</p></font></p><p>By Ed Holt<br />KIEV, Jun 21 2018 (IPS) </p><p>A campaign to raise awareness of water security in Ukraine could be an inspiration around the world, activists behind it say, after it forced a change in the country’s approach to its water resources.<span id="more-156328"></span></p>
<p>After almost five years of promoting a vision of water security and proactive water management among various stakeholders and the government in Kiev, the issue of water security is now a top development priority for the government.“Ageing infrastructure dating back to Soviet times, canals, dams and reservoirs require huge resources – financial, human and technical – and there are new challenges as the climate changes." --Andriy Demydenko<br /><font size="1"></font></p>
<p>Anna Tsvietkova of local NGO MAMA-86, a partner of the Global Water Partnership (GWP) intergovernmental organisation, and which was involved in the campaign, told IPS this was an example of how expert knowledge combined with awareness-raising could move water, or potentially other topics, to near the top of a country’s development agenda.</p>
<p>“Our work could be an inspiration for groups in other countries. We were active and we gave the best advice. Our government had to accept our proposals [on water security],” she said.</p>
<p>Like many countries, the issue of water security is becoming increasingly important for Ukraine.</p>
<p>Groups like GWP Ukraine have said that the state of water resources and water supply in Ukraine is a serious threat to national security, with its effects exacerbated by economic and political crisis, military conflict and climate change.</p>
<p>The country has a relative scarcity of naturally-occurring water supplies in populated areas and studies have shown that surface and ground water resources are unequally distributed between seasons and across the country.</p>
<p>The inefficient management of available water resources, including excess abstraction and pollution, has led to depletion and contamination of water resources, according to local environmental groups.</p>
<p>Meanwhile, ageing and poorly-maintained infrastructure and outdated water and wastewater treatment and technology have caused further problems, including serious sanitation and related health issues.</p>
<p>But until relatively recently, water security in Ukraine was not viewed by the authorities as a concept on its own and was dealt with as part of wider, overarching environmental protection legislation. Authorities – and the wider public at large – were fixed on the concept of water protection rather than risk-based management.</p>
<p>“One of the main threats to water security is that water management is perceived by the people managing it as management of water infrastructure and extracted water, which leaves all other sources of water unmanaged,” Dr Andriy Demydenko of the Ukrainian Center of Environmental and Water Projects told IPS.</p>
<p>“As a result authorities just control water quality and quantity parameters without having any responsibility to reach water targets,” he explained.</p>
<p>He added: “Ageing infrastructure dating back to Soviet times, canals, dams and reservoirs require huge resources – financial, human and technical – and there are new challenges as the climate changes.</p>
<p>“Also, a lack of a scientific basis for decision making and management, shortages in in knowledge and capacity building leave Ukraine very vulnerable and unprepared for events such as water scarcity, droughts and floods.”</p>
<p>However, through campaigns and national stakeholder dialogues over the last five years, GWP and local partner groups introduced and promoted the new concept of risk–based or proactive water management.</p>
<p>In 2016 GWP Ukraine organized four stakeholder consultations on the strategic issues of water policy entitled “Rethinking of Water Security for Ukraine”.</p>
<p>As a result, GWP Ukraine prepared a publication presenting a proposed set of national water goals, targets of sustainable development, and indicators to assess the progress in achieving goals on the water-energy-food nexus.</p>
<p>And in the last year, multi-stakeholder consultations have taken place to push Ukraine to an integrated water resources management approach.</p>
<p>Indeed, the GWP Ukraine’s work has helped change the Environment Ministry’s policy on water strategy.</p>
<p>Having initially said its water sector development programme was covered under other state programmes and strategic documents for water sector development, after seeing GWP’s proposals for a water strategy the ministry decided to approach the EU Water Initiative+ project to help develop its strategy.</p>
<p>Of GWP Ukraine’s original proposals in its consultation document, the Ukrainian government has already accepted proposals on some targets and indicators for Sustainable Development Goal (SDG) 6 on ensuring access to water and sanitation for all.</p>
