Credit: Wambi Michael/IPS</p></font></p><p>By Wambi Michael<br />KAMPALA, Aug 22 2015 (IPS) </p><p>Climate change is reducing the size of several species of fish on lakes in Uganda and its neighbouring East African countries, with a negative impact on the livelihoods of millions people who depend on fishing for food and income.<span id="more-142100"></span></p>
<p>Studies conducted on inland lakes in Uganda, including Lake Victoria which is shared by three East African countries, indicate that indigenous fish species have shrunk in size due to an increase in temperatures in the water bodies.</p>
<p>“What we are seeing in Lake Victoria and other lakes is a shift in the composition of fish. In the past, we had a dominance of bigger fish but now we are seeing the fish stocks dominated by small fish. This means they are the ones which are adapting well to the changed conditions,” said Dr Jackson Efitre, a lecturer in fisheries management and aquatic sciences at Uganda’s Makerere University.</p>
<p>“So if that condition goes on, he added, “the question is would we want to see our fish population dominated by small fish with little value?”</p>
<p>“We need to provide lake-dependent populations with an alternative for them to survive … If measures cannot be agreed and implemented quickly, then we are condemning those communities to death” – Dr Justus Rutaisire, responsible for aquaculture at Uganda’s National Agriculture Research Organisation (NARO)<br /><font size="1"></font>In Uganda, the fisheries sector accounts for 2.5 percent of the national budget and 12.5 percent of agricultural gross domestic product (GDP). It employs 1.2 million people, generates over 100 million dollars in exports and provides about 50 percent of the dietary proteins of Ugandans.</p>
<p>Efitre was one of the researchers for a study on ‘Application of policies to address the influence of climate change on inland aquatic and riparian ecosystems, fisheries and livelihoods”, which examined the influence of climate variability and change on fisheries resources and livelihoods using lakes Wamala and Kawi in the Victoria and Kyoga lake basins as case studies.</p>
<p>It also looked at the extent to which existing policies can be applied to address the impacts of and any challenges associated with climate change.</p>
<p>The study’s findings showed that temperatures around the two lakes had always varied but had increased consistently by 0.02-0.03<sup>o</sup>C annually since the 1980s, and that rainfall had deviated from historical averages and on Lake Wamala – although not Lake Kawi – had generally been above average since the 1980s.</p>
<p>According to the study, these findings are consistent with those reported by the United Nations Intergovernmental Panel on Climate Change (IPCC) in 2007 and 2014 for the East African region.</p>
<p>Mark Olokotum, one of the study’s researchers, climate changes have affected the livelihoods of local fishing communities.</p>
<p>“These are fishers who depend on the environment. You either increase on the number of times you fish to get more fish or get more fishing gear to catch more fish. And once that happens, you spend more time fishing, earn much less although the price is high, and there are no fish so people have resorted to eating what is available,” he said.</p>
<p>Olokotum told IPS that the water balance of most aquatic systems in Uganda is determined by rainfall and temperature through evaporation.</p>
<p>He said that about 80 percent of the water gain in Lake Wamala was through rainfall while 86 percent of the loss was through evaporation, resulting in a negative water balance and the failure of the lake to retain its historical water levels.</p>
<p>“Therefore, although rainfall in the East African region is expected to increase as a result of climate change, this gain may be offset by increased evaporation associated with increases in temperature unless the increases in rainfall outweigh the loss through evaporation,” Olokotum explained.</p>
<p>These changes have made life more difficult for people like Clement Opedum and his eight sons who have traditionally depended on lakes as a source of food and income.</p>
<p>Opedum’s living has always come from the waters of Lake Wamala. In the past, sales of tilapia fish from the lake to neighbouring districts were brisk; and some would be bought by traders from the Democratic Republic of Congo, sustaining his family and other fishermen.</p>
<p>Those days are now gone. Over the years, the lake has steadily retreated from its former shores, leaving Opedum and his neighbours high and dry, and faced with the prospect that the lake could vanish entirely.</p>
<p>Charles Lugambwa, another fisherman in the same area, has been obliged to turn to farming, and he now grows yams, sweet potatoes and beans on land that was previously under the waters of the lake.</p>
<p>Lugambwa told IPS that apart from tilapia fish, other species have started disappearing from the lake in 30 or so years he has lived there.  “In 1994, the lake dried up completely but came back in 1998 following heavy rains,” he told IPS. “We used to catch very big tilapia but now they are quite tiny even though they are adult fish.”</p>
