</p></font></p><p>By Sam Otieno<br />NAIROBI, Kenya, May 17 2018 (IPS) </p><p>Promoting the widespread use of innovative technologies will be critical to combat the hostile effects of climate change and reduce greenhouse gas emissions, and many African countries are already leading the way with science-based solutions.<span id="more-155804"></span></p>
<p>The Climate Technology Centre and Network (CTCN) and World Agroforestry Centre (ICRAF) provide support for countries in making sound policy, technology, and investment choices that lead to better approaches for mitigation, adaptation and resilience.A satellite program in Kenya measures the progressive impact of drought on loss of forage, triggering timely insurance payouts to help vulnerable pastoralists.<br /><font size="1"></font></p>
<p>From biogas to solar installations and improved water conservation, success stories abound on the continent. The challenge now, experts say, is to scale them up. According to the International Renewable Energy Agency (IRENA), Africa’s renewable power installed capacity could increase by 290 percent between 2015 and 2030 &#8212; compared to 161 percent for Asia and 43 percent for Latin America.</p>
<p>The global Paris Accord is underpinned by its commitment to the reduction of greenhouse gas emissions, securing funding for alternative sources of energy and adaptation of technology in everyday activities that are geared towards shrinking humanity’s carbon footprint on the planet.</p>
<p>African countries have internalised and made considerable efforts towards these goals despite budgetary constraints, with the United Nations lauding the continent for embracing technology and innovation in its journey to fight climate change.</p>
<p>Jukka Uosukainen, CTCN’s director, spoke with IPS during the Climate Technology Centre and Network (CTCN) Africa Regional Forum held in Nairobi, Kenya April 9–10, stressing that technology is already changing the fortunes of people in the continent.</p>
<p>For instance, Mali has successfully applied field contouring technology in rural areas such as Koutiala, reducing the volume of water runoff from 20 percent to 50 percent depending on the soil type.</p>
<p>“This has improved the yield of crops in an area that experienced severe drought and bettered the quality of livelihoods owing to a rise in income,” he noted.</p>
<p>Uosukainen said that Senegal has launched massive biogas digester projects through the National Biogas Program by implementing biomethanisation technologies that facilitate faster access to cleaner energy within the republic. The country also utilises tri-generation and co-generation technologies that use waste as raw materials for energy production.</p>
<p>Furthermore, Mauritius has aptly integrated the use of boiler economizers, which capture the waste heat from boiler stack gases (called flue gas) and transfer it to the boiler feedwater.</p>
<p>This has reduced the country’s dependence on imported fossil fuels, cutting energy costs and boosting socioeconomic growth amongst its citizens.</p>
<p>Morocco has adopted photovoltaic technology that harnesses solar power for greater energy production. The Noor Ouarzazate IV power station spans 137 square kilometres and generates 582 megawatts of renewable energy for over 1 million people. This has helped increase the nation’s uptake of renewable energy sources to an impressive 42 percent, lessening the rate of air pollution and enhancing quality of life.</p>
<p>In Kenya, a 630 MW geothermal plant has come on line, providing electricity for 500,000 households and 300,000 small and medium-sized enterprises. Kenya alone has the potential to generate 10,000 megawatts from its geothermal resources, says an analysis by Bridges Africa.</p>
<p>Tony Simons, director general of the World Agroforestry Center (ICRAF), said that most African countries have chosen clean energy technologies as a part of their environmental solutions and ICRAF supports these efforts through its work in developing cleaner options for woody biomass-based energy, a key technology used across the continent.</p>
<p>According to ICRAF, Kenya is using water conservation technologies like sunken-bed kitchen gardens and terracing to successfully increase yield production and improve food security.</p>
<p>ICRAF has partnered with several eastern Africa countries such as Uganda, Ethiopia, Rwanda and Burundi in a project dubbed <em>Trees for Food Security Project</em> which conducts extensive research and development into special tree species for each nation.</p>
<p>This involves detecting the seedlings suitable for specific areas and ensuring modern agricultural techniques are employed during planting. The forest cover helps prevent desertification, reduces carbon dioxide emissions through photosynthesis and enhances of the aesthetic beauty of the lands.</p>
<p>And the Green Cooling Africa Initiative implemented in Ghana and Namibia encompasses modern air conditioning and refrigeration appliances that use minimal electricity and generate lower volumes of toxins into the atmosphere.</p>
