			<content:encoded><![CDATA[<p>By Gareth Porter<br />WASHINGTON, Aug 7 2013 (IPS) </p><p>Argentine prosecutor Alberto Nisman based his 2006 warrant for the arrest of top Iranian officials in the bombing of a Jewish community centre in Buenos Aires in 1994 on the claims of representatives of the armed Iranian opposition Mujahedin E Khalq (MEK), the full text of the document reveals.<span id="more-126330"></span></p>
<p>The central piece of evidence cited in Nisman’s original 900-page arrest warrant against seven senior Iranian leaders is an alleged Aug. 14, 1993 meeting of top Iranian leaders, including both Supreme Leader Ali Khamenei and then president Hashemi Rafsanjani, at which Nisman claims the official decision was made to go ahead with the planning of the bombing of the Argentine Israelite Mutual Association (AMIA).</p>
<p>But the document, recently available in English for the first time, shows that his only sources for the claim were representatives of the MEK or People’s Mujahideen of Iran. The MEK has an unsavoury history of terrorist bombings against civilian targets in Iran, as well as of serving as an Iraq-based mercenary army for Saddam Hussein’s forces during the Iran-Iraq War.</p>
<p>The organisation was removed from the U.S. State Department’s list of terrorist groups last year after a campaign by prominent former U.S. officials who had gotten large payments from pro-MEK groups and individuals to call for its “delisting”.</p>
<p>Nisman’s rambling and repetitious report cites statements by four members of the National Council of Resistance of Iran (NCRI), which is the political arm of the MEK, as the sources for the charge that Iran decided on the AMIA bombing in August 1993.</p>
<p>The primary source is Reza Zakeri Kouchaksaraee, president of the Security and Intelligence Committee of the NCRI. The report quotes Kouchaksaraee as testifying to an Argentine Oral Court in 2003, “The decision was made by the Supreme National Security Council at a meeting that was held on 14 August, 1993. This meeting lasted only two hours from 4:30 to 6:30 pm.”</p>
<p>Nisman also quotes Hadi Roshanravani, a member of the International Affairs Committee of the NCRI, who claimed to know the same exact starting time of the meeting &#8211; 4:30 pm &#8211; but gave the date as Aug. 12, 1993 rather than Aug. 14.</p>
<p>Roshanravani also claimed to know the precise agenda of the meeting. The NCRI official said that three subjects were discussed: “The progress and assessment of the Palestinian Council; the strategy of exporting fundamentalism throughout the world; and the future of Iraq.” Roshanravani said “the idea for an attack in Argentina” had been discussed “during the dialogue on the second point”.</p>
<p>The NCRI/MEK was claiming that the Rafsanjani government had decided on a terrorist bombing of a Jewish community centre in Argentina as part of a policy of “exporting fundamentalism throughout the world”.</p>
<p>But that MEK propaganda line about the Iranian regime was contradicted by the U.S. intelligence assessment at the time. In its National Intelligence Estimate 34-91 on Iranian foreign policy, completed on Oct. 17, 1991, U.S. intelligence concluded that Rafsanjani had been “gradually turning away from the revolutionary excesses of the past decade…toward more conventional behavior” since taking over as president in 1989.</p>
<p>Ali Reza Ahmadi and Hamid Reza Eshagi, identified as “defectors” who were affiliated with NCRI, offered further corroboration of the testimony by the leading NCRI officials. Ahmadi was said by Nisman to have worked as an Iranian foreign service officer from 1981 to 1985. Eshagi is not otherwise identified.</p>
<p>Nisman quotes Ahmadi and Eshagi, who made only joint statements, as saying, “It was during a meeting held at 4:30 pm in August 1993 that the Supreme National Security Council decided to carry out activities in Argentina.”</p>
<p>Nisman does not cite any non-MEK source as claiming such a meeting took place. He cites court testimony by Abolghassem Mesbahi, a “defector” who had not worked for the Iranian intelligence agency since 1985, according to his own account, but only to the effect that the Iranian government made the decision on AMIA sometime in 1993. Mesbahi offered no evidence to support the claim.</p>
<p>Nisman repeatedly cites the same four NCRI members to document the alleged participation of each of the seven senior Iranians for whom he requested arrest warrants. A review of the entire document shows that Kouchaksaraee is cited by Nisman 29 times, Roshanravani 16 times and Ahmadi and Eshagi 16 times, always together making the same statement for a total of 61 references to their testimony.</p>