<p>Scientists and researchers argue that the causes of lake shrinking include water evaporation, increased cultivation on banks, cutting down of trees and destruction of wetlands, while the reduction in the size of tilapia has been linked to increased lake water temperature as a result of global warming.</p>
<p>Dr Richard Ogutu-Ohwayo, senior research officer at the National Fisheries Resources Research Institute (NaFFIRI) told IPS that the response to the impacts of climate change in Uganda had been concentrated on crops, livestock and forestry with almost no concern for the fisheries sector.</p>
<p>“It is high time government took the bold step to bring aquatic ecosystems and fisheries fully on board in its climate change responses,” he said.</p>
<p>According to <em>Ogutu</em><em>&#8211;</em><em>Ohwayo</em>, the United Nations Framework Convention on Climate Change (UNFCCC) and the East African Community Policy on Climate Change commit states to building capacity, generating knowledge, and identifying adaptation and mitigation measures to reduce the impacts of climate change, however these have barely been implemented.</p>
<p><em>O</em>gutu-Ohwayo who was part of the lake study research team, told IPS that Uganda has a water policy which provides for protection and management of water resources, and “we must apply these policies to manage the water resources of lakes Wamala, Kawi and other lakes through integrated approaches such as protecting wetlands, lake shores and river banks and controlling water extraction.”</p>
<p>Like other East African nations, Uganda has relied heavily on <a href="http://www.fao.org/fishery/capture/en">capture fisheries</a>, or wild fisheries, with a tendency to marginalise aquaculture as far as resource allocation and manpower development is concerned.</p>
<p>With climate change leading to a decline in the size and stocks of wild fish and capture fisheries, fisheries experts are saying wild fish and capture fisheries from lakes alone can no longer meet the demand for fish, both for local consumption and export.</p>
<p>Fish processing plants around Lake Victoria, for example, are now operating at less than 50 percent capacity, while some have closed down.</p>
<p>Dr Justus Rutaisire, responsible for aquaculture at Uganda’s National Agriculture Research Organisation (NARO), told IPS that aquaculture could be used as one of the adaptation measures to help communities that have depended on fish to supplement capture fisheries.</p>
<p>He noted, however, that the development of aquaculture in most Eastern African countries is constrained by low adoption of appropriate technologies, inadequate investment in research and inadequate aquaculture extension services.</p>
<p>“We need to provide lake-dependent populations with an alternative for them to survive and that is why we are asking government to invest in aquaculture,” said Rutaisire. ”If measures cannot be agreed and implemented quickly, then we are condemning those communities to death,” he warned.</p>

<p>This was one of the messages that rang out during the international scientific conference on ‘Our Common Future under Climate Change’ held earlier this month in Paris, six months before the United Nations Climate Change Conference (COP21), also to be held in Paris, that is supposed to pave the way for a global agreement to keep the rise in the Earth’s temperature under 2°C.African countries would do well to take their own lead in finding ways to better adapt to and mitigate the changes that climate may impose on future generations instead of relying only on foreign aid<br /><font size="1"></font></p>
<p>Africa is already feeling climate change effects on a daily basis, according to Penny Urquhart from South Africa, an independent specialist and one of the lead authors of the 5<sup>th</sup> Assessment Report from the Intergovernmental Panel on Climate Change (IPCC).</p>
<p>Projections suggest that temperature rise on the continent will likely exceed 2°C by 2100 with land temperatures rising faster than the global land average. Scientific assessments agree that Africa will also face more climate changes in the future, with extreme weather events increasing in terms of frequency, intensity and duration.</p>
<p>“Most sub-Saharan countries have high levels of climate vulnerability,” Urquhart told IPS. “Over the years, people became good at adapting to those changes but what we are seeing is increasing risks associated with climate change as this becomes more and more pressing.”</p>
<p>Although data monitoring systems are still poor and sparse over the region, “we do know there is an increase in temperature,” she added, warning that if the global average temperature increases by 2°C by the end of the century, this will be experienced as if it had increased by 4°C in Southern Africa, stated Urquhart.</p>
<p>According to the South African expert, vulnerability to climate variation is very context-specific and depends on people’s exposure to the impacts, so it is hard to estimate the number of people affected by global warming on the continent.</p>
<p>However, IPCC says that of the estimated 800 million people who live in Africa, more than 300 million survive in conditions of water scarcity, and the numbers of people at risk of increased water stress on the continent is projected to be 350-600 million by 2050.</p>
<p>In some areas, noted Urquhart, it is not easy to predict what is happening with the rainfall. “In the Horn of Africa region the observations seem to be showing decreasing rainfall but models are projecting increasing rainfall.”</p>