<p>Simons called for gender equality in any strategies to address climate change because in all communities, knowledge of agricultural and natural resource management differs by gender, making it is essential to include women’s perspectives in addressing climate change at the farm and local level.</p>
<p>Rehabilitation of water projects is another field that’s getting attention, as African countries seek to reduce the overexploitation of such resources for the benefit of all stakeholders.</p>
<p>For instance, in Kenya, a policy of “green water” technology has been operationalized with the support of various local and international partners with the aim of curbing water shortages and channeling it to better uses.</p>
<p>This technology has enabled arid and semi-arid areas to have regular instances of water supply which is used for irrigation, animal husbandry and subsistence in homesteads. Therefore, it has limited the struggles that rural people undergo in search of water and pasture.</p>
<p>Also the government of Kenya, in partnership with the World Bank Group, the International Livestock Research Institute, and Financial Sector Deepening Kenya, implemented the Kenya Livestock Insurance program (KLIP) in the northern part of the county. KLIP, which is Africa’s large scale public-private partnership livestock insurance program, uses satellite imagery technology to provide early warning of drought.</p>
<p>The satellite measures the progressive impact of drought on loss of forage in the vulnerable pastoral regions of Kenya. It then triggers timely insurance payouts to help vulnerable pastoralists to purchase fodder and animal feed supplements to keep their core breeding alive until the drought has passed.</p>
<p>Acceptance of climate change technologies and innovations has resulted in better farming methods, higher crop yields, lower energy consumption and a reduction in carbon emissions throughout Africa.</p>

</p></font></p><p>By Desmond Brown<br />BRIDGETOWN, Apr 19 2018 (IPS) </p><p>At the start of 2017, the Caribbean Drought and Precipitation Monitoring Network (CDPN) warned eastern Caribbean countries that they were facing “abnormal climate conditions” and possibly another full-blown drought.   <span id="more-155338"></span></p>
<p>For Barbados, it was dire news. Previous drought conditions impacted every sphere and sector of life of this historically water-scarce country. But a new project promises a new water future for Barbadians by increasing the awareness of islanders to the water cycle and the likely impacts of climate change on the island’s drinking water supply.</p>
<p>The Water Sector Resilience Nexus for Sustainability Project for Barbados (WSRN S-Barbados) is expected to build resilience in the sector by reducing the vulnerability to severe weather impacts, reduce greenhouse gas emissions, reduce consumption, promote appropriate uses of diverse water sources and build the legislative safeguards to support climate smart development in water sector.</p>
<p>The project is being funded by the Green Climate Fund and is a collaborative effort between the Caribbean Community Climate Change Centre (CCCCC) and the Barbados Water Authority (BWA) with assistance from University of West Indies, Cave Hill Campus (UWI-CHC), and University of South Florida (USF).</p>
<p>WSRN-Barbados was one of several Caribbean funding commitments announced at the GCF 19<sup>th</sup> Board meeting in Korea in February to the tune of 45.2 million dollars (including 27.6 million in GCF funds and counterpart funding of 17.6 million from the BWA).</p>
<p>“To quantify the impact, there will be over 190,000 persons directly benefitting from this project and over 280,000 persons indirectly benefitting,” said Dr Elon Cadogan, project manager at the BWA.</p>
<p>He explains that within the project, there are provisions for collaboration among academic partners like UWI-CHC and USF. The aim is to develop a sharing platform that will serve as an incubator for novel ideas that will boost efforts to combat the impact of climate change and propel the discussion on climate change adaptation and mitigation.</p>
<p>“This project proposes to gather the relevant human resources from these institutions and form a team of scientists and engineers to drive the in-depth operational research to build capacity,” Dr Cadogan explained.</p>
<p>The WSRN S-Barbados project will replace 16 kilometres (about 10 miles) of existing mains to reduce leakage by 0.03 MGD per km. This is expected to result in greater availability of water, which when valued at current costs, is an avoided expense to society of 1.3 million dollars.</p>
<p>“Increased availability of water will reduce the instances of water outages currently being experienced by many customers,” Dr. Cadogan explained.</p>
<p>“Previous instances of outages have had the adverse effects of persons reporting for work late or absent from work and businesses closing. Schools have had to close due to lack of water and the potential unsanitary conditions are likely to increase health treatment costs. In addition, there have been some cancellations of tourist stays and bookings,” he continued.</p>
