</p></font></p><p>By Desmond Brown<br />BRIDGETOWN, Apr 19 2018 (IPS) </p><p>At the start of 2017, the Caribbean Drought and Precipitation Monitoring Network (CDPN) warned eastern Caribbean countries that they were facing “abnormal climate conditions” and possibly another full-blown drought.   <span id="more-155338"></span></p>
<p>For Barbados, it was dire news. Previous drought conditions impacted every sphere and sector of life of this historically water-scarce country. But a new project promises a new water future for Barbadians by increasing the awareness of islanders to the water cycle and the likely impacts of climate change on the island’s drinking water supply.</p>
<p>The Water Sector Resilience Nexus for Sustainability Project for Barbados (WSRN S-Barbados) is expected to build resilience in the sector by reducing the vulnerability to severe weather impacts, reduce greenhouse gas emissions, reduce consumption, promote appropriate uses of diverse water sources and build the legislative safeguards to support climate smart development in water sector.</p>
<p>The project is being funded by the Green Climate Fund and is a collaborative effort between the Caribbean Community Climate Change Centre (CCCCC) and the Barbados Water Authority (BWA) with assistance from University of West Indies, Cave Hill Campus (UWI-CHC), and University of South Florida (USF).</p>
<p>WSRN-Barbados was one of several Caribbean funding commitments announced at the GCF 19<sup>th</sup> Board meeting in Korea in February to the tune of 45.2 million dollars (including 27.6 million in GCF funds and counterpart funding of 17.6 million from the BWA).</p>
<p>“To quantify the impact, there will be over 190,000 persons directly benefitting from this project and over 280,000 persons indirectly benefitting,” said Dr Elon Cadogan, project manager at the BWA.</p>
<p>He explains that within the project, there are provisions for collaboration among academic partners like UWI-CHC and USF. The aim is to develop a sharing platform that will serve as an incubator for novel ideas that will boost efforts to combat the impact of climate change and propel the discussion on climate change adaptation and mitigation.</p>
<p>“This project proposes to gather the relevant human resources from these institutions and form a team of scientists and engineers to drive the in-depth operational research to build capacity,” Dr Cadogan explained.</p>
<p>The WSRN S-Barbados project will replace 16 kilometres (about 10 miles) of existing mains to reduce leakage by 0.03 MGD per km. This is expected to result in greater availability of water, which when valued at current costs, is an avoided expense to society of 1.3 million dollars.</p>
<p>“Increased availability of water will reduce the instances of water outages currently being experienced by many customers,” Dr. Cadogan explained.</p>
<p>“Previous instances of outages have had the adverse effects of persons reporting for work late or absent from work and businesses closing. Schools have had to close due to lack of water and the potential unsanitary conditions are likely to increase health treatment costs. In addition, there have been some cancellations of tourist stays and bookings,” he continued.</p>
<p>Tourism is one of the backbones of Barbados’ economy. In 2014, the total contribution of tourism and travel accounted for 36.1 percent of Gross Domestic Product (GDP) and employed 37.5 percent of total employment (WTTC, 2015).</p>
<p>Another vital sector is agriculture. Agriculture, which in 2014 contributed 1.4 percent (value-added) of GDP and employed 2.7 percent of total employment (WDI, 2016), is essential for food and nutrition security and household income.</p>
<p>From the feasibility study, it was found that Barbados’ already dwindling water resources are not sufficient to meet demand in the medium to long terms. Implicit in that analysis is the demand for water by the tourism and agriculture sectors.</p>
<p>“This project contributes to the stability of Barbados’ macroeconomic environment, mitigates its susceptibility to inflationary pressures and external shocks and increases revenue to the government,” Dr Cadogan said.</p>
<p>“Barbados will benefit from foreign currency savings resulting from reduced dependence on fossil fuels due to the installation of photovoltaic panels. Barbados imported 322.7 million dollars of crude oil (2014 figures) and a significant portion is used in the production of electricity and transportation.”</p>
<p>The WSRN S-Barbados project will ensure that there is improved resilience to climate change and that communities have access to clean potable water.</p>
<p>Additional benefits include reduced leakage and the related number of disruptions, increased water available to the public, a stable price for water, increased water and food security via storage and rainwater harvesting, improved/increased resilience to storm events, and increased access to adaptation and mitigation financing (micro-adaptation and mitigation funding).</p>
<p>With respect to vulnerable populations as well as hospitals, polyclinics, schools and community centres, water tanks for water storage will be installed.</p>
<p>The project is expected to create 30 new jobs at the Belle Pumping Station, while the efforts to implement rainwater harvesting initiatives will create another 15 new jobs.</p>
<p>“In addition, the BWA will also ensure that Barbados plays its part to reduce the fossil fuel consumption by engaging in renewable energy solutions by the use of photovoltaic technologies. By using RE technologies, this would ensure that the Government of Barbados would have some stability with respect to tariffs and therefore be able to assist the most vulnerable on the island,” Dr Cadogan said.</p>
<p>“It is also envisioned that there will be (a) enhanced capacity, knowledge and climate resilience in institutions, households and communities, (b) improved knowledge on water conservation and recycling and (c) improved policy and legislative environment for climate proofing and building climate resilience,” he added.</p>
<p>Meanwhile, over at the CCCCC, the regional agency charged with coordinating the region’s response to climate change, project development specialist Dr. Donneil Cain, the point man on the WSRN-Barbados, is looking for the next opportunity for resilience-building in the region.</p>
<p>“This is why we do it,” he said. “The satisfaction comes from getting these projects up and running.”</p>