<p>There have been extreme weather events along the Western coast of the continent, while Mozambique has seen an increase in cyclones that lead to flooding. “Those are the sum of trends that we are seeing,” Urquhart, “drying mostly along the West and increase precipitations in the East of Africa”.</p>
<p>For Edith Ofwona, senior programme specialist of the International Development Research Centre (IDRC), one of the sectors most vulnerable to climate variation in Africa is agriculture – the backbone of most African economies – and this could have direct negative impacts on food security.</p>
<p>“The biggest challenge,” she said, “is how to work with communities not only to cope with short-term impacts but actually to be able to adapt and be resilient over time. We should come up with practical solutions that are affordable and built on the knowledge that communities have.”</p>
<p>Experts agree that any measure to address climate change should be responsive to social needs, particularly where severe weather events risk uprooting communities from their homelands by leaving families with no option but to migrate in search of better opportunities.</p>
<p>This new phenomenon has created what it is starting to be called “climate migrants”, said Ofwona.</p>
<p>Climate change could also exacerbate social conflicts that are aggravated by other drivers such as competition over resources and land degradation. According to the IDRC expert, “you need to consider the multi-stress nature of poverty on people’s livelihoods … and while richer people may be able to adapt, poor people will struggle.”</p>
<p>Ofwona said that the key is to combine scientific evidence with what communities themselves know, and make it affordable and sustainable. “It is important to link science to society and make it practical to be able to change lives and deal with the challenges people face, especially in addressing food security requirements.”</p>
<p>Meanwhile, she added, consciousness in Africa of the impacts of climate change is “fairly high” – some countries have already defined their own climate policies and strategies, and others have green growth strategies with low carbon and sustainable development.</p>
<p>Stressing the critical role that African nations themselves play in terms of creating the right environmental policy, Ofwona said that they should be protagonists in dealing with climate impacts and not only passive in receiving international help.</p>
<p>African governments should provide some of the funding that will be needed to implement adaptation and mitigation projects and while “we can also source internationally, to some extent we need to contribute with our own money. While the consciousness is high, the extent of the commitment is not equally high.”</p>

Credit: Fabiola Ortiz/IPS</p></font></p><p>By Fabíola Ortiz<br />PARIS, Jul 7 2015 (IPS) </p><p>The cost of inaction is high when it comes to climate change and, so far, countries’ commitments to reduce greenhouse gas (GHG) emissions are not enough, says Michel Jarraud, Secretary-General of the World Meteorological Organisation (WMO).<span id="more-141475"></span></p>
<p>In an exclusive interview with IPS during the “Our Common Future Under Climate Change” scientific conference being held in Paris (Jul. 7-10) at UNESCO headquarters, Jarraud said that “we need more ambitious commitments before getting to Paris” for the U.N. Climate Conference in December, adding that climate change should be included in the Sustainable Development Goals (SDGs) currently being worked out.</p>
<p>“Climate change is about much more than temperature,” he added.</p>
<p><strong>Q:  Will this scientific meeting help to build the path towards a solid Conference of the Parties (COP21) agreement in Paris December?</strong></p>

<p>A:<strong>  </strong>Every six years the scientific community reviews the state of knowledge about climate and this is what we call the IPCC [Intergovernmental Panel on Climate Change] assessment report. The latest report was finalised a year ago, so in order to prepare for the next COP in Paris it was important to update it so that decision makers and negotiators have access to the very latest information. One of the roles of this conference is to get scientists together and also get a closer interaction between scientists and decision makers.</p>
<p><strong>Q:  Do you think a Paris deal will be possible as a way of braking global warming?</strong></p>
<p>A:  We have to look at it as a process. Many people remember Copenhagen in 2009 and say it was a failure but it was a place where the 2°C objective was set up. Every COP is going one step further in defining the objectives but also addressing solutions.</p>
<p>What is going to be decided in Paris is hopefully an ambitious plan to reduce significantly the emissions of GHGs and what will be reduced over the next 20, 30 and 40 years.</p>
<p>Countries were asked to pledge what they are willing to do and over which time scales. So far the pledges are not enough for 2°C but we hope this will accelerate. We can see countries are coming on board with significant commitment. We hope that in Paris we will be as close as possible to this objective. <p><strong>Q:  U.N. Secretary-General Ban Ki-moon says that Intended Nationally Determined Contributions (INDCs) are not enough to meet the world’s target.</strong></p>