<p>The group continues to work with the government to accept other SDG 6 indicators and include them in the country’s development strategy.</p>
<p>It is hoped a concept paper on water sector reforms will be formulated this summer and then passed to government for approval. A draft of the country’s water strategy is to be presented and discussed at the next National Water Policy Dialogue, which is expected to take place sometime at the end of this year.</p>
<p>But, stresses Tsvietkova, the importance of GWP Ukraine’s work is not confined to Ukraine.</p>
<p>The group’s success in pushing change in Ukraine has led to other groups within the GWP CACENA network &#8211; covering Azerbaijan, Armenia, Georgia, Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, Uzbekistan and Mongolia – to ask for support in the development of their countries’ water policies as part of national development programmes.</p>
<p>“They have been very interested,” she said.</p>

</p></font></p><p>By Ed Holt<br />BRATISLAVA, Jan 22 2018 (IPS) </p><p>A landmark programme to combat drought set to be implemented in the small Central European country of Slovakia could be an inspiration for other states as extreme weather events become more frequent, the environmental action group behind the plan has said.<span id="more-153960"></span></p>
<p>The H2odnota v krajine (Value of H2O in the country) plan, which is expected to be approved by the Slovak government this Spring, includes a range of measures which, unlike many plans for drought, is proactive and focuses on prevention and mitigation instead of reacting to drought once it has occurred.Southern Slovakia’s climate is rapidly becoming closer to that of northern Italy or Spain.<br /><font size="1"></font></p>
<p>Richard Muller, Regional Director for Central and Eastern Europe at the Global Water Partnership, an international network of organisations working to promote sustainable management and development of water resources, helped draft the plan.</p>
<p>He told IPS: “A few of the measures in this plan have been adopted in other countries as part of climate change adaptation, but Slovakia is the first country in the region to have this kind of action plan to combat drought.</p>
<p>“It is a landmark plan…other countries could look at this and be inspired and say, yes, this is something we should copy.”</p>
<p>The focus of the plan is on preventive measures in a number of areas, specifically agriculture and forestry, urban landscape, water management, research and environmental education.</p>
<p>The measures involve projects to modernise irrigation systems and change forest structure towards better climate change resilience as well as rainwater harvesting, tree planting, development of green spaces, green and vertical roofs and rainwater infiltration in urban landscapes.</p>
<p>It also covers water management, dealing with preparatory work for reconstruction of smaller reservoirs of water and green infrastructure, including wetlands restoration.</p>
<p>There is also a crisis plan to supply water to different sectors of national economy during prolonged drought while it also involves programmes for public education and raising awareness of drought and water scarcity.</p>
<p>Together, these measures should, Muller explained, mean that even if and when there are long, dry spells, there will be some mitigation of the effects.</p>
<p>“Other countries have plans for drought, but in some, such as the USA, measures are related to dealing with drought after the event. But the Slovak plan is focused on prevention and action beforehand,” he said.</p>

<p>Slovakia, like many other countries around the world, has seen an increased frequency of extreme weather events in recent years, including record heat and drought.</p>
<p>Last year, some parts of the country saw the driest first half of the year in over six decades while there was a very severe drought during 2015 when there were 23 days classified as super-tropical, i.e. with maximum temperatures of over 35 degrees Celsius. This was compared to a maximum of five such days per year in years prior to 1990.</p>
<p>Similar droughts have been experienced across the wider central European region – in the Czech Republic conditions in last year’s drought were particularly severe with serious water shortages reported &#8211; and intergovernmental talks on drought, other extreme weather events and the environment have taken place over the last year.</p>
<p>The Slovak plan has already drawn interest from other governments, being praised by officials at a meeting last November of the Visegrad Four group – a political alliance of Poland, Slovakia, Hungary and the Czech Republic – in Budapest.</p>
<p>As the plan is focused on prevention, its effectiveness during times of drought may not be immediately noticed by many. But even when there is no drought, it has the potential to effect a positive change.</p>