<p>Nisman cited no evidence or reason to believe that any of the MEK members were in a position to have known about such a high-level Iranian meeting. Although MEK propaganda has long claimed access to secrets, their information has been at best from low-level functionaries in the regime.</p>
<p>In using the testimony of the most violent opponents of the Iranian regime to accuse the most senior Iranian officials of having decided on the AMIA terrorist bombing, Nisman sought to deny the obvious political aim of all MEK information output of building support in the United States and Europe for the overthrow of the Iranian regime.</p>
<p>“The fact that the individuals are opponents of the Iranian regime does not detract in the least from the significance of their statements,” Nisman declared.</p>
<p>In an effort to lend the group’s testimony credibility, Nisman described their statements as being made “with honesty and rigor in a manner that respects nuances and details while still maintaining a sense of the larger picture&#8221;.</p>
<p>The MEK witnesses, Nisman wrote, could be trusted as “completely truthful”.</p>
<p>The record of MEK officials over the years, however, has been one of putting out one communiqué after another that contained information about alleged covert Iranian work on nuclear, chemical and biological weapons, nearly all of which turned out to be false when they were investigated by the International Atomic Energy Agency (IAEA).</p>
<p>The only significant exception to the MEK’s overall record of false information on the Iranian nuclear programme was its discovery of Iran’s Natanz enrichment facility and its Arak heavy water facility in August 2002.</p>
<p>But even in that case, the MEK official who announced the Natanz discovery, U.S. representative Alireza Jafarzadeh, incorrectly identified it as a “fuel fabrication facility” rather than as an enrichment facility. He also said it was near completion, although it was actually several months from having the equipment necessary to begin enrichment.</p>
<p>Contrary to the MEK claims that it got the information on Natanz from sources in the Iranian government, moreover, the New Yorker&#8217;s Seymour Hersh reported, a “senior IAEA official” told him in 2004 that Israeli intelligence had passed their satellite intelligence on Natanz to the MEK.</p>
<p>An adviser to Reza Pahlavi, the heir to the Shah, later told journalist Connie Bruck that the information about Natanz had come from “a friendly government”, which had provided it to both the Pahlavi organisation and the MEK.</p>
<p>Nisman has long been treated in pro-Israel, anti-Iran political circles as the authoritative source on the AMIA bombing case and the broader subject of Iran and terrorism. Last May, Nisman issued a new 500-page report accusing Iran of creating terrorist networks in the Western hemisphere that builds on his indictment of Iran for the 1994 bombing.</p>
<p>But Nisman’s readiness to base the crucial accusation against Iran in the AMIA case solely on MEK sources and his denial of their obvious unreliability highlights the fact that he has been playing a political role on behalf of certain powerful interests rather than uncovering the facts.</p>

			<content:encoded><![CDATA[<p>By Yasaman Baji<br />TEHRAN, Oct 4 2012 (IPS) </p><p>Last week’s decision by the U.S. State Department to remove the Mojahedin-e Khalq (MEK) from its terrorism list has, as anticipated, led to charges by the Iranian government that the administration of President Barack Obama is hypocritical and using double standards.<span id="more-113135"></span></p>
<p>While the U.S. government has deemed the MEK’s official disavowal of violence as sufficient for removal from its terrorist list, Tehran insists the MEK has never stopped its terrorist acts inside Iranian territory.</p>
<p>That view is very much echoed by the general public as well.</p>
<p>Although MEK was part of coalition that spearheaded the downfall of the monarchy in 1979, many people continue to blame the violence and radicalism of the early years of the revolution on MEK’s decision to engage in armed resistance against the revolutionary regime.</p>
<p>But for the Iranian public, the group’s unsavoury, if not sinister reputation was sealed with its cooperation with Iraqi President Saddam Hussein during the Iran-Iraq War (1980-88).</p>
