			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">In this column Joaquín Roy, Joaquin Roy, Jean Monnet Professor of European Integration and Director of the European Union Centre at the University of Miami, analyses the new faces and the balance of power among the men and women who are leading Europe.</p></font></p><p>By Joaquín Roy<br />BARCELONA, Sep 11 2014 (IPS) </p><p>At last, after the obligatory summer break, the European Union (EU) has some new faces to fill the top vacancies on the team that began to emerge from the May 25 parliamentary elections.<span id="more-136533"></span></p>
<p>Before the recess, conservative Luxembourger Jean-Claude Juncker had been appointed to the presidency of the European Commission, the executive body of the 28-nation bloc.</p>

<p>There was stiff opposition from some governments, particularly from British Prime Minister David Cameron, but in the spirit of the Treaty of Lisbon the post was offered to the candidate of the political group winning most seats in the new European Parliament, the centre-right European People’s Party (EPP).</p>
<p>The second agreement was to leave German socialist Martin Schultz in his present post as president of the Parliament for another two and a half years. A balance was thereby struck between moderates of the right and of the left.</p>
<p>The thorniest issues remained to be faced. The traditional “Carolingian” (Franco-German) Europe was still in control of the bloc, and renewal was needed. Eastern Europe was demanding a larger role and there was a notable absence of women.</p>
<p>Juncker had already made it known that he would not accept a new Commission that did not have at least one-third women members. The established order, an unabashedly male-dominated club, gave no signs of correcting itself. The EU’s customary intricate balancing act was set in motion.“Renzi wanted to attack head-on Italy’s poor track record in European affairs in recent years, tarnished by the deplorable presence of former prime minister Silvio Berlusconi in power and in opposition, a handicap that affected his predecessor Enrico Letta before him”<br /><font size="1"></font></p>
<p>The jigsaw pieces began to fall into place. Danish Prime Minister Helle Thorning-Schmidt’s candidacy fell out of favour. Then followed a dual move by the community. First, Polish Prime Minister Donald Tusk, a conservative from the entourage of former president Lech Walesa, was appointed president of the EU Council, made up of its heads of state and government.</p>
<p>Secondly, Federica Mogherini, the Italian foreign minister, was catapulted to the position of High Representative of the Union for Foreign Affairs and Security Policy (FASP).</p>
<p>Proposing her candidacy, Italian Prime Minister Matteo Renzi doggedly fought resistance from representatives of the Baltic states who regarded her as too soft on Russia, citing the example of her invitation to President Vladimir Putin to a meeting in July.</p>
<p>The sweetener of Tusk’s designation mollified the resistance of Eastern European countries, but not the reluctance of other nations that regarded the inexperienced Mogherini, just 41 in June, as not strong enough to face external enemies in a convulsed world.</p>
<p>However, Renzi, himself only 39, was playing a risky juggling act with several balls in the air. Mogherini was his message to the power clique in Rome to try to end the illusion that political respect requires having reached an age of around 100.</p>
<p>Moreover, Renzi wanted to attack head-on Italy’s poor track record in European affairs in recent years, tarnished by the deplorable presence of former prime minister Silvio Berlusconi in power and in opposition, a handicap that affected his predecessor Enrico Letta before him.</p>
<p>Furthermore, Renzi wanted to create an opportunity to influence European Union foreign policy through Mogherini’s cooperation.</p>
<p>Renzi’s bold proposal may backfire on him, precisely because of the weakness of the Italian system, which is tolerating leadership by a moderate Socialist so long as he does not shake its foundations.</p>
<p>Within the European community, Renzi will have to rely on the support of his Socialist counterparts, who have been going through a bad patch recently. They have suffered from the crisis, which has forced them to apply neoliberal austerity policies, causing heads to roll from Scandinavia to Portugal and Greece.</p>
<p>For her part, Mogherini will have to face traditional problems and new challenges. The establishment already mistrusts her because of her age. She will find little support from a group of people, most of whom could be her parents.</p>
<p>On the Commission, where she is vice president, she will hardly be comforted by the handful of women Juncker manages to recruit. On the Council she will have the support of only four ladies, led by Angela Merkel, in a boardroom full of boring men in dark suits and dreadful ties, each of them obsessed with managing foreign policy on their own terms and at their own risk.</p>