<p>“Some of the measures in the plan will improve people’s quality of life, for instance in towns and villages, through things like rainwater harvesting, tree planting, the development of green spaces, vertical and ‘green’ roofs and rainwater infiltration” explained Muller.</p>
<p>But while the adoption of the plan has been welcomed and it seems set to benefit Slovaks even in times when there is no drought, the need for it at all highlights growing concerns over the rapid changes in the country’s climate and what they could mean for its water supplies and use.</p>
<p>Slovakia has a relative wealth of groundwater sources due its specific geology and, historically, droughts have been infrequent and water shortages rare.</p>
<p>But the drought in 2015, which was the worst in more than 100 years, was, largely, what prompted the Slovak government to begin work on the action plan – “the government wants to be prepared if it happens again,” said Muller. And the drought last year only reinforced its determination to push on with it.</p>
<p>Speaking at a press conference to announce the plan in November last year, Environment Minister Laszlo Solymos said: “If anyone has had doubts about global warming, this summer has offered a lot of opportunities to eliminate them. You just had to look into wells in the Zahorie area or talk to farmers. Slovakia isn’t spared from drought.”</p>
<p>More frequent and intense droughts are almost certain in the future, climatologists predict, as the climate in Slovakia changes.</p>
<p>Local climatologists agree that Slovakia’s climate zones are pushing northward and that southern Slovakia’s climate is rapidly becoming closer to that of northern Italy or Spain.</p>
<p>According to the Slovak Hydrometeorological Institute, the average annual air temperature in Slovakia rose 1 degree Celsius between 1991-2014 compared to 1961-1990.</p>
<p>With these higher temperatures comes not just greater demand for water but a higher risk of more frequent, intense and widespread drought. Indeed, official data from the Slovak Hydrometeorological Institute shows that in the last three years some part of Slovakia has been affected by drought.</p>
<p>Speaking to the Slovak daily newspaper Hospdarske noviny this month (JAN), Milan Lapin, a climatologist at the University of Comenius in Bratislava, said: “Since we expect that in the future there won’t be greater rainfall in Slovakia, the country will be drier, there will be more frequent drought with dramatic consequences and we’ll have serious problems with water.”</p>
<p>Muller admits that the current action plan may not be enough if worst-case scenarios of climate change come to pass and extra measures might be needed decades in the future.</p>
<p>“We might need new, innovative technology and large-scale infrastructure for water retention and distribution.”</p>

Credit: Amantha Perera/IPS</p></font></p><p>By Francesco Farnè<br />ROME, Jan 1 2016 (IPS) </p><p>“Water is at the core of the Lima-Paris Action Agenda (LPAA), but it is true that for a long time water and oceans issues have been marginalized in climate conferences, considering that 90 per cent of natural catastrophes are linked to water and 40 per cent of global population will face water scarcity from now to 2050,” stated Marie-Ségolène Royal, French Minister of Ecology, Sustainable Development and Energy, during the press conference at the launch of the #ClimateIsWater initiative at COP21. “It is through water that it is possible to measure climate change impacts,” she said.<br />

<p>On 2 December, “Resilience Day,” the international water community gathered in Paris Le Bourget for the launch of the #ClimateIsWater initiative. A series of events and a press conference took place with the aim of increasing visibility and raising awareness on how water is key to addressing climate change. The initiative brought together several organizations representing civil society and stakeholders.</p>
<p>Sustainable water management is fundamental for addressing climate change. “Actors across all sectors should contribute to climate change adaptation and mitigation strategies integrating water into future climate architecture.” In order to meet this goal, financing is a crucial aspect, declared Torgny Holmgren, of the Stockholm International Water Institute (SIWI), during the press conference.</p>
<p>Water is at the base of all forms of life on earth, and its existence on the planet created the preconditions for the origin of life and the billion years of evolution. Through the history of humanity many civilizations flourished depending on a water source. Mesopotamia, (land between the rivers in ancient Greek), and known as the “cradle of civilization” depended on the Tigris and Euphrates. Ancient Egypt developed on the Nile, the Chinese empire prospered along the Yellow and Yangzi basins and developed a complex administrative machine based on water management for agricultural irrigation.</p>
