CREDIT: Orlando Milesi / IPS</p></font></p><p>By Orlando Milesi<br />SANTIAGO, Jun 26 2023 (IPS) </p><p>Sexual harassment and discrimination are daily realities for women on public transport in Chile and also an obstacle for plans to expand mass transit in order to reduce pollution in several cities in this South American country.</p>
<p><span id="more-181056"></span>Santiago, the capital, is the most polluted city based on fine air particulate matter among the large Latin American cities, according to the <a href="https://www.iqair.com/world-air-quality-report">World Air Quality Report</a> 2022, ahead of Lima and Mexico City, while five other Chilean cities are <a href="https://www.iqair.com/world-most-polluted-cities?continent=59af929e3e70001c1bd78e50&amp;country=&amp;state=&amp;sort=-rank&amp;page=1&amp;perPage=50&amp;cities=">among the 10 most polluted in South America</a>.</p>
<p>Sexual harassment is the most visible form of discrimination against women in Chilean public transportation, in addition to insecurity due to poorly lit bus stops, inadequate buses, and more frequent trips at times when women are less likely to travel.</p>
<p>Personal accounts gathered by IPS also mentioned problems such as the constant theft of cell phones and the impossibility for young women to wear shorts or low-cut tops when traveling on buses or the subway, the backbone of Santiago&#8217;s <a href="https://www.dtpm.cl/">public transportation system</a>.</p>
<p>To address these problems, the Chilean government and the Santiago city government adopted gender strategies: they put in place special telephones to report harassers and thieves, began installing &#8220;panic buttons&#8221; and alarms at bus stops, and incorporated more women in driving and security.</p>
<p>&#8220;When I was younger I suffered a lot of harassment because I didn&#8217;t have the character to stand up to the harassers. Now that I am older, I am able to confront an aggressor without fear, even when he is harassing another person, whether a man or a woman. When I confront them, they run away,&#8221; Bernardita Azócar, 34, told IPS.</p>

<p>&#8220;It happened to me a couple of times when I was younger. They want to grope you or try to touch another girl and now I confront them. I suffer less because I&#8217;m more aware and I try not to put myself at risk,&#8221; she added during a dialogue at the <a href="https://educacioncontinua.uc.cl/?utm_source=adwords&amp;utm_campaign=Adwords_EDU_CON_0522&amp;utm_medium=ads&amp;gclid=Cj0KCQjw4s-kBhDqARIsAN-ipH2Pl0PZVF447dvZahLc-U55uS6ChsioC4yCiUBDaF4AwLcI4OGTaRUaAmliEALw_wcB">University of Chile</a> subway station in Santiago.</p>
<p>Azócar, who works for a collection company, said the root cause of harassment lies in education and in Chilean society.</p>
<p>&#8220;If you wear a miniskirt or show cleavage, society points the finger at you, as if you were provoking men and it was your fault. And I don&#8217;t think that&#8217;s why it happens. It&#8217;s abuse to be harassed in the public system&#8230;or anywhere else,&#8221; she said.</p>
<p>Maite, a humanities student at the Catholic University, feels that women are at a disadvantage on public transportation.</p>
<p>&#8220;When a woman takes a bus, she tends to sit next to the aisle to have an easier way to flee from any threat. Or she sits next to another woman so as not to travel alone. There are many things that women do that are not explicit. They are behaviors we learn, to get by on public transportation,&#8221; said the young woman who, like her friends, preferred not to give her last name.</p>
<p>According to Maite, &#8220;women can&#8217;t wear shorts or backpacks on the bus, or openly use a cell phone. Every time you get on the bus you have to take a lot of measures.&#8221;</p>
<p>Maite and four other classmates told IPS that they take a combination of buses and the subway to go to school and that none of them have suffered harassment on the bus, but they know of several cases that happened to their friends.</p>
<p>&#8220;If someone tries to touch me or crowd me too closely I don&#8217;t feel so safe,&#8221; said Elena, a commercial engineering student.</p>
<p>&#8220;A friend of mine had her cell phone stolen. I have not been harassed, but I would never go on the bus or subway in shorts even if I were dying of heat. I wear long pants because wearing shorts is a risk,&#8221; added Emilia, a psychology student.</p>

<p><strong>The joys and pitfalls of being a female bus driver</strong></p>
<p>Getting more people to use buses and other public transport in Chile, a long narrow country with a population of 19.8 million, is difficult because 71 percent of households own at least one car.</p>
<p>The incorporation of more female bus drivers is aimed at a friendlier mass transit system.</p>
<p>Perla Venegas, 34, has been working as a bus driver in Santiago&#8217;s public transportation system for six years.</p>
<p>&#8220;I like my job and driving. The most complicated thing is dealing with cyclists, pedestrians and passengers, who are never satisfied,&#8221; she told IPS while parked waiting to pull out on the corner of Santa Rosa and Alameda, in the heart of downtown Santiago.</p>
<p>Her route connects downtown Santiago with the municipality of Maipú, in the western outskirts of the capital.</p>
