussion, which leads to a greater sense of ownership and consensus.</p>
<p>As such, “the preparation for the ICN2 was a first step in building alliances between civil society organisations (CSOs)  and social movements involved in working with food, nutrition, health and agriculture,” Valente told IPS.</p>
<p>This means that “governments have already started to listen to our joint demands and proposals, in particular those related to the governance of food and nutrition,” he explained.</p>
<p>A powerful <a href="http://www.fian.org/fileadmin/media/publications/CSO_Forum_Declaration_-FINAL_20141121_e.pdf">Declaration</a> submitted by the CSO Forum on the final day of ICN2 called for a commitment to “developing a coherent, accountable and participatory governance mechanism, safeguarded against undue corporate influence … based on principles of human rights, social justice, transparency and democracy, and directly engaging civil society, in particular the populations and communities which are most affected by different forms of malnutrition.”</p>
<p>According to Valente, malnutrition is the result of political decisions and public policies that do not guarantee the human right to adequate food and nutrition.</p>
<p>In this context, the CSOs stated that “food is the expression of values, cultures, social relations and people’s self-determination, and … the act of feeding oneself and others embodies our sovereignty, ownership and empowerment.”</p>
<p>Malnutrition, they said, can only be addressed “in the context of vibrant and flourishing local food systems that are deeply ecologically rooted, environmentally sound and culturally and socially appropriate. We are convinced that food sovereignty is a fundamental precondition to ensure food security and guarantee the human right to adequate food and nutrition.”</p>
<p>At a high-level meeting in April last year on the United Nations&#8217; vision for a post-2015 strategy against world hunger, the FAO Director-General said that since the world produces enough food to feed everyone, emphasis needs to be placed on access to food and to adequate nutrition at the local level. &#8220;We need food systems to be more efficient and equitable,&#8221; he said.</p>
<p>However, Valente told IPS that CSOs believe that one of the main obstacles to making progress in terms of addressing nutrition-related problems “has been the refusal of States to recognise several of the root causes of malnutrition in all its forms.”</p>
<p>“This makes it very difficult to elaborate global and national public policies that effectively tackle the structural issues and therefore could be able to not only treat but also prevent new cases of malnutrition.”</p>
<p>What needs to be addressed, he said, are not only the “symptoms of malnutrition”, but also resource grabbing, the unsustainable dominant food system, the agro-industrial model and bilateral and multilateral trade agreements that significantly limit the policy space of national governments on food and nutrition-related issues.</p>
<p>But, <a href="http://www.fian.org/fileadmin/media/publications/ICN_2_cso_Forum_Openiing_remarksfinal.pdf">according to</a> Valente, “things are changing” – civil society organisations have organised around food and nutrition issues, the food sovereignty movement has grown in resistance since the 1980s and societies are now demanding action from their governments in an organised way.</p>

<p>The call came from Pablo Tittonell of Wageningen University, one of the world&#8217;s leading institutions in the field of agriculture science, speaking at the International Symposium on Agroecology for Food Security and Nutrition, organised by the U.N. Food and Agriculture Organization (FAO).</p>
<p>The <a href="http://www.fao.org/about/meetings/afns/en/">symposium</a>, held at FAO headquarters in Rome on Sep. 18-19, gathered experts from many backgrounds, including scientists, scholars, policy-makers and farmers.In times of climate change, food insecurity and poverty, “agroecology, especially when paired with principles of food sovereignty and food justice, offers opportunities to address all of these problems" – open letter in support of the International Symposium on Agroecology<br /><font size="1"></font></p>