<p>A:  At this stage the INDCs are not yet enough. He [Ban Ki-moon] says to member states that we need more ambitious commitment before Paris. We still have time, we still need to accelerate and go further. China has recently announced its commitment. If we don’t get enough in Paris to stand at 2°C, it means we will have to reduce [emissions] further and faster afterwards.</p>
<p><strong>Q:  You have said there is an “adaptation gap”: In which way?</strong></p>
<p>A:<strong>  </strong>There are two facets of the climate negotiations and one is what we call mitigation. It is important to reduce GHG emissions as much as possible and as fast as possible so that we minimise the amplitude of the climate change.</p>
<p>As a number of GHGs have already been in the atmosphere for a long time, it means we already committed to some amount of global warming. Therefore we need to adapt to the consequences such as sea level rise, impact on crops, on health and on extreme weather events.</p>
<p>Developed and developing countries don’t have the same financial, human and technical capacity to adapt. How can we bridge this gap by making sure there are appropriate technology transfer and financing mechanisms? This is one of the difficult parts of the negotiations. We need to address that as a priority.</p>
<p><strong>Q:  Is the Green Climate Fund (GCF) enough to fill the finance gap?</strong></p>
<p>A:  The fund has had a pledge of over 10 billion dollars. The objective by 2020 is to reach a funding stream of about 100 billion dollars per year. We are still in the early phase of that and hopefully in Paris there will be an acceleration towards identifying possible sources of financing.</p>
<p>The key is to see this finance not as an expense but as an investment. The cost of doing nothing will be more than acting. On a longer time scale, the cost of inaction is actually bigger, and we and maybe our children and grandchildren will have to pay more later.</p>
<p><strong>Q:  What are the main concerns of scientists regarding the impacts of climate change worldwide?</strong></p>
<p>A:  It is about much more than temperature. It impacts the hydrological cycle – for example, more precipitation in places where there is a lot already, less in places that are very dry. It will amplify this water cycle, so the regions that are already under water stress will have more droughts and heat waves and, vice-versa, there will be more floods in regions that already have too much water. There will be an impact on extreme weather events, like heat waves which are becoming more frequent and intense, and tropical cyclones and typhoons.</p>
<p><strong>Q: Is there any particular region in the world about which climatologists are most concerned?</strong></p>
<p>A:  Extreme events can set the clock of development back in several years. Sea level rise in small islands is a very big concern in the Indian Ocean, the Pacific and the Caribbean, as well as coastal areas. In countries with big deltas like the Nile or in Bangladesh, sea level rise will increase the vulnerability of these countries enormously.</p>
<p>Elsewhere, the risk of desertification will increase in several sub-Saharan regions, some parts of Latin America, Central Asia and around the Mediterranean basin. Many countries will be affected in different ways. Temperature is only part of the equation, because the increase of the 2°C will not be uniform. The warming will be higher over continents and oceans, it will be greater at higher altitudes.</p>
<p>One of the challenges is to translate this large-scale global scenario for regional and national levels. It is still a scientific challenge.</p>
<p><strong>Q:  Should climate change be included in the Sustainable Development Goals (SDGs)?</strong></p>
<p>A: You cannot have any sustainable development if you don’t take into account climate damage. What is being proposed right now for the SDGs is that climate is a factor that should be considered for almost all the individual proposed goals.</p>
<p><strong>Q:  Is there a disconnection between science and policy-making when it comes to climate change?</strong></p>
<p>A:  Yes, but less than there used to be. Decision-makers are taking the information provided by scientists more seriously. This is based on the fact that the scientific consensus is huge. There are still a few sceptics but essentially the scientific community is almost unanimous.</p>
<p>Most scientific questions have now a clear answer. Is climate changing? Yes, without any doubt. Is it due to human activities? Yes, with a probability of more than 95 percent. However there are still a few other questions that require more scientific research. The knowledge base is incredibly solid but we want to understand more and go even further.</p>

