<p><span id="more-184023"></span>This long, narrow South American country that stretches from the northern Atacama Desert to the southern Patagonia region and from the Andes Mountains to the Pacific Ocean is extremely rich in renewable energies, especially solar and wind power."Solar panels have made an immensely important contribution to our energy expenditure. <p>Last year, 36.6 percent of Chile&#8217;s electricity mix was made up of Non-Conventional Renewable Energies (NCREs), whose generation in May 2023 totaled 2392 gigawatt hours (GWh), including 1190 GWh of solar power.</p>
<p>This boom in the development of alternative energies has been mainly led by large companies that have installed solar panels throughout the country, including the desert. The phenomenon has also reached small farmers throughout this South American country who use solar energy.</p>
<p>In family farming, solar energy converted into electricity is installed with the help of resources from the government&#8217;s <a href="https://www.indap.gob.cl/">Agricultural Development Institute (Indap)</a>, which promotes sustainable production of healthy food among small farmers, incorporating new irrigation techniques.</p>
<p>In 2020 alone, the last year for which the institute provides data, Indap promoted 206 new irrigation projects that incorporated NCREs with an investment of more than 2.1 million dollars.</p>
<p>That year, of the projects financed and implemented, 182 formed part of the Intra-predial Irrigation Program, 17 of the Minor Works Irrigation Program and seven of the Associative Irrigation Program. The investment includes solar panels for irrigation systems.</p>
<p>Within this framework, 2025 photovoltaic panels with an installed capacity of 668 kilowatts were installed, producing 1002 megawatt hours and preventing the emission of 234 tons of carbon dioxide.</p>

<p><strong>An experience in Mostazal</strong></p>
<p>&#8220;Solar panels have made an immensely important contribution to our energy expenditure. Without them we would consume a lot of electricity,&#8221; 50-year-old farmer Myriam Miller told IPS at her farm in the municipality of Mostazal, 66 km south of Santiago, where some 54,000 people live in different communities.</p>
<p>Miller has half a hectare of land, with a small portion set aside for three greenhouses with nearly 1,500 tomato plants. Other tomato plants grow in rows outdoors, including heirloom varieties whose seeds she works to preserve, such as oxheart and pink tomatoes.</p>
<p>Indap provided 7780 dollars in financing to install the solar panels on her land. Meanwhile, she and her husband, Freddy Vargas, 51, who run their farm together, contributed 10 percent of the total cost.</p>
<p>In 2023, Miller and Vargas built a third greenhouse to increase their production, which they sell on their own land.</p>
<p>&#8220;We&#8217;re producing around 8,000 kilos of tomatoes per season. This year we will exceed that goal. We&#8217;re happy because we&#8217;re moving ahead little by little and improving our production year,&#8221; Miller said as she picked tomatoes.</p>
<p>On the land next to the tomato plants, the couple grows vegetables, mainly lettuce, some 7,000 heads a year. They also have fruit trees.</p>
<p>Vargas told IPS that they needed electricity to irrigate the greenhouses because &#8220;it&#8217;s not easy to do it by hand.&#8221;</p>

<p>The farm has two wells that hold about 30,000 liters of water that arrives once a week from a dam located two kilometers away. This is the water they use to power the pumps to irrigate the greenhouses.</p>
<p>&#8220;We have water rights and Indap provided us with solar panels and tools to automate irrigation. They gave us four panels and we made an additional investment, with our own funds, and installed six,&#8221; Vargas explained.</p>
<p>The couple consumes between 250 and 300 kilowatts per month and the surplus energy they generate is injected into the household grid.</p>
<p>&#8220;We don&#8217;t have storage batteries, which are more expensive. Every month the electric company sends us a bill detailing the total we have injected into the grid and what we have consumed. They calculate it and we pay the difference,&#8221; Vargas said.</p>
<p>The average savings in the cost of consumption is 80 percent.</p>
<p>&#8220;I haven&#8217;t paid anything in the (southern hemisphere) summer for years. In the winter I spend 30,000 to 40,000 pesos (between 33 and 44 dollars) but I only pay between 5,000 and 10,000 pesos a month (5.5 to 11 dollars) thanks to the energy I generate,&#8221; the farmer said.</p>
<p>Above and beyond the savings, Miller stressed the &#8220;personal growth and social contribution we make with our products that go to households that need healthier food. We feel good about contributing to the environment.&#8221;</p>
<p>&#8220;We have a network, still small, of agroecological producers. There is a lack of information among the public about what people eat,&#8221; she added.</p>
<p>Their tomatoes are highly prized. &#8220;People come to buy them because of their flavor and because they are very juicy. Once people taste them, they come back and recommend them by word of mouth,&#8221; Miller said.</p>
<p>She is optimistic and believes that in the municipalities of Mostazal and nearby Codegua, young people are more and more interested in contributing to the planet, producing their own food and selling the surplus.</p>
<p>&#8220;We just need a little support and more interest in youth projects in agriculture to raise awareness that just as we take care of the land, it also gives to us,&#8221; she said.</p>

<p><strong>A pesticide-free new generation</strong></p>
<p>Valentina Martínez, 32, is an environmental engineer. Together with her father, Simón, 75, they work as small farmers in the municipality of María Pinto, 60 kilometers north of Santiago. She has a 0.45 hectare plot and her father has a 0.35 hectare plot.</p>
<p>Both have just obtained funding from the <a href="https://www.indap.gob.cl/plataforma-de-servicios/transicion-la-agricultura-sostenible-tas#:~:text=El%20Programa%20de%20Transici%C3%B3n%20a,sostenibles%2C%20a%20trav%C3%A9s%20un%20trabajo">Transition to Sustainable Agriculture (TAS)</a> project, which operates within Indap, and they are excited about production without chemical fertilizers and are trying to meet the goal of securing another larger loan that would enable them to build a greenhouse and expand fruit and vegetable production on the two farms.</p>
<p>&#8220;It&#8217;s a two-year program. In the first year you apply and they give you an incentive of 450,000 pesos (500 dollars) focused on buying technology. I&#8217;ve invested in plants, fruit trees, worms, and containers for making preserves,&#8221; Valentina told IPS.</p>
<p>In the second year, depending on the results of the first year, they will apply for a fund of 3900 dollars for each plot, to invest in their production.</p>
<p>&#8220;This year my father and I will apply for solar panels to improve irrigation,&#8221; said Valentina, who is currently dedicated to producing seedlings.</p>
<p>&#8220;My father liked the idea of producing without agrochemicals to combat pests,&#8221; she said about Simón, who has a fruit tree orchard and also grows vegetables.</p>
<p>In María Pinto there are 380 small farmers on the census, but the real number is estimated at about 500. Another 300 are medium-sized farmers.</p>

<p>The rest of the area is monopolized by large agricultural companies dedicated to monocultures for export. Most of them have citrus, avocado, cherry and peach trees, as well as some walnut trees, and they all make intensive use of chemical fertilizers.</p>
<p>Chile exports mainly copper, followed by iron. But it also stands out for its sales of fish, cellulose pulp and fruit. In 2023, it exported 2.3 million tons of fruit, produced by large farms and bringing in 5.04 billion dollars. Agriculture represents 4.3 percent of the country&#8217;s GDP.</p>
<p>Family farming consists of some 260,000 small farms, which account for 98 percent of the country&#8217;s farms, according to the government&#8217;s <a href="https://www.linkedin.com/company/oficina-de-estudios-y-pol%C3%ADticas-agrarias-odepa/">Office of Agrarian Studies and Policies (Odepa)</a>.</p>
<p>Family farms produce 40 percent of annual crops and 22 percent of total agricultural production, which is key to feeding the country&#8217;s 19.7 million people.</p>
<p>Valentina is excited about TAS and the meetings she has had with other young farmers.</p>
<p>&#8220;It&#8217;s fun. We&#8217;re all on the same page and interested in what each other is doing. We start in December and January and it lasts all year. The young people are learning about sustainable agriculture and that there are more projects to apply for,&#8221; she explained.</p>
<p>She said that 15 young people in María Pinto have projects with pistachio trees, fruit trees, greenhouse gardens, outdoor gardens, animal husbandry and orchards. They are all different and receive group and individual training.</p>
<p>The training is provided by Indap and the Local Development Program (Prodesal), its regional representatives and the Foundation for the Promotion and Development of Women (Prodemu).</p>
<p>&#8220;The idea is that more people can learn about and realize the benefits of sustainable agriculture for their own health and for their land, which in a few years will be impossible due to the spraying of monocultures,&#8221; Valentina said.</p>
<p>It targets large entrepreneurs who produce avocado and broccoli in up to four harvests a year, both water-intensive crops, even on high hillsides.</p>
<p>&#8220;We need to come together, do things properly and recruit more people to create a legal group to reach other places and be able to organize projects. When you exist as an organization, you can also reach other places and say I am no longer one person, we are 15, we are 20, 100 and we need this,&#8221; she said.</p>

Today we are experiencing more droughts, our water sources are drying up and we cannot sit idly by,&#8221; Kely Quispe, a small farmer from the community of Huasao, located half an hour from Cuzco, the capital of Peru&#8217;s ancient Inca empire, told IPS.</p>
<p><span id="more-174319"></span>She is one of the 80 members of the Agroecological School of the <a href="http://www.flora.org.pe/">Flora Tristan Peruvian Women&#8217;s Center</a>, a non-governmental institution that has worked for the recovery of water sources through traditional techniques known as seeding and harvesting water in this part of the southern Andean region of Cuzco.</p>
<p>Muñapata, Huasao and Sachac are the three rural Quechua-speaking communities in the province of Quispicanchi, located between 3150 and 3800 meters above sea level, that have so far benefited from the project. The feminist-oriented institution promotes solutions based on nature and community work to address the problem of water scarcity and inadequate water use practices.</p>
<p>&#8220;We want to boost water security as well as gender equality because they are two sides of the same coin,&#8221; Elena Villanueva told IPS. On Dec. 14 she presented in this city the results of the initiative whose first phase was carried out in 2020 and 2021, with the support of the Basque Development Cooperation Agency and Mugen Gainetik, an international association for cooperation with countries of the developing South also based in Spain’s northern Basque region.</p>
<p>According to the <a href="https://www.gob.pe/ana">National Water Authority</a> (ANA), Peru is the eighth country in the world in terms of water availability, with a rich hydrodiversity of glaciers, rivers, lakes, lagoons and aquifers. However, various factors such as inefficient management of water and uneven territorial distribution of the population, in addition to climate change, make it impossible to meet consumption demands.</p>
<p>&#8220;The lack of water severely affects families in rural areas because they depend on small-scale agriculture for their livelihoods. The melting of glaciers as well as the increase in the frequency and intensity of droughts due to climate change are reducing water availability,&#8221; Villanueva explained.</p>
<p>This impact, she said, is not neutral. Because of the gender discrimination and social disadvantages they face, it is rural women who bear the brunt, as their already heavy workload is increased, their health is undermined, and their participation in training and decision-making spaces is further limited.</p>

<p>&#8220;Moreover, although they are the ones who use water to ensure food, hygiene and health, and to irrigate their crops, they are not part of the decision-making with regard to its management and distribution,&#8221; she stressed.</p>
<p>The expert said that precisely in response to demand by the women farmers at the Agroecological School, where they receive technical and rights training, they are focusing on reviving water harvesting techniques used in ancient Peru, while promoting the equal participation of women in rural communities in the process.</p>
<p>She said that approximately 700 families living in poverty, some 3,500 people &#8211; about 11 percent of the population of the three communities &#8211; will benefit from the works being carried out.</p>
<p><strong>Harvesting water</strong></p>
<p>So far, these works are focused on the afforestation of 15 hectares and the construction of six “cochas” – the name for small earthen ponds, in the Quechua language &#8211; and an infiltration ditch, as part of a plan that will be expanded with other initiatives over the next two years.</p>
<p>The ditch, which is one kilometer long in 10-meter stretches, 60 centimeters deep and 40 centimeters wide and is located in the upper part of the community, collects rainwater instead of letting it run down the slopes.</p>
<p>The technique allows water to infiltrate slowly in order to feed natural springs, high altitude wetlands or small native prairies, as well as the cochas.</p>

<p>In their communal work, villagers use local materials and greenhouse thermal blankets to help retain water. In addition, they have used extracted soil to raise the height of the ditch, to keep rainwater from running over the top.</p>
<p>Although the ditch has been receiving rainwater this month (the rainy season begins in November-December), the ecosystem impact is expected to be more visible in about three years when the cocha ponds have year-round water availability, helping villagers avoid the shortages of the May-October dry season.</p>
<p>Several community members explained to IPS that they will now be able to harvest water from the ditch while at the same time caring for the soil, because heavy rain washes it away and leaves it without nutrients. Some 150 agricultural plots will also benefit from a sprinkler irrigation system, thanks to the project.</p>
<p>Since agriculture is the main livelihood of the families and this activity depends on rainwater, the main impact will be the availability of water during the increasingly prolonged dry periods to irrigate their crops, ensure harvests and avoid hunger, for both villagers and their livestock.</p>
<p><strong>Eucalyptus and pine, huge consumers of water</strong></p>
<p>The mayor of the Sachac community, Eugenio Turpo Quispe, told IPS that this is the first time that water seeding and harvesting practices have been carried out in his area. &#8220;We had not had the opportunity before; these works have begun thanks to the women who proposed forestation and the construction of cochas and ditches,&#8221; he said.</p>
<p>The local leader lamented that due to misinformation, two decades ago they planted pine and eucalyptus in the highlands of his community. &#8220;They have dried up our water sources, and when it rains the water disappears, it does not infiltrate. Now we know that out of ten liters of rain that falls on the ground, eight are absorbed by the eucalyptus and only two return to the earth,&#8221; he explained during the day that IPS spent in the community.</p>

