		<title>Interview: The UN Security Council and North Korea&#8217;s Nuclear Threat</title>

Credit: UN Photo/Mark Garten</p></font></p><p>By Rose Delaney<br />UNITED NATIONS / ROME, Aug 14 2016 (IPS) </p><p>Ambassador Hahn Choong-hee, UN representative of the Republic of Korea, spoke with IPS about the implementation of UN Security Council Resolution 2270, which was unanimously adopted on 2 March 2016.</p>
<p><span id="more-146542"></span>The resolution calls for the universal condemnation of the nuclear threat from the Democratic People’s Republic of Korea (DPRK / North Korea) and was prompted by repeated missile launches by North Korea in defiance of opposition from the international community.</p>
<p>North Korea&#8217;s nuclear weapon and ballistic missile programs not only violate UN Security Council resolutions but also pose a grave threat to global peace and security. Ambassador Hahn, from neighbouring South Korea shared his views on North Korea with IPS.</p>
<p>IPS: Undoubtedly, the North Korean nuclear threat endangers and poses a great threat to global peace and security. In light of the UN Security Council Resolution 2270 discussions in New York on the 30th of June, how will the Security Council tackle nuclear weapon issues? In other words, what role will the UN and the global community play in the North Korea Sanctions Regime?</p>
<p>Ambassador Hahn: The conference on Resolution 2270 held in New York in June 2016 was very significant as key discussions were developed on the topic of North Korean evasion tactics. The discussion was hosted by three major sponsoring countries, South Korea, the United States and Japan, who are all leading voices in the strive against North-Korean nuclear advances.</p>
With diplomatic démarche I believe we can overcome North Korea’s defiance.<br /><font size="1"></font>
<p>In order to enforce UN Sanctions on North Korea, the most significant criteria for member states to comply with the sanctions regime is to present a 90-day report. As of yet, we&#8217;ve received around 40 reports from a select number of countries. The generation of reports this year has been above average, however, in spite of this great intake, it is still not enough. It is now time to raise global awareness on the importance of the enforcement of this sanction.</p>
<p>The implementation of Resolution 2270 has proved exceedingly difficult as North Korea is defiant and acts out against the international voice. In fact, they&#8217;ve launched 7 missiles recently. The missiles were particularly alarming worrisome because if they had been successful, there impact could have reached as far as Japan and US territory. Although North Korea’s Musudan last missile launch attempts have failed. The latest missile to be launched was more successful than the rest, as its maximum delivery was 1000km and its distance 400 km. This is why the international cooperation of state agencies and civil society organizations is critical at this juncture to put the threat of nuclear advancement to a halt.</p>
<p>IPS: Will the development of nuclear technology in the DRPK have a grave impact on the world? How does the UN Security Council plan to address these advancements?</p>
<p>Ambassador Hahn: Most definitely, the impact would be immense if the advancements proved successful. North Korea is continuously trying to improve on tried and tested nuclear methods and are relentless in their belief that nuclear power ensures national security or regime survival. They are currently attempting to work on a nuclear technology referred to as “musudan” in the Korean language. This is an intermediate missile, if it&#8217;s further developed it could be used as a delivery means carrying nuclear warhead. It’s a particularly precarious advancement as this missile could cover the US territory of Guam.</p>
<p>Japan is particularly concerned about North Korea&#8217;s continued launch of missiles. This has become a critical issue for Japanese security. Whenever North Korea launches any mid to long range missile, Japan has been reacting strongly against the last seven missiles.</p>
<p>Another international preoccupation comes from the launching of missiles from mobile pads. These missiles could be concealed and launched at any time and in any given place. We&#8217;ve already born witness to this danger as they&#8217;ve attempted to launch missiles in a similar manner 7 times. The UN has issued a press statement each time, even if it was a failure, to communicate the message that the UN is watching and we are, by no means, disregarding what they are doing.</p>
<p>In reaction to North Korea’s defiance, we’d like to share a strong message. The international society are both committed and rigorous in their fight to stop North Korea’s engagement with nuclear weapons.</p>
