Credit: United States Department of Defense via Wikimedia Commons</p></font></p><p>By Katsuhiro Asagiri  and Ramesh Jaura<br />HIROSHIMA, Aug 27 2015 (IPS) </p><p>As the international community gears up to commemorate the 20<sup>th</sup> anniversary next year of the opening up of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) for signature, a group of eminent persons (GEM) has launched a concerted campaign for entry into force of a global ban on nuclear weapon testing.<span id="more-142157"></span></p>
<p>GEM, which was set up by Lassina Zerbo, the Executive Secretary of the September 2013 Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) at the United Nations headquarters in New York, met on Aug. 24-25 in Hiroshima, a modern city on Japan’s Honshu Island, which was largely destroyed by an atomic bomb during the Second World War in 1945.</p>
<p>“Multilateralism in arms control and international security is not only possible, but the most effective way of addressing the complex and multi-layered challenges of the 21st century” – CTBTO Executive Secretary Lassina Zerbo<br /><font size="1"></font>Hiroshima and Nagasaki are the only two cities in the world which have suffered the devastating and brutal atomic bombs that brought profound suffering to innocent children, women and men, the tales of which continue to be told by the ‘hibakusha’ (survivors of atomic bombings).</p>
<p>“There is nowhere other than this region where the urgency of achieving the Treaty’s entry into force is more evident, and there is no group better equipped with the experience and expertise to help further this cause than the Group of Eminent Persons,” CTBTO Executive Secretary Zerbo told participants.</p>
<p>The GEM is a high-level group comprising eminent personalities and internationally recognised experts whose aim is to promote the global ban on nuclear weapons testing, support and complement efforts to promote the entry into force of the Treaty, as well as reinvigorate international endeavours to achieve this goal.</p>
<p>The two-day meeting was hosted by the government of Japan and the city of Hiroshima, where CTBTO Executive Secretary Zerbo participated in the commemoration of the 70<sup>th</sup> anniversary of the atomic bombing early August.</p>
<p>On the eve of the meeting, Zerbo joined former United States Secretary of Defence and GEM Member William Perry and Hiroshima Governor Hidehiko Yuzaki as a panellist in a public lecture on nuclear disarmament which was attended by around 100 persons, including many students.</p>
<p>In an opening statement, Zerbo urged global leaders to use the momentum created by the recently reached agreement between the E3+3 (China, France, Germany, the Russian Federation, United Kingdom and the United States) and Iran to inject a much needed dose of hope and positivity in the current discussions on nuclear non-proliferation and disarmament.</p>
<p>“What the Iran deal teaches us is that multilateralism in arms control and international security is not only possible, but the most effective way of addressing the complex and multi-layered challenges of the 21st century. [It] also teaches us that the measure of worth in any security agreement or arms control treaty is in the credibility of its verification provisions. As with the Iran deal, the utility of the CTBT must be judged on the effectiveness of its verification and enforcement mechanisms. In this area, there can be no question,” Zerbo said.</p>
<p>Also speaking at the opening session, Perry expressed his firm belief that ratification of the CTBT served U.S. national interests, not only at the international level but also at the strictly domestic level for national security measures. He considered that the current geopolitical climate constituted a risk for the prospects of entry into force and reiterated the importance of maintaining the moratoria on nuclear testing.</p>
<p>Participating GEM members included Nobuyasu Abe, former U.N. Under-Secretary-General for Disarmament Affairs, Japan; Des Browne, former Secretary of State for Defence, United Kingdom; Jayantha Dhanapala, former U.N. Under-Secretary-General for Disarmament Affairs; Sérgio Duarte, former U.N. High Representative for Disarmament Affairs, Brazil; Michel Duclos, Senior Counsellor to the Policy Planning Department at the French Ministry of Foreign Affairs; Wolfgang Hoffmann, former Executive Secretary of the CTBTO, Germany; Ho-Jin Lee, Ambassador, Republic of Korea; and William Perry, former Secretary of Defence, United States.</p>
<p>István Mikola, Minister of State, Hungary; Yusron Ihza Mahendra, Ambassador of Indonesia to Japan; Mitsuru Kitano, Permanent Representative, Ambassador of Japan to the International Organisations in Vienna; and Yerzhan N. Ashikbayev, Deputy Minister of Foreign Affairs, Republic of Kazakhstan, participated as ex-officio members.</p>
<p>The GEM took stock of the Plan of Action agreed in its meetings in New York (Sep. 2013), Stockholm (Apr. 2014) and Seoul (Jun. 2015). The Group considered the current international climate and determined that, with the upcoming 20<sup>th</sup> anniversary of the opening for signature of the Comprehensive Nuclear-Test-Ban Treaty, there was an urgency to unite the international community in support of preventing the proliferation and further development of nuclear weapons with the aim of their total elimination.</p>
<p>Participants in the meeting discussed a wide range of relevant issues and debated practical measures that could be undertaken to further advance the entry into force of the Treaty, especially in the run-up to the Article XIV Conference on Facilitating Entry into Force of the CTBT, which will take place at the end of September in New York, with Japan and Kazakhstan as co-chairs.</p>
<p>One hundred and eighty-three countries have signed the Treaty, of which 163 have also ratified it, including three of the nuclear weapon states: France, Russia and the United Kingdom. But 44 specific nuclear technology holder countries must sign and ratify before the CTBT can enter into force. Of these, eight are still missing: China, Egypt, India, Iran, Israel, North Korea, Pakistan and the United States. India, North Korea and Pakistan have yet to sign the CTBT.</p>
<p>The GEM adopted the <a href="https://www.ctbto.org/fileadmin/user_upload/public_information/2015/Hiroshima_Declaration-FINAL_Aug_25.pdf">Hiroshima Declaration</a>, which reaffirmed the group’s commitment to achieving the global elimination of nuclear weapons and, in particular, to the entry into force of the CTBT as “one of the most essential practical measures for nuclear disarmament and non-proliferation”, and, among others, called for “a multilateral approach to engage the leadership of the remaining . . . eight States with the aim of facilitating their respective ratification processes.”</p>
<p>The GEM called on “political leaders, governments, civil society and the international scientific community to raise awareness of the essential role of the CTBT in nuclear disarmament and non-proliferation and in the prevention of the catastrophic consequences of the use of nuclear weapons for humankind.”</p>

			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">In this column, Roberto Savio, founder and president emeritus of the Inter Press Service (IPS) news agency and publisher of Other News, writes that neoliberal thinking, which has failed to meet an adequate response from the left, and lack of political vision has led to the decline of Europe and the United States.</p></font></p><p>By Roberto Savio<br />ROME, May 19 2015 (IPS) </p><p>The victory of the Conservative Party and the debacle of the Labour Party in the recent British general elections is yet another sign of the crisis facing left-wing forces today, leaving aside the question of how, under the British electoral system, the Labour Party actually increased the number of votes it won but saw a reduction in the number of seats it now holds in Parliament (24 seats less than the previous 256).<span id="more-140701"></span></p>

<p>If the proportional rather than uninominal system had been used, the Conservative Party with its 11 million votes would have won 256 and not 331 seats in Parliament (far short of the absolute majority of 326 needed to govern), while at the other extreme the United Kingdom Independence Party with nearly four million votes would have landed 83 and not just the one seat it ended up with – results that would be hard to imagine anywhere else and a good example of insularity.</p>
