RIO DE JANEIRO, Jun 16 2008 (IPS) - Brazil has a project in place to create a National Climate Change Policy, defined by interministerial commissions and sent to Congress as part of the government's celebrations of World Environment Day, Jun. 5. But it is a tepid project, limited to the principles of the international conventions, without setting concrete goals, according to Rubens Born, climate coordinator for the Brazilian Forum of Non-Governmental Organizations and Social Movements for the Environment.

“The government made a generic proposal that could have been broader and left details to future plans,” Born told Tierramérica.

Furthermore, he said, citizen participation in the process was insufficient in a “confusing” multitude of interministerial meetings, and there were no arrangements made for “a national council to integrate policies and allow greater social representation.”