<p>North Korea has tried to avoid their compliance with the sanction through many evasion tactics. By issuing the publication of case studies on North Korea with all member states, a strong emphasis will be placed on the country’s refusal to comply with international regulation. In this way, each member can compare what they&#8217;re doing against North Korea and what other countries are experiencing in relation to implementation of the sanction.</p>
<p>We believe that by condemning the actions of North Korea through global dissemination and by member states openly discouraging their behaviour we will eventually stamp out the North Korean nuclear threat.</p>
<p>IPS: How can North Korean defiance and refusal to comply with Resolution 2270 be resolved in a peaceful manner? How significant will international cooperation and coordination be in countering the impact of North Korea’s violations?</p>
<p>Ambassador Hahn: As we are all too aware, there is a critical need to implement sanction pressure in North Korea at this juncture. In several countries, bilateral sanctions have been introduced. For example, the US passed a law to introduce the so-called “secondary boycott”, this is a way to condemn and place penalties on foreign companies, for example companies from other states operating with North Korea, which is helping North Korea’s WMD capabilities.</p>
<p>This law gives leverage to the administration to decide what kind of sanction measures they can take. The US is trying to penalise regions such as North Korea for human rights violations. The EU has also introduced various forms of sanction pressure.</p>
<p>Bilateral pressure will also be encouraged to put a stop to North Korea’s clandestine cooperation with Middle Eastern and African countries. “Diplomatic demarche” has led to clandestine transactions between companies from North Korea and African and Middle Eastern countries. It is now time for the global community to condemn North Korea’s abuse of the international finance system and shut down their clandestine systems of trade and banking. Through the enforcement of laws together with the strength of bilateral pressure, with diplomatic demarche I believe we can overcome North Korea’s defiance.</p>
<p>IPS: In accordance to the UN Security Council, the implementation of the core Sanctions measures contained in resolution 2270 will counter the North Korea’s illicit activities. In light of this, how has China, a neighbouring country and significant partner in trade to North Korea, fared in their implementation of the sanctions?</p>
<p>Ambassador Hahn: Unfortunately, as of yet, the implementation has been met with nothing more than a series of unmet promises on China’s part. Which is worrying as I truly believe a solution to the “North Korea problem” could come through the continued pursuit and that China take faithful implementation of 2270.</p>
<p>The Chinese government continuously assure us that they&#8217;ll implement the Resolution 2270 sanction, however it seems premature to say that China is in full implementation as there is a so-called “livelihood” exception in some of the sectoral ban of the resolution.</p>
<p>We will have continued discussions with China to see how they are going to realistically implement the 2270 general and ensure their future commitment to it.</p>
<p>IPS: In spite of China’s current position on the implementation of Resolution 2270, have North-Korean-Chinese relations worsened due to the nuclear threat North Korea endangers the world with?</p>
<p>Ambassador Hahn: Yes, relations between North Korea and China have been tarnished. In a recent diplomatic visit to China, North Korea demonstrated their need to avoid diplomatic isolation. Lee Soo-Yong, North Korea’s senior worker’s party official, met with the president of China, and expressed the importance of maintaining good relations with China in a bid to avoid isolation.</p>
<p>Chinese President Xi Jinping communicated the message to the North Korean delegation that while China acknowledges the importance of bilateral relations between China and North Korea, they do not support North Korea’s development of nuclear weapons and missile launches.</p>
<p>However, in spite of North Korea’s fear of exclusion and isolation, they did not seem to take heed of China’s advice, protest, and warning. North Korea believe nuclear weapons are the key to their survival and they refuse to compromise anything for it.</p>
<p>IPS: As the number of North Korean labourers in the international workforce grows and illicit negotiations between Middle Eastern and African companies ceases to discontinue, North Korea’s defiance has shown that it not only endangers the world with the threat of nuclear warfare, it also poses a grave threat to the international financial system. How does the UN Security Council together with the aid of the international community aim to eliminate this threat?</p>
<p>Ambassador Hahn: A big stake in North Korea’s relationship with other countries, is its labour force abroad. So far, over 35,000 North Korean workers worldwide are on special contracts, generating over 300 million dollars a year. Some countries are now reviewing and reconsidering these contracts and a couple of countries have made a decision to discontinue some of the contracts.</p>