<p>&#8220;I&#8217;m on a par with the male drivers, but I&#8217;m more cautious, not so aggressive and I&#8217;m a more defensive driver. I have been complimented several times, especially by elderly people,&#8221; said Venegas, who lives with her two daughters, aged 16 and 8.</p>
<p>&#8220;I have female colleagues who have been hit and beaten. I received a death threat from a passenger because when the route ended he wouldn&#8217;t get off. He was a homeless drug addict. It was 5:30 AM. In the end I found a carabineros (police) patrol car and I turned him in,&#8221; she said.</p>
<p>She added that she has had both pleasant and negative experiences and acknowledged that she is proud that her eldest daughter also wants to be a bus driver &#8220;although I would not like her to experience the hard parts.&#8221;</p>

<p><strong>Staying alert in the subway, the main means of public transport</strong></p>
<p>On the Santiago<a href="https://www.dtpm.cl/index.php/sistema-transporte-publico-santiago/metro"> subway</a> there are 2.3 million trips on working days. Its tracks cover 140 kilometers on six lines, with 136 stations in 23 of the 32 municipalities that comprise the metropolitan area. Greater Santiago is home to 7.1 million people.</p>
<p>An additional 2.1 million average daily trips are made on surface public transport.</p>
<p>According to official statistics, during the first five months of the year there were 21 pollution episodes in Santiago above the maximum standard level and eight environmental alerts for excess fine particulate matter, so increasing the use of public transport instead of private vehicles is considered a priority for the authorities.</p>
<p>Paulina del Campo, the subway&#8217;s sustainability manager, told IPS that gender issues are a strategic objective in this state-owned company.</p>
<p>&#8220;We have taken the issue of harassment very seriously. We do not have large numbers, but we do have moments like March 2022 when the issue was raised because of situations in the streets and in universities that included public transportation,&#8221; she said.</p>
<p>After meetings with authorities and student leaders, the subway increased the presence of female security guards at stations in the university district.</p>
<p>&#8220;One of the things they said is that in a situation of harassment it is much more comfortable to ask for help from a woman than from a man,&#8221; explained Del Campo.</p>
<p>The company thus hired a specific group of female guards to receive and respond to complaints.</p>
<p>&#8220;Qualified staff respond and are trained to provide support for the victims. We can quickly activate the protocols with the carabineros police. When it happens we can intercept the train and often arrest the people (aggressors) on the spot,&#8221; said Del Campo.</p>
<p>In another campaign, a standard methodology designed by international foundations with expertise in harassment was adapted to the situation in Chile.</p>
<p>At the same time, the subway increased its female staff and the number of women in leadership positions.</p>
<p>&#8220;Two years ago we had a female staff of around 20 percent and now, in May, 26.5 percent of the 4,400 subway workers are women. In the area of security guards we have a staff of approximately 700 and of these 110 are women,&#8221; explained the company&#8217;s Sustainability Manager.</p>

<p><strong>Gender policies in public transportation</strong></p>
<p>The <a href="https://educacioncontinua.uc.cl/?utm_source=adwords&amp;utm_campaign=Adwords_EDU_CON_0522&amp;utm_medium=ads&amp;gclid=Cj0KCQjw4s-kBhDqARIsAN-ipH2Pl0PZVF447dvZahLc-U55uS6ChsioC4yCiUBDaF4AwLcI4OGTaRUaAmliEALw_wcB">Metropolitan Public Transport Directorate (DTPM)</a> informed IPS that it aims to reduce the male-female gap in public transport.</p>
<p>It also plans to increase the number of women bus drivers.</p>
<p>The Red system, with buses running throughout Santiago, currently employs 1,444 women &#8211; only 7.6 percent of all drivers.</p>
<p>&#8220;Many women who have entered this field come from highly precarious and unregulated jobs, so this opportunity has allowed them greater autonomy and, on many occasions, to leave violent environments and improve their self-confidence,&#8221; the DTPM stressed in response to questions from IPS.</p>
<p>&#8220;This has meant an effort to train and generate conditions to keep and promote women who are part of the system,&#8221; it added.</p>
<p>Origin-Destination Surveys reveal that women are the main users of public transport and 65 percent of trips for the purpose of caring for the home, children or other people are made by women. They are more likely to make multidirectional trips and in the so-called off-peak hours, with little traffic.</p>
<p>According to the DTPM, waiting for the bus is one of the most critical moments in every trip.</p>
<p>&#8220;This is why we installed the panic button at bus stops and real-time information on the arrival of buses to improve the perception of security,&#8221; it explained.</p>
<p>The information is available through an application on cell phones, while the panic buttons began as a women&#8217;s safety pilot plan in October 2022 at stops in one of the capital&#8217;s municipalities. The plan is to extend them to a large number of stops in Santiago.</p>

<p>“An empowered adolescent will know her rights and will stand up for them; she has tools for success and is a driving froce for positive change in her community,” Carvalho told IPS in an interview from the <a href="http://lac.unwomen.org/en">regional headquarters of UN Women</a> in Panama City.</p>