<p>Turpo Quispe said they had seen forestation and construction of cochas and ditches in other communities, but did not know how to replicate them, and that only through the Flora Tristán Center&#8217;s project have they been able to implement these solutions to tackle the serious problem of shrinking water sources.</p>
<p>In Sachac, the three techniques have been adopted with the participation of women and men in communal work that began at six in the morning and ended at four in the afternoon. &#8220;Side by side we have been planting native plants, digging ditches and hauling stones for the cochas,&#8221; the mayor said proudly.</p>
<p>In this community, 9,000 seedlings of queuñas (Polylepis) and chachacomos (Escallonia Resinosas) – tree species that were used in the times of the ancient Inca empire &#8211; were planted. &#8220;These trees consume only two liters of rainwater and give eight back to Pachamama (Mother Earth),&#8221; Turpo Quispe said. As part of the project, the community has built fences to protect crops and has relocated grazing areas for their animals.</p>
<p>&#8220;We have planted seedlings and in 10 or 15 years our children and grandchildren will see all our hills green and with living springs so that they do not suffer a lack of water,&#8221; the mayor said.</p>
<p>Kely Quispe from the community of Huasao is equally upbeat: &#8220;With water we can irrigate our potatoes, corn and vegetables; increase our production to have enough to sell and have extra money; take care of our health and that of the whole family, and prevent the spread of covid.&#8221;</p>
<p>&#8220;But just as we use water for life, it is also up to us to participate on an equal footing with men in irrigation committees and community councils to decide how it is distributed, conserved and managed,&#8221; she added.</p>

<p><strong>The decade of water security</strong></p>
<p>Villanueva of the Flora Tristán Center said it was important for the country&#8217;s local and regional authorities to commit to guaranteeing water security in rural areas within the framework of the <a href="https://www.undp.org/sustainable-development-goals">Sustainable Development Goals</a> (SDGs).</p>
<p>The International Decade for Action: Water for Sustainable Development was declared for 2018-2028 by the United Nations and SDG6 is dedicated to water and sanitation, to ensure universal and equitable access for all, protect and restore water-related ecosystems, and support the participation of local communities in improving management and sanitation.</p>
<p>&#8220;At the national level, public policies aimed at seeding and harvesting water should be strengthened because they revive the communities&#8217; ancestral knowledge, involving sustainable practices with low environmental impact that contribute to guaranteeing the food security of families,&#8221; she said.</p>
<p>However, Villanueva remarked, in order to achieve their objectives, these measures must not only promote equal participation of men and women, but must also be accompanied by actions to close the gender gap in education, access to resources, training and violence that hinder the participation and development of rural women.</p>

CREDIT: Edgardo Ayala/IPS</p></font></p><p>By Edgardo Ayala<br />SENSEMBRA, El Salvador , Jun 23 2021 (IPS) </p><p>At the school in El Guarumal, a remote village in eastern El Salvador, the children no longer have to walk several kilometers along winding paths to fetch water from wells; they now &#8220;harvest&#8221; it from the rain that falls on the roofs of their classrooms.</p>
<p><span id="more-171999"></span>&#8220;The water is not only for the children and us teachers, but for the whole community,&#8221; school principal Angelica Maria Posada told IPS, sitting with some of her young students at the foot of the tank that supplies them with purified water.</p>
<p>The village is located in the municipality of Sensembra, in the eastern department of Morazán, where it forms part of the so-called Central American Dry Corridor, a semi-arid belt that covers 35 percent of Central America and is home to some 11 million people, mostly engaged in subsistence agriculture.</p>
<p>In the Corridor, 1,600 kilometers long, water is always scarce and food production is a challenge, with more than five million people at risk of food insecurity.</p>
<p>In El Guarumal, a dozen peasant families have dug ponds or small reservoirs and use the rainwater collected to irrigate their home gardens and raise tilapia fish as a way to combat drought and produce food."We are all very proud of this initiative, because we are the only school in the country that has a (rainwater harvesting) system like this.” -- Angélica María Posada<br /><font size="1"></font></p>
<p>This effort, called the Rainwater Harvesting System (RHS), has not only been made in El Salvador.</p>
<p>Similar initiatives have been promoted in five other Central American countries as part of the <a href="http://www.fao.org/in-action/mesoamerica-sin-hambre/elprograma/general/en/">Mesoamerica Hunger Free</a> programme, implemented since 2015 by the United Nations <a href="http://www.fao.org/americas/mesoamerica/en/">Food and Agriculture Organisation</a> (FAO) and financed by the <a href="http://www.fao.org/americas/mesoamerica/en/">Mexican Agency for International Development Cooperation</a> (Amexcid).</p>
<p>The aim of the RHS was to create the conditions for poor, rural communities in the Dry Corridor to strengthen food security by harvesting water to irrigate their crops and raise fish.</p>
<p>In Guatemala, work has been done to strengthen an ancestral agroforestry system inherited from the Chortí people, called Koxur Rum, which conserves more moisture in the soil and thus improves the production of corn and beans, staples of the Central American diet.</p>

<p>&#8220;The best structure for conserving water is the soil, and that is where we have to work,&#8221; Baltazar Moscoso, national coordinator of Mesoamerica Hunger Free, told IPS by telephone from Guatemala City.</p>
<p><strong>Healthy schools in El Salvador</strong></p>
<p>The principal of the El Guarumal school, where 47 girls, 32 boys and several adolescents study, said that since the water collection and purification system has been in place, gastrointestinal ailments have been significantly reduced.</p>
<p>&#8220;The children no longer complain about stomachaches, like they used to,&#8221; said Posada, 47, a divorced mother of three children: two girls and one boy.</p>
<p>She added, &#8220;The water is 100 percent safe.&#8221;</p>
<p>Before it is purified, the rainwater that falls on the tin roof is collected by gutters and channeled into an underground tank with a capacity of 105,000 litres.</p>

<p>It is then pumped to a station where it is filtered and purified, before flowing into the tank which supplies students, teachers and the community.</p>
<p>The school reopened for in-person classes in March, following the shutdown declared by the government in 2020 to curb the spread of the COVID-19 pandemic.</p>
<p>&#8220;We are all very proud of this initiative, because we are the only school in the country that has a system like this,&#8221; added the principal.</p>
<p>There are 40 families living in El Guarumal, but a total of 150 families benefit from the system installed in the town, because people from other communities also come to get water.</p>
<p>A similar system was installed in 2017 in Cerrito Colorado, a village in the municipality of San Isidro, Choluteca department in southern Honduras, which benefits 80 families, including those from the neighbouring communities of Jicarito and Obrajito.</p>

<p><strong>Vegetable gardens and tilapias boost food security</strong></p>
<p>About 20 minutes from the school in El Guarumal, following a narrow dirt road that winds along the mountainside, you reach the house of Cristino Martínez, who grows tomatoes and raises tilapia in the pond dug next to his home.</p>
<p>The ponds are pits dug in the ground and lined with a polyethylene geomembrane, a waterproof synthetic material. They hold up to 25,000 litres of rainwater.</p>
<p>&#8220;The pond has served me well, I have used it for both the tilapia and watering tomatoes, beans and chayote (Sechium edule),&#8221; Martínez told IPS, standing at the edge of the pond, while tossing food to the fish.</p>
<p>The cost of the school&#8217;s water harvesting system and the 12 ponds totaled 77,000 dollars.</p>
<p>Martínez has not bothered to keep a precise record of how many tilapias he raises, because he does not sell them, he said. The fish feed his large family of 13: he and his wife and their 11 children (seven girls and four boys).</p>
<p>And from time to time he receives guests in his adobe house.</p>
<p>&#8220;My sisters come from San Salvador and tell me: &#8216;Cristino, we want to eat some tilapia,&#8217; and my daughters throw the nets and start catching fish,&#8221; said the 50-year-old farmer.</p>

<p>According to FAO estimates, the ponds can provide about 500 fishes two to three times a year.</p>
<p>The ponds are built on the highest part of each farm, and the drip irrigation system uses gravity to water the crops or orchards planted on the slopes.</p>
<p>Tomatoes are Martínez&#8217;s main crop. He has 100 seedlings planted, and manages to produce good harvests, marketing his produce in the local community.</p>
<p>&#8220;The pond helps me in the summer to water the vegetables I grow downhill,&#8221; another beneficiary of the programme, Santos Henríquez, also a native of El Guarumal, told IPS.</p>
<p>Henríquez&#8217;s 1.5-hectare plot is one of the most diversified: in addition to tilapias, corn and a type of bean locally called &#8220;ejote&#8221;, he grows cucumbers, chili peppers, tomatoes, cabbage and various types of fruit, such as mangoes, oranges and lemons.</p>
<p>&#8220;We grow a little bit of everything,&#8221; Henríquez, 48, said proudly. He sells the surplus produce in the village or at Sensembra.</p>
<p>However, some beneficiary families have underutilised the ponds. They were initially enthusiastic about the effort, but began to let things slide when the project ended in 2018.</p>

<p><strong>An ageold Chorti technique in Guatemala</strong></p>
<p>In Guatemala, meanwhile, some villages and communities are betting on an agroforestry technique from their ancestral culture: Koxur Rum, which means &#8220;wet land&#8221; in the language of the Chortí indigenous people, who also live in parts of El Salvador and Honduras.</p>
<p>The system allows corn and bean crops to retain more moisture with the rains by combining them with furrows of shrubs or trees such as madre de cacao or quickstick (Gliricidia sepium), a tree species that helps fix nitrogen in the soil.</p>
<p>By pruning the trees regularly, leaves and crop stubble cover and protect the soil, thereby better retaining moisture and nutrients.</p>
<p>&#8220;Quickstick sprouts quickly and gives abundant foliage to incorporate into the soil,&#8221; farmer Rigoberto Suchite told IPS in a telephone interview from the village of Minas Abajo, in the municipality of San Juan Ermita, Chiquimula department in eastern Guatemala, also located in the Central American Dry Corridor.</p>
<p>Suchite said the system was revived in his region in 2000, but with the FAO and Amexcid project, it has become more technical.</p>
<p>As part of the programme, some 150 families have received two 1,500-litre tanks and a drip irrigation system, he added.</p>
<p>&#8220;Now we are expanding it even more because it has given us good results, it has improved the soil and boosted production,&#8221; said Suchite, 55.</p>
<p>In the dry season, farmers collect water from nearby springs in tanks and, using gravity, irrigate their home gardens.</p>
<p>&#8220;Many families are managing to have a surplus of vegetables and with the sales, they buy other necessary food,&#8221; Suchite said.</p>
<p>The programme is scheduled to end in Guatemala in 2021, and local communities must assume the lessons learned in order to move forward.</p>

</p></font></p><p>By Luis Brizuela<br />HAVANA, Jun 21 2021 (IPS) </p><p>Cuban farmer José Antonio Casimiro found in the ageold technique of sowing water an opportunity to meet his farm&#8217;s water needs and mitigate the increasingly visible effects of climate change.</p>
<p><span id="more-171963"></span>For 28 years, Casimiro and his family have been applying sustainable management methods on their 10-hectare farm called Finca del Medio, located in the center of the long narrow island of Cuba, which is just over 1,200 km long from west to east.</p>
<p>In 1993, when Casimiro and his wife, Mileidy Rodríguez, decided to settle permanently with their children on their grandparents’ family farm, the place was rundown, with severely eroded soils on rough terrain and without fences."We have adapted the technique to our situation and possibilities. We place as many barriers as possible to retain the water and make it run as little as possible on the surface, so that it seeps into the ground where we want it to.” -- José Antonio Casimiro<br /><font size="1"></font></p>
<p>With the aid of tools born of popular inventiveness, and sheer determination, the family is now self-sufficient in rice, beans, different types of tubers, vegetables, milk, eggs, honey, meat, fish and more than 30 kinds of fruit.</p>
<p>The new generations of the Casimiro-Rodriguez family have also become involved in food production and have managed to turn the farm into a model for agroecology and permaculture, as well as for education and the teaching of good agricultural and environmental practices.</p>
<p>Prior to the outbreak of the COVID-19 pandemic, the family farm was visited by tourists taking guided tours where they could interact with the crops and animals, swim in the reservoir, sample organic foods and learn about how a local farm is run.</p>
<p>One of the techniques applied has been water sowing, used for hundreds of years in communities in southern Spain and South America’s Andes mountains, in order to reduce rainfall runoff into rivers and seas and preserve part of it for human, agricultural and livestock activities.</p>
<p>&#8220;We have adapted the technique to our situation and possibilities. We place as many barriers as possible to retain the water and make it run as little as possible on the surface, so that it seeps into the ground where we want it to,&#8221; Casimiro explained to IPS via WhatsApp from the Finca del Medio near the town of Siguaney, Taguasco municipality, province of Sancti Spíritus, some 350 km east of Havana.<br />
The strategy includes the construction of low ditches and dikes that slow the rate at which water drains into the ground, stimulate its infiltration into the subsoil and channel it into ponds for later recovery.</p>
<p>According to Casimiro, in recent weeks &#8220;some 200 mm of rain fell and the water has still not left the farm. We have a small reservoir with a capacity of 54,000 cubic meters of water and containment barriers that accumulate thousands of cubic meters more that infiltrate slowly into the ground. “</p>
<p>He said the infiltrated water does not only benefit his farm.</p>
<p>&#8220;A farmer on a neighbouring farm has not had to haul water from distant sources since we started using this technique. His well now has water all year round,&#8221; Casimiro said.</p>