<p>MEK leader Massoud Rajavi’s flight from Iran to Iraq and the organisation’s military operations against Iran in the latter part of the war have created deep antipathy among the Iranian population, leading even many of those who supported the organisation in the early days of the revolution to hide or deny their previous links.</p>
<p>Fifty-year old Azar, who spent four years in prison in the 1980s for her support of the MEK, says that even her family shunned her after her release from prison despite her efforts to completely disassociate herself from the group.</p>
<p>“I was not taken to family gatherings because another family member was killed in a Mojahedin attack, and even my parents were worried that I had not given up on my ideas,” she told IPS.</p>
<p>The distaste for the Mojahedin is reinforced today by the widespread belief, confirmed by reports in the Western press, that it has been an instrument of the Israeli government in the assassination of Iranian nuclear scientists. In the view of Ali, who is a merchant, “they have sold themselves and are ready to even sell their mothers to gain power.”</p>
<p>Government-owned media contribute to this negative image by never mentioning the name of the organisation and simply identifying its membership as monafeqin, which means hypocrites. But even without government propaganda, the iconic photo of Rajavi shaking hands with Saddam Hussein during the Iran-Iraq War is sufficiently effective in sustaining MEK’s highly negative image.</p>
<p>Given this negative image and lack of support inside Iran, MEK’s removal from the terrorist list has puzzled many Iranians. Reza, a leftist activist in the 1980s who enlisted in the ranks of the Green Movement after the contested 2009 presidential election, thinks that the move by the United Stated is intended to further pressure Iran but worries about the impact it will have on the opposition movement.</p>
<p>“The reason people protested against Ahmadinejad’s election was because they were worried about their country,” he told IPS. “But if protests pave the way for a more dangerous path for the country and society involving the Mojahedin, then we prefer the current conditions.”</p>
<p>In addition, questions are raised for some Iranians who have always seen the United States as a progressive and democratic country. The news that many U.S. politicians have become advocates of the organisation after receiving large sums of money from MEK has shocked them. This is particularly so since most Iranians are aware of the MEK’s cult-like and undemocratic internal organisation.</p>
<p>“When in the U.S. you can buy a senator with money,” Maryam said during a recent debate among university students here, “then the claimed support for democracy and freedom is as much of a lie as Ahmadinejad’s utterances, and can always be changed with money.”</p>
<p>To this, Alireza, an economics student, added wryly, “If money is the issue, then perhaps members of the U.S. Congress can publicly announce their price to us, and we Iranians are ready to collect money and give it to them so that they would lift the economic sanctions they have imposed on us.”</p>
<p>A university professor, however, took a more serious tone, suggesting MEK’s removal from the list has led many activists and intellectuals to wonder why the United States, a country which prides itself on its support for democracy and human rights, has taken a step that so clearly weakens the democratic movement in Iran. To him, the removal has given the Islamic Republic “a useful enemy&#8221;.</p>
<p>As a mutual threat, MEK’s removal, he said, “facilitates the bringing together of a society and government that have in recent years moved apart.”</p>
<p>This sentiment was expressed in a different way by President Mahmoud Ahmadinejad, who in his press conference this week said that the MEK removal from the terrorist list “is a cause for our happiness&#8221;.</p>
<p>He said, “If we had to tell the world that the United States is the main supporter of terrorism and uses double standards in dealing with the issue, we would have to spend 500 million dollars &#8211; but now they have themselves done it for free.”</p>

Credit: Newtown graffiti/cc by 2.0</p></font></p><p>By Walter García, Jim Lobe,  and Jasmin Ramsey<br />WASHINGTON, Sep 22 2012 (IPS) </p><p>In a move certain to ratchet up already-high tensions with Iran, the administration of President Barack Obama will remove a militant anti-regime group from the State Department’s terrorism list, U.S. officials told reporters here Friday.<span id="more-112768"></span></p>