<p>To an extent, the recent British general elections mirrored the U.S. presidential elections in 2000 when Democratic candidate Al Gore won around half a million more popular votes than Republican candidate George W. Bush but failed to win the majority of electoral college votes on which the U.S. system is based. The outcome was eight years of George W.  Bush administration, the war in Iraq, the crisis of multilateralism, and all the paraphernalia of “America’s exceptional destiny”.</p>
<p>Let us venture now into an analysis that will have the politologues among us cringing.“The left has tried to mimic the winners, instead of trying to be an alternative to the process of neoliberal globalisation and, since the beginning of the world financial crisis in 2008 … it has had no real answer to the crisis”<br /><font size="1"></font></p>
<p>It is now generally recognised that the end of the Soviet Union has given free way to a kind of capitalism without control, marked by an unprecedented supremacy of finance which, in terms of volume of investments, overwhelmingly exceeds the real or productive economy.</p>
<p>In its wake, neoliberal thinking has found the left totally unprepared, because part of its function had been to provide a democratic alternative to Communism, which was suddenly no longer a threat.</p>
<p>The left therefore has tried to mimic the winners, instead of trying to be an alternative to the process of neoliberal globalisation and, since the beginning of the world financial crisis in 2008 (with its bail-out cost so far of over four trillion dollars), it has had no real answer to the crisis.</p>
<p>Ever since the industrial revolution, the identity of the left had been to press for social justice, equality of opportunities and redistribution, while the right placed the emphasis on individual efforts, less role for the state and success as motivation.</p>
<p>Continuing with this brutal simplification, we have to add that the left, from Marx to Keynes, always studied how to create economic growth and redistribution – Marx by abolishing private property, social democrats through just taxation.</p>
<p>But it never studied the creation of a progressive agenda in the event case of an economic crisis such as the one we are now facing, with structural unemployment, young people obliged  to accept any kind of contract, new technologies which are making the concept of classes disappear, and rendering trade unions – erstwhile powerful actors for social justice – irrelevant.</p>
<p>It is unprecedented that the top 25 hedge fund managers received a reward in 2014 of 11.62 billion dollars, yet neither U.S. President Barack Obama nor Ed Miliband, then still leader of the Labour Party at the recent British general elections (until he resigned after election defeat), saw it fit to denounce this obscene level of greed.</p>
<p>Meanwhile, Europe as a political project is clearly in disarray, and now faces a “Grexit” on its southern flank and a “Brexit” on its northern flank.</p>
<p>In the case of a “Grexit” (the possible abandonment of the European Union by Greece), Greece faces the prospects of having to make substantial concessions to Europe, thus reneging on the promises of Alexis Tsipras who was voted in as prime minister in rebellion against years of dismantlement of public and social structures imposed in the name of austerity.</p>
<p>What is at stake here is the very neoliberal model itself and not only is ordoliberal Germany supported by allies like Austria, Finland and the Netherlands erecting a wall against any form of leniency, but countries which accepted painful cuts and where conservatives are now in power, like Spain, Portugal and Ireland, see leniency as giving in to the left.</p>
<p>A “Brexit” (the possible abandonment of the European Union by Britain) is a different affair. It is a game being played by British Prime Minister David Cameron to negotiate a more favourable agreement for Britain with the European Union.</p>
<p>A referendum will be held before the end of 2017 and the four million people who voted for the UKIP in the recent elections, plus the country’s “Euro-sceptics”, threaten to push Britain out of the European Union, especially if Cameron does not manage to obtain some substantial concessions from Brussels.</p>
<p>Meanwhile, if Europe is in disarray, the United States has a serious problem of governance. Analyst Moisés Naím, who served as editor-in-chief of <em>Foreign Policy</em> magazine from 1996 to 2010, has pinpointed a few examples of how this has translated into self-inflicted damage.</p>
<p>One concerns China which, after waiting five years trying to get the Republican-dominated Congress to authorise and increase in its stake in the International Monetary Fund (IMF) from a ridiculous 3.8 percent to 6 percent (compared with the 16.5 percent of the United States), got fed up and established an alternative fund, the <em>Asian</em> Infrastructure <em>Investment Bank</em> (AIIB).</p>
<p>Washington tried unsuccessfully to kill the initiative by putting pressure on its allies but first the United Kingdom, then Italy, Germany and France announced their participation in the new bank, which now has 50 member countries and the United States is not one of them.</p>
<p>Another example was the attempt by the Republican-dominated Congress to kill the Export-Import Bank of the United States (Ex-Im Bank) which has provided support for U.S exporters to the tune of 570 billion dollars since it was set up by President Franklin D. Roosevelt in 1934.  In just the last two years, China has provided 670 billion dollars in support for its exporters. Moral of the story: U.S. companies will be at a clear disadvantage.</p>
<p>As Larry Summers, a great proponent of U.S. hegemony, <a href="http://larrysummers.com/2015/04/05/time-us-leadership-woke-up-to-new-economic-era/">put it</a>, “the US will not be in a position to shape the global economic system”.</p>
<p>The latest snub to the U.S. role of world leader came from four Arab heads of state who snubbed a U.S.-Gulf States summit at Camp David on May 14. The summit had been called by Obama to reassure the Gulf states that the ongoing negotiations with Iran over a nuclear agreement would not diminish their relevance, but the rulers of Saudi Arabia, United Arab Emirates, Oman and Bahrain deserted the summit.</p>
<p>However, there is no more striking example of mistake-making than the joint effort by the United States and Europe to push Russian President Vladimir against the wall over his engagement in Ukraine by imposing heavy sanctions.</p>
<p>There was no apparent reflection on the wisdom of encircling a paranoid and autocratic leader, albeit one with strong popular support, by progressively also bringing in all Eastern and Central European countries. The result of this encirclement of Russia is that China has now come to the rescue of Russia, by injecting money into the country’s asphyxiated economy.</p>
<p>China will invest around six billion dollars in the construction of a high speed railway between Moscow and Kazan, is financing a 2,700 kilometre pipeline for the supply of 30 billion cubic metres of Russian gas over a period of 30 years, plus several other projects, including the establishment of a two billion dollar common fund for investments and a loan of 860 million dollars to the Russian Sberbank bank.</p>
<p>So, the net result is that Russia has been pushed out of Europe and into the arms of China, and the two are now starting joint naval and military manoeuvres.  Is this in the interest of Europe?</p>
<p>At the end of the day, the decline of Europe and the United States perhaps comes down to a decline of political vision, with democracy being substituted by partocracy, and the statesman of yesteryear being substituted by very much more modest and self-referential political leaders.</p>
<p>This is all taking place amid a growing disaffection with politics, which is now aimed basically at administrative choices, making corruption easy. At least this is what around one-third of electors now appear to believe when they are asked if they think that they can make a difference at elections … and this is why a rapidly growing number of people are deserting the ballot box. 			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">In this column, Roberto Savio, founder and president emeritus of the Inter Press Service (IPS) news agency and publisher of Other News, argues that the West, led by the United States, has taken on itself the right to intervene in the affairs of others and, in the case of the Arab world, has created situations that justify subsequent military interventions which have had a high cost in both human and financial terms.</p></font></p><p>By Roberto Savio<br />ROME, May 4 2015 (IPS) </p><p>The ‘West’ is a concept that flourished during the Cold War. Then it was West against East in the form of the Soviet empire. The East was evil against which all democratic countries – read West – were called on to fight.<span id="more-140445"></span></p>