<p>We&#8217;ve approached several countries about the implementations of these types of sanctions. Recently, Qatar, sent over 100 workers back home to North Korea. These actions discourage the continuance of North Korea&#8217;s careless attitude. China are also attempting to implement a lot of diplomatic demarche. For example, several North Korean restaurants have now closed in China.</p>
<p>Cooperation with North Korea and some African countries, has led to the development of bilateral military cooperation projects, recently South Korean president Park Geun-hye visited Uganda and condemned this illicit cooperation and Uganda subsequently agreed to discontinue their military cooperation with North Korea.</p>
<p>IPS: Finally, what are the expected outcomes of Resolution 2270 and where will the UN Security Council go from there?</p>
<p>Ambassador Hahn: At present, North Korea’s power consolidation process is very troubling. North Korea’s leader Kim Jong-Un wants to demonstrate his absolute power through the showcasing of North Korea’s nuclear capabilities. In this way, North Korea has demonstrated zero intention to abandon their nuclear weapons program. They consider it to be a form of economic prosperity and ultimately, survival. They are trying to go ahead with “Byungjin”, literally “going together” with nuclear and economic development.</p>
<p>As of yet, it is much too early to judge whether the 2270 general is being implemented in a faithful manner on an international level. As North Korea is defiant and is engaged in the launching of missiles it&#8217;s clear that they do not respect the UN sanctions. This attitude will be exceptionally challenging for the future success of the Resolution. North Korea is not interested in complying with internationally beneficial regulations and this is something that will be difficult to reverse.</p>
<p>As I mentioned before, it is not not easy to predict any future measures but what is important to emphasis is that there should be a very steady, orderly mid and long-term process of implementation of Resolution 2270 in North Korea. I hope that the diplomatic demarche from member states will enable us all to work together, along with the critical assistance of China, to ultimately, put North Korea’s engagement with nuclear weapons to a stop.</p>

<p><span id="more-141148"></span>Speaking at a seminar on this very issue at the United Nations headquarters on Jun. 15, Sofia Garcia-Garcia of <a href="http://www.sos-childrensvillages.org/news/young-voices-at-un">SOS Children’s Villages</a>, a care organisation striving to meet the needs of over 80,000 children in 133 countries worldwide, provided an excellent summary.</p>
<p>Recounting a recent project undertaken by the Global Movement for Children in Latin America and the Caribbean, of which Garcia’s organisation is a member, she explained what happened when 1,080 kids and adolescents from 10 Latin American countries were consulted about their own priorities for the U.N.’s post-2015 Sustainable Development Goals (SDGs).</p>
<p>“Next to the right to life and the right to liberty should be the right to education. It is the key to all freedoms and the foundation of dignity." -- Usman Sarki, deputy permanent representative for Nigeria.<br /><font size="1"></font>“SOS works with children without parental care, and they are usually children with very, very low self esteem,” Garcia told a packed conference room Monday.</p>
<p>“But within 10 minutes of us explaining the initiative and saying, ‘We want to hear your voice, you are the agent of change’, children who didn’t even consider themselves as speakers were suddenly wanting to be the president of the country.”</p>
<p>The exercise concluded with the publication of ‘The World We Want’, an illustrated, child-friendly version of the 17 proposed SDGs.</p>
<p>“This is the real power of global citizenship education,” Garcia-Garcia asserted.</p>
<p>Backed by several missions including the Republic of Korea and the United States, and co-sponsored by civil society groups like CONCORD – an alliance of over 2,600 NGOs across Europe – as well as the <a href="http://www.sgi.org/" target="_blank">12-million member</a> Soka Gakkai International (SGI) and the Inter Press Service news agency (IPS), the panel served as a knowledge platform to share some of the key components of GCED.</p>
<p>“Next to the right to life and the right to liberty should be the right to education,” stressed Usman Sarki, deputy permanent representative for Nigeria. “It is the key to all freedoms and the foundation of dignity: all other rights should be contingent on the right to education.”</p>