</p></font></p><p>By Zadie Neufville<br />KINGSTON, Jamaica, Apr 12 2018 (IPS) </p><p>The Caribbean Community Climate Change Centre (CCCCC) also known as the 5Cs, is looking for ways to boost the region’s access to the Green Climate Fund (GCF).<span id="more-155243"></span></p>
<p>The Centre is on the hunt for proposals from the private and public sector organisations around the region that want to work with the Centre to develop their ideas into successful projects that are in line with their country’s national priorities to build resilience to climate change.</p>
<p>The 5Cs, the agency with responsibility for coordinating climate action in the Caribbean, has doubled its efforts in wake of the 2017 Hurricane Season which saw the devastation of several islands and which exacerbates the need for climate proofing critical infrastructure a building resilience.</p>
<p>“We welcome proposals from all areas and industries,” said, Dr. Kenrick Leslie executive director of the Centre, noting that as an accredited entity: “We are able to assist organisations to access Green Climate Fund (GCF) grants for climate adaptation and mitigation projects of up to 50 million dollars per project”.</p>
<p>The GCF has approved a couple hundred million in preparation funding for several countries across the region, but the 5Cs boss is particularly proud of the achievements of his tiny project development team.</p>
<p>On March 13, the Bahamas became the second of the four countries for which the Centre is the Delivery Partner, to launch their GCF readiness programme. In 2017, three countries &#8211; the Bahamas, Belize, and Guyana, and more recently St. Lucia &#8211; were approved for grants of 300,000 to build in-country capacities to successfully apply for and complete GCF-funded projects that align with their national priorities, while simultaneously advancing their ambitions towards becoming Direct Access Entities (DAEs).</p>
<p>Each ‘readiness’ project is expected to run for between 18-months and 2 years and include developing operational procedures for Governments and the private sector to engage effectively with the GCF; providing training about its processes and procedures, how to access grants, loans, equities and guarantees from the GCF; and the development of a pipeline of potential project concepts for submission to the Fund. These activities are not one-off measures, but will form part of an ongoing process to strengthen the country’s engagement with the Fund.</p>
<p>Guyana’s ‘readiness’ project began in October 2016 and is expected to end in April this year; while the Bahamian Ministry of Environment and Housing and the Centre’s recent hosting of a project inception workshop, marked the start of that programme. The Belize project is expected to begin next month and St Lucia’s will kick-off in May, and run for two years. The readiness projects are being funded by the GCF at a cost of approximately 300,000 dollars each.</p>
<p>Aside from these readiness grants, the Centre secured 694,000 dollars in project preparation facility (PPF) grants for a public-private partnership between the Government of Belize and the Belize Electricity Company.</p>
<p>The project is intended to enable Belize to utilise the indigenous plant locally known as wild cane<em> (scientific name Arundo donax) </em>as a sustainable alternative source of energy for electricity generation. The grant will provide the resources needed to conduct the necessary studies to ascertain viability of the plant, with the intention of facilitating large-scale commercial cultivation for energy generation purposes.</p>
<p>In addition, the Centre partnered with the Barbados Water Authority (BWA) to develop the proposal for the Water Sector Resilience Nexus for Sustainability Project (WSRN S-Barbados) for which the GCF announced 45.2 million dollars in funding &#8211; some of which is in counterpart funding &#8211; at the 19<sup>th</sup> meeting of the Board in Korea in March this year.</p>
<p>BWA’s Elon Cadogan noted that the project would directly impact 190,000 people on an island which has been described as “one of the most water stressed” in the Caribbean. The frequency of lock-offs has been costly for the country.</p>
<p>“Schools have had to close due to lack of water and the potential unsanitary conditions are likely to increase health treatment costs. In addition, there have been some cancellations of tourist stays and bookings,” Dr Cadogan, who is the project management officer at the BWA said.</p>
<p>Because of its unique operating structure, the Centre is able to call on its many partners to speedily provide the required skills to complete the assessments required to bring a project to the submission stage for further development or full project funding. In the case of the Arundo donax project, the Centre provided several small grants and with the help of the Clinton Foundation, completed a range of studies to determine the suitability of the grass as an alternative fuel.</p>
<p>For the Barbados project, the 5Cs worked with the University of the West Indies (UWI) and South Florida University (SFU) and the BWA to complete the submissions on time.  With the Centre’s own GCF accreditation completed within six months, the 5Cs is turning its attention to assisting countries with their own.</p>
<p>Head of the Programme Development and Management Unit (PDMU) and Assistant Executive Director at the Centre Dr. Mark Bynoe said that even as the Centre continues its work in project development and as a readiness delivery partner, the focus has now shifted.</p>
<p>“We are now turning our attention to aiding with their GCF accreditation granting process and the completion of their National Adaptation Plans (NAPS). Each country has an allocation of 3-million-dollar grant under the GCF window for their NAP preparation,” he said.</p>
<p>The GCF is the centrepiece of the United Nations Framework Convention on Climate Change (UNFCCC) efforts to raise finance to address climate change related impacts. It was created to support the efforts of developing countries to respond to the challenges posed, and opportunities presented, by climate change through a network of National Designated Authorities (NDAs) and Accredited Entities (AEs).</p>
<p>As a readiness delivery partner, the Centre will provide the necessary oversight, fiduciary and project management, as well as monitoring and evaluation of these ‘readiness’ projects, skills that are critical to ensuring that those projects are speedily developed and submitted for verification and approval.</p>
<p>Every success means the Centre’s is fulfilling its role to deliver transformational change to a region under threat by climate change.</p>

</p></font></p><p>By Zadie Neufville<br />NEGRIL, Jamaica, Aug 24 2017 (IPS) </p><p>Ceylon Clayton is trying to revive a sea moss growing project he and friends started a few years ago to supplement their dwindling earnings as fishermen.<span id="more-151733"></span></p>
<p>This time, he has sought the support of outsiders and fishermen from neighbouring communities to expand the operations and the ‘unofficial’ fishing sanctuary. Clayton is leading a group of ten fishers from the Little Bay community in Westmoreland, Jamaica, who have big dreams of turning the tiny fishing village into the largest sea moss producer on the island.To protect their ‘nursery’ and preserve the recovery, the fishermen took turns patrolling the bay, but two years ago, they ran out of money. <br /><font size="1"></font></p>
<p>He is also one of the many thousands of fishers in the Caribbean who are part of an industry that, along with other ecosystem services, earns around 2 billion dollars a year, but which experts say is already fully developed or over-exploited.</p>
<p>The men began farming seaweed because they could no longer support their families fishing on the narrow Negril shelf, and they lacked the equipment needed to fish in deeper waters, he said.</p>
<p>As Clayton tells it, not long after they began enforcing a ‘no fishing’ zone, they were both surprised and pleased that within two and a half years, there was a noticeable increase in the number and size of lobsters being caught.</p>
<p>“When we were harvesting the sea moss we noticed that there were lots of young lobsters, shrimp and juvenile fish in the roots. They were eating there and the big fish were also coming back into the bay to eat the small fish,” Clayton told members of a delegation from the German Development Bank (KfW), the Caribbean Community Climate Change Centre (CCCCC) also called 5Cs and the International Union for the Conservation of Nature (IUCN) who came to visit the site in May.</p>

<p>“We didn’t have the markets,” Clayton said, noting there were limited markets for unprocessed seaweed and not enough money to support the patrols.</p>
<p>The seaweed is thriving and teeming with marine life; fishing in around Little Bay and the neighbouring villages has also improved, Clayton said. Now he, his wife (also a fisher) and eight friends want to build on that success and believe the climate change adaptation project being implemented by the 5Cs is their best chance at success. They’ve recruited other fishers, the local school and shopkeepers.</p>
<p>Showing off the variety of juvenile marine animals, including baby eels, seahorses, octopi, reef fish and shrimp hiding among the seaweed, the 30 plus-years veteran fisherman explained that the experiment had shown the community the success that could come from growing, processing and effectively marketing the product. The bonus, he said, would be the benefits that come from making the bay off-limits for fishing.</p>
<p>This alternative livelihoods project is one of many that make up the 14 coastal protection projects being implemented across the region by the 5Cs. Aptly named the Coastal Protection for Climate Change Adaptation (CPCCA) in Small Island States in the Caribbean Project because of its focus, it is being implemented with technical support from IUCN and a €12.9 million in grant funding from the KfW.</p>
<p>“The project seeks to minimise the adverse impacts from climate change by restoring the protective services offered by natural eco-systems like coastal mangrove forests and coral reefs in some areas, while restoring and building man-made structures such as groynes and revetments in others,” the IUCN Technical consultant Robert Kerr said in an email. Aside from Jamaica, Grenada, Saint Lucia and St. Vincent and the Grenadines are also beneficiaries under the project.</p>
<p>The Caribbean is heavily dependent on tourism and other marine services, industries that the Inter Governmental Panel on Climate Change’s (IPPC) last report indicate are expected to be heavily impacted by climate change. Most if not all states depend on the fisheries and the regional tourism industry &#8211; which grew from four million visitors in 1970 to an estimated 25 million visitors today &#8211; earns an estimated 25 billion dollars in revenue and supports about six million jobs.</p>
<p>The findings of the IPCC’s report is further strengthened by that of the Caribbean Marine Climate Change Report Card (2017) which stated: “The seas, reefs and coasts on which all Caribbean people depend are under threat from coral bleaching, ocean acidification, rising sea temperature, and storms.”</p>
<p>“The project is a demonstration of Germany’s commitment to assisting the region’s vulnerable communities to withstand the impacts of climate change,” said Dr. Jens Mackensen KfW’s head of Agriculture and Natural Resources Division for Latin America and Caribbean.</p>
<p>All the Jamaican projects are in protected areas, and are managed by a mix of non-governmental organisations (ngos), academic and local government organisations. The Westmoreland Municipal Corporation (WMC) is managing the seaweed project and two other components – to reduce the flow of sewage into the wetlands and install mooring buoys and markers to regulate use of the sea &#8211; that focus on strengthening the ecosystem and improving the climate resilience of the Negril Marine Protected area.</p>
<p>The University of the West Indies’ Centre for Marine Sciences is managing the East Portland Fish Sanctuary project; the Caribbean Coastal Area Management (C-CAM) Foundation works in the Portland Bight area and the Urban Development Corporation (UDC), a quasi-government agency is managing infrastructure work on the Closed Habour Beach also called Dump Up beach in the Montego Bay area.</p>
<p>Clayton’s plan to include a processing plant at the local school and a marketing network in the small business community has impressed 5C’s executive director Dr. Kenrick Leslie and McKensen.</p>
<p>Sea moss is a common ingredient in energy tonics that target men, the locals explain. In addition WMC’s project manager Simone Williams said<strong>, “</strong>The projects aim to protect and rehabilitate the degraded fisheries habitat and ecosystems of Orange Bay, streamline usage of the marine areas and improve quality of discharge into marine areas.”</p>
<p>In Portland Bight, an area inhabited by more than 10,000 people, and one of the most vulnerable, C-CAM is working to improve awareness, build resilience through eco-systems based adaptation, conservation and the diversification of livelihoods. Important, CCAM Executive Director Ingrid Parchment said, because most of the people here rely on fisheries. The area supports some 4,000 fishers &#8211; 300 boats from five fishing beaches. They have in the past suffered severe flooding from storm surges, which have in recent times become more frequent.</p>
<p>And in the tourist town of Montego Bay, the UDC is undertaking structural work to repair a groyne that will protect the largest public beach in the city &#8211; Dump-up or Closed Harbour Beach. Works here will halt the erosion of the main beach as well as two adjacent beaches (Gun Point and Walter Fletcher) and protect the livelihoods of many who make their living along the coast. When complete the structure will form the backbone of further development for the city.</p>
<p>UWI’s Alligator Head Marine Lab is spearheading a project to reinforce protection of vulnerable seaside and fishing communities, along the eastern coast of Portland, a parish locals often say has been neglected but with links to James Bond creator, Ian Fleming it has great potential as a tourism destination.</p>
<p>Here, over six square kilometres of coastline is being rehabilitated through wetlands and reef rehabilitation; the establishment of alternative livelihood projects; renewable technologies and actions to reduce greenhouse gases and strengthen climate resilience.</p>
<p>In St Vincent and the Grenadines, the CPCCA is helping the Ministry of Works to rehabilitate the Sandy Bay Community, and the coastal Windward Highway where storm damage has caused loss of housing, livelihoods and recreational space, Kerr said.</p>
<p>The local census data puts unemployment in Sandy Bay as the country’s highest and, as Kerr noted, “With the highest reported level of poverty at 55 per cent, the Sandy Bay Community cannot afford these losses.”</p>
<p>CPCCA is well on its way and will end in 2018, by that time, Leslie noted beneficiaries would be well on their way to achieving their and the project’s goal.</p>