<p>I recall meeting Elliot Abrams, U.S. Assistant Secretary of State during the Ronald Reagan administration, in 1982. He told me that at the point in history, the real West was the United States, with Europe a wavering ally, not really ready to go up to the point of entering into war with the  Soviet Union.</p>

<p>When I tried to explain to him that the East-West denomination dated back to Roman times, long before the United States even existed, he brushed this aside, saying that the contemporary concept was that of those standing against the Soviet Empire, and the United States was the only power willing to do so.</p>
<p>The Reagan presidency changed the course of history, because he was against multilateralism, the United Nations and anything that could oblige the United States to accept what was not primarily in the interests of Washington. The fact that United States had a manifest destiny and was therefore a spokesperson for humankind and the idea that God was American were the bases of his rhetoric.</p>
<p>In one famous declaration, he went so far as asserting that United States was the only democratic country in the world.</p>
<p>After the end of the Cold War, President George W. Bush took up the Reagan rhetoric again. He declared that he was president because of God, which justified his intervention in Iraq, albeit based on false data about weapons of mass destruction (Abrams was also by his side). Now it turns out that he has an indirect responsibility for the creation of the Islamic State (IS).“The [Ronald] Reagan presidency changed the course of history, because he was against multilateralism, the United Nations and anything that could oblige the United States to accept what was not primarily in the interests of Washington”<br /><font size="1"></font></p>
<p>All this starts in Iraq.  The first governor at the end of the U.S. invasion was retired U.S. Army Lieutenant General Jay Garner who did not last very long because his ideas about how to reconstruct Iraq were considered too lenient. He was replaced by U.S. diplomat Paul Bremer.</p>
<p>Bremer took two fateful decisions: to eliminate the Iraqi army, and to purge all those who were members of the Baath party from the administration, because they were connected to Saddam Hussein. This left thousands of disgruntled officers and a very inefficient administration.</p>
<p>Now we have learned that the mind behind the creation of IS was a former Iraqi colonel from the secret services of the Iraqi Air Force, Samir Abed Al-Kliifawi. The details of how he planned the takeover over of a part of Iraq (and Syria), have been <a href="http://www.spiegel.de/international/world/islamic-state-files-show-structure-of-islamist-terror-group-a-1029274.html">published by Der Spiegel</a>, which came to have access to documents found after his death. They reveal an organisation which is externally fanatic but internally cold and calculating.</p>
<p>After the invasion of Iraq, he was imprisoned by the Americans, and there he connected with several other imprisoned Iraq officers, all of them Sunnis, and started planning the creation of the Islamic State, which now has a number of former Iraqi army officers in its ranks. Without Bremer’s fateful decision, Al-Kliifawi would probably have continued in the Iraqi army.</p>
<p>What we also have to remember here is that the North Atlantic Treaty Organisation (NATO) was rendered useless by the Cold War, and many saw its demise. However, it was given the war against Serbia as a new reason for existence, and the concept of the West, embodied in a military alliance, was kept alive.</p>
<p>According to a <a href="https://news.brown.edu/articles/2013/03/warcosts">report</a> by scholars with the ‘Costs of War’ project at Brown University&#8217;s Watson Institute for International Studies, the terrible cost of the Iraqi invasion had been 2.2 trillion dollars by 2013, not to speak of 190,000 deaths. If we add Afghanistan, we reach the staggering amount of 4 trillion dollars – compared with the annual 6.4 trillion dollar total budget of all 28 members of the European Union – for “resolution” of the conflict.</p>
<p>One would have thought that after that experience, Europe would have desisted from invading Arab countries and aggravating its difficult internal financial balance sheet. Yet, Europe engaged in the destabilisation of Bashar al-Assad in Syria, leading to the explosion of Jihadists from there, 220,000 deaths and five million refugees.</p>
<p>In the case of Libya, under the prodding of France’s Nicolas Sarkozy and the United Kingdom’s David Cameron, both for electoral reasons, Europe entered with the aim of eliminating Mu&#8217;ammar Gheddafi, then leaving  the country to its destiny. Now thousands of migrants are using Libya in the attempt to reach the shores of Europe and Cameron has decided to ignore any joint European action.</p>
<p>For some reason, Europe always follows United States, without further thinking. The case of Ukraine is the last of those bouts of somnambulism. It has invited Ukraine to join the European Union and NATO, prodding a paranoiac Putin (with the nearly unanimous support of his people), to act to finally stop the ongoing encirclement of the former Soviet republic.</p>
<p>The problem is that Europeans are largely ignorant of the Arab world. A few days ago, Italian police dismantled a Jihadist ring in Bergamo, a town in northern Italy, arresting among others an imam, or preacher, No Italian media took the pain to ascertain which version of Islam he was preaching. All spoke of an Islamic threat, with attacks being planned on the Vatican.</p>
<p>If they had looked with more care, they would have found out that he preached the Wahhabi version of Islam, which is the official version of Islam in Saudi Arabia, and which consider all other Muslims as apostates and infidels. This is very similar to IS, which has adopted its Wahhabi version of Islam, but is a far cry from equating Wahhabism with terrorism – all terrorists may be Wahhabis but not all Wahhabis are terrorists.</p>
<p>Saudi Arabia has already spent 87 billion dollars in promoting Wahhabism, has paid for the creation of 1,500 mosques, all staffed with Wahhabi imams, and continues to spend around three billion dollars a year to finance Jihadist groups in Syria, along with the other Gulf countries. This has made Assad an obliged target for the West, and he has succeeded in his claim: better me than chaos, a chaos that he has been also fomenting.</p>
<p>Now the debate is what to do in Libya and NATO is considering several military options. The stroke of luck this time is that U.S. President Barack Obama does not want to intervene. However, with the 28 countries of the European Union increasingly reclaiming their national sovereignty and seldom agreeing on anything, a military intervention is still in the air.</p>
<p>Meanwhile, thousands of refugees try crossing the Mediterranean every day (with the known number of deaths standing at over 20,000 people) to reach Europe, thus strengthening support for Europe’s xenophobic parties which are exploiting popular fear and rejection.</p>
<p>It is a pity that, according to United Nations projections, Europe needs at least an additional 20 million people to continue to be competitive &#8230; but this is politically impossible. (END/COLUMNIST SERVICE)</p>

<p>Established in 1964 as the largest news agency of the global South, IPS has been the voice of both developing nations and the Group of 77 for the past 50 years.</p>

<p>Both are linked together by a single political commitment: to protect and represent the interests of the developing world.</p>
<p>The 50th anniversary celebration of the G-77 and IPS represents an opportunity to enhance and strengthen the joint partnership in projecting and promoting the concerns of the countries of the South.</p>
<p>For five decades the agency has, in its own way, provided technical help to delegations of the South in promoting the global development agenda of the South.</p>
<p>The integral role played by the Group of 77 in economic diplomacy and projecting the development interests of the global South is a testimony to its continued relevance in the ongoing global development dialogue.</p>