<p>But our current reality does not reflect his convictions. We are living in a world where 58 million children are out of school and a further 100 million children do not complete primary education, according to the latest Education for All <a href="http://www.uis.unesco.org/literacy/Pages/literacy-data-release-2014.aspx">global monitoring report</a> published by the United Nations Educational, Scientific and Cultural Organisations (UNESCO).</p>
<p>Add to this the fact that there are 168 million child labourers, as well as 200 million jobless adults, and the urgency of the situation becomes clear.</p>
<p>All told, some <a href="http://www.uis.unesco.org/literacy/Pages/literacy-data-release-2014.aspx">781 million people</a> globally cannot read or write, a staggering statistic in a world where not only basic literacy but also, increasingly, computer literacy, forms the fine line between a decent life or one of poverty.</p>
<p>However, GCED goes beyond the simple metrics of more bodies in the classroom. In short, the concept of global citizenship <a href="http://unesdoc.unesco.org/images/0022/002277/227729E.pdf">refers</a> to a “sense of belonging to a broader community and common humanity,” according to UNESCO.</p>
<p>It aims to transform classroom pedagogy, create bonds of cultural understanding and civic consciousness and forge a global citizenry for the 21<sup>st</sup> century based on human rights, peace and equity. While advocacy is happening on a global scale, implementation of GCED will be local in nature, undertaken in accordance with countries&#8217; education ministries and tailored to meet the specific needs of states, or communities.</p>
<p>GCED recognises that basic literacy alone is not sufficient to level the playing field in a world plagued with inequalities, where the wealth gap between the richest and poorest countries has <a href="http://therules.org/inequality-video-fact-sheet/">risen</a> from 35:1 during the colonial era to 80:1 today, and where the richest 85 people own more riches between them than 50 percent of the global population.</p>
<p>Rather, it is the quality of education that will close wealth gaps and ensure such elusive goals as peace, security and the curbing of violent extremism.</p>
<p>Calling attention to the increasing number of people from the developed world heading for “theatres of war in the Middle East”, Nigerian Ambassador Sarki asked, “Can we really say these people are not educated? Many of them are. Indeed, masterminds of terrorist activity are highly educated people – the question is, what kind of education have they had? We can be educated, and remain narrow-minded,” he stated.</p>
<p>The concept of GCED dates back to 2012 when U.N. Secretary-General Ban Ki-moon launched the <a href="http://www.globaleducationfirst.org/">Global Education First Initiative</a>, and after much advocacy in which the Republic of Korea has played a major role, the initiative has been incorporated into the <a href="http://www.un.org/youthenvoy/2015/06/zero-draft-outcome-document-adopt-post-2015-development-agenda/">Zero Draft outcome document</a> for the post-2015 agenda, to be finalized during negotiations at the end of the month.</p>
<p>Already, scores of international and grassroots initiatives centered on GCED are springing to life, or bearing fruit.</p>
<p>For instance, global citizenship education is one of the key strategic areas in UNESCO’s <a href="http://www.unesco.org/new/en/global-citizenship-education">2014-2017 education programme</a>, while groups like SOS Children’s Villages have put the concept at the front and centre of their work by undertaking unique forms of education in order to include some of the most vulnerable groups.</p>
<p>Garcia-Garcia, SOS’s post-2015 advisor, told IPS that the organisation works very closely with families at risk of separation or with children who have lost parental care so, “for us, non-formal education is as essential as formal education”.</p>
<p>“There are lots of places to learn,” she told IPS on the sidelines of Monday’s event, “and the classroom is just one of them.”</p>
<p>This kind of thinking will be vital to extending the boons of GCED to the world’s indigenous people who number some 370 million and many of whom are locked in a struggle to preserve ancient forms of knowledge sharing, from local languages to oral histories.</p>
<p>With indigenous communities pushing hard for a place in the post-2015 agenda, global citizenship education could offer the out-of-the-box strategies needed to bring hitherto marginalized peoples into a more inclusive and sustainable framework.</p>

Credit: Bo Eide Snemann/CC-BY-2.0</p></font></p><p>By Manipadma Jena<br />ATHENS, Oct 10 2014 (IPS) </p><p>Imagine a black-footed albatross feeding its chick plastic pellets, a baby seal in the North Pole helplessly struggling with an open-ended plastic bag wrapped tight around its neck, or a fishing vessel stranded mid-sea, a length of discarded nylon net entangled in its propeller. Multiply these scenarios a thousand-fold, and you get a glimpse of the state of the world’s oceans.</p>