<p>At Finca del Medio, part of the rainwater is collected mainly for domestic use, such as washing and cleaning. Using pumping systems powered by solar panels, wind systems and hydraulic rams, the liquid is pumped from the pond to higher elevations.</p>
<p>&#8220;We have more than 100,000 litres of water in tanks, ponds and other places, which is channeled using gravity,&#8221; the farmer said.</p>
<p>Casimiro believes it would be feasible to stimulate initiatives for harvesting more rainwater, as well as to encourage water saving and reuse.</p>
<p><strong>Living with the climate crisis</strong></p>
<p>Climate change is not a minor issue for this country located on the largest island in the Caribbean, whose elongated, narrow shape gives rise to short, low-flow rivers dependent on rainfall, which is more abundant in the May to October wet season, and during the passage of tropical cyclones.</p>
<p>From 2014 to 2017, the country faced the worst drought in 115 years, affecting 70 percent of the national territory.</p>
<p>With average annual rainfall of 1,330 mm, several studies predict that Cuba&#8217;s climate will tend towards less precipitation, higher temperatures and more intense droughts, and that by 2100 water availability could be reduced by more than 35 percent.</p>
<p>&#8220;Drought is one of the climatic extremes we face today and it creates a complex situation that requires science, monitoring, innovation and evaluation,&#8221; said Science, Technology and Environment Minister Elba Rosa Pérez during a televised appearance in April 2020.</p>
<p>Several of Cuba&#8217;s 15 provinces show insufficient rainfall levels, despite being in the middle of the rainy season.</p>
<p>From December to April the rainfall level was only 54 percent of the normal average, which qualifies as a &#8220;severely dry&#8221; period, explained Antonio Rodríguez, president of the National Institute of Hydraulic Resources, on television on May 13.</p>
<p>Filled to around 25 percent of capacity, the dams in the most critical situation are located in the capital, where 2.2 million of the country&#8217;s 11.2 million inhabitants live, said the official.</p>

<p>&#8220;We should take better advantage of rainwater. It is very good water for washing, scrubbing and cleaning. I remember that in my childhood many houses had gutters on the roofs to collect rainwater, store it in tanks and use it later. That has been lost,&#8221; Asunción Batista, an older resident of the city of Holguín, 685 km east of Havana, told IPS.</p>
<p><strong>The challenge of making better use of water</strong></p>
<p>The island has a storage capacity of more than nine billion cubic meters, distributed in more than 240 reservoirs that together with a network of treatment plants guarantee access to drinking water for more than 95 percent of the population, and supply industries and agriculture.</p>
<p>In recent years, with the support of international cooperation funds, the government has sought to expand and modernise the country’s water infrastructure.</p>
<p>There are more than a dozen water transfers, strategic engineering works to control possible floods and divert water over long distances to support agricultural production, in addition to supplying water to communities and tourist resorts.</p>
<p>However, 42 percent of piped water is still lost due to leaks in the aging pipelines, official data shows.</p>
<p>&#8220;An agrarian policy that stimulates and incentivises the sowing of water by farmers could be positive for the country and for families in rural and semi-rural areas,&#8221; Casimiro said.</p>
<p>He stressed that &#8220;farmers are aware of the effects of climate change, but the cost of what needs to be done to prepare for it is often beyond their reach. The educational level is also low,&#8221; the farmer added.</p>
<p>A strategy that provides some inputs and encourages a culture of rainwater harvesting, as well as more rational use, could increase water availability in areas where access to water could be affected in the not so distant future.</p>
<p>The Cuban government has focused on the local level as one of the fundamental aspects of its Development Plan until 2030, while it considers food production a matter of national security.</p>
<p>Since 2017, Law No.124 on Terrestrial Waters has been guiding the integrated, sustainable management of water.</p>
<p>In addition, the country has also committed to meeting the 17 Sustainable Development Goals (SDGs) adopted by the United Nations in 2015, the sixth of which involves access to clean water and sanitation for the entire population by 2030.</p>

<p><span id="more-171651"></span>This natural infrastructure project is located in the upper area of the town of San Pedro de Casta, some 90 km from Lima. With community participation, a network of ancient stone ditches called amunas in the native Quechua language is being restored there.</p>
<p>&#8220;We want to help the people who take care of the water sources to have greater water availability themselves,&#8221; Mariela Sánchez, executive director of Aquafondo, an initiative that promotes water security projects with nature-based solutions, told IPS in a video interview.</p>
<p>The non-governmental <a href="https://aquafondo.org.pe/">Aquafondo</a> or Water Fund for Lima and El Callao (two neighbouring provinces) is part of the<a href="https://www.fondosdeagua.org/en/"> Latin American Water Funds Partnership</a>, created in 2011 by the <a href="https://www.iadb.org/en">Inter-American Development Bank</a> (IDB) and international environmental protection organisations.</p>
<p>Aquafondo’s public and private partners promote the recovery, conservation and protection of the water sources that supply Lima, home to 9.5 million people, where there is a latent risk of water stress due to the arid conditions, climate change and rising demand.</p>
<p>Sánchez, an economist by profession, explained that the amuna ditches will directly benefit the families of this Andes highlands area because they will have water during the dry season to irrigate their crops of potatoes, beans, avocados and other products that are part of their daily diet and to water the pasture used by their livestock.</p>
<p>&#8220;Now we are capturing more water in the rainy season, the infiltration is seeding water in the rocky areas and will feed our farms,&#8221; Alberto Pérez, a farmer and former community leader of San Pedro de Casta, told IPS by telephone from his village.</p>
<p>The 58-year-old communal farmer gets up every day before six in the morning to get ready for the hour and a half walk to the Chinchaycocha area at 3,500 metres above sea level.</p>

<p><strong>The community takes care of the amuna ditches</strong></p>
<p>He is one of the 100 villagers who, in four groups of 25, make the trek from Monday to Saturday to carry out the communal work of restoring the amuna channels &#8211; paid work that contributes to their household economy, while their families take over their share of the work caring for the crops and livestock.</p>
<p>&#8220;The amuna ditches date back to ancient times, they were used by the Incas for agriculture and now thanks to Aquafondo we are working to improve and widen them,” he said. “This year&#8217;s work will be finished in July and the channel will be activated with the next rains in October or November, to the joy of the entire community.”</p>
<p>Greater water availability has motivated them to expand their cultivation areas in order to increase production and have surpluses to take to market, as people are already thinking of doing in other towns and communities surrounding San Pedro de Casta, which includes the 1,400 families benefiting from the project, in the municipality of Huarochirí, department of Lima.</p>
<p>&#8220;Without water for irrigation, we could not think of planting more. Now we are planning to incorporate fruit trees such as apples and cherimoyas (Annona cherimola),&#8221; said Pérez enthusiastically.</p>
<p>In addition, the number of hours that piped water is available in the community&#8217;s homes has increased, which in the current times of the COVID-19 pandemic has allowed local residents to maintain hygiene habits to prevent infection, such as frequent hand washing.</p>

<p><strong>The city also benefits</strong></p>
<p>The restoration of infiltration channels such as the amunas, reforestation or construction of cochas (small reservoirs) are some of the natural infrastructure works also known as water planting and harvesting.</p>
<p>They were used in pre-Hispanic times and their usefulness is being reappraised in different regions of the country. In the case of Lima, this process began with the Aquafondo projects.</p>
<p>Demand in the capital is partly met by water from the basins of the Rímac, Chillón and Lurín rivers. Of these, the first is the largest source and the one that also shows the greatest environmental deterioration.</p>
<p>The technique of infiltration through the amuna ditches is presented as a sustainable alternative with minimal environmental impact.</p>
<p>The already operational Aquafondo projects have so far restored 17.7 km of channels that contribute more than four million cubic metres of water per year to the Rimac and Lurin river basins.</p>
<p>&#8220;All residents of Lima are indirect beneficiaries of this work; according to World Bank studies, 80 percent of the water that infiltrates is for the benefit of the community and 20 percent for the city, but these percentages vary over time,&#8221; explained Sánchez.</p>

<p>This means that with more natural infrastructure projects in the basins, the percentage of water needed locally will decrease, so that in the next 10 years, 20 percent of the water would be expected to be used in the community and 80 percent in the city, as the smaller population in the highlands means they would benefit more quickly.</p>
<p>In the case of San Pedro de Casta, Sánchez emphasises that the relationship of trust built with the local population is key to sustaining the joint work.</p>
<p>&#8220;We execute the projects that they identify as necessary and participate in their implementation. Once the work is finished, they are in charge of monitoring the projects to ensure that they continue to function and to replace parts if anything deteriorates or breaks down,&#8221; she said, specifying that each project must involve 25 per cent women.</p>
<p>The gender quota means that in each of the four groups of 25 people who carry out the daily communal work on the amunas, there are eight women. Pérez highlighted this fact, saying it helped empower women and strengthen the role that they play, although he pointed out that they are not given the most physically demanding tasks.</p>
<p>&#8220;They look for the clay, remove the soil, clean the ditches and thus take part in the chain of work, but we don&#8217;t ask them to carry the stones, that work is too heavy, and that&#8217;s not discriminating,&#8221; he said.</p>

<p><strong>Water: governance is the key</strong></p>
<p>In an initiative that began in 2007, the autonomous governmental National Superintendency of Sanitation Services (Sunass) has contributed to the conservation of water sources. Based on its role as a regulatory agency, in 2015 it created a tool for the implementation of the Law on Mechanisms of Remuneration for Ecosystem Services (Merse) to ensure a sustainable secure water supply.</p>
<p>The regulation establishes that water utilities must earmark one percent of the tariff to pay for ecosystem services in watersheds, thus generating a change in investment plans and promoting natural infrastructure projects.</p>
<p>The principle is that water users pay back, as part of their water bills, the people in the highland areas who help maintain water sources.</p>
<p>Iván Lucich, executive president of Sunass, explained to IPS in a video interview that while there has been progress in implementing the Merse in several regions of the country, the situation is different in the capital.</p>
<p>Sedapal, the public company in charge of the water supply in Lima, has not used the funds put aside for conservation since 2015 because it was looking for ways to organise itself internally to do so and because &#8220;they saw green infrastructure as unrelated to the work of a water company,” he said.</p>
<p>&#8220;The problem is that we didn&#8217;t understand that water is more of a governance problem than a resource problem, and that&#8217;s serious,&#8221; he asserted. But he believes that visits by Sedapal officials to the headwaters of the basins to learn about the experiences of local residents in the maintenance and conservation of water sources will help them understand the value of these initiatives.</p>
<p>Lucich is convinced that good community relations with the population contribute to the protection of ecosystems. He added that the prospect of being able to solve problems together in relation to drinking water and sanitation also strengthens relations.</p>
<p>Sedapal has 26.3 million dollars in its ecosystem services compensation reserve, and with the support of Aquafondo has already identified 15 projects that should be implemented in the coming months, following the required evaluation.</p>
<p>These projects must incorporate a gender perspective in their design and implementation. &#8220;Otherwise, from Sunass&#8217; perspective, they could not be approved,&#8221; Lucich said.</p>
<p>He said the social dynamics in the different communities where they have worked generated very particular processes of grassroots involvement by women and their social organisations.</p>
<p>He gave the example of the question that was raised of who takes care of the children when women are working on the ditches, and said that in the face of this need it is up to the organised community to provide a solution and to make sure it becomes a shared responsibility.</p>