<p>IPS’s priceless contribution in that endeavor translates into promoting a new platform for global governance through critical information and communication.</p>
<p>IPS supported the publication for many years of the first ever G-77 newsletter: “The Journal of the Group of 77,” as well as publishing special editions of Terra Viva on various occasions, particularly the celebration of anniversaries of the Group of 77 and the South Summits.</p>
<p>The initiative to establish a global network of news agencies of the South, launched in 2006 by the G-77 and IPS under the chairmanship of South Africa, is still a work in progress.</p>
<p>Meanwhile, the G-77 has its own 50-year history of accomplishments.</p>
<p>When it was established on Jun. 15, 1964, the signing nations of the well-known “Joint Declaration of Seventy-Seven Countries” formed the largest intergovernmental organisation of developing countries in the United Nations to articulate and promote their collective interests and common development agenda.</p>
<p>Since the First Ministerial meeting of the G-77 held in Algeria in October 1967, and the adoption of the “Charter of Algiers”, the Group of 77 laid down the institutional mechanisms and structures that have contributed to shaping the international development agenda and changing the landscape of the global South for the past five decades.</p>
<p>Over the years, the Group has gained an increasing role in the determination and conduct of international relations through global negotiations on major North-South and development issues.The G-77 adheres to the principle that nations, big and small, deserve an equal voice in world affairs... Today the Group remains linked by common geography and shared history of struggle for liberation, freedom and South-South solidarity.<br />
<br /><font size="1"></font></p>
<p>The Group has a presence worldwide at U.N. centres in New York, Geneva, Nairobi, Paris, Rome, Vienna, and Washington D.C., and is actively involved in ongoing negotiations on a wide range of global issues including climate change, poverty eradication, migration, trade, and the law of the sea.</p>
<p>Today, the G-77 remains the only viable and operational mechanism in multilateral economic diplomacy within the U.N system. The growing membership is proof of its enduring strength.</p>
<p>From 77 founding member states in 1964 to 134 and counting in 2014, it is the largest intergovernmental organisation of the global South dealing with the Development Agenda.</p>
<p>The Group was created with the objective to collectively boost the role and influence of developing countries on the global stage when it became clear that political independence, to be meaningful, required changes in the economic relations between North and South.</p>
<p>Thus, political independence needed to be accompanied by economic diplomacy with the ultimate objective of the reform of the international economic order.</p>
<p>Today, the G-77 represents the greatest coalition of humanity and remains a vital negotiating instrument in economic multilateral diplomacy, and for ensuring international peace and justice through international cooperation for development within the framework of the United Nations.</p>
<p>This has been the thrust of the joint expression of South-South solidarity since the Group’s creation, and its collective voice has spread to every institution and international organisation representing the hopes and aspirations of the majority of humanity.</p>
<p>The integral role played by the G-77 in economic diplomacy and projecting the development interests of the global South is a testimony to its continued relevance in the global development dialogue.</p>
<p>The Group has, through its compact Executive Secretariat limited resources, managed to work successfully with its development partners to analyse issues and propose alternative solutions to development challenges.</p>
<p>For 50 years the G-77 contributed to the formulation and adoption of numerous U.N. resolutions, programmes, and plans of action, most of which address the core issues of development. Its role in generating global consensus on the issues of development has been widely acknowledged by world leaders, diplomats, parliamentarians, academia, researchers, media and civil society.</p>
<p>It is a tribute to the historical validity of the conception, purposes, and endeavours of the Group, which have withstood the test of time.</p>
<p>The essential rationale for the Group was, and remains, to strive for a wider participation of developing countries in global economic decision-making and for inserting a development dimension in international institutions and policies within the framework of the United Nations system.</p>
<p>The Group presently consists of 134 countries, comprising over 80 per cent of the world’s population and approximately two-thirds of the United Nations membership.</p>
<p>The Group is the world’s second largest international organisation after the 193-member United Nations, and many countries, from emerging developing economies to least developed countries and small island developing states have chaired the Group, ranging in regions from Africa, Asia-Pacific to Latin America and the Caribbean.</p>
<p>2014 marks a milestone in the life of the Group with the celebration of the fiftieth year of its establishment, a period during which it has nearly doubled in membership and multiplied its south-south cooperation achievements while continuing to operate as a coalition of nations in promoting North-South dialogue for development.</p>
<p>It is remarkable that with such a diverse membership and without a formal constitution it has managed to endure the world’s political and economic turbulence for 50 years and remain true to its original mission in promoting the United Nations&#8217; development agenda.</p>
<p>The G-77 has devoted five decades working to achieve development. It adheres to the principle that nations, big and small, deserve an equal voice in world affairs.</p>
<p>Today the Group remains linked by common geography and shared history of struggle for liberation, freedom and South-South solidarity.</p>
<p>In its 50 years, the Group of 77 has solidified the global South as a coalition of nations, aspiring for a global partnership for peace and development.</p>
<p>Today, the Group of 77 is recognised for its work to promote international cooperation for development towards a prosperous and peaceful world.</p>
<p>The commitment and dedication of the Group in selflessly shaping world affairs has benefited billions of lives worldwide, and such recognition of its significant contribution during the Group’s fiftieth anniversary is most appropriate.</p>
<p>Happy 50th anniversary for both G-77 and IPS!</p>

<p>Nonetheless, the number of citizens who believe that the U.S. should “stay out of world affairs” is clearly on the rise, according to the survey, which was conducted in May by the Chicago Council on Global Affairs and released here Monday.It’s clear that Americans are fatigued by a decade of war, but describing them as isolationist is misleading." --  Chicago Council President Ivo Daalder<br /><font size="1"></font></p>
<p>Forty-one percent – the highest percentage since World War II &#8212; of the more than 2,000 adults polled chose the “stay-out” option, including 40 percent of self-identified Republicans and 48 percent of independents.</p>
<p>“For the first time ever, Republicans are more likely than Democrats to say the U.S. should stay out of world affairs,” said Dina Smeltz, the Council’s chief pollster and co-author of an accompanying report<a href="http://www.thechicagocouncil.org/UserFiles/File/Task%20Force%20Reports/2014_CCS_Report.pdf">, “Foreign Policy in the Age of Retrenchment”</a>. She noted that the proportion of Republicans who say they want the U.S. to stay out of world affairs has nearly doubled since 2006.</p>
<p>Nonetheless, her co-author, Council president Ivo Daalder, insisted that the public was not turning away from global engagement. “It’s clear that Americans are fatigued by a decade of war, but describing them as isolationist is misleading,” he said.</p>
<p>“They understand that we live in a dangerous world and that our safety and security will at times require a resort to arms. When that clearly is the case, Americans will support using force,” according to Daalder, who served U.S. ambassador to NATO during President Barack Obama’s first term.</p>