<p><span id="more-137098"></span>With an average of <a href="http://www.fao.org/docrep/011/i0620e/i0620e00.htm">13,000 pieces of plastic litter</a> estimated to be afloat every single square kilometer of ocean globally, and 6.4 million tonnes of marine litter reaching the oceans every year according to the United Nations Environment Programme (UNEP), researchers and scientists predict a bleak future for the great bodies of water that are vital to our planet’s existence.</p>
<p>A conservative estimate of overall financial damage of plastic to marine ecosystems stands at 13 billion dollars each year, according to a press release from UNEP released on Oct. 1.</p>
<p>“To entirely rid the ocean of litter is an aspiration not expected to be achieved in a lifetime, even if we stop waste inputs into the sea, which we still have not. The cost is too much. Much of the waste has been broken down and is beyond our reach. To clean the sea surface of [floating] litter itself will take a long time." -- Vincent Sweeney, coordinator of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA).<br /><font size="1"></font>With the 12<sup>th</sup> Conference of the Parties to the Convention on Biological Diversity (COP12) currently underway in Pyeongchang, South Korea, the issue of marine health and ocean ecosystems is in the spotlight.</p>
<p>Of the 20 Aichi Bioiversity Targets agreed upon at a conference in Nagoya, Japan in 2010, the preservation of marine biodiversity emerged as a crucial goal, with <a href="https://www.ipsnews.net/2014/04/u-n-aims-treaty-protect-marine-biodiversity/">Target 11</a> laying out the importance of designating ‘protected areas’ for the purpose of protecting marine ecosystems, particularly from the harmful effects of human activity.</p>
<p>Speaking to IPS on sidelines of the <a href="http://www.iisd.ca/oceans/rscap/2014/">16<sup>th</sup> Global Meeting of the Regional Seas Conventions and Actions Plans</a> (RSCAP) held in Athens from Sep. 29-Oct. 1, Tatjana Hema, programme officer of the marine pollution assessment and control component of the Mediterranean Action Plan, told IPS that marine debris results from humane behaviour, particularly land-based activities.</p>
<p>The meeting drew scientists and policymakers from around the globe to chart a new roadmap to stop the rapid degradation of the world’s seas and oceans and set policies for their sustainable use and integration into the post‐2015 development agenda.</p>
<p>There was a near unanimous consensus that marine littler posed a “tremendous challenge” to sustainable development in every region of the world.</p>
<p>The issue has been given top priority since the Rio+20 Earth Summit in Brazil in 2012, and Goal 14 of the 17 proposed Sustainable Development Goals – which will replace the MDGs as the U.N.’s main blueprint for action at the end of this year – set the target of significantly reducing marine pollution by 2025.</p>
<p>“We did not have any difficulty pushing for the explicit inclusion of this goal in the proposed SDGs,” Jacqueline Alder, head of the freshwater and marine ecosystems branch at the Division of Environmental Policy Implementation for the UNEP told IPS. “After all, oceans are everyone’s problem, and we all generate waste.”</p>
<p>Wastes released from dump-sites near the coast or river banks, the littering of beaches, tourism and recreational use of the coasts, fishing industry activities, ship-breaking yards, legal and illegal dumping, and floods that flush waste into the sea all pose major challenges, experts say.</p>
<p>Similarly, plastics, microplastics, metals, glass, concrete and other construction materials, paper and cardboard, polystyrene, rubber, rope, fishing nets, traps, textiles, timber and hazardous materials such as munitions, asbestos and medical waste, as well as oil spills and shipwrecks are all defined as marine debris.</p>
<p>“Organic waste is the main component of marine litter, amounting to 40-80 percent of municipal waste in developing countries compared to 20-25 percent in developed countries,” Hema said.</p>
<p>Microplastics, however, emerged as one of the most damaging pollutants currently choking the seas. This killer substance is formed when plastics fragment and disintegrate into particles with an upper size limit of five millimeters in diameter (the size range most readily ingested by ocean-dwelling organisms), down to particles that measure just one mm in diameter.</p>
<p>“Micro- and nano-plastics have been found [to have been] transferred to the micro-wall of algae. How this will affect the food chain of sea creatures and how human health is going to be affected by ingesting these through fish, we still do not know,” UNEP’s Vincent Sweeney, who coordinates the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA), told IPS.</p>

<p>“The extent of the microplastic problem till now is somewhat speculative; we still do not have a sense of how much of the oceans are affected,” he added.</p>
<p>Ocean SDG targets have to stand up to four criteria: whether they are ‘actionable’, ‘feasible’, ‘measureable’ and ‘achievable’.</p>