<p>In an <a href="http://www.iatp.org/files/2014.09.17_AgroecologyFAOLetter.pdf">open letter</a> ahead of the <a href="http://www.un.org/climatechange/summit/">U.N. Climate Change Summit</a> on Sep. 23 in New York, some 70 scientists and scholars said that in times of climate change, food insecurity and poverty, &#8220;agroecology, especially when paired with principles of food sovereignty and food justice, offers opportunities to address all of these problems.&#8221;</p>
<p>&#8220;The FAO symposium contributes to building momentum for agroecology in Rome,&#8221; Gaëtan Vanloqueren, an agro-economist and one of the speakers, told IPS. Since 2008, there has been a renewed debate on agricultural models and the food system in general, he explained, but this symposium is, up to now, the most significant effort made by FAO.</p>
<p>Vanloqueren, who was adviser to former U.N. Special Rapporteur on the Right to Food, Olivier de Schutter, has a positive view of recent interest by a number of organisations in Europe and elsewhere to talk, research and promote agroecology, but &#8220;the danger&#8221;, he told IPS, &#8220;is that it becomes the new &#8216;sustainable development&#8217;, a new buzzword and catch-all phrase that can mean just about anything.&#8221;</p>
<p>&#8220;There remains a large amount of misunderstanding related to agroecology,&#8221; said Luca Chinotti, Oxfam&#8217;s GROW campaign adviser. For example, &#8220;a lot of people think that organic agriculture is the same as agroecology&#8221; and &#8220;sustainable agriculture is used by different people, meaning very different things,&#8221; the Oxfam spokesperson told IPS.</p>
<p>The expression &#8216;sustainable agriculture&#8217;, for example, is used by both Monsanto, the ag-biotech giant, and Greenpeace, the environmental organisation which strongly opposes the use of genetically modified seeds.</p>
<p>There is much work that needs to be done with respect to informing people about what agroecology really is, Chinotti told IPS.</p>
<p>According to Vanloqueren, agroecology includes a set of practices, such as the diversifying of species and genetic resources and the recycling of nutrients and organic matter. But it is also more than the scientific study of ecology applied to agriculture. It encompasses a set of socio-economic and political principals that questions the basis of the current dominant agricultural system.</p>
<p>&#8220;Agroecology should not be seen as a model or a technological package that can be replicated anywhere at any time. There are very few practices that can be applied to a great number of situations,&#8221; explained Celso Marcatto, technical officer on sustainable agriculture at ActionAid International.</p>
<p>This is why, he said, agroecology &#8220;has more to do with introducing new ways of thinking, rather than distributing ready-made solutions.&#8221;</p>
<p>Agroecology is a different way of seeing the food system because it deals with issues related to who gets access to resources and the processes that determine this access. That is why agroecology is also considered a social movement.</p>
<p>&#8220;The principals of autonomy, the importance of the combination of traditional knowledge and economic knowledge, the co-construction of solutions by peasants’ organisations, researchers and citizens are key in defining agroecology and are the basis of what distinguishes the movement from the so-called &#8216;sustainable ecological intensification&#8217;,&#8221; Vanloqueren told IPS.</p>
<p>At the centre of agroecology is the &#8220;role of farmers that needs to be scaled out and scaled across,&#8221; said Vanloqueren.</p>
<p>Agroeology is also about substituting inputs with knowledge, he added, and it is about fostering autonomy through both knowledge and independence from global markets. Finally, agroecology is about social equity and about democracy.</p>
<p>However, many obstacles remain in the way of convincing policy-makers and donors to advocate and promote the adoption of agroecology.</p>
<p>Quentin Delachapelle, a French farmer and vice-president of the <em>Federation Nationale des Centres d&#8217;Initiatives pour Valoriser l&#8217;Agriculture et le Milieu rural</em> (FNCIVAM), told the FAO symposium that one of the main obstacles to the larger adoption of agroecology is that it is based on a longer term vision.</p>
<p>&#8220;Unfortunately&#8221;, he said, &#8220;current public and market policies are based solely on a short-term perspective.&#8221;</p>