<p>The worst of the bad omens for the appointment is the suspicion that the EU’s hard core does not believe the position of High Representative to be important, given that the main security and defence competences remain in the national domains.</p>
<p>Mogherini’s second challenge, like that of her predecessor Catherine Ashton of the United Kingdom, is to cope with the enduring imprint of the founder of the position, Javier Solana of Spain.</p>
<p>However, her ambition and track record already surpass those of the eminently forgettable Ashton, a Brussels official who had already booked her ticket on the Eurostar train under the Channel back to London when she was unexpectedly appointed to FASP.</p>
<p>Mogherini can document her solid preparation for such a high-profile job over two decades, with her degree in Political Science, her exchange experience on an Erasmus scholarship in the French city of Aix-en-Provence, and her thesis on political Islam.</p>
<p>A mother of two with a gentle smile and light-coloured eyes, she gives the impression of an assistant professor working up the academic ladder towards a full professorship. But she could surprise some of the detractors who are already prophesying her failure.</p>
<p>She is a professional in a field that needs new vocations and fresh vision. She will lead the most impressive diplomatic team on the planet, made up of the ministries of 28 countries and the European External Action Service. She deserves good luck, not just for herself and Renzi, but for all Europeans and people beyond. (END/IPS COLUMNIST SERVICE)</p>

Credit: U.S. Mission Geneva / Eric Bridiers</p></font></p><p>By Jasmin Ramsey<br />GENEVA, Nov 10 2013 (IPS) </p><p>Despite rising hopes amid an unexpected turn of events, negotiations here between Iran and six world powers have ended without an agreement over Tehran’s nuclear programme.<span id="more-128718"></span></p>
<p>Iran’s Foreign Minister Mohammad Javad Zarif and EU Foreign Policy Chief Catherine Ashton said Saturday that they would reconvene with the representatives of the P5+1 (Britain, China, Russia, France and the United States plus Germany) on Nov. 20.</p>
<p>“A lot of concrete progress has been achieved but some differences remain,” said Ashton and Zarif in a joint statement after a meeting that included all the P5+1′s foreign ministers apart from China, which sent its vice minister.</p>
<p>“Obviously the six countries may have differences of views, but we are working together. Hopefully we will be able to reach an agreement when we meet again,” a smiling Zarif told reporters in the early morning hours of Sunday.</p>
<p>U.S. Secretary of State John Kerry — who has spent many hours with his Iranian counterpart here since his unexpected arrival on Nov. 8 after a brief stop in Tel Aviv — was optimistic at his lone press conference following the Iran/EU presser.</p>
<p>“There’s no question in my mind that we are closer now, as we leave Geneva, than when we came,” said Kerry.</p>
<p>“The negotiations were conducted with mutual respect, they were very serious,” said Kerry, adding: “it takes time to build confidence between countries that have really been at odds for a long time now.”</p>
<p>While emphasising that the United States would not allow Iran to build a nuclear weapon and would retain all options in doing so, Kerry also described “forceful diplomacy as a powerful enough weapon to actually be able to defuse the world’s most threatening weapons of mass destruction.”</p>
<p>While diplomats involved in negotiations over Iran’s controversial nuclear programme here have been mostly tight-lipped about the details of their meetings, France’s Foreign Minister Laurent Fabius — who was reportedly the first to announce that the talks had ended without an agreement — expressed some concerns earlier in the day.</p>
<p>Stating that he is interested in an agreement that is “serious and credible”, Fabius argued that the “initial text made progress but not enough” during an interview with France Inter radio on the morning of Nov. 9.</p>
<p>According to François Nicoullaud, France’s former ambassador to Tehran (2001–05), the French position on Iran’s nuclear programme has not changed since François Hollande replaced Nicolas Sarkozy on May 12 as president.</p>
<p>“We have a kind of continuity in the French administration where the people who advised Mr. Sarkozy are the same ones who advise the current administration,” the veteran French diplomat told IPS, adding that France’s relations with Iran were more positive during the Jacques Chirac administration.</p>
<p>“This is especially true for the Iranian nuclear case because it’s very technical and complex and the government really needs to be convinced before it changes its position,” he said.</p>
<p>Countering the rising notion that France had played a role in delaying a deal, Zarif, Ashton and Kerry expressed gratitude for all the foreign ministers’ contributions to the negotiations.</p>
<p>Kerry said the prevailing secrecy maintained by the P5+1 was a sign of the “seriousness that is taking place” and cautioned against “jumping to conclusions.”</p>