<p>Unlike, for example, the target of reducing ocean acidification (whose only driver is carbon dioxide), which easily meets all four criteria, the issue of marine debris is not as simple, partly because “what shows up on the beach is not necessarily an [indication] of what is inside the ocean,” Sweeney asserted.</p>
<p>“Marine litter can move long distances, becoming international. Ownership is difficult to establish,” he added. Litter also accumulates in mid-ocean ‘gyres’<em>, </em>natural water-circulation phenomenon that tends to trap floating material.</p>
<p>“The risk in not knowing the exact magnitude of marine litter is that we may tend to think it is too big to handle,” Sweeney said, adding, however that “momentum is building up with awareness and it is now getting priority at different levels.”</p>

<p>“Though there are different drivers for marine pollution in each country, the common factor is that we are consuming more and also generating more waste and much of this is plastic,” he concluded.</p>
<p>Aside from insufficient data and the high cost of cleaning up marine litter, the Means of Implementation (MoI) or funding of the SDG ocean targets is yet another challenge for most regions.</p>
<p>Northwest Pacific countries like China, Japan, Russia and Korea, however, have established replicable practices, according to Alexander Tkalin, coordinator of the UNEP Northwest Pacific Action Plan.</p>
<p>“Korea and Japan are major donors and both have introduced legislation specifically on marine litter,” Tkalin told IPS on the sidelines of the meeting.</p>
<p>“Japan has changed legislation to incentivise marine debris cleaning, tweaking its law under which, normally, one pays for littering, but the government now pays municipalities for beach-cleaning after typhoons, when roots and debris from the sea-floor are strewn on beaches,” Tkalin explained.</p>
<p>The Dutch and the U.S. also have strong on-going programmes on marine debris, as does Haiti, according to Sweeney.</p>
<p>The extent of the crisis was brought home when Evangelos Papathanassiou, research director at the Hellenic Centre for Marine Research in Attiki, 15 kilometres from Athens, told visiting regional journalists about his experience of finding a sewing machine at a depth of 4,000 feet in the Mediterranean Sea.</p>
<p>“Even though man-made marine pollution from aquaculture, tourism and transportation are most pressing in the Mediterranean and Black Sea, they are not getting the deserved attention,” he added.</p>
<p>If the new development era is to be a successful one, experts conclude, we terrestrial beings must urgently turn our attention to the seas, which are crying out for urgent assistance.</p>

			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">In this column, Shyam Saran, former Indian Foreign Secretary and currently Chairman of India’s National Security Advisory Board, argues that the new financial institutions put in place by the BRICS countries at their recent summit in Brazil will alter the global financial landscape irreversibly.</p></font></p><p>By Shyam Saran<br />NEW DELHI, Jul 23 2014 (IPS) </p><p>The sixth BRICS Summit which has just ended in Brazil marks the transition of a grouping based hitherto on shared concerns to one based on shared interests.<span id="more-135688"></span></p>
<p>Since the inception of BRICS (bringing together Brazil, Russia, India, China and South Africa) in 2009, it has been seen as a mainly flag waving exercise by a group of influential emerging economies, with little in terms of convergent interest other than signalling their strong dissatisfaction over persistent Western dominance of the world economic, financial as well as security order, but unable to fashion credible alternative governance structures themselves.</p>
<p>However, with the Fortaleza Summit finally announcing the much awaited establishment of the New Development Bank (NDB) with a 50 billion dollar subscribed capital and a Contingency Reserve Arrangement (CRA) of 100 billion dollars, the monopoly status and role of the Bretton Woods institutions – the World Bank and the International Monetary Fund (IMF) – stand broken.</p>

<p>True, it may take the NDB and the CRA considerable time and experience to evolve into credible international financial institutions but that clearly is the intent.</p>
<p>BRICS leaders have kept the door open for other stakeholders, but will retain at least a 55 percent equity share. They have also been careful to declare that these new institutions will supplement the activities of the World Bank and the IMF, and this has also been the initial response from the latter.</p>
<p>Nevertheless, the emergence of an alternative source of financing with norms different from those followed by the established institutions will alter the global financial landscape irreversibly.</p>
