			<content:encoded><![CDATA[<p>By Andrea Pettrachin<br />ROME, Sep 3 2015 (IPS) </p><p>Italy has finally joined the restricted club of states in the world that have chosen the constitutional path for regulating the Internet – or at least has taken a significant step in that direction – by adopting a Declaration of Internet Rights.<span id="more-142258"></span></p>
<p>It is now looking to present the Declaration at the Internet Governance Forum scheduled for November in João Pessoa, Brazil.</p>
<p>The drafting process lasted more than one year, which is quick by normal Italian bureaucratic standards, and observers were surprised that it had seen the light of the day given what they says is the backwardness of the country’s digital infrastructures.Many questions related to access and use of the Internet go well beyond national borders because of the very nature of the Internet and therefore call for a coordinated effort at the international level<br /><font size="1"></font></p>
<p>A number of progressive Italian media hailed the Declaration as of “historical significance” in view of the visibility and prestige that it will give Italy on internet governance issues within the global community.</p>
<p>Unlike other countries, where proposals for Internet Bills of Rights or Declarations have been promoted mainly by scholars, associations, dynamic coalitions, enterprises, or groups of stakeholders, the Declaration’s promoters have stressed that the drafting process was characterised by “peer-to-peer relations between institutions and citizens, so that the whole construction has become horizontal.”</p>
<p>In fact, the Declaration is the outcome of a complex and open multi-stakeholder process, which ended with the direct involvement of Italian citizens through a four-month public consultation on the Internet.</p>
<p>Nevertheless, momentum for the Declaration is closely associated with the figures of Laura Boldrini, President of the Italian Chamber of Deputies and former spokesperson for the United Nations High Commissioner for Refugees (UNHCR), and Stefano Rodotà, an Italian jurist and politician and long-time advocate of a “Magna Carta” for the networked society who headed the committee of experts which drafted the document.</p>
<p>Explaining the contents of the Declaration, Rodotà said that unlike almost other similar initiatives,  the Italian Declaration : “does not contain specific and detailed wording of the different principles and rights already stated by international documents and national constitutions” but attempts to “identify the specific principles and rights of the digital world, by underlining not only their peculiarities but also the way in which they generally contribute to redefining the entire sphere of rights.”</p>
<p>The Declaration covers a wide range of issues, from the “fundamental right to Internet access” and net neutrality to the notion of “informational self-determination”. It also includes provisions on the security, integrity and inviolability of IT systems and domains, mass surveillance, the right to anonymity and the development of digital identity. It also deals with the highly-debated idea of granting online citizens the “right to be forgotten”.</p>
<p>The Declaration is critical of the opacity of the terms of service devised by digital platform operators, who are “required to behave honestly and fairly” and, most of all, give “clear and simple information on how the platform operates.”</p>
<p>Rodotà pointed out that the set of rights recognised in the Declaration “does not guarantee general freedom on the Internet, but specifically aims at preventing the dependency of people from the outside” through, for example, “expropriation of the right to freely develop one’s personality and identity as may happen with the wide and increasing use of algorithms and probabilistic techniques.”</p>
<p>The importance of needs linked to security and the market are taken into consideration but, according to the promoters of the initiative, there cannot be a balance on equal terms between these interests and fundamental rights and freedoms. In particular, “security needs shall not determine the establishment of a society of surveillance, control and social sorting.”</p>
<p>Renata Avila of Guatemala, who heads the “Web We Want” campaign launched by the World Wide Web Foundation, expressed her satisfaction with the section of the Declaration dedicated to net neutrality and free software, but said that it should have had more explicit and stronger recognition of “the right of people to communicate in private and the right to anonymity.”</p>
<p>The next step for the Italian Declaration concerns it status. It is currently simply a political document with no legal value, although Boldrini has said that it will be the subject of a parliamentary “motion” in the coming months.</p>
<p>As the basis for a legally-binding document, it has much in common with national legislation concerning the Internet in Brazil and the Philippines. However, it promoters note that the Italian declaration was created with an international framework in mind.</p>
<p>Its rationale, they say, is that “the many questions related to access and use of the Internet go well beyond national borders because of the very nature of the Internet and therefore call for a coordinated effort at the international level.”</p>
<p>According to the promoters, the main aim of the Declaration is not limited to being a text for the creation of new national legislation, but aims at being a contribution to public debate that points to possible legislative developments at all levels, “from national legislation to international treaties.”</p>
<p>For his part, Rodotà hoped that the Italian Declaration of Internet Rights would serve as an instrument for the “consolidation of a common international debate and of a culture highlighting common dynamics in different legal systems”.</p>

			<content:encoded><![CDATA[<p>By Jaya Ramachandran<br />PARIS, Sep 1 2015 (IPS) </p><p>The Organisation for Economic Cooperation and Development (OECD), once a domain of the rich countries, is keen to extend its global membership and has set out a clear path for Costa Rica’s membership, within months of launching accession discussions with Colombia and Latvia.<span id="more-142217"></span></p>
<p>As part of this strategy, the 34-nation OECD has in fact been strengthening cooperation with Brazil, India, Indonesia, the People&#8217;s Republic of China and South Africa through ‘Enhanced Engagement’ programmes.</p>
<p>According to OECD official sources, over time the organisation’s focus “has broadened to include extensive contacts with non-members and it now maintains cooperative relations with a large number of them.”</p>
<p>Li Keqiang, Premier of the State Council of the People’s Republic of China, paid a historic visit to the OECD on Jul 1, 2015, to sign <a href="http://www.oecd.org/china/china-signs-cooperation-agreements-with-oecd-and-joins-oecd-development-centre.htm">cooperation agreements</a> in a move that will bolster ongoing collaboration.</p>
<p>The visit to the OECD, the first by a Chinese state leader, coincided with the 20th anniversary of OECD-China relations, as well as China’s upcoming Presidency of the G20 in 2016.</p>
<p>Premier Li Keqiang delivered a <a href="http://www.oecd.org/china/keep-development-in-focus-and-create-prosperity-for-all-speech-by-chinese-premier-li-keqiang.htm">keynote address</a> in the context of the OECD Leaders Programme. He was accompanied by a number of ministers and high-ranking officials from the Chinese government.</p>
<p>OECD’s Global Relations Secretariat (GRS) develops and oversees the strategic orientations of OECD’s global relations with non-members. More than 15 Global Fora have been established to address trans-boundary issues where the relevance of OECD work is dependent on policy dialogue with non-members.</p>
<p>Regional initiatives cover Europe, the Caucasus and Central Asia; Asia; Latin America; and the Middle East and North Africa (MENA). The Sahel and West Africa Club creates, promotes and facilitates links between OECD members and West Africa.</p>
<p>Helping improve public governance and management in European Union candidate countries, potential candidates and European Neighbourhood Policy partners is the mission of a joint OECD-EU initiative, the Support for Improvement in Governance and Management (SIGMA) programme.</p>
<p>The OECD’s current members are Austria, Australia, Belgium, Canada, Chile, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Japan, Korea, Luxembourg, Mexico, the Netherlands, New Zealand, Norway, Poland, Portugal, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Turkey, the United Kingdom and the United States.</p>
<p>On Jul. 8, 2015, OECD members adopted the Roadmap for the <a href="http://www.oecd.org/officialdocuments/publicdisplaydocumentpdf/?cote=C%282015%2993/FINAL&amp;docLanguage=En">Accession of Costa Rica to the OECD Convention</a> setting out the terms, conditions and process for its accession.</p>
<p>OECD Secretary-General Angel Gurría said: “Launching the accession process of Costa Rica underlines the organisation’s commitment to broaden its global outreach. Our joint objective is to work together to bring Costa Rica’s policies and practices closer to OECD best policies and practices.”</p>
<p>Gurría, who hails from Mexico, added: “This process, through which standards and best practices are adopted, is as important as membership itself and will help improve the lives of all Costa Ricans. It will be mutually enriching, as it will also allow the OECD to learn from Costa Rica’s experience in various policy areas.”</p>
<p>The first step in the process will see Costa Rica submit an initial memorandum setting out its position on approximately 260 OECD legal instruments. This will in turn lead to a series of technical reviews by OECD experts, who will collect further information from Costa Rica through questionnaires and fact-finding missions.</p>
<p>As part of the accession process, the OECD will evaluate Costa Rica’s implementation of the organisation’s policies, practices and legal instruments. Its committees may make recommendations for adjustments to legislation, policy or practice to bring Costa Rica closer to OECD instruments or best practices, serving as a catalyst for reform.</p>
<p>There is no deadline for completion of the accession processes, said an OECD official. Final accession will depend on the candidate country’s capacity to adapt and adjust to meet the organisation’s standards. Once all the committees have given their opinion, a final decision will be taken by all OECD member countries in the Governing Council.</p>
<p>Created in 1961 as the successor to the Organisation for European Economic Cooperation, which administered the Marshall Plan at the end of the Second World War, OECD serves as an economic, environmental and social policy forum for its 34 member countries, as well as partners worldwide, on the world’s most important global challenges.</p>

Climate Change conference later this year in Paris fast approaching, Zimbabwe&#8217;s climate change commitments face the slow progress on an issue that continues to stalk other developing countries – climate finance.<span id="more-141841"></span></p>
<p>As it prepares for the U.N. Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP21), Zimbabwe – like many others in the global South – is grappling with radical climate shifts that have seen devastating exchanges of floods and droughts every year, and still awaits green bailout funds from developed nations, with officials here telling IPS, &#8220;this support should come in the forms of technology.&#8221;</p>
<p>The country’s halting progress on the climate front is being blamed by local climate researchers on the country&#8217;s failure to invest in state-of-the-art climate monitoring technology. More still needs to be done as the country heads to Paris, says Sherpard Zvigadza, Programmes Manager, Climate Change and Energy, for the Harare-based ZERO Regional Environment Organisation (ZERO)."The country [Zimbabwe] needs to partner with those in the private sector who are making an effort to develop projects or reduce their footprint, and implement a reward-based strategy so that both individuals and corporates are encouraged to support the government’s policies" – Steve Wentzel, director of Carbon Green Africa<br /><font size="1"></font></p>
<p>&#8220;Zimbabwe should strengthen systematic observation, ensuring improved real-time observations and availability of meteorological data for research,&#8221; Zvigadza told IPS.</p>
<p>These concerns arise from what is seen here as repeated failure by the poorly-funded Meteorological Services Department to adequately monitor climate patterns and put in place effective early warning systems for disaster preparedness.</p>
<p>However, these constraints have not stopped Zimbabwe, which for the past two decades has seen a wilting of international financial support for crafting ambitious climate change interventions.</p>
<p>Recurrent climate-induced disasters have shown that this not the time to treat anything as &#8220;business as usual&#8221;, says Elisha Moyo, principal climate change researcher in the Climate Change Management Department of the Ministry of Environment, Water and Climate.</p>
<p>And these efforts have brought together civic society organisations (CSOs), farmers and ordinary Zimbabweans in what is expected to shape the country&#8217;s negotiations in Paris.</p>
<p>CSOs point to the fact that Zimbabwe has been identified by <a href="http://globelegislators.org/about-globe">GLOBE International</a>, which brings together legislators from all over the world, as having on the most comprehensive environmental laws in southern Africa, and say that this should be a stimulus for helping the country make greater strides in climate governance.</p>
<p>According to a climate ministry brief issued last month, Zimbabwe’s climate policy seeks, among others, weather and climate modelling, vulnerability and adaptation assessments, mitigation and low carbon development.</p>
<p>However, as tall as these ambitions sound, the climate ministry has acknowledged that in the absence of adequate financing the country could still be far from meeting its United Nations Framework Convention on Climate Change (UNFCC) commitments.</p>
<p>&#8220;There is a need to expand current projects as well as develop new projects throughout the country for the country to position itself to be able to raise funding for these developments,&#8221; said Steve Wentzel, director of Carbon Green Africa, a Zimbabwe-based company established to facilitate the generation of carbon credits through validating Reducing Emissions from Deforestation and Forest Degradation (REDD) projects.</p>
<p>&#8220;The country needs to partner with those in the private sector who are making an effort to develop projects or reduce their footprint, and implement a reward-based strategy so that both individuals and corporates are encouraged to support the government’s policies,&#8221; Wentzel told IPS.</p>
<p>&#8220;If the country is serious about moving away from business as usual, awareness raising is key for all stakeholders, including the general population as well as industry,” Zvigadza told IPS. “A vigorous campaign is needed across the country. More importantly, Zimbabwe&#8217;s national climate change response strategy has to be operationalised so that the challenges are addressed according to different local circumstances.&#8221;</p>
<p>Yet, by the climate ministry&#8217;s own admission, progress has remained slow due to the continuing problem of lack of funds, which Moyo believes should be tapped from the richer nations.</p>
<p>&#8220;As Africa, and supported by other developing countries from other regions, we believe the rich countries have not yet shouldered a fair share of the burden and should lead by example, in terms of cutting emissions and also providing financial support to poorer nations as stated in the Climate Change Convention,&#8221; Moyo told IPS.</p>
<p>And Zimbabwe certainly does need the money. The climate ministry is already wallowing in reduced state funding after the Finance Ministry slashed its national budget from 93 million dollars in 2014 to 52 million this year.</p>
<p>Meanwhile, domestic economic considerations are one of the obstacles to implementation of the country’s troubled climate change policy. Despite seeking to promote clean energy, power generation is still largely fossil fuel-based, where instead of cutting emissions, relatively cheaper coal feeds power generation.</p>
<p>The climate ministry policy brief says the country needs to &#8220;reduce greenhouse gas emissions from energy production transmission and use&#8221;, but economic hardships have made this a tall order where millions also rely on highly-polluting firewood for fuel.</p>
<p>&#8220;We are compiling the “intended nationally determined contributions (INDCs) and have been conducting consultations and data collection around the country especially with reference to the energy sector, which has a high potential of emission reductions through adoption of<br />
renewable energy wherever possible,&#8221; Moyo told IPS.</p>
<p>INDCS are the post-2020 climate actions that countries say they will take under a new international agreement to be reached at COP21 in Paris, and to be submitted to the United Nations by September.</p>
<p>For its climate change ambitions to succeed, Zimbabwe must go back to the grassroots, says Wentzel, but unfortunately “there is a lack of knowledge of climate changes issues,&#8221; he told IPS.</p>
<p>As Washington Zhakata, Zimbabwe&#8217;s lead climate change negotiator put it: &#8220;The road to the Paris summit remains unclear with many stumbling blocks on the road.&#8221;</p>

			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">Daya Thussu is Professor of International Communication at the University of Westminster in London.</p></font></p><p>By Daya Thussu<br />LONDON, Jul 1 2015 (IPS) </p><p>As the leaders of the BRICS five meet in the Russian city of Ufa for their annual summit Jul. 8–10, their agenda is likely to be dominated by economic and security concerns, triggered by the continuing economic crisis in the European Union and the security situation in the Middle East.<span id="more-141375"></span></p>
<p>The seventh annual summit of the large emerging economies – Brazil, Russia, India, China and South Africa – also takes place with a background of escalating tensions between Russia and the West over Ukraine and the eastward expansion of the North Atlantic Treaty Organisation (NATO), as well as the growing economic power of Asia, in particular, China.</p>