<p>The decision, which is expected to be formally announced before Oct. 1, the deadline set earlier this year by a federal court to make a determination, was in the process of being transmitted in a classified report to Congress, according to the Department’s spokeswoman, Victoria Nuland.</p>
<p>The decision came several days after some 680 members of the Mujahedeen-e-Khalq (MEK), or People’s Mojahedin, were transferred from their long-time home at Camp Ashraf in eastern Iraq close to the Iranian to a former U.S. base in at Baghdad’s airport in compliance with Washington’s demands that the group move. The transfer leaves only 200 militants at Camp Ashraf out of the roughly 3,200 who were there before the transfers began.</p>
<p>Most analysts here predicted that the administration’s decision to remove the MEK from the terrorism list would only worsen already abysmal relations with Iran and possibly make any effort to defuse the gathering crisis over its nuclear programme yet more difficult.</p>
<p>“Delisting will be seen not only by the Iranian regime, but also by most Iranian citizens, as a hostile act by the United States,” Paul Pillar, a former top CIA analyst who served as the National Intelligence Officer for the Near East and South Asia from 2000 to 2005, told IPS.<br />
“The MEK has almost no popular support within Iran, where it is despised as a group of traitors, especially given its history of joining forces with Saddam Hussein during the Iran-Iraq War,” Pillar added.</p>
<p>“Any effect of the delisting on nuclear negotiations will be negative; Tehran will read it as one more indication that the United States is interested only in hostility and pressure toward the Islamic Republic, rather than coming to terms with it.”</p>
<p>The decision followed a high-profile multi-year campaign by the group and its sympathisers that featured almost-daily demonstrations at the State Department, full-page ads in major newspapers, and the participation of former high-level U.S. officials, some of whom were paid tens of thousands of dollars to make public appearances on behalf of the MEK.</p>
<p>Officials included Obama’s first national security adviser, Gen. James Jones, former FBI chief Louis Freeh, and a number of senior officials in the George W. Bush administration, including his White House chief of staff, Andrew Card, attorney general Michael Mukasey, and former U.N. ambassador John Bolton.</p>
<p>Created in the mid-1960s by Islamo-Marxist university students, the MEK played a key role in the 1979 ouster of the Shah only to lose a bloody power struggle with the more-conservative clerical factions close to Ayatollah Ruhollah Khomeini.</p>
<p>The group went into exile; many members fled to Iraq, which they used as a base from which they mounted military and terrorist attacks inside Iran during the eight-year war between the two countries. Its forces were also reportedly used to crush popular rebellions against President Saddam Hussein that followed the 1991 Gulf War.</p>
<p>During a brief period of détente between Washington and Tehran, the administration of President Bill Clinton designated the group as a Foreign Terrorist Organisation (FTO) in 1997 based in part on its murder of several U.S. military officials and contractors in the 1970s and its part in the 1979 U.S. Embassy takeover, as well as its alliance with Saddam Hussein.</p>
<p>When U.S. forces invaded Iraq in 2001, the MEK declared its neutrality and eventually agreed to disarm in exchange for Washington’s agreement that its members could remain at Camp Ashraf as “protected persons” under the Geneva Convention, an arrangement that expired in 2009.</p>
<p>The government of Prime Minister Nour Al-Maliki, however, has been hostile to the MEK’s continued presence in Iraq. Two violent clashes since 2009 between Iraqi security forces and camp residents resulted in the deaths of at least 45 MEK members.</p>
<p>Last December, the UN reached a U.S.-mediated accord with the MEK to re-locate the residents to “Camp Liberty” at Baghdad’s airport, which would serve as a “temporary transit station” for residents to resettle in third countries or in Iran, if they so chose, after interviews with the UN High Commission on Refugees.</p>
<p>Until quite recently, however, the group &#8212; which Human Rights Watch (HRW) and a significant number of defectors, among others, have described as a cult built around its long-unaccounted-for founder, Massoud Rajavi, and his Paris-based spouse, Maryam &#8212; has resisted its wholesale removal from Ashraf. Some observers believe Massoud may be based there.</p>