<p>Indeed, the survey suggested the public accords a high priority to military power.</p>
<p>Nearly two-thirds of respondents (65 percent) said they believed current defence spending – which makes up almost 40 percent of the world’s total military expenditures – should remain the same or be increased, and nearly six in 10 (71 percent) said they want to maintain or increase the number of as many long-term U.S. bases overseas as there are now, the highest level ever recorded since the Council first asked the question in 1974.</p>
<p>More than half (52 percent) said “maintaining U.S. superior military power&#8221; was a “very important” foreign policy goal – lower than the 68 percent who took that position in 2002, but on a par with the findings of the mid-1990’s.</p>
<p>In addition, 69 percent said they would favour military action, including the use of U.S. troops, to prevent Iran from obtaining nuclear weapons, although support for military engagement was considerably less strong (around 45 percent) for other specific cases, such as defending Israel or South Korea against attack or even the Baltic states – despite their NATO membership &#8212; against a Russian invasion.</p>
<p>In other findings, the Council’s survey, which has long been considered among the most authoritative on U.S. foreign policy attitudes, found that, by a margin of more than three to one (77 to 23 percent), respondents believe that economic power is more important than military power; and that public support for economic globalisation – particularly among Democrats – has reached a record high.</p>
<p>It also found that that about four in 10 respondents believe China poses a “critical threat” to the U.S. That was down substantially from the mid-50-percent range that prevailed during the 1990s until 9/11 Al Qaeda attacks on New York and the Pentagon.</p>
<p>At the same time, anti-Russian sentiment has returned to Cold-War levels, according to Daalder, who noted the poll was conducted when Russian actions against Crimea dominated the headlines.</p>
<p>The new survey’s release comes amidst renewed concerns here over the threat posed by Islamist extremism, as represented by the Islamic State of Iraq and Syria (ISIS) whose sweep from its stronghold in eastern Syria into central and northern Iraq earlier this summer triggered the first direct intervention by U.S. military forces in Iraq since 2011.</p>
<p>Several major polls released over the last two weeks – and especially following the video-taped beheadings by ISIS of two U.S. reporters &#8212; have shown strong public support for U.S. air strikes against ISIS, particularly among Republicans who, as the Council’s survey demonstrated, had previously appeared increasingly divided between its dominant interventionist wing and an ascendant libertarian faction led by Kentucky Sen. Ron Paul.</p>
<p>But the current rallying behind military action may be short-lived, according to Daalder. “It would be a mistake to think that the current public mood will last forever,” he cautioned. “That support [for military action] is highly conditional … on success.”</p>
<p>Nonetheless, the Council’s survey found strong support for air strikes against alleged terrorists already in May when respondents were interviewed.</p>
<p>Seven in 10 respondents said they supported air strikes against terrorist training camps and other facilities, as well as the assassination of terrorist leaders. And 56 percent said they supported attacks by U.S. ground troops against terrorist targets.</p>
<p>The notion that the public has become increasingly isolationist has been stoked by a series of surveys over the past year, notably a Pew Research Center poll from last year that, for the first time, found a majority (52 percent) of respondents who agreed with the proposition that “the U.S. should mind its own business internationally and let other countries get along the best then can on their own.”</p>
<p>But that finding was not surprising to Steven Kull, long-time director of the University of Maryland’s Program on International Policy Attitudes (PIPA), who sees it as an expression of public frustration with a “leadership [that] is more invested in American [global dominance] than most Americans are,” especially in the wake of Washington’s experience in the wars in Iraq and Afghanistan.</p>
<p>It may also help explain the sharp rise in the percentage of Republicans who now believe the U.S. should “stay out of world affairs.”</p>
<p>In 2007, 85 percent and 73 percent of Republicans said the wars in Afghanistan and Iraq, respectively, were worth fighting. Seven years later, the respective percentages have fallen to 34 percent and 40 percent. Independents and Democrats, by contrast, have been consistently more sceptical about both wars.</p>
<p>The Council poll also found a more general convergence in foreign-policy views between members of the two parties, particularly with respect to their approaches to China, Iran, and Syria, although Republicans tended to be more hawkish on the use of force, while Democrats were more likely to favour more U.S. support for the U.N. and peacekeeping activities.</p>
<p>The sharpest partisan differences, on the other hand, were on immigration and U.S. policy in the Middle East, with Republicans consistently showing more support for Israel.</p>
<p>Asked to choose among 18 possible “critical threats” against the U.S., cyber-warfare was cited most often (69 percent), followed by “international terrorism” (63 percent), “the possibility of unfriendly countries becoming nuclear powers” (50 percent), and “Iran’s nuclear program” (58 percent).</p>
<p>Among 15 possible “very important” foreign-policy goals, about three of four respondents cited protecting U.S. jobs, reducing U.S. dependence on foreign oil, and preventing the spread of nuclear weapons.</p>
<p>“Helping to bring a democratic form of government to other nations” was the least favoured; only 17 percent of respondents cited that as a “very important goal.” That was half the level recorded in 2002 &#8212; after Washington succeeded in ousting the Taliban in Afghanistan and just before its invasion of Iraq.</p>
<p>Asked what circumstances might justify using U.S. troops abroad, 71 percent of respondents cited “to deal with humanitarian crises” and “to stop a government from committing genocide and killing large numbers of its own people.” Sixty-nine percent cited “to stop Iran from obtaining nuclear weapons.&#8221; Fifty-four percent cited “to ensure the oil supply.”</p>
<p>Strengthening the United Nations has declined as a “very important goal” for U.S. foreign policy from a high of 57 percent in 2002 to 37 percent in this year’s survey. Half of Democrats rated it as a “very important goal,” but only 27 percent of Republicans agreed.</p>

<p>With many EU leaders, ministers and senior officials slow to respond to world events given Europe’s traditionally long summer break, the 2014 summer of death and violence has left the reputation of ‘Global Europe’ in tatters, highlighting the EU’s apparent disconnect from the bleak reality surrounding it.</p>
<p>When she takes charge in November along with other members of the new European Commission, led by Jean-Claude Juncker, Mogherini’s first priority must be to restore Europe’s credibility in an increasingly volatile and chaotic global landscape.</p>

<p>It cannot be business as usual. A strategic rethink of Europe’s global outreach is urgent.</p>
<p>Europe can no longer pretend that it is not – or only mildly – shaken by events on its doorstep. In a world where many countries are wracked by war, terrorism and extremism, EU foreign policy cannot afford to be ad hoc, reactive and haphazard.</p>
<p>Given their different national interests and histories, European governments are unlikely to ever speak with “one voice” on foreign policy. But they can and should strive to share a coherent, common, strategic reflection and vision of Europe’s future in an uncertain and anxious world.</p>
<p>Changing gears is going to be tough. Many of Europe’s key beliefs in the use of soft power, a reliance on effective multilateralism, the rule of law and a liberal world order are being shredded by governments and non-state actors alike.</p>
<p>With China and other emerging nations, especially in Asia, gaining increased economic and political clout, Europe has been losing global power and influence for almost a decade.“Europe can no longer pretend that it is not – or only mildly – shaken by events on its doorstep. <p>Despite pleas by the North Atlantic Treaty Organization (NATO) and the crisis in Ukraine, most European governments remain reluctant to increase military and defence spending. At the same time, the Eurozone crisis and Europe’s plodding economic recovery with unacceptably high unemployment continue to erode public support for the EU both at home and abroad.</p>
