Credit: UN Photo/Paulo Filgueiras</p></font></p><p>By Bhumika Muchhala<br />UNITED NATIONS, Aug 7 2015 (IPS) </p><p>At about a quarter to seven on the evening of Sunday, Aug. 2, the member states of the United Nations adopted the post-2015 development agenda outcome document, titled &#8220;Transforming Our World: The 2030 Agenda.&#8221;<span id="more-141904"></span></p>
<p>As governments endorsed the 29-page product resulting from almost two years of transparent and relatively democratic negotiations, the final 48 hours had witnessed a very different story, that of a sharp turn towards closed-door consultations and last-minute bargaining chips.What transpired requires a moment to reflect on the reality of vested interests and deeply unequal power between negotiating governments.<br /><font size="1"></font></p>
<p>The 2030 Agenda is arguably the most ambitious and expansive development agenda that has ever been set in motion. It will be in effect for 15 years (2015-2030) and is to be implemented on all levels ranging from the global and multilateral level (such as the World Bank), regional (such as regional commissions and funds) and national (both government level and development agencies).</p>
<p>The main meat of the 2030 agenda is the Sustainable Development Goals (SDGs), comprised of 17 goals and 169 targets covering economic, social and environmental issues ranging from inequality, poverty, climate change, infrastructure, energy, industrialisation, consumption and production, health, education, ecosystem, biodiversity and oceans.</p>
<p>These SDGs will be the first global development paradigm to be marked by universality, meaning that <em>all</em> countries are to take action toward sustainable development, including the rich and powerful. This distinguishes the SDGs from the Millennium Development Goals (MDGs) of 2000-2015, which was based on an explicitly donor-recipient model of aid from the rich countries to the poor.</p>
<p>For all 193 governments of the U.N. to come to an agreement on this agenda was a breathtaking feat of conflict and compromise. However, over the first weekend of August, the otherwise open and recorded negotiations went into radio-silence in the back-rooms as the United States reportedly issued an ultimatum without which they refused to adopt the document.</p>
<p>The U.S. wanted to replace the word “<em>ensure</em>” with the word “<em>promote</em>” in two goals that talked about ensuring that the profits and patents reaped from the world’s natural biodiversity are shared fairly with the countries and communities from which they are extracted. The <a href="https://www.cbd.int/abs/doc/protocol/nagoya-protocol-en.pdf">legal agreement</a> on biodiversity clearly states the word “ensure.” By injecting the much weaker word “promote,” the U.S. tried to dilute hard-won legal language to something that is nebulous at best and unenforceable at worst.</p>
<p>This amendment essentially lets rich and powerful countries, whose corporations and research institutions extract the vast majority of biodiversity resources of the world, off the hook from their legal commitments to equitably share benefits and rewards that come from these resources. Developing countries were infuriated because most of this extraction happens in their countries, specifically, from the seeds, plants, forests and land on which most indigenous peoples across the world live in.</p>
<p>The negotiating group of 134 developing countries had repeatedly stated that the global goals were not to be re-opened for negotiation at the last minute, that they were sacrosanct. The fact that this firm position was flagrantly violated as a last-minute take-it-or-leave-it deal filled the air of the U.N. conference room with a palpable distrust and tension. People rushed in and out of conference rooms, furiously whispering in each other’s ears while working day and night to reach a consensus, no matter what.</p>
<p>Similarly, the progressive language on debt was also undermined, reportedly by the European Union this time. Up until the morning of Sunday, Aug. 1, the document said: “<em>We recognize the need to assist developing countries … through debt financing, debt relief, debt restructuring and sound debt management, as appropriate</em>.” This language recognised the sound development economics arguments called for by numerous <span style="text-decoration: underline;"><a href="http://www.nytimes.com/roomfordebate/2014/08/01/the-justice-of-argentinas-default/a-global-system-is-needed-for-debt-restructuring">economists</a></span> and <a href="http://www.reuters.com/article/2014/11/16/us-argentina-debt-idUSKCN0J00KC20141116">developing countries</a>, on the urgent need to address external debt if any development goals are to be achieved.</p>
<p>By late afternoon, this was inserted: “<em>Maintaining sustainable debt levels is the responsibility of the borrowing countries</em>…”  Plucked out of the <a href="http://www.un.org/ga/search/view_doc.asp?symbol=A/CONF.227/L.1">outcome document of the Financing for Development</a> conference in Addis Ababa last month, this sentence harmfully faults borrowing countries for their debt burdens without due attention on the complex role of lenders and creditors, a point that has been repeatedly emphasised in the <a href="http://www.nytimes.com/2015/08/02/magazine/why-greeces-lenders-need-to-suffer.html?_r=0">Greek</a> case.</p>
<p>It’s a stark regression from the notion of co-responsibility between lenders and borrowers in previous U.N. documents from <a href="http://www.un.org/esa/ffd/monterrey/MonterreyConsensus.pdf">Monterrey</a> in 2002 and <a href="http://www.un.org/esa/ffd/doha/documents/Doha_Declaration_FFD.pdf">Doha</a> in 2008.</p>
<p>The fear of such retrogression in language from the Addis Ababa document drove developing countries to keep insisting until the last hour that it not be annexed to the 2030 Agenda as developed countries called for. In the end, the Addis Ababa text was not annexed. But the compromise was this sort of selective importation of language. Other attempts were also proposed by developed countries in the final hours but were steadfastly fought back, such as removing reference to “policy space,” arguably the most vital demand of developing countries.</p>
<p>Although policy space is mentioned twice in the 2030 agenda and once in the SDGs, it is qualified with language from the Addis Ababa text in one of these three mentions. This language is: “…<em>while remaining consistent with relevant international rules and commitments</em>.” This negates the very point of policy space, which is to address the very “international rules and commitments” that constrain the ability of a state to formulate and carry out development-oriented policies and pathways.</p>
<p>On the other side of the North-South firewall, African and Arab countries called for the removal of a critical paragraph recognising human rights as a principal aim of sustainable development and a commitment to non-discrimination for all. While the paragraph was saved from this late Friday night intervention, the essential term “discrimination” was scrapped and the word “fulfill” was demoted to “promote.”</p>
<p>Issues such as ethnicity, migration status, culture, economic situation or age as a protected status were also scrapped although “race, colour, sex, language, religion, political opinion, national or social origin, property, birth, disability or other status” remain.</p>
<p>African and Arab diplomats argued against the recognition of LGBT rights and objected to the inclusion of “all social and economic groups,” while many Latin American countries, the European Union and the U.S. firmly opposed the offense against human and civil rights.</p>
<p>It is now more than two decades since the U.N. reaffirmed the interdependence of human rights and development at the <a href="http://www.ohchr.org/EN/ProfessionalInterest/Pages/Vienna.aspx">Vienna World Conference on Human Rights</a> and more than 20 years since the U.N. first recognised sexual orientation and gender identity as prohibited grounds of discrimination.</p>
<p>The 11<sup>th</sup> hour turn from openness to opacity reflects a <a href="https://www.ipsnews.net/2015/07/opinion-addis-outcome-will-impact-heavily-on-post-2015-agenda-part-2/">crisis of multilateralism</a> in the world’s primary locus of multilateralism, the U.N. After all, the U.N. is supposed to be the most democratic and universal institution that exists to date, one in which every nation has a vote, unlike the rich country-dominated IMF or World Bank.</p>
<p>The private bilateral consultations over the weekend of Aug. 1-2 were, according to many independent observers, a manufactured crisis that opened the door to text that endangers global development and law.</p>
<p>The problem is that backroom dealings and pressure campaigns have ominous implications for the legitimacy and fairness of international negotiations, not to mention the political will of governments to take the sustainable development goals seriously.</p>
<p>The new global development agenda has powerful potential to make an ambitious and universal dent of urgently needed progress in our economies, societies and environments.  At the same time, process is also important. What transpired this first weekend of August requires a moment to reflect on the reality of vested interests and deeply unequal power between negotiating governments.</p>
<p>(<em>Note: As of Aug. 6, 3:00 p.m., the final outcome document of the post-2015 development agenda has not yet been officially published by the U.N. Secretariat. The <a href="https://sustainabledevelopment.un.org/post2015">last draft available</a> is the Aug.1  draft without the changes noted above.  There is some speculation and concern as to why there is a delay of four days, which is only compounding the lack of transparency in the final hours of negotiation.)</em></p>