<p>The United Nations Refugee Agency (UNHCR) estimates that since the beginning of 2014, 500 migrants have died in the Mediterranean Sea and almost 43,000 have been rescued by the Italian Navy.</p>
<p>However, Italy&#8217;s &#8220;<em>Mare Nostrum</em> operation has gone a long way towards addressing the issue of saving people&#8217;s lives,&#8221; says Anneliese Baldaccini, Amnesty International&#8217;s Senior Executive Officer for Asylum and Migration.</p>
<p><em>Mare Nostrum</em> – the Italian search-and-rescue operation – was launched following the tragedy of October 2013, when 366 migrants died as the boat in which they were travelling sank off the coast of Lampedusa, an Italian island which is closer to Tunisia than Italy.“The EU needs to do more to create legal channels for asylum seekers and migrants” … at the moment, "the EU is focused almost exclusively on strengthening its borders” – Gregory Maniatis, advisor to the U.N. <p>Italy is the lone sponsor of the search-and-rescue initiative, investing an estimated nine million euros every month.</p>
<p>In an interview with IPS, Baldaccini highlighted the unsustainability of this operation, arguing that this is why &#8220;Amnesty is calling on the European Union to act in a concerted way to support Italy in these operations&#8221;. So far, she continued, “the EU has proved reluctant in doing so.&#8221;</p>
<p>&#8220;With its <em>Mare Nostrum</em> operation, Italy has been pushing for a collective humanitarian response,&#8221; said Gregory Maniatis, Senior Policy Fellow at the Migration Policy Institute and advisor to Peter Sutherland, U.N. Special Representative of the Secretary-General for International Migration. “But what is missing at the EU level is a common vision of the problem,&#8221; he told IPS.</p>
<p>“The EU needs to do more to create legal channels for asylum seekers and migrants,&#8221; Maniatis explained. At the moment, &#8220;the EU is focused almost exclusively on strengthening its borders.”</p>
<p>Maniatis also argued that the EU does not have a sustained focus “to improve asylum processing to create a truly common European system, to increase its capacity to receive refugees, and to establish ways for people to apply for asylum without undertaking the dangerous Mediterranean crossing.&#8221;</p>
<p>According to Amnesty International, there is a dichotomy between the &#8220;EU&#8217;s aspiration to promote human rights and the reality of human rights violations in member states.&#8221; In its <a href="http://www.amnesty.eu/content/assets/Presidency/Italian_presidency_web_res_EN.pdf">recommendations</a> to the Italian EU presidency, Amnesty International stated that currently, &#8220;border control measures expose migrants, refugees and asylum-seekers to serious harm.</p>
<p>Their detention is systemic, rather than exceptional. And their lack of agency makes them vulnerable to abject exploitation and abuse.&#8221;</p>
<p>Amnesty International has <a href="http://www.amnesty.eu/en/news/press-releases/all/the-italian-eu-presidency-a-chance-for-a-fresh-start-for-human-rights-at-home-as-well-as-abroad-0764/#.U7LSnKjbxIg">called</a>on Italy, in view of its presidency of the European Union, &#8220;to show leadership and steer the Union in the direction of human rights, putting people before politics&#8221;.</p>
<p>The European Council Summit held on June 26-27 <a href="http://www.consilium.europa.eu/uedocs/cms_Data/docs/pressdata/en/ec/143478.pd">agreed</a> broad guidelines for Europe’s migration and asylum strategy but these “do not change the current status quo&#8221; according to Amnesty’s migration expert Baldaccini. They &#8220;even represent a setback,&#8221; she told IPS. Overall, said Baldaccini, they &#8220;show a lack of political commitment.&#8221;</p>
<p>She went on to explain that the Secretariat of the European Council has partly blamed the recent rise of far-right parties at the last European Parliament elections as being the reason why no progress was made in terms of migration policies.</p>
<p>In general, states – and not only far-right parties – are reluctant to &#8220;mention human rights as it could be perceived as encouraging more arrivals to Europe,&#8221; Baldaccini said.</p>
<p>Many organisations have called on the European Union to change its approach to migration policies. The Lampedusa tragedy is only one example of a long series of similar events, said Elena Crespi, Western Europe Programme Officer at the International Federation for Human Rights (FIDH), an NGO representing 178 organisations throughout the world.</p>
