The news has triggered a strong reaction from civil society organisations.</p>
<p><span id="more-157530"></span>&#8220;Argentina today has the advantage that it can refer to Chile&#8217;s experience, which has been extremely negative,&#8221; attorney Alex Muñoz, director for Latin America of National Geographic&#8217;s <a href="https://www.nationalgeographic.org/projects/pristine-seas/">Pristine Seas</a> programme, told IPS from Santiago, Chile.</p>
<p>&#8220;In Chile we have suffered the serious impacts of the activity carried out by both local and Norwegian companies. Salmon is native to the northern hemisphere and there is very clear scientific evidence that farming this species is not sustainable in the southern hemisphere,&#8221; added the environmental law specialist.</p>
<p>Muñoz is one of the authors of a highly critical report on the Argentine project presented by 23 Argentine and international organisations &#8211; such as the World Wildlife Fund (WWF), Oceana and the Wildlife Conservation Society (WCS) &#8211; grouped in the <a href="https://marpatagonico.org/en/">Forum for the Conservation of the Patagonian Sea and Areas of Influence</a>."The effects of an industry that stretches 2,000 km along the Chilean coast have never been studied in-depth. <p>The Forum is a network formed in 2004 to promote the care of the Atlantic Ocean in southern Brazil, Uruguay and Argentina and of the Pacific Ocean in Chile.</p>
<p>It was the visit to Argentina in March by King Harald and Queen Sonja of Norway, who met with President Mauricio Macri, which gave impetus to the initiative.</p>
<p>It would imply the introduction for the first time of an exotic species in the Argentinean sea, since this South American country has only up to now introduced fish in lakes and rivers.</p>
<p>On that occasion, Innovation Norway, a state-owned company and a national development bank that promotes Norwegian investment around the world, signed a cooperation agreement with the Argentine Agribusiness Ministry to study the implementation of &#8220;sustainable aquaculture&#8221; programmes in this South American nation.</p>
<p>Aquaculture is the farming of aquatic animals or plants in all types of water environments in controlled conditions. In the case of salmon in Argentina, feasibility studies are being carried out in the extreme south of Patagonia, off the Argentine coasts of Tierra del Fuego, the southern territory shared with Chile.</p>
<p>IPS&#8217;s questions about the project were not answered by the agriculture authorities of Tierra del Fuego province or by the Agribusiness Ministry, which on Sept. 3 was demoted to a secretariat as part of austerity measures aimed at cutting public spending in the midst of the country&#8217;s economic collapse.</p>

<p>In March, the then minister Luis Etchevere stated that &#8220;our relations with Norway will allow us to benefit from that country’s more than 50 years of experience&#8221; in aquaculture, and added that &#8220;Tierra del Fuego can be a pioneer in development within Argentina.&#8221;</p>
<p>Norway, which has both wild and farmed salmon, is the world&#8217;s largest producer of this species that is consumed around the world for its taste and nutritional value.</p>
<p>In Chile, salmon farming in sea cages began more than 30 years ago on the island of Chiloé, about 1,100 south of Santiago, in the Los Lagos Region, and from there it grew and spread throughout Patagonia, to the Aysen and Magallanes Regions.</p>
<p>Today salmon is one of Chile’s main export products. Official figures indicate that the sector is expanding, since in 2017 exports amounted to 4.1 billion dollars, 20 percent up from the previous year.</p>
<p>Last year, salmon accounted for more than six percent of the country&#8217;s total exports.</p>
<p>According to <a href="http://www.salmonchile.cl/es/index.php">Chile&#8217;s Salmon Industry Association</a>, this year will be even better and sales to 75 international markets will generate more than five billion dollars.</p>
<p>According to the business chamber, the activity generates more than 70,000 direct and indirect jobs.</p>
<p>But &#8220;no amount of economic growth justifies the destruction of Patagonian ecosystems,&#8221; Max Bello, a Chilean natural resources specialist who has been working for 15 years in marine conservation organisations, told IPS from Santiago.</p>

<p>Bello added: &#8220;The effects of an industry that stretches 2,000 km along the Chilean coast have never been studied in-depth. Chemicals of all kinds are used to prevent disease and organic matter, food and fecal matter from salmon are dumped into the ecosystem.”</p>
<p>&#8220;Salmon farming has spread in a brutal manner in recent years, affecting not only natural resources but also culture, as it has displaced other activities,&#8221; Bello said.</p>
<p>In Argentina, a country whoses population of 44 million mostly eats beef, fish are mostly for export.</p>
<p>In 2017, according to official figures, 706,000 tons of seafood were sold abroad, worth 1.9 billion dollars. The main products are shrimp and squid, both native. In the domestic market, 341,000 tons of seafood was consumed last year.</p>
<p>The report presented by the Forum for the Conservation of the Patagonian Sea and Areas of Influence states that, besides the heavy use of antibiotics, the main problem posed by salmon farming is the frequent escape from the sea cages of fish that end up being an exotic species.</p>
<p>In fact, in July, during a storm, four of the five cages of a salmon farm owned by the Norwegian company Marine Harvest in Calbuco, near the city of Puerto Montt, broke and 650,000 salmon ended up in the sea.</p>
<p>&#8220;According to the law, the company has to recover at least 10 percent of the fish, because otherwise environmental damage is assumed,&#8221; biologist Flavia Liberona, executive director of the Chilean environmental foundation <a href="http://www.terram.cl/">Terram</a>, told IPS.</p>