The tool has allowed this northern Caribbean island to accurately predict several dry periods and droughts, including its most destructive episode in 2014 when an estimated one billion dollars in agricultural losses were incurred due to crop failures and wild fires caused by the exceptionally dry conditions.<span id="more-151576"></span></p>
<p>In neighbouring Cuba, the reputation of the Centre for Atmospheric Physics at the Institute for Meteorology (INSMET) is built on the development of tools that “provide reliable and timely climate and weather information” that enables the nation to prepare for extreme rainfall and drought conditions as well as for hurricanes.“We saw the need to develop a drought tool that was not only easy to use, but free to the countries of the Caribbean so they would not have to spend large amounts of money for software." --INSMET’s Dr. Arnoldo Bezamilla Morlot<br /><font size="1"></font></p>
<p>Regional scientists believe the extended dry periods are one of several signs of climate change, now being experienced across the region. Dr. Ulric Trotz, Deputy Director and Science Adviser at the Caribbean Community Climate Change Centre (CCCCC) &#8211; known regionally as the Five Cs &#8211; believes climate change is threatening the “Caribbean’s ways of life”.</p>
<p>Dr Trotz noted, “Some countries in the Caribbean like Barbados and Antigua are inherently water scarce. It is expected that climate change will exacerbate this already critical situation. We have seen in recent times the occurrence of extended droughts across the Caribbean, a phenomenon that is expected to occur more frequently in the future.</p>
<p>“Droughts have serious implications across all sectors &#8211; the water, health, agriculture, tourism -and already we are seeing the disastrous effects of extended droughts throughout the Caribbean especially in the agriculture sector, on economies, livelihoods and the wellbeing of the Caribbean population,” he said.</p>
<p>With major industries like fisheries, tourism and agriculture already impacted, the region continues to look for options. Both the Cuban and Jamaican experiences with forecasting tools means their use should be replicated across the Caribbean, Central and South America as scientists look for ways to battle increasingly high temperatures and low rainfall which have ravaged the agricultural sector and killed corals across the region.</p>
<p>Charged with the Caribbean Community (CARICOM)’s mandate to coordinate the region’s response to climate change, the ‘Five Cs’ has been seeking financial support investigating and pooling regional resources to help countries cope with the expected impacts since its birth in 2004. These days, they are introducing and training regional planners in the application and use of a suite of tools that will help leaders make their countries climate-ready.</p>

<p>The experts believe that preparing the region to deal with climate change must include data collection and the widespread use of variability, predictability and planning tools that will guide development that mitigate the impacts of extreme climatic conditions.</p>
<p>The recent Caribbean Marine Climate Report card reflects the findings of the latest Inter-governmental Panel on Climate Change (IPCC) report, pointing to the need for countries to ramp up their adaptation strategies. Both highlight the many significant risks climate change is expected to bring to regional economies that depend heavily on eco-systems based industries; where major infrastructure are located along the coasts and where populations are mainly poor.</p>
<p>The report points to the threats to biodiversity from coral bleaching; rising sea temperature and more intense storms which could destroy the region’s economy, and in some cases inundate entire communities.</p>
<p>The tools not only allow the users to generate country specific forecast information, they allow Met Officers, Disaster Managers and other critical personnel to assess likely impacts of climatic and extreme weather events on sectors such as health, agriculture and tourism; on critical infrastructure and installations as well as on vulnerable populations.</p>
<p>Training is being rolled out under the Climate Change Adaptation Program (CCAP) in countries of the Eastern and Southern Caribbean, with funding from the United States Agency for International Development (USAID). CCAP was designed to build on both USAID’s Regional Development Cooperative Strategy which addresses development challenges in the countries in that part of the region, as well as the CCCCC’s Regional Framework for Achieving Development Resilient to a Changing Climate and its associated Implementation Plan, which have been endorsed by the Heads of Caribbean Community (CARICOM) countries.</p>
<p>Regional experts and government officers working in agriculture, water resources, coastal zone management, health, physical planning and disaster risk reduction from Antigua and Barbuda, Barbados, Dominica, Grenada, Guyana, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago are being taught to use a variety of tools.</p>
<p>The program aims to build resilience in the development initiatives of the countries as they tackle climate change-induced challenges, which are already being experienced by countries of the region.</p>
<p>At a recent workshop in Rodney Bay, St. Lucia, trainees were confident that the tools could become critical to their developmental goals. St Lucian metrological forecaster Glen Antoinne, believes the tools could be “useful for St Lucia because they are directly related to our ability to forecast any changes in the climate”.</p>
<p>He looks forward to his government’s adoption of, in particular, the weather tools to  “support the climatology department in looking at trends, forecasting droughts and to help them to determine when to take action in policy planning and disaster management”.</p>
<p>The tools work by allowing researchers and other development specialists to use a range of climatic data to generate scientific information and carry out analysis on the likely impacts in the individual countries of the region. They are open source, to remove the need for similar expensive products being used in developed world, but effective, said INSMET’s Dr. Arnoldo Bezamilla Morlot.</p>
<p>“We saw the need to develop a drought tool that was not only easy to use, but free to the countries of the Caribbean so they would not have to spend large amounts of money for software,” he said.</p>
<p>“The more countries use the data, the more information that is available for countries and region to use,” Morlot continued, pointing out that the data is used to generate the information that then feeds into the decision making process.</p>
<p>CCAP also includes activities aimed at the expansion of the Coral Reef Early Warning System for the installation of data gathering buoys in five countries in the Eastern Caribbean providing data which, among other things will be used for ecological forecasts on coral bleaching and other marine events.</p>
<p>The project also provides for the strengthening of the hydro meteorological measurement systems in participating countries. This will allow for better monitoring of present day weather parameters and for generating data to feed into the climate models and other tools.</p>
<p>Among the tools being rolled out under the project are the Caribbean Assessment Regional DROught (CARiDRO) tool; the Caribbean Weather Generator, and the Tropical Storm Model which were designed to help experts to develop scenarios of future climate at any given location and to use these to more accurately forecast the impacts, and inform mitigating actions.</p>
<p>There are accompanying web portals and data sets that were developed and are being introduced to help countries to enhance their ability to reduce the risks of climate change to natural assets and populations in their development activities.</p>
<p>These online resources are designed to provide locally relevant and unbiased climate change information that is specific to the Caribbean and relevant to the region&#8217;s development. Their integration into national planning agendas across the region is being facilitated through regional and country workshops to ensure effective decision-making while improving climate knowledge and action.</p>
<p>“The resulting information will help leaders make informed decisions based on the projections and forecasting of likely levels of impact on their infrastructure and economies,” Lavina Alexander from St Lucia’s Department of Sustainable Development noted, pointing to that country’s recent experiences with hurricanes and extreme rainfall events.</p>
<p>As one of the tool designers, Morlot believes that by providing free access to the tools, the project is ensuring that “more countries will begin to collect and use the data, providing regional scientists with the ability to make more accurate forecasts of the region’s climate.”</p>
<p>Putting all the information and tools in one place where it is accessible by all will be good for the region, he said.</p>