<p>Adolescent girls and boys will have a leading role in their societies when the <a href="http://www.un.org/sustainabledevelopment/development-agenda/">Agenda 2030 for Sustainable Development</a> has been completed, she said. One of the Sustainable Development Goals (SDG) is gender equality. Investing in today’s girls will have “a great transformative impact in future,” she said. “Investing in education and protection against violence are important tools for fulfilling the potential of teenage girls and young women,as wellas for promoting gender equality” -- Luiza Carvalho.<br /><font size="1"></font></p>
<p>The world today has a higher proportion of its population aged between 10 and 24 years old than ever before, with 1.8 billion young people out of a  total population of 7.3 billion. Roughly 20 percent of this age group live in LatinAmerica and the Caribbean, Carvalho said.</p>
<p>According to data given to IPS by the regional office of the <a href="http://lac.unfpa.org/en">United Nations Population Fund</a> (UNFPA), 57million of the region’s 634 million people are girls aged between 10 and 19, living mainly in cities.</p>
<p>The theme for this year’s <a href="http://www.unfpa.org/events/world-population-day">World Population Day</a>, celebrated July 11, is “Investing in Teenage Girls”, on the premise that transforming their present situation to guarantee their right to equality will not only eliminate barriers to their individual potential but will also be decisive for the sustainable development of their countries.</p>
<p><a href="http://womendeliver.org/">Women Deliver</a>, an international organisation, has calculated the benefits of this investment in financial terms. For every additional 10 percent of girls in school, national GDP rises by an average of three percent; for every extra year of primary schooling a girl has completed, her expected salary as an adult grows by between 10 and 20 percent.</p>
<p>This is fundamental because, as Carvalho pointed out, “lack of economic empowerment, together with generalised gender discrimination and the reinforcemet of traditional stereotypes, negatively affects the capability of women in Latin America and the Caribbean to participate on an equal footing in all aspects of public and private life.”</p>

<p>That is why “investing in education and protection against violence are important tools for fulfilling the potential of teenage girls and young women,as well as for promoting gender equality,” she said.</p>
<p>Teenage women, she said, “are an especially vulnerable group who face special social, economic and political barriers.” Their empowerment in the region may come up against difficulties such as unwanted pregnancy, forced early marriage or union, gender violence and limited access to education and reproductive health services.”</p>
<p>As an example of these obstacles, the regional director of UN Women said that a <a href="http://www.paho.org/hq/">Pan-American Health Organisation</a> (PAHO) study of women aged 15-49 years in 12 countries of the region “reported that for a substantial proportion of these women, their first sexual encounter had been unwanted or coerced.”</p>
<p>Carvalho stressed that “early marriage or union imposed on girls is a major concern in the region, and it significantly affects the exercise of adolescent girls’ rights developing their full potential.”</p>
<p>“It is a form of violence that denies them their childhood, interrupts their education, limits their social development, curtails their opportunities, exposes them to the risk of premature pregnancy at too young an age, or unwanted pregnancy and its possible complications, and increases their risk of contracting sexually transmitted infections, including HIV (human immuno-deficiency virus),” she said.</p>
<p>It also increases the girls’ exposure to “becoming victims of violence and abuse,” Carvalho said.</p>
<p>In Carvalho’s view it is very positive that all the countries inthe region have established minimum ages for marriage in their laws, but on the other hand, the laws fix different minimum ages for boys and for girls, and in certain cases such as pregnancy or motherhood, girls may legally marry before they reach the minimum age.</p>
<p>In Latin America, far from diminishing, teenage pregnancies have increased in recent years, due to cultural acceptance of early sexual initiation. As a result, the region ranks second in the world for adolescent birth rates, with an average of 76 live births per 1,000 women aged 15-19 years, second only to sub-Saharan Africa.</p>
<p>Furthermore, 30 percent of Latin American teenage girls do not have access to the contraceptive care services they need, according to UNFPA. Sexual and reproductive health face especially high barriers in this region because of patriarchal,culture, the weight of conservative sectors and the dominance of the Roman Catholic Church.</p>

<p>In contrast, the region has a good record on education. Over 90 percent of its countries have policies to promote equal access by teenagers to education. Ninety percent of teenage girls have finished their primary school education, although only 78 percent go on to secondary school, according to UNFPA.</p>