			<content:encoded><![CDATA[<p><font color="#999999"><p class="wp-caption-text">In this column, Roberto Savio – founder and president emeritus of the Inter Press Service (IPS) news agency and publisher of Other News – argues that governments are unwilling to take steps to do something concrete to halt climate change because of their incestuous relations with energy corporations and because they are unable – or unwilling – to see beyond their immediate existence.</p></font></p><p>By Roberto Savio<br />ROME, Nov 21 2014 (IPS) </p><p>Less than a week after everybody celebrated the <a href="http://www.theguardian.com/environment/2014/nov/12/china-and-us-make-carbon-pledge">historical agreement</a> on Nov. 17 between the United States and China on reduction of CO<sub>2</sub> emissions, a very cold shower has come from India.<span id="more-137866"></span></p>
<p>Indian Power Minister Piyush Goyal has declared: “India’s development imperatives cannot be sacrificed at the altar of potential climate change many years in the future. The West will have to recognise we have the needs of the poor”.</p>
<p>This is also a blow to the Asia policy of U.S. President Barack Obama, who came back home from signing the CO<sub>2</sub> emissions agreement in Beijing, touting his success on establishing U.S. policy in the region.</p>

<p>But, more importantly, will give plenty of ammunition to the Republican Congress, which has been fighting climate control on the grounds that the United States cannot engage on climate control unless other major polluters make similar commitments. This was always directed to China, which had refuse to make any such commitment until President Xi, to the surprise of everybody, did so by signing an agreement with Obama.</p>
<p>India is a major polluter, not at the level of China, which has now reached 9,900 metric tons of CO<sub>2</sub>, against the 6,826 of the United States. But India is coming up fast. “The incestuous relations between energy corporations and governments are out of the public's eye. It is yet further proof that, even when nothing less than survival is at stake for islands and coastlines, agriculture and the poor, governments are unable – or unwilling – to see beyond their immediate existence”<br /><font size="1"></font></p>
<p>Goyal has promised that India&#8217;s use of domestic coal will rise from 565 million tons last year to more than a billion tons by 2019, and he is selling licences for coal mining at a great speed. The country has increased its coal-fired plants by 73 percent in just the last five years. In addition, Indian coal is of poor quality, polluting twice as much as coal in the West.</p>
<p>Nevertheless, newly-elected Indian Prime Minister Narendra Modi has announced that he will embark on a major programme of renewable sources of energy, and there is an apparent paradox in the fact that many of the climate scientists who form the Intergovernmental Panel on Climate Control (IPCC) are from India. Its Director-General is an Indian, Dr. Rajendra K. Pachauri, who is also chief executive of the Energy Resources Institute in New Delhi.</p>
<p>The IPCC’s last report was much more dramatic than previous ones, stating conclusively that climate change is due to the action of man, and providing an extensive review of the damage that the agricultural sector is bound to face, especially in poor countries like India. At least 37 million people would be displaced by rising seas.</p>
<p>Indian towns are by far the most polluted in the world, surpassing several times each year the worst polluted day in China.</p>
<p>But what is more worrying is that governments are reacting too slowly. It would take a very major effort, which is not now on the cards, to keep temperature from rising by more than 2 degrees Centigrade, and therefore to start to reduce emissions by 2020. Emissions in 2014 are expected to be the highest ever, at 40 billion tonnes, compared with 32 billion in 2010.</p>
<p>The consensus is that to limit warming of the planet to no more 2 degrees Centigrade above pre-industrial levels, governments would have to restrict emissions from additional fossil fuel burning to about 1 trillion tons of carbon dioxide.</p>
<p>But, <a href="http://www.nytimes.com/2014/11/03/world/europe/global-warming-un-intergovernmental-panel-on-climate-change.html">according</a> to the IPCC report, energy companies have booked coal and petroleum reserves equal to several times that amount, and they are spending some 600 billion dollars a year to find more. In other words, governments are directly subsidising the consumption of fossil fuel.</p>
<p>By contrast, less than 400 billion dollars a year are spent to reduce emissions, a figure that is smaller than the revenue of one just one U.S. oil company, ExxonMobil.</p>
<p>The last meeting of the G20 in Brisbane earlier this month gave unexpected attention to climate, but the G20 alone is spending 88 billion dollars a year in <a href="https://www.ipsnews.net/2014/11/why-are-g20-governments-subsidising-dangerous-climate-change/">subsidies for fossil fuel exploration</a>, which is double that which the top 20 private companies are spending to look for new oil, gas and coal.</p>
<p>The G20 spends 101 billion dollars to support clean energy in a clear attempt to make everybody happy but, according to the International Energy Agency, if G20 governments directed half of their subsidies, or 49 billion dollars a year, to investment for redistributing energy from new sources, we could achieve universal energy access as soon as 2030.</p>
<p>Another good example of the total lack of coherence from Western governments is that they have pledged an amount of 10 billion dollars for a Green Climate Fund, whose task is to support developing countries in mitigating and adapting to climate change. That amount is two-thirds of what those countries have been asking for and, since its creation in 1999, the fund has still to become operational.</p>