And according to the head of the United Nations Office for Disaster Risk Reduction (UNISDR), Robert Glasser, the reduction of greenhouse gases is “the single most urgent global disaster risk treatment”.<span id="more-150228"></span></p>
<p>Glasser was addressing the Fifth Regional Platform for Disaster Risk Reduction (DRR) in the Americas. Held recently in Montreal, the gathering included more than 1,000 delegates from 50 countries, including the Caribbean.“We see disaster risk reduction and climate change adaptation as two sides of the same coin." --Dr. Mark Bynoe<br /><font size="1"></font></p>
<p>“We recognise that reducing greenhouse gas emissions is arguably the single most urgent global disaster risk treatment, because without those efforts our other efforts to reduce many hazards and the risks those pose to communities would be overwhelmed over the longer term,” Glasser said.</p>
<p>The conference, hosted by the Canadian government in cooperation with UNISDR marked the first opportunity for governments and stakeholders of the Americas to discuss and agree on a Regional Action Plan to support the implementation of the Sendai Framework for DRR 2015-2030.</p>
<p>The Sendai Framework is the first major agreement of the post-2015 development agenda, with seven targets and four priorities for action. It was endorsed by the UN General Assembly following the 2015 Third UN World Conference on Disaster Risk Reduction (WCDRR). The Framework is a 15-year, voluntary non-binding agreement which recognises that the state has the primary role to reduce disaster risk but that responsibility should be shared with other stakeholders including local government, the private sector and other stakeholders.</p>
<p>“The regional plan of action you will adopt . . . will help and guide national and local governments in their efforts to strengthen the links between the 2030 agenda for Climate Change Adaptation and Disaster Risk Reduction as national and local DRR strategies are developed and further refined in line with the Sendai Framework priorities over the next four years,” Glasser said.</p>
<p>The Caribbean is a minute contributor to global greenhouse gas emissions but will be among the most severely impacted.</p>
<p>The region is already experiencing its impacts with more frequent extreme weather events such as the 2013 rain event in the Eastern Caribbean, extreme drought across the region with severe consequences in several countries; the 2005 flooding in Guyana and Belize in 2010.</p>
<p>Inaction for the Caribbean region is very costly. An economic analysis focused on three areas – increased hurricane damages, loss of tourism revenue and infrastructure – revealed damages could cost the region 10.7 billion dollars by 2025. That’s more than the combined Gross Domestic Product (GDP) of all the member countries of the Organisation of Eastern Caribbean States (OECS).</p>
<p>At the Montreal conference, Head of the Caribbean Disaster Emergency Management Agency (CDEMA) Ronald Jackson was a panelist in a forum discussing the linkages between disaster risk reduction, climate change and sustainable development. He said the region needs to marry its indigenous solutions to disaster risk management with modern technology.</p>
<p>“We’ve recognised that in the old days, our fore parents…had to deal with flood conditions and they survived them very well. There were simple things in terms of how they pulled their beds and other valuables out of the flood space in the house in particular. This contributed to their surviving the storms with minimal loss,” Jackson said.</p>
<p>“That knowledge of having to face those adverse conditions and surviving them and coping through them and being able to bounce back to where they were before, that was evident in our society in the past. It has subsequently disappeared.”</p>
<p>CDEMA is a regional inter-governmental agency for disaster management in the Caribbean Community (CARICOM). The Agency was established in 1991 with primary responsibility for the coordination of emergency response and relief efforts to participating states that require such assistance.</p>

<p>Another regional agency, the Belize-based Caribbean Community Climate Change Centre (CCCCC) is collaborating with other agencies on the Caribbean Risk Management Initiative (CRMI).</p>
<p>The CRMI aims to provide a platform for sharing the experiences and lessons learned between different sectors across the Caribbean in order to facilitate improved disaster risk reduction.</p>
<p>“We see disaster risk reduction and climate change adaptation as two sides of the same coin because to the extent we are able to enhance disaster risk reduction we are also beginning to adapt to climate change,” Dr. Mark Bynoe, the CCCCC’s senior environment and resource economist said.</p>
<p>He explained that there are a range of activities carried out specifically in terms of climate adaptation that will also have a disaster risk reduction element.</p>
<p>“We are looking at enhancing water security within a number of our small island states. One of the things we are focusing on there is largely to produce quality water through the use of reverse osmosis systems but we’re utilizing a renewable energy source. So, on the one hand we are also addressing adaptation and mitigation.”</p>
<p>Meantime, CCCCC’s Deputy Executive Director Dr. Ulric Trotz said the agency is rolling out a series of training workshops in 10 countries to share training tools that were developed with the aim of assisting in the generation of scientific information and analysis to help in making informed decisions. These include the Weather Generator (WG), the Tropical Storm Model/ Simple Model for the Advection of Storms and Hurricanes (SMASH), and the Caribbean Drought Assessment Tool (CARiDRO).</p>
<p>The training will target key personnel whose focus are in areas of agriculture, water resources, coastal zone management, health, physical planning or disaster risk reduction.</p>
<p>“The CARIWIG [Caribbean Weather Impacts Group] tool is a critical tool in that it more or less localizes the projection so that for instance, you can actually look at climate projections for the future in a watershed in St. Kitts and Nevis. It localizes that information and it makes it much more relevant to the local circumstance,” said Dr. Trotz.</p>
<p>Training and application of the tools will allow decision-makers to better understand the potential impacts of drought, tropical storms, and rainfall and temperature changes. When combined with other data and information, they can help to build a picture of potential impacts to key economic sectors in the various countries.</p>

And according to the head of the United Nations Office for Disaster Risk Reduction (UNISDR), Robert Glasser, the reduction of greenhouse gases is “the single most urgent global disaster risk treatment”.<span id="more-150313"></span></p>
<p>Glasser was addressing the Fifth Regional Platform for Disaster Risk Reduction (DRR) in the Americas. Held recently in Montreal, the gathering included more than 1,000 delegates from 50 countries, including the Caribbean.<br />
Head of the Caribbean Disaster Emergency Management Agency (CDEMA) Ronald Jackson, who was a panelist in a forum discussing the linkages between disaster risk reduction, climate change and sustainable development, said the region needs to marry its indigenous solutions to disaster risk management with modern technology.</p>