<p>The greatest educational access barriers are faced by rural and indigenous teenage girls, who have difficulties for physical access to some education centres. In the case of indigenous and Afro-descendant girls, this is added to inappropriate curricula or the absence of educational materials in their native languages (mother tongues). </p>
<p>Carvalho highlighted as a positive element that education laws, especially those that have been reformed recently, “have begun to recognise the importance of establishing legal provisions that promote and disseminate human rights, peaceful coexistence and sex education.”</p>
<p>However, she regretted that “direct connections with prevention of violence against women and girls are still incipient.”</p>
<p>In her view, the school curriculum plays an essential role. Including contents and materials “related to human rights and the rights of women and girls, non-violent conflict resolution, co-responsibility and basic education about sexual and reproductive health,” will potentiate more non-violent societies, inside and outside of the classroom, she said.</p>
<p>Carvalho quoted a 2015 study carried out in 13 Latin American countries by UN Women and the <a href="http://www.unicef.org/lac/english.html">United Nations Children’s Fund</a> (UNICEF), which concluded that education systems are failing to prevent violence against girls.</p>
<p>“This is something that must be improved, because it is in the first few years of early childhood that egalitarian role modelling between girls and boys can occur and lay the foundations of the prevention of violence, discrimination, and inequality in all its forms,” she emphasised.</p>
<p>Carvalho said changes should start with something as simple as it is frequently forgotten: “Girls, teenagers and women are rights-holders and entitled to their rights.”</p>
<p>If girls are given “equal access to education, health care, sexual and reproductive education, decent jobs, and representation in political and economic decision-making processes, sustainable economies would be promoted and societies, and humanity as a whole, would benefit,” she concluded.<em> </em></p>

Economic disorder and lack of opportunity are contributing to instability in the region, stated Bahrain’s minister for industry, commerce and tourism, Zayed Al Zayani, while kicking off the recent IISS Bahrain Bay Forum. He emphasized the need for “unprecedented” economic reform across the Gulf in the wake of the lower oil revenues. These policies include the generation of millions of jobs for the youth in these economies that continue to depend heavily on expatriate labour from India, Pakistan, Bangladesh and Philippines.<br />

<p>The Gulf States face the prospect of a demographic dividend of a youth bulge in the population rapidly turning into a curse, thanks to high and rising rates of unemployment for those between 15 to 24 years of age. The highest rates are in Saudi Arabia (28.7 per cent), Bahrain (27.9 per cent), Oman (20.5 per cent) and Kuwait (19.6 per cent). India, too, has double digit rates of joblessness among the young like many of these economies. There was a suggestion at the Bahrain Bay Forum that such high rates of youth unemployment are a proximate factor behind the surge in militant terrorism, exemplified by the rise of the Daesh or ISIS.</p>
<p>The prospect of lower oil revenues certainly will constrain the Gulf States to diversify their economies away from dependence on this commodity. Countries like Bahrain seek to focus on education and training, communications and infrastructure and promoting a start-up ecosystem for fostering entrepreneurship. The level of ambition is also high as they intend to generate high skill jobs and build a knowledge- based economy. The technology sector in the Gulf States is likely expected to grow by 10 per cent per annum over the next five years while the spending on technology in the Middle East as a whole is expected to touch $200 billion.</p>
<p>However, the transition to this brave new world requires bridging the skills gap. The labour market in this region depends heavily on low skilled and low wage earning migrant labour. More than 80 per cent of the workforce in private sector employment in Bahrain is comprised of expatriates. It goes up to 96 per cent and 98 per cent in Kuwait and Qatar respectively. In sharp contrast, the nationals are disproportionately represented in the bloated public sector. So, one form of dualism in the labour market is that the private sector is dominated wholly by expatriates while the public sector is largely for the locals in the Gulf.</p>
<p>Another source of dualism is that women are not adequately represented in the labour market due to pervasive gender discrimination in these conservative economies. Although women’s enrolment in higher educational institutions is rapidly rising of late &#8212; a case in point are courses in financial services in Bahrain which attract a lot of women &#8212; female labour force participation rates are well below 30 per cent as against the global average of 50 per cent. Jobless among young females is as high as 55 per cent in Saudi Arabia which is three-times higher than that of young males, according to the World Bank’s World Development Indicators.</p>