<p>&#8220;When there&#8217;s drought, it strongly affects crop production,&#8221; Vann Khen, 48, a married father of three from Amlaing commune, who farms corn for his family&#8217;s consumption, and rice, cattle, pigs, chickens and ducks to sell, told IPS.Tens of thousands of households are thought to be affected by drought every year, with "millions" spent saving lives and recovering livelihoods, according to FAO Cambodia.<br /><font size="1"></font></p>
<p>What has been worsening the situation for farmers in Kampong Speu, some 40 miles west of the country&#8217;s capital Phnom Penh and with a population of at least 700,000, was that a 770-metre water canal, made during the reign of dictator Pol Pot, needed urgent restoration, so when it did rain farmers could access water.</p>
<p>In each irrigation scheme, a command area normally allows all farmers access to water. But in many instances lack of maintenance, destruction due to floods or animals, and culverts or other gates not working properly can prevent farmers from accessing water, stress officials with FAO Cambodia.</p>
<p>In other cases, if the irrigation scheme is not built correctly or if there is ineffective land levelling, the water won&#8217;t flow. Those not having water access, in both cases, rely mainly on rain patterns. During long dry spells and drought, they suffer more than farmers who have access to irrigation water.</p>
<p>&#8220;Last year wasn&#8217;t a good harvest, I got only about 500 dollars in total,&#8221; Phal Vannak, 28, a married father of three, who mainly farms corn and rice, told IPS.</p>
<p>For corn alone, he earned only about 100 dollars due to the delay in rainfall.</p>
<p>Kampong Speu has been on the other end of extreme weather, suffering from floods and storms.</p>
<p>But the province experienced severe droughts in 1987, 1999, 2000 and the last two years in a row.</p>
<p>&#8220;In 2015 and 2016, as in other countries, Cambodia has been hit by El Nino, affecting crop production,&#8221; Proyuth Ly, from FAO Cambodia, told IPS.</p>
<p>The dry periods are the &#8220;most prominent hazard&#8221; threatening the agriculture sector in Kampong Speu, says FAO Cambodia. The industry is one of the sectors most impacted by drought, and smallholder farmers particularly suffer. Tens of thousands of households are thought to be affected by drought every year, with &#8220;millions&#8221; spent saving lives and recovering livelihoods, according to FAO Cambodia.</p>
<p>Vannak is the president of a Farmer Water User Group (FWUG) for the Kampong Speu irrigation scheme.</p>
<p>There are 500 households from six villages who are members.  To effectively manage water use, they established six sub-committees (one for each village), and a sub-committee of between four to eight people.</p>
<p>&#8220;The farmers weren&#8217;t happy (last year) because they needed the water to get into the rice field,&#8221; said Vannak.</p>
<p>After a request for help from Cambodia&#8217;s ministry of Agriculture, Forestry and Fisheries, FAO Cambodia, with funding from the European Commission’s Humanitarian Aid and Civil Protection (DIPECHO), rehabilitated the canal.</p>
<p>&#8220;Livelihoods would be affected as they could not grow intended crops,&#8221; Etienne Careme, in charge of operations at FAO Cambodia, told IPS. &#8220;FAO Cambodia rehabilitated the canal to ensure correct flow of water to needy farmers. It meant rehabilitating canal corridor, strengthening slopes, constructing or rehabilitating culverts.&#8221;</p>
<p>The 80,000-dollar, three-month project, completed last December, included setting up software to train farmer water user groups in water management (a figure that doesn&#8217;t include staff time and other travel costs).</p>
<p>Today, even though Kampong Speu is still experiencing a dry period, rice grows in lush green fields.</p>
<p>The irrigation scheme is connected from a stream located about 20 miles from the Aoral mountain, the main source, and can supply water to 400 ha of paddy fields.</p>
<p>&#8220;This water has really saved this rice crop,&#8221; said Ly on a recent field trip to Kampong Speu to monitor the irrigation scheme and the farmer&#8217;s needs, trips conducted regularly, as water rushed past him.</p>
<p>Vannak said this season&#8217;s harvest was already an improvement on last year.</p>
<p>&#8220;When I heard this (canal) was being fixed I was very happy because some people didn&#8217;t have water to save their crops,&#8221; he said, clutching a handful of corn in a field.</p>
<p>Khen said he was also happier. &#8220;We can open or close the water gate,&#8221; he said. &#8220;Also the small water gate is allowing us to better regulate water and better distribute it to farmers in the commune.&#8221;</p>
<p>Careme said the restoration of the irrigation scheme had improved rice yields.</p>
<p>&#8220;It allows better production and therefore increases incomes through sale of rice,&#8221; he said.</p>

<p>&#8220;In the past I could eat umxhanxa (a mix of maize and melon) and inkobe (a mix of maize, cow peas, and groundnuts) throughout the year, but not anymore,&#8221; Makhalima said.</p>
<p>&#8220;My silo is empty and my family has nothing to eat. I think today&#8217;s children will never know the kind of body-building foods we ate when I was young,&#8221; he said, highlighting the extent of compromised household nutrition across rural Zimbabwe.</p>
<p>The country&#8217;s rural-based subsistence farmers are facing a myriad of challenges with the <a href="http://www.fews.net/southern-africa/zimbabwe" target="_blank">Famine Early Warning Systems Network (FEWSNET)</a> warning of another drought during the 2015/16 season, which could further compromise already dire nutritional needs in a country where the UN World Food Programme (WFP) says millions will require food assistance.</p>
<p>But it is the financing of the sector, once a major contributor to the country&#8217;s GDP, that has further dwindled hopes for relief for Makhalima and millions of other rural farmers.</p>
<p>Zimbabwe requires millions of dollars to fund irrigation schemes dotted across the country and while the climate ministry and the meteorological services department announced a cloud seeding exercise in October to boost rainfall, this is yet to take off.</p>
<p>The meteorological office also announced it would be buying an aeroplane for cloud seeding, but the department has previously complained of financial constraints that have affected its operations. It is not clear where financing for the aircraft will come from. Experts however say cloud seeding can be done when there are particular clouds that favour the exercise.</p>
<p>Announcing the national budget on 26 Nov, Finance Minister Patrick Chinamasa said agriculture will require 1, 7 billion dollars, while setting aside 28 million dollars to fund farming inputs for 300,000 vulnerable rural households.  Under the scheme, small-holder farmers will receive maize and small grain seed and fertiliser.</p>
<p>But farmer unions say more will be required beyond these hand-outs as the country&#8217;s rain-fed agriculture faces prolonged dry spells. &#8221;The importance of this sector lies in its contribution to export earnings of around 30 per cent, 60-70 per cent of employment and about 19 per cent of GDP, that way providing a major source of livelihood for over 70 per cent [of the population],&#8221; Chinamasa told parliament in his budget presentation.</p>
<p>According to Chinamasa, agriculture production, which saw a plunge of 51 per cent from the 2013/14 season, will recover by 1.8 per cent despite the climate ministry’s warning that 2015/16 will be a drought year. The day after the budget presentation, Minister Chinamasa told a breakfast meeting that Zimbabwe would sign a 60-million dollar agreement with the UN International Fund for Agriculture Development (IFAD) to finance irrigation which the agriculture ministry is touting as a solution to boost agriculture production.</p>
<p>Yet subsistence farmers, who have relied on technical assistance from agriculture extension officers, could face tougher times ahead after the finance minister announced that these officers will face the chop as part of government efforts to reduce its wage bill. These cuts come at a time when farmers seek new farming knowledge and skills to deal with climate vulnerability blamed for poor harvests.  The Zimbabwe Vulnerability Assessment Committee (ZimVAC), established by government and which sets benchmarks for rural nutrition with support from the UN World Food Programme, says 1.5 million people or 16 per cent of the country&#8217;s rural population, are food insecure. ZimVAC notes that this is a163 per cent increase from last year.</p>
<p>Development agencies have tied nutrition to people&#8217;s ability to lead productive lives with access to nutrition especially emphasised for vulnerable groups such as people living with HIV and Aids. WFP is already assisting malnourished HIV and Aids and tuberculosis patients around the country through the Health and Nutrition programme, with the potential to assist millions of patients living in rural areas according to the country&#8217;s health ministry.</p>
<p>There are, however, concerns that failed agriculture and poor harvests that have depleted household food stocks will make it difficult for HIV and Aids patients to access much needed nutritional support &#8212; a vital requirement in anti-retroviral therapy.  During the October World Food Day commemorations led by the UN Food and Agriculture Organisation (FAO) and WFP, FAO Sub-Regional Coordinator for Southern Africa and Representative in Zimbabwe, Swaziland and Botswana, David Phiri, noted that the UN in Zimbabwe &#8220;recognises that in order to achieve inclusive agricultural development and food and nutrition security, targeted social protection programmes should be in place.&#8221;</p>
<p>As part of efforts to improve agriculture production and nutrition, FAO and WFP are assisting small-holders in adopting climate smart agriculture, complementing government efforts that emphasise rehabilitation of irrigation schemes across the country.  These interventions could offer much-need relief for farmers like Makhalima, for whom agriculture is vital for nutrition and income.</p>

Credit: Desmond Wilson/IPS</p></font></p><p>By Desmond Brown<br />Jun 25 2015 (IPS) </p><p>Guyana&#8217;s new president, David Granger, sits down with IPS correspondent Desmond Brown to talk about how his country is preparing for climate change – and hoping to avert the worst before it happens.<br />
<span id="more-143669"></span></p>
<p>Nearly 90 per cent of Guyana’s population lives on a narrow coastline strip a half to one metre below sea level. That coastal belt is protected by seawall barriers that have existed since the Dutch occupation of the country. In recent times, however, severe storms have toppled these defences, resulting in significant flooding, a danger scientists predict may become more frequent.</p>
<p>The government is now spending six million dollars annually on drainage and irrigation and requires some 100 million dollars to adapt its drainage infrastructure to deal with the effects of climate change.</p>
<p><strong>Mister Granger what would you say are the primary challenges for Guyana as a result of climate change?</strong></p>
<p>David Granger: There are several challenges, Guyana has various, it&#8217;s not an island as you know, it&#8217;s part of the continental landmass, but we have varying ecological and geographical zones, for example on the coastline which is low and flat the climate is actually slightly different to the inland, the forested mountainous areas, rain-heavy, part of the Amazonian rain-forest, and deeper south, closer to Brazil, we have a completely different terrain landscape of savannah grassland and the savannahs have a long wet season which is now taking place and a long dry season. On the coastline we have a long dry season and a long wet season and a short dry season and a short wet season, but in the savannahs we only have one long dry season and a long wet season and sometimes in the long wet seasons there’s flooding.</p>

<p>So when we speak of climate change we are speaking of very complex geographical phenomena, it is not just one, although we don’t have the experience of damages of hurricanes or volcanoes or quakes, we do have very complex weather patterns, up to a month ago there was a drought and now there’s a flood, sometimes we can move from one extreme to the next. So these factors are complicated by the exploitation of some of our resources for example timber. And as you know we are part of the Amazonian rainforest and to the extent that we cut down our trees, it could lead to all sorts of environmental problems, desertification and to the extent that there’s mining that could lead to the contamination of our rivers. So these are other matters that concern us because with the changing climate it means that eventually temperatures could become higher and hotter and life as we know it less comfortable. We need the trees. The trees are the lungs of the earth so we need to be careful that we do not damage our forests, so those are some of the main challenges those are some of the main concerns.</p>
<p><strong>IPS: What then would be your administration&#8217;s policy on this the issue of climate change?</strong></p>
<p>DG: Well of course we have to plan a policy or we have to chart a course that protects our citizens and traditionally as far as coastal zone management is concerned we have had to build sea defenses and build proper drainage and irrigation works, otherwise our people would be flooded up. We had a terrible flood exactly 10 years ago and this is the tenth anniversary of 2005 and in many of the communities on the coast we lost billions of dollars because of the flood so we have to protect our people from that type of catastrophe. We just have to continue what we’ve been doing traditionally, building sea walls, but we also have to implement plans to prevent the excessive cutting down of all trees and of course re-forestation to plant back areas that have been mined-out in the mining areas or the trees that have been cut down in the forested areas.<br />
<strong><br />
IPS: What kind of strategies and action plans would you say are needed to deal with the effects of climate change in Guyana?</strong></p>
<p>DG: First of all it’s coastal-zone management, as you know much of the coastline of Guyana is below the level of the ocean at tide watermark, and as the oceans rise there is evidence that the entire coastal zone is under threat, as you drive along the coast you’d see that the Dutch had to establish concrete walls, sea walls and from time to time those walls are damaged by the fierce tides, the waves of the Atlantic they come crumbling the skids so that’s very expensive to maintain and that’s the ever-present threat, sea-level rising towards sea defenses, accompanying that of course is drainage when the water comes on the land it has to be removed, the most efficient way of removing it is with mechanical drainage, using pumps and that too is a great challenge because it’s a very expensive job and then the accessories for the surplus water on the land we have to use mechanical means to remove it. Apart from that Guyana has always been susceptible to variations in climate.<br />
<strong><br />
IPS: On the issue of funding most countries in the region say they don&#8217;t have the funds necessary to adapt to climate change, what&#8217;s the situation for Guyana?</strong></p>
<p>DG: Well we’ve been a beneficiary of some grants from Norway and we are aware of this problem, it is not a new problem as I said it’s something that has existed from time immemorial. We’ve always had the cycle of droughts and floods just like other countries in the Caribbean and have to prepare for hurricanes, we just have to prepare for climate change, so I don’t regard this as something we should be alarmed about. The big expenditure will come if we ever have to move from the coastline and go for the inland which is higher, most of the inland territory maybe 50km from here so most of the territory is higher and the sort of doomsday scenario is that you may have to abandon some part of the coastline and that would be a tremendous cost, that would be something that we don’t want to contemplate. But you can never tell when a catastrophe could strike but I would say that as part of our policy which we’ve already announced that profits and revenues from extractive industries, gold, timber, diamonds, bauxite would be used in something called the “Sovereign Wealth Fund” so that our children don’t have face the ravages of poverty. What I’m saying is something that we have to include in our calculations in our budgets but I mention the Sovereign Wealth Fund and I mention we must start putting aside money in order to prepare for any form of catastrophe, we can’t depend on handouts all the time, but yes if we had to move it would be a tremendous cost. If we had a flood it will be at a tremendous cost and even drought is a tremendous cost.</p>