How can a continent so rich in natural resources be so poor?<span id="more-141103"></span></p>
<p>Economic growth is predicted to increase by 4.5 percent across the continent this year, despite falling oil prices and the Ebola crisis. South Africa’s economy, the second biggest in Africa is expected to continue to grow by 3.5 percent this year; Nigeria will grow by an enviable 5.5 percent.</p>

<p>However, millions across Africa are struggling.  Economic inequality is on the rise, and public coffers are insufficient due to an increasing demand for public services like health, education and housing.</p>
<p>Recently, <a href="http://en.wikipedia.org/wiki/Thomas_Pogge">Thomas Pogge</a> and other distinguished academics have written about the cost of progress. Surprisingly, history provides us with examples of countries where, if there is a balance between economic growth and public spending, it is possible to address inequality.</p>
<p>There is no time to waste in looking for ways to address this widening gap across Africa.</p>
<p>It is urgent that, collectively, African nations look at the billions of dollars flowing out of the continent every year, most of which can be attributed to corporate tax dodging.</p>
<p>In January, the report of the High Level Panel on Illicit Financial Flows (IFFs) from Africa, chaired by former South African President Thabo Mbeki, contended that IFFs from Africa increased from about 20 billion dollars in 2001 to 60 billion in 2010 in the merchandise sector alone.</p>
<p>According to Global Financial Integrity’s 2014 <a href="http://www.gfintegrity.org/wp-content/uploads/2014/12/Illicit-Financial-Flows-from-Developing-Countries-2003-2012.pdf">report</a> on IFFs from developing countries, South Africa alone may have lost more than 122 billion dollars between 2003 and 2012 in IFFs.</p>
<p>This is a lost opportunity for money that could have been reinvested in advancing Africa’s development and increased access to public goods for her Africa’s people.“It is urgent that, collectively, African nations look at the billions of dollars flowing out of the continent every year, most of which can be attributed to corporate tax dodging” <br /><font size="1"></font></p>
<p>But this is only the half of the story. Multinational companies are gaining at the expense of African people through other ‘legal’ forms of corporate tax dodging, and through negotiated tax breaks. This is happening because of a lack of fair global tax rules, and behind-closed-door deals between corporations and governments, rushing to seal deals under pressure.</p>
<p>Africa’s astounding growth is affecting human development. And these losses in tax revenue come at a time when the role of official development assistance to Africa is declining.</p>
<p>Fair and progressive tax systems should be providing financing for well-functioning government programmes to enable governments to uphold citizens’ rights to basic services (such as healthcare and education), and cement trust between citizens and governments.</p>
<p>Establishing an effective tax system is critical if Africa is going to mobilise the resources it needs to tackle poverty and inequality.  Africa is home to six out of ten of the world’s most unequal countries – South Africa, Lesotho, Namibia, Botswana, Zambia, and Central Africa Republic.  Some estimates on Africa’s financing needs include 40-$60 billion dollars per year to finance the post-2015 development agenda.</p>
<p>This is not just Africa’s problem. Around the world, many lower-income countries have been subject to harmful tax practices, including transfer pricing, whereby a transfer price may be manipulated to shift profits from one jurisdiction to another, usually from a higher-tax to a lower-tax jurisdiction.</p>
<p>After revelations of how multinational enterprises (MNEs) such as Starbucks, Google and Apple deliberately structured themselves to <a href="http://www.theguardian.com/technology/2012/nov/12/google-amazon-starbucks-tax-avoidance">minimise their tax bills</a>, the Organisation for Economic Cooperation and Development (OECD) launched an effort to reform this base erosion and profit shifting (BEPS) practice. This reform is expected to wind up by the end of 2015.</p>
<p>However, since the launch of the BEPS Action Plan, developed countries have not had a real voice or influence in the process.  Just four African countries, including South Africa as a G20 member country, have been invited to participate as observers.  These countries are bringing attention to the many mining corporations which are offered lucrative tax incentives which must be addressed in the BEPS plan.</p>
<p>The African Tax Administration Forum (ATAF) is a regional tax body that has been invited by the OECD/G20 to participate in the BEPS reform process.  This should provide further scope to influence the BEPS process with an African perspective.</p>
<p>At the same time, the South Africa Revenue Services (SARS) is going after billions lost through wasteful incentives and trade mispricing. SARS has recovered 5.8 billion rand (460 million dollars) over the three-year period 2011-2014, 55 percent (3.4 billion rand or 274 million dollars) of which is attributed to the mining industry.</p>
<p>South Africa’s membership in the G20 (and its role as co-Chair of the G20 Development Working Group) provides an enormous opportunity to insist on broad inclusion of all nations in the BEPS reform process.</p>
<p>At a recent conference convened by ATAF, South African Finance Minister Nhlanhla Nene <a href="http://www.gov.za/speeches/page-1-11-speech-minister-finance-mr-nhlanhla-nene-ataf-conference-cross-border-taxation">called</a> for “Africa to protect its own tax base, and advance domestic resource mobilisation through a common voice, a common concern and a common action plan.”</p>
<p>It is time that all African finance ministers wake up to the possibility that tax revenues for financing essential services for their citizens, or investment in small-holder agriculture or infrastructure, could come from the recovery of billions of dollars lost from corporate tax dodging and unfair tax competition.</p>
<p>Tax breaks provided to six large foreign mining companies in Sierra Leone, for example, are equivalent to 59 percent of the total budget of the country – or eight times the country’s health budget.</p>
<p>It is time for a global inter-governmental body on international tax cooperation to allow for a more inclusive and coordinated approach to ongoing tax reform, beyond BEPS.</p>
<p>All countries should be able to participate in tax negotiations on an equal footing, which guarantees one country, one vote, and where representatives will have the political mandate to speak on behalf of their governments.  Simply relying on the BEPS process to re-write tax rules will not be enough to end international tax dodging.</p>
<p>Through the BEPS reform process and this new tax body, there would be real potential for an African taxation renaissance.</p>