Chance<br />CASTRIES, St. Lucia, Apr 28 2015 (IPS) </p><p>When the international climate change talks ended in Peru last December, the 15-member Caribbean Community (CARICOM), a political and economic union comprising small, developing, climate-vulnerable islands and low-lying nations, left with “the bare minimum necessary to continue the process to address climate change”.<span id="more-140370"></span></p>
<p>“The Lima Accord did decide that the Parties would continue to work on the elements in the Annex to develop a negotiating text for the new Climate Change Agreement. We wanted a stronger statement that these were the elements to be used to draft the negotiating text,” Carlos Fuller, international and regional liaison officer at the Caribbean Community Climate Change Centre told IPS."We are looking to develop a position that will allow our heads [of state] to speak with one unified position on climate change." -- Minister James Fletcher<br /><font size="1"></font></p>
<p>“We did not get the specific mention that Loss and Damage would be included in the new agreement, but there is also no mention that it would not be included. On <a href="http://www.wri.org/indc-definition">Intended Nationally Determined Contributions</a> (INDCs), we got an agreement that all parties would submit their contributions for the new agreement during 2015.</p>
<p>“However, we lost all the specifics that would inform parties on what should be submitted. We lost the review process for the INDCs and only those parties who wished to respond to questions for clarification would do so,” Fuller said.</p>
<p>The Lima talks forms part of the homestretch leg of negotiations ahead of the 21st Conference of Parties (COP21) of the 196 Parties to the United Nations Framework Convention on Climate Change (UNFCCC), slated for Paris in December.</p>
<p>The UNFCCC is the parent treaty of the 1997 Kyoto Protocol, which has been ratified by 192 of the UNFCCC Parties. The ultimate objective of both treaties is to stabilise greenhouse gas concentrations in the atmosphere at a level that will prevent dangerous human interference with the climate system.</p>
<p>At the meeting in Paris, parties are expected to sign a legally binding accord intended to keep human-induced global temperature rise within levels that science says will avert catastrophic climate change.</p>
<p>CARICOM negotiators are trying to avoid a repeat of Lima and are identifying the “red line” issues that are “sacrosanct” for their populations as they prepare for the Paris summit.</p>
<p>In preparation for the Paris talks, lead negotiators from CARICOM met here on Apr. 21, first, to prepare for an engagement of CARICOM heads with French President François Hollande in Martinique on May 9.</p>
<p>“President Hollande, I guess, is intending to meet with CARICOM heads to get from them what are the main concerns of Caribbean small island developing states and to see how he can develop some momentum, some consensus leading to Paris,” James Fletcher, St. Lucia’s Minister for the Public Service, Sustainable Development, Energy Science and Technology, tells IPS.</p>
<p>The Castries meeting brought together CARICOM lead negotiators and technical experts on climate change, Fletcher says, adding, “Our meeting was a meeting of technical experts to really refine what are our main positions, what are the issues that are sacrosanct for us, what are the red line issues, that, as far as we are concerned, any new agreement on climate change must address.”</p>
<p>Serge Letchimy, president of the Regional Council of Martinique, tells IPS that the regional summit in Martinique “is dedicated to preparation and mobilisation toward” COP 21 and will bring together states and territories of the Caribbean.</p>
<p>The regional summit aims to list the initiatives of the Caribbean region “which must be integrated in a ‘schedule of solutions’ adapted to the specificities of these territories,” explains Maïté Cabrera, a media relations official involved in the organisation of the Martinique meeting.</p>
<p>“It also aims to contribute to the writing of an ambitious and binding global agreement which must be adopted during COP21,” Cabrera tells IPS.</p>

<p>The Castries meeting of CARICOM climate change negotiators was also a stocktaking gathering at which officials examined the status of their proposals ahead of COP 21.</p>
<p>“Our negotiators have been involved in negotiations; the first round of negotiations was in Geneva this year. There are still negotiations to take place on a range of issues &#8212; adaptation, climate finance, loss and damage, Intended Nationally Determined Contributions and a range of issues,” Fletcher tells IPS.</p>
<p>“This really allows us to take stock of how the negotiations are going and what are the main issues and where we should be identifying with the negotiations,” he says.</p>
<p>A third element of the Castries gathering had to do with preparing for a meeting of U.N. Secretary-General Ban Ki-Moon and CARICOM leaders at the CARICOM Head of Government meeting in Barbados in July.</p>
<p>“So, again, we are looking to develop a position that will allow our heads to speak with one position, one unified position on climate change in that meeting with the Secretary General, which, again, deals with climate change and climate finance.”</p>
<p>Fletcher is optimistic that the Caribbean will make progress on its positions on climate change ahead of and ultimately at COP 21, saying that the region has been “very united in its position on climate change”.</p>
<p>“If there is one thing I can say from the time I have been involved in this process is that Caribbean heads, Caribbean countries have all been united on our issues, there is no disagreement amount us,” says Fletcher, who has attended several COPs, including in Warsaw in 2013 and Lima in 2014.</p>
<p>However, he also identified areas in which the region can do more to shore up its negotiating ahead of Paris.</p>
<p>“I think what needs to happen a little more is coordination and this is what today’s meeting is about, ensuring that that coordination is there,” he tells IPS, adding that coordination worked well at the Third International Conference on Small Island Developing States (SIDS) in Samoa last year.</p>
<p>Fletcher tells IPS that at the Samoa conference “there was a very strong Caribbean presence and a very good coordinated presence to ensure that we were able to speak with the same voice and we attended all the meeting in numbers and that is what we are aiming for in Paris this year”.</p>
<p>He pointed out that the outcome of the Paris summit will have a direct impact on the residents of the Caribbean.</p>
<p>“We have been saying for a long time now that climate change represents an existential threat for small island developing states like the Caribbean, that we have to limit global warming to no more than 1.5 degrees Celsius above pre-industrial levels, and that anything above 1.5 degrees Celsius will cause catastrophic sea level rise, will cause warming of our oceans, will cause acidification of our oceans, which will impact our fisheries, impact our tourism sector, will cause reduction in water availability and that has impacts for agriculture, for ordinary lives, for availability and accessibility of potable water,” he tells IPS.</p>
<p>“Anything above 1.5 degrees will result in an increase in the severity and frequency of extreme weather events like storms and hurricanes. So, we have a very real stake in what comes out of Paris, and we cannot allow the Paris agreement to be one that we know will cause us to have a climate that is warming at a rate that is catastrophic for us, small island countries like ours, and low-lying countries like Guyana,” Fletcher tells IPS.</p>