<p>Regarding the use of chemical products, Liberona explained from Santiago that &#8220;because they are not in their environment, salmon in Chile are highly prone to diseases, which is why they use more antibiotics than in Norway.”</p>
<p>&#8220;In 2008 there was a major crisis in the industry due to the spread of a virus, which caused the loss of thousands of jobs,&#8221; she said.</p>
<p>Biologist Alexandra Sapoznikow, coordinator of the Forum for the Conservation of the Patagonian Sea and Areas of Influence, said &#8220;this activity has frequent crises and we are concerned that it is seen as a possibility for economic development. Tierra del Fuego receives tourists who are looking for nature, which is this province’s opportunity.”</p>
<p>Speaking to IPS from the Patagonian city of Puerto Madryn, Sapoznikow, who teaches Natural Resources Management at Argentina&#8217;s <a href="http://www.unp.edu.ar/">National University of Patagonia</a>, added that the introduction of salmon farming would also come into conflict with the project that civil society organisations have been working on with the Argentine government to create marine protected areas in the South Atlantic.</p>
<p>In November 2017, the government sent to Congress a bill for the creation of two marine protected areas near Tierra del Fuego, which would extend the total conservation area from the current 28,000 square km to 155,000.</p>
<p>The initiative, however, has not yet begun to be discussed, while the Ministry of Environment &#8211; which drafted it jointly with the National Parks Administration &#8211; was demoted on Sept. 3 to a secretariat.</p>

Credit: Orlando Milesi/IPS</p></font></p><p>By Orlando Milesi<br />MATANZAS, Chile, Jul 4 2016 (IPS) </p><p>Seaweed, a nutrient-rich foodstuff that was a regular part of the diet of several South American indigenous peoples, is emerging as a new pillar of food security in Latin America and is providing a livelihood for thousands of people in the region’s coastal areas. <span id="more-145913"></span></p>
<p>“I have been harvesting seaweed since I was five years old, and now I am 50. The person who always buys all my produce says it is used to make creams and plastics,” Zulema Muñoz, a seaweed collector in the small coastal town of Matanzas on the Pacific ocean 160 km south of Santiago, told IPS.</p>
<p>Seaweeds have been used as human food ever since ancient times, especially in China, the Korean peninsula and Japan.“Seaweeds must definitely be cultivated because we cannot simply collect the wild algae populations. Experience shows that over-exploitation is a widespread problem - not only for seaweed - for which we must find sustainable solutions” - Erasmo Macaya.<br /><font size="1"></font></p>
<p>When people from these countries migrated to other regions of the world they took their food habits with them.  This is why dishes based on fresh, dried and salted algae can be found in nearly every corner of the earth.</p>
<p>According to the <a href="http://www.fao.org/home/en/">Food and Agriculture Organization of the United Nations</a> (FAO), some 25 million tonnes a year of seaweeds and other algae are gathered worldwide for use as food, cosmetic and fertiliser ingredients; they are also processed to make thickeners and additives for animal feeds.</p>
<p>FAO says that marine aquaculture products, particularly algae and molluscs, contribute to food security and the alleviation of poverty, since most producers work in small- or medium-sized fishing businesses.</p>
<p>In Latin America, hunger affects 34 million people out of the total regional population of 625 million, according to FAO’s statistics. Countries like Argentina, Brazil, Colombia, Cuba, Ecuador, Mexico, Peru and Venezuela have explored seaweed production for food.</p>
<p>In Chile, “studies carried out in Monte Verde (in the Los Lagos region, 800 km south of Santiago) showed that in one of the earliest human settlements in the Americas, people ate seaweed as part of their diet,” said Erasmo Macaya, principal researcher at the Algal Research Laboratory at Chile’s prestigious University of Concepción.</p>
<p>Marine algae “were a food source for the Lafkenche indigenous people, who used them (and still do) as part of their diet, particularly kelp (Durvillaea antarctica), known as ‘kollof,’ and ‘luche’ (Pryopia and Porphyra species),” he told IPS, speaking from the southern city of Concepción.</p>
<p>Axel Manríquez, head chef at the Plaza San Francisco hotel in Santiago, told IPS that there is currently a “re-enchantment with algae, primarily because vegans eat so much of them.”</p>
<p>“Because of intermarriage with Chinese people and the influence of Chinese culture, Peruvians have incorporated seaweed into their “Chifa” cuisine (based on Cantonese culinary traditions). In Chile, Chinese influence is limited to the north of the country, and so all our seaweed is exported to Asia, where it is in great demand as a foodstuff,” he said.</p>

<p>Algae “are extremely potent: they are rich in nutrients and are also a very healthy product because their salinity is regulated by the ocean. They do not contain excess salt, and they can be eaten either raw or cooked. They help our metabolism and facilitate iodine incorporation. Asian people do not get thyroid diseases because they eat large amounts of seaweed,” the chef said.</p>
<p>Over 700 species of marine macroalgae have been described in Chile, yet only 20 of these species are utilised commercially.</p>
<p>“Unfortunately there have been very few studies on biodiversity and taxonomy, which are also very poorly funded since they do not generate immediately visible products, and many observers consider they do not have a ‘direct’ application,” said Macaya, who believes the real number of species is probably “two- or three-fold higher” than those already classified.</p>
<p>Macaya said that in Chile, only kelp and “luche” (Pyropia and Porphyria species) are used as human food at present, but that red algae like “carola” (Callophyllis) and sea chicory (Chondracanthus chamissoi) are being exported to other countries for human consumption.</p>