<p>Populist far-right and extreme-left groups in Europe – including in the European Parliament – preach a protectionist and inward-looking agenda. Most significantly, EU national governments are becoming ever greedier in seeking to renationalise important chunks of what is still called Europe’s “common foreign and security policy”.</p>
<p>To prove her critics wrong – and demonstrate foreign policy expertise and flair despite only a six-month stint as Italy’s foreign minister – Mogherini will have to hit the ground running.</p>
<p>Her performance at the European Parliament on September 2, including an adamant rejection of charges of being “pro-Russian”, appears to have been impressive. Admirers point out that she is a hard-working team player, who reads her briefs carefully and speaks fluent English and French in addition to her native Italian.</p>
<p>These qualities should stand her in good stead as she manages the unwieldy European External Action Service (EEAS), plays the role of vice president of the European Commission, chairs EU foreign ministerial meetings, chats up foreign counterparts and travels around the world while also – hopefully – spearheading a strategic review of Europe’s global interests and priorities.</p>

<p>The tasks ahead are certainly daunting. There is need for reflection and action on several fronts – all at the same time. Eleven years after the then EU High Representative Javier Solana drew up the much-lauded European Security Strategy (partially revised in 2008), Europe needs to reassess the regional and global security environment, reset its aims and ambitions and define a new agenda for action.</p>
<p>But this much-needed policy overhaul to tackle new and evolving challenges must go hand-in-hand with quick fire-fighting measures to deal with immediate regional and global flashpoints.</p>
<p>The world in 2014 is complex and complicated, multi-polar, disorderly and unpredictable. Russia’s actions in Ukraine have up-ended the post-World War security order in Europe. The so-called “Islamic State” is spreading its hateful ideology through murder and assassination in Syria and Iraq, not too far from Europe’s borders. A fragile Middle East truce is no guarantee of real peace between Israelis and Palestinians. Relations with China have to be reinforced and consolidated. These and other complex problems require multi-faceted responses.</p>
<p>The days of ‘one-size-fits-all’ foreign policy are well and truly over. In an inter-connected and interdependent world, foreign policy means working with friends but also with enemies, with like-minded nations and those which are non-like-minded, with competitors and allies.</p>
<p>It is imperative to pay special attention to China, India and other headline-grabbing big countries, but it could be self-defeating to ignore the significance and clout of Indonesia, Mexico and other middle or even small powers. Upgrading ties with the United States remains crucial. While relations with states and governments are important they must go hand-in-hand with contacts with business leaders, civil society actors and young people.</p>
<p>Finally, Europe needs to acquire a less simplistic and more sophisticated understanding of Islam and its Muslim neighbours, including Turkey, which has been left in uncertainty about EU membership for more than fifty years.</p>
<p>Europe’s response to the new world must include a smart mix of brain and brawn, soft and hard power, carrots and sticks. Isolation and sanctions cannot work on their own but neither can a foreign policy based only on feel-good incentives. The EU’s existing foreign policy tools need to be sharpened but European policymakers also need to sharpen and update their view of the world.</p>
<p>Mogherini’s youth – and hopefully fresh stance on some of these issues – could be assets in this exercise. Importantly, Mogherini must work in close cooperation and consultation with other EU institutions, including the European Parliament and especially the European Commission whose many departments, including enlargement issues, trade, humanitarian affairs, environment, energy and development are crucial components of ‘Global Europe’.</p>
<p>The failure of synergies among Commission departments is believed to be at least partly responsible for the weaknesses of the EU’s “Neighbourhood Policy”.</p>
<p>Also, a coherent EU foreign policy demands close coordination with EU capitals. This is especially true in relations with China. Recent experience shows that, as in the case of negotiations with Iran, the EU is most effective when the foreign policy chief works in tandem with EU member states. Closer contacts with NATO will also be vital if Europe is to forge a credible strategy vis-à-vis Russia and Ukraine.</p>
<p>Such cooperation is especially important if – as I suggest – Mogherini embarks on a revamp of EU foreign and security policy.</p>
<p>Mogherini will not be able to do it on her own. Much will depend on the EEAS team she works with and the knowledge, expertise and passion her aides bring to their work. Team work and leadership, not micro-management, will be required.</p>
<p>Putting pressing global issues on the backburner is no longer an option. The change of guard in Brussels is the right moment to review and reconsider Europe’s role in the world. Global Europe’s disconnect needs to be tackled before it is too late.</p>

			<content:encoded><![CDATA[<p>By Jim Lobe<br />WASHINGTON, Apr 24 2014 (IPS) </p><p>Amidst a roiling and mostly partisan debate over Washington’s global role, a survey released here Thursday suggests that President Barack Obama’s preference for relative restraint and multilateral &#8211; over unilateral &#8211; action very much reflects the mood of the voting public.<span id="more-133892"></span></p>
<p>The <a href="http://www.betterworldcampaign.org/resources/april-2014-bwc-poll-executive-summary.pdf">survey</a>, which was conducted by prominent pollsters for both major political parties, confirmed a decade-long trend in favour of reducing active U.S. involvement in global affairs and focusing more on domestic issues.“It’s not that ‘leadership’ is seen as a negative term, but what people object to is putting the U.S. out front while others are hanging back.” -- Steven Kull<br /><font size="1"></font></p>
<p>At the same time, however, it found strong support for working cooperatively with other countries to address international issues, including and especially through the United Nations about which, remarkably, twice as many respondents (59 percent) said they felt favourably than they felt about the U.S. Congress (29 percent).</p>
<p>Indeed, a whopping 86 percent of the 800 voters contacted randomly by the poll said that it was either “very” (61 percent) or “somewhat” (25 percent) important “for the United States to maintain an active role within the United Nations.”</p>
<p>“This not about apathy to foreign policy or assistance – to the contrary, the poll shows voters feel a strong, vested interest in global affairs,” said Peter Yeo, executive director of the Better World Campaign, which commissioned the survey.</p>
<p>The survey, which was conducted in mid-April as the crisis over Crimea and Ukraine dominated the news, comes amidst strong criticism of Obama by neo-conservatives and other hawks over what they allege is his passivity in reacting to Russian aggression, as well as China’s assertion of territorial claims in the East and South China seas and advances by government forces against western- and Gulf Arab-backed rebels in Syria, among other presumed setbacks.</p>
<p>In their view, Obama’s restraint, or what they increasingly call “retreat”, has fed “isolationist” tendencies that have grown steadily stronger as a result of the continuing effects of the 2008 financial crisis and the failure to achieve “victories” – attributed largely to Obama’s lack of political will – in Bush-initiated wars in Iraq and Afghanistan.</p>
<p>But the administration has angrily rejected these charges, noting, for example, that it has upheld all of Washington’s treaty commitments; that it is deeply engaged in rallying regional and international opposition to moves by Russia and China; and that it is Republican hawks who, for example, have slashed foreign aid, attacked the U.N. and other multilateral forums, and promoted unilateral military measures that proved ineffective, if not counter-productive, especially during the Bush years.</p>