<p>Nearly a decade and a half has passed since the BRIC acronym was coined in 2001 by Jim O’Neill, a Goldman Sachs executive, now a minister in David Cameron’s U.K. government, to refer to the four fast-growing emerging markets. South Africa was added in 2011, on China’s request, to expand BRIC to BRICS.</p>
<p>Although in operation as a formal group since 2006, and holding annual summits since 2009, the BRICS countries have escaped much comment in international media, partly because of the different political systems and socio-cultural norms, as well as stages of development, within this group of large and diverse nations.</p>
<p>The emergence of such groupings coincides with the relative economic decline of the West.</p>
<p>This has created the opportunity for emerging powers, such as China and India, to participate in global governance structures hitherto dominated by the United States and its Western allies.</p>
<p>That the centre of economic gravity is shifting away from the West is acknowledged in the view of the U.S. Administration of Barack Obama that the ‘pivot’ of U.S. foreign policy is moving to Asia.“The major countries of the global South have shown impressive economic growth in recent decades … [it is predicted that] by 2020 the combined economic output of China, India and Brazil will surpass the aggregated production of the United States, Britain, Canada, France, Germany and Italy”<br /><font size="1"></font></p>
<p>And there is evidence of this shift. In the <em>Fortune 500</em> ranking, the number of transnational corporations based in Brazil, Russia, India and China has grown from 27 in 2005 to more than 100 in 2015. China’s Huawei, a telecommunications equipment firm, is the world’s largest holder of international patents; Brazil’s Petrobras is the fourth largest oil company in the world, while the Tata group became the first Indian conglomerate to reach 100 billion dollars in revenues.</p>
<p>Since 2006, China has been the largest holder of foreign currency reserves, estimated in 2015 to be more than 3.8 trillion dollars. According to the International Monetary Fund (IMF), China’s gross domestic product (GDP) surpassed that of the United States in 2014, making it the world’s largest economy in purchasing-power parity terms.</p>
<p>More broadly, the major countries of the global South have shown impressive economic growth in recent decades, prompting the United Nations Development Programme to proclaim <em><a href="http://hdr.undp.org/sites/default/files/reports/14/hdr2013_en_complete.pdf">The Rise of the South</a> </em>(the title of its 2013 <em>Human Development Report</em>), which predicts that by 2020 the combined economic output of China, India and Brazil will surpass the aggregated production of the United States, Britain, Canada, France, Germany and Italy.</p>
<p>Though the individual relationships between BRICS countries and the United States differ markedly (Russia and China being generally anti-Washington while Brazil and South Africa relatively close to the United States and India moving from its traditional non-aligned position to a ‘multi-aligned’ one), the group was conceived as an alternative to American power and is the only major group of nations not to include the United States or any other G-7 nation.</p>
<p>Nevertheless, none of the five member nations are eager for confrontation with the United States – with the possible exception of Russia – the country with which they have their most important relationship. Indeed, China is one of the largest investors in the United States, while India, Brazil and South Africa demonstrate democratic affinities with the West: India’s IT industry is particularly dependent on its close ties with the United States and Europe.</p>
<p>Although the idea of BRIC was initiated in Russia, it is China that has emerged as the driving force behind this grouping. British author Martin Jacques has noted in his international bestseller <em><a href="https://en.wikipedia.org/wiki/When_China_Rules_the_World">When China Rules the World</a></em>, that China operates “both within and outside the existing international system while at the same time, in effect, sponsoring a new China-centric international system which will exist alongside the present system and probably slowly begin to usurp it.”</p>
<p>One manifestation of this change is the establishment of a BRICS bank (the ‘New Development Bank’) to fund developmental projects, potentially to rival the Western-dominated Bretton Woods institutions, such as the World Bank and the IMF. Headquartered in Shanghai, China has made the largest contribution to setting it up and is likely that the bank will further enhance China’s domination of the BRICS group.</p>
<p>Beyond BRICS, Beijing has also established the Asian Infrastructure Investment Bank (AIIB), which already has 57 members, including Australia, Germany and Britain, and in which China will hold over 25 percent of voting rights. Two other BRICS nations &#8211; India and Russia &#8211; are the AIIB’s second and third largest shareholders.</p>
<p>Such changes have an impact on the media scene as well. As part of China’s ‘going out’ strategy, billions of dollars have been earmarked for external communication, including the expansion of Chinese broadcasting networks such as CCTV News and Xinhua’s English-language TV, CNC World.</p>
<p>Russia has also raised its international profile by entering the English-language news world in 2005 with the launch of the Russia Today (now called RT) network, which, apart from English, also broadcasts 24 hours a day, 7 days a week in Spanish and Arabic.</p>
<p>However, as a new book <em><a href="http://www.sponpress.com/books/details/9781138026254">Mapping BRICS Media</a></em> – which I co-edited with Kaarle Nordenstreng of the University of Tampere, Finland – shows, there is very little intra-BRICS media exchange and most of the BRICS nations continue to receive international news largely from Anglo-American media.</p>
<p>The growing economic cooperation between Moscow and Beijing – most notably in the 2014 multi-billion dollar gas deal – indicates a new Sino-Russian economic equation outside Western control.</p>
<p>Two key U.S.-led trade agreements being negotiated – the Transatlantic Trade and Investment Partnership (TTIP) and the Trans Pacific Partnership (TPP), and both excluding the BRICS nations – are partly a reaction to the perceived competition from nations such as China.</p>
<p>For its part, China appears to have used the BRICS grouping to allay fears that it is rising ‘with the rest’ and therefore less threatening to Western hegemony.</p>
<p>The BRICS summit takes place jointly with Shanghai Cooperation Organization (SCO) Heads of State Council meeting. The only other time that BRICS and the SCO combined their summits was also in Russia &#8211; in Ekaterinburg in 2009.</p>
<p>Apart from two BRICS members, China and Russia, the SCO includes Kazakhstan, Kyrgystan, Tajikistan and Uzbekistan. SCO has not expanded its membership since it was set up in 2001. India has an ‘observer’ status within SCO, though there is talk that it might be granted full membership at the Ufa summit.</p>
<p>Were that to happen, the ‘pivot’ would have moved a few notches further towards Asia.</p>

Gomes<br />BRUSSELS, Jun 28 2015 (IPS) </p><p>In his memoirs, <em><a href="http://www.hansibpublications.com/Glimpses">Glimpses of a Global Life</a></em>, Sir Shridath Ramphal, then-Foreign Minister of the Republic of Guyana, who played a leading role in the evolution of the <em>Lomé</em> negotiations that lead to the birth of the African, Caribbean and Pacific (ACP) Group of States, pointed to the significant lessons of that engagement of developed and developing countries some 40 years ago and had this to say:<span id="more-141340"></span></p>
<p>“As regards the Lomé negotiations, the process of unification – for such it was &#8211; added a new dimension to the Third World&#8217;s quest for economic justice through international action. Its significance, however, derives not merely from the terms of the negotiated relationship between the 46 ACP states and the EEC, but from the methodology of unified bargaining which the negotiations pioneered.</p>
<p>“<em>Never before had so large a segment of the developing world negotiated with so powerful a grouping of developed countries so comprehensive and so innovative a regime of economic relations.</em> <em>It was a new, and salutary, experience for Europe; it was a new, and reassuring, experience for the ACP States.</em></p>
<p><em>“Forty years later, that lesson remains retains its validity. Unity of purpose and action remains the touchstone of ACP’s meaning and success.&#8221;</em></p>
<p>With a conscious appreciation of that founding unity of purpose and action, the ACP Group convened a high-level symposium at its headquarters in Brussels on Jun. 6. The event marked the milestone of four decades of trade and economic cooperation, vigorous and contentious political engagements and a range of development finance programmes – all aimed at the eradication of poverty from the lives of the millions of people in its 79 member states.“The ACP will craft its future path to continue the struggle against power, inequality and injustice, the core purpose for which it was established in 1975”<br /><font size="1"></font></p>
<p>In 1975, it was 46 developing countries that met in the capital city of Guyana, to sign the Georgetown Agreement and give birth to the ACP Group. They had recently embarked on their post-colonial path of independence following successful negotiations of non-reciprocal trade arrangements with the then nine-member European Economic Community (EEC) in February.</p>
<p>Known as the Lomé Agreement, after the capital of Togo where it was signed, this legally-binding, international agreement had a life-span of 25 years to 2000. Essentially, it comprised three pillars of trade and economic cooperation, development assistance – mainly through grants from the European Development Fund (EDF) – and political dialogue on issues such as human rights and democratic governance.</p>
<p>During that period, the preferential trade and aid pact undoubtedly gave an impetus to various aspects of economic and social development in the ACP Group. Substantial revenue was received from preferential access to the European market for exports of clothing, banana, sugar, cocoa, beef, fruit and vegetables, for example, and with the accompanying aid programmes.</p>
<p>The benefits were seen in the economies of Mauritius, Kenya, Cote d’Ivoire, Namibia, Guyana and Fiji, to name a few. Member states of the ACP Group, less-developed countries (LDCs), landlocked states and small island developing states (SIDS), had access to returns from trade for improved social services and in this sense, the first decades of Lomé were certainly gains for development in sub-Saharan Africa, the Caribbean and Pacific.</p>
<p>But these gains entrenched an aid-dependency of commodity export economies with minimal structural transformation through value-added manufacturing and related service sectors in ACP countries.</p>
<p>The fierce trade-liberalising world of the late 1990s, rising indebtedness due to enormous increase in the cost of energy and pressure from the challenge of the World Trade Organisation (WTO) to the European Union’s discriminatory practice of preferential trade and aid to this exclusive set of developing countries meant that post-Lomé ACP-EU trade relations had to be WTO-compatible.</p>
<p>Finding compatibility for “substantially all trade” between the economies of the ACP’s 79 members – grouped in six regions of Africa, the Caribbean and Pacific – and Europe, and ensuring that development criteria take precedence over tariff reductions and WTO rules have proven contentious in this long-standing partnership.</p>
<p>With this overhang of tensions in its troubled access to its principal market, the ACP faces the conclusion of the 20-year Agreement signed in Cotonou, the Republic of Benin, in 2020.</p>
<p>A soul-searching and vigorous process to be repositioned as a global player defending, protecting and promoting an inclusive struggle against poverty and for sustainable development in a world enmeshed in inequality is the singular task on which the ACP now concentrates.</p>
<p>Such a task has entailed a series of actions that are informed by the report of the Ambassadorial Working Group on Future Perspectives for the ACP Group of States that was approved by the Council of Ministers in December 2014.</p>
<p>The main thrust of the transformation and repositioning of the ACP is captured in the strategic policy domains identified in the report.</p>
<p>These are in five thematic areas that address:</p>
<p>a) Rule of Law &amp; Good Governance;</p>
<p>b) Global Justice &amp; Human Security;</p>
<p>c) Building Sustainable, Resilient &amp; Creative Economies; and</p>
<p>d) Intra-ACP Trade, Industrialisation and Regional Integration;</p>
<p>e) Financing for Development.</p>
<p>In each of these, and in ways that are mutually reinforcing, very specific programmed activities of an annual action plan are being prepared and will be executed.</p>
<p>For example, the annual plan will address the thematic area of “sustainable, resilient and creative economies” through the mechanism of an ACP Forum on SIDS with financial resources, mainly from the intra-ACP allocation of the EDF and the UN’s Food &amp; Agriculture Organisation (FAO), one of the partner agencies of the UN system with which the ACP Group works very closely.</p>
<p>Conceptualised so as to address systemic and structural factors affecting sustainable development, the ACP emphasises South-South and triangular cooperation as a major modality for implementation of its role as catalyst and advocate.</p>
<p>The current stage of rethinking and refocusing provides an opportunity for 40 years of development through trade by which the ACP Group and the European Union could recast the world’s most unique and enduring North-South treaty of developed and developing countries to effectively participate in a global partnership where no one is left behind.</p>
<p>The ACP has social and organisational capital accumulated from a rich experience on trade negotiations with the world’s largest bloc of Europe and its 500 million inhabitants.</p>
<p>Undoubtedly marked by contentious issues on trade provisions to satisfy the WTO’s non-discriminatory behaviour among its member States, ACP-EU relations reveal the persistent battle of poor versus rich with a view to finding common ground on issues of mutual interest.</p>
<p>The 40<sup>th</sup> anniversary celebration by the ACP Group at a High-Level Inter-regional Symposium on Jun. 4 and 5 witnessed reflections on achievements and failures, as well as limitations in the performance of the ACP Group, in itself as a group and among its member states, as well as in its partnership with the European Union and the wider global arena.</p>
<p>The theme of the symposium covered the initial Georgetown Agreement and the ambitious objectives that were set in 1975. The high point was the keynote address by H.E. Sam Kutesa, President of the UN General Assembly.</p>
<p>Interestingly, discussions revealed how relevant and timely they remain and of special note was the “promotion of a fairer and more equitable new world order”.</p>
<p>This retrospective conversation has been recognised as fundamental for how, and in what direction, the ACP will craft its future path to continue the struggle against power, inequality and injustice, the core purpose for which it was established in 1975.</p>