<p>The role of South-South cooperation in the context of sustainable development deserves greater recognition as significant numbers of developing countries begin to ascend the development ladder in a sustainable manner, causing fundamental changes to the development infrastructure the world has known up to now.</p>
<p>The steady expansion of South-South cooperation is causing a lasting impression on the existing order of things.</p>
<p>First, the best practices adopted by the more economically advanced developing countries could provide workable and relevant models for the others.</p>
<p>Some developing countries have recorded impressive economic successes and the policies they have successfully implemented could be shared. Contrary to existing practice, models of development will increasingly be borrowed from outside the developed world.</p>
<p>Secondly, some advanced developing countries have accumulated considerable international currency reserves and developed relevant technology which could be effectively deployed in the rest of the developing world. This is happening already.</p>
<p>Thirdly, the flow of funding and technology from other developing countries to the rest of the South will result in dramatic changes to relationships largely based on post-colonial and historical dependencies and the inevitable conditionalities. This would create an uncomfortable challenge for those used to the current relationship patterns.The traditional development cooperation patterns, many dependent on former colonial ties, perpetuating a dependent mindset and loaded with conditionality, may be sputtering to an end as a new framework of South South cooperation consolidates itself in the global arena. <br /><font size="1"></font></p>
<p>Sustainable development was the underlying concept that inspired States as they painstakingly negotiated the Rio+20 outcomes document, The Future We Want.</p>
<p>The Member States are currently working on the Post-2015 Development Agenda, essentially drawing on the report of the Open Working Group (OWG), to produce a master plan for progress, to be realised by 2030, that will ensure just, equitable and inclusive growth. The report of this exercise will be submitted for adoption to the U.N. High Level Summit to be held in September 2015 in New York.</p>
<p>The Post-2015 Development Agenda will seamlessly expand the significant achievements secured under the Millennium Development Goals which targeted eight specific areas. The new enterprise will touch upon many more aspects of our lives, including of women, youth, children, the disadvantaged and the marginalised, in a manner that the Millennium Development Goals did not.</p>
<p>A process culminating in a meeting of States Parties in Addis Ababa in July on Financing for Development will build on the accords of Monterrey and Doha and will adopt recommendations on the funding aspect for the Post-2015 Development Agenda.</p>
<p>The alleviation of poverty and the elimination of hunger are at the core of this exercise. We live in a world where close to 800 million people go to bed hungry every night. It is estimated that ending poverty in the world will cost 66 billion dollars per year. Over one billion live on less than 1.25 dollars per day. Over 2.5 billion have no access to clean water and proper sanitation resulting in massive health issues, including the stunting of children.</p>
<p>The number of least developed countries has remained the same since the year 2000, the year the MDGs were adopted, although progress has been made towards making the world a better place over the last 15 years.</p>
<p>Along with addressing poverty and hunger, the international community is discussing the related challenges, inter alia, of providing better health care and education for all, creating better cities and communities, ensuring decent work, confronting the daunting challenges facing the oceans, the imminent threat of climate change and biodiversity loss, mainstreaming women and children&#8217;s issues, providing energy for all, ensuring sustainable industrialisation, and building global partnerships.</p>
<p>The way humanity will address the threats confronting the oceans, in particular, its riches valued at an estimated 24 trillion dollars, will have a major impact on the environment, climate change, the livelihoods of millions of people and the economies of many countries, especially the Small Island Developing States and the Less Developed Countries.</p>
<p>In the implementation of the Millennium Development Goals adopted in 2000, the international community failed specifically on Goal 8 which focused on partnerships. The commitments made on the delivery of assistance to the developing world by the traditional donor community, including technology transfer, failed to materialise to the extent anticipated despite the solemn accords reached at Monterrey, Doha and elsewhere.</p>
<p>The gap between the rich and the poor has continued to grow and the elimination of poverty in many developing countries remains an ever distant dream, affecting a huge proportion of the global population.</p>
<p>Against this challenging background, the advances made by some developing countries provide practical examples of useful best practices and provide possible opportunities for a new framework for development cooperation.</p>
<p>China has pulled out over 680 million from extreme poverty in a short period of 30 years. This is an unprecedented achievement in human history. Its economy, which was at the bottom end of the world in the 1950s, is second only to that of the United States today and is expected to grow further.</p>
<p>Despite its headlong rush towards development and the enormity of the attendant challenges, China is also making impressive gains in the harnessing of alternative energy such as hydro, solar, wind, bio mass and gassified coal, bringing in to question the defensive contention of those industrialised countries which have argued that such a comprehensive embrace of alternative energy would result in major job losses and negative effects on their economies.</p>
<p>The initially costly, but essential, shift to renewable energy will facilitate continuing development in a sustainable manner, and the experiences of countries such as China, India and Brazil may provide an attractive model for other developing countries.</p>
<p>Many countries in South East Asia are also making rapid economic progress with Indonesia expected to become the sixth largest economy of the world by 2030. Sri Lanka, despite its developing country status, has attained enviable targets in the delivery of education services, health care and the integration of women to the national economy.</p>
<p>UNICEF highlights Sri Lanka as a success story. State-sponsored agricultural extension services which increasingly emphasise sustainability have been a major factor in the impressive advances made in this sector by Sri Lanka.</p>
<p>Bangladesh has halved the number of people living in poverty. While the experiences of any one developing country, or the technical knowhow deployed, may not necessarily be duplicated in another, useful lessons can still be learnt.</p>
<p>The lessons that can be shared are evident and South-South Cooperation has become a significant trove of experiences that can be accessed as the challenge of development is addressed. Interestingly, China studied the Greater Colombo Export Processing Zone of Sri Lanka before it established its spectacularly successful Shenzhen Zone.</p>
<p>Infrastructure projects could be and have been funded from public private partnerships, government to government arrangements or by the private sector. Africa&#8217;s current spurt of growth has been facilitated by a combination of these mechanisms, with much of the crucial funding and technology coming from China and a lesser amount from India, Brazil, etc..</p>
<p>Sri Lanka&#8217;s recent surge in economic expansion depended much on Chinese, and to a lesser extent on Indian, funding and technology. China&#8217;s initiative to establish an Asian Infrastructure Investment Bank (AIIB), which was initially proposed in 2013 by President Xi Jingping, is attracting even traditional donor states in unexpected numbers (57 as of now), despite initial reservations.</p>
<p>It is clear that South-South cooperation is playing a crucial role, especially in developing countries, in adding zest to their economies. Important lessons are being learnt and fundamental changes to established frameworks in global cooperation are being introduced. It may even be argued that the catalyst that propelled many developing country economies to a different level was the recent expansion of cooperation from other developing countries.</p>
<p>The traditional development cooperation patterns, many dependent on former colonial ties, perpetuating a dependent mindset and loaded with conditionality, may be sputtering to an end as a new framework of South South cooperation consolidates itself in the global arena. The states negotiating the Post-2015 Development Agenda will be conscious of the need to reflect the changing nature of the global development framework in their work.</p>

Credit: IFAD</p></font></p><p>By Valentina Gasbarri<br />ROME, Feb 17 2015 (IPS) </p><p>“We do not inherit the Earth from our ancestors, we borrow it from our children” – an ancient Indian saying that encapsulates the essence of sustainability as seen by the world’s indigenous people.<span id="more-139220"></span></p>
<p>With their deep and locally-rooted knowledge of the natural world, indigenous peoples have much to share with the rest of the world about how to live, work and cultivate in a sustainable manner that does not jeopardise future generations.</p>
<p>This was the main message brought to the second Global Meeting of the Indigenous Peoples’ Forum, organised by the International Fund for Agricultural Development (IFAD) last week in Rome.“We have learned the relevance of the diversity and distinctiveness of peoples and rural communities and of valuing and building on their cultural identity as an asset and economic potential. The ancient voice of the natives can be the solution to many crises” – Antonella Cordone, IFAD <br /><font size="1"></font></p>
<p>The Indigenous Peoples’ Forum represents a unique initiative within the U.N. system. It is a concrete expression of IFAD’s recognition of the role that indigenous peoples play in economic and social development through traditional sustainable practices and provides IFAD with an institutional mechanism for monitoring and evaluating the effectiveness of the agency’s engagement with indigenous peoples.</p>
<p>This engagement includes achievement of the objectives of the U.N. Declaration on the Rights of the Indigenous Peoples (UNDRIP).</p>
<p>Despite major improvements in recent decades, indigenous and tribal peoples – as well as ethnic minorities – continue to be among the poorest and most marginalised people in the world.</p>
<p>There are over 370 million indigenous peoples in some 70 countries worldwide, with the majority living in Asia. They account for an estimated five percent of the world’s population, with 15 percent of these peoples living in poverty.  Various recent studies show that the poverty gap between indigenous peoples and other rural populations is increasing in some parts of the world.</p>
<p>“IFAD is making all efforts to ensure that the indigenous peoples’ voice is being heard, rights are respected and well-being is improving at the global level,” said Antonella Cordone, IFAD’s Senior Technical Specialist for Indigenous peoples and Tribal Issues.</p>
<p>“We have learned the relevance of the diversity and distinctiveness of peoples and rural communities and of valuing and building on their cultural identity as an asset and economic potential,” she continued. “The ancient voice of the natives can be the solution to many crises.”</p>
<p>As guardians of the world’s natural resources and vehicles of traditions over the years, indigenous peoples developed a holistic approach to sustainable development and, as the U.N. Special Rapporteur on the Rights of Indigenous Peoples, Victoria Tauli-Corpuz, highlighted during an Asia-Pacific working group session, “indigenous peoples’ livelihoods are closely interlinked with cultural heritage and identities, spirituality and governance systems.”</p>
<p>These livelihoods have traditionally been based on handing down lands and territories to new generations without exploiting them for maximum profit. Today, these livelihoods are threatened by climate change and third party exploitation, among others.</p>
<p>Climate change, to which indigenous peoples are particularly vulnerable, is posing a dramatic threat through melting glaciers, advancing desertification, floods and hurricanes in coastal areas.</p>
<p>Long-standing pressure from logging, mining and advancing agricultural frontiers have intensified the exploitation of new energy sources, construction of roads and other infrastructures, such as dams, and have raised concerns about large-scale acquisition of land for commercial or industrial purposes, commonly known as land grabbing.</p>
<p>In this context, the Forum stressed the need for the free, prior and informed consent (FPIC) of indigenous peoples whenever development projects affect their access to land and resources, a requirement which IFAD President Kanayo F. Nwanzwe said should be respected by any organisation engaging with indigenous peoples.</p>
<p>Poverty and loss of territories and resources by indigenous peoples due to policies or regulations adverse to traditional land use practices are compounded by frequent discrimination in labour markets, where segmentation, poor regulatory frameworks and cultural and linguistic obstacles allow very few indigenous peoples to access quality jobs and social and health services.</p>
<p>Moreover, indigenous peoples suffer from marginalisation from political processes and gender-based discrimination.</p>
<p>These are among the issues that participants at the Forum said should be taken into account in the post-2015 development agenda. They said that this agenda should be designed to encourage governments and other actors to facilitate the economic and social empowerment of poor rural people, in particular, marginalized rural groups, such as women, children and indigenous peoples.</p>
<p>A starting point for the architecture of the agenda for the Sustainable Development Goals (SDGs) which will replace the Millennium Development Goals (MDGs) that expire at the end of this year was seen as the recommendations adopted during the two-day Forum (Feb. 12-13).</p>
<p>These included the need for a holistic approach to supporting and strengthening indigenous peoples’ food systems, recognition of traditional tenure, conservation of biodiversity,  respect for and revitalisation of cultural and spiritual values, and ensuring that projects be designed with the FPIC of indigenous peoples.</p>
<p>Participants said that it is important to emphasise the increasing need to strengthen the participation and inclusion of indigenous peoples in discussions at the political and operational level, because targets in at these levels can have a catalytic effect on their social and economic empowerment.</p>
<p>The Forum agreed that giving the voice to indigenous people and their concerns and priorities in the post-2015 agenda represents an invaluable window of opportunity for development.</p>