<p>Shortly before Zarif had warned against conspiracy theories and reiterated that differences of opinion are normal in such situations while briefing Iranian press, according to the Shargh Daily reformist newspaper.</p>
<p>Speculation that France had postponed a deal arose after Fabius publicly expressed concerns early on Nov. 9 over Iran’s enrichment of 20-percent grade uranium and its Arak facility, which is not yet fully operational.</p>
<p>Daryl Kimball, the head of the Arms Control Association, says the Arak facility “is more than a year from being completed; it would have to be fully operational for a year to produce spent fuel that could be used to extract plutonium.”</p>
<p>“Iran does not have a reprocessing plant for plutonium separation; and Arak would be under IAEA safeguards the whole time,” he noted in comments printed in the Guardian.</p>
<p>“The Arak Reactor certainly presents a proliferation problem, but there is nothing urgent,” said Nicoullaud, a veteran diplomat who has previously authored analyses of Iran’s nuclear activities.</p>
<p>“The best solution would be to transform it before completion into a light-water research reactor, which would create less problems,” he said, adding: “This is perfectly feasible, with help from the outside.”</p>
<p>“Have we tried to sell this solution to the Iranians? I do not know,” said Nicoullaud.</p>
<p>While diplomats involved in the talks have provided few details to the media, it’s now become clear that the approximately six-hour meeting on Nov. 8 between Kerry, Zarif and Ashton involved the consideration of a draft agreement presented by the Iranians.</p>
<p>That meeting contributed to hopes that a document would soon be signed until the early morning hours of Nov. 9, when the LA Times reported that after reaching a critical stage, the negotiators were facing obstacles.</p>
<p>“There has been some progress, but there is still a gap,” Zarif told reporters on Saturday afternoon, according to the Fars News Agency.</p>
<p>Zarif acknowledged France’s concerns but insisted on Iran’s positions.</p>
<p>“We have an attitude and the French have theirs,” said Zarif in comments posted in Persian on the Iranian Student News Agency.</p>
<p>In an exclusive Nov. 7 interview with <a href="https://www.ipsnews.net/2013/11/irans-zarif-talks-possible-details-on-nuclear-deal/" target="_blank">IPS News</a>, Zarif laid out Iran’s bottom lines in these negotiations.</p>
<p>“We want to see a situation where Iran’s right to the peaceful use of nuclear energy, including enrichment on Iranian territory, is respected and at the same time all sanctions are removed,” he said.</p>
<p>“We are prepared to address the concerns of the international community in the process,” he added.</p>

Credit: Eva Bartlett/IPS</p></font></p><p>By Mitchell Plitnick<br />WASHINGTON, May 7 2013 (IPS) </p><p>The Oslo peace process has failed and Europe must take stronger leadership in the Middle East, according to a distinguished group of former European leaders that is pushing for a stronger and more independent European stance on the Israeli occupation.<span id="more-118554"></span></p>
<p>And some United States analysts believe the European Union’s current leadership may heed the call."Israel must make its own case to Europeans now.  That will not be easy.” -- Former U.S. Ambassador Chas Freeman<br /><font size="1"></font></p>
<p>A recent letter from the European Eminent Persons Group (EEPG) to the EU High Representative for Foreign Affairs, Catherine Ashton, is deeply critical of both the EU’s and the United States’ approach to the Israel-Palestine conflict and calls for specific steps to try to save the two-state solution.</p>
<p>The letter was signed by 19 prominent Europeans – amongst them seven former foreign ministers, four former prime ministers and one former president – from 11 European countries, including the UK, Germany, France, Italy, Spain, the Netherlands and Latvia.</p>
<p>“We have watched with increasing disappointment over the past five years the failure of the parties to start any kind of productive discussion, and of the international community under American and/or European leadership to promote such discussion,” the letter said.</p>
<p>Specifically critical of the U.S.’s role, the letter also stated that President Barack Obama “…gave no indication [in his recent speech in Jerusalem] of action to break the deep stagnation, nor any sign that he sought something other than the re-start of talks between West Bank and Israeli leaders under the Oslo Process, which lost its momentum long ago.”</p>
<p>The EEPG criticised what they referred to as “the erasing of the 1967 lines as the basis for a two-state (solution).” They called for changes in EU policy and some specific steps to promote peace.</p>
<p>They called, among other points, for an explicit recognition that the Palestinian Territories are under occupation, imposing on Israel the legal obligations of that status; a clear statement that all Israeli settlements beyond the 1967 border be recognised as illegal and only that border can be a starting point for negotiations; and that the EU should actively support Palestinian reunification.</p>