<p>In a normal year, the water trucks do not appear until September, but this year they have started working even before summer because of the severe drought currently affecting Lebanon.</p>
<p>This comes on top of the increased pressure on the existing water supply due to the presence of more than one million Syrian refugees fleeing the war, exacerbating a situation which may lead to food insecurity and public health problems.“The more we deplete our groundwater reserves, the less we can rely on them in the coming season. If next year we have below average rainfalls, the water conditions will be much worse than today” – Nadim Farajalla of the Issam Fares Institute (IFI)<br /><font size="1"></font></p>
<p>Rains were scarce last winter. While the annual average in recent decades was above 800 mm, this year it was around 400 mm, making it one of the worst rainfall seasons in the last sixty years.</p>
<p>The paradox is that Lebanon should not suffer from water scarcity. Annual precipitation is about 8,600 million cubic metres while normal water demand ranges between 1,473 and 1,530 million cubic metres per year, according to the <em>Impact of Population Growth and Climate Change on Water Scarcity, Agricultural Output and Food <em>Security </em></em><a href="https://www.aub.edu.lb/ifi/public_policy/climate_change/Documents/20140407_IPG_CC_Report_summary.pdf">report</a> published<em> </em> in April by the <a href="http://www.aub.edu.lb/ifi/Pages/index.aspx">Issam Fares Institute</a> (IFI) at the American University of Beirut.</p>
<p>However, as Nadim Farajalla, Research Director of IFI&#8217;s Climate Change and Environment in the Arab World Programme, explains, the country&#8217;s inability to store water efficiently, water pollution and its misuse both in agriculture and for domestic purposes, have put great pressure on the resource.</p>
<p>According to Bruno Minjauw, Food and Agriculture Organization (FAO) representative ad interim in the country as well as Resilience Officer, Lebanon &#8220;has always been a very wet country. Therefore, the production system has never looked so much at the problem of water.&#8221;</p>
<p>Referring to the figures for rainfall, Minjauw says that “what we are seeing is definitely an issue of climate change. Over the years, drought or seasons of scarcity have become more frequent”. In his opinion, the current drought must be taken as a warning: “It is time to manage water in a better way.”</p>
<p>However, he continues, “the good news is that this country is not exploiting its full potential in terms of sustainable water consumption, so there’s plenty of room for improvement.”</p>
<p>Meanwhile, water has become an issue, with scarcity hitting particularly hard the agricultural sector, which accounts for 60 percent of the water consumed despite the sector’s limited impact on the Lebanese economy (agriculture contributed to 5.9% of the country&#8217;s gross domestic product in 2011).</p>
<p>&#8220;Some municipalities are limiting what farmers can plant,&#8221; explains Gabriel Bayram, an agricultural advisor with KDS, a local development consultancy.</p>
<p>Minjauw believes that there is a real danger “in terms of food insecurity because we have more people [like refugees] coming while production is diminishing.” Nevertheless, he points out that the current crisis has increased the interest of government and farmers in “increase the quantity of land using improved irrigation systems, such as the drip irrigation system, which consume much less water.” Drip irrigation saves water – and fertiliser – by allowing water to drip slowly through a network of  tubes that deliver water directly to the base of the plant.</p>
<p>FAO is also working to promote the newest technologies in agriculture within the framework of a 4-year plan to improve food security and stabilise rural livelihoods in Lebanon.</p>
<p>Sheik Osama Chehab, in charge of the Osman Bin Affan Mosque, explains that, 20 years ago, water could be found three metres under the ground surface. &#8220;Yesterday,” he told IPS, “we dug 120 metres and did not find a drop.”</p>
<p>Digging wells has long been the main alternative to insufficient public water supplies in Lebanon and, according to the National Water Sector Strategy, there are about 42,000 wells throughout the country, half of which are unlicensed.</p>
<p>However, notes Farajalla “this has led to a drop in the water table and along the coast most [aquifers] are experiencing sea water intrusion, thus contaminating these aquifers for generations to come. The more we deplete our groundwater reserves, the less we can rely on them in the coming season. If next year we have below average rainfalls, the water conditions will be much worse than today.”</p>
<p>Besides, he cautions, “most of these wells have not passed quality tests. Therefore there are also risks that water use could trigger diseases among the population.”</p>
<p>The drought is also exacerbating tensions between host communities and Syrian refugees.</p>
<p>The rural municipality of Barouk, for example, whose springs and river supply water to big areas in Lebanon, today can count on only 30 percent of the usual quantity of water available. However, consumption needs have risen by around 25 percent as a result of the presence of 2,000 refugees and Barouk’s deputy mayor Dr. Marwan Mahmoud explains that this has generated complaints against newcomers.</p>
<p>However, Minjauw believes that “within that worrisome context, there is the possibility to mitigate the conflict and turn it into a win-win situation, employing both host and refugee communities in building long-term solutions for water management and conservation as well as forest maintenance and management. This would be beneficial for Lebanese farmers in the long term while enhancing the livelihoods of suffering people.”</p>
<p>For Farajalla, part of the problem related to water is that “there is a general lack of awareness and knowledge among decision-makers” in Lebanon, and he argues that it is up to civil society to lead the process, pressuring the government for “more transparency and better governance and accountability” in water management.</p>
<p>He claims that “the government failed with this drought by not looking at it earlier.” So far, a cabinet in continuous political crisis has promoted few and ineffective measures to alleviate the drought. One of the most recent ideas was to import water from Turkey, with prohibitive costs.</p>
<p>“Soon, you will also hear about projects to desalinate sea water,” says Farajalla. “Both ideas are silly because in Lebanon we can improve a lot of things before resorting to these drastic measures.”</p>

Credit: Courtesy of Wikipedia</p></font></p><p>By Ido Liven<br />BATTIR, West Bank, Jul 13 2014 (IPS) </p><p>The Palestinian village of Battir, just six kilometres southwest of Jerusalem and a similar distance from Bethlehem, is the latest to be trapped in the gap between international recognition and Israel&#8217;s policies in the West Bank.<span id="more-135527"></span></p>
<p>The village&#8217;s agricultural terraces covering the surrounding hill slopes, and the spring water-fed open irrigation channels that run through them, have been in use for centuries.</p>
<p>Last month, this unique landscape was designated a <a href="http://whc.unesco.org/en/list/1492">World Heritage site</a> by the U.N. Educational, Scientific and Cultural Organisation (UNESCO), making it only the second such Palestinian site after the Old City of Jerusalem site.</p>
<p>Already in autumn last year, the World Monuments Fund, an international organisation working to preserve important cultural heritage sites, had <a href="http://www.wmf.org/project/ancient-irrigated-terraces-battir">added</a> Battir&#8217;s ancient terraces to its 2014 World Monuments Watch.Local residents, who depend on agriculture for their livelihoods, have been campaigning against the six-kilometre long Separation Barrier plans since 2005, and fear the barrier will take a toll, not only on the centuries-old living landscape, but also on their way of life.<br /><font size="1"></font></p>
<p>The decision to inscribe Battir in the World Heritage list comes amid Israeli plans to establish a new section of its Separation Barrier at the foot of the terraced hill slopes, cutting through the Palestinian village&#8217;s lands.</p>
<p>According to the Israeli military authorities, this section of the Separation Barrier is mainly intended to protect the railway on the margins of the village&#8217;s lands. Military representatives <a href="http://elyon2.court.gov.il/files/07/790/027/N29/07027790.N29.htm">told</a> the Israeli Supreme Court in 2011, there is &#8220;specific intelligence about attempts of terror organisations to infiltrate into Israel from this direction.&#8221;</p>
<p>However, they also reiterated that &#8220;the abovementioned security threat is not at all posed by residents of Battir, but from other hostile elements active in this area and those especially coming to the Battir area due to the fact the barrier route is still incomplete there.&#8221;</p>
<p>Local residents, however, who depend on agriculture for their livelihoods, have been campaigning against the Separation Barrier plans since 2005, fearing the new six kilometre-long barrier will take a toll, not only on the centuries-old living landscape, but also on their way of life.</p>
<p>Over the years, their campaign has garnered much support, including from environmental groups such as the Society for the Protection of Nature in Israel and Friends of the Earth Middle East (FoEME). Two perhaps unlikely other sources of support have been an Israeli field school in the settlement bloc of Gush Etzion and the Israeli Nature and Parks Authority (INPA).</p>
<p>Their environmental support might be genuine, but their objection to the Separation Barrier also fits well with their own political agenda, says Ofer Zalzberg, a Jerusalem-based senior analyst with the <a href="http://www.crisisgroup.org/en/about">International Crisis Group</a>.</p>
<p>INPA, in particular, has added its voice in support of protecting the Palestinian village&#8217;s traditional terraces, while managing a number of national <a href="http://old.parks.org.il/BuildaGate5/general2/company_search_tree.php?mc=390~Card12">parks</a> – some of which are included in the tentative list of Palestine&#8217;s World Heritage sites.</p>
<p>In May last year, the Israeli Supreme Court ordered suspension of the works on the section of the barrier in Battir&#8217;s lands, but a final ruling is still pending. Now, the petitioners from the village and from FoEME are hopeful that the new World Heritage status could influence the court&#8217;s decision.</p>
<p>Nevertheless, Battir&#8217;s eggplants, vines and olives are closely intertwined with the greater Israeli-Palestinian conflict. The World Heritage nomination was submitted under a special emergency procedure a day after the latest court session, and right before this year&#8217;s deadline.</p>
<p>But it could have been made already a year earlier if it had not been for a request from U.S. Secretary of State John Kerry, according to Israeli daily Haaretz. Freezing the Palestinian bid, the paper <a href="http://www.haaretz.com/news/diplomacy-defense/.premium-1.574171">reported</a>, was meant to allow the renewal of peace negotiations. &#8220;Senior Foreign Ministry officials in Jerusalem noted that Israel is keeping track of the Palestinian move and will try to prevent it,&#8221; Haaretz added.</p>
<p>Palestinian news agency Ma&#8217;an <a href="http://www.maannews.net/eng/ViewDetails.aspx?ID=604958">reported</a> that suspending Battir&#8217;s nomination was part of a deal whereby, in exchange, Israel would allow a UNESCO team to examine the Old City of Jerusalem, another World Heritage site.</p>
<p>Eventually, Battir&#8217;s application was successful and, in acknowledging the threat to the site, the World Heritage Committee also agreed to include it in its &#8216;in danger&#8217; list, despite an <a href="http://whc.unesco.org/archive/2014/whc14-38com-inf8B1-Add-en.pdf">expert opinion</a> from the International Council on Monuments and Sites (ICOMOS), the professional cultural heritage body advising UNESCO, which was generally sceptical about the merits of the site&#8217;s inscription.</p>
<p>However, Israel&#8217;s Ministry of Defence remains intent on going ahead with the barrier plan. &#8220;The barrier&#8217;s route in the area of Battir is intended to protect the citizens of Israel from terrorists and terror entering [the country],&#8221; read a statement from the ministry to IPS.</p>
<p>&#8220;The Security Barrier&#8217;s route will be established with no harm to natural assets,” it continued. “No terrace will be destroyed and the irrigation system will not be harmed. The IDF [Israel Defence Forces] is sensitive to the natural assets at the site, but it is first and foremost committed to the security of the citizens of Israel.&#8221;</p>
<p>And it does seem rather unlikely that Battir&#8217;s World Heritage inscription will have a significant impact on the Supreme Court ruling.  &#8220;I&#8217;d be surprised if, on these grounds, the Supreme Court categorically rejects building the barrier there,&#8221; Zalzberg told IPS.</p>
<p>&#8220;I think that&#8217;s not good for the image of Israel to be destroying World Heritage sites,&#8221; says Nader al-Khateeb, FoEME&#8217;s Palestinian co-director.</p>
<p>But Zalzberg believes such designation would not be seen by the Israeli government as a major factor. &#8220;There are already places where Israel has taken its own stance on things that are much more serious in the eyes of the international community,&#8221; he said.</p>
<p>Rather, an Israeli decision to go ahead with the barrier in Battir, thus defying the U.N. agency, &#8220;could be part of a trend where Israel further pushes UNESCO to the wall on anything related to managing sites, possibly also in Jerusalem.&#8221;</p>
<p>From the court proceedings, it seems that a barrier will eventually be built. In its latest session on the case, in January, the Supreme Court focused on ways to mitigate damage to the terraces, for example by examining the option of removing one of the train tracks, and by ordering the Israeli military to allow Battir farmers access to their lands through gates in the barrier.</p>
<p>Opponents, however, are concerned about additional, collateral damage to the ancient terraces landscape from the construction process involving heavy machinery.</p>
<p>Akram Bader, mayor of Battir, is concerned that building the barrier would not only take a toll on the local cultural heritage, but also on the peaceful situation in the area. &#8220;Through the last 64 years there have been no incidents in the area, so why are they saying they want to build a Security Barrier?&#8221; he asks.</p>
<p>In fact, establishing the barrier, ostensibly to ensure Israel&#8217;s security, could lead to violence, Bader warns. &#8220;If the terraces are damaged, it means that the people will not think about peace in this area. They will change their minds about it.&#8221;</p>
<p>Israel is, at least formally, committed to protecting cultural heritage in the West Bank, as a member of the UNESCO World Heritage Committee and also as one of the earliest signatories of the 1954 <a href="http://portal.unesco.org/en/ev.php-URL_ID=13637&amp;URL_DO=DO_TOPIC&amp;URL_SECTION=201.html">Hague Convention</a> for the Protection of Cultural Heritage in the Event of Armed Conflict.</p>
<p>Meanwhile, Battir might not be the last case of its kind. At least two proposals on Palestine&#8217;s World Heritage Tentative List could overlap the route of Israel&#8217;s Separation Barrier. In one, <a href="http://whc.unesco.org/en/tentativelists/5721/">Umm Al-Rihan Forest</a>, the barrier already exists. In another, <a href="http://whc.unesco.org/en/tentativelists/5708/">El-Bariyah</a>, also known as the Judean desert, plans to establish a stretch of the Separation Barrier triggered vocal protest from Israeli environmentalists six years ago.</p>
<p>In response, Amir Peretz, then Defence Minister and today Environmental Protection Minister, ordered works to be halted.</p>
<p>In July 2004, the International Court of Justice had issued an <a href="http://www.icj-cij.org/docket/files/131/1671.pdf">Advisory Opinion</a> on Israel&#8217;s Separation Barrier, concluding that it was &#8220;contrary to international law&#8221; and calling on Israel to cease its construction. Exactly ten years later, Israel&#8217;s Separation Barrier looks set to defy the international community once again.</p>