<p>And it was only after the last G20 meeting that the United States pledged three billion dollars and Japan 1.5 billion, bringing the total so far to 7 billion dollars – one-third is still missing.</p>
<p>And now we have the upcoming Climate Conference in Lima, in December, where opinion is that governments will once again fail to reach a comprehensive agreement on climate change – and the amount of time left for the planet will reduce even further.</p>
<p>Besides the fight to be expected from the Republican Congress in the United States, there will be also be opposition from countries that depend on fossil fuels, such as Russia, Australia, India, Venezuela, Iran, Saudi Arabia and the Gulf countries.</p>
<p>So, governments show a total lack of consensus and responsibility. If a referendum could be held asking citizens if they would prefer to pay 800 billion dollars less in taxes to avoid subsidising pollution, there are few doubts what the result would be. And there would be same result if they were asked if they would prefer to invest those 800 billion dollars in clean energy or continue to pollute.</p>
<p>But the incestuous relations between energy corporations and governments are out of the public&#8217;s eye. It is yet further proof that, even when nothing less than survival is at stake for islands and coastlines, agriculture and the poor, governments are unable – or unwilling – to see beyond their immediate existence. Credit: Wambi Michael/IPS</p></font></p><p>By Prossy Nandudu<br />KAMPALA, Sep 17 2014 (IPS) </p><p>When Abudu Zikusoka was a small boy his father would bring people to their home in Ndesse village in Central Uganda’s Mukono district. He would watch as they packed the family’s harvested coffee into sacks and then loaded it onto their bicycles.<span id="more-136687"></span></p>
<p>“I used to see one of them giving daddy money from which he took out some coins to give my sister,” Zikusoka tells IPS.</p>
<p>“When my brother started going to school, daddy continued with the practice until one day I asked my sister where she was taking the money,” he remembers. </p>
<p>His sister explained that the money was meant for school fees that had to be paid at the beginning of each term. This is why Zikusoka decided to embrace coffee farming after his father gave him a half hectare piece of land when he married in 2005 — he wanted to be able to support his family too.</p>
<p>On his piece of land, also in Ndesse village, Zikusoka was able to plant coffee trees and crops such as bananas, cassava and maize which became the main source of income for his family. Thanks to the profit from his farming Zikusoka was also able to buy an additional hectare of land.</p>
<p>Coffee is Uganda’s single-largest export earner. This East African nation is the largest exporter of coffee on the continent as Ethiopia consumes more than half of what it produces.</p>
<p>The <a href="http://www.ugandacoffee.org">Uganda Coffee Development Authority (UCDA)</a> estimates that 85 percent of all coffee produced in Uganda is mostly from smallholder farmers, the majority of whom own fields ranging from 0.5 to 2.5 hectares. The sector employs 3.5 million people.</p>

<p>But now it seems as if the good times are at risk from a changing climate.</p>
<p>“The yields are so poor, they are affected by diseases and pests almost all the time and when the rains take a long to fall, it becomes hard&#8230; The worst is that we were hit by the coffee wilt last year and I lost everything,” Zikusoka says in frustration.</p>
<p>“I haven’t been able to harvest much coffee like it was in 2006 when I had just started focusing on coffee as a commercial crop,” Zikusoka explains.</p>
<p>He is one of the many farmers who have recently been affected the black coffee twig borer and coffee wilt diseases in Mukono district, one of Uganda’s commercial coffee-growing districts. Wilt first attacked Uganda’s Robusta coffee in 1993 and has destroyed over 12 million plants since then. However, it is believed this figure is underreported.</p>
<p>“Before the coffee wilt attacked my crop, I used to earn between 700 to 1,000 dollars in a good season but the remaining trees [not affected by the wilt] have earned me only 250 dollars, and now I don’t know if I will be able to earn more,” he adds.</p>
<p>Zikusoka has come to the National Coffee Research Institute (NaCORI) in Kituuza, Mukono district, to find out if he can access the improved varieties developed here that are resistant to coffee diseases, which have now become tolerant to high temperatures.</p>
<p>Last month, when the <a href="http://www.ipcc.ch">Intergovernmental Panel on Climate Change (IPCC)</a> <a href="http://cdkn.org/wp-content/uploads/2014/04/AR5_IPCC_Whats_in_it_for_Africa.pdf">Fifth Assessment Report</a> was released in Kampala, Uganda’s capital, scientists noted that incidences of pests and diseases appear to have increased here because of climate change.</p>
<p>According to Dr. Africano Kangire from NaCORI, it appears that the warmer than usual weather is creating a breeding ground for pests and disease. The report attributes the rise in temperature to increased global warming, fuelled mainly by human activities such as clearing forests for settlement and charcoal burning, among others, which has seen increasing concentrations of greenhouse gases in the atmosphere.</p>