Credit: Catherine Wilson/IPS</p></font></p><p>By Catherine Wilson<br />SYDNEY, Jan 19 2015 (IPS) </p><p>As the Millennium Development Goals (MDGs), a set of poverty-alleviation targets set by the United Nations, come to a close this year, countries around the world are taking stock of their successes and failures in tackling key developmental issues.</p>
<p><span id="more-138710"></span>The Pacific Islands have made impressive progress in reducing child mortality, however, poverty or hardship, as it is termed in the region, and gender equality remain the biggest performance gaps.</p>
<p>“The main criticism of the MDGs was the lack of consultation, which resulted in a set of goals designed primarily to address the development priorities of sub-Saharan Africa and then applied to all developing countries." -- Derek Brien, executive director of the Pacific Institute of Public Policy (PIPP) in Vanuatu<br /><font size="1"></font>Only two of fourteen Pacific Island Forum states, Cook Islands and Niue, are on track to achieve all eight goals.</p>
<p>Key development organisations in the region believe the new Post-2015 Sustainable Development Goals (SDGs) proposed by the United Nations are more on target to address the unique development challenges faced by small island developing states. But they emphasise that turning the objectives into reality demands the participation of developed countries and a focus on getting implementation right.</p>
<p>“The main criticism of the MDGs was the lack of consultation which resulted in a set of goals designed primarily to address the development priorities of sub-Saharan Africa and then applied to all developing countries,” Derek Brien, executive director of the Pacific Institute of Public Policy (PIPP) in Vanuatu, told IPS.</p>
<p>The tropical Pacific Ocean is home to 22 diverse island states and territories, which are scattered across 15 percent of the earth’s surface and collectively home to 10 million people. Most feature predominantly rural populations acutely exposed to extreme climate events and distant from main global markets. Lack of jobs growth in many countries is especially impacting the prospects for youth who make up more than half the region’s population.</p>
<p>Brien believes the ambitious set of seventeen SDGs, to be formally agreed during a United Nations summit in New York this September, have been developed with “much broader input and widespread consultation.”</p>
<p>“From a Pacific perspective, it is especially welcome to see new goals proposed on climate change, oceans and marine resources, inclusive economic growth, fostering peaceful inclusive societies and building capable responsive institutions that are based on the rule of law,” he elaborated.</p>

<p>Most modern independent nation states emerged in the Oceania region relatively recently in the last 45 years. Thus, the PIPP argues that development progress also depends on continuing to build effective state institutions and leadership necessary for good governance and service provision. New global targets that promise to tackle bribery and corruption, and improve responsive justice systems, support these aspirations.</p>
<p>With 11 Pacific Island states still to achieve gender equality, post-2015 targets of eliminating violence against women and girls, early and forced marriages and addressing the equal right of women to own and control assets have been welcomed.</p>
<p>For instance, in Papua New, the largest Pacific island, violence occurs in two-thirds of families, and up to 86 percent of women in the country experience physical abuse during pregnancy, according to ChildFund Australia.</p>

<p>Improvement is also hindered by entrenched stereotypes of female roles in the domestic sphere and labour discrimination. In most countries, the non-agricultural employment of women is less than 48 percent.</p>
<p>The major challenge for the region in the coming years will be tackling increasing hardship.</p>
<p>Inequality and exclusion is rising in the Pacific Islands due to a range of factors, including pressures placed on traditional subsistence livelihoods and social safety nets by the influence of the global cash and market-based economy, the United Nations Development Programme (UNDP) reported last year.</p>
<p>According to the World Bank, more than 20 percent of Pacific Islanders are unable to afford basic needs, while employment to population is a low 30-50 percent in Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Samoa, Tonga and Tuvalu.</p>

<p>Rex Horoi, director of the Foundation of the Peoples of the South Pacific, a Fiji-based non-governmental organisation, agrees that the SDGs are relevant to the development needs of local communities, but he said that accomplishing them would demand innovative thinking.</p>
<p>For example, in considering the sustainable use of terrestrial and marine ecosystems, “you have marine biologists working separately and then you have biodiversity experts and environmentalists working separately. We have not evolved in terms of trying to solve human problems with an integrated approach to development,” Horoi claimed.</p>
<p>He called for tangible implementation plans, aligned with national development strategies, to accompany all goals, and more integrated partnerships between governments and stakeholders, such as civil society, the private sector and communities in making them a reality.</p>
<p>At the same time, delivering on the expanded post-2015 agenda will place considerable pressure on the limited resources of small-island developing states.</p>
<p>“Many small island countries struggle to deal with the multitude of international agreements, policy commitments and related reporting requirements. There is a pressing need to rationalise and integrate many of the parallel processes that collectively set the global agenda. The new agenda should seek to streamline these and not add to the bureaucratic burden,” Brien advocated.</p>
<p>PIPP believes industrialised countries must also be accountable for the new goals. The organisation highlights that “numerous transnational impacts from high income states are diverting and even curbing development opportunities in low income countries”, such as failure to reduce carbon emissions, overfishing by foreign fleets and tax avoidance by multinational resource extraction companies.</p>
<p>Brien believes that “rhetorically all the right noises are being made in this respect” with the United Nations promoting the SDGs as universally applicable to all countries.</p>
<p>“However, it remains unclear how this will transpire through implementation. There remains a ‘developing’ and ‘developed’ divide with perhaps still too much focus on this being an aid agenda rather than a development agenda,” he said.</p>