<p>Ongoing research is being done on ways of adding value to algae by converting them into biofuels, bioplastics and biomedical products, among others, a move that is recently gaining ground at global level.</p>
<p>However, over the past few decades demand has grown faster than the capacity to supply needs from natural (wild) seaweed stocks.</p>
<p>“Seaweeds must definitely be cultivated because we cannot simply collect the wild algae populations. Experience shows that over-exploitation is a widespread problem &#8211; not only for seaweed &#8211; for which we must find sustainable solutions,” said Macaya.</p>
<p>Fifty-one percent of the 430,000 tonnes of algae extracted in Chile in 2014 was “huiro negro” (Lessonia spicata) or “chascón” (Lessonia berteroana). Together with two other brown seaweed species, “huiro palo” (Lessonia trabeculata) and “huiro” (Macrocystis pyrifera), they make up a combined 71 percent of the extracted biomass.</p>
<p>“This is very worrying, considering that all these species fulfil tremendously important ecological roles: they create undersea forests that host a wide, rich biodiversity,” Macaya said.</p>
<p>To address this problem, the Chilean government enacted a law to promote cultivation and repopulation of natural seaweed beds (“Ley de bonificación para el repoblamiento y cultivo de algas”). This will provide compensation to small seaweed collectors (artisanal fishers and micro-businesses) in order to increase algal cultivation and harvesting and, in the process, to redeploy large numbers of workers.</p>
<p>Although many people do not realise it, algae are in daily use: everyday products like toothpaste, shampoos, creams, gels and natural remedies contain compounds known as phycocolloids that are derived from seaweed, such as carrageenan, agar and alginates.</p>
<p>And they are also used in food dishes. For instance, “nori” is a Japanese seaweed used in the preparation of sushi.</p>
<p>Muñoz, the seaweed collector in Matanzas, only eats “luche, but not the other seaweeds. They say they are delicious when properly prepared, especially “luga”, but I have never cooked it,” she said.</p>
<p>Day after day, she wades in and out of the sea, armed only with a knife in a bag attached to her belt, fetching armfuls of “luga”, “chasca”, kelp and “luche.”</p>
<p>In a good week she may collect up to 500 kilos to sell. “Luga” commands 450 pesos a kilo (65 cents of a dollar), kelp 720 pesos (1.02 dollars) and “chasca” 1,000 pesos (1.50 dollars) a kilo.</p>
<p>“Four women used to work here, then one died and three of us were left. Now there’s another seaweed collector, a girl who has joined the fisheries union, but she only works for a few hours,” said Muñoz while she waited for the feeble winter sun to dry the seaweed spread out on the sand. It will soon be ready for sale.</p>
<p>The country’s seaweed sector directly employs 6,456 artisanal fishers and coastal shellfish gatherers, as well as 13,105 artisanal divers. Including indirect jobs, the number of artisanal fishers and small businesses involved is over 30,000.</p>

</p></font></p><p>By Naimul Haq<br />BHOLA, Bangladesh, Jun 22 2016 (IPS) </p><p>A continuous influx of sea water is threatening agriculture and food security in vast coastal areas of Bangladesh, but farmers are finding ways to adapt, like cultivating fish and crops at the same time.<span id="more-145746"></span></p>
<p>The coastal and offshore areas of this low-lying, densely populated country include tidal estuaries and river floodplains in the south along the Bay of Bengal. Here the arable land is about 30 percent of the total available in the country.</p>
<p>In a recent study, experts observed that salinity intrusion due to reduction of freshwater flow from upstream, salinization of groundwater and fluctuation of soil salinity are major concerns and could seriously hamper country’s food production.</p>
<p>According to <a href="http://www.scielo.cl/pdf/jsspn/v13n2/aop3313.pdf">salinity survey findings</a>, salinity monitoring information, and interpretation of Land and Soil Resource Utilization Guides, about one million hectares, or about 70 percent of cultivated lands of the southern coastal areas of Bangladesh, are affected by various degrees of soil salinity.</p>
<p>It is already predicted that if the current trend of climate change continues, rice production could fall by 10 percent and wheat by 30 percent.</p>
<p>Dr. Mohiuddin Chowdhury, principal scientific officer of Bangladesh Agriculture Research Institute or BARI, told IPS, “We are indeed greatly concerned by the loss of arable land in the coastal areas that is already happening and the future from the past trends looks bleak.”</p>
<p>Dr. Chowdhury explained that salinity in the coastal regions has a direct relation with temperature. If the temperature rises, the soil loses moisture and the salt from tidal or storm surges becomes concentrated, which results in crops wilting or dying – a phenomenon that is is already widely evident.</p>
<p>Dr. Chowdhury stressed adaptation measures and crop management, since at this point, climate change &#8220;cannot be avoided, but we have to live with it.&#8221;</p>
<p>Salinity in Bangladesh, one of the countries worst affected by decades of sea level rise, causes an unfavorable environment that restricts normal crop production throughout the year. The freshly deposited alluviums from upstream in the coastal areas of Bangladesh become saline as it comes in contact with the sea water and continues to be inundated during high tides and ingress of sea water through creeks.</p>
<p>A study found that the affected area increased from 8,330 square km in 1973 to 10,560 square km in 2009, <a href="http://article.sapub.org/10.5923.s.plant.201401.02.html">according to the Soil Resource Development Institute</a> in 2010.</p>