<p>Tourism is one of the backbones of Barbados’ economy. In 2014, the total contribution of tourism and travel accounted for 36.1 percent of Gross Domestic Product (GDP) and employed 37.5 percent of total employment (WTTC, 2015).</p>
<p>Another vital sector is agriculture. Agriculture, which in 2014 contributed 1.4 percent (value-added) of GDP and employed 2.7 percent of total employment (WDI, 2016), is essential for food and nutrition security and household income.</p>
<p>From the feasibility study, it was found that Barbados’ already dwindling water resources are not sufficient to meet demand in the medium to long terms. Implicit in that analysis is the demand for water by the tourism and agriculture sectors.</p>
<p>“This project contributes to the stability of Barbados’ macroeconomic environment, mitigates its susceptibility to inflationary pressures and external shocks and increases revenue to the government,” Dr Cadogan said.</p>
<p>“Barbados will benefit from foreign currency savings resulting from reduced dependence on fossil fuels due to the installation of photovoltaic panels. Barbados imported 322.7 million dollars of crude oil (2014 figures) and a significant portion is used in the production of electricity and transportation.”</p>
<p>The WSRN S-Barbados project will ensure that there is improved resilience to climate change and that communities have access to clean potable water.</p>
<p>Additional benefits include reduced leakage and the related number of disruptions, increased water available to the public, a stable price for water, increased water and food security via storage and rainwater harvesting, improved/increased resilience to storm events, and increased access to adaptation and mitigation financing (micro-adaptation and mitigation funding).</p>
<p>With respect to vulnerable populations as well as hospitals, polyclinics, schools and community centres, water tanks for water storage will be installed.</p>
<p>The project is expected to create 30 new jobs at the Belle Pumping Station, while the efforts to implement rainwater harvesting initiatives will create another 15 new jobs.</p>
<p>“In addition, the BWA will also ensure that Barbados plays its part to reduce the fossil fuel consumption by engaging in renewable energy solutions by the use of photovoltaic technologies. By using RE technologies, this would ensure that the Government of Barbados would have some stability with respect to tariffs and therefore be able to assist the most vulnerable on the island,” Dr Cadogan said.</p>
<p>“It is also envisioned that there will be (a) enhanced capacity, knowledge and climate resilience in institutions, households and communities, (b) improved knowledge on water conservation and recycling and (c) improved policy and legislative environment for climate proofing and building climate resilience,” he added.</p>
<p>Meanwhile, over at the CCCCC, the regional agency charged with coordinating the region’s response to climate change, project development specialist Dr. Donneil Cain, the point man on the WSRN-Barbados, is looking for the next opportunity for resilience-building in the region.</p>
<p>“This is why we do it,” he said. “The satisfaction comes from getting these projects up and running.”</p>

Credit: Oriol Andrés Gallart/IPS</p></font></p><p>By Oriol Andrés Gallart<br />BEIRUT, Jul 28 2014 (IPS) </p><p>In front of Osman Bin Affan Mosque, in a central but narrow street of Beirut, several tank trucks are being filled with large amounts of water. The mosque has its own well, which allows it to pump water directly from the aquifers that cross the Lebanese underground. Once filled, the trucks will start going through the city to supply hundreds of homes and shops.<span id="more-135775"></span></p>
<p>In a normal year, the water trucks do not appear until September, but this year they have started working even before summer because of the severe drought currently affecting Lebanon.</p>
<p>This comes on top of the increased pressure on the existing water supply due to the presence of more than one million Syrian refugees fleeing the war, exacerbating a situation which may lead to food insecurity and public health problems.“The more we deplete our groundwater reserves, the less we can rely on them in the coming season. If next year we have below average rainfalls, the water conditions will be much worse than today” – Nadim Farajalla of the Issam Fares Institute (IFI)<br /><font size="1"></font></p>
<p>Rains were scarce last winter. While the annual average in recent decades was above 800 mm, this year it was around 400 mm, making it one of the worst rainfall seasons in the last sixty years.</p>
<p>The paradox is that Lebanon should not suffer from water scarcity. Annual precipitation is about 8,600 million cubic metres while normal water demand ranges between 1,473 and 1,530 million cubic metres per year, according to the <em>Impact of Population Growth and Climate Change on Water Scarcity, Agricultural Output and Food <em>Security </em></em><a href="https://www.aub.edu.lb/ifi/public_policy/climate_change/Documents/20140407_IPG_CC_Report_summary.pdf">report</a> published<em> </em> in April by the <a href="http://www.aub.edu.lb/ifi/Pages/index.aspx">Issam Fares Institute</a> (IFI) at the American University of Beirut.</p>