<p>&#8220;Despite repeated commitments to change,&#8221; Crespi told IPS, &#8220;EU migration policies remain security driven, and aim at reinforcing border control while migrants&#8217; rights are given little attention.&#8221;</p>
<p>One such example, she argued, is the increasing presence of FRONTEX, the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union.</p>
<p>Crespi explained that the intensification of FRONTEX operations has not resulted in fewer incidents, nor better respect for migrants’ and asylum-seekers&#8217; rights. On the contrary, an increased number of allegations have been made regarding human rights violations at the Union’s external borders, which remain unaddressed.</p>
<p>FRONTEX has turned down the recommendation by the E.U. Ombudsman to put in place a mechanism to allow alleged violations to be investigated.</p>
<p>This, said Crespi, raises questions regarding the compatibility of FRONTEX&#8217;s operations in terms of human rights.</p>
<p>The presence of the European Border Agency is not sufficient to prevent people from dying at sea, she noted. Instead, enhanced border control pushes more and more people into taking increasingly dangerous routes into Europe, thus putting their lives at risk.</p>
<p>Italy is now pushing for FRONTEX to assume the costs of the <em>Mare Nostrum</em> operations, explained Simona Moscarelli, a legal expert for the International Organisation for Migration (IOM) in Rome. But to do this, the &#8220;FRONTEX mission will have to be revised because its mandate does not include search-and-rescue operations.&#8221;</p>
<p>&#8220;FRONTEX&#8217;s role is not to save lives but rather to prevent and deter migrants from coming into Europe,&#8221; Crespi told IPS.</p>
<p>Moreover, “the vast majority of migrants travelling across the Mediterranean Sea are Syrian and Eritrean nationals and should be entitled to asylum,” Moscarelli told IPS.</p>
<p>According to the <a href="http://www.unhcr.org/531990199.html">UNHCR</a>, the number of Syrians reaching Europe by sea increased in 2013. Last year, Italy rescued an estimated 11,307 Syrians in the Mediterranean.</p>
<p>“The European Union must overhaul its approach to migration, and put respect for migrants&#8217; and asylum seekers&#8217; rights at its centre. Opening new channels for regular migration, enhancing reception capacity including by increasing responsibility sharing for migrants coming into Europe and investigating human rights violations are some steps that could be taken in the right direction,” said Crespi.</p>

			<content:encoded><![CDATA[<p>By Geneviève Lavoie-Mathieu<br />ROME, Jul 25 2014 (IPS) </p><p>The official outlook for agriculture up to 2023 carries optimistic forecasts for agricultural productivity and commodity prices but it is unlikely that the benefits will be shared by the world’s poorest.<span id="more-135749"></span></p>
<p>The mix of good and bad news comes in the 2014-2023 <a href="http://www.oecd.org/site/oecd-faoagriculturaloutlook/publication.htm">Agricultural Outlook</a>, issued jointly by the U.N. Food and Agriculture Organization (FAO) and the Organisation for Economic Cooperation and Development (OECD) this month.</p>
<p>The OECD/FAO Agricultural Outlook examines trends regarding prices, dietary habits and other influencing factors such as production and demand, in addition to assessing the major policy challenges facing the sector."We still face a challenge with access to food. Higher food prices imposed undeniable hardship on the world’s poorest people, who spend a large share of their incomes on food. <p>This year’s Agricultural Outlook, which is the 20th of its kind, &#8220;looks at the prospects for developing countries under the assumption that average weather patterns and current policies persist&#8221;, according to Holger Matthey, an economist at the Trade and Markets Division of FAO and team leader for the Agricultural Outlook.</p>
<p>&#8220;It gives an overview of the global market within the next 10 years, assuming that there are no disturbances”, Matthey told IPS</p>
<p>Crop prices are expected to stabilise significantly below recent peaks, although they will likely remain above pre-2008 levels, while meat and dairy prices will have reached record highs in 2013/14.</p>