<p>Despite efforts to increase resilience, climate challenges continue to result in large economic losses, retarding economic growth and slowing progress in reducing poverty.</p>
<p>To confront the challenges, farming communities in the coastal areas that always relied on traditional agricultural practices are now shifting to research-based farming technology that promises better and safer food production.</p>
<p>The chief of BARI, Dr. Mohammad Rafiqul Islam Mondal, who describes climate change as a tragedy, told IPS, “At BARI, we are concentrating on developing agriculture practices towards adaptation to the extreme weathers, particularly in the coastal regions.”</p>
<p>Recognizing the adaptation strategies, BARI, blessed with years of research, has successfully introduced best farming practices in coastal regions. One is called the Sarjan model and is now very popular.</p>
<p>A leading NGO in Bangladesh, the Coastal Association for Social Transformation Trust (COAST), which has over 35 years of experience working mostly in coastal areas, has played a key role in supporting farmers with adaptive measures.</p>
<p>During a recent visit to an island district of Bhola, this correspondent witnessed how COAST in collaboration with the local agriculture department has introduced the farming model that is making huge positive impacts.</p>
<p>Mohammad Jahirul Islam, a senior COAST official in Char Fasson, a remote coastal region barely 30 cms above sea level, told IPS, “The traditional agricultural practices are threatened, largely due to salt water intrusion. High salt concentration is toxic to plants and we are now forced to seek alternative ways of growing crops.”</p>
<p>The Coastal Integrated Technology Extension Programme (<a href="http://coastbd.net/learning-from-coastal-integrated-technology-extension-program/">CITEP</a>) being implemented by COAST in Char Fasson has been helping farmers since 2003 with alternative farming practices to improve crop production in the face of climate change.</p>
<p>As part of its capacity-building programmes, CITEP encourages farmers to use the Sarjan model of long raised rows of soil about one metre wide and 90 cm high for cultivating varieties of vegetables. The trenches between the rows are filled with water into which various types of fish are released for maturing. The water for irrigating the plants comes from nearby lakes filled with freshwater drawn from the Meghna River.</p>
<p>The advantage of using Sarjan model is that it protects cropland from inundation during storm surges, tidal waves and flash flooding and avoids high salinity.</p>
<p>CITEP project coordinator in Char Fasson, Mizanur Rahman, told IPS, “These lowlands, hardly 25 kms from the sea at the confluence of the Bay of Bengal, are prone to tidal waves and storm surges during the seasons. So the recent farming models introduced here have been designed to protect the crops.”</p>
<p>According to Sadek Hossain, a veteran farmer who is already benefitting from the Sarjan model, said it “is safer and gives risk-free crops as the spaces between the crops allow more sunlight exposure and also has far less pest attacks.”</p>
<p>The new farming practice has turned out to be very popular in Char Fasson, where over 9,000 farmers are now using the model. Many farmers have also formed self-help groups where members benefit from sharing each others’ experiences.</p>
<p>Manzurul Islam, a local official of the government&#8217;s agriculture department in Char Fasson, told IPS, “At the beginning, the challenges were huge because farmers refused to adapt to the new model. Realising the benefits farmers are now convinced.”</p>
<p>Losses of crops on flat lands are disastrous. Mohammad Joynal recalls how tidal waves three years ago destroyed huge crops. “We were helpless when the crops were inundated on about 5,500 hectares of flat land. The sea water inundation for four months caused all crops to wilt and eventually rot,” said a dishearten face of Joynal.</p>
<p>Hundreds of farmers have been trained using demonstration crop fields on the adaptation techniques. “We have many different models developed to grow crops at different levels of salinity which are already proven successes,” said BARI Director General Dr. Mondol.</p>
<p>Sea level rise is already evident in coastal Bangladesh. Projections show that 97 percent of coastal areas and over 40 million people living in coastal Bangladesh are vulnerable to multiple climate change hazards.</p>
<p>The Climate Change Vulnerability Index (<a href="https://maplecroft.com/portfolio/new-analysis/2014/10/29/climate-change-and-lack-food-security-multiply-risks-conflict-and-civil-unrest-32-countries-maplecroft/">CCVI</a>) for 2014, which evaluated the sensitivity of populations, the physical exposure of countries, and governmental capacity to adapt to climate change over the following 30 years, ranks Bangladesh as the number one economy in the world at risk to climate change.</p>
<p>Globally, emissions of carbon dioxide and chlorofluorocarbons into the atmosphere are growing at a rate of 5 percent annually, according to a joint <a href="http://www.unisdr.org/files/4032_DisasterBD.pdf">publication</a> by COAST and the Equity and Justice Working Group (<a href="http://www.equitybd.net/?page_id=22639">EJWG</a>) on &#8216;Climate Change Impact and Disaster Vulnerabilities in the Coastal Areas of Bangladesh&#8217;.</p>
<p>Rezaul Karim Chowdhury, executive director of COAST Trust and one of the authors of the joint publication, told IPS, “The impacts of climate change with time would become more acute hitting right at the core of our economy – agriculture on which over 70 percent of our rural population rely on.”</p>
<p>Rezaul, well known for his contributions to development in the coastal regions, added, “We acted early considering the harsh realities of extreme weathers. Introducing the Sarjan model is one of many which we have successfully implemented, building capacities of the local farmers.”</p>