Industrial Development Organisation to promote industrial development for poverty reduction, inclusive globalisation and environmental sustainability is gaining momentum in the countries of the African, Caribbean and Pacific (ACP) group. <span id="more-138303"></span></p>
<p>A concrete sign of this trend came on the occasion of last week’s ACP Council of Ministers meeting in the Belgian capital where UNIDO Director-General Li Yong met with ACP representatives to explore how to further promote inclusive and sustainable industrialisation in their countries and possible ways of scaling up investment in developing countries.</p>

<p>During the opening session of the ministers’ meeting, outgoing ACP Secretary-General Alhaji Muhammad Mumuni had already highlighted the key role of the ISID programme in promoting investment and stimulating competitive industries in African, Caribbean and Pacific countries.</p>
<p>In December last year in Lima, Peru, the 172 countries belonging to UNIDO – including ACP countries – unanimously approved the <a href="http://www.unido.org/fileadmin/Lima_Declaration.pdf">Lima Declaration</a> calling for “inclusive and sustainable industrial development”.</p>
<p>The Lima Declaration clearly acknowledged that industrialisation is an important landmark on the global agenda and, for the first time, the spectacular industrial successes of several countries in the last 40 years, particularly in Asia, was globally recognised.</p>
<p>According to UNIDO statistics, industrialised countries add 70% of value to their products and recent research by the organisation shows how industrial development is intrinsically correlated with improvements in sectors such as poverty reduction, health, education and food security.“We need to move away from traditional models of industrialisation, which have had serious effects on the environment and the health of people” – UNIDO Director-General Li Yong<br /><font size="1"></font></p>
<p>One major issue that the concept of ISID addresses is the environmental sustainability of industrial development. “We need to move away from traditional models of industrialisation, which have had serious effects on the environment and the health of people,” said Li.</p>
<p>Economic growth objectives should be pursued while protecting the environment and health, and by making business more environmentally sustainable, they become more profitable and societies more resilient.</p>
<p><strong>ISID in the Post-2015 Agenda</strong></p>
<p>“For ISID to be achieved,” said Li, “appropriate policies are essential as well as partnerships among all stakeholders involved.” This highlights the importance of including ISID in major development frameworks, particularly in the post-2015 development agenda that will guide international development in the coming decades.</p>
<p>With strong and solid support from the ACP countries, ISID has already been recognised as one of the 17 Sustainable Development Goals (SDGs) proposed by the U.N. Open Working Group on SDGs – to take the place of the Millennium Development Goals (MDGs) whose deadline is December 2015 – and confirmed last week by U.N. Secretary-General Ban Ki-moon in ‘The Road to Dignity By 2030’, his <a href="http://www.un.org/apps/news/story.asp?NewsID=49509#.VJDDQCvF-So">synthesis report</a> on the post-2015 agenda.</p>
<p>In fact, goal 9 is specifically devoted to “building resilient infrastructure, promoting inclusive and sustainable industrialisation and fostering innovation.”</p>
<p>In this context, Mumuni told the Brussels meeting of ACP ministers that “in building the competitiveness of our industries and facilitating the access of ACP brands to regional and international markets, UNIDO is regarded by ACP Secretariat as a strategic ally.”</p>
<p><strong>ACP-UNIDO – A Strategic Partnership</strong></p>
<p>A Memorandum of Understanding approved in March 2011 and a Relationship Agreement signed in November 2011 represent the solid strategic framework underlying the strategic partnership between ACP and UNIDO, and highlight how the two partners can work together to support the implementation of ISID in ACP countries.</p>
<p>Key is the establishment and reinforcement of the capacity of the public and private sectors in ACP countries and regions for the development of inclusive, competitive, transparent and environmentally-friendly industries in line with national and regional development strategies.</p>
<p>On the basis of these agreements, ACP and UNIDO have intensified their policy dialogue and concrete cooperation. One example reported during the ministers’ meeting was the development of a pilot programme entitled “Investment Monitoring Platform” (IMP), funded under the intra-ACP envelope of the 9th European Development Fund (EDF) with the support of other donors.</p>
<p>This programme is aimed at managing the impact of foreign direct investments (FDI) on development, combining investment promotion with private sector development, designing and reforming policies that attract quality investment, and enhancing coordination between the public and private sector, among others.</p>
<p>This programme has already reinforced the capacity of investment promotion agencies and statistical offices in more than 20 African countries, which have been trained on methodologies to assess the private sector at country level.</p>
<p><strong>Implementing ISID in ACP Countries</strong></p>
<p>In Africa, the strategy for the Accelerated Industrial Development of Africa (AIDA) prepared with UNIDO expertise, is a key priority of <a href="http://agenda2063.au.int/">Agenda 2063</a>  – a “global strategy to optimise use of Africa’s resources for the benefit of all Africans” – and of the Joint Africa-European Union Strategy.</p>
<p>In the Caribbean, high priority is being given to private sector development, climate change, renewable energy and energy efficiency, and value addition in agri-business value chains, trade and tourism.</p>
<p>The CARIFORUM-EU Business Forum in London in 2013 clearly articulated the need for more innovation, reliable markets and private sector information, access to markets through quality and the improvement of agro-processing and creative industries.</p>
<p>In the Pacific, the 2nd Pacific-EU Business Forum held in Vanuatu in June this year called for stronger engagement in supporting the private sector and ensuring that innovation would produce tangible socio-economic benefits.</p>
<p>Finally, in all three ACP regions, interventions related to quality and value chain development are being backed in view of supporting the private sector and commodity strategies.</p>

He calls on civil society around the world to remain vigilant and act collectively to ensure that the fundamental rights of freedom of expression, association and assembly are protected.</p></font></p><p>By Mandeep S.Tiwana<br />JOHANNESBURG, Nov 25 2014 (IPS) </p><p>Nabeel Rajab, president of the Bahrain Centre for Human Rights, an advocacy NGO, is <a href="http://www.ifex.org/bahrain/2014/10/09/free_nabeel_rajab/">facing criminal charges</a> for sending a tweet that said: “many Bahrain men who joined terrorism and ISIS have come from the security institutions and those institutions were the first ideological incubator”.<span id="more-137944"></span></p>
<p>Yara Sallam, a young Egyptian woman activist, is <a href="http://civicus.org/index.php/en/csbb/2082_yara_sallamyara-sallam">in prison</a> for protesting against a public assembly law declared by United Nations experts to be in breach of international law.</p>
<p>In Nigeria, it is illegal to support the formation of `gay clubs and institutions’.</p>