<p>The concept is in keeping with plans by the Technical Centre for Agricultural and Rural Cooperation (CTA) to improve the “integration of agriculture and climate readiness” as the region prepares to deal with the impacts of climate change and the increasing demand for food.“With the projections, we're looking at almost total loss of our corals. For us in the Caribbean our reefs are important, not from the perspective of tourism, but from the perspective of livelihoods when you consider fisheries." -- Dr. Orville Grey <br /><font size="1"></font></p>
<p>Olu Ajayi, CTA’s senior programme coordinator, told IPS in an email that climate-smarting the region’s aquatic resources will “enable the sector to continue to contribute to sustainable development, while reducing the vulnerability associated with the negative impacts of climate change”.</p>
<p>“Climate-smart fisheries require improving efficiency in the use of natural resources to produce fish, maintaining the resilience of aquatic systems and the communities that rely on them,” he noted.</p>
<p>The fisheries sector of the Caribbean Community is an important source of livelihoods and sustenance for the estimated 182,000 people who directly depend on these resources. In recent years, fishermen across the region have reported fewer and smaller fish in their nets and scientists believe these are signs of the times, not just the result of over-exploitation and habitat degradation.</p>
<p>“We believe the signs of climate change are already affecting our vital fisheries sector in the increase in seaweed events causing the loss of access to fishing grounds and increased frequency of coral bleaching events,” Peter A. Murray, Caribbean Regional Fisheries Mechanism (CRFM) Secretariat’s Programme Manager, Fisheries Management and Development, told IPS.</p>
<p>Listing some of the predicted changes, including climatic variations that promote the spread of invasive species, as well as increased salination, Murray noted that climate change is also expected to impact traditional species and contribute to coastal erosion due to more frequent and devastating hurricanes.</p>
<p>In fact, the secretariat’s Deputy Executive Director Susan Singh Renton told reporters at the Caribbean Week of Agriculture last November that warmer seas could also push larger species to the north, making them less available to regional fishers. CRFM is the Caricom organisation charged with the promotion of responsible use of regional fisheries.</p>
<p>Two weeks after launching its Climate Smart Agriculture project at the 13th celebration of Caribbean Week of Agriculture in Paramaribo, Suriname in November 2014, the CTA began development of several initiatives. The programmes, they said would help the region to “tackle the impact of agriculture on small-scale producers” &#8211; among them small-scale fishers and fish farmers &#8211; in a way that will facilitate the construction of “resilient agricultural systems”.</p>
<p>The project came on the heels of the announcement of a Caribbean Community Common Fisheries Policy (CCCFP) and the CRFM Climate Change Action Plan. These are two of several proposals by Community organisations to monitor and regulate capture fisheries as well as implement common goals and rules on the adaptation, management, and conservation of the resources.</p>
<p>Ajayi pointed out that since 2010, the CTA has been working closely with regional agencies including the Caribbean Community Climate Change Centre (5Cs) and the CRFM to implement the Regional Framework for Achieving Development Resilience to Climate Change.</p>
<p>Timely, since some of the species most fished and traded by the region’s fishermen are already under pressure from over-exploitation, degraded habitats and pollution. The Queen Conch, the Caribbean Spiny Lobster, the Nassau Grouper and the Parrotfish are among a growing list of species under closer scrutiny for tougher regulations on their capture and trade. Climate change is expected to make the problems worse.</p>
<p>“The support is aimed at developing common regional policy platforms and advocating regional policy initiatives in regional and global forums; strengthening national capacities through training and other supports and conducting comparative analyses of issues on a regional and sub-regional basis,” Ajayi said.</p>
<p>Scientists agree that there is need for immediate action. Technical officer in Jamaica’s Climate Change Division, Dr. Orville Grey, told reporters recently at the Jamaica Observer’s weekly exchange: &#8220;If you look at what is happening with sea surface temperatures, you&#8217;ll see that we are losing our corals through the warming of the oceans.”</p>
<p>He continued, “With the projections, we&#8217;re looking at almost total loss of our corals. For us in the Caribbean our reefs are important, not from the perspective of tourism, but from the perspective of livelihoods when you consider fisheries&#8221;.</p>
<p>Murray pointed out that because the marine resources are shared, it is important that the Caribbean Community work together to implement supporting policies and agreements.</p>
<p>He noted, “The region has an action plan to address climate change in fisheries, but to be fully ready it has to be taken aboard by all stakeholders.”</p>
<p>There are also efforts to empower fisherfolk to access and share information that will enable them to participate in policy development at the local and regional levels. But fisherfolk are still not ready.</p>
<p>Mitchell Lay, coordinator of the Caribbean Network of Fisherfolk Organisations (CNFO), said, however, climate smarting is on the group’s agenda for 2015</p>
<p>Both governments and NGOs have upped their activities to protect the resources. But while the former has been slow to act at the national and regional levels, environmentalists are upping the ante by seeking protection for several species that are seen to be in need of protection.</p>
<p>Two years ago, U.S.-based WildEarth Guardian petitioned to have the Queen Conch listed as threatened or endangered under U.S. law. For Caribbean nations like the Turks and Caicos Islands, the Bahamas, Jamaica and Belize that depend on economically important species like conch and lobster, the ability to trade is critical to the local economies.</p>
<p>On Nov. 3, 2014 the NOAA denied the petition, but many believe regional trade of these species is on borrowed time, particularly as the effects of climate change grows.</p>
<p>“The CRFM Action Plan seeks to work towards a regional society and economy that is resilient to a changing climate and enhanced through comprehensive disaster management and sustainable use of aquatic resources,” Murray said.</p>
<p>He pointed to the five objectives of the plan, which among other things include actions to mainstream climate change adaptation into the sustainable development agendas of member states, and promoting actions to reduce greenhouse gas emissions and employing renewable and clean energy sources. Historically, however, the region has been slow to enact Community policies.</p>
<p>Key to successful climate smarting is the participation of the fisherfolk who have been the beneficiaries of several CTA-sponsored programmes to help them access information; assist them to become more efficient; and to enable them to engage in policy development at the local and regional levels.</p>
<p>The next steps are dependent on the implementation of relevant and necessary policies and the strengthening the legislation. Until then, fisherfolk and supporting institutions continue to wait.</p>

She&#8217;s seen the area flooded by storms on multiple occasions.<span id="more-137447"></span></p>
<p>But the last two times, it was more “severe and frightening” than anything she had witnessed before.</p>
<p>“The last time the river came down it reached on the ball ground [playing field] and you had people catching fish on the ball ground. So this time now (Dec. 24, 2013), it did more damage,” Williams, 48, told IPS.</p>
<p>Williams was giving a firsthand account of the landslides and flooding in April 2011 and the December 2013 floods which resulted from a slow-moving, low-level trough.</p>
<p>The latter of the two weather systems, which also affected Dominica and St. Lucia, dumped hundreds of millimetres of rain on the island, destroying farms and other infrastructure, and left 13 people dead.</p>

<p>Prime Minister Ralph Gonsalves told IPS that in St. Vincent and the Grenadines, there is a major problem with degradation of the forests and this has contributed to the recent floods.</p>
<p>The debris left behind by the cutting of timber, Dr. Gonsalves argued, “helps to cause the blockages by the rivers and when the rivers overflow their banks, we have these kinds of flooding and disasters.</p>
<p>“The trees are cut down by two sets of people: one set who cut timber for sale and another set who cut timber to clear land to plant marijuana,” he explained. “And when they cut them they would not chop them up so logs remain, and when the rains come again and there are landslides they come down into the river.”</p>
<p>The country’s ambassador to CARICOM and the OECS, Ellsworth John, said the clearing of the forests is a serious issue which must be dealt with swiftly.</p>
<p>“It’s something that the government is looking at very closely… the clearing of vegetation in our rainforests maybe is not done in a timely fashion and it is something that has to be part of the planning as we look at the issue of climate change,” he told IPS.“With warmer temperatures, warmer seas, there is more moisture in the atmosphere so when you get rainfall now it’s a deluge." -- Dr. Ulric Trotz<br /><font size="1"></font></p>
<p>Gonsalves admitted that policing of the forests is a difficult task but added, “If we don’t deal with the forest, we are going to have a lot of problems.”</p>
<p>St. Vincent was the venue for a recent climate change conference. Gonsalves said the island forms the perfect backdrop for the two-day conference having experienced first-hand the impacts of climate change.</p>
<p>The seminar was held as part of the OECS/USAID RRACC Project – a five-year developmental project launched in 2011 to assist the Organisation of Eastern Caribbean States (OECS) governments with building resilience through the implementation of climate change adaptation measures.</p>
<p>Specifically, RRACC will build an enabling environment in support of policies and laws to reduce vulnerability; address information gaps that constrain issues related to climate vulnerabilities; make interventions in freshwater and coastal management to build resilience; increase awareness on issues related to climate change and improve capacities for climate change adaptation.</p>
<p>Speaking with IPS on the sidelines of the conference, Deputy Director and Science Advisor at the Caribbean Community Climate Change Centre (CCCCC) Dr. Ulric Trotz said with the advent of climate change, St. Vincent and the Grenadines could expect similar extreme weather events in the future.</p>
<p>“What happened there is that you had an unusual extreme event, and we are saying with climate change that is to be expected,” Trotz told IPS.</p>
<p>“With warmer temperatures, warmer seas, there is more moisture in the atmosphere so when you get rainfall now it’s a deluge. It’s heavy and you’re getting more rainfall in a short time than you ever experienced.</p>
<p>“Your drainage systems aren’t designed to deal with that flow of water. Your homes, for instance, on slopes that under normal conditions would be stable but with heavy rainfall these slopes now become unstable, you get landslides with loss of property and life, raging rivers with the heavy flow of water removing homes that are in vulnerable situations,” he added.</p>
<p>Gonsalves said that between 2011 and 2014, St. Vincent and the Grenadines has spent more than 600 million dollars to rebuild from the storms.</p>
<p>In September, the European Union said it would allocate approximately 45.5 million dollars in grants for St. Vincent and the Grenadines and St. Lucia after both countries were affected by the devastating weather system in December 2013.</p>
<p>St. Vincent and the Grenadines, which suffered the heaviest damage, is earmarked to receive EC 23.5 million and St. Lucia EC 22.4 million.</p>
<p>This long-term reconstruction support will be in addition to the EC 1.4 million of emergency humanitarian assistance provided by the European Union to the affected populations in the two countries immediately after the storm.</p>
<p>The funds will be dedicated to the reconstruction of key infrastructure damaged by the floods and to build resilience by improving river protection and slope stabilisation in major areas of the countries.</p>
<p>The Chateaubelair Jetty in St. Vincent and the Grenadines and the Piaye Bridge in St. Lucia which were extensively damaged during the storm are infrastructure that could potentially benefit from the EU intervention.</p>
<p>“This support demonstrates the EU’s commitment to the reconstruction of both countries and further highlights Europe’s solidarity with the Caribbean, which we recognise as one of the most vulnerable regions in the world,” said Head of the European Union Delegation to Barbados and the Eastern Caribbean Ambassador Mikael Barfod.</p>
<p>The European Union is also providing 20 million euro to support the regional disaster management programme of the Caribbean Disaster Emergency Management Agency as it undertakes disaster risk reduction measures in the region.</p>