<p>Today, a noisy diesel pump syphons water from over a kilometre below the ground. The steaming-hot water is diverted through a maze of earthen canals to irrigate the orchards and palm groves that lie below the dusty town of Bawiti, 300 kilometres southwest of Cairo.</p>
<p>“The deeper source means the water is hotter,” Sayyid explains. “The hot water damages the roots of the fruit trees. It also evaporates quicker, meaning we have to use more water to irrigate.”</p>
<p>Bahariya, the depression in which Bawiti is situated, is one of five major oases in Egypt’s Western Desert. While Egyptians living in the densely populated Nile River Valley and Delta depend on the Nile for their freshwater needs, communities in this remote and arid region rely entirely on underground sources.“This [water drawn from the Nubian Sandstone Aquifer] is fossil water, which means it was deposited a very long time ago and is not being replenished. So once you pump the water out of the aquifer, it’s gone for good” – resource management specialist Richard Tutwiler<br /><font size="1"></font></p>
<p>Since ancient times, freshwater has percolated through fissures in the bedrock, making agriculture possible in the otherwise inhospitable desert. Water was once so plentiful in the five oases that they were collectively known as a breadbasket of the Roman Empire on account of their intensive grain cultivation.</p>
<p>Ominously, where groundwater once flowed naturally or was tapped near the surface, farmers must now bore up to a kilometre underground, raising fears for the region’s sustainability.</p>
<p>“Historically, springs and artesian wells supplied all the water in the oases,” says Richard Tutwiler, a resource management specialist at the American University in Cairo. “But water pressure is dropping and increasingly it has to be pumped out, particularly as you go from south to north.”</p>
<p>The water is drawn from the Nubian Sandstone Aquifer, an underground reservoir of fossil water accumulated over tens of thousands of years when the Saharan region was less arid than it is today. The vast aquifer extends beneath much of Egypt, Libya, Sudan and Chad, and is estimated to hold 150,000 cubic kilometres of groundwater.</p>
<p>But it is a finite resource, says Tutwiler.</p>
<p>“This is fossil water, which means it was deposited a very long time ago and is not being replenished,” he told IPS. “So once you pump the water out of the aquifer, it’s gone for good.”</p>
<p>Extraction is intensifying in all of the countries that share the aquifer. In Egypt alone, an estimated 700 million cubic metres of water is pumped from deep wells each year.</p>
<p>The increase in water usage is the result of agricultural expansion and population growth. Nearly 2,000 square kilometres of desert land has been reclaimed by groundwater irrigation in the last 60 years. Farmers employ flood irrigation, a traditional technique in which half the water is lost to evaporation and ground seepage before reaching the crops.</p>
<p>Since the 1980s, government programmes aimed at alleviating population pressure on the Nile Valley have encouraged Egyptian families to relocate to the desert. Existing oasis communities have grown while new ones have sprung up around deep wells.</p>
<p>One of these settlements, Abu Minqar, was founded in 1987 and now boasts over 4,000 residents. The isolated community only exists because of its 15 wells, which draw groundwater from depths of up to 1,200 metres.</p>
<p>“Water management in (places like) Abu Minqar must be sustainable,” says Tutwiler. “Because if the wells dry up, it’s game over.”</p>
<p>The number of wells in the Western Desert has increased immensely since the first appearance of percussion drilling machinery 150 years ago. Records show that in 1960 there were less than 30 deep wells in all the oases – today there are nearly 3,000.</p>
<p>In Dakhla Oasis, 550 kilometres southwest of Cairo, natural springs and 900 wells provide water for the 80,000 inhabitants of the oasis, as well as orchards that produce date palms, citrus fruits and mulberries. This was traditionally one of Egypt’s most fertile oases because of the proximity of the aquifer to the surface – less than 100 metres throughout the depression.</p>
<p>But here, as elsewhere, water sources that flowed freely less than a generation ago now only flow with the aid of mechanical pumps. Groundwater extraction has exceeded 500,000 cubic metres a day and the water table is dropping, in some places by nearly two metres a year.</p>
<p>“There are too many straws in the same glass of water,” remarks hydrologist Maghawry Diab</p>
<p>While Diab estimates the Nubian Sandstone Aquifer may hold enough water to last the next 100 years, Egypt’s desert communities could have a lot less time.</p>
<p>Over-pumping has created localised “dry pockets” in the aquifer, which behaves more like a layered damp sponge than a pool of water. Tightly-spaced deep wells are drawing down the water table, while their overlapping well cones intercept upward flowing groundwater before it can recharge the shallower wells.</p>
<p>“All the wells are tapping the same larger cone of depression,” Diab told IPS. “To gain years, we’ll have to find even deeper groundwater sources or (come to terms with) using saline water.”</p>
<p>In an effort to reduce pressure on groundwater resources, Egypt’s government has set restrictions on the drilling of new wells and reduced the discharge rates of certain high-productive ones.</p>
<p>At government wells, a formalised system of water sharing is in place. But farmers thirsty for more water have drilled their own wells, concealing them from authorities or bribing local officials to turn a blind eye.</p>
<p>“We have tried to control the drilling, but there is a lot of resistance from farmers,” says one former irrigation ministry official. “Every time we capped (an unlicensed) well, two more would appear.”</p>

Credit: Shelly Kittleson/IPS.</p></font></p><p>By Shelly Kittleson<br />CAIRO, Feb 6 2014 (IPS) </p><p>Heavy reliance on water intensive crops, a major upstream dam project for the Nile basin, and rising groundwater levels pushing at pharaoh-era monuments will be pressing issues for the next Egyptian president &#8211; whether military or civilian.</p>
<p><span id="more-131220"></span>As criticism continues over the military’s heavy-handedness to quell protests, little attention is being given to the late January announcement by Egypt’s minister of irrigation and water resources on the growing severity of the country’s water shortage: share of water per citizen stands at 640 cubic metres, compared with an international standard of 1,000.</p>
<p>The minister said he expected this amount to decrease to 370 cubic metres by 2050 due to a rapidly growing population.“Many people need to start measuring how much water they use, but it’s hard to break traditions here.”<br /><font size="1"></font></p>
<p>A scientist working in the water resources sector expressed cautious hope to IPS that “the military is one of the few institutions that can actually get things done.” But he added: “That said, they were in power for a long time and didn’t do anything.”</p>
<p>Improving irrigation practices and countering the demographic explosion are some of the most commonly cited actions to be considered, as well as reducing the use of pesticides and improving sewage and waste disposal systems to prevent contaminating the limited water supplies available.</p>
<p>Attempting to lessen the population’s consumption of sugar would also be beneficial, experts say, not only in terms of water supplies but also public health.</p>
<p>Hugely popular juice pressed from water-intensive sugarcane can be found on street corners across Egypt, with inhabitants swearing by its &#8220;kidney-cleansing&#8221; properties. Ubiquitous coffee and tea gets steeped in sugar.</p>
<p>Diabetes levels have risen by 83 percent over the past 15 years, but little attempt is made to inform the public of the health-related risks or stem the preponderance of sugarcane production.</p>
<p>Egypt’s agriculture sector consumes well over 80 percent of the country’s annual water resources and sugarcane accounts for a large portion, alongside rice and cotton.</p>
<p>Rice production has been banned by the government in some areas for its heavy water requirements, though it commands a high price on the international market, is a staple for the population, and a certain quantity helps control soil salinity and limits saltwater intrusion in the Delta.</p>
<p>Egypt is instead the world’s largest importer of wheat and buys over half of its requirements from abroad, much of which goes into subsidised bread for the quarter of its 84 million people who live below the poverty line of 1.65 dollars a day.</p>
<p>A serious issue is that outdated irrigation practices are still in use, Hussein Jeffrey John Gawad, a hydro-geologist working as a consultant in Egypt, told IPS.</p>
<p>“Because there was always an abundance of water before, they just continue flooding the farms,” he said. “Many people need to start measuring how much water they use, but it’s hard to break traditions here.”</p>
<p>In certain areas of the country, it is instead an excess of water that is causing problems. The most traditional face of Egypt to the world – and its main magnet for tourism, a sector that accounted for more than a tenth of Egypt’s GDP prior to the 2011 uprising &#8211; may be in danger as well, Gawad noted, due to rising groundwater around the country’s ancient monuments.</p>
<p>As the population swells, agriculture increasingly encroaches on areas near important monuments, bringing with it artificial irrigation channels to which chemical fertilisers are added, thereby increasing salinity levels and seeping into limestone foundations, weakening them.</p>
<p>A rise in the water table around the Osireion &#8211; the only remaining visible tomb in Abydos, one of Egypt’s most important archaeological sites – has made it largely inaccessible due to inundation of sand and flooding.</p>
<p>Gawad said that at one point the government had tried to install a &#8220;dewatering&#8221; system, “but now there is literally zero government attention to this.”</p>
<p>At some sites, pumps and drainage pipes have been set up, with varying levels of success. An international rescue effort led by <a href="http://en.unesco.org">United Nations Educational, Scientific and Cultural Organisation</a> in the 1960s saved the enormous blocks of the Abu Simbel temples from being submerged by relocating them onto an artificial hill during the construction of the Aswan Dam.</p>
<p>However, the more gradual but relentless weakening of temple foundations and steady erosion of carvings and ancient paintings has not drawn similar attention.</p>
<p>Meanwhile, Ethiopia’s diversion of the Blue Nile as part of its massive Renaissance Dam project looms large over any discussion of Egypt’s future water supplies.</p>
<p>As part of colonial-era agreements, Egypt long held rights to the vast majority of the Nile’s waters. In mid-2010, however, five upstream countries – Ethiopia, Uganda, Kenya, Tanzania, and Rwanda, with Burundi joining in the following year – signed a treaty to share the dam’s resources, formally launching the project in April 2012.</p>
<p>“Ethiopia has the right to use the water flowing through their lands,” Gawad said, “but the policy of the Egyptian government is to not grant them that right. They stick by colonial-era mandates when it is convenient, and throw them by the wayside when it is not.”</p>
<p>A study by the International Fund for Agricultural Development found in 2005 that 98 percent of Egyptian agriculture was irrigated with Nile water or pumped from aquifers renewed by the Nile River flow. Under former president Mohammed Morsi, there was talk of “going to war” if the dam project were to be completed, but officials have since said this option has been ruled out.</p>
<p>Journalists have been arrested for questioning the merits and funding of the dam in Ethiopia, and the country shows no willingness to consider alternative options. Few reliable studies have been carried out on the potential effects of the project, but reducing the amount of water flowing into the water-strapped nation further downstream will inevitably pose risks to its economy and, as a result, its stability.</p>