<p>It is possible to say that human development is water-driven, and this crucial resource is vital to economic and social prosperity. Today in many countries water is a common good, underlining the importance of its universal access. On the other hand, especially in western countries, water is often taken for granted. But without being able to either control its abundance as in floods and bursting sea levels and extreme weather or its scarcity with drought and desertification, water can be catastrophic.</p>
<p>In 2015, the World Economic Forum ranked water as the highest risk affecting global society. According to <a href="http://www.worldwatercouncil.org/fileadmin/world_water_council/documents/official_documents/20151123_Triennial Strategy 2016-2018.pdf" target="_blank">World Water Council</a> (WWC), one in eight people live without safe drinking water and two people in five do not have adequate sanitation globally. Moreover, nearly 3.5 million deaths from water related diseases are registered every year. Unfortunately, the most affected people live in the global south.</p>
<p>In addition to these shocking facts, directly linked to our so called “water crisis,” there are very strong connections between water and some of the core areas of sustainable development, such as agriculture and food security, demography and urbanization, as well as climate and the environment.</p>
<p>According to the United Nations Food and Agriculture Organization (<a href="http://www.fao.org/nr/water/aquastat/water_use/index.stm#publications" target="_blank">FAO</a>), agricultural irrigation accounts for 70 per cent of global water withdrawals, an impressive ratio considering demographers’ preoccupations for population growth projections. Indeed, food demand is expected to increase by 60 per cent and energy by 100 per cent by 2050.</p>
<p>Water is inextricably connected to energy. It is necessary not only for hydropower, but also for cooling power plants, for oil and gas hydraulic fracturing or fracking, and for biofuels. Some 1.3 billion people, mainly in Africa, have no access to electricity.</p>
<p>New urban development from 2010-30 is expected to equal what was built in all of human history. This will increase water withdrawals from municipalities, implying issues of access, infrastructure, sanitation and safety from extreme water hazards.</p>
<p>Surprisingly, in spite of all the above evidence, for a long time water has not been at the top of global agenda. It is not highlighted in climate issues, even though “the effects of climate change will be felt mainly in the water cycle, “ said Benedito Braga, President of WWC, during the press conference. Water management has a great potential for both Climate Change adaptation and mitigation, he said.</p>
<p>According to WWC estimates, there have already been 2.5 trillion dollar economic losses from disasters 70 per cent related to floods and droughts so far this century. And other key issues such as migration and infrastructure damage are connected to climate disasters related to water.</p>
<p>Even though water is not specifically mentioned in the final Paris Agreement, it is possible the international water community is gaining momentum. At the seventh World Water Council held in Daegu &amp; Gyeongbuk last April, the Republic of Korea was a notable participant. This council also brought water into the 2030 Agenda for Sustainable Development, the recently adopted Sustainable Development Goals (SDGs) include a goal completely dedicated to water.</p>
<p><a href="http://www.un.org/sustainabledevelopment/water-and-sanitation/" target="_blank">SDG 6</a> aims at ensuring availability and sustainable management of water and sanitation for all. SDG 6 covers the entire water cycle, including the management of water, wastewater and ecosystem resources, and have strong linkages to all of the other SDGs. In fact, its realization would mean a huge step towards the achievement of the 2030 Agenda.</p>
<p>There is further evidence that civil society plays a crucial role in mainstreaming water in the Global Agenda. In fact, the LPAA that brought water at the centre of discussions in Paris, involves national governments, cities, regions and other sub national entities, international organizations, civil society, indigenous peoples, women, youth, academic institutions, as well as businesses. And over 300 organisations signed Paris pact on water and adaptation to climate change in river basins at COP21.</p>
<p>The Eighth Water Council will be held in Brasilia, Brazil in 2018. The fact that a developing country and one of the countries most affected by the water crisis will host the event puts once again the attention on the central role of emerging economies in addressing climate and water issues.</p>