Credit: Aaron Humes/IPS</p></font></p><p>By Aaron Humes<br />BELIZE CITY, Oct 20 2014 (IPS) </p><p>Home to the second longest barrier reef in the world and the largest in the Western Hemisphere, which provides jobs in fishing, tourism and other industries which feed the lifeblood of the economy, Belize has long been acutely aware of the need to protect its marine resources from both human and natural activities.<span id="more-137275"></span></p>
<p>However, there has been a recent decline in the production and export of marine products including conch, lobster, and fish, even as tourism figures continue to increase.“What happens on the land will eventually reach the sea, via our rivers." -- Dr. Kenrick Leslie<br /><font size="1"></font></p>
<p>The decline is not helped by overfishing and the harvest of immature conch and lobster outside of the standard fishing season. But the primary reason for less conch and lobster in Belize’s waters, according to local experts, is excess ocean acidity which is making it difficult for popular crustacean species such as conch and lobster, which depend on their hard, spiny shells to survive, to grow and mature.</p>
<p>According to the executive director of the Caribbean Community Climate Change Center (CCCCC), Dr. Kenrick Leslie, acidification is as important and as detrimental to the sustainability of the Barrier Reef and the ocean generally as warming of the atmosphere and other factors generally associated with climate change.</p>
<p>Carbon dioxide which is emitted in the atmosphere from greenhouse gases is absorbed into the ocean as carbonic acid, which interacts with the calcium present in the shells of conch and lobster to form calcium carbonate, dissolving those shells and reducing their numbers. Belize also faces continuous difficulties with coral bleaching, which has attacked several key sections of the reef in recent years.</p>
<p>Dr. Leslie told IPS that activities on Belize’s terrestrial land mass are also contributing to the problems under Belize’s waters. “What happens on the land will eventually reach the sea, via our rivers,” he noted.</p>
<p>To fight these new problems, there is need for more research and accurate, up to the minute data.</p>
<p>Last month, the European Union (EU), as part of its Global Climate Change Alliance Caribbean Support Project handed over to the government of Belize and specifically the Ministry of Forestry, Fisheries and Sustainable Development for its continued usage a Coral Reef Early Warning System (CREWS) buoy based at South Water Caye off the Stann Creek District in southern Belize.</p>
<p>Developed by the U.S. National Oceanic and Atmospheric Administration (NOAA), it has been adopted by the CCCCC as a centrepiece of the effort to obtain reliable data as a basis for strategies for fighting climate change.</p>
<p>Dr. Leslie says the CREWS system represents a leap forward in research technology on climate change. The humble buoy hosts several instruments designed to measure conditions above and below the water, and keep track of these developing threats. The data collected on atmospheric and oceanic conditions such as oceanic turbidity, levels of carbon dioxide and other harmful elements and others are monitored from the Centre’s office in Belmopan and the data sent along to international scientists who can more concretely analyse it.</p>
<p>The South Water Caye CREWS station is one of two in Belize; the other is located at the University of Belize’s Environmental Research Institute (ERI) on Calabash Caye in the Turneffe Atoll range. Other stations are located in Jamaica, Barbados, Trinidad and Tobago, and the Dominican Republic, with more planned in other key areas.</p>
<p>According to the CEO of the Coastal Zone Management Authority and Institute (CZMAI), Vincent Gillet, this is an example of the kind of work that needs to be done to keep the coastal zone healthy and safeguard resources for Belize’s future generations.</p>
<p>A<a href="http://www.coastalzonebelize.org/wp-content/uploads/2014/10/State-of-the-Belize-Coastal-Zone-Report-2003-20134.pdf"> report released at the start of Coastal Awareness Week</a> in Belize City urges greater awareness of the effects of climate change and the participation of the local managers of the coastal zone in a policy to combat those effects. Several recommendations were made, including empowering the Authority with more legislative heft, revising the land distribution policy and bringing more people into the discussion.</p>
<p>“We need to be a little more…conscious of climate change and the impacts that it has,” Gillett said. He added further that the Authority expects and has the government’s support in terms of facilitation, if not necessarily in needed finance.</p>
<p>The report was the work of over 30 local and international scientists who contributed to and prepared it.</p>
<p>In receiving the CREWS equipment, the Ministry’s CEO, Dr. Adele Catzim-Sanchez, sought to remind that the problem of climate change is real and unless it is addressed, Belizeans may be contributing to their own demise.</p>
<p>The European Union’s Ambassador to Belize, Paola Amadei, reported that the Union may soon be able to offer even more help with the planned negotiations in Paris, France, in 2015 for a global initiative on climate change, with emphasis on smaller states. Belize already benefits from separate but concurrent projects, the latter of which aims to give Belize a sustainable development plan and specific strategy to address climate change.</p>
<p>In addition, Dr. Leslie is pushing for even more monitoring equipment, including current metres to study the effect of terrestrial activity such as mining and construction material gathering as well as deforestation on the sea, where the residue of such activities inevitably ends up.</p>

<p>Days of holiday preparations were swept away when a slow-moving, low-level trough dumped hundreds of millimetres of rain on the island on Dec. 24 and 25. The “freak weather system”, which also affected St. Lucia and St. Vincent and the Grenadines, killed 13 people and destroyed farms and other infrastructure.</p>
<p>Officials said the impact from the extraordinary torrential rainfall, flash floods and landslides was concentrated in areas with the highest levels of poverty.</p>
<p>Just six months earlier, in July 2013, tropical storm Chantal battered Dominica’s southern tip. The worst affected was the tiny southern community of Gallion, where the population is under 100.</p>
<p>“It [the Dec. 24 trough] did cause a high level of distress and anxiety, leaving many not knowing what to do next,” Corriette told IPS.</p>
<p>“There is no doubt that within my lifetime, not only in Dominica but throughout the region and the world by extension, we have seen some very significant differences in patterns of weather over the last 30-40 years that indicate that something is happening and we have to tie it to probably climate change,” he said.</p>
<p>“There are those who do not believe that theory but we have seen it developing and unfolding in front of our very eyes – the melting of the glaciers in the northern regions, the expansion of dry lands in Africa and other places, and the higher intensity of rainfall in the Caribbean islands &#8211; not that we are getting more rain but we are getting more intense rainfall in a shorter period of time,” Corriette added.</p>
<p>Flooding as a result of climate impacts has been identified as a threat to a number of communities in Dominica.</p>
<p>Under the Reduce Risks to Human and Natural Assets Resulting from Climate Change (RRACC) project, administered by the Organisation of Eastern Caribbean States (OECS) and the U.S. Agency for International Development (USAID), a demonstration project to improve drainage in the Mero community is expected to inform the rest of the country on how to mitigate the impacts of flooding.</p>
<p>The RRACC Project evolved after a series of one-day stakeholder meetings in July 2010 on Climate Variability, Change, and Adaptation in the Caribbean region with individuals from national governments, nongovernmental organisations, the private sector, and donor agencies.</p>
<p>These meetings were convened by the USAID, the OECS, and the Barbados Coastal Zone Management Unit (CZMU). As a result of these meetings, USAID formulated a five-year (2011-2015) framework for climate change adaptation strategy for the Caribbean region to be implemented using “fast-start” financing as part of the U.S. commitment at the December 2009 U.N. climate negotiations in Copenhagen.</p>
<p>The strategy draws from regional and national climate change plans and addresses high priority vulnerabilities in sectors key to the region’s development and economic growth, while identifying specific interventions that could contribute to greater resilience in the Eastern Caribbean.</p>
<p>In St. Vincent and St. Lucia, more than 30,000 people affected by the December 2013 flash floods will start recovering and regaining access to markets, water and electricity through an extra 36 million dollars approved by the World Bank’s Board of Directors under the International Development Association (IDA) Crisis Response Window.</p>