			<content:encoded><![CDATA[<p>By Jaya Ramachandran<br />VIENNA, Aug 27 2015 (IPS) </p><p>The OPEC Fund for International Development (OFID) has agreed to give the United Nations Industrial Development Organization (UNIDO) a grant in support of a project aimed at improving the productivity and competitiveness of the shrimp value chain in the Latin America and Caribbean (LAC) region.<span id="more-142160"></span></p>
<p>OFID is the development finance institution established by the member states of the Organisation of Petroleum Exporting Countries (OPEC) in 1976 as a collective channel of aid to the developing countries.</p>
<p>The grant, which amounts to 300,000 dollars, aims at co-financing a project worth close to 900,000 dollars. OFID Director-General, Suleiman J. Al-Herbish and UNIDO Director General Li Yong, signed the agreement in Austria’s capital, where the two organisations are based.</p>

<p>Al-Herbish said that the project “will support the sustainable development of the fisheries sector in the LAC region through the promotion of more resource efficient, environment friendly and socially equitable fish farming and processing practices.”</p>
<p>It will also contribute to poverty reduction efforts through the creation of direct and indirect employment and income generation opportunities, as well as improved food and nutrition security, he added.</p>
<p>UNIDO Director General Li pointed out that the shrimp farming sector represented an important source of income in countries such as Colombia, Cuba, Dominican Republic, Ecuador, Mexico and Nicaragua.</p>
<p>&#8220;However, in most of these countries there is a need to enhance the productivity and competitiveness of the sector and its compliance with international quality and environmental standards.”</p>
<p>Aquaculture, especially shrimp farming, has been a vital source of economic growth in developing countries. Shrimp farming represents 15 percent of the total value of the fishery products internationally traded in 2011. Ecuador and Mexico are currently among the largest producers in the sector at regional level.</p>
<p>The agreement was signed on Aug. 25, within four weeks of OFID and the Inter-American Development Bank (IDB) signing a co-financing agreement to jointly promote development and economic growth in the LAC region through the expansion of trade financing to banks in the region.</p>
<p>According to the agreement, OFID and IDB will build on the existing Trade Finance Facilitation Programme (TFFP) to provide lines of credit to commercial banks in the LAC region to broaden the sources of trade finance available for LAC importing and exporting companies and support their internationalisation.</p>
<p>In support of global and intraregional integration through trade, this agreement will further strengthen OFID’s long-standing partnership with the IDB and widen OFID’s presence in the trade finance market in the LAC region, OFID said in a press release.</p>
<p>OFID works in cooperation with developing country partners and the international donor community to stimulate economic growth and alleviate poverty in all disadvantaged regions of the world.</p>
<p>It does this by providing financing to build essential infrastructure, strengthen social services delivery and promote productivity, competitiveness and trade.</p>
<p>According to OFID, its work is “people-centred, focusing on projects that meet basic needs – such as food, energy, clean water and sanitation, healthcare and education – with the aim of encouraging self-reliance and inspiring hope for the future.”</p>

Credit: Wambi Michael/IPS</p></font></p><p>By Wambi Michael<br />KAMPALA, Aug 22 2015 (IPS) </p><p>Climate change is reducing the size of several species of fish on lakes in Uganda and its neighbouring East African countries, with a negative impact on the livelihoods of millions people who depend on fishing for food and income.<span id="more-142100"></span></p>
<p>Studies conducted on inland lakes in Uganda, including Lake Victoria which is shared by three East African countries, indicate that indigenous fish species have shrunk in size due to an increase in temperatures in the water bodies.</p>
<p>“What we are seeing in Lake Victoria and other lakes is a shift in the composition of fish. In the past, we had a dominance of bigger fish but now we are seeing the fish stocks dominated by small fish. This means they are the ones which are adapting well to the changed conditions,” said Dr Jackson Efitre, a lecturer in fisheries management and aquatic sciences at Uganda’s Makerere University.</p>
<p>“So if that condition goes on, he added, “the question is would we want to see our fish population dominated by small fish with little value?”</p>
<p>“We need to provide lake-dependent populations with an alternative for them to survive … If measures cannot be agreed and implemented quickly, then we are condemning those communities to death” – Dr Justus Rutaisire, responsible for aquaculture at Uganda’s National Agriculture Research Organisation (NARO)<br /><font size="1"></font>In Uganda, the fisheries sector accounts for 2.5 percent of the national budget and 12.5 percent of agricultural gross domestic product (GDP). It employs 1.2 million people, generates over 100 million dollars in exports and provides about 50 percent of the dietary proteins of Ugandans.</p>
<p>Efitre was one of the researchers for a study on ‘Application of policies to address the influence of climate change on inland aquatic and riparian ecosystems, fisheries and livelihoods”, which examined the influence of climate variability and change on fisheries resources and livelihoods using lakes Wamala and Kawi in the Victoria and Kyoga lake basins as case studies.</p>
<p>It also looked at the extent to which existing policies can be applied to address the impacts of and any challenges associated with climate change.</p>