Credit: re:publica/Jan Zappner</p></font></p><p>By Francesca Dziadek<br />BERLIN, Jun 26 2015 (IPS) </p><p>In a major paradigm shift, the German government is now placing its bets on digitalisation for its development cooperation policy with Africa, under what it calls a <a href="https://www.bmz.de/de/zentrales_downloadarchiv/mitmachen/Info_StratPart_Digital_Africa_en.pdf">Strategic Partnership for a ’Digital Africa’</a>.<span id="more-141320"></span></p>
<p>According to the German Federal Ministry for Economic Cooperation and Development (BMZ), “through a new strategic partnership in the field of information and communication technology (ICT), German development cooperation will be joining forces with the private sector to support the development and sustainable management of Digital Africa’s potential.”</p>
<p>“Digitalisation offers a vast potential for making headway on Africa’s sustainable development,” said Dr Friedrich Kitschelt, a State Secretary in BMZ, noting however that this “benefits all sides, including German and European enterprises.”</p>
<p>Broad consensus about the overlap between public and private interests in attaining sustainable development goals was apparent at two high-profile events earlier this year – the annual <em><a href="https://re-publica.de/en/about-republica">re:publica</a> </em>conference on internet and society, and BMZ’s ‘Africa: Continent of Opportunities – Bridging the Digital Divide’ conference, both held in Berlin."Governments will put up walls, but young people will always find ways of circumventing barriers – the key issue is how to bring services locally and work together in democratic internet governance, promoting civil society engagement and private sector partnerships” – Muhammad Radwan of icecairo<br /><font size="1"></font></p>
<p>In Berlin for <em>re:publica 2015</em> in May, Mugethi Gitau, a young Kenyan tech manager from Nairobi&#8217;s <em><a href="http://www.ihub.co.ke">iHub</a></em>, an incubator for &#8220;technology, innovation and community&#8221;, delivered a sharp presentation titled ‘10 Things Europe Can Learn From Africa’.  &#8220;We are pushing ahead with creative digital solutions,&#8221; said Gitau, delivering sharp know-how and hard facts.</p>
<p>The Kenyan start-up <em>iHub</em> is a member of the <em><a href="http://mlab.co.ke/about/">m:lab East Africa</a> </em>consortium, the region’s centre for mobile entrepreneurship, which was established through a seed grant from the World Bank’s InfoDev programme for “creating sustainable businesses in the knowledge economy”.</p>
<p>In turn, <em>m:lab East Africa</em> is part of the Global Information Gathering (GIG) initiative, which was founded in Berlin in 2003 as a partnership of BMZ, the German Federal Enterprise for International Cooperation (GIZ), the Centre for International Peace Operations (ZIF) and the International Telecommunications Union (ITU).</p>
<p>The <em>m:lab East Africa</em> consortium has spawned 10 tech businesses which have gone regional, and boasts a portfolio of 150 start-ups, including <em><a href="http://kopokopo.com/">Kopo Kopo</a></em>, an add on to the <a href="https://en.wikipedia.org/wiki/M-Pesa"><em>M-Pesa</em></a> money transfer application which has scaled into Africa, the <em><a href="https://www.pesapal.com/home/personalindex?ppsid=eyZxdW90O1JlcXVlc3RJZCZxdW90OzomcXVvdDs1OWY2YWQwMCZxdW90O30%3D">PesaPal</a></em> application for mobile credits, the <em><a href="http://enezaeducation.com/about-us">Eneza</a></em> ‘one laptop per child’ project, and locally relevant rural applications such as <em><a href="http://icow.co.ke/">iCow</a></em> and <em><a href="http://www.mfarm.co.ke/">M-Farm</a></em> which help farmers keep track of their yields and cut out the middleman to reach buyers directly.</p>
<p>&#8220;We are by nature a people who love to give, crowdsourcing is in our genes, our local villages have a tradition of coming together to help each other out, so it&#8217;s no wonder we have taken to sharing and social media like naturals,&#8221; Gitau told IPS, mentioning the popular <a href="https://en.wikipedia.org/wiki/Chama_(investment)">chamas</a> or “merry-go-rounds” whereby people bank with each other, avoiding banking interest costs.</p>
<p>Referring to the exponential tide of 700 million mobile phone users in Africa, which has already surpassed Europe, Thomas Silberhorn, a State Secretary in BMZ, told a re:publica meeting on e-information and freedom of information projects in developing countries: &#8220;This is a time of huge potential, like all historical transformations.&#8221;</p>
<p>The pace and range of innovative mobile solutions from Africa has been formidable. The creative use of SMS has enabled a range of services which enable urban and, significantly, rural populations to access anything from banking to health services, job listings and microcredits, not to mention mobilising &#8220;shit storms&#8221; against public authority inefficiencies.</p>
<p>However, the formidable pace of digital penetration has raised concerns about the “digital divide” – the widening socio-economic inequalities between those who have access to technology and those who have not.</p>
<p>Increasingly a North-South consensus is growing concerning three core aspects of digital economic development – the regulation of broadband internet as a public utility; the sustainable potential of mobile technology and low price smart devices to bring effective solutions to a whole gamut of local needs; and the need for good infrastructure as a precondition for environmental protection and as the leverage people need to lift themselves out of poverty.</p>
<p>New models of development cooperation, technology transfer and e-participation governance are emerging in response to the impact of digitalisation on all sectors of society and service provision in areas as disparate as they are increasingly connected including health, food and agriculture &#8211; access to education, communication, media, information and data and democratic participation.</p>
<p>&#8220;Tackling the digital divide is crucial,” said Philibert Nsengimana, Rwandan Minister of Youth and ICT, addressing BMZ’s ‘Africa: Continent of Opportunities – Bridging the Digital Divide’ conference. &#8220;It encompasses a package of vision, implementation and much needed coordination among stakeholders.&#8221;</p>
<p>Rwanda, which now boasts a number of e-participation projects such as <a href="https://sobanukirwa.rw/">Sobanukirwa</a>, the country’s first freedom of information project, is committed to universally accessible broadband and is rising to the forefront of Africa&#8217;s power-sharing technical revolution. </p>
<p>The most active proponents of the e-revolution argue that digitalisation also offers the possibility to place governments under scrutiny and have leaders judged from the vantage point of e-participation, open data, freedom of expression and information – all elements of the power-sharing models that have seen the light  in the internet age.</p>

<p>The <em>icecairo</em> initiative is part of the international <em><a href="https://icehubs.wordpress.com/">icehubs</a></em> network, which started with <em>iceaddis</em> in Ethiopia and <em>icebauhaus</em> in Germany.</p>
<p>The <em>icehubs</em> network (where ‘ice’ stands for Innovation-Collaboration-Enterprise) is an emerging open network of ‘hubs’, or community-driven technology innovation spaces, that promote the invention and development of home-grown, affordable technological products and services for meeting local challenges.</p>
<p>The network is enabled by GIZ, a company specialising in international development, which is owned by the German government and mainly operates on behalf of BMZ, which is now intent on using a “digital agenda” to guide German development cooperation with Africa.</p>
<p>&#8220;Let us take digitalisation seriously,” said Kitschelt. “Let us use the potential of ICT for development, address the digital and educational divide and build on that resourcefulness in our partnerships by advocating for digital rights and engaging in dialogue with the tech community, software developers, social entrepreneurs, makers, hackers, bloggers, programmers and internet activists worldwide.”</p>
<p>Kitschelt’s words certainly found their echo among African e-revolutionaries whose rallying cry has moved forward significantly from &#8220;fight the power“ to “share the power”.</p>
<p>However, while this may be well be what the future looks like, there were also those at the <em>re:publica</em> meeting on e-information and freedom of information who wondered about priorities when Silberhorn of BMZ told participants: “&#8221;The fact that in many development countries we are witnessing better access to mobile phones than toilets is a clear catalyser for changing development priorities.&#8221;</p>

			<content:encoded><![CDATA[<p>By Valentina Gasbarri<br />BRUSSELS, Jun 9 2015 (IPS) </p><p>We are witnessing a shift in the original rationale behind the unique relationship between the European Union and the African, Caribbean and Pacific countries of the ACP group, which goes beyond the logic of “unilateral aid transfer”, “donor-recipient approach” and “North-South dialogue”.<span id="more-141043"></span></p>
<p>“The [ACP] Group will have to transform itself if it wants to realise its ambition of becoming a player of global importance, beyond its longstanding partnership with the EU” – Dr Patrick I. Gomes, ACP Secretary General<br /><font size="1"></font>In November last year, in his mission letter to the newly appointed European Commissioner for International Cooperation and Development, Neven Mimica, European Commission President Jean-Claude Junker said: “The first priority is the post-2015 framework and the second priority of my mandate is the future of EU’s strategic partnership with African, Caribbean and Pacific (ACP) countries.”</p>
<p>With the agreement for that partnership coming to an end in 2020, both the European Union and the ACP group are currently stimulating intense debates on a critical review of the past and future perspective as well as challenging issues for the future “<em>acquis</em>” between the ACP countries and Europe under the umbrella of the <a href="http://www.acp.int/content/acp-ec-partnership-agreement-cotonou-agreement-accord-de-partenariat-acp-ce-accord-de-cotono">Cotonou Agreement</a>.</p>
<p>Last month’s Joint Session of the ACP-EU Council of Ministers held in Brussels (May 28-29) May offered an occasion for discussing innovative options to outline new bases of common interests, needs and difficulties, and to forge forthcoming cooperation, particularly in terms of the post-2015 agenda, financing for development, migration, international trade, climate change and democratic governance.</p>
<p>At ACP level, there is a growing awareness among members that “the Group will have to transform itself if it wants to realise its ambition of becoming a player of global importance, beyond its longstanding partnership with the EU,” said ACP Secretary General, Dr Patrick I. Gomes.</p>
<p>“There is the need to re-balance the ACP-EU partnership in favour of the ACP Group” was one of the key messages from the 101<sup>st</sup> ACP Council of Ministers held on May 27-28 to re-align ACP positions before the Joint Session with the European Union.</p>
<p>Within the European Union, there is also recognition of the relevance of the EU-ACP relationship. “Our exchanges of view on a number of key issues such as the post-2015 development agenda and migration once again underlined the importance of our partnership,” said Zanda Kalniņa-Lukaševica, Latvian Parliamentary State Secretary for E.U. Affairs, in a statement.</p>

<p>On paper, the Cotonou Agreement remains the most sophisticated framework for ACP-EU cooperation, covering political, trade, economic and development cooperation issues.</p>
<p>According to the <a href="http://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=URISERV:bu0001&amp;from=EN">last figures</a> for the E.U. budget for 2014-2020, a package of 30.5 billion euros is specifically provided to ACP regions and countries. In fact, the ACP still remains the biggest group of states with which the European Union has a partnership.</p>
<p>The European Development Fund (EDF), an implementing instrument of the Cotonou Agreement, will finance E.U. development cooperation projects until 2020 to assist partner countries in poverty eradication. These funds will target the people most in need and finance different sectors such as health and education, infrastructure, environment, energy, food and nutrition.</p>
<p>Looking towards the future, the ACP is determined to move from being on the receiving end of development assistance to asserting its aim to speak with “one voice in global governance institutions”, in the words of ACP Secretary-General Gomes.</p>
<p>The need to consider and treat ACP countries as “responsible partners” at the global level despite the reluctance of the international community, emerged strongly during the E.U.-Africa Summit in  April 2014, with ACP members hoping for a lift-up effect on the ACP’s political leverage.</p>
<p>According to observers, ACP countries matter for the European Union partly to help overcome the effects of the economic crisis. Some ACP countries in the North African region, for example, have witnessed upturns in economic growth since 2004. At the same time, the abundance of natural resources in ACP countries provides an alternative to the volatile Middle East, Russia and some other countries as a source of energy and raw materials.</p>
<p>On the issue of financing for development, Alexandre Polack, European Commission Spokesperson for Humanitarian Aid and Crisis Management &amp; International Cooperation and Development told IPS: “We need to come away from Addis with a comprehensive agreement which covers all the means of implementation for the post-2015 development agenda.”</p>
<p>He was referring to the Third International Conference on Financing for Development which will take place in Addis Ababa, Ethiopia from Jul. 13 to 16 this year.</p>
<p>“This,” added Polack, “means addressing non-financial aspects, including policies. We need an agreement which puts domestic actions and domestic capacities at the heart of poverty eradication and sustainable development, and adheres to the principles of universality in terms of shared responsibilities.”</p>
<p>Observers also point out that the ACP countries can also be important interlocutors during the U.N. Climate Change Conference this coming December in Paris.</p>
<p>While the Western industrialised and emerging countries are the main greenhouse gas emitters, many ACP countries – particularly Small Island Developing States (SIDS) – are directly threatened by the consequences of climate change through, for example, natural disasters, hurricanes and tornados, flooding and drought.</p>
<p>Their voice on this, along with their experience and good practices developed in countering or mitigating the drastic effects of climate change, can make a useful contribution to the deliberations in Paris.</p>
<p>Meanwhile, the ACP-EU Joint Council has endorsed recommendations concerning the migration crisis, including enacting comprehensive legislation on both trafficking in human beings and smuggling of migrants, stressing the differences between both phenomena, while also implementing relevant national laws.</p>
<p>The co-President of the Joint Council, Hon. Meltek Sato Kilman Livtuvanu of Vanuatu, speaking on behalf of the ACP ministers, said: “We consider that even if the military and security approach is meant to discourage and respond immediately to the issue, there is an urgent need to have a comprehensive approach to deal with the root causes of this phenomenon, in partnership with all the countries involved.”</p>