<p>The Governments’ Rapid Damage and Loss Assessments conducted in January with assistance from the World Bank, the Africa Caribbean Pacific &#8211; European Union (ACP-EU) Natural Risk Reduction Programme and the Global Facility for Disaster Reduction and Recovery (GFDRR), estimated total losses to be around 108 million dollars, or 15 percent of Saint Vincent and the Grenadines’ gross domestic product (GDP); and 99 million dollars or eight percent of GDP in Saint Lucia.</p>
<p>“We will never forget the people who lost their lives as a result of this disaster, and will use their deaths as a wake-up call for the entire nation that we are a country that is highly vulnerable to natural disasters and the impacts of climate variability,” St. Vincent and the Grenadines’ Prime Minister Dr. Ralph Gonsalves told IPS.</p>
<p>The disaster happened at the peak of the tourism season. While the full financial impact remains unknown, early estimates conclude that this event will affect the agriculture and tourism sectors and result in economic contractions in both countries.</p>
<p>“While services and transport access have been largely reinstated, parallel efforts will need to be undertaken to mobilise resources required to stabilise and permanently rehabilitate, reconstruct and retrofit damaged infrastructure,” St. Lucia’s Prime Minister Dr. Kenny Anthony told IPS.</p>
<p>Within a few weeks of the disaster, the World Bank was able to make 1.9 million dollars in emergency funds available to support the governments’ recovery efforts.</p>
<p>“The reconstruction efforts are crucial as the hurricane season in the Caribbean is fast approaching,” said Sophie Sirtaine, World Bank country director for the Caribbean. “Our financial support will not only rebuild critical infrastructure and boost the economy, it will also help build long-term climate resilience.”</p>
<p>Last week, St. Lucia announced it is conducting a survey to determine the potential impact of climate change on the supply of and demand for freshwater as well as on the exposure, sensitivity and vulnerability of the livelihoods of communities.</p>
<p>The Climate Change Adaptation Strategies for Water Resources and Human Livelihoods in the Coastal Zones of Small Island Developing States (CASCADE) is being undertaken by the Sir Arthur Lewis Institute of Social and Economic Studies (SALISES) of the St. Augustine campus of the University of the West Indies (UWI) in collaboration with the Italty-based Euro-Mediterranean Center on Climate Change (CMCC) and the Belize-based Caribbean Community Climate Change Centre (CCCCC).</p>
<p>The survey will also seek to determine how households view environmental issues affecting their communities.</p>
<p>“The survey results will provide guidance for future public awareness programmes and policy development. The knowledge obtained will also allow government agencies, NGOs and community groups to take appropriate measures to adapt to and, hopefully, minimize the negative impacts identified, which will be to the benefit of all the citizens of St. Lucia,” according to a statement issued by the government.</p>
<p>It said that surveyors would be visiting households throughout the island until May 13, reiterating that the results of the exercise “will be of critical importance to individuals, their families and to St. Lucia”.</p>

<p>But as chair of the 15-member Caribbean Community (CARICOM) grouping, Gonsalves will be playing a lead role in getting the region to coordinate a united front on climate finance."The big polluters, they make commitments of all sorts of monies but it is a mirage and the closer you get to it you realise it is not there, it recedes." -- CARICOM Chair Ralph Gonsalves<br /><font size="1"></font></p>
<p>“We agreed on the establishment of a task force on climate change and small island developing states to provide guidance to Caribbean climate change negotiators, their ministers and political leaders in order to ensure the strategic positioning of the region in the negotiations,” he told IPS following the CARICOM summit that ended here on Tuesday.</p>
<p>Gonsalves said the region is now preparing for two important meetings in September – the U.N. Climate Change Summit and the Third U.N. SIDS International Meeting in Samoa.</p>
<p>Guyanese President Donald Ramotar, who made a presentation at CARICOM&#8217;s closed-door summit, told IPS that it was important for the leaders themselves to get involved in the negotiations “and to make our voices heard on this matter, because as you know we have been the least contributors to climate change, but we are among the first to feel the big effects.&#8221;</p>
<p>Ramotar said the tragedy that occurred when a slow moving low-level trough hit St. Vincent and the Grenadines, Dominica and St. Lucia on Christmas Eve last year, killing more than a dozen people and leaving damages estimated at more than 100 million dollars, “is just the latest reminder how vulnerable our region is”.</p>
<p>The task force must now “find areas where CARICOM can agree on”, he said.</p>
<p>“This is a critical decision by heads [of state] at a time when efforts are underway through the U.N. to have a global climate change agreement by the end of 2015,&#8221; he said.</p>
<p>&#8220;We need to ensure that as a region, our voices are being heard on this important issue, and not only from our technical people, but from the collective political leadership in the region,” Ramotar said, stressing the need for a globally binding agreement.</p>
<p>“We have to ensure that we push for a climate change agreement by 2015 which is ambitious in terms of emission reduction targets and providing climate financing,” he added.</p>
<p>The communiqué that followed the summit here &#8220;lamented the fact that much of the promised resources had not been forthcoming but emphasised the need for the Caribbean Community Climate Change Centre (CCCCC) to work with member states in order to have projects prepared to access financing when it did become available.”</p>
<p>Guyana, for example, has been playing a lead role with regards to climate change, and priority projects on adaptation are outlined within its Low Carbon Development Strategy (LCDS), which seeks to address the effects of climate change while simultaneously encouraging economic development.</p>
<p>Gonsalves told IPS that on the question of adaptation, there is a whole menu of initiatives which have been established through discussions, technical reports and the like. What is needed most now is the money to pay for them.</p>
<p>“It is a lot a lot of money that is required so that is why…we have to work in a coordinated manner at the relevant international fora to see whether we could identify those areas where the money is more easily available for us to touch,” he told IPS.</p>
<p>“You get governments, the big polluters, they make commitments of all sorts of monies but it is a mirage and the closer you get to it you realise it is not there, it recedes.</p>
<p>“That’s the real difficulty with this and this is why we have to work better, harder on this because this is an exegetical issue it affects the very existence of our countries,” Gonsalves said.</p>
<p>Executive director of the CCCCC Dr. Kenrick Leslie says that waiting will only make solutions more costly.</p>
<p>“Climate change is here, you saw in terms of the frequency of extreme weather events, those are some of the indicators that the climate is changing. But more importantly, people don’t realise that the sea level is rising at this time, at a rate of five millimetres per year.</p>
<p>“They might say five millimetres, what is that? But in 10 years, five millimetrtes will become 50 millimetres, and in terms of the English system that’s two inches, in 30 years that is six inches, now consider the sea level rising a further six inches in Guyana or Suriname or Belize,” Leslie said.</p>
<p>&#8220;We need to have our political leaders become very knowledgeable of what is being negotiated…technical people can negotiate at the technical level but the final decisions are made at the political level, and therefore if our political leaders are not cognisant with what is going on, then we will fail in terms of getting what is needed for the adaptation that we have to make,” he told IPS.</p>