<p>The study’s findings showed that temperatures around the two lakes had always varied but had increased consistently by 0.02-0.03<sup>o</sup>C annually since the 1980s, and that rainfall had deviated from historical averages and on Lake Wamala – although not Lake Kawi – had generally been above average since the 1980s.</p>
<p>According to the study, these findings are consistent with those reported by the United Nations Intergovernmental Panel on Climate Change (IPCC) in 2007 and 2014 for the East African region.</p>
<p>Mark Olokotum, one of the study’s researchers, climate changes have affected the livelihoods of local fishing communities.</p>
<p>“These are fishers who depend on the environment. You either increase on the number of times you fish to get more fish or get more fishing gear to catch more fish. And once that happens, you spend more time fishing, earn much less although the price is high, and there are no fish so people have resorted to eating what is available,” he said.</p>
<p>Olokotum told IPS that the water balance of most aquatic systems in Uganda is determined by rainfall and temperature through evaporation.</p>
<p>He said that about 80 percent of the water gain in Lake Wamala was through rainfall while 86 percent of the loss was through evaporation, resulting in a negative water balance and the failure of the lake to retain its historical water levels.</p>
<p>“Therefore, although rainfall in the East African region is expected to increase as a result of climate change, this gain may be offset by increased evaporation associated with increases in temperature unless the increases in rainfall outweigh the loss through evaporation,” Olokotum explained.</p>
<p>These changes have made life more difficult for people like Clement Opedum and his eight sons who have traditionally depended on lakes as a source of food and income.</p>
<p>Opedum’s living has always come from the waters of Lake Wamala. In the past, sales of tilapia fish from the lake to neighbouring districts were brisk; and some would be bought by traders from the Democratic Republic of Congo, sustaining his family and other fishermen.</p>
<p>Those days are now gone. Over the years, the lake has steadily retreated from its former shores, leaving Opedum and his neighbours high and dry, and faced with the prospect that the lake could vanish entirely.</p>
<p>Charles Lugambwa, another fisherman in the same area, has been obliged to turn to farming, and he now grows yams, sweet potatoes and beans on land that was previously under the waters of the lake.</p>
<p>Lugambwa told IPS that apart from tilapia fish, other species have started disappearing from the lake in 30 or so years he has lived there.  “In 1994, the lake dried up completely but came back in 1998 following heavy rains,” he told IPS. “We used to catch very big tilapia but now they are quite tiny even though they are adult fish.”</p>
<p>Scientists and researchers argue that the causes of lake shrinking include water evaporation, increased cultivation on banks, cutting down of trees and destruction of wetlands, while the reduction in the size of tilapia has been linked to increased lake water temperature as a result of global warming.</p>
<p>Dr Richard Ogutu-Ohwayo, senior research officer at the National Fisheries Resources Research Institute (NaFFIRI) told IPS that the response to the impacts of climate change in Uganda had been concentrated on crops, livestock and forestry with almost no concern for the fisheries sector.</p>
<p>“It is high time government took the bold step to bring aquatic ecosystems and fisheries fully on board in its climate change responses,” he said.</p>
<p>According to <em>Ogutu</em><em>&#8211;</em><em>Ohwayo</em>, the United Nations Framework Convention on Climate Change (UNFCCC) and the East African Community Policy on Climate Change commit states to building capacity, generating knowledge, and identifying adaptation and mitigation measures to reduce the impacts of climate change, however these have barely been implemented.</p>
<p><em>O</em>gutu-Ohwayo who was part of the lake study research team, told IPS that Uganda has a water policy which provides for protection and management of water resources, and “we must apply these policies to manage the water resources of lakes Wamala, Kawi and other lakes through integrated approaches such as protecting wetlands, lake shores and river banks and controlling water extraction.”</p>
<p>Like other East African nations, Uganda has relied heavily on <a href="http://www.fao.org/fishery/capture/en">capture fisheries</a>, or wild fisheries, with a tendency to marginalise aquaculture as far as resource allocation and manpower development is concerned.</p>
<p>With climate change leading to a decline in the size and stocks of wild fish and capture fisheries, fisheries experts are saying wild fish and capture fisheries from lakes alone can no longer meet the demand for fish, both for local consumption and export.</p>
<p>Fish processing plants around Lake Victoria, for example, are now operating at less than 50 percent capacity, while some have closed down.</p>
<p>Dr Justus Rutaisire, responsible for aquaculture at Uganda’s National Agriculture Research Organisation (NARO), told IPS that aquaculture could be used as one of the adaptation measures to help communities that have depended on fish to supplement capture fisheries.</p>
<p>He noted, however, that the development of aquaculture in most Eastern African countries is constrained by low adoption of appropriate technologies, inadequate investment in research and inadequate aquaculture extension services.</p>
<p>“We need to provide lake-dependent populations with an alternative for them to survive and that is why we are asking government to invest in aquaculture,” said Rutaisire. ”If measures cannot be agreed and implemented quickly, then we are condemning those communities to death,” he warned.</p>

Credit: Jeffrey Moyo/IPS</p></font></p><p>By Jeffrey Moyo<br />HARARE, Aug 5 2015 (IPS) </p><p>Hillary Thompson, aged 62, throws some grains of left-over rice from his last meal, mixed with some beer dregs from his sorghum brew, into a swimming pool that he has converted into a fish pond.<span id="more-141866"></span></p>