<p>Gulf’s labour market thus is “locked in a low skills, low wages and low productivity equilibrium” argued Frank Hagemann, deputy regional director of ILO, at one of the sessions at the Bay Forum. This dualism is reflected in a substantial wage gap between the private and public sector. At the lower end, the living and working conditions of migrants is sub-standard and highly exploitative in nature. Dependency-driven employee-employers relations are rife. The big challenge for the Gulf States is to kick-start the transition from this state of affairs to one driven by higher skills, higher wages and productivity.</p>
<p>What is the impact of abundant supplies of low skilled, low productivity expatriate population queried Ausamah Al Absi, chief executive, Labour Market Regulatory Authority in Bahrain? If an entrepreneur were to make an investment in a state-of-the-art printing press in Germany, he has to employ high technology and productivity tools as the cost of manpower is high. But in Bahrain, he can go for lower technology supported by a low skilled workforce. Pursuing a capital-intensive option in a low wage economy is not on. For such demand-side reasons, this entrepreneur will naturally be rendered uncompetitive in this economy, felt Al Absi.</p>
<p>Low oil prices complicate the efforts of the Gulf States to address these distortions without throwing out the baby with the bathwater. If revenues continue to decline, a worry is that it reduces the fiscal space to pay nationals in the public sector. At the same time, there is a compulsion to reduce subsidies on water, electricity and school fees that will disproportionately hit the expatriate workforce. The Gulf economies thus will make it more and more difficult for the expatriates to work in these economies over the near-term Controls on migration appear inevitable, regardless of the heavy dependence on such labour at present.</p>
<p>The transition to a higher skills, wages and productivity equilibrium is far from easy. It entails changes over a generation. For instance, in Saudi Arabia, 40 per cent of the graduates come from humanities or Islamic studies while only 4 per cent are engineers. Stepping up the numbers of engineers takes more time. Yet there is a temptation to look for quick fixes like inviting tech giants in the US to set up cloud computing courses in the Gulf States! At the Bay Forum, Bahrain announced a $100 million venture capital based fund to that will work as the first cloud technology accelerator in the region. Can such moves kick-start hi-tech start-ups? Intermediate steps are perhaps more necessary like vocational and on-the-job training. Only 17 per cent of firms in the Gulf States provide on-the-job training as against the global average of 35 per cent. The best bet for these countries is greater gender empowerment in the labour market than expat-bashing policies to reduce sources of instability.</p>

Security Council Resolution 1325. The landmark resolution on Women, Peace and Security (WPS) recognises not only the disproportionate impact armed conflict has on women, but also the lack of women’s involvement in conflict resolution and peace-making.<span id="more-141798"></span></p>
<p>It calls for the full and equal participation of women in conflict prevention, peace negotiations, humanitarian response and post-conflict reconstruction and urges member states to incorporate a gender perspective in all areas of peace-building and to take measures to protect women from sexual violence in armed conflict.The key challenges in protecting women and children in emergencies, and ensuring women are able to participate in these processes, is not related to knowing what needs to happen. <p>Since its passage, 1325 has been followed by six additional resolutions (1820, 1888, 1889, 1960, 2106 and 2122).</p>
<p>But despite all these commitments on paper, actual implementation of the WPS agenda in the real world continues to lag, according to humanitarian workers and activists.</p>
<p>Data by the U.N. and NATO show that women and girls continue to be disproportionately affected by armed conflict.</p>
<p>Before the Second World War, combatants made up 90 percent of casualties in wars. Today most casualties are civilians, especially women and children. Hence, as formulated in a 2013 NATO review, whereas men wage the war, it is mostly women and children who suffer from it.</p>
<p>Kang Kyung-wha Assistant Secretary-General for Humanitarian Affairs and Deputy Emergency Relief Coordinator at the U.N. Office for the Coordination of Humanitarian Affairs (OCHA), who spoke at a recent lecture series on WPS, cited as example the situation of women and girls on the border between Nigeria and Niger, where the average girl is married by 14 and has two children by age 18.</p>
<p>Secondary education for girls is almost non-existent in this area and risks of violence, sexual abuse, exploitation and trafficking are particularly high, she said.</p>
<p>“Thus marginalised and disempowered, [these women and girls] are unlikely to play any part in building stable communities and participate in the socio-economic development of their societies and countries,” Kang said.</p>
<p>“Despite 1325 and the successor resolutions…women and girls continue to be routinely excluded from decision-making processes in humanitarian responses as well as in peace-negotiations and peace-building initiatives.”</p>
<p>High expectations are placed on the World Humanitarian Summit, scheduled to take place in May 2016 in Istanbul. Activists hope that the summit will help turn the numerous rhetorical commitments into concrete actions.</p>