Credit: Courtesy of UNODC </p></font></p><p>By Yury Fedotov<br />VIENNA, May 27 2015 (IPS) </p><p>With terrorism, migrant smuggling and trafficking in cultural property some of the world&#8217;s most daunting challenges, &#8220;the magnitude of the problems we face is such that it is sometimes hard to imagine how any effort can be enough to confront them. But to quote Nelson Mandela, &#8216;It always seems impossible until it is done&#8217;. We must keep working together, until it is done.&#8221;<span id="more-140824"></span></p>
<p>The words are those of U.N. Office on Drugs and Crime (UNODC) Executive Director Yury Fedotov, who was speaking at the closing of the 24th Session of the Commission on Crime Prevention and Criminal Justice (Crime Commission) held in the Austrian capital from May 18-22.</p>
<p>Earlier this month, IPS Editor-in-Chief Ramesh Jaura interviewed Fedotov on how the challenges facing the United Nations’ drugs and crime agency translate into challenges on the sustainable development front.“The share of citizens experiencing bribery at least once in a year is over 50 percent in some low-income countries. Many detected human trafficking movements are directed from poor areas to more affluent ones. Research also suggests that weak rule of law is connected to lower levels of economic development” – UNODC Executive Director Yury Fedotov<br /><font size="1"></font></p>
<p><strong style="line-height: 1.5;">Q. The United Nations Office on Drugs and Crime (UNODC), established in 1997, understands itself as “a global leader in the fight against illicit drugs and international crime”. At the same time, you have taken up the cudgels on behalf of sustainable development. What role does the UNODC envisage for itself in achieving sustainable development goals to be agreed at the U.N. summit </strong><strong style="line-height: 1.5;">to adopt the post-2015 development agenda</strong><strong style="line-height: 1.5;"> in September?</strong></p>
<p>A. Crime steals from countries, families and communities and hampers development while exacerbating inequality and violence, especially in vulnerable countries. Trafficking in diamonds and precious metals, for instance, diverts resources from countries that desperately need the income.</p>
<p>The share of citizens experiencing bribery at least once in a year is over 50 percent in some low-income countries. Many detected human trafficking movements are directed from poor areas to more affluent ones. Research also suggests that weak rule of law is connected to lower levels of economic development. These are just some of the many challenges that the international community faces around the world that are related to crime.</p>
<p>UNODC’s broad mandate includes stopping human traffickers and migrant smugglers, as well as tackling illicit drugs. It encompasses promoting health and alternative livelihoods and involves battling corruption, illicit financial flows, money laundering and terrorist financing. Our work confronts emerging and re-emerging crimes, including wildlife and forest crime, and cybercrime, among others, all of which hinder sustainable development.</p>
<p>Currently the United Nations is making the transition from the Millennium Development Goals (MDGs) to the Sustainable Development Goals (SDGs). In Goal 16, the Open Working Group, responsible for identifying the development goals stressed the need to promote peaceful and inclusive societies for sustainable development, and to provide access to justice for all, as well as building effective, accountable and inclusive institutions. Justice is also one of the six essential elements identified by the Secretary-General in his own Synthesis Report on this subject.</p>
<p>Goal 3, which focuses on “ensuring healthy lives”, underlines the importance of strengthening prevention and treatment of substance abuse. These goals – justice and health – go to the very heart of UNODC’s mission. I am hopeful that when the U.N. Heads of State Summit on Sustainable Development in September 2015 takes place these goals will remain.</p>
<p><strong><span style="line-height: 1.5;">Q. </span></strong><strong style="line-height: 1.5;">UNODC organised its Thirteenth Congress on Crime Prevention and Criminal Justice from Apr. 12 to 19 in Doha, Qatar. The 13-page Doha Declaration contains recommendations on how the rule of law can protect and promote sustainable development. Is that the reason that you described Doha as a “point of departure”?</strong></p>
<p>A. The Doha Declaration was passed by acclamation at the 13th Congress on Crime Prevention and Criminal Justice, and contains crucial recommendations on how the rule of law can protect and promote sustainable development. The declaration is driven by the principle that these issues are mutually reinforcing and that crime prevention and criminal justice should be integrated into the wider U.N. system.</p>
<p>At the 24th Session of the Commission on Crime Prevention and Criminal Justice (May 18-22), there were nine resolutions before the Commission and they pave the way for the Doha Declaration to go before the U.N. General Assembly and ECOSOC for approval. The other resolutions, for instance on cultural property and standard rules on the treatment of prisoners, seek to implement the principles of the Doha Declaration.</p>
<p>It is for this reason that I described the 13th Crime Congress in Doha as a significant “point of departure”. Doha is the first, but not the last step in the process of implementing the Declaration and ensuring that we turn fine words into spirited and dedicated action in the areas of crime prevention and criminal justice – action that can benefit the millions of victims of crime, illicit drugs, corruption and terrorism.</p>
<p>If we do this, we have an opportunity to energise the 60-year legacy of Crime Congresses and give it the power to shape how we tackle crime and promote development for many years to come. Indeed, I see a strong, visible thread between the recent Crime Congress, September’s UN Summit on Sustainable Development and the 14<sup>th</sup> Crime Congress in Japan in five years’ time.</p>
<p><strong style="line-height: 1.5;">Q. The Doha Declaration also pleads for integrating crime prevention and criminal justice into the wider United Nations agenda. This suggestion comes at a point in time when the United Nations is turning 70. Are there some issues which the United Nations has ignored until now or is there a range of issues that have emerged over previous decades?</strong></p>
<p>A. Member States are increasingly affected by organised crime, corruption, violence and terrorism. These challenges undercut good governance and the rule of law, threatening security, development and people&#8217;s lives.</p>
<p>Sustainable development can be safeguarded through fair, human and effective crime prevention and criminal justice systems as a central component of the rule of law. As stated by U.N. Secretary-General Ban Ki-moon: &#8220;There is no peace without development; there is no development without peace; and there is no lasting peace and sustainable development without respect for human rights.&#8221;  We need to break down the walls between these activities and integrate the various approaches.</p>
<p>UNODC is well placed to assist. We work closely with regional entities, partner countries, multilateral and bilateral bodies, civil society, academia and the private sector to support the work on development. We can also offer our support at the global, regional, and local levels, through our headquarters and network of field offices.</p>
<p><strong style="line-height: 1.5;">Q. Do you find willingness on the part of all countries around the world to agree on national, regional and international legal instruments, to combat all forms of crime, and their willingness to pull on the same string when it comes to implementation?</strong></p>
<p>A. Our work is founded on the U.N. Convention against Transnational Organised Crime and its three protocols, the Convention against Corruption, international drug control conventions, universal legal instruments against terrorism and U.N. standards and norms on crime prevention and criminal justice.</p>
<p>Almost all of these international instruments have been universally ratified by the international community. Why? Because countries recognise that crime today is too big, too powerful, too profitable for any one country to handle alone. Countries recognise that, today, crime not only crosses country borders, but regional borders. It is a global problem that warrants comprehensive, integrated global solutions. </p>
<p>The UNODC approach to this unique challenge is threefold. First, we are building political commitment among Member States. Second, we deliver our activities through our integrated regional programmes across the world. Third, we are working with partners, both within and outside the United Nations, to ensure that our delivery is strongly connected to other activities at the field level.</p>
<p>In support of this action, and to give just one example, UNODC is networking the networks. Today’s criminals have widespread networks and vast resources; if we are to successfully confront them, we need to ensure greater cross-border cooperation, information sharing and tracking of criminal proceeds.  The initiative is part of an interregional drug control approach developed by UNODC to stem illicit drug trafficking from Afghanistan and focuses on promoting closer cooperation between existing law enforcement coordination centres and platforms.</p>
<p><strong style="line-height: 1.5;">Q. UNODC has assigned itself a wide range of tasks. Which are your priorities in the biennium ending this year, during which you have 760.1 million dollars at your disposal?</strong></p>
<p>A. I would mention two matters that are of international importance. First, smuggling of migrants not just in the Mediterranean or the Andaman seas, but also elsewhere. We are witnessing unprecedented movements of people across the globe, the largest since the Second World War. People are leaving because of conflict, insecurity and the desire for a better life. They are falling into the arms of unscrupulous smugglers and many of them are dying, while trying to make the dangerous journey across deserts and seas.</p>
<p>Second, the nexus of transnational organised crime and terrorism is a major threat to global peace and security, and has been recognised as such in recent Security Council resolutions. Every extremist and terrorist group requires sustainable funding. The most reliable, and sometimes the only, means of achieving this is through illicit funds gained from transnational organised crime, including cybercrime, drug trafficking, people smuggling and many other crimes.</p>
<p>Information on the magnitude and exact nature of such relationships remains incomplete, and more research is needed. Based on data and analysis, however, for some regions, we can follow the funding in support of violent extremism and terrorism. In Afghanistan, for example, the Taliban could be receiving as much as 200 million dollars annually as a tax on the drug lords.</p>

<p>The march, which began in the unrecognised Bedouin village of Wadi Al Nam in the Negev desert in southern Israel, ended on Mar. 29 with delivery of ‘The Alternative Master Plan for Unrecognised Bedouin Villages’ to the Head of State’s office in Jerusalem.</p>
<p>On this occasion, Negev Bedouin community leaders and hundreds of representatives of civil society organisations (CSOs) were joined by Arab and Israeli members of the Knesset from a political society actor, the Joint List, a political alliance of four Arab-dominated parties in Israel – Hadash, the United Arab List, Balad and Ta’al.</p>
<p>The Joint List, headed by Knesset member Ayman Odeh, was born out of Arab civil society’s need for unity and is now very much a player able and willing to gain power and mediate between its constituency and the state.“We are trying to present a different narrative [of Bedouin villages] to the people based on history, on facts, on legal rights and international human rights” – Professor Oren Yiftachel, Ben-Gurion University of the Negev<br /><font size="1"></font></p>
<p>A recent European Commission <a href="http://www.zavit3.co.il/docs/eu_Israel_Mapping%20Study_final.pdf">report</a> mapping CSOs in Israel describes their space for dealing with human and civil rights as shrinking and their contribution to governance often misunderstood or perceived as a threat by state authorities.</p>
<p>In this context, although it may not change the state’s perception of CSOs, a strong partnership with a recognised political society actor such as the Joint List might at least mean that the mobilisation achieved by these organizations at the grassroots level can translate into change at legislative level.</p>
<p>“Because the Joint List is stronger now and we have a common goal, we think we can put more efficient pressure on the parliament and on the government to find a just solution for the people in the unrecognised villages,” Fadi Masamra of the Regional Council of Unrecognised Villages (RCUV) told IPS.</p>
<p>RCUV is an elected civil society body that seeks to advance the rights of Bedouins in unrecognised villages,.</p>
<p>The common goal is gaining recognition for some 46 unrecognised Bedouin villages in the Negev which do not exist on any map and do not receive any basic services such as running water or electricity.</p>
<p>In 2011, the Israeli government approved a unilateral plan, known as the <a href="http://en.wikipedia.org/wiki/Bill_on_the_Arrangement_of_Bedouin_Settlement_in_the_Negev">Prawer Plan</a>, to “regularise Bedouin settlement” within five years by demolishing these unrecognised villages and forcibly relocating Bedouins to new localities. The plan sparked mass outcry and was eventually shelved in 2013.</p>
<p>Activists take pride in recalling that the Prawer Plan was stopped by people in the streets who demonstrated against it and not by representatives in the Knesset. They say that it this disconnect that both CSOs and the Joint List hope to be able to bridge by working together.</p>
<p>“I am very proud that the Joint List called for this march,” Hanan al Sanah of womens’ empowerment NGO Sidre told IPS as she walked with the marchers. “It shows that their commitment is real and they haven’t forgotten their electoral promise. They are making the issue of recognition more visible and they can build on the mobilisation that has gone on for years within the community.”</p>
<p>CSOs have worked tirelessly in the Negev not only to mobilise Bedouins against the Prawer Plan but also to produce alternative literature, reports and campaigns that challenge the government’s classification of Bedouin presence in the Negev as “illegal”.</p>
<p>By re-framing the issue of recognition around land rights, human rights and equality, they have been able to reach Jewish and international audiences and further shape the public debate.</p>
<p>CSOs have also been using a powerful state tool, that of mapping, to propose a tangible and viable solution in the form of the ‘The Alternative Master Plan for Unrecognised Bedouin Villages’.</p>
<p>The plan was drawn up by a team led by Professor Oren Yiftachel, who teaches political geography, urban planning and public policy at Ben-Gurion University of the Negev, in collaboration with the RCUV and Bimkom, an NGO promoting equality in planning practices.</p>
<p>“We are trying to present a different narrative to the people based on history, on facts, on legal rights and international human rights,” Yiftachel told IPS. “We worked for three years on the Alternative Plan and we have created a different scenario for the future.”</p>
<p>The Alternative Plan draws a different map of the Negev in which unrecognised villages are “legalised” and can access the same development opportunities as their Jewish neighbours.</p>
<p>“This is a very scientific and detailed solution that fits within state planning and comes from the community, it is not imposed on them. It can make the process easier,” explained RCUV’s Masamra.</p>
<p>Although Yiftachel admits that since it was first presented in 2012 the Alternative Plan has largely been ignored by Knesset commissions, he believes attitudes have shifted and CSOs must continue to push for change.</p>
<p>“After all, a solution is overdue since the future of the unrecognised villages, and of the 100,000 Bedouins living in them, remains uncertain,” he said, adding that “it is important to remember that the state is not a homogeneous body. There are people willing to consider recognition.”</p>
<p>For the CSOs and activists working day in day out in the field, mobilisation remains key. “I would say that the real challenge remains mobilising both the Jewish and the Bedouin community,” Michal Rotem of the Negev Coexistence Forum, a Jewish Arab NGO working in unrecognised villages, told IPS.</p>
<p>“Politicians come and go but it is the NGOs’ role to bring more communities and groups into the struggle and to maintain engagement.”</p>
<p>For Aziz Abu Madegham Al Turi, from the unrecognised village of Al Araqib, working closely with CSOs is important to bring new people to the Negev and come together in actions that reverberate beyond the Negev. “The worse it get gets the more united we become,” he told IPS.</p>
<p>“The state tries to break us up but we connect through different organisations and committees and we find new strength. We come together to support each other.”</p>
<p>Amir Abu Kweider, a prominent activist in the campaign against the Prawer Plan, sees the arrival of the Joint List as an occasion to form new alliances. “We need to intensify efforts to safeguard our rights against racist legislation and reach out to new Israeli audiences,” he told IPS.</p>
<p>In this sense, the march can certainly be judged a success. Tamam Nasra, for example, travelled from the north of Israel to join the march. “Arabs in the South are no different from me, their problems are my problems. Their oppression is my oppression. This is why I heeded (Knesset member) Ayman Odeh’s call,” she told IPS.</p>
<p>Omri Evron, a Joint List voter from Tel Aviv, also joined out of a sense of collective responsibility. “It is not possible that in 2015 in Israel there are people who are effectively not recognised by the state,” he told IPS. “This has to change.”</p>
<p>The positive atmosphere was not dampened even by the knowledge that a new Benjamin Netanyahu government will be sworn in shortly.</p>
<p>“It doesn’t matter if the right wing gets stronger,” stressed Masamra. “If you think that it is not worth struggling then nothing will be changed. We have a responsibility towards our people and this is about human rights, not about who is more powerful.”</p>

			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">In this column, Roberto Savio, founder and president emeritus of the Inter Press Service (IPS) news agency and publisher of Other News, takes young voters’ support for Israeli Prime Minister Benjamin Netanyahu in the Mar. 17 elections as the starting point for looking at how young people in Europe are moving to the right.</p></font></p><p>By Roberto Savio<br />ROME, Mar 21 2015 (IPS) </p><p>The “surprise” re-election of incumbent Israeli Prime Minister Benjamin Netanyahu in the Mar. 17 elections has been met with a flood of media comment on the implications for the region and the rest of the world.<span id="more-139808"></span></p>
<p>However, one of the reasons for Netanyahu’s victory has dramatically slipped the attention of most – the support he received from young Israelis.</p>
<p>According to the Israeli daily Haaretz, 200,000 last-minute voters decided to switch their vote to Netanyahu’s Likud party due to the “fear factor” and most of these were voters under the age of 35.</p>

<p>Perhaps the “fear factor” was actually an expression of the “Masada factor”. Masada is a strong element in Israeli history and collective imagination. The inhabitants of the mountain fortress of Masada, besieged by Roman legions at the time of Emperor Tito’s conquest of the Israeli state, preferred collective suicide to surrender.</p>
<p>Israelis today feel besieged by hostile neighbouring countries (first of all Iran), the continuous onslaught by the Caliphate and the Islamic State, overwhelming negative international opinion and growing abandonment by the United States.</p>
<p>Netanyahu played a number of cards to bring about his last-minute election success, including his speech to the Republican-dominated U.S. Congress on Mar. 3, which was seen by many Israelis as an act of defiance and dignity, not a weakening of fundamental relations with the United States.</p>
<p>His support for Israeli settlers in the West Bank and Gaza, his denial of the creation of a Palestinian state and his show of contempt for an international community unable to understand Israel’s fears led Netanyahu’s Likud party to victory.</p>
<p>In Israel, being left-wing mean accepting a Palestinian state, being right-wing means denying it. In the end, the Mar. 17 vote was the result of fear.“Taking refuge in parties that preach a return to a country’s ‘glorious’ past, blocking immigrants who are stealing jobs and Muslims who are challenging the traditional homogeneity of society, country … is an easy way out”<br /><font size="1"></font></p>
<p>Israeli’s young people are not alone in moving to the right as a reaction to fear. It is interesting to note that all right-wing parties which have become relevant in Europe are based on fear.</p>
<p>Growing social inequality, the unprecedented phenomenon of youth unemployment, cuts in public services such as education and health, corruption which has become a cancer with daily scandals, and the general feeling of a lack of clear response from the political institutions to the problems opened up by a globalisation based on markets and not on citizens are all phenomena which are affecting young people.</p>
<p>“When you were like us at university, you knew you would find a job – we know we will not find one,” was how one student put it at a conference of the Society for International Development that I attended.</p>
<p>“The United Nations has lost the ability to be a place of governance, the financial system is without checks and corporations have a power which goes over national governments,” the student continued. “So, you see, the world of today is very different one from the one in which you grew up.”</p>
<p>As Josep Ramoneda <a href="http://politica.elpais.com/politica/2015/03/18/actualidad/1426704204_367340.html">wrote</a> in El Pais of Mar. 18: “We expected that governments would submit markets to democracy and it turns out that what they do is adapt democracy to markets, that is, empty it little by little.</p>
<p>This is why many of those of who vote for right-wing parties in Europe are young people – be it for the National Front in France, the U.K. Independence Party (UKIP) in Britain, the Lega Nord (North League) in Italy, the AfD (Alternative for Germany) in Germany and Golden Dawn in Greece, among others.</p>
<p>Taking refuge in parties that preach a return to a country’s “glorious” past, blocking immigrants who are stealing jobs and Muslims who are challenging the traditional homogeneity of society, country, and bringing back to the nation space and functions which have been delegated to an obtuse and arrogant bureaucracy in Brussels which has not been elected and is not therefore accountable to citizens, is an easy way out.</p>
<p>This is a major – but ignored – epochal change. It was long held that an historic function of youth was to act as a factor for change … now it is fast becoming a factor for the status quo. The traditional political system no longer has youth movements and its poor performance in front of the global challenges that countries face today makes young people distrustful and distant.</p>
<p>It is an easy illusion to flock to parties which want to fight against changes which look ominous, even negative. It also partially explains why some young Europeans are running to the Islamic State which promise a change to restore the dignity of Muslims dignity and whose agenda is to destroy dictators and sheiks who are in cohort with the international system and are all corrupt and intent on enriching themselves, instead of taking care of their youth.</p>
<p>What can young people think of President Erdogan of Turkey building a presidential palace with 1,000 rooms or the European Central Bank inaugurating headquarters which cost 1,200 million euro, just to give two examples? And what of the fact that the 10 richest men in the world increased their wealth in 2013 alone by an amount equivalent to the combined budgets of Brazil and Canada?</p>
<p>This generational change should be a transversal concern for all parties but what is happening instead is that the welfare state is continuing to suffer cuts. According to the International Labour Organization (ILO), young people in the 18-23 age group will retire with an average pension of 650 euro. What kind of society will that be?</p>
<p>Without the safety net now being provided by parents and grandparents, how can young people in such a society avoid feeling left out?</p>
<p>We always thought young people would fight for social change, but what if they are now doing so from the right?</p>