<p>“For over a decade, fish farming has become a hobby that has earned me a fortune,” Thompson, who lives in Milton Park, a low density area in the Zimbabwean capital, Harare, told IPS. In fact, he has been able to acquire a number of properties which he now rents out.</p>
<p>Thompson is just one of many here who have struck gold through fish farming.</p>
<p>African strides in fish farming are gaining momentum at a time the United Nations is urging nations the world over to ensure sustainable consumption and production patterns as part of its proposed new Sustainable Development Goals (SDGs) which will replace the Millennium Development Goals (MDGs) when they expire this year.In many African towns and cities, thriving fish farmers have converted their swimming pools and backyards into small-scale fish farming ponds, triggering their proverbial rise from rags to riches<br /><font size="1"></font></p>
<p>The SDGs are a universal set of 17 goals, targets and indicators that U.N. member states are expected to use as development benchmarks in framing their agendas and political policies over the next 15 years.</p>
<p>Faced with nutritional deficits, a number of Africans have turned to fish farming even in towns and cities to complement their diets.</p>
<p>In Zimbabwe, an estimated 22,000 people are involved in fish farming, according to statistics from the country’s Ministry of Agriculture.</p>
<p>Behind the success of many of these fish farmers stands the Aquaculture Zimbabwe Trust, which was established in 2008 to mobilise resources for the sustainable development of environmentally-friendly fisheries in Zimbabwe as a strategy to counter chronic poverty and improve people’s livelihoods.</p>
<p>Over the years, it has been on the ground offering training aimed at building capacity to support the development of fish farming.</p>
<p>The figure for fish farmers is even higher in Malawi, where some 30,000 people are active in fish farming-related activities, according to the U.N. Food and Agriculture Organisation (FAO). Fisheries are reported to contribute about 70 percent to the protein intake of the developing country’s estimated 14 million people, most of whom are too poor to afford meat.</p>
<p>For many Malawians like Lewis Banda from Blantyre, the country’s second largest city, fish farming has become the way to go. “Fish breeding is a less demanding economic venture, which anyone willing can undertake to do, and fish sell faster because they are cheaper,” he told IPS.</p>
<p>In many African towns and cities, thriving fish farmers have converted their swimming pools and backyards into small-scale fish farming ponds, and many like Banda have seen fish farming trigger their proverbial rise from rags to riches.</p>
<p>“I was destitute when I came to Blantyre eight years ago, but now thanks to fish farming, I have become a proud owner of home rights in the city,” Banda said.</p>
<p>Globally, FAO estimates the value of fish trade to be 51 billion dollars per annum, with over 36 million people employed directly through fishing and aquaculture, while as many as 200 million people derive direct and indirect income from fish.</p>
<p>FAO also reports that, across Africa, fishing provides direct incomes for about 10 million people – half of whom are women – and contributes to the food supply of 200 million more people.</p>
<p>In Uganda, for example, lake fishing yield catches are worth more than 200 million dollars a year, contributing 2.2 percent to the country’s gross domestic product (GDP), while fish farming employs approximately 135,000 fishers and 700,000 more in fish processing and trading.</p>
<p>The rising fish farming trend comes at a time when the New Partnership for Africa’s Development (NEPAD) has been on record as calling for initiatives such as fish farming to be replicated in order for Africa to harness the full potential of its fisheries in order to strengthen national economies, combat poverty and improve people’s food security and nutrition.</p>
<p>Last year in South Africa, Alan Fleming, the director of The Business Place, an entrepreneur development and assistance organisation based in Cape Town, came up with the idea of using shipping containers as fish ponds, an idea that was well received by the country’s poor communities.</p>
<p>“My children are now all in school thanks to the noble idea hatched by Fleming of having a fish farm designed within the confines of a shipping container, which is indeed an affordable idea for many low-income earners like me,” Mpho Ntabiseni from Philippi, a low-income township in Cape Town, told IPS.</p>
<p>Citing a growing shortage of traditionally harvested fish, the South African government invested 100 million rands (7.8 million dollars) last year in aquaculture projects in all four of the country&#8217;s coastal provinces.</p>
<p>In 2014, some 71,000 South Africans were involved in fish farming, according to figures from South Africa’s Department of Environmental Affairs.</p>
<p>Nutrition experts say that fish farming has added nutritional value to many poor people’s diets. “Fish farming helps poor African communities to add high-value protein to their diet since Africa often suffer challenges of malnutrition,” Agness Mwansa, an independent nutritionist based in Lusaka, the Zambian capital, told IPS.</p>
<p>Adding an environmental concern to the benefits of fish farming, Julius Sadi of the Aquaculture Zimbabwe Trust, told IPS that “fish from aquaculture ponds are preferred by consumers because they are bred in water that is exposed to very little or no pollution, which means that there is high demand and therefore high income for fish farmers.”</p>
<p>As a result, donor agencies such as the U.K. Department for International Development (DfID) have helped to give Africa’s aquaculture industry a kick-start over the last decade.</p>