<p>“High temperatures provide favourable conditions for the breeding of pests and diseases, which are affecting coffee production. We have seen incidences where diseases like malaria are now rampant in the highlands which weren’t the case before, although this is for the medical professional to elucidate,” says Kangire.</p>
<p>According to Kangire, Uganda’s temperatures have been erratic and increasing over the years. He says if temperatures hit the two degrees Celsius level, as predicted, it could render Robusta coffee cultivation in Uganda’s lowlands very difficult while limiting it to few locations in the much cooler highlands.</p>
<p>He further explains that coffee leaf rust disease, which has long been known to affect coffee at altitudes lower than 1,400m above sea level, has now surfaced at 1,800m above sea level. This, he explains, is evidence of rising temperatures in the country, since logic shows that the higher you go, the cooler it becomes.</p>

<p>He adds that the coffee berry disease, which is known to affect Arabica coffee, has also shifted to higher altitudes to attack crop cultivated 1,800m above sea level — it previously only appeared at 1,600m above sea level.</p>
<p>Dr. Revocatus Twinomuhangi, is one of the scientists who contributed to the IPCC report and is also the <a href="http://cdkn.org">Climate and Development Knowledge Network (CDKN) </a>country engagement leader and a lecturer at Makerere University Centre for Climate Change Research and Innovations.</p>
<p>“We are witnessing a shift in production of crops such as coffee, tea. Maize, for example, coffee was mainly for highland areas. But because people have cut down trees and cleared part of the highlands for cultivation, the crop failing and if the temperature could rise to even 1.5 degrees Celsius there will be dramatic shift from highlands to low lands like the central regions in Uganda,” he tells IPS.</p>
<p>However, the latest UCDA report shows that Uganda&#8217;s July coffee exports earned the country revenue of 37.9 million dollars up from June’s value of 31.04 million.</p>
<p>According to the managing director of UDCA, Henry Ngabirano, the authority has succeeded in recording some profits from the coffee sector despite the presence of coffee wilt diseases.</p>
<p>“We are getting clonal coffee varieties resistant to the wilt because these were the most-affected while Arabic coffee, which was less affected, has remained at 10 percent production.</p>
<p>“So the 10 percent Arabic and the other percentage of clonal coffee are keeping us in the market but we are confident that since researchers ad government have taken it up, we shall be able to adjust to effects of climate change,” Ngabirano tells IPS.</p>
<p>While scientists at NaCORI are breeding improved coffee varieties, which include those resistant to coffee wilt, Paul Isabirye, assistant commissioner from the Department of Meteorology cautions that temperatures could have risen since the IPCC report was issued.</p>
<p>He points out that rain is now falling at the wrong times, and the coffee beans have less time to mature.</p>
<p>“If the coffee beans face a lot of sunshine and less rain, the beans will continue to be smaller and of lower yields,” he tells IPS.</p>

Credit: Photostock/IPS</p></font></p><p>By Fabíola Ortiz<br />RIO DE JANEIRO, Oct 11 2013 (IPS) </p><p>In the last five years, Brazil has joined the ranks of the world’s big polluters, whose main source of greenhouse gases is the burning of fossil fuels.</p>
<p><span id="more-128109"></span>Climate pollution in South America’s giant is taking on a First World pattern, according to José Marengo, one of the authors of the <a href="https://www.ipsnews.net/2013/09/climate-change-report-gives-no-reason-for-optimism/" target="_blank">Fifth Assessment Report</a> of the Intergovernmental Panel on Climate Change (IPCC), whose first volume was released Sept. 30.</p>
<p>And this is due, in part, to the country’s policies to foment industry and consumption. Tax exemptions to stimulate car and motorcycle sales had a positive effect on economic growth. But they also fuelled a surge in the number of cars in circulation.The number of cars in Brazil doubled in just over a decade, from 24.5 million in 2001 to 50.2 million in 2012.<br /><font size="1"></font></p>
<p>The number of cars in this country of 200 million people doubled in just over a decade, from 24.5 million in 2001 to 50.2 million in 2012, according to the report<a href="http://www.observatoriodasmetropoles.net/download/auto_motos2013.pdf" target="_blank"> “Evolution of the fleet of cars and motorcycles in Brazil &#8211; 2013”</a> published Oct. 10 by the <a href="http://www.observatoriodasmetropoles.net/" target="_blank">Observatorio das Metropoles</a>, an academic research group.</p>
<p>Motorcycles experienced even more dizzying growth in the same period, with the number soaring from 4.5 million to 19.9 million.</p>
<p>This country “ended the year 2012 with a total fleet of 76,137,125 motor vehicles. In 2001 there were approximately 31.8 million vehicles. That means a 138.6 percent increase,” says the report. “It should be noted that population growth in Brazil between the last two censuses (2000 and 2010) was 11.8 percent.”</p>