<p>In Bangladesh, civil society groups are subjected to rigorous scrutiny of their project objectives with a view to discourage documentation of serious human rights abuses.</p>
<p>In Honduras, activists exposing the nexus between big business owners and local officials to circumvent rules operate under serious threat to their lives.</p>
<p>In South Sudan, a draft law is in the making that requires civil society groups to align their work with the government-dictated national development plan.</p>
<p>With barely a year to go before finalisation of the next generation of global development goals, civil society groups are facing increasing challenges as they seek to assume their rightful role as partners in development.</p>
<p>Back in 2010, when the United Nations organised a major <a href="http://www.un.org/en/mdg/summit2010/">summit</a> to take stock of progress on the Millennium Development Goals (MDGs), a number of civil society groups <a href="http://www.theguardian.com/commentisfree/libertycentral/2010/sep/12/civil-society-millennium-development-goals">lamented</a> that“too little partnership and too little space” was marring the achievement of MDG targets.“With barely a year to go before finalisation of the next generation of global development goals, civil society groups are facing increasing challenges as they seek to assume their rightful role as partners in development”<br /><font size="1"></font></p>
<p>They pointed out that, in a large number of countries, legal and practical limitations were preventing civil society groups from being set up, engaging in legitimate undertakings and accessing resources, impeding both the service delivery and watchdog functions of the sector, thereby negatively affecting development activities.</p>
<p>Since then, there has been greater recognition at multilateral levels about the challenges faced by civil society. In 2011, at a high-level <a href="http://www.oecd.org/dac/effectiveness/fourthhighlevelforumonaideffectiveness.htm">forum</a> on aid and development effectiveness, 159 national governments and the European Union resolved to create an “enabling environment” for civil society organisations to maximise their contributions to development.</p>
<p>In 2013, the U.N. Secretary General’s expert High Level Panel on the Post-2015 Development Agenda recommended that a separate goal on <a href="http://report.post2015hlp.org/digital-report-goal-10-ensure-good-governance-and-effective-institutions.html">good governance and effective institutions</a> should be created. The experts suggested that this goal should include targets to measure freedoms of speech, association, peaceful protest and access to independent media and information, which are integral to a flourishing civil society.</p>
<p>The <a href="http://sustainabledevelopment.un.org/sdgsproposal.html">Open Working Group</a> on Sustainable Development Goals (SDGs) has also emphasised the importance of ‘partnership with civil society’ in the post-2015 agenda. Even as restrictions on civil society activities have multiplied around the world, the U.N. Human Rights Council has passed resolutions calling for the protection of civic space.</p>
<p>Senior U.N. officials and experts, including the new High Commissioner for Human Rights, Zeid Ra’ad Al Hussein, have spoken out against state-sanctioned reprisals against activists highlighting human rights abuses at home and abroad.</p>
<p>Yet, despite the progress, civic space appears to be shrinking. The <a href="http://www.civicus.org/index.php/en/socs2014">State of Civil Society Report 2014</a> issued by CIVICUS points out that following the upheavals of the Arab Spring, many governments have felt threatened and targeted activists advocating for civil and political freedoms.</p>
<p>In <a href="http://www.un.org/apps/news/story.asp?newsid=41112#VEdoIWZBs5s">Ethiopia</a>, bloggers and journalists speaking out against restrictions on speech and assembly have been targeted under counter-terrorism legislation for “inciting” disaffection.</p>
<p>Additionally, the near total dominance of free market economic policies has created a tight overlap between the economic and political elite, putting at risk environmental and land rights activists challenging the rise of politically well-connected mining, construction and agricultural firms.</p>
<p>Global Witness has pointed out that there has been a <a href="http://www.theguardian.com/environment/2014/apr/15/surge-deaths-environmental-activists-global-witness-report">surge</a> in the killing of environmental activists over the last decade.</p>
<p>Notably, abundant political conflicts and cultural clashes are spurring religious fundamentalism and intolerant attitudes towards women’s equality and the rights of sexual minorities, putting progressive civil society groups at serious risk from both physical attacks as well as politically motivated prosecutions.</p>
<p>In Uganda, concerns have been expressed about the <a href="http://www.nytimes.com/2010/01/04/world/africa/04uganda.html?_r=1&amp;">promotion of homophobia</a> by right-wing religious groups.</p>
<p>In <a href="http://www.frontlinedefenders.org/pakistan">Pakistan</a>, indiscriminate attacks on women’s rights activists are seriously impairing their work.</p>
<p>Countering these regressive developments will require greater efforts from the international community to entrench notions of civic space in both developmental as well as human rights forums.</p>
<p>A critical mass of leading civil society organisations has written to U.N. Secretary General Ban ki-Moon urging him to ensure that the post-2015 agenda focuses on the <a href="http://www.cesr.org/downloads/HRsCaucusLettertoSG-29Sep2014.pdf">full spectrum of human rights</a>, with clear targets on civil and political rights that sit alongside economic, social and cultural rights.</p>
<p>It is being <a href="http://www.post2015hlp.org/wp-content/uploads/2013/05/CSI-Submission-to-HLP_Enabling-Environment-for-Civil-Society.pdf">argued</a> that explicit inclusion of the freedoms of expression, association and peaceful assembly which underpin a vibrant and able civil society should be goals in themselves in the new global development agenda.</p>
<p>It is equally vital to make parallel progress on the human rights front. Many governments that restrict civic freedoms are taking cover under the overbroad provisions of the International Covenant on Civil and Political Rights (ICCPR).</p>
<p>They argue that the provisions of the ICCPR on freedom of association and assembly, which are short on detail, are open to multiple interpretations on issues such as the right to operate an organisation without formal registration or to spontaneously organise a public demonstration.</p>
<p>The global discourse on civil society rights would be greatly strengthened if the <a href="http://www.ohchr.org/en/hrbodies/ccpr/pages/ccprindex.aspx">U.N. Human Rights Committee</a>, the expert body of jurists responsible for interpreting the ICCPR, could comprehensively articulate the scope of these freedoms.</p>
<p>This would complement progress made at the U.N. Human Rights Council and support implementation of comprehensive best practice <a href="http://freeassembly.net/rapporteurreports/report-best-practices-in-promoting-freedoms-of-assembly-and-association-ahrc2027/">guidelines</a> issued by the U.N. Special Rapporteur on the rights to freedoms of peaceful assembly and association.</p>
<p>For now, the odds seem to be heavily stacked against civil society groups fighting for economic, social and political justice. Many powerful governments do not subscribe to democratic values and are fundamentally opposed to the notion of an independent sector. And many democracies have themselves encroached on civic space in the face of perceived security and strategic interests.</p>
<p>Civil society around the world must remain vigilant and act collectively to ensure that the fundamental rights of freedom of expression, association and assembly are protected. We have come too far to let those with vested interests encroach on the space for citizens and civil society to thrive. (END/IPS COLUMNIST SERVICE)</p>

<p>The first-ever <a href="http://global%20nutrition%20report/">Global Nutrition Report</a>, a peer-reviewed publication released this month, and figures from the Rome-based U.N. Food and Agriculture Organisation (FAO) highlight a multifaceted and complex phenomenon behind malnutrition.</p>

<p>Beside hunger then, governments and development organisations have also been forced to start tackling over-nutrition.</p>
<p>&#8220;While under-nutrition still kills almost 1.5 million women and children every year, growing rates of overweight and obesity worldwide are driving rising diseases like cancer, heart disease, stroke and diabetes&#8221;, Francesco Branca, Director of Nutrition for Health and Development at the World Health Organisation (WHO), explained in a statement.</p>
<p>The solution does not lie in the realm of science, health or agriculture alone. It requires a cross sectorial and multi dimensional approach that includes education, women’s empowerment, market regulation, technological research and, above all, political commitment.</p>
<p>For this reason, representatives of governments, multilateral institutions, civil society and the private sector met in Rome for the Second International Conference on Nutrition (ICN2) that took place at FAO headquarters on Nov. 19-21. Jointly organised by FAO and WHO, the conference came 22 years after its first edition and, unfortunately, addressed the same unsolved problem.</p>
<p>Malnutrition, in all its forms, has repercussions on the capability of people to live a full life, work, care for their children, be productive, generate a positive cycle and improve their living conditions. Figures from the Global Nutrition Report estimate that the cost of malnutrition is around four to five percent of national GDP, suggesting that prevention would be more cost-effective.</p>
<p>With the goal of improving nutrition through the implementation of evidence-based policies and effective international cooperation, ICN2 produced two documents to help governments and stakeholders head in the right direction: the <a href="http://www.fao.org/3/a-ml542e.pdf">Rome Declaration on Nutrition</a> and a <a href="http://www.fao.org/3/a-mm215e.pdf">Framework for Action</a>.</p>
<p>The conference also heard a strong call for accountability and for the strengthening of nutrition in the post-2015 development agenda.</p>
<p>Flavio Valente, who represented civil society organisations at ICN2, remarked that &#8220;the current hegemonic food system and agro-industrial production model are not only unable to respond to the existing malnutrition problems but have contributed to the creation of different forms of malnutrition and the decrease of the diversity and quality of our diets.&#8221;</p>
<p>This position was shared by many speakers, who stressed the negative impact that advertising of unhealthy food has, mainly on children.</p>
<p>According to a participant from Chile, calling obesity a non-communicable disease is misleading, because it spreads through the media system very effectively. He added that Chile currently risks being brought before the World Trade Organisation (WTO) by multinational food companies for its commitment to protect public health by regulating the advertising of certain food.</p>
<p>This happens in a country where 60 percent of people suffer from over-nutrition and one obese person dies every hour, according to the permanent representative of Chile at FAO, Luis Fernando Ayala Gonzalez.</p>
<p>In an address to the conference, Queen Letizia of Spain also acknowledged the responsibility of the private sector: &#8220;It is necessary to help the economic interests converging towards public health. It is worth remembering that no country in the world has been able to reverse the epidemic of obesity in all age groups. None.&#8221;</p>
<p>The outcome of ICN2 brought consensus around a plan of action and some key targets.</p>
<p>Educating children about healthy habits and women who are in charge of feeding the family was recognised as crucial, as was breastfeeding, which should be encouraged (through paid maternity leave and breastfeeding facilities in the workplace), and the need to empower women working in agriculture.</p>
<p>Supporting small and family farming would also give people better opportunities to eat local, fresh and seasonal produce as well as fruit and vegetables, reducing the consumption of packaged, processed food that is often low in nutrients, vitamins and fibres and high in calories, sugar, salt and fats.</p>
<p>However, teaching people how to eat is not enough, if they cannot easily access quality food – hence the need for relevant policies targeting the food chain and distribution.</p>
<p>Initiatives like the <a href="http://www.health.govt.nz/system/files/documents/publications/fruit-in-schools-how-to-guide-may06.pdf">Fruit in Schools</a> programme proposed by New Zealand go in the right direction, especially when implemented within a coordinated policy that promotes physical activity and a healthy lifestyle that fights consumption of alcohol and tobacco.</p>