<p>By 2060, the gap between water supply and demand could grow to nearly four billion cubic metres per year – 10 times the amount of water used by the desert-bound city of Las Vegas.“If you go to the western U.S., people are still in that mindset of trying to withdraw as much water as they can, as long as they can pump faster than their neighbour." -- Betsy Otto of WRI<br /><font size="1"></font></p>
<p>“Water shortage has huge ramifications not just for the entire national economy – as farmers, ranchers, cotton producers have to cope with less and less water – but also for the natural system itself,” Adam Freed, the director of the Securing Water Programme at the Nature Conservancy, an environmental organisation here, told IPS. “And climate change is only going to make it worse.”</p>
<p>According to a <a href="http://www.rff.org/Events/Pages/The-Future-of-US-Water-Supplies.aspx">new trend analysis</a> by scientists in the public and private sectors, U.S. population growth of nearly one percent and rising global temperatures will result in a clear and significant supply-and-demand imbalance.</p>
<p>Dr. Robert Mace, deputy executive administrator of water science and conservation at the Texas Water Development Board, which monitors aquifer levels throughout the state, told IPS that &#8220;2011 was both the hottest and driest year on record in Texas. Statewide agricultural losses [across all crops and livestock] that year totaled 7.62 billion dollars, making it the most costly drought in history &#8211; more than 3.5 billion dollars higher than the 2006 drought losses, which was the previous costliest drought on record.&#8221;</p>
<p>In the future, 16.7 percent of water supplies in the state are projected to come from agricultural irrigation conservation strategies, according to the 2012 State Water Plan.</p>
<p>In Texas and across the United States – as across the world – initiatives addressing water shortages are already emerging. Clean water funds and water efficiency infrastructure in a host of Western cities make clear that the reality of the looming problem has already begun to dawn on some policymakers.</p>
<p>Organisations such as the Nature Conservancy are creating so-called water funds, conservation projects that aim to guarantee a continuous supply of clean water all along the watershed. One way to do that is by encouraging upstream farmers and downstream municipalities to enter into financial agreements with one another, with cities and utilities paying the farmers to “send” them clean and abundant water.</p>
<p>The money helps upstream users finance water restoration and conservation projects. There are currently 15 water funds projects worldwide, including two major projects in the United States, in the often-parched states of New Mexico and Texas. More are on the way.</p>
<p>Thus far, some of the success of these projects comes from the financial incentives for the upstream stakeholders. Farmers realise that securing their water supply is in their long-term interest, as they are less likely to have to import water from somewhere else.</p>
<p>&#8220;Finding the balance between conserving our resources while protecting our economy and the people who rely upon it will always be a difficult task,&#8221; Tracy Streeter, director of the Kansas Water Office, told IPS.</p>
<p>The Ogallala Aquifer, which runs under eight Great Plains states and provides nearly a third of all irrigated water in the U.S., is falling, but &#8220;reducing the amount of pumping to sustainable levels would cause economic devastation&#8221;, she said.</p>
<p>&#8220;While some will argue we’re not doing enough, fast enough, a culture of conservation aimed at reducing the decline of the Ogallala is emerging in western Kansas,&#8221; Streeter added.</p>
<p><b>Downscaling to the local </b></p>
<p>A <a href="http://www.usbr.gov/climate/SECURE/docs/SECUREWaterReport.pdf" target="_blank">report</a> by the U.S. Department of the Interior recently noted that one of the country’s most at-risk areas is the Colorado River Basin. This watershed, running through seven western states and two Mexican states, is the largest water source in the United States.</p>
<p>The Basin’s two reservoirs, Lake Powell and Lade Meade, are also the country’s largest reservoirs. And according to Ken Nowak of the U.S. Bureau of Reclamation, the U.S. federal agency that oversees water resource management, the two lakes are quickly drying out.</p>
<p>Cities across the western half of the country are scrambling to stop that from happening.</p>
<p>Founded in 2007, the Water Utility Climate Alliance, or WUCA, is a network that brings together 10 of the nation’s largest municipal water providers.</p>
<p>“WUCA has been doing some really great work. What they’re getting at is trying to understand what the science behind climate change is really telling us,” Betsy Otto, the director of the Aqueduct project at the World Resources Institute (WRI), a think tank here, told IPS.</p>
<p>“But the biggest problem with climate change estimates is that they only give us the global picture. The real challenge is then to downscale them to the local level and understand them.”</p>
<p>In Seattle, a co-chair of the WUCA network, city officials realised that their water demand estimates were far too aggressive, and did not reflect the city’s real needs.</p>
<p>“By carefully looking at the data, they suddenly realised they needed much less water than the estimates suggested,” Otto says. “So they started to bring their demand down, by simply saving water.”</p>
<p>In part, this achievement comes from simple strategies such as the city’s decision to distribute free energy-saving showerheads to all single-family homes, or the creation of water audits helping home- and business-owners understand how they can bring down their water waste.</p>
<p>The city of Seattle now claims to have enough water for the next 30 years.</p>
<p>“Of course, these measures need money in order for them to go through,” Otto notes. “But they’re still much cheaper than having to build water reservoirs.”</p>
<p><b>Accepting limits</b></p>
<p>The broader challenge, advocates say, is to get other areas with critical current or future water-shortage problems to come up with their own plans. One of the most significant obstacles in this regard across the country may simply be the general approach to water supply.</p>
<p>&#8220;Water scarcity increases commodity prices,&#8221; John Mesko, a Minnesota farmer who raises grass-fed beef, told IPS. &#8220;Farmers make more and this gives them the push to invest in irrigation facilities. So it’s easy to think ‘I can afford to install irrigation, I make profits.&#8217; That’s fine. But it’s just a quick fix. We need to prepare for the long haul.&#8221;</p>
<p>Indeed, unlike with surface water, there are almost no regulations on groundwater pumping. One way would be for federal regulations to put caps on allocations, or distribute permits as for surface water use.</p>
<p>“If you go to the western U.S., people are still in that mindset of trying to withdraw as much water as they can, as long as they can pump faster than their neighbour,” Otto warns. “They continue to think that there are simply no limits on how much you can withdraw.”</p>

<p>Around the world, water demand already exceeds supply in regions with more than 40 percent of the world&#8217;s population. That may climb to 60 percent in the coming decade, a <a href="http://www.sciencedirect.com/science/article/pii/S0378377413002163">new study</a> has found."Disease outbreaks from using wastewater do happen but it is rarely cited as the cause." -- Manzoor Qadir of United Nations University<br /><font size="1"></font></p>
<p>&#8220;Water-scarce regions can&#8217;t grow enough food to feed their own people,&#8221; said co-author Manzoor Qadir of United Nations University&#8217;s Canadian-based Institute for Water, Environment and Health (UNU-INWEH).</p>
<p>About 70 percent of the world&#8217;s freshwater &#8211; and up to 95 percent in some countries &#8211; is used for irrigation. There is intense competition for freshwater between municipal, industrial, and agricultural uses. Increasingly, agriculture has been losing out, particularly in water-stressed regions, Qadir told IPS.</p>
<p>Between 2006 and 2011, up to 60 percent of Syria’s land experienced its worst ever drought and a series of crop failures. In 2009, the <a href="http://www.irinnews.org/report/85963/syria-drought-driving-farmers-to-the-cities">U.N. reported</a> that over 800,000 Syrians lost their livelihoods and fled to cities as result of the drought.</p>
<p>The entire Mediterranean region is undergoing a prolonged drought that has been linked to climate change, according to a <a href="http://www.noaanews.noaa.gov/stories2011/20111027_drought.html">recent U.S. study.</a> If climate-altering carbon emissions continue at current rates, droughts in the region will worsen and lengthen.</p>
<p>As water supplies fall, many regions are using urban wastewater, a very valuable resource if it is treated properly, says the study <a href="http://global%2C%20regional%2C%20and%20country%20level%20need%20for%20data%20on%20wastewater%20generation%2C%20treatment%2C%20and%20use/">&#8220;Global, regional, and country level need for data on wastewater generation, treatment, and use</a>&#8220;, published Sep. 5 in the journal Agricultural Water Management.</p>
<p>This is the first study to look at how wastewater is used in 181 countries. One of the key findings is that only 55 countries have good data. Synthesising what data there are, researchers found that high-income countries treat 70 percent of their wastewater while middle-income countries treat 28 to 38 percent. Just eight percent of wastewater generated in low-income countries undergoes any kind of treatment.</p>
<p>&#8220;From the earliest of times, most wastewater has truly been wasted. However, it is a vast resource if we reclaim it properly, which includes the separation of municipal from industrial wastewater,&#8221; said UNU-INWEH Director Zafar Adeel.</p>
<p>The volume of wastewater potentially available worldwide each year is equivalent to 14 months of outflow from the Mississippi River into the Gulf of Mexico, Adeel told IPS.</p>
<p>In poor, water-scarce countries, wastewater is widely used to irrigate foodlands &#8211; some estimate as much as 300 million hectares producing 10 percent of the world&#8217;s food, the study says.</p>
<p>However, there is little data to confirm this. It is often a country&#8217;s &#8216;dirty little secret&#8217; that much of the food consumed in urban areas is grown using untreated wastewater.</p>
<p>Wastewater is valuable because it has very high level of nutrients, including potash, nitrogen and phosphorus, eliminating the need and cost of fertilisers. However, untreated wastewater can transmit diseases such as cholera. Chile experienced cholera outbreaks and banned the use of untreated wastewater in 1992.</p>
<p>&#8220;Disease outbreaks from using wastewater do happen but it is rarely cited as the cause,&#8221; said Qadir.</p>
<p>One reason is that few studies have been done. A few years ago Qadir and colleagues discovered higher rates of waterborne diseases like gastroenteritis in children in the Mediterranean who were eating food grown using untreated wastewater.</p>
<p>In the 1990s, fruit and vegetable exports from Jordan were banned for similar reasons. Jordan has since implemented an aggressive campaign to rehabilitate and improve wastewater treatment plants and introduced enforceable standards.</p>
<p>&#8220;Israel uses nearly every drop of its wastewater with specific uses determined by the quality&#8221;, Qadir said.</p>
<p>Many homes in California have separate grey and black water collection systems. Grey water from showers and dishwashing is reused to water lawns and gardens, the report said.</p>
<p>People are generally reluctant to eat food grown using wastewater but it is perfectly safe if treated properly, Qadir stressed.</p>
<p>&#8220;Unfortunately, water treatment is not seen as a priority in many countries.&#8221;</p>

Credit: Naimul Haq/IPS</p></font></p><p>By Naimul Haq<br />CHAPAINAWABGANJ, Bangladesh, Jun 16 2013 (IPS) </p><p>“I would never have believed it possible to get a bumper rice harvest during the drought season,” 43-year-old Mohammad Shajahan Ali, a farmer hailing from the village of Magtapur in Bangladesh’s northern Chapainawabganj district, told IPS.</p>
<p><span id="more-119938"></span>Yet this is exactly what he has got. Leading a proud tour of his small holding, Ali stops beside a pond, dug close to his modest, thatched-roof home. Without this, he says, the dry season that runs from June to October would have brought with it the usual hardships and hunger that most farmers in this district, 330 km from the capital, Dhaka, are accustomed to.</p>
<p>“We usually only cultivate aman rice (a deepwater crop) during the summer monsoon. But since we began digging these mini ponds for storing water, we’ve had extra production, almost year-round,” he said.</p>
<p>This year Ali harvested 12 tonnes of aman rice from his three-acre plot, making a 450-dollar profit, in addition to earning 542 dollars from growing and selling other varieties of rice, all grown using rainwater harvested in his 12 square-metre pond.</p>
<p>To the small farmer, whose income last year barely touched 200 dollars, this was a small fortune.</p>
<p>He attributes this windfall to a project sponsored by the United Nations Food and Agriculture Organisation (FAO) to tackle a chronic water shortage here by digging 100 ponds in villages around the region free of charge.</p>

<p>Rashid Miah, a veteran farmer in the Nachole division of Chapainawabganj, showed IPS the small diesel-powered motor pump that channels water from the small pond into his four-acre paddy field.</p>
<p>Just 200 metres away, his neighbour Jashimuddin’s field lies barren, but Miah believes it is only a matter of time before he, too, reaps the benefits of harvested rainwater.</p>
<p><b>Revitalising an arid region</b></p>
<p>Chapainawabganj is one of seven districts comprising the 8,000-kilometre Barind Tract, an arid drought-prone region in northwestern Bangladesh that accounts for 60 percent of the nation’s rice production.</p>
<p>Paddy farmers here have recently been struggling to secure a harvest in the face of changing climate patterns, with experts warning that output in the world’s third largest rice producing country is under severe strain.</p>
<p>Studies show that the groundwater table in the Barind is gradually sinking, while annual average rainfall has dropped to less than 1,200 millimetres, against the national average of 2,350 mm.</p>
<p>With about 2.7 million hectares of paddy fields &#8211; out of a total of 5.8 million hectares of arable land in the Barind Tract &#8211; affected by drought during both dry and wet seasons every year, researchers predict a 7.4-percent annual drop in rice production.</p>
<p>In a country with a population density of 900 people per square-kilometre and an annual food deficit of 1.8 million tonnes, a decline in food production in the Barind region is a major concern for government, civil society and farmers alike.</p>
<p>Already, demand for rice is rising along with the population, which is expected to increase from the current 150 million to a staggering 192 million by 2025.</p>
<p>Over one-third of Bangladeshis live on less than a dollar a day, while 35 percent of the population is malnourished and 45 percent of children under five are underweight and stunted.</p>
<p>Anxious to take action against an impending crisis, the government, with support from the FAO, launched a comprehensive disaster management programme in 2005 aimed at enhancing the capacities of the agriculture department to cope with climate change and possible disasters in the agriculture sector.</p>
<p>Dr. Abu Wali Raghib Hassan, former national programme officer who supervised and implemented the FAO-funded project in 2005, said implementing the project was no easy task.</p>
<p>“We found frustrated farmers, barren farmland, abandoned deep tube wells and declining production,” he told IPS. Quickly realising that water, or the lack of it, was at the root of all the problems, the food agency began to dig 12-square-metre mini ponds to store summer monsoon rainwater for use during the dry season.</p>
<p>Part of the reason for the project’s success was that it built on indigenous knowledge that has been present in this region for generations.</p>
<p>According to 56-year-old Ashutosh Podder, a local farmer from the neighbouring Hamidpur village, “Mini-ponds are not new – they are simply a modern version of dug wells, known locally as ‘kua’, which our ancestors have used for centuries.”</p>
<p>He told IPS this traditional wisdom had initially been put into practice at higher levels of elevation, since over 47 percent of the Barind Tract is classified as highland (between 18 and 22 metres above sea-level), compared to other agricultural regions located primarily in low-lying floodplains.</p>
<p>But as temperatures got hotter, and rainfall thinner, these dug wells, along with the gigantic rivers that once watered this region – the Jamuna, Mahananda and Korotoa – dried up, seriously affecting farmers’ access to surface water.</p>
<p>Attempting to overcome the looming water crisis in the region in the late 1970s, the Barind Multipurpose Development Authority (BMDA) installed over 8,000 electric water pumps to facilitate continued irrigation, while hundreds of kilometres of narrow canals were dug to allow water to meander through roughly 600,000 hectares of rice fields.</p>
<p>But BMDA Project Director Dr. Abul Kashem told IPS that a receding groundwater table made this task much harder, resulting in over 30 percent of the pumps lying idle during periods of drought.</p>
<p>In desperation, farmers began to flee the drought-ravaged region. A 2008 survey of several villages revealed that 41 percent of farmers and agricultural labourers left to seek work in other regions of the country during the dry season, when temperatures reach as high as 40 degrees Celsius.</p>
<p>But now the ancient way of life in this region has come full circle, with experts hoping that the pond system will ease farmers’ burdens once and for all. The same local NGO that carried out the 2008 survey <a href="http://www.unnayan.org/index.php/about-us/unnayan-onneshan/activities">recently reported</a> that fewer agricultural labourers are leaving their small-holdings, relying instead on mini ponds to reap a harvest at unexpected times.</p>
<p>An agricultural officer in Nachole told IPS that roughly 4,500 farmers in his district are benefiting from the project, while over 15,000 farmers throughout Chapainawabganj have experienced higher yields as a result of improved irrigation.</p>
<p>Hoping to multiply the success of the project, major agencies like the World Bank and the FAO have awarded the government a 22.8-million-dollar grant to try out the scheme in other parts of the region, and throughout Bangladesh.</p>