This, says the author, is a milestone in the political tussle in the European Union since the reunification of Germany between moving towards a Europeanised Germany or a Germanised Europe.</p></font></p><p>By Guillermo Medina<br />MADRID, Mar 4 2015 (IPS) </p><p>At last, on Tuesday Feb. 24, the Eurogroup (of eurozone finance ministers) approved the Greek government’s commitment to a programme of reforms in return for extending the country’s bailout deal.</p>
<p><span id="more-139475"></span>The agreement marks the end of tense and protracted negotiations. It consists of a four-month extension for the second bailout programme worth 130 billion euros (over 145 billion dollars), in force since 2012 and which was due to expire on Feb. 28. The first bailout was for 110 billion euros, equivalent to 123 billion dollars.</p>

<p>During this period, the European Central Bank (ECB) will provide Greece with liquidity and the terms of a new bailout will be hammered out.</p>
<p>The eleventh-hour agreement was no doubt motivated partly by fears that a “Grexit” – Greek withdrawal from the eurozone monetary union – would have triggered a financial earthquake with unforeseeable consequences. The result is a very European-style compromise that averts catastrophe and gains time while avoiding facing the underlying problems.</p>
<p>In exchange for an extension of financial support from Greece’s partners and creditors, Prime Minister Alexis Tsipras will have to submit all his government’s measures during this period to Eurogroup inspection.</p>
<p>But the deal promises Greece more than just restrictions. The country will have to pay its debts to the last euro, but if, as seems probable, deadlines for primary surplus targets are extended, the country will have greater ability to pay (France has just secured this for itself).</p>
<p>In the final document, Greece promised to adopt a tax reform that would make the system fairer and more progressive, as well as reinforce the fight against corruption and tax evasion and reduce administrative spending.“Germany has undeniably secured its basic goal: the enshrining of austerity as the fundamental dogma of the new European economic order, although political prudence and even self-interest have softened the application of the dogma, and may continue to do so in future”<br />

<p>If the government pursues these goals, together with the fight against contraband, efficiently and with determination (as indeed it should, because they are part of its programme and target its domestic enemies), the income will be helpful for the application of its social and economic programmes.</p>
<p>In view of the successive positions that Greece has had to relinquish in the course of the negotiations, it appears that the country has achieved the little that could be achieved.</p>
<p>The negotiations between Greece and its European partners mark a milestone in the political tussle in the European Union since the reunification of Germany in 1990, between moving towards a Europeanised Germany or a Germanised Europe.</p>
<p>Germany has undeniably secured its basic goal: the enshrining of austerity as the fundamental dogma of the new European economic order, although political prudence and even self-interest have softened the application of the dogma, and may continue to do so in future.</p>
<p>Germany has openly tried to impose its convictions and its hegemony on Europe. Greece was only the immediate battlefield. Brussels and Berlin have been divided from the outset about how to solve the Greek crisis, but Germany prevailed.</p>
<p>However, the masters of Europe do not have any interest in “destroying” Greece, and so cutting off their nose to spite their face. They are satisfied with a demonstration of the asymmetry of power between the two sides, and the public contemplation of assured failure for whoever defies the status quo and supports any policy that deviates from the one true official line.</p>
<p>The problem with a Germanised Europe is not the preponderant role that Germany would play, but that it would impose a “Made in Germany” model of Europe that conforms to its own interests. That is how it would differ from a Europeanised Germany.</p>
<p>The Greek crisis has highlighted the ever-widening contrast between the values and ideals that we consider to be central to the European project, such as solidarity, mutual aid and social justice, and the new values that set aside basic aims like full employment, social welfare and equal opportunities.</p>
<p>It is paradoxical that Europe, which is apparently absent from or baffled by threats from the opposite shore of the Mediterranean, should take a harsh, tough attitude with a small partner overwhelmed by debt. It is also paradoxical that structural reforms are demanded of Greece, without admitting Europe’s own urgent need to redesign the eurozone and reframe the policies that have led to the poor performance of its monetary union.</p>
<p>The Greek crisis and the difficulties in overcoming it have a great deal to do with a design of the euro that benefits financial interests, particularly Germany’s.</p>
<p>The project neglected the harmonisation of tax policies and created a European Central Bank that lacked the powers that permit the U.S. Federal Reserve and the Bank of England to issue money and buy state debt.</p>
<p>As is well known, the ECB has made loans to European banks at very low interest rates, and they in turn have made loans to states, including Greece, at much higher interest. Government debts thus mounted up, and in order to pay they were forced to cut public spending.</p>
<p>Why does Europe persist in following failed policies while refusing to follow those that have lifted the United States out of recession? The only explanation is stubborn attachment to an ideological vision of economic policy that is devoid of pragmatism.</p>
<p>How can insistence on the path of error be explained at such a time? There may well be a quota of incompetence, but the basic reason is, as Nobel prize-winners Joseph Stiglitz and Paul Krugman affirm, that the goal of the policies imposed by the “Troika” (European Commission, ECB and International Monetary Fund) is to protect the interests of financial capital. And this is because the powers of political institutions, the media and academia, are dominated by financial capital, with German financial capital at the core.</p>
<p>Financial interests are essentially capable of shaping the decisions of European governance institutions. In the United States this subservience is less clear-cut, allowing hefty penalties to be imposed on certain banks, as well as the development of other economic strategies.</p>
<p>This is because independent mechanisms of control and oversight exist, the Federal Reserve has well-defined goals (whereas the ECB has spent years fighting the insistent threat of inflation), and there is democratic administration with the political will to resist.</p>
<p>In conclusion: the issue is to clarify what sort of Europe the citizens of Europe want, and what institutional changes are needed to achieve it.</p>
<p>And even more importantly, having seen the consecration of German hegemony over the Old World, what sort of German leadership would be compatible with a united Europe based on solidarity? Is this even possible? (END/IPS COLUMNIST SERVICE)</p>

<p>With their deep and locally-rooted knowledge of the natural world, indigenous peoples have much to share with the rest of the world about how to live, work and cultivate in a sustainable manner that does not jeopardise future generations.</p>
<p>This was the main message brought to the second Global Meeting of the Indigenous Peoples’ Forum, organised by the International Fund for Agricultural Development (IFAD) last week in Rome.“We have learned the relevance of the diversity and distinctiveness of peoples and rural communities and of valuing and building on their cultural identity as an asset and economic potential. The ancient voice of the natives can be the solution to many crises” – Antonella Cordone, IFAD <br /><font size="1"></font></p>
<p>The Indigenous Peoples’ Forum represents a unique initiative within the U.N. system. It is a concrete expression of IFAD’s recognition of the role that indigenous peoples play in economic and social development through traditional sustainable practices and provides IFAD with an institutional mechanism for monitoring and evaluating the effectiveness of the agency’s engagement with indigenous peoples.</p>
<p>This engagement includes achievement of the objectives of the U.N. Declaration on the Rights of the Indigenous Peoples (UNDRIP).</p>
<p>Despite major improvements in recent decades, indigenous and tribal peoples – as well as ethnic minorities – continue to be among the poorest and most marginalised people in the world.</p>
<p>There are over 370 million indigenous peoples in some 70 countries worldwide, with the majority living in Asia. They account for an estimated five percent of the world’s population, with 15 percent of these peoples living in poverty.  Various recent studies show that the poverty gap between indigenous peoples and other rural populations is increasing in some parts of the world.</p>
<p>“IFAD is making all efforts to ensure that the indigenous peoples’ voice is being heard, rights are respected and well-being is improving at the global level,” said Antonella Cordone, IFAD’s Senior Technical Specialist for Indigenous peoples and Tribal Issues.</p>
<p>“We have learned the relevance of the diversity and distinctiveness of peoples and rural communities and of valuing and building on their cultural identity as an asset and economic potential,” she continued. “The ancient voice of the natives can be the solution to many crises.”</p>
<p>As guardians of the world’s natural resources and vehicles of traditions over the years, indigenous peoples developed a holistic approach to sustainable development and, as the U.N. Special Rapporteur on the Rights of Indigenous Peoples, Victoria Tauli-Corpuz, highlighted during an Asia-Pacific working group session, “indigenous peoples’ livelihoods are closely interlinked with cultural heritage and identities, spirituality and governance systems.”</p>
<p>These livelihoods have traditionally been based on handing down lands and territories to new generations without exploiting them for maximum profit. Today, these livelihoods are threatened by climate change and third party exploitation, among others.</p>
<p>Climate change, to which indigenous peoples are particularly vulnerable, is posing a dramatic threat through melting glaciers, advancing desertification, floods and hurricanes in coastal areas.</p>
<p>Long-standing pressure from logging, mining and advancing agricultural frontiers have intensified the exploitation of new energy sources, construction of roads and other infrastructures, such as dams, and have raised concerns about large-scale acquisition of land for commercial or industrial purposes, commonly known as land grabbing.</p>
<p>In this context, the Forum stressed the need for the free, prior and informed consent (FPIC) of indigenous peoples whenever development projects affect their access to land and resources, a requirement which IFAD President Kanayo F. Nwanzwe said should be respected by any organisation engaging with indigenous peoples.</p>
<p>Poverty and loss of territories and resources by indigenous peoples due to policies or regulations adverse to traditional land use practices are compounded by frequent discrimination in labour markets, where segmentation, poor regulatory frameworks and cultural and linguistic obstacles allow very few indigenous peoples to access quality jobs and social and health services.</p>
<p>Moreover, indigenous peoples suffer from marginalisation from political processes and gender-based discrimination.</p>
<p>These are among the issues that participants at the Forum said should be taken into account in the post-2015 development agenda. They said that this agenda should be designed to encourage governments and other actors to facilitate the economic and social empowerment of poor rural people, in particular, marginalized rural groups, such as women, children and indigenous peoples.</p>
<p>A starting point for the architecture of the agenda for the Sustainable Development Goals (SDGs) which will replace the Millennium Development Goals (MDGs) that expire at the end of this year was seen as the recommendations adopted during the two-day Forum (Feb. 12-13).</p>
<p>These included the need for a holistic approach to supporting and strengthening indigenous peoples’ food systems, recognition of traditional tenure, conservation of biodiversity,  respect for and revitalisation of cultural and spiritual values, and ensuring that projects be designed with the FPIC of indigenous peoples.</p>
<p>Participants said that it is important to emphasise the increasing need to strengthen the participation and inclusion of indigenous peoples in discussions at the political and operational level, because targets in at these levels can have a catalytic effect on their social and economic empowerment.</p>
<p>The Forum agreed that giving the voice to indigenous people and their concerns and priorities in the post-2015 agenda represents an invaluable window of opportunity for development.</p>

Citing data from Oxfam’s recent report on global wealth, he says that the rich are becoming richer – and the poor poorer – in a society where finance is no longer at the service of the economy or citizens.</p></font></p><p>By Roberto Savio<br />ROME, Jan 22 2015 (IPS) </p><p>Every day we receive striking data on major issues which should create tumult and action, but life goes on as if those data had nothing to do with people’s lives.<span id="more-138778"></span></p>
<p>A good example concerns climate change. We know well that we are running out of time. It is nothing less than our planet that is at stake … but a few large energy companies are able to get away with their practices surrounded by the deafening silence of humankind.</p>