<p>Marcy Hersh, Senior Advocacy Officer at Women&#8217;s Refugee Commission, who also spoke on the panel, told IPS: “Women and girls are gravely implicated in peace and security issues around the world, and therefore, they must be a part of the processes that will lead to their protection.”</p>
<p>“The key challenges in protecting women and children in emergencies, and ensuring women are able to participate in these processes, is not related to knowing what needs to happen&#8230;We need a commitment to do it. We need to see leadership and accountability in the international community for these issues.”</p>
<p>“If humanitarian leadership, through whatever mechanisms, can finally collectively step up to the plate and provoke the behavioral change necessary to ensure humanitarian action works with and for women and girls, we will have undertaken bold, transformative work.”</p>
<p>Another challenge in making the women, peace and security agenda a reality is linked to psychological resistance and rigid adherence to the traditional status quo. Gender-related issues tend to be handled with kid gloves due to “cultural sensitivity”, according to Kang Kyung-wha.</p>
<p>“But you can’t hide behind culture,” Kang said.</p>
<p>Also, women activists continue to face misogyny and skepticism in their communities and at the national level. Christine Ahn, co-founder of the Korea Policy Institute and former Senior Policy Analyst at the Global Fund for Women, told IPS that often enough the involvement of women in peace-keeping processes seems inconceivable to some of the men in power who hold key positions in international relations and foreign policy.</p>
<p>“They are calling us naive, dupes, fatuitous. Criticism is very veiled of course, we are in the 21st century. But even if it is a very subtle way in which our efforts are discounted, it is, in fact, patriarchy in its fullest form.”</p>
<p>Christine Ahn spoke at the second event of the lecture series at the United Nations. She is one of the 30 women who, in May 2015, participated in the Crossing of the De-Militarised Zone (DMZ) between North and South Korea as part of a one-week long journey with North and South Korean women.</p>
<p>The project aimed at fostering civil society contacts between women in North and South Korea and promoting peace and reconciliation between the countries.</p>
<p>The symbolic act for peace at one of the world’s most militarised borders can be seen as a practical example of Security Council resolution 1325.</p>
<p>Ahn told IPS: “We will use resolution 1325 when we advocate that both of Korean women are able to meet because under each government’s national security laws they are not allowed to meet with the other – as it is considered meeting with the enemy.”</p>

Credit: Cam McGrath/IPS</p></font></p><p>By Rana Allam<br />CAIRO, Feb 23 2015 (IPS) </p><p>In November 2013, a Thomson Reuters Foundation <a href="http://www.trust.org/spotlight/poll-womens-rights-in-the-arab-world/">survey</a> ranked Egypt as the worst of 22 Arab states with regards to women’s rights.<span id="more-139302"></span></p>
<p>Several people argued that any country strictly following Islamic laws should rank lower, because Egypt and many other Arab and Muslim countries are not strict in following Islamic <em>Sharia</em> (religious laws), like in cutting off the hand of a thief, for example. In Egypt, if you are a man, you can literally kill your wife and get away with it.<br /><font size="1"></font></p>
<p>However, Egypt &#8211; along with most Muslim countries &#8211; incorporates a list of laws based on Islamic Sharia. Some of these are indisputable Sharia laws while others are based on individual interpretations, and both are indeed discriminatory.</p>
<p>Suffice to say that in the second highest ranking Arab state in the survey, Oman, women inherit 50 percent of what men do, a man can divorce his wife for any reason while a woman needs grounds to file for divorce, and there are no laws against female genital mutilation.</p>
<p>The starkest examples of sexist laws in Arab and Muslim countries come in the personal status laws.</p>
<p>Regardless of whether these laws are Islamic Sharia compliant or not, they are presented as such and thus are non-negotiable.</p>
<p>With the many interpretations of Islamic text, it falls on the legislators and the (so-called) Muslim scholars to enforce what laws they “understood” from the text. These laws should be revised if we are to enforce gender equality, here are some examples:</p>
<p>&#8211;          Polygamy is legal for men only.</p>
<p>&#8211;          A man can divorce his wife with no grounds and without going to court, while a woman has to have strong reasons for divorce, must convince a court of law of some ordeal about her marriage, and the judge may or may not grant her divorce. A new law introduced in Egypt in 2000, called Khula law where a woman can file for divorce on no grounds, but then she has to forfeit her financial rights and reimburse her husband the dowry (and any gifts) paid when contracting the marriage.</p>
<p>&#8211;          A woman inherits half what a man inherits.</p>
<p>&#8211;          In some Muslim countries, like the UAE, a woman’s testimony is half that of a man’s in court. In most Muslim countries, if a contract requires a certain number of witnesses, a woman is counted as “half” a man.</p>
<p>&#8211;          There is no set minimum age for marriage in Islam, so some countries like Sudan can marry off a 10-year-old girl, and in Bahrain, a 15-year-old, however, in Libya the minimum age is 20.</p>