<p>The hawks have tried to conflate “military restraint with isolationism, but that’s really a ploy to tar people who have a more critical stance because of the experience of the past 13 years,” Carl Conetta, director the Project for Defense Alternatives (PDA), told IPS.</p>
<p>Indeed, recent polls have shown a clear public desire to reduce Washington’s international commitments. Most famously perhaps, a <a href="http://www.people-press.org/2013/12/03/public-sees-u-s-power-declining-as-support-for-global-engagement-slips/">major Pew survey</a> published last December found that 52 percent of respondents agreed with the statement that the U.S. “should mind its own business internationally and let other countries get along the best they can on their own.”</p>
<p>It was the first time in the nearly 50-year history of the question that a majority agreed with its proposition.</p>
<p>But, according to Conetta and other analysts, that result has much more to do with Washington’s unilateral military adventures – and the disappointments that resulted from those in Iraq and Afghanistan – than other forms of international engagement support for which has been remarkably steady for many years.</p>
<p>“All the polls show that there’s reduced enthusiasm for international engagement, but they also show that that doesn’t apply to all forms of engagement,” Conetta said. &#8220;We see that people are quite supportive of cooperative engagement.”</p>
<p>Steven Kull, director of the University of Maryland’s Program on International Policy Attitudes (PIPA), agreed. “Overall, this poll and others show that during a period of economic downturn, there’s a strengthening of a feeling that we need to deal with problems at home. But that doesn’t mean that people want to disengage from the world, but rather that there’s a stronger interest in collaborative approaches where the United States isn’t out front so much.</p>
<p>“As we can see from this (Better World) poll, support for multilateral forms of engagement are just as strong as ever,” he told IPS.</p>
<p>Indeed, asked to choose up to two out of ten different international policy approaches the U.S. should pursue, the single most popular choice (40 percent) was “America working with global partners around the world and letting our partners take more of the lead.”</p>
<p>And while the second-most popular choice (34 percent) was “letting other countries solve their own problems without American involvement,&#8221; it was virtually tied with “international cooperation” (33 percent).</p>
<p>Significantly, the least popular choices were “America going it alone in resolving international issues&#8221; (2 percent) and “Isolationism” (4 percent), and “America taking the lead in preventing and resolving deadly conflict around the world&#8221; (12 percent).</p>
<p>“All of these answers show a cooperative orientation on the part of the public,” noted Kull. “It’s not that ‘leadership’ is seen as a negative term, but what people object to is putting the U.S. out front while others are hanging back.”</p>
<p>As to the U.N. itself, while respondents were split on the actual effectiveness of the world body, 85 percent said it should be made “more effective”; only 13 percent disagreed.</p>
<p>More than 70 percent agreed with the statements that “working through [the U.N.] improves America’s image around the world” and that the “U.S. needs needs the U.N. now more than ever because we cannot bear all the burden and cannot afford to pay to go it alone around the world.”</p>
<p>Two-thirds of respondents – including majorities of Republicans, Democrats, and independents – said Washington should pay its peacekeeping dues to the U.N. on time and in full, while 31 percent opposed payment.</p>
<p>Due to Congressional cuts to requests by the administration, Washington currently owes the U.N. peacekeeping account for 2014 more than 350 million dollars.</p>

			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">In this column, Roberto Azevedo, director-general of the World Trade Organisation (WTO), writes about the Bali Package of agreements reached in early December 2013.</p></font></p><p>By Roberto Azevêdo<br />GENEVA, Jan 20 2014 (IPS) </p><p>At the Ninth Ministerial Conference of the World Trade Organisation (WTO), held in Bali Dec. 3-7, a series of decisions was adopted aimed at streamlining trade, allowing developing countries more options for providing food security, boosting least developed countries&#8217; trade, and bolstering development in general.</p>
<p><span id="more-130429"></span>The first pillar of the &#8220;Bali Package&#8221; is agriculture. This is the cornerstone of the Doha Development Agenda, which the WTO has been working on since 2001. Agricultural issues are very dear to developing countries, and the Bali Package delivered some important outcomes.Agreements such as this cannot be sufficient on their own to ensure globalisable gains. <br /><font size="1"></font></p>
<p>For example, it sets us on track for a reform of export subsidies and measures of similar effect, and it makes practical progress towards better implementation of the tariff quota commitments assumed in the Uruguay Round (1986-1994).</p>
<p>There is also a reaffirmation and a deepening of the political commitments assumed in Hong Kong in 2005 on trade liberalisation and the reduction of distorting support to cotton &#8211; a very important issue for the African countries that grow that crop.</p>
<p>The Package also provides temporary protection for food security programmes in developing countries, which allow for the stockpiling of grain for subsequent distribution to the poor. As we know, some of those countries could be exposed to legal challenges in the WTO for exceeding the limits stipulated in the Agriculture Agreement for certain types of domestic support.</p>
<p>So, in addition to the temporary protection against legal challenges, the Bali Agreement states that a permanent solution will be negotiated and concluded before the 11th Ministerial Conference in four years&#8217; time.</p>
<p>The second pillar of the package is development. Here, a monitoring mechanism will provide for the review and strengthening of special and differential treatment provisions for developing countries, which are contained in all WTO multilateral texts. This achievement is vital for the equilibrium and efficacy of the multilateral system.</p>
<p>There are also a number of specific measures to support the least developed countries (LDCs). They include reforms that would enable services providers in LDCs to enjoy new export opportunities in developed country markets.</p>
<p>They also include steps to simplify rules of origin, which again will open up new export opportunities for those countries specifically.</p>
<p>Under this pillar we will also see improvements in trade preference arrangements which extend exemption from tariffs and quotas to LDC exports.</p>
<p>The third and final pillar is trade facilitation, which sets out to simplify and modernise customs procedures, and make them more transparent, thereby reducing transaction costs.</p>
<p>The Agreement on Trade Facilitation will be able to provide a significant &#8211; and today much needed &#8211; boost to the global economy, delivering growth and jobs. This could be worth as much as one trillion dollars per year to the global economy, generating up to 21 million jobs.</p>
<p>Significantly the Agreement also ensures the provision of technical assistance to support developing and least developed economies to implement these modernising reforms, and therefore help them integrate better into global trade flows.</p>
<p>Clearly estimates can vary, but once the Agreement is implemented, there could be an expansion in developing country exports of up to 10 percent &#8211; compared to a 4.5 percent expansion in developed countries.</p>
<p>It is true that the deal represents only part of the Doha Development Agenda. But there can be no doubt that this is a significant package that will provide a considerable economic boost and improve the lives of millions of people around the world  &#8211; particularly among the poorest and in countries whose economies have stalled and are suffering high levels of unemployment.</p>
<p>In the specific case of the European Union and its member States, the conclusion of the Bali Package reflects that grouping&#8217;s chief negotiating objectives. With the Agreement on Trade Facilitation, opportunities for expanding trade will clearly increase.</p>