<p>Another example comes from the world of finance. Since the beginning of the financial crisis in 2009, banks have paid the staggering amount of 178 billion dollars in fines – U.S. banks have paid 115 billion, while European banks 63 billion. But, as analyst Sital Patel of Market Watch <a href="http://www.marketwatch.com/story/large-banks-have-paid-180-billion-in-fines-since-2007-2014-12-02">writes</a>, these fines are now seen as a cost of doing business. In fact, no banker has yet been incriminated in a personal capacity.</p>
<p>Now we have other astonishing <a href="http://policy-practice.oxfam.org.uk/publications/wealth-having-it-all-and-wanting-more-338125">data from Oxfam</a> – if nothing is done, in two years’ time the richest one percent of the world´s population will have a greater share of its wealth than the remaining 99 percent.</p>
<p>The richest are becoming richer at an unprecedented rate, and the poorest poorer. In just one year, the one percent went from possessing 44 percent of the world´s wealth to 48 percent last year. In 2016, therefore, it is estimated that this one percent will possess more than all the other 99 percent combined.</p>
<p>The top 89 billionaires have seen their wealth increase by 600 billion dollars in the last four years – a rise of five percent and equal to the combined budgets of 11 countries of the world with a population of 2.3 billion people.</p>
<p>In 2010, that figure was owned by 388 billionaires, and this striking and rapid concentration of wealth has, of course, a global impact. The so-called middle class is shrinking fast and in a number of countries youth unemployment stands at 40 percent, meaning that the destiny of today’s young people is clearly much worse than that of their parents.“In a world where the value of solidarity has disappeared (Europe’s debate on austerity is a good example), apathy and atomisation have become the reality. We are going back to the times of Queen Victoria, substituting a rich aristocracy with money coming from trade and finance, not production”<br /><font size="1"></font></p>
<p>It will probably take some time before those figures become part of general awareness but it is a safe bet that they will not lead to any action, as with climate change. U.S. President Barack Obama is the only leader who has announced a tax increase on the rich, although he stands little chance of succeeding with his Republican-dominated Congress.</p>
<p>In a world where the value of solidarity has disappeared (Europe’s debate on austerity is a good example), apathy and atomisation have become the reality. We are going back to the times of Queen Victoria, substituting a rich aristocracy with money coming from trade and finance, not production. But up to a point: 34 percent of today’s billionaires inherited all or part of their wealth, and – interestingly – “inheritance tax is the most avoidable of levies”, as James Moore <a href="http://www.independent.co.uk/news/business/comment/the-oxfam-challenge-for-the-davos-brigade-9989226.html">noted</a> Jan. 20 in <em>The Independent.</em></p>
<p>The “father of modern times”, late U.S. President Ronald Reagan, saw it clearly when he said that the rich produce richness, the poor produce poverty. So let the rich pay less taxes.</p>
<p>Well, in a <a href="http://www.itep.org/whopays/executive_summary.php">just-released report</a>, the U.S. Institute on Taxation and Economic Policy notes that in 2015 the poorest one-fifth of Americans will pay on average 10.9 percent of their income in taxes, the middle one-fifth 9.4 percent, and the top one percent just 5.4 percent.</p>
<p>Now, 20 percent of the richest billionaires are linked to the financial sector and it is worth recalling that this sector has grown more than the real economy, and has regulations only at national level. At global level, finance is the only activity which has international body of some kind of governance, as do labour, trade and communications, to name just a few.</p>
<p>Finance is no longer at the service of the economy and citizens. It has its own life. Financial transactions are now worth 40 trillion dollars a day, compared with the world’s economic output of one trillion.</p>
<p>At national level, there are now attempts half-hearted attempts to regulate finance. But let us look what is happening in United States. The new bland regulation is the Dodd–Frank Wall Street Reform and Consumer Protection Act, commonly known as the Dodd-Frank, and it does not go as far as restoring the division between deposit banks, which was where citizens put their money and which could not be used for speculation, and investments banks, which speculate … and how!</p>
<p>This separation was abolished during the U.S. presidency of Bill Clinton, and is considered the end of banks at the service of the real economy. In any case, the lobbyists on Wall Street are intent on having the Dodd-Frank chipped away at, little by little.</p>
<p>There is some schizophrenia when we look at the relations between capital and politics. The U.S. Supreme Court has eliminated any limit to contributions from companies to political elections, declaring that the companies have the same rights as individuals. Of course, there are not many individuals who can shell out the same figures as a company, unless you’re one of the 89 billionaires!</p>
<p>Meanwhile, banks are not only responsible for the corruption of the political system, and for the illegal activities which have earned them billions of dollars, they are also responsible for funding only big investors, and leaving everybody else out from easy credit. The efforts of the Chairman of the European Central Bank,  Mario Draghi, to have banks give credit to small companies and individuals has gone largely nowhere.</p>
<p>But a new and imaginative initiative comes from the very stern Dutch bankers. All 90,000 bankers in the Netherlands are now required to take an oath: “I swear that I will endeavour to maintain and promote confidence in the financial sector. So help me God”.</p>
<p>This is not so much oriented towards the customer, and it is very self-serving; and it brings God in as the regulator of the Dutch banking system. Perhaps the Dutch bankers have been paying heed to the words of Goldman Sach’s CEO Lloyd Blankfein who <a href="http://dealbook.nytimes.com/2009/11/09/goldman-chief-says-he-is-just-doing-gods-work/">said</a> at the time of the financial crisis in 2009 that bankers were “doing God’s work”.</p>
<p>Well God will have to be actively involved. All the three biggest Dutch banks – Rabobank, ABN Amro and ING Groep – have been involved in scandals that have hurt consumers, or were nationalised during the financial crisis, costing taxpayers more than 140 billion dollars. In one case, Rabobank was fined one billion dollars.</p>
<p>New York’s Wall Street and London’s City are said to be open to the idea of introducing a similar oath.</p>
<p>It is probably only that kind of Higher Power which could turn the tide in this world of growing inequality and lack of ethics. (END/IPS COLUMNIST SERVICE)</p>

Credit: Juma Mtanda</p></font></p><p>By Kizito Makoye<br />DAR ES SALAAM, Jan 18 2015 (IPS) </p><p>As foreign donors drag their feet on injecting badly needed cash into the government’s coffers, local analysts are increasingly worried that this will affect implementation of key development projects that require donor funding.<span id="more-138693"></span></p>
<p>Donors – including the United Kingdom, Germany and the World Bank – are withholding 449 million out of 558 million dollars pledged for the 2014/15 budget, pending a satisfactory outcome to investigations over corruption in the energy sector.</p>
<p>Senior government officials have been accused by the Parliament of authorising controversial payments of 122 million dollars to Pan Africa Power Solutions Tanzania Limited (PAP), which claims to have bought a 70 percent share of the Independent Power Tanzania Limited (IPTL) – a private energy company contracted by the government to produce electricity.The government’s inability to wipe out corruption in the energy sector is setting a bad precedent because the country is poised to prosper economically in the wake of massive discoveries of natural gas resources.<br /><font size="1"></font></p>
<p>“Many infrastructure development projects that require donor funding will probably stall due to this problem,” Benson Bana, a political analyst at Dar es Salaam University, told IPS. “Donors are keen to see their money is spent on intended objectives and government must learn a lesson to ensure that public funds are managed well.”</p>
<p>East Africa’s second largest economy after Kenya  is currently implementing a myriad of projects that require donor funding in the energy and  infrastructure sectors, such as construction of ports, roads and power plants  under a  25.2 billion dollar five-year development plan.</p>
<p>But the government said last year that the impending delay in the disbursement of aid funds may prompt it to shelve some critical projects until the next financial year.</p>
<p>The international Monetary Fund (IMF) has added its voice to the ongoing standoff between Tanzania and foreign donors, saying that further delay in disbursement of aid would certainly affect the country’s economic performance.</p>
<p>&#8220;Performance &#8230; was satisfactory through June, but has deteriorated since and risks have risen, stemming from delays in disbursements of donor assistance and external non-concessional borrowing, and shortfalls in domestic revenues,&#8221; the IMF said in a <a href="http://www.imf.org/external/np/sec/pr/2015/pr1502.htm">statement</a> posted on its website in January 2015.</p>
<p>Tanzania is one of the biggest aid recipients in sub-Saharan Africa, with an annual aid inflow in grants and concessional loans ranging from 20 to 30 percent of its budget.</p>
<p>The move by donors to freeze aid over corruption concerns, said the IMF, is a stunning blow to the country’s economy.</p>
<p>&#8220;It will be critical to the business environment to address the governance issues raised by the IPTL case, which would also unlock donor assistance,&#8221; the IMF said.</p>
<p>The Ministry of Finance has unveiled a 19.6 trillion shilling (11.6 billion dollar) budget with plans to borrow 2.96 trillion shillings from domestic sources and about 800 million dollars from external sources to finance key projects.</p>
<p>“Achieving our revenue target is a matter of life or death; we are very serious in our quest to reduce reliance on foreign aid and we are refining our business environment to attract investments that can yield revenues,” said Finance Minister Saada Mkuya.</p>
<p>Critics told IPS that it is not wise for Tanzania to cling to unpredictable foreign aid to finance its budget after more than 50 years of political independence.</p>
<p>“For a country like ours to keep depending on donors to finance our development is not healthy, there’s no doubt many project will fail to take off because of this standoff,” Humphrey Moshi, an economist and professor at the University of Dar es Salaam, told IPS.</p>
<p>Political observers say that the government’s inability to wipe out corruption in the energy sector is setting a bad precedent because the country is poised to prosper economically in the wake of massive discoveries of natural gas resources.</p>
<p>“Corruption in the energy sector can be reduced by introducing strong accountability systems in the sector,” Zitto Kabwe, the chairman of a parliamentary oversight committee on public accounts, told IPS, adding that “legislations that subject contracts to parliamentary vetting and transparency would really help.”</p>
<p>Latest data from the Tanzania Petroleum Development Corporation show that Tanzania has estimated reserves of 53.2 trillion cubic feet of natural gas off its southern coast.  According to local analysts, these resources are more than enough to put the country on a path of economic development while ending its dependence on aid.</p>
<p>As the government grappled to bridge gaps in its budget, donors last week said  that they would only release the rest of the aid money pledged after seeing appropriate action taken against officials implicated in the so-called “escrow scandal”.</p>
<p>“Budget support development partners in Tanzania take the emerging IPTL case with the utmost seriousness and are carefully monitoring its development  as the case involves  large amounts of public funds,” Sinikka Antila, Finland’s ambassador to Tanzania and chairperson of Tanzania’s donor group, <a href="http://www.thecitizen.co.tz/News/Donors-now-confirm-withhold-of-Sh1tr-aid/-/1840392/2478702/-/n5vux0/-/index.html">was quoted</a> as saying.</p>
<p>In November last year, parliament called on government to sack senior officials, including the country’s Attorney General and  energy minister who, it said, had played an instrumental role to facilitate the dubious IPTL-PAP deal. The Attorney General, Frederick Werema, has since resigned.</p>
<p>In December, in a desperate bid to win back donor confidence, President Jakaya Kikwete sacked Anna Tibaijuka – a senior cabinet minister holding the land and human settlement development portfolio – for allegedly having received a1.6 billion shilling gift from one of the IPTL’s shareholders contrary to the government’s public leadership code of ethics.</p>
<p>In what appears to be a show of strength, the United States, through its <a href="http://www.mcc.gov/">Millennium Challenge Corporation</a> (MCC), has expressed serious concern about the country’s sluggish pace in controlling corruption and has urged the government to take firm concrete steps to combat corruption as a condition for the approval of future aid.</p>
<p>“Progress in combating corruption is essential to a new MCC compact, as well to an overall improved business climate in Tanzania,” Mark Childress, U.S. Ambassador to Tanzania said in December 2014.</p>
<p>“We are encouraged by the State House’s announcement of December 9 that it will soon address the parliamentary resolutions linked to IPTL, and we urge quick government action, given the impact on several key development issues.”</p>
<p>Tanzania was one of 10 countries discussed by the MCC Board, which met in December to determine the eligibility of countries to begin or continue the compact development process.</p>
<p>If finalised, this would be Tanzania’s second MCC compact. Between 2008 and 2013, the MCC funded a 698 million dollar compact for investment projects in water, roads and electric power throughout Tanzania.</p>

<p>The event was held from Dec. 9 to 13in Berlin&#8217;s Rathaus Schöneberg, where John F. Kennedy delivered his iconic “Ich bin ein Berliner” freedom and solidarity speech to 400,000 West Berliners in 1963.</p>
<p>The workshop brought together 15 talented game changers aged between 18 and 28 from Afro-German, Turkish, Kurdish, Latin American and German-Asian backgrounds, selected from across the country to engage with illustrious key speakers from Germany, the United States and the United Kingdom in sessions designed to discuss instruments for promoting anti-racism, diversity and migrant-friendly agendas."Democracy needs strong, well-networked minorities. <p>The speakers  included Simon Woolley, Director of Operation Black Vote (UK), Mekonnen Mesghena, Director of Migration and Diversity at Berlin’s Heinrich-Böll Foundation, Kwesi Aikins, Policy Officer at the Centre for Migration and Social Affairs, Nuran Yigit, expert in anti-discrimination and board member of the Berlin-Brandenburg Migration Council, Terri Givens, Associate Professor at the University of Texas at Austin and a specialist in the politics of race,<strong> </strong>and Professor Kurt Barling, a BBC special correspondent.</p>
<p>NILE is the brainchild of two alumni of the 2013 German Marshall Fund’s (GMF) Transatlantic Inclusion Leaders Network (TILN) – 35-year-old Gabriele Gün Tank, Commissioner for Integration in Berlin Tempelhof-Schöneberg, and 28-year-old researcher and social activist Daniel Gyamerah, head of Each One Teach One (EATO), a black literature and media project in Berlin.</p>
<p>&#8220;Democracy needs strong, well-networked minorities. When you look around Germany, from parliament to media, public and private sectors, well it&#8217;s still pretty white, there&#8217;s a lot of work to be done,&#8221; Tank told a GMF alumni reception.</p>
<p>NILE was set up through collaboration with NGOs, top institutions including federal ministries and assistance from the influential Heinrich-Böll Foundation which is affiliated with the Green Party, the U.S. embassy and the Eberhard-Schultz-Stiftung (Foundation for Human Rights and Participation).<strong>  </strong></p>
<p>&#8220;We are moving forward with inclusive governance, inclusion best practices and empowerment training,&#8221; said Tank.  “This is of critical importance if we are to bridge the migration gap for a fairer, social and political representation of minorities at all levels.&#8221;</p>
<p><strong>Engaging young Muslims within a climate of hostility</strong></p>
<p>Mersiha Hadziabdic, aged 25, said that she joined the NILE initiative confident that networking and coalition building plays a crucial role in steering change relevant to her generation.</p>
<p>Born in Sarajevo, Bosnia, she came to Berlin as a three-year-old refugee when her family fled the <a href="http://en.wikipedia.org/wiki/Prijedor_massacre">Prijedor massacre</a>, one of the worse war crimes along with the <a href="http://en.wikipedia.org/wiki/Srebrenica_massacre">Srebrenica genocide</a> perpetrated by the Serbian political and military leadership’s ethnic-cleansing drive, which killed 14,000 civilians.</p>
<p>&#8220;My background means a lot to me, and for this reason I am involved with the Bosnian community in Berlin, my home town,&#8221; she told IPS.</p>
<p>Wearing a headscarf in Berlin, Mersiha is often mistaken for a Turkish woman, with its attendant stereotypes of submissiveness and low expectations.</p>
<p>But, like 25-year-old Soufeina Hamed, a Tunisian-born graduate in intercultural psychology from the University of Osnabrück, who is active in Zahnräder Netzwerker, an incubator for Muslim social entrepreneurship, Mersiha is an internet savvy and project team member of JUMA (Young Active and Muslim), which offers management, rhetoric and media skills training to young German Muslims.</p>
<p>”I see myself as part and process of this vibrant, committed and capable Muslim youth which has something important to contribute and wants to be involved in the conversation,&#8221; she said.</p>
<p>Just like Ozan Keskinkilic, an MA student in international relations from a Turkish-Arab background who is active in the Muslim-Jewish Conference (MJC) for peaceful inter-religious dialogue, she noted that this conversation involves engaging in a climate of anti-migrant and refugee hostility.</p>
<p>That hostility is currently finding expression in populist rallies, such as the <a href="http://www.theguardian.com/world/2014/dec/15/dresden-police-pegida-germany-far-right">Dresden march</a> on Dec. 8, where 15,000 anti-immigrant protesters, mostly from PEGIDA (Patriotic Europeans Against the Islamisation of the West), marched to the former 1989 freedom rallying cry of “Wir Sind das Volk” (We are the People).</p>
<p>Young, talented and ambitious, Mersiha, Soufeina and Ozan are part of Germany&#8217;s four million Muslims residents and citizens, about five percent of the country’s population, of whom 45 percent have German citizenship.</p>
<p>According to the Verfassungsschutz, Germany’s intelligence agency, approximately 250,000 Muslims live in Berlin, 73 percent of whom are of Turkish background and one-third of whom have German citizenship. They belong to that population sector whose qualifications and skills are raising inclusion and access expectations which demand more level playing fields.</p>
<p><strong>Creating a critical mass for change</strong></p>
<p>The NILE initiative aims to channel personal issues relating to emotional damage inflicted by racism, discrimination or the traumas of fleeing from conflict zones into a process of empowerment towards common, personal and professional goals.</p>
<p>Empowerment and leadership tools are taught as means of engaging with the world as it is, gaining an understanding that ‘persons of color’ are neither powerless nor invisible.</p>
<p>Kurt Barling, who has carved a role of influence for himself by exposing stories which shape communities but too often remain hidden by a majority oblivious to the perspectives of others, had a clear mentoring message:</p>