<p>&#8220;We are very positive regarding the agricultural outlook for developing countries because they have the resources to expand production and are also expected to maintain strong growth rates in terms of consumption&#8221;, said Matthey.</p>
<p>Under the assumptions of this outlook, he added, it was found that &#8220;more than 80% of additional production will originate from developing countries and 50% of both the additional production and consumption over the next decade will take place in Asia.&#8221;</p>
<p>But there are still many obstacles in the way of ensuring that everyone can reap the benefits of increased agricultural productivity.</p>
<p>&#8220;We still face a challenge with access to food. Higher food prices imposed undeniable hardship on the world’s poorest people, who spend a large share of their incomes on food. They also did more harm than good to poor farmers, who are more often than not net buyers of food staples,&#8221; OECD Secretary-General Angel Gurría said at the launch of the report.</p>
<p>Among others, he said, there is a need &#8220;to extend social protection to cushion the effects of price shocks and help farmers manage risks and continue to invest in agricultural productivity so that farmers can respond effectively to price signals&#8221;, but tackling these challenges &#8220;in ways that are both inclusive and sustainable is a formidable challenge.&#8221;</p>
<p>This year’s Agricultural Outlook focuses on the case of India, the world’s second most populous country and home to the largest number of food-insecure people, for which the report portrays a “relatively optimistic” scenario, saying that the country is &#8220;projected to sustain production and consumption growth of food.&#8221;</p>
<p>In 2013, India adopted a National Food Security Act (NFSA), designed to ensure greater access to adequate and affordable food. The NFSA entitles more than 800 million people to 60 kg of food grain per person each year at prices that are 90 percent more economical than current retail prices.</p>
<p>According to FAO Director-General José Graziano da Silva, the NFSA – the world’s largest right-to-food programme – is something that will have an impact for food security around the globe.</p>
<p>However, the Agricultural Outlook also warns that implementation of the programme will be challenging.</p>
<p>&#8220;While there is enough food being produced, the access to food, the distribution of food and the healthy utilisation of food [in terms of adequate diet and access to clean water, sanitation and healthcare] are challenges that remain,&#8221; said Peter Kenmore, FAO representative in India.</p>
<p>For example, according to the U.N. Children&#8217;s Fund (UNICEF), 48 percent of children in India are <a href="http://www.unicef.org/infobycountry/india_statistics.html#0">stunted</a> as a result of chronic malnutrition, a condition that has long-term physical and mental development consequences, such as weakening the immune system and decreasing productivity in adulthood.</p>
<p>The challenge is also to be more efficient in terms of infrastructure, including storage and transportation as well as means of delivery.</p>
<p>“The circuit of producing, procuring, storing and distributing food to those who lack access, all completed locally, as is accomplished in many places covered by the <a href="https://www.ipsnews.net/2009/11/brazil-showing-the-world-how-to-end-hunger/">Zero Hunger Programme</a> in Brazil, is worth pursuing,&#8221; Kenmore told IPS.</p>
<p>The Zero Hunger Programme was launched in 2003 by the Brazilian government with the aim of eliminating hunger and poverty.</p>
<p>However, Kenmore warned that &#8220;the fact that the price of subsidised food grains is 90 percent cheaper also represents a strong incentive for opportunists to obtain this subsidised food and resell it on the open market.&#8221;</p>
<p>&#8220;At the moment there are millions that are benefiting from the Public Distribution System that is being expanded under the NFSA but many that are not. Exclusion, discrimination and sub-optimal implementation are key concerns&#8221;, he told IPS.</p>
<p>There is a need to improve accountability and grievance mechanisms to allow people to make a complaint in case they cannot access subsidised food to which they would otherwise be entitled and, said Kenmore, these mechanisms “must not merely be notional but also effective.&#8221;</p>