<p>&#8211;          A Muslim man can marry a non-Muslim woman, but a Muslim woman is not granted the same right.</p>
<p>&#8211;          In most Muslim countries, spousal rape is not recognised in the laws.</p>
<p>&#8211;          Abortion is illegal unless there is risk to the mother’s life and even this has to be with the husband’s consent.</p>
<p>It is one thing to fight culture and an intimidating environment and another thing to have sexist laws, where even in a court of law, a woman has no equal rights. For women in Egypt, the general atmosphere is one of hostility and intimidation, prevalent aggressions and complete impunity with regards to violence against women.</p>
<p>Amnesty International titled its latest briefing on the subject “Circles of Hell: domestic, public and state violence against women in Egypt.” Women in Egypt must not only fight such culture, but must also deal with discriminatory laws.</p>
<p>Muslim men have a unilateral and unconditional right to divorce, while women can only divorce by court action. A man need only say the words “I divorced you” and then register the divorce.</p>
<p>Actually, an Egyptian Muslim man may not even tell his wife he is divorcing her, he can register the divorce (regardless of her consent or attendance), and it is the duty of the registrar to “inform” her. On top of this, there is such a thing as a “revocable divorce” which means the husband has the right to revoke the divorce at his own accord during the waiting period and without having to sign another marriage contract.</p>
<p>Such a waiting period is only a woman’s burden. She has to remain unmarried for three months after she gets divorced, and such waiting period is nonexistent for men.</p>
<p>Adding insult to injury, Egypt has an “Obedience Law”. This law stipulates that a man may file an obedience complaint against his wife if she leaves the marital home without his permission.</p>
<p>The woman is this case has 30 days to file an objection detailing the legal grounds for “her failure to obey”, a judge may not be convinced of course. If she fails to file such objection, and does not return home, she is considered “deviant” and is denied her financial rights upon divorce – if she was ever granted one. Naturally, such proceedings delay her divorce lawsuit, and risk a just financial settlement.</p>
<p>Although legislators in Egypt have always cited Islamic Sharia when enforcing such strict personal status  laws, when it comes to adultery, Egyptian laws stray far from Islamic teachings and are outrageous.</p>
<p>The issue is such a taboo that no one even dares mentioning it. In Egypt, if you are a man, you can literally kill your wife and get away with it, if you catch her “red-handed” committing adultery.</p>
<p>Laws pertaining to the crime of adultery are an embodiment of sexism and discrimination:</p>
<p>&#8211;          A married woman would be charged with adultery if she commits the crime anywhere and with anyone. A married man would only be accused of adultery if he commits the crime in his marital house; otherwise there is no crime and no punishment.</p>
<p>&#8211;          The punishment for a married man (who committed the crime in his marital home) is imprisonment for six months, but women are given a sentence of two years in prison (regardless of where the crime took place).</p>
<p>&#8211;          If a married man commits adultery with a married woman in her marital house, he would merely be an accessory to the crime.</p>
<p>&#8211;          If both are unmarried, and the female is over 18, he receives no punishment, while she may face charges of prostitution.</p>
<p>&#8211;          If a married man catches his wife red-handed in the crime, and kills her and her partner, he does not face intentional murder charges or even manslaughter, he only gets a sentence as low as 24 hours. If a wife catches her husband red-handed and kills him, she immediately faces murder charges with its maximum sentence as the judge sees fit.</p>
<p>Not only do we have to fight taboos, sexist culture, violence on the streets and at home, gender-bias in every police station, court of law or place of business, but we also have a long way to go to at least have equality in the eyes of the law.</p>

The United Nations, for example, has convened four world conferences on women &#8211; Beijing in 1995, Nairobi in 1985, Copenhagen in 1980 and Mexico City in 1975 &#8211; and Member States have adopted various international agreements, such as the Beijing Declaration and Platform for Action and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).</p>
<p><span id="more-137836"></span>Achieving true gender equality, however, requires resolving the many inequities, discriminations and barriers that are encountered by both women and men. Concentrating attention, policies and programmes on the inequalities, biases and obstacles confronting women, while largely ignoring those of men is an unproductive and limited strategy for attaining true gender equality.</p>
<p>In hazardous jobs, such as mining, logging, fishing, iron and steel work, men are the overwhelming majority of workers. Consequently, men are far more likely to suffer a fatal injury or work-related disability than women.<br /><font size="1"></font>It is important to acknowledge at the very outset that women’s rights and men’s rights are human rights. According to the Universal Declaration of Human Rights, all human beings are born free and equal in dignity and rights and are entitled to life, liberty and security of person.</p>