<p>“Take control, shape your narratives with the new digital space available and build trust relationships with the authorities to change how the media frames and reflects our communities and our issues.&#8221;</p>
<p>Participants learned to be part of a critical mass for change, a &#8220;majority complex&#8221;, to build strategic coalitions to reduce marginalisation, reframe the migration debate as a socio-economic asset, and challenge discrimination and racism with the tools provided by human rights instruments such as the Committee on the Elimination of Racial Discrimination (CERD), a monitoring body of the Convention on the Elimination of All Forms of Racial Discrimination (ICERD).</p>
<p>&#8220;Freedom of speech definitely stops at racial slander and incitement,&#8221; explained Kwesi Aikins, “and you can challenge that in the courts. Even human rights education is a human right.&#8221;</p>
<p>&#8220;Martin Luther King did not just have a dream, he had a plan,&#8221; said Simon Woolley of Operation Black Vote (UK). Woolley was invited by NILE to explain to the young participants how they can take advantage of the torch handed to them all the way back from the civil rights movement, including harnessing their own electoral muscle because the black vote counts. “The bottom line,” he said, “is that power talks to power”.</p>
<p>NILE workshop participants agreed that the challenge facing young leaders is to find their role within the constraints of conflicting choices on offer between blending, assertiveness and the tiring fight for a fair share.</p>
<p>Maria-Jose Munoz a native of Bolivia, whose research interests focus on the Madera river energy complex on the Bolivia-Brazil border, knows she has an uphill struggle ahead of her – emerging in a white, male-dominated energy policy field.</p>
<p>Wrapping up her experience at NILE, she said: &#8220;We are all just looking for belonging and a way to engage in a personal and public dialogue, building bridges between our often conflicting identities.&#8221;</p>
<p>“As minority communities, we often find a blocked path towards common goals. NILE helped me understand that I can be strong and that, by coalescing with others, I can tear down these walls.”</p>

<p><a href="http://www.who.int/nutrition/topics/WHO_FAO_announce_ICN2/en/index1.html">According to</a> the Food and Agriculture Organisation (FAO) and the World Health Organization (WHO), the <a href="http://www.un.org/apps/news/story.asp?NewsID=42304#.VHTE2vldWSo">launch</a> of the “Zero Hunger Challenge” by U.N. Secretary-General Ban Ki-moon in June 2012 opened the way for new stakeholders to work together in tackling malnutrition.</p>
<p>These new stakeholders include civil society organisations and their presence was felt at the Second International Conference on Nutrition (ICN2) held from Nov. 19 to 21 in Rome."Malnutrition can only be addressed “in the context of vibrant and flourishing local food systems that are deeply ecologically rooted, environmentally sound and culturally and socially appropriate … food sovereignty is a fundamental precondition to ensure food security and guarantee the human right to adequate food and nutrition” – Declaration of the Civil Society Organisations’ Forum to ICN2 <br /><font size="1"></font></p>
<p>More than half of the world’s population is adversely affected by malnutrition <a href="http://www.fao.org/about/meetings/icn2/background/en/">according to</a> FAO. Worldwide, 200 million children suffer from under-nutrition while two billion women and children suffer from anaemia and other types of nutrition deficiencies.</p>
<p>Addressing ICN2, FAO Director-General José Graziano da Silva said that “the time is now for bold action to shoulder the challenge of Zero Hunger and ensure adequate nutrition for all.” More than 20 years after the first Conference on Nutrition (ICN), held in 1992, ICN2 marked “the beginning of our renewed effort,” he added.</p>
<p>But the difference this time was that the private sector and civil society organisations were included in ICN2 and the process leading to it, from web consultations and pre-conference events to roundtables, plenary and side events.</p>
<p>“This civil society meeting is historical,” said Flavio Valente, Secretary-General of <a href="http://www.fian.org/">FIAN International</a>, an organisation advocating for the right to adequate food. “It is the first time that civil society constituencies have worked with FAO, WHO and the Committee on World Food Security (CFS) to discuss nutrition.”</p>
<p>This gave the opportunity to social movements, “including a vast array of stakeholders such as peasants, fisherfolk, indigenous peoples, women, pastoralists, landless people and urban poor to have their voices heard and be able to discuss with NGOs, academics and nutritionists,” Valente explained.</p>
<p>According to a <a href="http://www.fao.org/3/a-i3994e.pdf">Concept Note</a> on the participation of non-State actors in ICN2, evidence shows that encouraging participants enables greater transparency, inclusion and plurality in policy discussion, which leads to a greater sense of ownership and consensus.</p>
<p>As such, “the preparation for the ICN2 was a first step in building alliances between civil society organisations (CSOs)  and social movements involved in working with food, nutrition, health and agriculture,” Valente told IPS.</p>
<p>This means that “governments have already started to listen to our joint demands and proposals, in particular those related to the governance of food and nutrition,” he explained.</p>
<p>A powerful <a href="http://www.fian.org/fileadmin/media/publications/CSO_Forum_Declaration_-FINAL_20141121_e.pdf">Declaration</a> submitted by the CSO Forum on the final day of ICN2 called for a commitment to “developing a coherent, accountable and participatory governance mechanism, safeguarded against undue corporate influence … based on principles of human rights, social justice, transparency and democracy, and directly engaging civil society, in particular the populations and communities which are most affected by different forms of malnutrition.”</p>
<p>According to Valente, malnutrition is the result of political decisions and public policies that do not guarantee the human right to adequate food and nutrition.</p>
<p>In this context, the CSOs stated that “food is the expression of values, cultures, social relations and people’s self-determination, and … the act of feeding oneself and others embodies our sovereignty, ownership and empowerment.”</p>
<p>Malnutrition, they said, can only be addressed “in the context of vibrant and flourishing local food systems that are deeply ecologically rooted, environmentally sound and culturally and socially appropriate. We are convinced that food sovereignty is a fundamental precondition to ensure food security and guarantee the human right to adequate food and nutrition.”</p>
<p>At a high-level meeting in April last year on the United Nations&#8217; vision for a post-2015 strategy against world hunger, the FAO Director-General said that since the world produces enough food to feed everyone, emphasis needs to be placed on access to food and to adequate nutrition at the local level. &#8220;We need food systems to be more efficient and equitable,&#8221; he said.</p>
<p>However, Valente told IPS that CSOs believe that one of the main obstacles to making progress in terms of addressing nutrition-related problems “has been the refusal of States to recognise several of the root causes of malnutrition in all its forms.”</p>
<p>“This makes it very difficult to elaborate global and national public policies that effectively tackle the structural issues and therefore could be able to not only treat but also prevent new cases of malnutrition.”</p>
<p>What needs to be addressed, he said, are not only the “symptoms of malnutrition”, but also resource grabbing, the unsustainable dominant food system, the agro-industrial model and bilateral and multilateral trade agreements that significantly limit the policy space of national governments on food and nutrition-related issues.</p>
<p>But, <a href="http://www.fian.org/fileadmin/media/publications/ICN_2_cso_Forum_Openiing_remarksfinal.pdf">according to</a> Valente, “things are changing” – civil society organisations have organised around food and nutrition issues, the food sovereignty movement has grown in resistance since the 1980s and societies are now demanding action from their governments in an organised way.</p>

Credit : Jeffrey Moyo/IPS </p></font></p><p>By Jeffrey Moyo<br />HARARE, Nov 26 2014 (IPS) </p><p>With the ruling Zimbabwe Africa National Union Patriotic Front party in Zimbabwe seized with internal conflicts, attention to key development areas here have shifted despite the imminent end of December 2015 deadline for global attainment of the U.N. Millennium Development Goals (MDGs).<span id="more-137970"></span></p>
<p>The eight MDGs targeted to be achieved by 31 December 2015 form a blueprint agreed to by all the world’s countries and the world’s leading development institutions.“Every development area is at a standstill here as ZANU-PF politicians are scrambling to succeed the aged Mugabe here and they have apparently forgotten about all the MDGs that the country also needs to attain before the 2015 deadline” – Agrippa Chiwawa, an independent development expert<br /><font size="1"></font></p>
<p>But, caught up in the succession fight among ruling party politicians as the country’s 90-year old President Robert Mugabe – who has ruled this Southern African nation for the last 34 years – reportedly  battles ill health ahead of the party’s elective congress in December, development experts say the Zimbabwean government has apparently shifted attention from development to party politics.</p>
<p>“Every development area is at a standstill here as Zanu-PF politicians are scrambling to succeed the aged Mugabe here and they have apparently forgotten about all the MDGs that the country also needs to attain before the 2015 deadline,” independent development expert Agrippa Chiwawa told IPS.</p>
<p>The battle to succeed Mugabe pits Justice Minister Emerson Mnangagwa and the country’s Vice-President Joice Mujuru, who is currently receiving a battering from the former’s faction which has won sympathy from the country’s first family, with First Lady Grace Mugabe venomously calling for the immediate resignation of Mujuru before the ZANU-PF congress.</p>
<p>Chiwawa told IPS that despite the government having contained recent strikes by medical doctors here through appeasing them by reviewing their salaries, the public health sector is in a state of decay amid acute shortages of treatment drugs.</p>
<p>Elmond Bandauko, an independent political analyst, agrees with Chiwawa. “Internal fights within the ZANU-PF party are stumbling blocks to national, social and economic prosperity; the ZANU-PF government is concentrating on its party succession battles as the economy is on its knees and there is no projected solution to the economic woes the country faces at the moment,” he told IPS.</p>

<p>“Policy makers from the ZANU-PF government, who are supposed to be holding debates and parliamentary sessions and special meetings on how to move the country forward, are wasting time on political tiffs that do not save the interests of ordinary Zimbabweans,” Bandauko added.</p>
<p>Even the country’s education system has not been spared by the ruling party political milieu, according to educationists here.</p>
<p>“Nobody is talking about revamping the education system here as government officials responsible are busy consolidating their powers in the ruling party while national examinations are fast losing credibility amid leakages of exam papers before they are written, subsequently tarnishing the image of our country’s quality of education,” a top government official in the Ministry of Education told IPS on the condition of anonymity, fearing victimisation.</p>
<p>Even the country’s ordinary subsistence farmers, like Edson Ngulube from Masvingo Province in Mwenezi district, are feeling the pinch of the failure of politicians. “We can’t beat hunger and poverty without support from government with farming inputs,” Ngulube told IPS.</p>
<p>Yet for many Zimbabweans like Ngulube, reaching the MDGs offers the means to a better life – a life with access to adequate food and income.</p>
<p>Burdened with over half of its population starving, based on one of the U.N. MDGs, Zimbabwe nevertheless committed itself to eradicating hunger by 2015. But, with the Zanu-PF government deeply engrossed in tense power wrangles to succeed Mugabe, Zimbabwe may be way off the mark for reaching this target.</p>
<p>In addition, in September, the Food and Agriculture Organisation (FAO) sub-regional coordinator for Southern Africa, David Phiri went on record as saying that Zimbabwe could fail to meet the target to eradicating hunger by 2015 owing to conflict and natural disasters.</p>
<p>Zimbabwe’s 2012 National Census showed that more than two-thirds of Zimbabwe’s 13 million people live in rural areas and, according to the World Food Programme (WFP), this year about 25 percent of them need food aid or they will starve, and between now and 2015, 2.2 million Zimbabweans will need food support.</p>
<p>Zimbabwe’s Agriculture Minister Joseph Made is, however, confident the country is set to end hunger before the 2015 deadline. “We have land and we have hardworking people utilising land and for us there is no reason to doubt that by 2015 we would have eradicated hunger,” Made told IPS.</p>
<p>Claris Madhuku, director for the Platform for Youth Development (PYD), a democracy lobby group in Zimbabwe, perceive things rather differently.</p>
<p>“What actuates Zimbabwe’s failure to attaining MDGs is the on-going governance crisis, a result of the ruling ZANU-PF party’s internal wars to succeed the party’s nonagenarian President, which have not made development any easier,” Madhuku told IPS.</p>
<p>According to the PYD leader, in order for Zimbabwe to experience magnificent development, “the ruling party has to try and get its politics right.”</p>
<p>But with Zimbabwean President Mugabe apparently clinging to the helm of the country’s ruling party with renewed tenacity, it remains to be seen whether or not real development will ever touch the country’s soils.</p>

It will probably end up being paralysed by internal conflicts, which is the last thing it needs.<span id="more-137313"></span></p>
<p>During the Commission presided over by José Manuel Barroso (2004-2014), Europe has become more and more marginal in the international arena, bogged down by the internal division between the North and the South of Europe.</p>