<p>It may be noted for the future that the one component of the global financial infrastructure where Western companies still remain supreme is the insurance and reinsurance sector. Global trade flows, in particular energy flows are almost invariably insured by a handful of Western companies which also determine risk factors and premiums.</p>
<p>In Brazil, the BRICS countries have given notice that they will examine the prospect of pooling their capacities in this sector. A more competitive situation in this sector can only be a positive development for developing countries.“The emergence of an alternative source of financing [BRICS Bank] with norms different from those followed by the established institutions will alter the global financial landscape irreversibly”<br /><font size="1"></font></p>
<p>The BRICS initiatives were born out of mounting frustration among emerging countries that even a modest restructuring of the governing structures of the Bretton Woods institutions, to reflect their growing economic profile, was being resisted. The commitment made in 2010 at the G20 to enlarge their stake in the IMF remains unfulfilled while the restructuring of the World Bank is yet to be taken up.</p>
<p>The longer the delay in such restructuring, the more rapid the consolidation of the new BRICS institutions is likely to be. It is this factor which played a role in helping resolve some of the differences among the BRICS countries over the structure and governance of these proposed institutions.</p>
<p>The setting up of the BRICS institutions owed a great deal to the energy and push displayed by China. It is doubtful that the proposals would have been actualised had China not put its full weight behind them and showed a readiness to accommodate other member countries, in particular India. Russia became more enthusiastic after being drummed out of the G8 and subjected to Western sanctions.</p>
<p>Chinese activism on this score must be seen in the context of other parallel developments in which China has also been the prime mover and sometimes the initiator. These are:</p>
<p>1. The proposal for setting up an Asian Infrastructure Investment Bank (AIIB) to fund infrastructure and connectivity projects in Asia, in particular, those which would help revive the maritime and land “Silk Routes” linking China with both its eastern and western flanks. The parallel with the NDB is hard to miss.</p>
<p>2. The consolidation of the Chiang Mai Initiative Multilateralisation (CMIM) and the associated Asian Multilateral Research Organisation (AMRO) among the Association of Southeast Asian Nations (ASEAN) + 3 (China, Japan and the Republic of Korea). The CMIM is now a 240 billion dollar financing facility to help member countries deal with balance of payments difficulties. This is similar to the 100 billion dollar CRA set up by BRICS.</p>
<p>AMRO has evolved into a mechanism for macro-economic surveillance of member countries and provides a benchmark for their economic health and performance. This would enable sound lending policies and may very well be linked in future to the AIIB. The CMIM and the AMRO thus provide building blocks which could serve as the template for the NDB, the CRA and the AIIB.</p>
<p>3. In addition to the CMIM and the AMRO, there are ongoing initiatives within ASEAN + 3 to develop a truly Asian Bond Market which could mobilise regional savings into regional investments through local currency bonds. To support this initiative, a regional Credit Guarantee and Investment Facility has been established. A Regional Settlement Intermediary is proposed to facilitate cross-border multi-currency transfers.</p>
<p>These developments are taking place just when there is a rapidly growing Chinese yuan-denominated bond market, the so-called dim-sum bonds, which have become an important source of corporate financing. This reduces the dependence on euro and U.S. dollar-denominated bonds. The NDB could tap into this market to build up its own finances.</p>
<p>It is important to keep in mind this broader picture in assessing the significance of the decisions taken at the Fortaleza Summit. In systematically pursuing a number of parallel initiatives, China is attempting to create an alternative financial infrastructure which would have it in the lead role. The dilemma for other emerging countries is that there appear to be no credible alternatives, especially since the Western countries are unwilling to cede any enhanced role to them.</p>
<p>The Fortaleza Summit marks the beginning of the end of the post-Second World War Western dominance of the global economic and financial order. The existing institutions will now have to share space with the new entrants and may be compelled to adjust their norms to compete with the latter.</p>
<p>The prime mover behind the establishment of a rival network of financial institutions is China, whose global profile and influence is likely to increase as the various building blocks it has put in place come together to shape a new global financial architecture.