Mohamed Abdel-Ahad is Regional Director, UNFPA North Africa and Arab States.</p></font></p><p>By Julitta Onabanjo, Benoit Kalasa,  and Mohamed Abdel-Ahad<br />JOHANNESBURG, Sep 21 2014 (IPS) </p><p>Different issues will be competing for the attention of different African leaders attending the 69th<sup> </sup>United Nations General Assembly Special Session on International Conference on Population and Development (ICPD) Beyond 2014 in New York on Sep 22.<span id="more-136771"></span></p>
<p>But the central question for Africa’s development today is this: How do we harness the dividend from the continent’s current youthful population?</p>
<p>Solving this issue has never been more fundamental to Africa’s development than it is today.</p>
<p>For decades many, African countries have come up with a variety of ‘development’ plans. But often missing in these documents is how best to harness the potential of the youthful population for the transformation of the continent.</p>
<p>Therefore, strategic investment to harness the potential of the youth population can no longer wait.“African governments must know that efforts to create a demographic dividend are likely to fail as long as vast portions of young females are denied their rights, including their right to education, health and civil participation, and their reproductive rights”<br /><font size="1"></font></p>
<p><strong>The groundswell for change</strong></p>
<p>Africa is undergoing important demographic changes, which provide immense economic opportunities. Currently, there are 251 million adolescents aged 10-19 years in Africa compared with 1.2 billion worldwide, which means that around one in five adolescents in the world comes from Africa.</p>
<p>Africa’s working age population is growing and increasing the continent’s productive potential. If mortality continues to decline and fertility declines rapidly, the current high child dependency burden will reduce drastically. The result of such change is an opportunity for the active and employed youth to invest more.  With declining death rates, the working age population in Africa will increase from about 54 percent of the population in 2010 to a peak of about 64 percent in 2090.</p>
<p>This increase in the working age population will also create a window of opportunity  that, if properly harnessed, should translate into higher economic growth for Africa, yielding what is now termed a ‘demographic dividend’ – or accelerated economic growth spurred by a change in the age structure of the population.</p>
<p>Reaping the demographic dividend requires investments in job creation, health including sexual and reproductive health and family planning, education and skill and development, which would lead to increasing per capita income.</p>
<p>Due to low dependency ratio, individuals and families will be able to make savings, which translate into investment and boost economic growth. This is how East Asian countries (Asian Tigers) were able to capitalise on their demographic window during the period 1965 and 1990.</p>
<p>The impact of such a demographic transition on economic growth is no longer questionable – it is simply a fact.</p>
<p>But this transformation requires that appropriate policies, strategies, programs and projects are in place to ensure that a demographic dividend can be reaped from the youth bulge.</p>
<p><strong>Seizing the moment</strong></p>
<p>Without concerted action, many African countries could instead face a backlash from the growing numbers of disgruntled and unemployed youth that will emerge.</p>
<p>In the worst-case scenario, such a demographic transition could translate into an army of unemployed youth and significantly increase social risks and tensions.</p>
<p>To seize the opportunity, African states will need to focus their investments in a number of critical areas. A priority will be the education and training of their youth.</p>
<p>African governments must know that efforts to create a demographic dividend are likely to fail as long as vast portions of young females are denied their rights, including their right to education, health and civil participation, and their reproductive rights.</p>
<p>If these efforts are to succeed, this will demand addressing gender disparities between today’s boys and girls especially, but more specifically, addressing the vulnerabilities of the adolescent girl.</p>
<p><strong>Beyond rhetoric </strong></p>
<p>As we move toward the post-2015 development agenda, unleashing the potential and power of Africa’s youth should be a critical component of the continent’s developmental strategies, as reflected in the <a href="http://icpdbeyond2014.org/uploads/browser/files/addis_declaration_english_final_e1351225.doc">Addis Ababa Declaration on Population and Development</a> – the regional outcome of ICPD beyond 2014 – and the Common African Position on the post-2015 development agenda.</p>
<p>This can no longer be reduced to election or political polemics. It requires urgent action.</p>
<p>Young people are central to the realisation of the demographic dividend. It is therefore important to protect and fulfil the rights of adolescents and youth to accurate information, comprehensive sexuality education, and health services for sexual and reproductive well-being and lifelong health, to ensure a productive and competitive labour force.</p>
<p>Africa cannot afford to squander the potential gains of the 21st Century offered by such an important demographic asset:  its youthful population.</p>