<p>We are going back to a new Thirty Years’ War – which took place nearly five centuries ago – between Catholics and Protestants. Catholics are considered profligate spenders, and there is a moral approach to economics from the Protestant side.</p>
<p>The Germans, for example, have transformed debt into a financial &#8220;sin&#8221;.  The large majority of Germans support the stern position of their government that fiscal sacrifice is the only way to salvation, and the looming economic slowdown will only strengthen that feeling. As a result, the handling of Europe’s internal governance crisis has largely pushed Europe to the side lines of the world.</p>
<p>It is a mystery why it is in the interests of Europe to push Russia into a structural alliance with China and, in such a fragile moment, inflict on itself losses of trade and investment with Russia which could reach 40 billion euro next year.“We are going back to a new Thirty Years’ War – which took place nearly five centuries ago – between Catholics and Protestants. <p>The <a href="http://www.foreignaffairs.com/articles/141769/john-j-mearsheimer/why-the-ukraine-crisis-is-the-wests-fault">latest issue</a> of the prestigious Foreign Affairs magazine – the bible of the U.S. elite – carries a long and detailed article on “Why the Ukraine Crisis is the West’s Fault” by Chicago academic John J. Mearsheimer, who documents how the offer to Ukraine to join the North Atlantic Treaty Organisation (NATO) was the last of a number of hostile steps that pushed Russian President Vladimir Putin to stop a clear process of encroachment.</p>
<p>Mearsheimer wonders how all this was in the long term interests of the United States, beyond some small circles, and why Europe followed. But politics now has only a short-term horizon, and priorities are becoming conditioned by that approach.</p>
<p>A good example is how European states (with the exception of the Nordic states), have been slashing their international cooperation budgets. Not only have Spain, Italy and Portugal – and of course Greece – practically eliminated their official development assistance (ODA) budgets, but France, Belgium and Austria have also been following suit. Meanwhile China has been investing heavily in Africa, Latin America and, of course, Asia where the term ‘cooperation’ would not be the most appropriate.</p>
<p>But the best example of Europe’s inability to be in sync with reality is the last cut in the Erasmus programme, which sends tens of thousands of students every year to another European country. Has it been overlooked that one million babies have been born to couples who met during their Erasmus scholarships, and that this programme is being cut at a moment when anti-Europe parties are sprouting everywhere?</p>
<p>In fact, education – and especially culture (and medical assistance) – are under a continuous reduction in spending. As Giulio Tremonti, Finance Minister under Italian Prime Minister Silvio Berlusconi, famously said, “you don’t eat with culture”.</p>
<p>The per capita budget for culture in southern Europe is now one-seventh that of northern Europe. Italy, which according to UNESCO holds 50 percent of Europe’s cultural heritage, has just decided in its latest budget to open up 100 jobs in the archaeological field with a gross monthly salary of 430 euro. In today’s market, this is half what a maid receives for 20 hours of work a week.</p>
<p>Italian politicians do not say so explicitly, but they believe that there is already such rich heritage that there is no need for further investment and, anyhow, the tourists continue to arrive. The budget for all Italian museums is close to the budget of the New York Metropolitan Museum … in the real world, this is like somebody who wants to live by showing the mummified body of his great grandmother for the price of a ticket!</p>
<p>It can be said that, in a moment of crisis, the budget for culture can be frozen because there are more urgent needs. But no need is more urgent than to keep Europe running in the international competition in order to ensure a future for its citizens. And yet, the budget for research and development, which is essential for staying in the race, is also being cut year by year.</p>
<p>Let us look at the situation since 2009. Spain has reduced investment in R&amp;D by 40 percent, which has led to a 40 percent cut in financing for projects and a 30 percent cut in human resources. Italian universities have witnessed a total cut of 20 percent in spending which has meant a reduction of 80 percent in hiring and 100% in projects, while 40 percent of PhD courses have disappeared.</p>
<p>France has cut hiring in centres of research by 25 percent and in universities by 20 percent. Less than 10 percent of demand for projects receives financing because funds are no longer available.</p>
<p>Greece has cut budget for centres of research and universities by 50 percent since 2011, and has frozen the hiring of any new researchers.</p>
<p>In the same period in Portugal, universities and research centres have suffered a cut of 50 percent, the number of scholarships for PhDs has been cut by 40 percent and post-doctoral courses by 65 percent.</p>
<p>It is important to recall that the <a href="http://en.wikipedia.org/wiki/Lisbon_Strategy">Lisbon Strategy</a>, the action programme for jobs and growth adopted in 2000,  aimed to  make the European Union &#8220;the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion&#8221; by 2010. Not only were most of its objectives not achieved in 2010, but Europe continues to slide backwards. The Lisbon Strategy had set 3 percent of GNP for R&amp;D, but southern Europe is now below 1.5 percent.</p>
<p>A notable exception is the United Kingdom. The current government, which works in strong synchronicity with the City and its industrial constituency, has funded a 6 billion euro “Innovation and Research Strategy for Growth” plan to the applause of the private sector.</p>
<p>China is steadily increasing steadily its R&amp;D budget, which is now 3 percent (what the Lisbon Strategy had set for Europe), but it aims to reach 6 percent of GNP by 2020 and, in just seven years, China has become the largest producer of solar energy, bankrupting several U.S. and European companies.</p>
<p>Is cutting Europe’s future in international competition really in the interests of Germany? Or it is that politics are losing the view of the forest while they discuss how many trees to cut, to reach a compromise between the Catholics and the Protestants?</p>
<p>We are now making of economics a moral science, which makes of Europe an unusual world. (END/IPS COLUMNIST SERVICE)</p>

			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">In this column, Shyam Saran, former Indian Foreign Secretary and currently Chairman of India’s National Security Advisory Board, argues that the new financial institutions put in place by the BRICS countries at their recent summit in Brazil will alter the global financial landscape irreversibly.</p></font></p><p>By Shyam Saran<br />NEW DELHI, Jul 23 2014 (IPS) </p><p>The sixth BRICS Summit which has just ended in Brazil marks the transition of a grouping based hitherto on shared concerns to one based on shared interests.<span id="more-135688"></span></p>
<p>Since the inception of BRICS (bringing together Brazil, Russia, India, China and South Africa) in 2009, it has been seen as a mainly flag waving exercise by a group of influential emerging economies, with little in terms of convergent interest other than signalling their strong dissatisfaction over persistent Western dominance of the world economic, financial as well as security order, but unable to fashion credible alternative governance structures themselves.</p>
<p>However, with the Fortaleza Summit finally announcing the much awaited establishment of the New Development Bank (NDB) with a 50 billion dollar subscribed capital and a Contingency Reserve Arrangement (CRA) of 100 billion dollars, the monopoly status and role of the Bretton Woods institutions – the World Bank and the International Monetary Fund (IMF) – stand broken.</p>

<p>True, it may take the NDB and the CRA considerable time and experience to evolve into credible international financial institutions but that clearly is the intent.</p>
<p>BRICS leaders have kept the door open for other stakeholders, but will retain at least a 55 percent equity share. They have also been careful to declare that these new institutions will supplement the activities of the World Bank and the IMF, and this has also been the initial response from the latter.</p>
<p>Nevertheless, the emergence of an alternative source of financing with norms different from those followed by the established institutions will alter the global financial landscape irreversibly.</p>
<p>It may be noted for the future that the one component of the global financial infrastructure where Western companies still remain supreme is the insurance and reinsurance sector. Global trade flows, in particular energy flows are almost invariably insured by a handful of Western companies which also determine risk factors and premiums.</p>
<p>In Brazil, the BRICS countries have given notice that they will examine the prospect of pooling their capacities in this sector. A more competitive situation in this sector can only be a positive development for developing countries.“The emergence of an alternative source of financing [BRICS Bank] with norms different from those followed by the established institutions will alter the global financial landscape irreversibly”<br /><font size="1"></font></p>
<p>The BRICS initiatives were born out of mounting frustration among emerging countries that even a modest restructuring of the governing structures of the Bretton Woods institutions, to reflect their growing economic profile, was being resisted. The commitment made in 2010 at the G20 to enlarge their stake in the IMF remains unfulfilled while the restructuring of the World Bank is yet to be taken up.</p>
<p>The longer the delay in such restructuring, the more rapid the consolidation of the new BRICS institutions is likely to be. It is this factor which played a role in helping resolve some of the differences among the BRICS countries over the structure and governance of these proposed institutions.</p>
<p>The setting up of the BRICS institutions owed a great deal to the energy and push displayed by China. It is doubtful that the proposals would have been actualised had China not put its full weight behind them and showed a readiness to accommodate other member countries, in particular India. Russia became more enthusiastic after being drummed out of the G8 and subjected to Western sanctions.</p>
<p>Chinese activism on this score must be seen in the context of other parallel developments in which China has also been the prime mover and sometimes the initiator. These are:</p>
<p>1. The proposal for setting up an Asian Infrastructure Investment Bank (AIIB) to fund infrastructure and connectivity projects in Asia, in particular, those which would help revive the maritime and land “Silk Routes” linking China with both its eastern and western flanks. The parallel with the NDB is hard to miss.</p>
<p>2. The consolidation of the Chiang Mai Initiative Multilateralisation (CMIM) and the associated Asian Multilateral Research Organisation (AMRO) among the Association of Southeast Asian Nations (ASEAN) + 3 (China, Japan and the Republic of Korea). The CMIM is now a 240 billion dollar financing facility to help member countries deal with balance of payments difficulties. This is similar to the 100 billion dollar CRA set up by BRICS.</p>
<p>AMRO has evolved into a mechanism for macro-economic surveillance of member countries and provides a benchmark for their economic health and performance. This would enable sound lending policies and may very well be linked in future to the AIIB. The CMIM and the AMRO thus provide building blocks which could serve as the template for the NDB, the CRA and the AIIB.</p>
<p>3. In addition to the CMIM and the AMRO, there are ongoing initiatives within ASEAN + 3 to develop a truly Asian Bond Market which could mobilise regional savings into regional investments through local currency bonds. To support this initiative, a regional Credit Guarantee and Investment Facility has been established. A Regional Settlement Intermediary is proposed to facilitate cross-border multi-currency transfers.</p>
<p>These developments are taking place just when there is a rapidly growing Chinese yuan-denominated bond market, the so-called dim-sum bonds, which have become an important source of corporate financing. This reduces the dependence on euro and U.S. dollar-denominated bonds. The NDB could tap into this market to build up its own finances.</p>
<p>It is important to keep in mind this broader picture in assessing the significance of the decisions taken at the Fortaleza Summit. In systematically pursuing a number of parallel initiatives, China is attempting to create an alternative financial infrastructure which would have it in the lead role. The dilemma for other emerging countries is that there appear to be no credible alternatives, especially since the Western countries are unwilling to cede any enhanced role to them.</p>
<p>The Fortaleza Summit marks the beginning of the end of the post-Second World War Western dominance of the global economic and financial order. The existing institutions will now have to share space with the new entrants and may be compelled to adjust their norms to compete with the latter.</p>
<p>The prime mover behind the establishment of a rival network of financial institutions is China, whose global profile and influence is likely to increase as the various building blocks it has put in place come together to shape a new global financial architecture. This is still in the future but the trend is unmistakable. (END/IPS COLUMNIST SERVICE)</p>

			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">In this column, Yilmaz Akyuz, chief economist of the South Centre in Geneva, argues that in recent years developing countries have lost steam as recovery in advanced economies has remained weak or absent due to the fading effect of counter-cyclical policies and the narrowing of policy space, and he recommends measures to reduce the external financial vulnerability of the South.</p></font></p><p>By Yilmaz Akyüz<br />GENEVA, Jul 16 2014 (IPS) </p><p>Since the onset of the crisis, the South Centre has argued that policy responses to the crisis by the European Union and the United States has suffered from serious shortcomings that would delay recovery and entail unnecessary losses of income and jobs, and also endanger future growth and stability. <span id="more-135587"></span></p>
<p>Despite cautious optimism from the International Monetary Fund (IMF), the world economy is not in good shape. Six years into the crisis, the United States has not fully recovered, the Euro zone has barely started recovering, and developing countries are losing steam. There is fear that the crisis is moving to developing countries.</p>

<p>There is concern in regard to the longer-term prospects for three main reasons.</p>
<p>First, the crisis and policy response aggravated systemic problems, whereby inequality has widened. Inequality is no longer only a social problem, but also presents a macroeconomic problem. Inequality is holding back growth and creating temptation to rely on financial bubbles once again in order to generate spending.</p>
<p>Second, global trade imbalances have been redistributed at the expense of developing countries, whereby the Euro zone especially Germany has become a deadweight on global expansion.</p>
<p>Third, systemic financial instability remains unaddressed, despite the initial enthusiasm in terms of reform of governance of international finance, and in addition new fragilities have been added due to the ultra-easy monetary policy.“The external financial vulnerability of the South is linked to developing countries’ integration in global financial markets and the significant liberalisation of external finance and capital accounts in these countries” – Yilmaz Akyuz<br /><font size="1"></font></p>
<p>The policy response to the crisis has been an inconsistent policy mix, including fiscal austerity and an ultra-easy monetary policy. While the crisis was created by finance, the solution was still sought through finance. Countries focused on a search for a finance-driven boom in private spending via asset price bubbles and credit expansion. Fiscal policy has been invariably tight.</p>
<p>The ultra-easy monetary policy created over one trillion dollars in fiscal benefits in the United States – which was more than the initial fiscal stimulus; the entire initial fiscal stimulus was limited to 800 billion dollars.</p>
<p>There was reluctance to remove debt overhang through comprehensive restructuring (i.e. for mortgages in the United States and sovereign and bank debt in the European Union). Thus, the focus was on bailing out creditors.</p>
<p>There was also reluctance to remove mortgage overhang and no attempt to tax the rich and support the poor, particularly in the United Kingdom and the United States – where marginal tax rates are low compared with continental Europe. There has been resistance against permanent monetisation of public deficits and debt, which does not pose more dangers for prices and financial stability than the ultra-easy monetary policy.</p>
<p>The situation in the United States has been better than in other advanced economies. The United States dealt with the financial but not with the economic crisis, whereby recovery has been slow due to fiscal drag and debt overhang. And employment is not expected to return to pre-crisis levels before 2018.</p>
<p>As for the Euro zone, Japan and the United Kingdom, all have had second or third dips since 2008. None of them have restored pre-crisis incomes and jobs.</p>
<p>Meanwhile, trade imbalances have not been removed, but redistributed. East Asian surplus has dropped sharply and Latin America and sub-Saharan Africa have moved to large deficits. Developing countries’ surplus has fallen from 720 billion dollars to 260 billion dollars. On the contrary, advanced economies have moved from deficit to surplus, whereby U.S. deficits have fallen and the Euro zone has moved from a 100 billion dollars deficit to a 300 billion dollars surplus.</p>
<p>As tapering comes to an end and the U.S. Federal Reserve stops buying further assets, the attention will be turned to the question of exit, normalisation and the expectations of increased instability of financial markets for both the United States and the emerging economies.</p>
<p>This exit will also create fiscal problems for the United States because, as bonds held by the Federal Reserve mature and quantitative easing ends, long-term interest rates will rise and the fiscal benefits of the ultra-easy monetary policy would be reversed.</p>
<p>Developing countries lost steam as recovery in advanced economies remained weak or absent due to the fading effect of counter-cyclical policies and the narrowing of policy space. China could not keep on investing and doing the same thing. Another factor contributing to the change of context in developing countries has been the weakened capital inflows that became highly unstable with the deepening of the Euro zone crisis and then Federal Reserve tapering. Several emerging economies have been under stress as markets are pricing-in normalisation of monetary policy even before it has started.</p>
<p>The external financial vulnerability of the South is linked to developing countries’ integration in global financial markets and the significant liberalisation of external finance and capital accounts in these countries. These include opening up securities markets, private borrowing abroad, resident outflows, and opening up to foreign banks. While developing countries did not manage capital flows adequately, the IMF did not provide support in this area, tolerating capital controls only as a last resort and on a temporary basis.</p>
<p>Several deficit developing countries with asset, credit and spending bubbles are particularly vulnerable.  Countries with strong foreign reserves and current account positions would not be insulated from shocks, as seen after the Lehman crisis. When a country is integrated in the international financial system, it will feel the shock one way or another, although those countries with deficits remain more vulnerable.</p>
<p>In regard to policy responses in the case of a renewed turmoil, it is convenient to avoid business-as-usual, including using reserves and borrowing from the IMF or advanced economies to finance large outflows. The IMF lends, not to revive the economy but to keep stable the debt levels and avoid default. It is also inconvenient to adjust through retrenching and austerity.</p>
<p>Ways should be found to bail-in foreign investors and lenders, and use exchange controls and temporary debt standstills. In this sense, the IMF should support such approaches through lending into arrears.</p>
<p>More importantly, the U.S. Federal Reserve is responsible for the emergence of this situation and should take on its responsibility and act as a lender of last resort to emerging economies, through swaps or buying bonds as and when needed. These are not necessarily more toxic than the bonds issued at the time of subprime crisis. The United States has much at stake in the stability of emerging economies. (END/IPS COLUMNIST SERVICE)</p>