<p>The notable leaders also called for “a reconsideration of the funding arrangements for Palestine, in order to avoid the Palestinian Authority&#8217;s present dependence on sources of funding which serve to freeze rather than promote the peace process,” an acknowledgment that the often praised “economic improvement” in the West Bank has been built on international donations and is not sustainable.</p>
<p>The timing of the letter, sent just after U.S. Secretary of State John Kerry’s most recent trip to the Middle East, was a clear statement that the EEPG does not believe the current round of U.S. diplomacy is likely to achieve significant progress. The letter has received only moderate publicity, yet EEPG&#8217;s co-chair, Sir Jeremy Greenstock, believes that the recommendations of the Group can get the long-dormant peace process back on track.</p>
<p>“We have had an acknowledgement from Ashton&#8217;s office to say that a response is being prepared,” Greenstock told IPS. “The letter recommends a strategic change, which is a big ask. The first step must be to start a more realistic debate about the poor results from recent policy.  We then hope that our recommendations will get a good hearing.”</p>
<p>Greenstock also expressed confidence that EU leadership can not only contribute to reviving diplomacy but can also help the United States realign its policies toward a more productive track.</p>
<p>“The EEPG recognises that a U.S. role is indispensable,” he said. “But the current American stance is unproductive.  We believe the Europeans can at least lead on exploring some alternatives, which could in the end be helpful to Washington.”</p>
<p>Hard-line pro-Israel voices have long insisted that only the United States should be mediating between Israel and the Palestinians. Elliott Abrams, a senior fellow for Middle Eastern studies at the Council on Foreign Relations and leading neo-conservative pundit, sharply criticised the letter in his blog.</p>
<p>“This letter is a useful reminder of European attitudes, at least at the level of the Eminent: Blame Israel, treat the Palestinians as children, wring your hands over the terrible way the Americans conduct diplomacy,” Abrams wrote.</p>
<p>“The Israelis will treat this letter with the derision it deserves, and the Palestinians will understand that because this kind of thing reduces European influence with Israel, the EU just can’t deliver much. Indeed it cannot, and the bias, poor reasoning, and refusal to face facts in this letter all suggest that that won’t be changing any time soon.”</p>
<p>But Paul Pillar, a professor in Georgetown University’s Security Studies Programme who spent 28 years as a CIA analyst, thinks Washington might welcome a European initiative along the lines suggested by the EEPG.</p>
<p>“I don&#8217;t think that European activism along this line would cause a great deal of heartburn, political or otherwise, in the White House,” Pillar told IPS. “Of course for the United States to take the sorts of positions mentioned in the letter would be anathema to the Israel lobby, and thus the United States will not take them.</p>
<p>&#8220;But it would be hard for the Israeli government or anyone else to argue that merely acquiescing in European initiatives is equivalent to the United States taking the same initiatives itself. If the EU were to get out in front in the way recommended by the EEPG, President Obama would say to Netanyahu and others &#8211; consistent with what he has said in the past, ‘I have Israel&#8217;s back and always will.</p>
<p>&#8220;But as I have warned, without peace we are likely to see other countries doing more and more things that challenge the Israeli position.’&#8221;</p>
<p>Chas Freeman, former U.S. Ambassador to Saudi Arabia and former president of the Middle East Policy Council, believes the EU has lost patience with U.S. policy in the Middle East and that Israel will soon need to contend with an EU that is more demanding than it has been in the recent past.</p>
<p>“The international community has long since lost confidence in American diplomacy in the Middle East,” Freeman told IPS. “Europe is not an exception, as shown in trends in voting at the United Nations.  The &#8216;peace process&#8217; was once the emblem of U.S. sincerity and devotion to the rule of law; it is now seen as the evidence of American diplomatic ineptitude, subservience to domestic special interests, and political hypocrisy. Europe no longer follows American dictates.</p>
<p>&#8220;The EU has its own divided mind. Israel must make its own case to Europeans now.  That will not be easy.”</p>
<p>Greenstock believes the urgency of the moment can lead to firm European action. Asked why the EEPG members are taking bolder stances now than when they were in office, he said: “When most of the signatories were in office, there was still some hope that Oslo-Madrid could produce a result. Time and a lack of recent effective action has changed that.  Almost every observer now thinks that the prospects for a two-state solution are fading.  Hence the urgency.”</p>