Credit: Zofeen Ebrahim/IPS</p></font></p><p>By Zofeen Ebrahim<br />SOAN VALLEY, Pakistan, May 22 2013 (IPS) </p><p>Staring out at his golden wheat field with satisfaction, 50-year old Alamgir Akbar says with a sigh of relief: &#8220;We&#8217;ve had a good crop this season.”</p>
<p><span id="more-119096"></span>The farmer has waited a long time to utter those words. A resident of a small rural community on the outskirts of the Ucchali village in the Soan Valley, a 737-square-metre expanse of farmland in the Khushab district of Pakistan’s Punjab province, he has spent five years battling the impacts of a prolonged drought.</p>
<p>With just 12,000 acres of irrigated farmland and only saltwater lakes dotting the landscape, the Valley, which borders the hills of Punjab’s famous Salt Range, is not ideal for practicing agriculture.</p>
<p>Residents traditionally relied on rainwater to recharge their roughly 3,000 community wells, but half a decade of drought in the 1990s brought farming to a standstill and pitched the region’s 150,000 residents into the vortex of poverty.</p>
<p>Farmers here operate smallholdings of no more than five hectares, cultivating crops like cauliflower on flat land as well as terraces and selling the produce in Punjab’s big cities like Lahore, Faisalabad, Sargodha and Gujrat.</p>
<p>Before the drought hit, a farmer could typically earn a net profit of 600 to 800 dollars in a 75-day cropping period, but lost a considerable amount of this income on hiring trucks to transport goods to urban markets.</p>
<p>As the rains became increasingly infrequent, farmers were forced to bore tube wells, some as deep as 200 or 300 feet. This new system required investments in turbines to pump out the water, which in turn generated huge energy costs, as the 26-horsepower machines guzzled gallon after gallon of diesel.</p>
<p>Unable to afford the necessary investments, farmers turned to relatives for loans and sold their animals or other assets to continue farming.</p>
<p>When villagers began to chop down trees for fuel it sparked a process of deforestation, which then “accelerated the rate of soil erosion&#8221; and increased the risk of prolonged drought, Gulbaz Afaqi, director of the Soan Valley Development Programme (SVDP), told IPS.</p>
<p>Yields dropped, and farmers like Akbar began to despair.</p>
<p><b>Bringing back water</b></p>
<p>Driving down the mud track to Ucchali, the tranquil and almost picture-perfect pastoral scene is marred by solar panels.</p>
<p>But what outsiders see as an eyesore, villagers see as an angel of mercy. Owned and operated collectively by 12 families, these three-kilowatt panels are helping to pump water – and new life &#8211; into the farmers’ fields.</p>
<p>The landscape is once again alive with patches of cauliflower, coriander, chillies and potatoes as a pilot project spearheaded by the Pakistan Poverty Alleviation Fund (PPAF) begins to bear fruit.</p>
<p>Working with 112 partner organisations in more than 90,000 settlements spread across 120 districts in Pakistan, the fund aims to help this country of 170 million meet the targets defined in the Millennium Development Goals before the 2015 deadline.</p>
<p>Armed with donations from the government, international agencies and corporate entities, the PPAF embarked on a nationwide programme of drought mitigation and disaster management in 2003, which quickly identified the Soan Valley as “one of the areas that needed our attention,” PPAF spokesperson Zaffar Pervez Sabri told IPS.</p>
<p>Determined to avoid the worst-case scenario of locals being forced to sell their livestock or migrate from the Valley, the PPAF developed a “water balance model” to manage and conserve remaining resources and address the impacts of climate change, according to Sabri.</p>
<p>To date, the fund has enabled the construction of 124 irrigation pipes feeding over 8,000 acres of farmland; 60 rainwater harvesting ponds, each about the size of an acre; five delay action dams that collect surface water and are ideal for the Valley’s pitted landscape; 40 check dams, which help to prevent erosion; and 12 natural resource management schemes, benefitting over 100,000 people.</p>
<p>Villagers themselves raised the money for the solar panels that pump the water, giving community members a sense of ownership over the project. &#8220;We collected 6,000 dollars from the village, and the fund provided the other 6,000,” Afaqi said. By eliminating the need for diesel pumps, the panels have enabled farm communities to save over 2,000 dollars annually.</p>
<p>Villagers also replaced traditional open channel irrigation networks with the more efficient pipe irrigation system to avoid “huge losses and water evaporation in unpaved water courses,” said Afaqi, adding, “The PVC pipes facilitate even distribution of water into the field.”</p>
<p>Mohammad Ismail, an engineer working with the SVDP, told IPS that pipe irrigation is especially useful on slopes where surface water would otherwise run off.</p>
<p>A 50-percent increase in crop yields after this transition nudged farmers into accepting other, more comprehensive changes in their lives, such as new crops and cropping patterns.</p>
<p>Following the SVDP’s advice, farmers gave up cultivating cauliflower, a water-intensive crop that needs to be watered 16 times in 75 days, in favour of potatoes, “which need to be irrigated only eight times,&#8221; a local farmer named Sher Khan told IPS.</p>
<p>Potatoes have become a major cash crop in the area, with 46 percent of irrigated land dedicated solely to their production.</p>
<p>In addition, farmers grow chillies in the summer, wheat in the winter and practice year-round horticulture with nectarines and peaches.</p>
<p>The water scheme has made farming viable once more – with just a single acre of land, according to Afaqi, the average farmer can earn a monthly profit of 1,200 dollars on potatoes, 1,500 dollars on coriander and between 1,000 and 1,500 dollars on wheat.</p>
<p>“With an initial investment of about 1.3 million dollars, combined with technical assistance from the PPAF and hard work by the farming communities, we have created a new economy that generates over six million dollars annually,” said Afaqi.</p>
<p>The programme has also spawned interest in local water conservation efforts, including bi-monthly monitoring of ground water resources at 40 different locations, he added.</p>
<p>Reports from quarterly inspections suggest the groundwater table is improving. Regular monitoring also serves as a kind of early-warning system, by alerting farmers about decreasing water tables ahead of cropping cycles.</p>
<p>For farmers like Akbar, the project has literally helped him and his large extended family – spread between 12 homes in Ucchali – achieve their modest dreams.</p>
<p>&#8220;All our children go to school,” he says, pride written all over his face as he conducts a brief tour of his humble brick home. The small, attached toilet at the back symbolises huge progress: &#8220;It means we no longer have to go out into the fields to relieve ourselves,&#8221; he said with a smile.</p>

Credit: Kartik Wahi/IPS</p></font></p><p>By Manipadma Jena<br />ANAND, India, Jan 16 2013 (IPS) </p><p>When twenty-nine-year-old Kartik Wahi graduated from the Kellogg School of Management in Chicago, Illinois in 2010, he wasted no time in returning to India to self-finance a start-up company to market solar-powered irrigation pumps.</p>
<p><span id="more-115823"></span>Working on a shoestring budget together with two partners, the young entrepreneur was convinced that the benefits of this renewable energy initiative would make a huge difference in some of India’s largest agricultural regions.</p>
<p>But few others shared his enthusiasm for innovation, and three years down the line a myriad obstacles still stand in the way of the pumps being widely deployed in states like Rajasthan, located in the northwest, and Bihar, which sits on India’s northeastern border.</p>
<p>Solar-powered pumps run on electricity generated by photovoltaics and “have been around for 20 years in India,” according to Tushaar Shah, who leads a policy research partnership between the Colombo-based International Water Management Institute (IWMI) and Sir Ratan Tata Trust, called the IWMI-TATA Programme (ITP).</p>
<p>Still, only 7,000 such pumps are used throughout this country of 1.2 billion people.</p>
<p>ITP’s recent policy brainstorming session in Anand, Gujarat, which focused on India’s attitude towards irrigation, energy, agriculture and livelihoods, found, “The biggest obstacle (to) solar pumps in India is the lingering fear of new technology,” Wahi told IPS.</p>
<p>In fact, when Wahi’s start-up, Claro Energy, approached the Bihar State Government Minor Irrigation Department with an offer to facilitate the supply of solar pumps to farmers, officials responded saying, “We do not believe in the efficacy of solar pumps.”</p>
<p>In order to prove the worth of using renewable energy for farming purposes, Claro Energy forked out 1.5 million rupees (27,000 dollars) from its base capital to install a demonstration pump on the outskirts of Bihar’s capital, Patna city.</p>
<p>“We targeted Bihar because it is primarily agrarian. Second, there is a severe shortage of grid power in the region, which necessitates the need for expensive diesel-operated pumps. Third, high water tables in Bihar with high solar radiation allows for smaller solar systems, which in turn reduce total costs,” Wahi said.</p>
<p>Although conditions make a strong case for solar-powered pumps in Bihar and all along India’s eastern farming belt, little has been done to install them.</p>
<p><strong>Lack of information</strong></p>
<p>Farmers, meanwhile, are hesitant to try the new technology until they see examples of its success, according to Hemant Lamba, whose Pondicherry-based company Auroville Renewable Energy (AuroRE) won the <a href="http://www.ashden.org/ashden_awards">Ashden Award for Sustainable Energy</a>, also known as the Green Oscar, in 2004.</p>
<p>“A similar mindset surrounded the personal computer’s entry into the market decades ago,” he added.</p>
<p>And even while “bankers are keen to provide credit to renewable, green energy projects, the solar pump market still remains unregulated,” Bibhash Dhar, chief manager of the technology finance group of the Mumbai-based ICICI Bank, told IPS.</p>
<p>“No organisation or government department is mandated to certify these products nor are there any regulations in place. This is critical, particularly when so many sellers are already in the market making unsubstantiated claims and promises for their products,” Dhar said.</p>
<p>“What actually deters poorer farmers is when a few burn their fingers. Cheap, spurious (products) are part of this story,” Dhar added.</p>
<p>“Solar pump marketing in India is good at giving out half-information, which is a dangerous trend for its future,” added Prem Kalra, director of the Indian Institute of Technology (IIT)-Jodhpur in Rajasthan.</p>
<p>“India still lacks the technology to test and benchmark solar panels or to monitor performance after a few years’ usage. Solar panels are produced in countries that do not factor in an 80 degrees centigrade daytime temperature or the salinity, the sand storms, the huge difference between day and night temperatures that the desert region of Jodhpur experiences,” he told IPS.</p>
<p>“How can promises be made for a pump life of 25 years?”</p>
<p>“What is also not discussed is that the depth of groundwater in the operational area impacts output and life span of the pump, as well as the inferior quality of panels,” Kalra added.</p>
<p><strong>No government support</strong></p>
<p>Wahi, who has approached banks in Bihar that focus on rural credit, said, “Banks would much rather provide credit in large volumes for solar lamps and lanterns each costing as little as 1,500 rupees (30 dollars) apiece, than provide loans for solar pumps.”</p>
<p>“With prices of photovoltaic film falling since 2008, the banks are worried that even if they seize the solar pumps of farmers defaulting on their loans, not much can actually be recovered.”</p>
<p>The solar pump has an unusual cost structure with very high capital investment and near-zero pumping costs. Experts believe the cost of installation makes solar pumps unattractive to small farmers who want to irrigate their own plots or farms.</p>
<p>Proponents of the solar option have pointed out farmers can easily recover the initial investment or loan by independently hiring out irrigation services to neighbouring farmers and charging them fixed, government-approved fees.</p>
<p>Conversely, eight to 10 small farmers in close proximity to one another can form water users’ associations. Utilising a micro-grid at the village level is another feasible economic option.</p>
<p>“Like a tractor is hired out to supplement farmers’ income, solar pumps – in order to be accepted – need to similarly be ‘dividable’ or economically versatile,” Mumbai-based Sanjiv Phansalkar, programme leader at Sir Dorabji Tata Trust, told IPS.</p>
<p>However, Nitya Jacob, programme director for water at the Delhi-based Centre for Science and Environment (CSE), told IPS that environmentalists fear solar pumps could encourage groundwater abuse. “It is imperative to (attach) water extraction metres and control mechanisms to solar pumps,” he added.</p>
<p>Once installed, there can be no external or institutional control of a solar pump’s operating hours. If a solar pump can operate for six to seven hours on a clear day, farmers will try to maximise water withdrawal in order to recover high capital costs and because running the pump is free. In water-stressed regions, this rush to harness all the water possible will prove disastrous in the long term.</p>
<p>Any potential environmental gain such as solar pumps’ low carbon footprint could be offset by their potential for excessive groundwater depletion unless control mechanisms are built in, say green activists.</p>