<p>The Agreement also offers potential to facilitate the internationalisation of small and medium sized enterprises, which are important drivers of job creation and income distribution in many European countries.</p>
<p>But of course these outcomes do not fully reflect achievement in Bali. There was a great deal more at stake. I said at the start of the Bali Conference that the very future of multilateral trading system hung in the balance.</p>
<p>In recent months there has been a lot of talk about regional and bilateral agreements. The Transatlantic Trade and Investment Partnership between the United States and the European Union is one such potential agreement. My view of this is the same as of other potential agreements of this kind: it is a positive initiative to be welcomed &#8211; but it can only ever be one part of the wider picture.</p>
<p>Agreements such as this cannot be sufficient on their own to ensure globalisable gains. The proliferation of regulations and standards tends to multiply rather than reduce costs.</p>
<p>The multilateral trading system was never the only option for international trade negotiations. It has always coexisted with, and benefited from, other initiatives, whether regional or bilateral. They are therefore not mutually exclusive alternatives.</p>
<p>The WTO disciplines also need to evolve to reduce the gap that will exist between multilateral regulations and the new generation regulations negotiated outside Geneva.</p>
<p>The two processes, multilateral and bilateral, must move forward together to reduce costs effectively and to curb protectionism. Otherwise, we could see results that are exactly the opposite of what we are seeking.</p>

Credit: White House Photo by Pete Souza</p></font></p><p>By George Gao<br />NEW YORK, Sep 19 2013 (IPS) </p><p>When U.S. President Barack Obama tried to drum up momentum for airstrikes in Syria to punish and deter the use of chemical weapons, he failed to gain much of a following.<span id="more-127629"></span></p>
<p>At the G20 summit in St. Petersburg – which featured leaders from 20 of the world’s top economies – the U.S. proposed a statement to condemn Syria’s use of chemical weapons. But over half the other participants – from the BRICS (Brazil, Russia, India, China and South Africa), the European Union, Argentina, Indonesia, Mexico and Germany – chose not to sign."The Obama administration recognised its limits and was ready to change course rather than head into a very risky option of war.” -- James Paul <br /><font size="1"></font></p>
<p>Domestically, a range of public opinion polls reflected U.S. citizens’ growing distaste for military interventions. The <a href="http://www.nytimes.com/interactive/2013/09/10/world/middleeast/american-views-on-intervention-in-syria.html?ref=middleeast"><i>New York Times </i>and <i>CBS</i></a>, for example, asked 1,011 people from Sept. 6-8 whether the U.S. should take the leading role in trying to solve international conflicts, and 62 percent of respondents said no.</p>
<p>“You see characteristics of a more gradual change that’s taking place,” said Charles Kupchan, a senior fellow at the Council on Foreign Relations (CFR).</p>
<p>Since World War II, the U.S. has been a “provider of last resort” in acting alone or with a coalition to address international problems, Kupchan told IPS. But now, the U.S. public is more focused on domestic issues and increasingly wary of intervening abroad.</p>
<p>“The U.S. simply doesn’t have the same sway that it used to,” said Kupchan, who cited a process in which power is slowly diffusing on a global scale. “In some ways, Syria is emblematic of these more long-term trends.&#8221;</p>
<p>The recent case over Syria was also interesting at grassroots levels. While Obama and British Prime Minister David Cameron pushed for intervention, public representatives in Congress and Parliament held them back.</p>
<p>“Not since the Vietnam War era had we seen such decisive influence from the grassroots over international policy,” said James Paul, former executive director of Global Policy Forum (GPF).</p>
<p>“Washington did not command the beliefs or the respect of world public opinion… Governments wanted to go along, but could not without losing their support. Even Gulf monarchs have to think about how the public will receive their policies,” Paul told IPS.</p>
<p><b>U.S.</b><b> leadership?</b></p>
<p>The idea that the U.S. is “failing” to lead unilaterally is a stigmatised one in U.S. society, whereas the U.S.’s main competitors have recently trumpeted ideas of diplomacy and multilateralism.</p>
<p>Chinese President Xi Jinping, for example, has been touting the phrase “win-win cooperation”, in which countries engage each other as partners, and Russian President Vladimir Putin criticised the notion of “American exceptionalism” in his recent New York Times op-ed.</p>
<p>“There are big countries and small countries… (but) we must not forget that God created us equal,” wrote Putin.</p>
<p>Russian Foreign Minister Sergey Lavrov took the initiative in brokering a diplomatic deal between the U.S. and Syrian President Bashar al-Assad – which forces Assad to turn over his chemical weapons arsenal to the international community at the expense of a U.S. military attack. But Obama took criticism at home for backing into such an agreement.</p>
<p>“Today, the U.S. has less leverage, less respect and less flexibility than it once had,&#8221; said Paul. “But we must see the Syria outcome not as a U.S. failure, but rather as a kind of success, in that the Obama administration recognised its limits and was ready to change course rather than head into a very risky option of war.”</p>
<p>Nonetheless, many U.S. officials are wary of Russia’s Putin, who granted the U.S. whistleblower Edward Snowden asylum in his country. Putin’s recently established anti-gay laws also cast him under a negative light in the West.</p>
<p>“There is a certain predisposition in the United States to look askance at partnerships with non-democracies,” said Kupchan of CFR. “That’s simply part of America’s ideological equipment.”</p>
<p>However, engaging diplomatically with Russia over Syria may improve bilateral relations and give new momentum for the U.S.-Russia “reset”. It may, for example, allow U.S. and Russia to renew negotiations for nuclear disarmament.</p>
<p>“But if this agreement stumbles, and it appears that Russia acted in bad faith, it will do more harm than good,” warned Kupchan.</p>
<p>Paul said that the U.S.-Russia deal finally puts the spotlight back on diplomacy at the U.N., paving a way for U.N. special envoy Lakhdar Brahimi to have another try in negotiating a political settlement to end Syria’s deadly civil war.</p>
<p>“When the great powers use the U.N., we can breathe a sigh of relief,” argued Paul. “Hopefully, the Syrian people can anticipate peace and political renewal. Western publics, by opposing war, have made this (opportunity) possible. “</p>
<p><b>The multipolar world</b></p>
<p>On the heels of the G20 summit in Russia was another meeting in Bishkek, Kyrgyzstan, which gathered heads of state from the Shanghai Cooperation Organisation (SCO) – an assembly of former Soviet nations and China. SCO leaders have also pioneered new ideas for development and trade across Eastern Europe and Asia. When the U.S. applied for observer status to the SCO in 2006, its application was rejected.</p>
<p>The SCO reflects the increasing role of regional organisations and alliances to deal with international issues in a “multipolar” world. Such organisations include the European Union, the African Union, UNASUR, ASEAN and the Gulf Cooperation Council, among others</p>
<p>Asked if diplomacy or coercion will be the norm in a “multipolar” world, Kupchan said, “I think it could go either way. You could say that in a world in which there are multiple centres of power, those centres of power can address global challenges only through multilateral cooperation. As a consequence, you can expect more of it.</p>
<p>“An alternative view would be: in a world in which there is a diffusion of power, there will be more competition for primacy and status, and as a consequence, you will see less multilateralism and more geopolitical rivalry.</p>
<p>“But I’m enough of a realist to say that the default position will be growing rivalry, and only through really good policy and steady efforts will we tame that rivalry through multilateral cooperation,” argued Kupchan.</p>