<p>According to FAO studies, about 9.2 million square kilometres (31 percent of the land area) of sub-Saharan Africa is suitable for smallholder fish farming, while 24 countries in the region are battling with food crises, twice as many as in 1990.</p>
<p>The State of Food Insecurity in the World 2015 report released jointly by FAO and the World Food Programme (WFP) says that the East and Central Africa regions are most affected, with more than 30 percent of the people in the two regions classified as undernourished.</p>
<p>With fish farming gaining popularity, it could be the only means for many African to beat poverty and hunger. “Fish breeding has emancipated many of us from poverty,” said Banda.</p>

With the nation’s population of 85 million expected to double by 2050, government officials are grappling with ways of ensuring food security and raising nutritional standards.<span id="more-135752"></span></p>
<p>“With the drive toward increasing food production and efficiency, Egypt is going to have to become smarter in how it uses water and land for food production,” says aquaculture expert Malcolm Beveridge. “It would make sense to bring aquaculture together with agriculture in order to increase food production per unit of land and water.”“Why are we using water first for agriculture then taking the drainage for aquaculture? Surely it should be the opposite – use water first for aquaculture and after that to irrigate fields” – Sherif Sadek, general manager of the Cairo-based Aquaculture Consultant Office<br /><font size="1"></font></p>
<p>One possibility under study is to adopt integrated aquaculture, a holistic approach to food production in which the wastes of one commercially cultured species are recycled as food or fertiliser for another. Projects typically co-culture several aquatic species, but the synergistic approach also encourages the broader integration of fish production, livestock rearing and agriculture.</p>
<p>“An integrated approach would seem the logical next step for Egypt’s aquaculture industry in that it can significantly reduce water requirements while increasing fish farmers’ revenues,” Beveridge told IPS.</p>
<p>Egypt’s aquaculture sector has witnessed explosive growth in recent decades. Annual production of farmed fish climbed from 50,000 tonnes in the late 1990s to over one million tonnes last year – exceeding the combined output of all other Middle East and African nations.</p>
<p>But fish farming as it is predominantly practised in Egypt – by simply digging a pit and filling it with water and fish – has a major drawback. A decades-old government decree requires that drinking water and crop irrigation be given first call on Nile water, leaving aquaculture projects to operate in downstream filth, contaminating fish and limiting productivity.</p>
<p>“Over 90 percent of the aquaculture in Egypt is based on agricultural drainage water, with plenty of pesticides, sewage and industrial effluents,” says Sherif Sadek, general manager of the Cairo-based Aquaculture Consultant Office.</p>
<p>“Why are we using water first for agriculture then taking the drainage for aquaculture? Surely it should be the opposite – use water first for aquaculture and after that to irrigate fields.”</p>
<p>Integrated aquaculture reverses the water-use paradigm, with tangible benefits to both fish farms and farmers’ crops. While the practice is still in its infancy in Egypt, several projects have demonstrated its commercial viability.</p>
<p>At the El Keram farm in the desert northwest of Cairo, farmers use pumped water for tilapia culture, recycling the water into ponds where catfish are raised. The drainage from the catfish ponds, rich in organic nutrients, is then used to irrigate and fertilise clover fields. Sheep and goats that graze on these fields generate manure that is used to produce biogas to heat the tanks where fish fry are raised, or to warm the fish ponds in the winter.</p>
<p>“The project has demonstrated how farmers who switched to aquaculture after salinity rendered their fields infertile can increase their productivity and profits using the same volume of water,” says Sadek.</p>
<p>Other integrated projects on reclaimed desert land culture marine aquatic species such as sea bass and sea bream, directing the downstream wastewater to pools of red tilapia, a table fish able to tolerate high salinity. According to Sadek, the brine from these ponds can be used to grow salicornia, a halophyte in demand as a biofuel input, livestock fodder and as a gourmet salad ingredient.</p>
<p>“Salicornia can be irrigated with extremely salty water and produces seeds and oil, as well as fodder for camels and sheep,” says Sadek.</p>
<p>According to development experts, integrated aquaculture delivers greater efficiencies, requiring up to 70 percent less water than comparable non-integrated production systems. It is also a cost-effective method of disposing of wastes and saves resource-poor farmers from having to purchase fertilisers.</p>
<p>Beveridge says small-scale Egyptian aquaculture ventures unable to afford the complex closed-loop system employed at El Keram could still benefit from integrated practices that would allow them to harvest commercial food products year-round.</p>
<p>“Egypt’s aquaculture industry has a problem in that the growing season is relatively short,” he notes. “During the months of December to February temperatures are too low to sustain much (fish) growth. And during that period, farmers who try to overwinter their fish often lose substantial numbers to stress and disease.”</p>
<p>Pilot studies have shown that fish farmers are able to capitalise on the nutrients locked up in the mud at the bottom of their earthen fish ponds.</p>
<p>“The idea is that you drain down your ponds in November, harvest your fish, then plant a crop of wheat in your pond bottom that you would harvest in March before flooding the stubble area with water and reintroducing young fish,” Beveridge explains.</p>