			<content:encoded><![CDATA[<p>By Ida Karlsson<br />BRUSSELS, Sep 4 2014 (IPS) </p><p>With the United Nations’ post-2015 development agenda currently under discussion, civil society actors in Europe are calling for a firmer stance on human rights and gender equality, including control of assets by women.<span id="more-136501"></span></p>
<p>&#8220;The SDGs are a unique opportunity for us. The eradication of extreme poverty is within our grasp. But we still face very major challenges. Business as usual is not an option,&#8221; Seamus Jeffreson, Director of <a href="http://www.concordeurope.org/">Concord</a>, the European platform for non-governmental development organisations, told at a meeting in Brussels with the European Parliament Committee on Development on September 3.</p>
<p>An <a href="http://sustainabledevelopment.un.org/owg.html">Open Working Group</a> has been set up by the United Nations to come up with a set of new Sustainable Development Goals (SDGs) to replace the eight Millennium Development Goals (MDGs), which range from halving extreme poverty to halting the spread of HIV/AIDS and providing universal primary education by the target date of 2015.“We need to address women's control over assets. <p>Development organisations in Europe say a rights-based approach need to be strengthened in the proposed new SDGs or there is a risk these could be traded off in negotiations with major powers that are less committed to human rights.</p>
<p>&#8220;We do not see the spirit of a human rights-based approach infusing the other goals. It should underpin the SDGs. The connection is not made that people have rights to resources. We cannot have a development agenda without people&#8217;s rights being respected,&#8221; Jeffreson said.</p>
<p>Jeffreson’s complaint was echoed by Thomas Mayr-Harting, European Union Ambassador to the United Nations. &#8220;From our point of view, a rights-based approach and governance and rule of law need to be better represented in the SDGs.&#8221;</p>
<p>While Concord welcomes a specific goal on gender equality within the SDGs, &#8220;more details are needed for this to be a goal and not just a slogan,” Jeffreson told IPS. “We need to address women&#8217;s control over assets. The majority of farmers in the world are women but they do not own the land. There is legislation that prevents women from inheriting property.&#8221;</p>
<p>The European Union will produce a common position before inter-governmental negotiations start. Further input will come from a <a href="http://www.post2015hlp.org/about/">High-level Panel</a> set up in July 2012 by UN Secretary-General Ban Ki-moon to advise on the global development framework beyond 2015.</p>
<p>&#8220;We now look to Ban Ki-moon to play a core role in bringing this process together,&#8221; said Mayr-Harting, adding that Sam Kutesa, Ugandan foreign minister, who will chair the UN General Assembly from mid-September, will play also an important role.</p>
<p>Ajay Kumar Bramdeo, ambassador of the African Union to the European Union, who also attended the meeting in Brussels, said that more than 90 percent of the priorities in the common African position have been included in the proposed new set of development goals, including its position on climate change.</p>
<p>&#8220;The negative impact of climate change is already being felt in countries in Africa. The European Union has been an important historical, political, economic and social partner for Africa and would also feel the impact of climate change on Africa,&#8221; he added.</p>
<p>Kumar Bramdeo emphasised the need to mobilise financing from the developed countries through the <a href="http://unfccc.int/cooperation_and_support/financial_mechanism/green_climate_fund/items/5869.php">Green Climate Fund</a> of the UN Framework Convention on Climate Change (UNFCC), transfer new clean technologies, and enhance disaster risk management and climate adaptation initiatives.</p>
<p>Ole Lund Hansen, representing the <a href="https://www.unglobalcompact.org/">UN Global Compact</a> at the meeting, stressed that the SDGs would not be achieved without the active participation of the world&#8217;s business sector. &#8220;Some figures say we need 2.5 billion dollars per year in additional investments to achieve the SDGs. We clearly need to tap into the vast resources of the private sector.&#8221;</p>
<p>The proposed new SDGs, which will make amends for the shortcomings of the MDGs, will be an integral part of the United Nations’ post-2015 development agenda which, among others, seeks to eradicate extreme poverty and hunger from the face of the earth by 2030.</p>
<p>There are currently 17 new goals on the drafting board, including proposals to end poverty, eliminate hunger, attain healthy lives, provide quality education, attain gender equality and reduce inequalities.</p>
<p>The list also includes the sustainable use of water and sanitation, energy for all, productive employment, industrialisation, protection of terrestrial ecosystems and strengthening the global partnership for sustainable development.</p>
<p>The final set of goals is to be approved by world leaders in September 2015.</p>

<p align="left"><span id="more-116596"></span>The United Nations (U.N.) entity for women, <a href="http://www.unwomen.org/">U.N. Women</a>, has been tasked along with the <a href="http://www.unicef.org/">United Nations Children&#8217;s Fund</a>(UNICEF) to lead consultations on the topic of inequalities, which can be based on anything from gender and sexual orientation to race or socioeconomic status. Written submissions, e-discussions and an advisory group helped inform these discussions.</p>

<p align="left">The consultations discussed gender equality and gender-based violence, lesbian, gay, bisexual, transgender and intersex people (LGBTI), persons with disabilities, economic inequalities, indigenous peoples, young people, urban inequalities and minorities.</p>
<p align="left">IPS correspondent Mathieu Vaas spoke with Saraswathi Menon, a senior manager at U.N. Women, about the post-2015 Development Agenda and what possibilities it may offer to fight inequality around the world.</p>
<p align="left"><strong>Q: How will the <a href="http://www.un.org/en/ecosoc/about/mdg.shtml">post-2015 Development Agenda</a> differ from the Millennium Development Goals (MDGs)?</strong><strong></strong></p>
<p align="left">A: The success of the <a href="www.un.org/millenniumgoals/">MDGs</a> was in the way they captured the imagination of people around the world. We saw women&#8217;s organisations, civil society, media and academics using the MDGs to rate the performances of their leaders and the international community and in many cases hold them accountable.</p>
<p align="left">Governments also rapidly absorbed the MDGs into their policies and priorities. Any new agenda must therefore respond to what people and governments have seen as the strengths and weaknesses of the previous framework.</p>
<p align="left">In every country, rising inequalities and the impact of different crises – food, fuel, financial, economic employment – are concerns, and so is the violence against women that occurs in every country, in every income bracket, in homes and public spaces. The fragile lives of people in situations of conflict or in countries prone to natural disasters or vulnerable to climate change are also concerns.</p>
<p align="left">These are only some of the issues that were not addressed in the MDGs and that need to be addressed in any new framework. Because we have seen the track record of the MDGs – with uneven progress on many, the worst case being maternal mortality – attention must be paid not just to the way the goals and targets are crafted but also in terms of how they have been translated into public action and made a difference in people&#8217;s lives.</p>
<p align="left">The new framework will be different – it will respond to aspirations of people and lessons learnt by governments and their partners, and it will need to address challenges that have been aggravated or emerged in the years since the Millennium Declaration was adopted.</p>
<p align="left"><strong>Q: U.N. Women has been tasked along with UNICEF to lead the consultations on inequalities. How will you reach out to women and youth?</strong><strong></strong></p>
<p align="left">A: The Inequalities Consultation has just ended, and it was wide-ranging, inclusive and open. Much of the discussion took place online in moderated discussions on 10 themes ranging from disabilities to indigenous peoples. Each discussion was jointly moderated by a U.N. agency and a civil society organisation.</p>
<p align="left">We also put out a call for papers and received close to 200 papers. Through social media and by picking themes that resonated with people, we generated enormous interest. Over 4,600 people have registered and 34,500 individuals have visited the inequalities space since its launch.</p>
<p align="left">The majority of those who participated were from civil society and developing countries. The majority of comments related to gender equality and women&#8217;s empowerment. So we are confident that we have received a wide cross section of views and that youth and that women have participated actively, since their concerns were specifically included.</p>
<p align="left"><strong>Q: With some countries in the General Assembly refusing to discuss LGBTI rights, will those rights be part of the post-2015 agenda on inequalities?</strong></p>
<p align="left">A: In the inequalities consultation, one of our e-discussions was specifically on inequalities and LGBTI people. Key recommendations that emerged were to repeal all discriminatory laws and policies; enact comprehensive anti-discrimination legislation; include a commitment to address such discrimination in the post-2015 agenda; and to establish a U.N. human rights mechanism to monitor report on violence and discrimination against LGBTI people.</p>
<p align="left">So the expectations are clear. Of course the final post-2015 framework will be determined through negotiations among governments. But expressing expectations is important and we hope that will influence the outcome.</p>
<p align="left"><strong>Q: LGBTI youth are at special risk for homelessness, drugs, HIV/AIDS and other problems. Will these issues be dealt with?</strong></p>
<p align="left">A: The discussions around the post-2015 framework are looking specifically at poverty, urbanisation, including slums, health and HIV/AIDS in all their dimensions.  The vulnerability of specific groups and the overlapping discriminations that they face applies very specifically to LGBTI people.</p>
<p align="left">In the inequalities consultation, we found that when different forms of inequality intersect, they reinforce each other and create unique forms of discrimination and exclusion. We also recommend that different inequalities cannot be dealt with in a piecemeal fashion, and so all those issues &#8211; homelessness, drugs, HIV/AIDS &#8211; need to be tackled coherently.</p>
<p align="left"><strong>Q: How do these kinds of international consultations help change the reality on the ground?</strong></p>
<p align="left">A: Setting global standards and goals is not only an inspiration but also a call for accountability. Goals are often aspirational but behind them lie the recognition that if mindsets change, if policies are improved, if people are empowered, there can be transformational change.</p>
<p align="left">That is why we feel it is so important that the next round of goals and targets not only focus on averages like the MDGs, but actually reflect inequalities so that the measure of success is improvement in the lives of all and not just of a few.</p>
<p align="left">The consultations told us that inequality affects not only the poorest or most deprived but diminishes communities, societies and the economy as a whole. So international consultations are important to express what the world prioritises, what people can use to hold leaders accountable, and to move us all, women and men, girls and boys, towards a better world.</p>