<p>“It’s worrisome, because we always criticised developed countries for this,” Marengo, who heads the Centre for Earth System Science of Brazil&#8217;s National Institute for Space Research (INPE), told IPS.</p>
<p>This aspect contrasts sharply with the <a href="https://www.ipsnews.net/2009/11/brazil-deforestation-down-45-percent/" target="_blank">reduction of deforestation</a> in Brazil’s Amazon rainforest, which has been widely touted by the authorities.</p>
<p>The country managed to reduce its greenhouse gas emissions by 38.4 percent between 2005 and 2010, due to the decline in deforestation in the Amazon jungle,<a href="https://www.ipsnews.net/2013/09/climate-change-report-gives-no-reason-for-optimism/" target="_blank"> Carlos Nobre</a>, the secretary for R&amp;D policy in Brazil’s Ministry of Science and Technology, told IPS on Sept. 27, when the IPCC published the Fifth Assessment Report <a href="https://www.ipsnews.net/2013/09/co2-reshaping-the-planet-meta-analysis-confirms/" target="_blank">Summary for Policy Makers</a>.</p>
<p>In 2009, Brazil pledged to cut greenhouse gas emissions by between 36.1 and 38.9 percent, based on two different GDP growth scenarios.</p>
<p>The government claims to be 62 percent of the way to that target, thanks to the slowdown in deforestation.</p>
<p>Up to 2009, tree felling was the cause of 60 percent of climate pollution in Brazil, while fossil fuel use came in second place.</p>
<p>But today, new problems are emerging.</p>
<p>“If we had a reliable, comfortable <a href="https://www.ipsnews.net/2013/06/deteriorating-urban-transport-sparked-the-protests/" target="_blank">mass transit system</a>, people would leave their cars at home,” said Marengo. “But travelling on the subway at certain times of day in São Paulo or Rio de Janeiro [the two largest cities] is degrading. This has to change, and the only way it can is to foment decent public transport.”</p>
<p>For the director of public policy at Greenpeace Brazil, Sergio Leitão, this change in climate pollution patterns also coincides with the priority put on new initiatives, like exploration and drilling for the so-called <a href="https://www.ipsnews.net/2009/08/brazil-new-law-would-put-oil-revenue-into-development/" target="_blank">subsalt oil reserves</a>, which lie about seven km below the surface of the ocean, beneath a layer of salt up to two km thick.</p>
<p>“We are starting to exploit the subsalt reserves, and our big cities are packed with cars,” Leitão told IPS.</p>
<p>While the world is moving towards new energy strategies and mixes, Brazil is heading in the other direction, according to the activist, which will make it impossible for the country to continue to be “a friend of the planet.”</p>
<p>The IPCC report says the climate change observed since 1950 is unprecedented, and it is “extremely likely” that human influence has been the dominant cause of the “unequivocal” warming observed since the mid-20th century</p>
<p>The report says humanity must plan for climate change in every way possible, to try to keep global temperatures from rising by more than two degrees this century – the most optimistic scenario.</p>
<p>To achieve that, Leitão said, “fundamental, urgent and inevitable measures” must be taken: changing the production model and drastically curbing consumption of oil, coal and gas.</p>
<p>“It worries us that in Brazil, the subsalt reserves are seen as the great economic opportunity of the future,” he said.</p>
<p>In the field of energy, the big investments have gone into making it possible to exploit the technically challenging subsalt reserves – 340 million dollars in investment is in the pipeline for up to 2020, he pointed out.</p>
<p>“But we should take a different tack, with a focus on research on renewable, clean energy,” he said. “This country stands out for its abundant sunlight and wind. Development of these areas should become more dynamic, and technological substitutes for fossil fuels should be found.”</p>
<p>Marengo stressed that, even if the whole world stopped emitting greenhouse gases today, the earth would continue to warm for at least 20 years.</p>
<p>“The IPCC talks about approximately two decades, because carbon dioxide (CO2) has been accumulating for hundreds of years,” he said.</p>
<p>“The process of photosynthesis in the jungles and forests can help absorb CO2, but it’s not immediate and it takes decades,” he added.</p>
<p>Mitigation measures to reduce greenhouse gas emissions are costly and their effect is long-term in nature, but they are the only thing that can keep future impacts to a minimum, he said.</p>
<p>In his view, the most severe impacts will begin to be felt after 2040.</p>
<p>Adapting to these changes is possible, but the message that the IPCC wants to send to the next climate summit, in Warsaw in November, is that measures must be taken to avoid the more pessimistic scenarios, which foresee temperature rises of over two degrees.</p>
<p>Marengo laments that environmental issues have been pushed to the backburner since the global economic crisis broke out in 2008. “It’s impossible for a country with a more difficult economic situation to join an environmental treaty, because it would have a high social cost,” he argued.</p>