<p>Moreover, empowering women and men is also an indispensable tool for advancing both human and national development, reducing poverty and improving prospects for future generations.</p>
<p>Men suffer a widely acknowledged disadvantage compared to women with respect to perhaps the most important dimension: longevity. Men have shorter life spans and higher mortality than women at virtually all ages. Males, on average live four years less than females worldwide, five years less in the United States, seven years less in Japan and 10 years less in Russia.</p>
<p>The gender gap is considerable at older ages due to men’s shorter lives. Men are a growing minority across each 10-year age group of the aged population worldwide (Figure 1). For example, men represent 40 percent of those in the age group 80-89 years.</p>

<p>In some countries, for example, Austria, China, Italy, Russia, Switzerland and the United Kingdom, statutory retirement ages for men are higher than for women, even though men have fewer potential years for retirement than women. Furthermore, when they meet the same participatory requirements, men receive similar social security benefits as women, without regard to men’s fewer years of retirement.</p>
<p>With respect to education, girls generally outperform boys in most developed countries by receiving better grades and teacher assessments, while having lower school dropout rates than boys. In the crucial area of higher education, women now outnumber men worldwide in both university attendance and graduation.</p>
<p>Regarding childbearing and childrearing, fathers in most industrialised countries generally have little to say about the outcome of a pregnancy even though they will likely incur responsibilities and costs for the child.</p>
<p>Women have the right to choose whether to have an abortion or carry the pregnancy to term, even if the father objects to her decision. Moreover, while women may opt for artificial insemination to have a child, men are generally barred from using surrogacy to have a child.</p>
<p>Men who stay home to raise children are often looked down upon for not financially supporting their families. However, it is still acceptable for women to stay at home and focus on childcare.  Also in contrast to women, men are still expected to enter the labour force early in their lives and are under enormous pressure to be successful providers for the material needs of their families.</p>
<p>Also in cases of divorce in the Western world where child custody is involved, courts most often rule in favour of the mother rather than the father. Moreover, in those instances where the father does receive child custody, he is less likely to receive child support than custodial mothers.</p>
<p>With regard to the occupational structure of most countries, men have to cope with the widely unacknowledged “glass floor”.The glass floor is the invisible barrier limiting the entry of men into the traditional occupations of women, such as pre-school and primary teachers, secretaries/administrative assistants, nurses and medical/dental aides. If gender equality is desired at higher occupational levels, then it is also necessary at lower levels as well.</p>

Moreover, the construction, manufacturing and production sectors are shrinking in many developed countries, resulting in fewer traditional jobs for men.</p>
<p>Concerning sports, boys and men are more often encouraged to participate in more violent activities, such as football, hockey and boxing, than girls and women. As a result, men are at greater risk of suffering serious sports-related injuries and incurring long-term or permanent brain damage.</p>
<p>In armed conflicts both domestic and international, men and boys are more likely to participate in combat than women. Consequently, men suffer more trauma, disability and death than women in such conflicts.</p>
<p>Men have a higher probability of being victims of homicide. Among ethnic minorities, homosexuals and marginalised groups, men are also more likely to experience discrimination, hostility and violence than women. In addition, men are more often incarcerated in jails, prisons and hospitals and serve longer jail terms than women for the same criminal offenses, with women being released earlier on parole than men.</p>
<p>Men are more likely than women to be homeless, often the result of job loss, insufficient income, mental health issues or drug addiction. The consumption of tobacco and alcohol is greater for men than women globally, with men smoking nearly five times as much as women and six percent of male deaths related to alcohol compared to one percent of female deaths.</p>
<p>Also, in most countries more men than women commit suicide. Nevertheless, men are less likely than women to seek help and treatment for alcoholism, substance abuse, mental illness and chronic health problems.</p>
<p>It should be evident that simply focusing attention, policies and programmes on the inequalities and biases that women encounter while largely ignoring those facing men will obstruct and delay efforts to attain gender equality. Achieving true gender equality requires recognising and resolving the inequities, discrimination and barriers that are encountered by both women and men alike.</p>