<p>Secretary of State Hillary Clinton’s increasingly blunt suggestions that the MEK’s failure to co-operate would jeopardise its chances of being removed from the terrorism list, however, appear to have brought it around.</p>
<p>The MEK claims that it halted all military actions in 2001 and has lacked the intent or the capability of carrying out any armed activity since 2003, an assertion reportedly backed up by the State Department.</p>
<p>Earlier this year, however, NBC News quoted one U.S. official as confirming Iran’s charges that Israel has used MEK militants in recent years to carry out sabotage operations, including the assassination of Iranian scientists associated with Tehran’s nuclear programme.</p>
<p>“The Iranian security establishment&#8217;s assessment has long believed that foreign intelligence agencies, specifically the CIA, Israeli Mossad, and the UK’s MI6 utilise the MEK for terror attacks on Iranian nuclear scientists, nuclear sabotage and intelligence gathering,” noted Seyed Hossein Mousavian, a former senior Iranian diplomat and nuclear negotiator currently at Princeton University.</p>
<p>“Therefore, the delisting of MEK will be seen in Tehran as a reward for the group&#8217;s terrorist actions in the country,” he wrote in an email exchange with IPS. “Furthermore, Iran has firmly concluded that the Western demands for broader inspections (of Iran’s nuclear programme), including its military sites, are a smokescreen for mounting increased cyber attacks, sabotage and terror of nuclear scientists.</p>
<p>&#8220;Delisting MEK would be considered in Tehran as a U.S.-led effort to increase sabotage and covert actions through MEK leading inevitably to less cooperation by Iran with the IAEA (the International Atomic Energy Agency).”</p>
<p>He added that government in Tehran will use this as a way of “demonstrating to the public that the U.S. is seeking …to bring a MEK-style group to power” which, in turn, “would strengthen the Iranian nation’s support for the current system as the perceived alternative advanced by Washington would be catastrophic.”</p>
<p>That view was echoed by the National Iranian American Council (NIAC), which noted that the decision opens the doors to Congressional funding of the MEK and that leaders of the Iran’s Green Movement have long repudiated the group.</p>
<p>“The biggest winner today is the Iranian regime, which has claimed for a long time that the U.S. is out to destroy Iran and is the enemy of the Iranian people,” said NIAC’s policy director, Jamal Abdi.</p>
<p>“It will certainly not improve U.S.-Iranian relations,” according to Alireza Nader, an Iran specialist at the Rand Corporation, who agreed that the “delisting reinforces Tehran’s longstanding narrative regarding U.S. hostility toward the regime.</p>
<p>&#8220;Nevertheless,” he added, “I don’t think it is detrimental to U.S. interests as Tehran suspects U.S. collusion with the MEDK anyhow, whether this perception is correct or not.”</p>
<p>Karim Sadjadpour, an analyst at the Carnegie Endowment for International Peace, said the move was unlikely to be “game-changer” in that “the MEK will continue to be perceived inside Iran as an antiquated cult which sided with Saddam Hussein during the (Iran-Iraq) war, and U.S. Iran relations will remain hostile.”</p>
<p>“It doesn’t help (Washington’s) image within Iran, certainly, and some Iranian democracy activists may misperceive this as a U.S. show of support for the MEK, which could have negative ramifications,” he noted.</p>
<p>Another casualty of the decision may be the credibility of the FTO list itself, according to Mila Johns, a researcher at the National Consortium for the Study of Terrorism and Responses to Terrorism at the University of Maryland.</p>
<p>“The entire atmosphere around the MEK&#8217;s campaign to be removed from the FTO list &#8211; the fact that (former) American government officials were allowed to actively and openly receive financial incentives to speak in support of an organisation that was legally designated as a Foreign Terrorist Organization, without consequence &#8211; created the impression that the list is essentially a meaningless political tool,&#8221; she told IPS.</p>
<p>&#8220;It is hard to imagine that the FTO designation holds much legitimacy within the international community when it is barely respected by our own government,” she said.</p>
<p>No other group, she noted, has been de-listed in this way, “though now that the precedent has been set, I would expect that other groups will explore this as an option.”</p>