<p>However, as Nadim Farajalla, Research Director of IFI&#8217;s Climate Change and Environment in the Arab World Programme, explains, the country&#8217;s inability to store water efficiently, water pollution and its misuse both in agriculture and for domestic purposes, have put great pressure on the resource.</p>
<p>According to Bruno Minjauw, Food and Agriculture Organization (FAO) representative ad interim in the country as well as Resilience Officer, Lebanon &#8220;has always been a very wet country. Therefore, the production system has never looked so much at the problem of water.&#8221;</p>
<p>Referring to the figures for rainfall, Minjauw says that “what we are seeing is definitely an issue of climate change. Over the years, drought or seasons of scarcity have become more frequent”. In his opinion, the current drought must be taken as a warning: “It is time to manage water in a better way.”</p>
<p>However, he continues, “the good news is that this country is not exploiting its full potential in terms of sustainable water consumption, so there’s plenty of room for improvement.”</p>
<p>Meanwhile, water has become an issue, with scarcity hitting particularly hard the agricultural sector, which accounts for 60 percent of the water consumed despite the sector’s limited impact on the Lebanese economy (agriculture contributed to 5.9% of the country&#8217;s gross domestic product in 2011).</p>
<p>&#8220;Some municipalities are limiting what farmers can plant,&#8221; explains Gabriel Bayram, an agricultural advisor with KDS, a local development consultancy.</p>
<p>Minjauw believes that there is a real danger “in terms of food insecurity because we have more people [like refugees] coming while production is diminishing.” Nevertheless, he points out that the current crisis has increased the interest of government and farmers in “increase the quantity of land using improved irrigation systems, such as the drip irrigation system, which consume much less water.” Drip irrigation saves water – and fertiliser – by allowing water to drip slowly through a network of  tubes that deliver water directly to the base of the plant.</p>
<p>FAO is also working to promote the newest technologies in agriculture within the framework of a 4-year plan to improve food security and stabilise rural livelihoods in Lebanon.</p>
<p>Sheik Osama Chehab, in charge of the Osman Bin Affan Mosque, explains that, 20 years ago, water could be found three metres under the ground surface. &#8220;Yesterday,” he told IPS, “we dug 120 metres and did not find a drop.”</p>
<p>Digging wells has long been the main alternative to insufficient public water supplies in Lebanon and, according to the National Water Sector Strategy, there are about 42,000 wells throughout the country, half of which are unlicensed.</p>
<p>However, notes Farajalla “this has led to a drop in the water table and along the coast most [aquifers] are experiencing sea water intrusion, thus contaminating these aquifers for generations to come. The more we deplete our groundwater reserves, the less we can rely on them in the coming season. If next year we have below average rainfalls, the water conditions will be much worse than today.”</p>
<p>Besides, he cautions, “most of these wells have not passed quality tests. Therefore there are also risks that water use could trigger diseases among the population.”</p>
<p>The drought is also exacerbating tensions between host communities and Syrian refugees.</p>
<p>The rural municipality of Barouk, for example, whose springs and river supply water to big areas in Lebanon, today can count on only 30 percent of the usual quantity of water available. However, consumption needs have risen by around 25 percent as a result of the presence of 2,000 refugees and Barouk’s deputy mayor Dr. Marwan Mahmoud explains that this has generated complaints against newcomers.</p>
<p>However, Minjauw believes that “within that worrisome context, there is the possibility to mitigate the conflict and turn it into a win-win situation, employing both host and refugee communities in building long-term solutions for water management and conservation as well as forest maintenance and management. This would be beneficial for Lebanese farmers in the long term while enhancing the livelihoods of suffering people.”</p>
<p>For Farajalla, part of the problem related to water is that “there is a general lack of awareness and knowledge among decision-makers” in Lebanon, and he argues that it is up to civil society to lead the process, pressuring the government for “more transparency and better governance and accountability” in water management.</p>
<p>He claims that “the government failed with this drought by not looking at it earlier.” So far, a cabinet in continuous political crisis has promoted few and ineffective measures to alleviate the drought. One of the most recent ideas was to import water from Turkey, with prohibitive costs.</p>
<p>“Soon, you will also hear about projects to desalinate sea water,” says Farajalla. “Both ideas are silly because in Lebanon we can improve a lot of things before resorting to these drastic measures.”</p>
